(rob live) water managers have been looking for a way to store more water without building new reservoirs like anderson dam here in morgan hill. the solution, which is now beng funded, is to expand a couple of existing reservoirs. the california water commission is expected to approve committing a billion dollars to construct two large water projects in the bay rea. approved by voters in 2014, the water bond issue proposition one has earmarked $485 million-dollars for the santa clara valley water

district, which would contribute close toanother half billion, to essentially expand the existing pacheco reservoir near pacheco pass.a new 319 foot tall dam would expand the reservoir's capacity from 6,000 acre to 140,000 acre feet, enough water to supply 280,000 familie's of five for an entire year says board chairman richard santos. richard santos/santa clara valley water dist.also expected to win approval from the water comission is a $980 million dollar expansion of the los vaqueros reservoir in contra costa county. it's dam would be increased by 55 feet to 273 which would increase the reservoir's storage capacity from 160 to 275,000 acre feet. both of these projects are still years away and both will have to go through environmental reviews. but starting such a project from scratch would bevrtually impossible nowadays says chairman santos. by the way, the last dam built in santa clara county was uvas dam, near gilroy, in 1957. this one, anderson dam, was bult in 1950. live in morgan hill rob

rafael's first homicide since 20-11. but first we want to go to dan kerman live in contra costa county... where john lee cowell grew up... and where prosecutors are very familiar with him. sotcarol kincaid talking about murder suspect john cowell... kincaid says cowell grew up in the concord home across the street, and then lived there off an on as an adult until his arrest for murdersot kincaid says she remembers years ago hearing about a waiter making unkind comments about cowell's grandmother as the two had lunch together. they returned home but cowell went back to the restaurantsot carol kincaid/cowell's neighbor 36-46it turns out cowell has had a long list of arrests and convictionssot scott alonso/ c.c. county d.a's office 53-56the da's office in contra costa county has brought cowell up on charges at least 6 times.

following a 2009 assault he plead no contest to 2 counts of batteryin 2013 he plead no contest again to batteryin 2015 he plead no contest to being under the influence of an illegal substanceand then in 2016 he was charged with petty theft, illegal possession of teargas, possession of a smoking device and drug possession . those charges ended up being dismissed following his arrest and conviction for 2nd degree robbery in which prosecutors say he stole items from a lucky store and then threatened a loss prevention office with a replica gun and a box cutter so he wasn't detained... he did 2 years in state prisonadd to this a restraining order filed in 2016 by kaiser in richmond because of "threats directed at our employees"and a restraining order filed in 2015 to keep him away from the family home.neighbor carol kincaid says she last saw cowell a month agosot212/car with him

tonight with the latest update from police.terisa? bart deputy police chief ed alvarez says cowell you see here - seemed be hiding in plain sight when cornered on a bart train. cowell wanted in the viscious fatal stabbing of 18 year old nia wilson and the violent attack of her sister latifa. deputy chief ed alvarez, bart police dept. he was very calm, sitting on the train, he voluntered to get off, no use of force, and did not find any weapons. bart police believe they found the murder weapon used to kill nia - and sources tell kron four news, they will be running forensic dna tests to determine if it is a match to this henious crime. as for any confession or motive coming from cowell, a transient with a long criminal history... deputy chief alvarez custody, and jail, he asked for a lawyer. there was a bay area wide manhunt for cowell following the attack on the sisters sunday night at the macarthur bart station's platform. this picture of

(pam) another big story tonight. the attorney for brock turner is arguing .. the jury's verdict should be overturned ... because of what he says, was a lack of evidence. the former stanford swimmer was sentenced to just 6- months in jail back in march of 2016... after he was convicted of sexually assaulting an unconscious woman. turner was not in court today ... but his lawyer argued, the members of the jury used their imagination... as to what had actually happened. the california appeal court judges now have 90 days to respond to the appeal. (pam) in the north bay... police found a man and a woman dead in a san rafael home. police went to the terra linda neighborhood around eight- thirty this morning... after a man called them saying, he had just shot his wife and was

ready to shoot himself. officials ordered a shelter-in- place in the area .. while a swat team investigated. we spoke to a neighbor about the incident. "i took a look outside...we had several police vehicles right out here and they were brandishing assault rifles...and we had a couple large armored vehicles in front of the house. the possibility of gunfire this close neighborhood is always fearful."(pam) wilson said he did not hear any gunshots... but when police went inside the house...they found a dead man...woman...and a gun. this is san rafael's first homicide since 20-11. bodycam video shows more details .. about that deadly shootout at a trader joe's store on saturday. six people were injured... and one employee.... assistant manager melyda corado was killed. and now we are learning that she was likely struck by a stray bullet from an officer's gun. jasmine viel has the latest from los angeles. nat sound/sirens and gunshots police dashcam video captured the shootout saturday between the suspect, gene atkins, after he crashed into a pole outside a silver lake trader joe's, and two l-a-p-d officers. nat sound/sirens and gunshotsanother angle from police-worn body cameras shows those officers firing back a reported eight rounds at the suspect as he runs inside. he was hit in the left arm. it was in those moments that store manager melyda corado had come out and was also hit by one of the rounds fired by officers. michel moore/los angeles police chief: "it was a through and througwoof police, i am sorry for the loss." police chief michel moore says his officers had to make a split second decision to defend themselves against atkins, corado ran back inside and collapsed. when she was

brought out to be treated by paramedics, it was too late. michel moore/los angeles police chief: "i recognize how they will forever go through their mind, debating whether that was what they had to do." the gunman continued to fire from inside the store at officers. you can hear the bullets hitting the wall that they were using as cover. nat sound: "watch out!" dozens of customers and employees were held hostage for hours. nat sound: "shots fired." those officers first chased 28- year-old atkins to the grocery store after learning he had shot his grandmother, mary madison, in her south la home, and kidnapped his 17-year-old girlfriend, who was also injured by a bullet. the police chief said the chase lasted 15 minutes as atkins fired atthose officers through his back window. nat sound: "shots fired, shots fired officer needs help, west silver lake drive." atkins finally surrendered peacefully. michel moore/los angeles police chief: "i am thankful, given the number of store employeecus stomers inside, that this violent ordeal did not result in the loss of additional life."

she is still missing at this hour...the sheriff's department says she contacted her family from the suspect's car this afternoon...indi cating trouble...her family then called 911. if you see isabelle epps...you're asked to call 9-1-1 immediately.
