hit the area, spawning 60 mile per hour wind gusts and strong waves.video of the incident shows two duck boats on the water when the storm hit. one docked safely. the other sank as people watched helplessly from shore.(mos) oh no, somebody needs to help them...oh my gosh.within minutes first responders were mobilizedvoice of dispatcher: a duck has capsized. approximately 30 individuals in the water. voice of dispatcher: western base make sure (tta) brings an ambulance right to the show boat, we have injuries, uh, possible cpr in progress and there's a couple of pontoons getting people out of that water.the victims range in age from one to seventy years old, according to the sheriff, and include driver robert williams. missouri governor mike parson is determined to find answers. gov. mike parson / missouri: we as a state will do everything within my powers to make sure that they all have the resources here they need to come to a conclusion on this incident, and to finish with the this tragedy.in branson, missouri, i'm camila bernal reporting.

telegraph hill neighbors have filed a lawsuit trying to stop the reopening of the historic julius' castle.kron4's maureen kelly talked to people on all sides of the legal battle. after being closed for 10 years....the historic restaurant perched high on telegraph hill had been inching closer to reopening.....until this new legal setback. the planning commission allowed the new owner of nearly 100 year old hot spot an exemption so he could skip getting an enviromental review....that move brought a lawsuit against the city from a neighborhood

group called the friends of montgomery street..alledgiing the granting that exemption violated the california environmental quality act.one of those neighbors behind the suit told me by phone that he thinks city officials helping this restauarnt reopen are more motivated by nostalgia than what's right..he for one does not look back on when julius' castle was open as the good old days.there was a tremendous amount of traffic going back hundreds of cars a day trucks coming earlier in the morning and then noise up until around midnight. now the restaurant was already there what was open in the 1920s or something it goes way back. when it was open there was no such thing as an environmental impact report, the california environmental quality act which regulates all these things had not yet been passed had anyone tried to open a restaurant from scratch given the present legal situation it would never get approvedthe new owner, who says it's taken six years and millions of dollars to get the restaurant ready to once again says he has no plans to give up.i've had literally hundreds of people people talk about having a prom hear their first date here there for his job interview it's endless every time i meet people who are all-time san francisco they have some special memory here and i want to keep that alivea spokesperson for the city attorney calls the lawsuit baseless and a classic case of nimbyism....a hearing is set for november...the new owner says he plans have julius's castle back open sometime this year.maureen kelly kron4 news

(grant) highway 140 is closed... west of midpines, before "el portal". and many are under a mandatory evacuation. connie tran joins live from "mariposa"... connie... how is the fire affecting tourism to those mountain towns? ramon want to press pause on plans to bring a doggy day care service into their community.(grant) people against it say the business will disrupt traffic and potentially cause sanitation issues. kron four's philippe djegal shows us the proposed site. themselves." the company already has facilities in concord and livermore. in april, the business applied for a minor-use permit for this building on alcosta boulevard in san ramon. thursday, the city zoning administrator held a hearing open to the public where several neighbors, like this woman, living in the condos next door -- voiced concerns about the business potentially moving in. the city staff report on the application says the building could house up to 125 dogs at a time. with services including overnight boarding, day care, grooming and training.no name neighbor- "the smell is definitely another thing that i concerned." the staff report says the dogs would stay inside at all times with the exception of a fenced outdoor area in the back. t-c cagle lives in the same condo complex and supports the business moving in.tc cagle/neighbor- "the funny thing about them disrupting our lives, we live next to a commercial lot. we knew that risk when we moved here. so, if you didn't want to live next to a commercial property, you shouldn't have moved here. that's the way i look at it."

(grant) we now have an update on a badminton coach arrested on the peninsula. the academy where he worked has released a statement responding to his arrest. we first brought you this story last night... and according to the santa clara sherriff's office, the coach... khan-kham malay- thong.... was found in a park with one of his underage students...sitting in his brand new maserati s-u-v. he was arrested and charged with sexual assault. the synergy badminton academy in menlo park responded today saying "khankham malaythong, is no longer employed with the organization." they went on to say in the statement

(grant) police say a healdsburg man got car jacked after arranging a sexual encounter online. the 32 year old man had a woman meet him at her business on stony point and sebastopol roads in santa rosa on wednesday. the two agreed to go to a hotel when another man got in the car...and punched the victim...and pointed a gun at him. the victim then got out of the car and ran, the man and woman drove away in the honda accord. police were able to recover the car in san pablo...and are still looking for the spepects...both white...both in their mid-30's. the victim has a head injury after getting punched. different locations... in discovery bay and brentwood. experts there tell us the hot weather...and hot water is helping the mosquitos multiply...increasing the chances of more west nile cases. the three best ways to defend yourself are to use repellents, avoid standing water, and avoid going outside at dawn or dusk. (vicki) police have arested two teenagers after what they are calling a quote "long and exhaustive investigation." 19 year old jonathan salazar and a 15 year old boy have been arrested in connection to a homicide back in october 2017. back in 2017 police arrived to del monte ave in salinas to find 20 year old jamie martinez with a gunshot wound. crews transported martinez to the hospital but he later died from his injuries. during the investigation police have discovered this is shooting is believed to be gang related. ( vicki ) firefighters are dealing with more challenges as the fast-moving ferguson fire continues to engulf more land in mariposa county.

(terisa estacio)this is going to be quite the sporting event here at att park. rugby is huge and now it will take center state as these teams face off for the rugy world cup sevens... 24 mens teams and 16 womens teams will duke it out at att park for the next 3 days. this is the first time teams will compete for the melrose cup on us soil. there are 30 million fans in the us and the organization hopes by the end of this, there will be even more fans. there are some new rules in this match up... it is now a knockout pool, meaning if you lose, you are out, no playoffs... the united states is in play as they won a leg in the march series. i caught up with some fans about their hopes for this years cup. austin percifell, rugby fan. (vicki) the little amphibious tour boat was in the middle of table rock lake, when disaster struck.people on shore watched it unfold. oh no, somebody needs to help them...oh my gosh.the duck boat filled with families struggled in the wind and waves,...oh it's going under. the victims ranged from just one year old to seventy.one lady lost nine members of her 11 members of her family. the boat's operator says the weather was fine when the duck entered the water. just before seven p=m local time a massive storm hit the area, spawning 60 mile per hour wind gusts and strong waves.it was almost like a micro burst that that just came out of nowhere. divers worked all night to recover the bodies.this is just the latest in a string of deadly accidents involving dock boats ... seventeen people died on an arkansas lake in 1999 ... two people died in philadelphia in 2010 ... and five people were killed when a seattle duck boat driver swerved into the path of a bus three years later.

san francisco's presidio is permanently closed to traffic. the roadaway is being converated into a trail for pedestrians and bicyclists to help connect crissy field to the golden gate bridge. pedestrians will still be able to go in both directions. however, bicyclists will only be able to travel uphill only be able to bicyclists will only be able to travel uphill until improvements are completed in the coming months. motorists will still be able to access the area using lincoln blvd and mcdowell avenue. control agents have revoked the license of "cafe durant" in berkeley. this comes during accusations the cafe sold alcohol to minors, multiple times. the a-b-c and berkeley police say this happened on three separate occasions. the first accusation allegedly happened in 2016 - the cafe paid a three-thousand dollar fine. police say it happened twice in 2017. the a-b-c has permanently revoked the establishments alcohol license. this means the sale and consumption of alcohol is no longer allowed at the business. (grant) new at six..... governor brown signed a new bill today giving álocal governments the chance to negotiate deals to withdraw ballot initiatives. it's a practice that is already taking place at the state level. like with the soda tax ban.... the proponents of that bill withdrew their initiative from the november ballot after lawmakers agreed to ban local taxes on soda and sugary drinks. critics of the tactic say it allows powerful special interest groups to "weaponize" the ballot process to get what they want. proponents say it forces lawmakers to make policy on issues they otherwise would not. in placer county is the tallest bridge in california. it attracts everyone from photographers to thrill seekers. and it also attracts trouble. about a half dozen people recently tried to base jump off the bridge... resulting in several arrests. reporter ben deci has the story. foresthill -- three men were arrested sunday after placer county sheriff's deputies say they were seen base jumping from the foresthill bridge.the sheriff's office says deputies were at the bridge shortly after 9 p.m. responding to reports of a suicidal woman. there, investigators say they witnessed three people with parachutes jump from the catwalk under the bridge.the placer county sheriff's office says the men first climbed out onto a catwalk hanging underneath the bridge. there were six or seven of them. "yeah, they scooped up their shoots and tried to run," said placer county lt. andrew scott. "state parks turned on their lights and sirens, was able to catch up to them because they were in a vehicle and these guys were on foot."a park ranger below caught and arrested three: 27-year-old christopher ludlow of sacramento, 30-year-old christopher peterson of davis and 29-year-old michael king of south lake tahoe.ludlow, peterson and king were booked into the placer county jail in auburn for trespassing and resisting arrest.at 730 feet above the ground, it is the tallest span in california and
