( robin )the massive wildfires burning in mendocino and lake counties continue to grow in size... forcing new evacuations. right now the mendocino complex river fire is burning to the west of clear lake... and the ranch fire is devouring land north of the lake. the ranch fire that is forcing those new evacuations. they're in effect for long valley, high valley and spring valley. shelters have been established

in lower lake and middletown... you're told to drive south immediately if you haven't left already. here are the new numbers for the complex fire... the ranch fire is exploding in size...it's now burned almost 84-thousand acres...the river fire is that size... at more than 41 thousand acres. the combined containment is 39 percent.... and 16 homes have now been lost. ( robin )the city of kelseyville is slowly getting back to normal... after some... were given the ok to back return home. the evacuation was lifted tuesday night... after people were asked to immediately leave sunday, due to the medocino complex wildfire. not sure if they're homes were still standing... many who live there say they're grateful for the help of first responders.

( robin )new video shows the flames from the carr fire twisting into a tornado. the state's biggest wildfire has now extended to more than 200 square miles ... now burning away from populated areas. fueled by wind... the carr fire grew overnight... but firefighters are making some gains against the fire now in its 12-th day. here are the latest numbers. the fire has burned more than 126 thousand acres. and is now 37 percent contained. with a th homes the carr fire is one of the most destructive in california history. it is threatening over 13-hundred homes. ( robin )near yosemite ... the ferguson fire is now in its

third week.69 thousand acres and is 41 percent contained. two firefighters have been killed battling this fire. yosemite valley is still closed to visitors until at least sunday. ( robin )in the east bay... a bicyclist was killed by a hit and run driver. now police are saying the victim was hit by a big rig. kron 4's ali reid has the story from lafayette. this all happened on a stretch of road, where there's little to no room for error. unfortunately, a bicyclist didn't make it after being hit by a big rig.pkgaround 12:30 thursday afternoon emergency sercices responded to a hit

and run on 00 block of reliez valley road, near withers road. the bicyclist was on the ground, and treated at the scene by fire and ambulance personnel. needing further attention, he was rushed to john muir medical center, where he later died. this is a very narrow roadway .... and there's no designated bicycle lane. so the space is shared by bicyclists and vehicles alike. it isn't clear what direction the big rig or the victim was heading, but the hit proved to be deadly. police were able to track down the truck and the driver involved. standupat this time the investigation is ongoing. anyone who may have witnessed, or have any information that may help the case is urged to call police.reporting live from lafayette ... ali reid ... kron 4 news. ( robin ) concord p-d identified the person who killed a man in concord last week. 64-year-old michael downie was found dead in his concord home by his friend. the suspect is identified as

55-year-old terrance boyd dixon. there is no clear motive at this time but police say dixon has a criminal history. police have not yet found dixon... he was last seen driving a stolen blue 20- 13 hyundai. ( robin )a jury has convicted a former uber driver of vehicular manslaughter. syed muzaffar was driving on ellis street in 20-13 when he made a right turn onto polk street in san francisco. that's when he hit and killed six year old sophia liu. the girl's mother and three year old brother were injured. according to court records... after hitting the little girl - he reversed his car back over her body before getting out of the car. he was found guilty after two days of deliberation. ( robin )happening today... the funeral will be held for nia wilson. wilson is the young woman killed back on july 22nd at the macarthur bart station. her sister was also injured in the attack, which bart police say appears to be random. john

cowell has been charged with murder and attempted murder. the funeral starts at eleven in the morning-- and will be held at the "acts full gospel church" in oakland. her funeral comes after her family announced wednesday... that they are suing bart. d-m-v offices are opening for saturday service this weeeknd. that brings the total of california offices with saturday service - to 60. four of the locations are here in the bay area... daly city, fairfield, novato, and vallejo. the offices will be open from 8 a.m. to 5 p.m. and all services except behind- the-wheel exams will be provided. the expanded saturday service is part of the department's effort to ease the long wait times in field offices. d-m-v offices will remain closed on

( robin )in the north bay... police arrested a man they believe vandalized nine businesses in san rafael. the tagging adds up to six thousand five hundred dollars of damage to these businesses. through surveillance video... officers were able to identify 20 year old timothy goetze as a suspect. goetze is in the marin county jail for vandalism exceeding 400-dollars. ( robin )also in the north bay... a mill valley man is behind bars -- booked on theft and drug charges... involving fentanyl. in the process - he may have exposed his mother to legal problems --- related to possibly running an illegal daycare center in her own home. kron four's philippe djegal has the story. (philippe) for the past few weeks... 27-year-old hank mulholland's mother, betsy, says her son has been living in this room in her home on meadow drive with his girlfriend... before they planned to move to seattle. it's on the opposite end of

the house to the room out of which betsy has operated a daycare service for 30 years called "cozy kid care." several law enforcement agencies served a search warrant here wednesday morning...betsy/suspect's mother- "the daycare had nothing to do with my son." investigators say what appears to be the power drug fentanyl -- was found in the home, and that no one living here has a prescription for it. betsy disputes the drug was actually ever in the house... rather that police found the drug's in her son's car -- away from the daycare. still the city of mill valley shutdown the daycare after learning betsy does not have the proper permits to operate the business within city limits... though she says she does have a state license. besty/suspect's mother- "i've never known i needed a mill valley city license in any daycare, small. i have a small daycare. any small daycare that i know of does not have this information." police were led to mulholland after identifying him as a suspect in four thefts reported at supermarkets and drugs stores in san rafael, mill valley and

other parts of the county. the thefts happened at the end of may through mid-july. san rafael police sergeant lisa holdon says he got away with more than 17-thousand dollars worth of nicorete gum and other health supplements. his parents say their son is a drug addict.. police say it's unclear if he's a drug dealer.sgt. lisa holdon/srpd- "its certainly concerning that there was a daycare being operated in a location where a person possess narcotics." besty/suspect's mother- "i mean, i think this will be, you know, a good lesson for him." as for mulholland... he remains at the marin county jail... where he was booked for grand theft... and, his mother and father say they have no plans on bailing him out. in mill valley, philippe djegal, kron four news. ( robin ) the mother of a missing iowa college student is making a plea to get her daughter back. mollie tibbetts' family is offering a 172-thousand dollar reward to get her back. we heard from the family live yesterday

morning. tibbetts vanished nearly 2 weeks ago. she spent her childhood in oakland. the family says evidence shows tibbetts was doing homework on her computer... mollie's mom says she knew right away something bad had happened. body was found along indian wells court in san jose on june 19th. (robin) new this morning... a napa woman pleads "no contest" to setting 11 fires near lake berryessa. those fires were set between 2015 and last year. debra ann windholz was arrested back in december. she will be sentenced next month. as part of her plea agreement... she will have to register as an arson offender. ( robin )police are asking for help identifying a man... spotted on camera stealing a car from a mountain view driveway. this is newly released surveilance video from a july 22nd incident. cameras at a home on san lucas avenue caught this man walking up to a parked honda c-r-v yesterday. police say the man unlocked the car and then spent about 20 seconds getting the car to start before driving away. mountain view police say if you have any information about this

( robin )in the east bay... richmond's mayor is turning to businesses to help solve the homeless problem there... by asking for funding. kron 4s hermela aregawi has the details. a unique solution to a common problem..richmond's mayor is asking the city's largest employers to help house the homeless... by funding a city- sanctioned encampment. mayor tom butt/richmondwe all drive by these homeless encampments and you know, it tugs at our heart strings, and it's like, you know, i wish we can do something. what can we do? over the weekend mayor butt reached out to 10 companies, t 150-thousand dollars each.the money would support a tent city with food, bathrooms as well as mental health and substance abuse services.. an alternative to traditional shelters. butt/richmondthe problem s.

posessions. pets and partners. and most homeless shelters don't allow those. so by doing something like this you can allow people to bring those with them. and they'll be much more inclined to go there. the mayor says at last count, there are about 270 people in richmond that are permanently homeless. this 1.5 million proposal would get them off the streets... and provide a meaningful way for corporations to give back. mayor tom butt/richmondall these large corporations, they just got a big tax cut from trump. you know instead of giving their ceo a $150,000 homeless...it's not a tax i'm not trying to compel them to do it. i'm just saying look, you want to do something for your fellow men, women, children, here's an opportunity, we'll work with you. the mayor says.. he sent out the letters over the weekend, but hasn't heard anything back yet. he says he's also reached out to some of the largest charities and foundations in richmond asking for their help. ( robin )california's attorney general has filed suit against the trump administation... over it's plan to freeze fuel mileage standards for auto makers in 20-20. the administration also wants to revoke the state of california's right to set it's own tougher fuel mileage standards. the reasoning on the rollback.... to make new, safer cars less expensive. the spokesperson for bay area air quality management district says... consumers worried about pollution... should let their wallets do the talking.

me, we heard you the first time if you build it they will behaving badly i just made that up... but i like it! bike whizzes bycase in point, this pedestrian slash bike tunnel under the california ave caltrain tracks in the city palo alto where there is only one rule. walk your bike, and no motor driven cycles.. ok that two rules but i'm only focusing on one ambiance someone drew walk your bike on the ground, and there are black and white regulatory signs at booth entrances.that some cyclist apparently believe is just a suggestion listen to this one man who didn't what to show his face i've been cursed out, i've been hit with the bicycles, pushed out out of the way i watch them hit umm push away young people, children unfortunately, more often than not people remain on their bikes and they driver through and you sorta hear the spokes going and you have to move over to the side to let them through outside of the signs, the city installed these

i'm april kennedy and i'm an arborist with pg&e in the sierras. since the onset of the drought, more than 129 million trees have died in california. pg&e prunes and removes over a million trees every year to ensure that hazardous trees can't impact power lines. and since the onset of the drought we've doubled our efforts. i grew up in the forests out in this area and honestly it's heartbreaking to see all these trees dying. what guides me is ensuring that the public is going to be safer and that these forests can be sustained and enjoyed by the community in the future. residences. so yeah, it has the neighborhood stirred up. but caltrains may have already taken steps to address the problem. after hearing from neighbors and consulting with the city of burlingame, the transit agency has identified a new location for the tower. the new site would be across the tracks from the original location near a city of burlingame faclity in a mostly industrial area. there are still details to iron out, but neighbors we talked to on thursday seemed happy with the change.sotas a neighbor here i would say that getting it away from the neighborhood. out side of the residential area would be best. that's why we have zoning laws.a final decision on the new tower location could happen later this month.caltrains hopes to begin service on it's new electric trains in 2022.in san mateo county, charles clifford kron 4 news. months, 14 traffic signals, now managed by three different entities, palo alto, east palo alto and caltrans, will by synchronized. the fact that isn't happening nowhas resulted in rush hour gridlock. it's hoped the action will also reduce problems like impatient drivers running lights... or cutting through neighborhoods like crescent park. ( james ) a big story this morning... new evacuation orders are in now effect because of the mendocino complex fire... while some evacuees are returning home.( darya ) the mendocino complex fire is made up of 2 fires. one is the ranch fire -- which has grown in size to almost 84-thousand acres. the other is the river fire -- which has burned more than 41-thousand acres. flames have burned a total of 125-thousand acres. containment is at 39-percent. the fires have destroyed 16 homes... about 82-hundred buildings are threatened. the more than 126- the more than 126-thousand acre fire is burning áaway from populated areas. here is a look at the latest numbers. the carr fire is now 37-percent contained. this fire has killed 6 people... including 2 firefighters. the carr fire has also destroyed more than a thousamend right now... flames are threatening 13-hundred buildings. redding. the area has been decimated by the deadly carr fire. crews lowered the flag to half-staff in honor of the firefighters who lost their ( darya ) and near yosemite ... the ferguson fire is now in its third week. the fire has now burned more than 69 thousand acres. and is 41 percent contained. two firefighters have been killed battling this fire. yosemite valley is still closed to visitors until at least sunday. the wildfire is crushing businesses in the area... many cafes and stores that are normally packed with tourists this time of year are empty. i'm live here at the daly city d-m-v which is one of 60 locations that starting this weekend will be open on saturdays.on average people wait up to three hours in line at the d-m-v...officials hope this will make the experience at each office quickier and easier.the d-m-v first introduced saturday hours in june at the pleasanton location.and other locations such as san jose and oakland claremont have extended hours. the agency blames the long delays on the new federal mandated security upgrades on driver licenses and identification cards.the new hours will cost the d-m-v 220 million dollars to hire more employees to help accomodate the millions of people who will need to upgrade within the next five years.starting tomorrow 60 different locations will be open from eight in the morning until five in the afternoon.the d-m-v will remain closed on sundays.live in daly city, sara stinson, kron 4 news.##

( james ) in the east bay... a bicyclist is killed in a hit- and-run. police say the victim was hit by a big rig. the crash happened around 12:30 yesterday afternoon on the 18-hundred block of reliez valley road in lafayette. this is a very narrow roadway... and there's no designated bike lane. it isn't clear which direction the big rig -- or the victim --- was heading. police were able to track down the truck and the driver involved.

( darya ) happening today... a funeral will be held for 18-year-old nia wilson. wilson was killed back on july 22nd at the macarthur bart station. she was stabbed in the neck. her sister was also hurt in the attack... which bart police say appears to be random. john cowell has been charged with murder and attempted murder. the funeral starts at 11 this morning and will be held at the "acts full gospel church" in oakland. on wednesday... the wilson family annouced they are suing bart. wells court in san jose on june 19th. ( darya ) two oakland police officers are out of the hospital this morning after being in a crash with two people suspected of armed robbery. the crash happened at ninth avenue and east 12th street while the police were chasing the car. the police officers were taken to the hospital with injuries and were later released. the two people in the car that the officers were chasing... were arrested and taken to the hospital. there is no word on their condition. ( james ) a man suspected of killing a 17-year-old boy in santa cruz county back in 2004 is back in the u-s after being extradited from mexico. this is video of mario lozano being brought back to watsonville yesterday. he is accused of killing isaac guzman back in 2004. police say guzman was waiting for his dad to pick him up from school when he was killed. police say lozano was 18 at the time of the murder and that he left for mexico just days later. lozano will make his first court appearance later today. 4's philippe djegal has the story. for the past few weeks... 27-year-old hank mulholland's mother, betsy, says her son has been living in this room in her home on meadow drive with his girlfriend... before they planned to move to seattle. it's on the opposite end of the house to the room out of which betsy has operated a daycare service for 30 years called "cozy kid care." several law enforcement agencies served a search warrant here wednesday morning...betsy/suspect's mother- "the daycare had nothing to do with my son." investigators say what appears to be the power drug fentanyl -- was found in the home, and that no one living here has a prescription for it. betsy disputes the drug was actually ever in the house... rather that police found the drug's in her son's car -- away from the daycare. still the city of mill valley shutdown the daycare after learning betsy does not have the proper permits to operate the business within city limits... though she says she does have a state license. besty/suspect's mother- "i've never known i needed a mill

11 fires near lake berryessa. those fires were set between 2015 and last year. debra ann windholz was arrested back in december. she will be sentenced next month. as part of her plea agreement... she will have to register as an arson offender. ( james ) a jury has convicted a former uber driver of vehicular manslaughter. syed muzaffar was driving on ellis street on new year's eve in 20-13,,, when he made a right turn onto polk street in san francisco. that's when he hit and killed six year old sophia liu. the girl's mother and three year old brother were injured. after hitting the girl...

( james ) in the east bay... a bicyclist is killed in a hit-and-run. police say the victim was hit by a big rig. the crash happened around 12:30 yesterday afternoon on the 18-hundred block of reliez valley road in lafayette. this is a very narrow roadway... and there's no designated bike lane. it isn't clear which direction the big rig -- or the victim --- was heading. police were able to track down the truck and the driver involved. right now... they are asking witnesses to come forward. ( darya ) happening today... a funeral will be held for 18-year-old nia wilson. wilson was killed back on july 22nd at the macarthur bart station.

she was stabbed in the neck. her sister was also hurt in the attack... which bart police say appears to be random. john cowell has been charged with murder and attempted murder. the funeral starts at 11 this morning and will be held at the "acts full gospel church" in oakland. on wednesday... the wilson family annouced they are suing bart. ( darya ) the santa clara county medical examiner needs help identifying a john doe. this a sketch of what the man looks like. he also has several distinct tattoos. the coroner's office believes the man was between 20 and 25 years old. his body was found along indian wells court in san jose on june 19th. ( darya ) two oakland police officers are out of the hospital this morning after being in a crash with two people suspected of armed robbery.d east 12th street while the police were chasing the car.

the police officers were taken to the hospital with injuries and were later released. the two people in the car that the officers were chasing... were arrested and taken to the hospital. there is no word on their condition. ( james ) a man suspected of killing a 17-year-old boy in santa cruz county back in 2004 is back in the u-s after being extradited from mexico. this is video of mario lozano being brought back to watsonville yesterday. he is accused of killing isaac guzman back in 2004. police say guzman was waiting for his dad to pick him up from school when he was killed. police say lozano was 18 at the time of the murder and that he left for mexico just days later. lozano will make his first court appearance later today. ( james ) a heads up for bart riders tomorrow... crews will be making track repairs between the 19th street station and west oakland. a-c transit will provide áfree bus service between the stations. the trip should take about 10 to 15 minutes. trains will not run between the west oakland and lake merritt stations either. the work will be done tomorrow and sunday. ( darya ) in the east bay... richmond's mayor is turning to businesses to help solve the homeless problem.. by asking some of the biggest companies to fund a city-sanctioned homless encampment. mayor tom butt has reached out to 10 companies.. including amazon, walmart, chevron and kaiser.. asking them to chip in about 150-thousand dollars each. the money would support a tent city with food.. bathrooms... as well as mental health and substance abuse services... an alternative to traditional shelters.

( darya ) on the peninsula ... relief is coming for the traffic congestion on university avenue in palo alto. in the next few months, 14 traffic signals, now managed by three different entities, palo alto, east palo alto and caltrans, will by synchronized. the fact that isn't happening now has resulted in rush hour gridlock. the project will be finished in about a year - and could reduce traffic 20 to 40 percent..
