(grant) tonight at 5... a intense man-hunt is underway right now for a violent felon... who is wanted for last night's vicious and unprovoked deadly stabbing at an east bay bart station. police say this man-- 27- year-old john lee cowell-- killed an 18-year-old woman on the platform at the mac-arthur station. hello i'm grant lodes. (vicki) and i'm vicki liviakis. the man is considered armed and dangerous-- and police are warning the public not to approach him. and right now-- investigators are trying to figure out the motive in the murder of 18-year-old nia wilson. kron4's terisa estacio is live in oakland tonight with the latest on the investigation. terisa? .... chief carlos rojas/bart police. law enforcement, of of the most vicious attacks that i have ever seen." bart police chief carlos rojas... on the fatal stabbing of 18 year old nia wilson reportedly at the hands of suspect, john lee cowell. chief rojas says it was sunday night, nia, you see here boarded a bart train in concord with two of her other sisters... when they arrived at macarthur to change trains, that is when they encountered cowell, a transient with a criminal history. rojas. he approached and very quickly hurt nia. you can tell nia's sister came in to help, applied pressure till authorities arrived. nia was procnounced dead at the scene... her sister was rushed to the hospital, where she is now in stable condition. the other sister was not injured. police believe so far this was a random attack. rojas. there is talk of racial motive, but we have no motive at this time. as for cowell, this is a picture released of him leaving the scene... bart police say they believe they found the murder weapon - a knife at a nearby construction site. kron four news has learned this about cowell's criminal history. back in 2015, martinez police arrested

cowell on a dui. then, he in 2016 a restraining order was taken out on him, for harassing a kaiser employee, then in 2016 he was arrested for robbery and served two years in state prison. he was released just a few months ago in may. (estacio live)

(rob live) i'm here near summit point golf club and from this vantage point you can see where thefire left a huge scorch mark above those homes. fortunately, the fire was for the most part burning away from populated areas.... (nats) (fire trucks on the move)200 firefighters were still on scene monday but after it charred some 320 acres of mostly grass, brush and scrub oak, the "country fire," named for nearby contry club, was nearly 80 percent

contained by mid day monday. the fire was first reported around one p.m. sunday amid a fairly strong winds blowing in off the bay but the weather actually brought some relief overnight says san jose fire captain mitch matlow.caot. mitch matlow/san jose fire dept. '....last night the humidity went way up and the temperature dropped quite a bit, that made it easier for our firefighters to work and it helped slow the progress of the fire way down and helped us put a ring around it..." five people were evacuated from a couple of homes on what is largely ranch land near ed levin county park. a handful of barns and out buildings were threatened for a time but the winds were pushing the fire away from the more popuated areas but there is still plenty of work to do. capt mitch matlow "....we have to make sure that everything is out, it is still burning, there is still active fire, a containment doesn't mean the fire is out, it means we've got a wall around the fire so it's not going to spread any farther..."you can pretty much see that wall in the form of fire retrdant dropped along thefire's edge with hand crews hunting down every last ember, most of which were all but gone by late this afternoon. (grant) (grant) another big story tonight... the campaign to repeal the state's gas tax has officially kicked off. kron 4's will tran explains why there is a push to get rid of the tax. "yes on 6 - repeal the gas tax" meeting with california attorney general candidate steven bailey, california treasurer candidate greg conlon and others.california voters will decide this november whether to get rid of higher gas taxes and vehicle registration fees approved last year.secretary of state alex padilla said monday that initiative supporters collected enough valid signatures to qualify for the ballot.the move was widely expected after organizers turned in far more signatures than required.the gas tax initiative is a central part of the republican strategy to hold onto contested legislative and congressional seats in the face of democrats motivated by opposition to president donald trump.the gop hopes opposition to the gas tax will make inroads with

francisco, specifically in parts of north beach, fisherman's wharf and union square... while luxury good were once the prime target... groups of people are now expanding to drug stores. you're looking at a video a viewer sent us of a robbery at the walgreens of columbus and bay last week. but it's not just walgreens. this is the the cvs at stockton and sutter from back in june.... people taking what they want with aparently no care in the world... and this is video of another robbery at the same store this weekend... once again, people rifling through merchandise, and sticking it in their bag before heading out the doora spokesman for cvs says we take the matter of organized retail crime seriously and we partner with law enforcement and other retailers with a goal of preventing this activity and bringing to justice those responsible for it. in 2015 and 2016 numerous similar robberies of luxury goods at high end stores were linked to a group known as the rainbow crew. police working with the d.a.'s office made arrests and 16 people were tied to 23 retail thefts and charged with a variety of felonies including robbery, grand theft commercial conspiracy.so far, no arrests in the robberies nor any indication those involved are connected, but police say there appears to be

(grant) police say the gunman behind a mass shooting in canada that killed two people... has died.(grant) the shooting was outside a restaurant in the greek-town neighborhood of toronto last night. 14-people were shot. a ten-year-old girl and an 18-year-old young woman died. police say the gunman died after a shootout with police. investigators are looking into every possible motive, including terrorism. (grant) survivors of the missouri duck boat tragedy say the captain told them they would ánot need their life jackets. all 17 people who died when the boat capsized last thursday were not wearing life jackets. now investigators say there may have been design problems with the duck boat. one of the inspectors says he warned the company about the boats complications last year.

payments aren't usually enough for places like this to keep pace with rising health care costs....and keep wages competitive for staff trying to make it in this increasing unaffordable city.we have to make sure that we keep every single bedthe extra 1 million to go into the budget will be spread out over 2 years...adding to the 2.5 million the department of public health already pays to help cover the spending gap. the new funds will be spread between 37 board and care faciliies to help keep 350 residents ...some who suffer from mental issues like dementia with a roof over their heads.some of these people suffer from serious behavioral health and medical issues many have history of homelessness and we know the best solution is to prevent homelessness in the first place resident ilina moreno gave the mayor one of her paintings. she helps run the art program here for the other seniors. she says places like victorian manor are crucial for seniors and those with disabilities.after my stroke i became paralyzed i cannot meet my basic social and daily needs i need constant assistancethis budget ammendment will be presented at tuesday's board of supervisors meeting....it's part of 47 million in

(vicki) in the east bay... police in oakland are searching for a violent felon on parole.. who is wanted for a vicious and unprovoked deadly stabbing at the macarthur bart station. the suspect is identified as 27-year-old john lee cowell.... a transient from the oakland-emeryville area. police say cowell stabbed

18-year-old nia wilson to death and injured her sister. right now investigators are trying to determine what led to the attack. police are asking anyone who may know cowell.. or where he is... to please call them. they are warning the public not to approach him.. as he could be armed and dangerous. ... (grant) this investigation has many people talking about the safety of bart. it's one of several attacks that have made headlines in the last two years.(vicki) kron 4's j.r. stone is following this story in the newsroom tonight. j.r. you've been sorting through past cases... what have you found? (j.r.)i've spent the afternoon digging and narrowed it down to four brutal attacks. three of the four have been solved but the most serious one is unsolved today. this is surviellance video of a murder suspect that happened back on january 9th of 2016. this man is believed to have shot and killed carlos romero of antioch but at last check was never caught. romero was on a stopped bart train when he was

allegedly shot by this man several times. bart police insist that romero had some sort of run in with this man on a bus and that then led to the shooting on bart. again this case is unsolved and this man was never caught. in october of last year craig cuthbert turned himself in after a double stabbing case on the lafayette bart station platform. police say cuthbert dozed off on bart. at least two women tried to steal his laptop out of his backpack. he chased them off the train and stabbed them. again he later turned himself in.32 year old robert dolph was arrested earlier this year after an april attack where dolph stabbed at least two victims inside the coliseum bart station in oakland. it was said to be a random attack. another bart rider who saw what was going on risked his life to help the victims and stop dolph. also in april police were investigating a shooting case at the hayward bart station when a man shot at them.

officers were able to catch and arrest him. the man was wanted for another crime.so again three of the four cases there were solved but the most brutal murder from back in 2016 is still unsolved tonight. grant vicki now back to you. (grant) now to the north bay... and take a look at these pictures... out of sonoma county where a driver was able to survive this car crash. the sheriff's department says a man was driving on highway 12 near calistoga road at dangerously high speeds. they say he was weaving and cutting off other drivers. deputies followed the man but he refused to pull over.. the driver ended up crashing and hitting a tree. as you can see the car is mangled. the man has only minor injures...in fact he didn't have to go to the hospital...instead deputies took him to jail. (grant) a homeless man suspected of starting a series of fires along a sonoma county trail last month pleaded not guilty today. investigators say 51-year-old domingo bautista may have been

responsible for four suspicious fires along the west county trail. he also may be responsible for 13 small fires along the santa rosa creek trail. bautista is being held under a 20- thousand dollar bail, and his next court appearance is in september. (vicki) a big story tonight... police in los angeles have identified the suspect behind a deadly hostage situation at a trader joe's over the weekend. gene atkins is facing murder charges, with his bail set at two-million dollars. and yesterday... many came together to remember the 27-year-old woman who was killed in the standoff. cristy fajardo reports. so many people gathered to honor melitta corado they spilled into the street. the 27 year old trader joe's store manager was killed during an lapd standoff with a gunman on saturday. her big personality even came through in photos and she no doubt would have

want before leaving... and police confirm an uptick in retail theft in parts of union square, north beach and fisherman's wharf.a spokesman for cvs says we take the matter of organized retail crime seriously and we partner with law enforcement and other retailers with a goal of preventing this activity and bringing to justice those responsible for it. these drug store robberies, including this one last week at the walgreens at bay and columbus are a departure from what was happening back in 2015 and 2016. then the focus was on high end retailers... and the groups of people targetting those stores were dubbed the rainbow crew. eventually 16 people were tied to 23 retail thefts and charged with a variety of felonies including robbery, grand theft commercial burglary and conspiracy.so far, no arrests in the recent drug store robberies nor any indication those involved are connected, but police say there appears to be a lot of teenagers involved in the the recent uptick in these types of crimes
