( marty ) breaking overnight... one person has died following a multi-car crash on northbound interstate 880 in oakland. the c-h-p said the crash was first reported right before 2:30 this morning, just south of 66th avenue. the crash closed all lanes of 880 for 3-hours. all lanes are re-opened. ( marty ) also in the east bay... a stunning sight as a small plane made

an emergency landing on interstate 580. it happened just before 6:30 last night... the plane landed on westbound 580 near the 164th avenue exit in san leandro. the pilot told the c-h-p that the plane's fuel line snapped which stopped the engine. the pilot was flying from lake tahoe, heading to hayward /chp

francisco... a construction worker has died after being hit with a steel beam while working on the twin peaks tunnel renovation project. the victim was a signal technician. muni was replacing tracks and drainage systems in the tunnel, which connects the west portal neighborhood to downtown san francisco. neighbors say they saw many construction workers outside of the tunnel... followed by an ambulance rushing to the ( marty ) cal- osha and other officials have been investigating the accident. work on the project is going again after a safety check of the tunnel. ( marty ) crews are making progress as they battle the biggest wildfire in state history. the mendocino complex fire has now burned more than 331-thousand acres... that's more than ten times the size of san francisco. containment is

now up to 70-percent. the fire has destroyed 146 homes... and this morning more than 1-thousand homes are still threatened by flames. ( marty ) firefighters are close to containing a wildfire burning in solano county. this fire started friday afternoon in fairfield...and spread quickly. the nelson fire has burned more than 2-thousand acres. it is now 95 percent contained. one home has been destroyed. but there are no injuries reported. the cause of the fire is under investigation. ( marty ) a southern california fire that has been raging for several days is now 36-percent contained. the "holy fire" has burned more than 22-thousand acres near lake elsinore. the fire has destroyed 12 structures. the man suspected of settling the fire...51 year old forrest clark appeared old forrest clark appeared in court friday. he's being held on one million dollars bail. ( marty ) as many as 18 people were displaced by a 3-alarm fire in daly city. the fire broke out around 3

(sighs) what? try my teriyaki bowls. morning... in the east bay... contra costa county says the risk of getting west nile virus has increased after more mosquitoes and birds tested positive for the disease. mosquitoes in oakley and discovery bay tested positive, along with two dead birds in discovery bay. mosquito spraying treatments start tonight at nine in east palo alto and ends monday morning around five.the west nile virus was detected in the area thursday. officials say west nile virus activity typically peaks in august and september. and this puts people at greater risk of getting the virus.... so it's important to take precautions. that includes staying indoors when mosquitoes are active at dawn and dusk, and be sure to use mosquito

( marty )the f-d-a has approved marketing for an app that claims to prevent pregnancy. creators of "natural cycles" app say the program helps track the days a woman is fertile. they do this based on the user's body temperature readings and the timing of their cycle. the app asks users to check their temperature often by using a body thermometer. f-d-a officials say this app can be an effective method of contraception if used ( dave )( dave ) (ácommercialá) toss to weather.

( marty )marin county is extending two affordable housing pilot programs... because they've been so successful. the first is the "landlord partnership program"... which leverages funding for section 8 vouchers. section 8 tenants use vouchers to pay 30 percent of their income toward monthly rent... and the rest is covered by a subsidy. meanwhile... the "real community rentals program" led to the development of 13 new affordable rental opportunities. ( marty )in sacramento... state officials are dissussing the coroversial and timely topic of who is responsible for covering the cost of damages caused by wildfires. governor brown has said he supports ásoftening the

standard that makes utility companies financially liable for fire damage. ben deci reports, p-g- and- e is also lobbying hard for a change in california law. if a pg&e power line tangles with a tree and there's a wildfire... who should pay for the damages? lynsey paulo/pg&e: "even if the utility has followed all of the state's high standards, the utility is still held strictly liable here in california. we think that is a flawed law that needs to be reformed."the law is called inverse condemnation... and at hearings in the state capitol, lawmakers are weighing whether it's fair.but let's set aside fair for a moment and talk about how much all this costs you.thomas long/utility reform network: "we rate payers are paying 100ús of millions of dollars every year for pg&e to do the work they are supposed to- trim trees and otherwise prevent wildfires. they need to do a better job. it's just that simple."complicating the issue is the question of home-owners insurance. if the buck no longer stops with utilities, insurance companies

may be out more money to, paying for losses they can't recoup.mark sektnan/property casualty insurance assoc. of america: "well, that's one of the challenges here. and pge has an extra twist in that they are an investor-owned utility, unlike in sacramento where we have a publicly owned utility. so they also have share-holders who should have some liability, and some skin in the game."but the massive power company isn't trying to avoid responsibility when they make a mistake, according to their spokesperson. rather, they're trying to avoid crippling lawsuits even after they do everything reasonable to avoid a wildfire."we agree that if the utility is negligent, then the utility should be accountable for those costs. but if the utility has followed all the state's high safety standards, then those costs should not be born by the utilities customers." ( marty )in vacaville... c-h-p officers held a somber procession saturday to honor the late officer, kirk greiss. greiss made a traffic stop on west bound i-80 in fairfield when a chevy pick-up truck crashed into greiss and the driver he had stopped. both of them were taken to a nearby hospital where they later died. the end of watch procession included dozens of officers riding the same kind of motorcycle officer greiss rode to serve his community for 19 years.

bay area are getting ready to go back to school. and this morning there is a new warning for parents. this week a non-profit released its results of toxic chemicals found in common school supplies. kron 4's justine waldman show us what products you might want to avoid. inside this box of colorful kids crayons is one with a dangerous toxic chemical.sot we know that children at the most vulnerable to any kind of toxic exposures because their bodies are growing and their brains are still developing they are much much more to toxic exposure laura deehan is with the the non- profit california public interest research tells kron 4 news... the non-profit sent 27 common back to school supplies to an independent lab for chemical tests. the worst offender.... this green crayon made by playskool and purchased at a dollar tree store.sot the crayons that we found included asbestossot def want to avoid that capirg also found the blue plastic in this binder from dollar tree contained phthalates - which is linked to lower iq scores and obesity. but a test on this glue, turned out to be just fine. another alarm from the research... these dry- erase markers from amazon that tested positive for benzene - a known carcinogen. even though the label said non-toxic.sot so clearly those

( marty ) firefighters have contained a wildfire burning in solano county. this fire started friday afternoon in fairfield...and spread quickly. the nelson fire has burned more than 2-thousand acres. it is now 100 percent contained. one home has been destroyed. but there are no injuries reported. the cause of the fire is under investigation. ( marty ) a southern california fire that has been raging for several days is now 41-percent contained. the "holy fire" has burned more than 22-thousand acres near lake elsinore. the fire has destroyed 12 structures. the man suspected of settling the fire...51 year old forrest clark appeared in court friday. he's being held on one million dollars bail. ( marty )in vacaville... c-h-p officers held a somber procession saturday to honor the late officer, kirk greiss. greiss made a traffic stop on west bound i-80 in fairfield when a chevy pick-up truck crashed into greiss and the driver he had stopped. both of them were taken to a nearby hospital where they later died. the end of watch procession included dozens of officers riding the same kind of motorcycle officer greiss rode to serve his community for 19 years. breaking overnight... one person has died following a multi-car crash on northbound interstate 880 in oakland. the c-h-p said the crash was first reported right before 2:30 this morning, just south of 66th avenue. the crash closed all lanes of 880 for 3- hours. all lanes are re-opened. ( marty ) also in the east bay... a stunning sight as a small plane made an emergency landing on interstate 580. it happened just before 6:30 last night... the plane landed on westbound 580 near the 164th avenue exit in san leandro. the pilot told the c-h-p that the plane's fuel line

burning in solano county. this fire started friday afternoon in fairfield...and spread quickly. the nelson fire has burned more than 2-thousand acres. it is now 100 percent contained. one home has been destroyed. but there are no injuries reported. the cause of the fire is under investigation. ( marty ) a southern california fire that has been raging for several days is now 41-percent contained. the "holy fire" has burned more than 22-thousand acres near lake elsinore. the fire has destroyed 12 structures. the man suspected of settling the fire...51 year old forrest clark appeared in court friday. he's being held on one million dollars bail. ( marty ) as many as 18 people were displaced by a 3-alarm fire in daly city. the fire broke out around 3 yesterday afternoon. a child discovered the fire and alerted a relative. no one was injured in the fire. officials are investgating today is the final day of the

risk of getting west nile virus has increased after more mosquitoes and birds tested positive for the disease. mosquitoes in oakley and discovery bay tested positive, along with two dead birds in discovery bay. mosquito spraying treatments start tonight at nine in east palo alto and ends monday morning around five.the west nile virus was detected in the area thursday. officials say west nile virus activity typically peaks in august and september. and this puts people at greater risk of getting the virus.... so it's important to take precautions. that includes staying indoors when mosquitoes are active at dawn and dusk, and be sure to use mosquito repellent. morning... we have just learned about a fatal crash in walnut creek. the c-h-p says it was a single vehicle crash at 4 this morning where the car went off highway 24 onto boulevard circle. five teenagers were inside the car. two passengers died at the scene.. the two others were transported to the hospital with major injuries. the driver was also transported for serious injuries. she was also arrested on mulitple counts of felony manslaughter and felony d-u-i. state officials are dissussing the controversial and timely topic of who is responsible for covering the cost of damages caused by wildfires. governor brown has said he supports ásoftening the standard that makes utility companies financially liable for fire damage. ben deci reports, p-g- and- e is also lobbying hard for a change in california law. if a pg&e power line tangles with a tree and there's a wildfire... who should pay for the damages? lynsey paulo/pg&e: "even if the utility has followed all of the state's high standards, the utility is still held strictly liable here in california. we think that is a flawed law that needs to be reformed."the law is called inverse condemnation... and at hearings in the state capitol, lawmakers are weighing whether it's fair.but let's set aside fair for a moment and talk about how much all this costs you.thomas long/utility reform network: "we rate payers are paying

deehan is with the the non- profit california public interest research tells kron 4 news... the non-profit sent 27 common back to school supplies to an independent lab for chemical tests. the worst offender.... this green crayon made by playskool and purchased at a dollar tree store.sot the crayons that we found included asbestossot def want to avoid that capirg also found the blue plastic in this binder from dollar tree contained phthalates - which is linked to lower iq scores and obesity. but a test on this glue, turned out to be just fine. another alarm from the research... these dry- erase markers from amazon that tested positive for benzene - a known carcinogen. even though the label said non-toxic.sot so clearly those labels don't mean anything we cant trust them but there is a label, deehan says you can trust, the independent arts and creative "ap" label that indicates it is non-toxic. sot parents should be able to go to the store and buy products that are safe and the fact that they cant is pretty ridiculous
