( robin )this morning... a massive wildfire continues to burn throughout mendocino and lake county. right now... the mendocino complex fire... is comprised of both the ranch and river fires. so far the ranch fire has burned over 61-thousand acres. and the river fire has burned over 33-thousand acres.... combined thats over 94-thousand acres. the river fire is 24- percent contained. 14

homes have been destroyed in both the ranch and river fire.... and more than 12- thousand structures are threatened. ( robin )(topvo) also burning in mendocino county -- the eel fire. this fire is just 40 miles north of the mendocino complex fire. it's spread to 1-thousand acres. there is áno containment. sheriff's deputies have made an emergency request for resources. this video from the sheriff's department shows an air tanker dropping retardant on a hillside along highway 101 between cloverdale and hopland. mandatory evacuations have been ordered. ( robin )this morning... mandatory evacuations are in effect for those living on bartlett springs road, which is north of twin valley road in the mendocino national forest. kron 4's gayle ong took a trip to lake county high school... where an evacuation shelter has been put in place. evacuees escaping the mendocino complex fire has called lower lake high school home since sunday..some are

just arriving wednesday like katharyne sluys (sloose).. she's made a bed on the front lawn under this tree.. she's not alone, people are camping out nearby with tents.. the school has three gymnasiums full of food, water, and shelter..and then there's people like vickie johnson, distributing pet donations from santa rosa firefighters are still battling the blaze as plumes of smoke filled the sky in the evening..not sitting well with these evacuues..

( robin )in clearlake oaks... the staff at moose lodge 22-84... is opening its doors to fire evacuees. right now more than 200 people are calling the lodge home. with the help of the community supplies are continuously pouring in. moose lodge has also provided cots and tents to keep people out of the sun. many of those fire victims have been there since the weekend.... and have no idea if their homes will survive. ( robin )many people who live in the evacuation areas are trying to figure out just how long they're gong to be kept from their homes. kron4's michelle kingston attendedthe first community meeting for the mendocino county complex fire... and has the details. homes. more than 16-hundred structures are threatened. this morning containment is up to 35- percent. ( robin ) now to the ferguson fire burning in mariposa county. it s now burned more than 63- thousand acres and is 39- percent contained. this fire has been burning for about two and a half weeks now. two firefighters were killed in this fire. one building has been destroyed... but no homes have burned. the fire has also forced the closure of yosemite valley...through at least sunday. ( robin ) all of these wildfires are burning through the state's firefighting budget. california already has spent more than a quarter of its annual fire budget - at least 125-million dollars. we're only a month into the budget year. governor brown warned the state could expect more huge, costly and devastating fires in future. ( robin )a health advisory remains in effect in solano county. smoke, mostly from the mendocino complex fires, has engulfed the area for days.

(philippe) for some people... under the hazy skies... comes a shortness of breath, coughing, wheezing chest tightness or pain.robert young/retired fire fighter- "if you have heart or lung issues, um, or respiratory problems, its probably best to stay inside." most of the smoke hovering over solano county is coming from the mendocino complex fires... carrying with it small particulate matter than can be breathed danergously deep into the lungs.joy taylor/passerby- "i like to run outside. i'm finding its hard to run out there." difficult and also unsafe.jan littlefield/pass erby- "we're certainly staying inside and you know, taking it kind of easy, and you feel congested and you can really, i mean, its, its really bad." kristina kawczynski (kuh-zin-ski) has been in the south bay for a few days... but is driving back home north near redding.kristina kawczynski/passerby- "i've been driving with my, my windows up and a/c blasting. so, that way i'm not dying." the health department says children and pregnant women are at greater risk of experiencing health problems related to wildfire smoke.

government continues reuniting migrant children separated from their families at the border.. they now face a new problem. children who came across the border alone. some lawmakers in texas want this facility near downtown houston to house those unaccompanied minors. it can hold up to 240 children. the company that would operate it - already runs 15 similar facilities in the state. executives say it is not a detention center, calling it instead a state-licensed "childcare facility." the company's lawyers say they have the necessary permits to open.... this could happen later this week. professor spent nearly a week with immigrant families that just got out of a detention center in texas. that woman talked exclusively to kron 4's hermela aregawi about what she says was... a heartbreaking experience. she tells me she knows this kind of sudden separation of children from their parents is traumatic.. has long lasting effects wbut she says.. seeing the impact the trauma had on the kids touched her and her team beyond what their expertise could prepare them for. a psychology professor and her students along with a group of moms and activists went to mcellan texas to see for themselves the impact detention had on immigrant families. belinda hernandez arriaga/professor of psychology, usf seeing the children, not have a bath, giving them their first pair of shoes. seeing them hungry, it just moved us with so much emotion. and feelings of helplessness and also just this kind of anger around how can this be happening in our country.professor arriaga of usf says.. the hurt was so visible on the childrens faces. belinda hernandez arriaga/professor of psychology, usfwe saw one little girl that had been

separated from her dad for about 14 days and you could see in her eyes just this sense of confusion and distance. and that liveliness of a child was missing. as an expert arriaga says.. she knows the anxiety this experience causes for children.. well into their adult years. belinda hernandez arriaga/professor of psychology, usf this kind of sudden separattion, this sudden trust of them being put into really difficult condition perpetuates this fear for the rest of their lives that suddenly something can happen. that suddenly at any given time in their live that suddenly a parent can be taken away from them, a loved one. and always this kind of impending doom that can happen to them. that they can't control anything that's hapening in their lives. amidst all the trauma.. arriaga says.. the resilience of the parents was eye-opening. belinda hernandez arriaga/professor of psychology, usfwe saw a range of emotions but mostly what we witnessed was parents trying to take the next step for survival in a storm of confusion and uncertainty and fear.it really told us that these families aren't coming

( robin )the ninth u-s circuit court of appeals in san francisco... shot down trump's executive order threatening to withhold funding from sanctuary cities... ruling it unconstitutional. san francisco and santa clara counties sued to block the president's executive order, arguing it could strip them of billions of dollars in federal funding. however, on wednesday... the court ruled the president does not have that power. ( robin )t-s-a could stop screening at more than 150 airports. the t-s-a is

revisiting a proposal to eliminate screening at certain airports. if implemented, it could mark a major change for the industry. reporter andrew spencer has the story. right now, the t-s-a screens passengers at nearly 440 airports nationwide. under the proposal, that number could drop drastically.according to internal documents obtained by c-n-n, the agency is considering ending security screenings at more than 150 small and medium-sized airports -- airports that operate commercial flights with no more than 60 passengers.t-s-a says they're simply resurrecting an idea they have explored before -- as far back as 2011.a spokesman for t-s-a said in an email that the regulations that established tsa do not require screening below a certain level -- so they could potentially consider proposals like this in any given year. ...but such a change would be a big shift for the transportation security administration, which was established in response to the

traffic. because it appears no one is actually rushing (sound of traffic) so to simplify what's going on lets just call it going nowhere fast traffic .. my only mission is to get past the onramp to the bay bridge and that feat by it self proved to be an uphill battle because just to get to the intersection i counted no one , not two but count them 5 light cycles (ambiance) each light cycle lasted approximately one minute and 30 seconds . so now i've made it to the intersection which means i'm next and i have a green light but blocking the intersection is heavily frowned upon nats ambiance so i wait as cross traffic goes by from left to right the right ot left traffic is stuck because the car in front is blocking the intersection now drivers on main are not permitted to turn right on red or make a left from 3 to 7pm but this uber driver decided to make a k turn right in the middle of the crosswalk while traffic is trying to get by and a person is in the

kroeger, the nation's largest grocery chain... will longer be accepting a popular method of payment. kron 4's gabe slate explains why and which bay area stores this will affect. kroger, which owns foods co, food 4 less, and ralph's grocery stores is the countries largest grocer..they are currently in a battle with visa over the fees visa charges them when a customer uses a visa credit card at checkout. the negotiation is ongoing but for now kroger

( darya ) the family of nia wilson is suing bart. wilson was killed on july 22nd at the macarthur bart station. the 18-year-old was stabbed in the neck. her sister was also hurt in the attack... which bart police say appears to be random. john cowell has been charged with murder and attempted murder. the wilson family says bart failed to keep their daughters safe. wilson's funeral is tomorrow. ( darya ) bart is now working on a 5 point plan to keep riders safe. the transit system has seen an increase in violent crime this year. now bart's director has come up with a plan that starts with hiring more officers. bart is roughly 25-officers shy of what's considered normal staffing. right now... they're offering 10-thousand dollar bonuses to new hires. bart

( james ) a big story this morning... a massive fire burning in both mendocino and lake counties has now grown to more than 94-thousand acres. the mendocino complex fire is a combination of the river and ranch fires. flames are 24-percent contained this morning. 14 homes have been destroyed... and more than 12-thousand buildings are still threatened. mandatory evacuation orders are in effect. ( james ) officials in mendocino county held the first community meeting on the fires. about 3-hundred people showed up... wanting to know when they could return home. neighbors got to hear from cal fire and other officals about safety and the latest on the fire fight. people at the meeting were grateful for the fire crews but also worried and ready to get home.

( james ) in san jose... the much anticipated opening of a new charter school has been delayed unitl the fall of 2019. about 200 families enrolled their children in the new "promise academy public charter school." the school was offered space at at "allen at steinbeck elementary school"... but now that's not going to happen. the reason is the parents. they wanted share a campus with a downtown school but san jose unified says allen at steinbeck would better accommodate the promise students. a spokesman for promise charter says it is committed to working with the district... to figure out a plan for next year. as for the students... they'll return to their neighborhood schools. charges in santa clara county... for hacking cellphones and stealing at least 5 million dollars in digital currency. prosecutors say joel ortiz was taken into custody at l-a-x before he boarded his flight to boston. ortiz faces more than two dozen charges... including grand theft, identity theft and computer hacking. he is being held on one million dollar bail. ( james ) in san jose... the much anticipated opening of a new charter school has been delayed unitl the fall of 2019. about 200 families enrolled their children in the new "promise academy public charter school." the school was offered space at "allen at steinbeck elementary school"... but now that's not going to happen. the reason is the parents. they wanted share a campus with a downtown school but san jose unified says allen at steinbeck would better accommodate the promise students. a spokesman for promise charter says it is committed to working with the district... to figure out a plan for next year. as for the students... they'll return to their neighborhood schools.

( darya ) a new proposal to eliminate t-s-a screening at smaller airports ... could mean longer, more chaotic lines for major airports here in the bay area. andrew spencer has the details. right now, the t-s-a screens passengers at nearly 440 airports nationwide. under the proposal, that number could drop drastically.according to internal documents obtained by c-n-n, the agency is considering ending security screenings at more than 150 small and medium-sized airports -- airports that operate commercial flights with no more than 60 passengers.t-s-a says they're simply resurrecting an idea they have explored before -- as far back as 2011.a spokesman for t-s-a said in an email that the regulations that established tsa do not require screening below a certain level -- so they could potentially consider proposals like this in any given year. ...but such a change would be a big shift for the
