warriors new arena in early july... and this morning... there's still no sign of him. luis garcia's car was recovered three and a half weeks ago at candlestick point and his phone was found covered in blood in foster city. kron 4's j.r. stone spoke with his wife and has the latest. magrisel mejia-garciamissing man's wife :24-:32it's been almost a month i want the police to please just help me please pay attention please do something that's all i want is for him to be found that's it magrisel mejia-garcia, who is three months pregnant, is making a desperate plea for help...this almost a month after her husband, 24 year old luis garcia, went missing. sot each day that goes by i am scared that we won't find him alive he's nowhere to be found his body hasn't appeared so i have hope that he is still alive but no call no text.as to the circumstances behind

garcia's disappearance... .police haven't said....magrisel says this is the last video showing luis on july 12th. he lived with his mother but told magrisel he was headed to her house with his laundry. you can see him with that laundry in this video. he never did make it to her house. his black suv was found by magrisel at candlestick point, a couple blocks from her house, just over two hours after he was supposed to arrive, his laundry was still in the car. luis's phone was found a day later covered in blood on a closed down pier in foster city under the san mateo bridge. sotluis's sister admits that her brother did have some challenges in the past. he went to jail for four years for robbery but he had been out of jail for two years and and had found his way working construction on the warriors new arena in san

music industry where he could support his two kidsa go fund me page has now been set up for his familysothe was a father and a great son.standup dan kerman/sf 116-126 ( robin )wildfires across the state of california continue to grow in size. the mendocino complex fire... made up of the ranch and river fires around clear-lake... nearly doubled in size over the last three days, making it the largest wildfire in state history. the ranch fire has now burned more than 243- thousand acres... and is 20 percent contained. the river fire remains at just under 49-thousand acres. it is now 78 percent contained. the fires have destroyed a combined 75 homes. more

than 11-thousand homes are still threatened. fire crews from new zealand are here in the bay area providing extra help to bay area firefighters. a crew of 41 firefighters jumped in to work on the front lines of the mendocino complex fire. these firefighters are expecting to be here fighting fires for the next 40 days. ( robin )another large and deadly fire we're tracking is the carr fire-- burning in shasta county near redding. it has burned more than 170- thousand acres ... and is 47 -percent contained right now. more than 1-thousand homes have been destroyed. and seven people have been killed... including two firefighters. ( robin )and in southern california... crews are using aircraft to try to control a raging forest fire south of los angeles. it erupted monday and so far, the holy fire has already burned over 3- thousand acres, and is only 5- percent contained. no homes are immediately threatened, but crews say, the smoke could blanket

neighborhoods and create unhealhty conditions. ( robin )surrounding wildfires are continuing to impact bay area air quality... and it's expected to get worse. the bay area air quality management district issued an advisory yesterday ... which is expected to last through tomorrow. the smoke is expected to remain high in the atmosphere, but officials are predicting a change that ll bring the smoke down to ground level in some spots. those walking around downtown livermore say, they have already noticed it. ( robin ) people who smell smoke are advised to limit their outdoor exposure ... and remain inside with the doors and windows shut until the smoke clears. happening now... hurricane hectors now a strong category- 3 storm .... as it heads towards hawaii at 125- miles per hour. it is expected to pass south of the big island today. and now, hurricane john has formed off the coast of mexico... it is a category -two hurricane right now. it will not directly impact any major land masses... but will likely bring heavy wind speeds of up to 100 miles per hour. safety board is investigating sunday's small plane crash in southern california... that departed from concord. a cessna- 4-14 aircraft went down into a parking lot, killing all five people on board ... all of the victims are from the bay area... one was living in soutern california at the time of the crash. the victims were identified as 53-year-old scott shepherd, his wife 42-year-old lara shepherd, 62- year-old floria hakimi, her son 32-year-old navid hakimi, and 29-year-old nasim gha- na-dan. kron 4's ella sogomonian met with the friend of two of those victims... and shares with us the latest details. the bay area lost five people to that deadly plane crash sunday afternoon...two of which...a mother and son..62 year old floria and 32 year old navid hakimi...friends say floria was an advocate with several non profit groups in the bay area including mom's against poverty for which she

served as a board member for many years.sot: yasamin shamshiri, friend// " floria's work with the non floria's work friend// " floria's work friend// " floria's work with the non profit gave way to benefit children both here and across the globe. she raised money to help build an orphanage in iran, and schools in africa. sot: yasamin shamshiri, friend// " family members of the victims are in anguish by the sudden loss...grieving in private. a friend of 29 year old nasim ghanadan remebers the young woman fondly saying they attended san francisco state university working alongside one another in the economic department...he told kron 4 off camera she will be remembered as a kind soul who helped her community whether through teaching farsi to children or in projects at school. she was beautiful inside and out.

( robin )that was kron 4's ella sogomonian reporting. ghan-a-dan and floria hakimi worked together in danville at a real estate company, pacific union international. as their family and friends try to process what happened the national transportation safety board is currently investigating the cause of the crash. ( robin )in the east bay... the oakland community is mourning the man who was fatally shot in east oakland last month. 30-year-old lne-farius mc-ginnis - also known as "coach phee" .... was shot on july 25th, and was pronounced dead at the scene. mcginnis attended oakland public schools and worked for the school district as a coach and mentor. mc-ginnis would have turned 31 later this month .. he is survived by his wife and two daughters, saniaa, 9.. and zuri, 2. mcginnis "called his daughters - his 'young scholars' - and he believed that education was incredibly important." oakland police have not released any suspect information nor announced any arrest in his killing.. ( robin ) bart police say this man is wanted in an attack on the richmond train station. officials say,the attack happened saturday, just before 10- in the morning. the suspect is wanted for felony battery. if you have any information you are asked to call bart police. ( robin )police have arrested a man in connection with two stabbings at a bart station. the attack happened friday night at the macarthur station. officials say 27-year-old solomon espinosa has been taken into custody. espinosa allegedly stabbed two men then left the scene. the victims suffered non-life threatening injuries. the

u-s marshals task force in oakland arrested him earlier today near 5th avenue and 8th street. police say espinosa is a transient in the oakland area. ( robin )bart's police department says it is increasing patrols.. because of the uptick in crime. kron 4's michelle kingston talked with retired bart police chief, gary gee... who explains the changes of the transit system. ( robin ) and the ferguson fire has been burning for 27- days around yosemite national park. it has burned more than 94- thousand acres, and is 43-percent contained. it is affecting three of the park's entrances. officials say, it is unclear when the park will re-open. the fire has not reached the scenic yosemite valley, but the park's closure was ordered after the air reached hazardous pollution levels.

driving around the bay area. especially since you never know if another driver is going to run the stop sign. most of the time it's a ácalifornia stop... which is not really a stop. but sometimes it's just blatant. kron 4s stanley roberts explains in this edition of people behaving badly. ok watch the smart car rolling down kato road without a care in the world ambiance how about this shuttle rolling along kato roadambiance stop the video right here and back that shuttle up did anyone else notice that stop sign . you didn't see it? no worries you're not the only one, a lot of drivers don't see it either. ambiance you see just outside the thermo fisher scientific building in fremont are three stop signs put there by the city of fremont. because despite the 25 mile per hour speed limit it became a hazard for the workers at thermo fisher scientific to simply leave the parking lot. ambiance i was watching so

many drivers ignoring the stop sign but i apparently flew too close to the sun because tesla security arrived and told me i was on a private road and thermo fisher was part of tesla and that i had to leave apparently, thermo fisher whose specialty is biotech did not get the memo because it is not part of tesla and after checking with the city of fremont they confirmed that section is in fact a public street and all laws apply ambiancefor the record this streets turns into a private road about 200 yards away then its tesla property so back to the task at hand .so the majority of the vehicles seen here either work at tesla or are contractors for the companyfremont police have been out here numerous times and issued tickets for stop sign violations and have investigated crashes ambiance: integrity is doing the right thing when no one is watching, if you see a stop sign and there no one around do you still stop? in this case, for many of the drivers, i'm going to have to say no.. ambiance: so did anyone stop ...the answer is yes but i'm not here to see who stops, i here to see who doesn't because not stopping is a problem i n fremont, stanley roberts kron 4 news

morning... a potentially dangerous species of tick .... has been found in the u.s for the first time. the insect is native to asia, but has now been spotted on the east coast. here in the bay area many are worried that it could make its way here. kron 4's charles clifford reports. the asian long-horned tick. . seen in this photograph from the cdc. . .is native to asia, but has now been found in 8 u.s. states all on the east coast. the parasite feeds on blood from mammals and birds and can reproduce rapdily. this is an engorged female long-horned tick.the tick is also capable of carrying diseases but so far no human illnesses. . such as lyme disease. . . have been found in long horned ticks in the u.s.sotit's something we are very interested in.althought the ticks are so far only on the east coast, the parasite has caught the attention of the bay area lyme foundation in portola valley. joe ellis is the director of education and outreach.sotobviously we

are monitoring this very carefully because we montior tick ecology across the country.she says that if human disease were to be found in long horned ticks, the infections could spread rapidly. only a few years ago, lyme disease was considered an east coast problem, but the illness is now found in every county of the bay areasotit's a constantly moving and changing situation. we know that disease that are potentially dangerouns to humans are moving through across the country.for now, the new ticks seem to pose more of a danger to animals than people. the more immediate danger are the ticks that are already here. . such as black legged ticks. ellis says that about 20 percent of the black legged ticks in the bay area carry some sort of disease that can be passed to people. she advises everyone to take some common sense precautions to avoid being infected.sotwear pants. tuck your socks into pants. long sleeves. hats. protect yourselves. weeks, for long and slow lines ... the california department of motor vehicles has launched a new effort .... to reduce wait times. kron four's rob fladeboe explains the new strategy. there was a line again on tuesday outside dmv's busy alma avenue location. there were more line inside and plenty of people willing to share stories of a previous visit. people like taliebu hurd. "....it was horrible, i was in line for more than three hours...."among the innovations being rolled out this month to cut down wait times is aself-service vehicle registration kiosk that can help some customers conduct their business in a matter of minutes..j. d. juan/dmv customer '.....it's about time that technology has reached

andy hamel was with his parents the day they were evacuated. he says they could see 30-flames coming over a ridge. they grabbed some pictures and then got out. this isn't the first time the hamel family has had to rebuild. 25 years ago... their house was damaged by a fire. ( darya ) another large and deadly fire we're following this morning is the carr fire in shasta county. it's burned more than 172- thousand acres near redding... and is 47 -percent contained. more than 1-thousand homes have been destroyed. and seven people have been killed... including two firefighters. ( darya ) the ferguson fire has burned more than 94- thousand acres in and around yosemite national park. this fire is now 43-percent contained. flames are affecting three of the park's entrances. officials say it's unclear when the park will re-open. the fire has

( darya ) a rohnert park mother is sentenced to five years probation... after her two daughters drowned when she crashed her car into the petaluma river. alejandra hernandez-ruiz was charged with two counts of vehicular manslaughter. the crash happened back in august 20-16. a witness found her standing on top of the car while her two daughters were still inside. authorities say she had meth and marijuana in her system at the time. police released the 27-year old from the sonoma county jail to home confinement... so she could be treated for an aggressive cancer. ( james ) happening today... jury deliberations begin in the lawsuit against monsanto. the "round-up" maker is accused of causing a bay area man's cancer. dewayne johnson is a former groundskeeper for the benecia unified school district.

are following this morning... the family of a missing bay area man is making a desperate plea for help. luis garcia was last seen working a construction job at the warriors new arena in early july. his wife is three months pregnant. his car was found more than three weeks ago at candlestick point... the next day his cell phone was found on a pier under the san mateo bridge in foster city. investigators say it was covered in blood. his wife says she is not giving up hope.

( darya ) kron 4's sara stinson is live in with more on the attack ... and what bart plans to do to address rider safety. a new safety plan will be presented to bart board members tomorrow. this comes at a time where in the last month there has been several attacks on bart - some deadly - the most recent happened on the platform at the richmond station. now police are looking for this man who they say assaulted a passenger causing serious injuries last saturday morning. anything about the victim at this time. bart police are now in emergency staffing mode - and the general manager wants to hire more officers to patrol bart stations. the increased police presence is a part bart general manager's proposed safety and security plan. bart officials want to focus on stations in san francisco and oakland where most of the crime occurs. retired bart police chief gary gee says hiring more officers might not be the answer to ending the violent crimes. sot: trt :19

( darya ) friends are sharing their memories of those killed in the plane crash in southern california. friends say floria hakimi was an advocate with several non profit groups in the bay area including mom's against poverty for which she served as a board member for many years. floria's work with the non profit benefited children both here and across the globe.. she raised money to help build an orphanage in iran, and schools in africa.

very interested in.althought the ticks are so far only on the east coast, the parasite has caught the attention of the bay area lyme foundation in portola valley. joe ellis is the director of education and outreach.sotobviously we are monitoring this very carefully because we montior tick ecology across the country.she says that if human disease were to be found in long horned ticks, the infections could spread rapidly. only a few years ago, lyme disease was considered an east coast problem, but the illness is now found in every county of the bay areasotit's a constantly moving and changing situation. we know that disease that are potentially dangerouns to humans are moving through across the country.for now, the new ticks seem to pose more of a danger to animals than people. the more immediate danger are the ticks that are already here. . such as black legged ticks. ellis says that about 20 percent of the black legged ticks in the bay area carry some sort of disease that can be passed to people. she advises everyone to take some common sense precautions to avoid being infected.sotwear pants. tuck your socks into pants. long sleeves. hats. protect yourselves.

( lydia ) he was killed early monday morning. stinette's father says his son was on tour with one of his artists. he also told us that stinette junior was a performer himself. he used the name his mother gave him as a child -- "lil pooh."

30-year-old lnefarius mcginnis -- also known as "coach phee" --- was shot and killed on july 25th. mcginnis attended oakland public schools and worked for the school district as a coach and mentor. mcginnis would have turned 31 this month. he is survived by his wife and two daughters. they're just 9 and 2 years old. so far... police has not released any information on the gunman. ( darya ) a rohnert park mother is sentenced to five years probation... after her two daughters drowned when she crashed her car into the petaluma river. alejandra hernandez-ruiz was charged with two counts of vehicular manslaughter. the crash happened back in august 20-16. a witness found her standing on top of the car while her two daughters were still inside. authorities say she had meth and marijuana in her system at the time. police released the 27-year old from the sonoma county jail to home confinement... so she could be treated for an aggressive cancer. deliberations begin in the lawsuit against monsanto. the maker of "round-up" is accused of causing a bay area man's cancer. dewayne johnson is a former groundskeeper for the benecia unified school district. he says he used roundup on a regular basis. he says he developed a rash on his body... and was later diagnosed with non-hodgkins lymphoma and his body is covered with lesions. he's asking for more than 39 million dollars in compensatory damages and 373-million in punitive damages. he says roundup should come with a warning label. johnson's case is the first of hundreds against monsanto.
