arrested for allegedly videotaping his sexual activity with a woman... without her knowledge. that man was a customs and border protection agent at s-f-o. kron 4's j.r. stone has the details. this is scott inouye (in- know-ae). san bruno police say he is an agent with customs and border protection at san francisco international airport. according to investigators (in-know-ae) was conducting screening activities when he met the eventual victim. the two had consensual sex at his home sometime after that. the woman then went to police saying she thought she had been videotaped without her knowledge. police got a

search warrant and went to (in- know-ae's) home in san bruno and found evidence that not only was she recorded but others may have been recorded to. we broke the news to those who live near (in-know-ae).sotan agent with customs and border patrol? really and he is doing that? yeah...oh no in my opinion something is not wrong with him he's just not right in the head or something.sot i'm just shocked...nothing to say... police are urging anyone who had relations with (in-know-ae) and fear they may have also been recorded to come forward. most that i spoke with feel that (in-know-ae) abused his border agent power.sot totally taking advantage of and that's not right. in my opinion that's not right. that's totally not right ( robin )that was j-r stone reporting. tibbetts who is originially from the bay area.... was abducted and murdered in an iowa cornfield. the suspect, is an undocumented immigrant. police are charging 24-year-old cristhian" rivera with first degree murder. the iowa division of criminal investigation says that they were able to obtain security camera video in the area where tibbetts went missing and identified a black chevy malibu linked to rivera. authorities say rivera followed tibbetts in his car on july 18th while she was running and circled back... then began interacting with her, and then abducted her. he eventually led police to a body in a cornfield, covered with corn stalks. tibbetts' digital trail, which included a áfitbit, played a role in solving the case. ( robin )it's believed tibbetts abductor has been living the area for four to seven years. kron 4's ali reid sat down with an immigration attorney... who says immigration and customs enforcement is more than

suspect in the golden state killer case will be held in sacramento. all the cases against suspect joseph deangelo will be combined into one trial. the suspect is also being charged with four felonies from alleged attacks in contra costa county from 19-78 to 19-79. deangelo could face four life sentences plus ten years on those charges alone. ( robin ) deangelo will be tried on more than a dozen homicides... and will face numerous other charges including 13 counts of kidnapping for robbery. sheriff's office is under fire this morning. as kron 4's dan kerman explains... the backlash comes after it was revealed, one of its deputies violated a suspect's attorney- client privilege. alameda county's sheriffs office is underfire after the public defender says a sheriff's sgt has recorded a conversation between one of their attorneys and a juvenile clientsot i was shocked, i was shockedpublic defender brendon woods say that violates the law regarding attorney client priveldge.sot brendon woods/alameda co. public defenderattorney client priveldege is one of the most basic rights we have as a civil society. you can talk to your attorney you can trust your attorney. once you have people listen to those conversations your rights evaporateto make matters worse

the public defender has body cam video of the sgt discussing it with another officer.--nats--"did you record that?it's not admissible, but i record it." the case involving the juvenile has been dismissed, and the public defender has asked a judge to barr the sheriff's office from making any additional recordings. the question is how many more attorney client coversations were recordedsotif they are doing everything right, it will not impact any more cases if not the universe is hugesot sgt. ray kelly/alameda co. sheriff's office we can assure people there not hundreds of cases that are similar to this where there were breaches of attorney client priveledge the sheriff's office says it doesn't know why this long time officer felt it was legal to record attorney client conversations but they pledge to get to the bottom of itsot the investigation will determine how and why this happened and we can assure people it won't happen again. standup dan kerman/dublinthe da's office says it did not know the sheriffs office was recording that conversation between public defender and juvenile client. they have dismissed that case but now

( robin )police in petaluma arrested two of three people who are burglary suspects... after several electronic thefts across the north bay. tuesday-- officers were called to the t-mobile store on college avenue in santa rosa. employees say, three suspects stole cell phones and computers. police say, the suspects then moved to the t-mobile store in petaluma and committed the same crime. when officers arrived... they spotted a silver mercedes fleeing the scene. the car eventually crashed, and all three suspects tried to get away on foot. officers searched the area and arrested two suspects -- but are still looking for a third. police believe the same suspects also stole laptops from people at peet's coffee in santa rosa and cotati. that was left running in front of a santa rosa home. when he took off ..he found a baby in the backseat. kron 4's ella sogomonian... has the story from santa rosa where police say, this is the third running car - stolen - in 24 hours. a thief stole this black mercedes benz parked in front of a santa rosa home monday afternoon...but what he didn't know was that a baby boy sat in the backseat. the father tells kron 4 news off camera that he was in the middle of moving out of that home off orchard st and spencer ave...and was only ten feet away when the brazen criminal took off with his car.the victim's neighbor woke to the sound of commotion outside. sot: evanthe lindenau, neighbor// "i was totally shocked and floored that this happened while i was sleeping in my bedroom right near their driveway. and i heard the baby screaming when they brought the baby back and i thought poor guy they're going through the move and he's not happy and i didn't even know what happened. it's scary that this happend right in front of your

( robin )in the east bay... police arrested a student for reportedly making violent threats back in june. now, that same student has reportedly been placed at another middle school in the district. kron four's terisa estacio spoke to some parents who are demanding action, including starting a petition to have the student expelled. (track) the message came in on

the social media site.. snap chat... a person threatening to kill as many as 30 students ... at valley view middle school on or near the last day of school. the site contacted the fbi and pleasant hill police - who worked quickly and with the help of outside law enforcement tracked down the student at his martinez home. police say they arrested him and he was place in juvenile hall. his name, not released bc he is a minor. at the time, they also confiscated several guns at the home. that was all in june. since then, police tell kron four news, the case was presented to the contra costa district attorney's office... who declined to file charges. also, police say - it turns out the guns were not the students - and legally belonged to a family member. but - now the student is embroiled in another controversy... a petition is circulating - with as many 500 signatures already, demanding the 8th grader be removed from the entire district... on the

( robin )in the north bay... the man accused of sexually abusing four underaged boys has been sentenced to 21 years

in prison. 40-year-old kevin thorpe is a former counselor at a center for at- risk boys in sonoma county. he is charged with 64 counts of sex abuse of a child. thorpe pleaded no contest to 10 felony counts of oral copulation with boys in their early teens in june and august 2007 and one misdemeanor count of annoying a victim in 2017. the victims now are 25, 27 and 18 years old. ( robin )if you are in oakland and you find one of these orange courtesy notices on your windshield... you have 72- hours to park it somewhere else, or it will be towed. 3-hundred-and-50 vehicles have been targeted by oakland police in a part of recent towing sweeps from east oakland to the san leandro border. police say most of the vehicles appear to be abandoned, but some people are living in them.

( robin )also in the east bay... the city of oakland says, they are trying to make it safer for children to get to school. city officials say, they have activated new cross-walk safety features. that includes a lighted signal that will alert drivers when someone is in a crosswalk, corner curb extensions, speed bumps, speed feedback signs, and additional traffic lights. the safety features have been installed at six locations near elementary schools throughout the city. ( robin )a man is in custody this morning for grabbing a fire extinguisher... and spraying it on a bart train. a viewer gave us this photo.. bart says the incident happened around 10:30 yesterday morning - while a

daly city- bound train was in the transbay tube. bart police took the man into custody at san francisco's embarcadero station. one rider suffered a finger injury during the incident... but no other injuries were reported. ( robin ) a bill to end bail is headed to governor brown's desk. it would make california the first state to completely end bail for suspects awaiting trial. california senators supporting the bill say it would end a system that discriminates against low income people. but opponents say it would make communities less safe. the plan calls for the release of most suspects arrested for non-violent misdeameanors within 12 hours of booking. those accused of serious, violent felonies would be ineligible for pre-trial release. other suspects' release would be decided by courts and the state's judicial council. for years... has resurfaced in a south bay school district. kron four's rob fladeboe reports on the debate over whether to install stadium lights... for evening sports. right now there are no lights here at mountain view high school's spartanstadium and none here at los altos high school's tom burt field either. and so thedistrict is considering whether to install lights but it's not that simple sayssuperintendent dr. jeff harding.dr. jeff harding/mountain view los altos high school dist "....we recognize that our neighbors live in a quiet neighborhood and anything that we do to extend the time students have access to the stadium will

have an impact on our neighbors..."many neighbors are on record opposed to lights. one resident telling me that lights would mean traffic that calms down at dusk would be extended into the evening hours. boosters say lights are long overdue and would would be good for not just football, but soccer, lacrosse and the marching band. dr. jefff harding"....we would have more students and parents participating as spectators, i can speak confidently about that fact but at the same time we are sensitive to the neighbors interests so we have to balance those twocompeting interests..."boosters say l.e.d. lights would be less intrusive. but the nearest neighbors will no doubt hear the p.a. system. stakeholders are encouraged to weigh in on whether to install lights at the only two high schools in santa clara county without them.dr. jeff harding "....we'll continue to hear what neighbors have to say along with students and parents, collect all that information and then ultimately i'll report back to the board with some guidelines...."that could take months, which means there will be no games under the lights for this season. in mountain view rob fladeboe kron 4 news ( robin ) this sunday marks the start of

the burning man festival. it's happening just north of reno. over the nine days of the festival about 100 flights will take off and land from the airport in san carlos, and oakland. that has some neighbors worried about noise. kron 4's charles clifford reports. natsstarting next nats starting next sunday,up to six flights per day will leave from the san carlos airport carrying passengers bound for the burning man festival in the nevada dessert. that's a noticable increase in the number of flights at this normally a sleepy little airport a few miles south of sfo.worried that the extra noise might upset neighbors,the airport is trying to be proactive. they released a statement saying "we met with burner express staff to emphasize the importance of using the quietestarrival and departure settings possible when operating into and out of the san carlosairport," said airport manager gretchen

( darya ) a big story we are following this morning... all orchard supply hardware stores will be closing by the end of the year. that includes all 95 stores in california.( james ) orchard is headquartered in the south bay. kron 4's sara stinson is live in san jose this morning with the details. sara. ( sara ) all orchard supply hardware stores nationwide will permanently close by the the end of this year... the san jose-based retailer that sells home improvement and gardening products-- has dozens of locations throughout california, oregon, and florida. there are almost 00 stores in california alone, along with four thousand employees. orchard supply is owned by lowe's and officials say liquidation will begin this thursday.

( darya ) a woman is under arrest after leading police on a chase through the east bay in a stolen car. police responded to a trespassing report on the 700 block of el centro road in el sobrante. that's when a woman in a stolen car took off and led police on a chase down i-80 before she crashed into a retaining wall. that is when she was taken into custody. her name is not being released. ( darya ) the alameda county sheriff's office is facing backlash after it was revealed that a sergeant recorded a conversation between an attorney and their juvenile client. public defender brendon woods say that violates the law regarding attorney client priveldge. and now the public defender has body cam video of the sergeant discussing it with another officer. the case involving the juvenile has been dismissed, and the public defender has asked a judge to barr the sheriff's office from

( darya ) the man accused of sexually abusing 4 underaged boys in the north bay... is going to prison for more than 20 years. kevin thorpe was a counselor at a center for at-risk boys in sonoma county. thorpe worked for 14 years at the hanna boys center. he also was a volunteer with a youth ministry for teens. he pleaded no contest to 10 felony counts. ( darya ) an uber driver in sacramento has been arrested... and is now facing kidnapping charges. authorities say mark filanov picked up three women and refused to let them out of the car. the women say filanov threatened to kill them. they also say he drove erratically and didn't follow directions to their home. eventually... the women called 9-1-1 and that's when filanov let them out. their nightmare ride lasted about 25 minutes. uber says filanov is no longer a driver for the

( darya ) police in santa rosa are noticing an uptick in theives stealing running cars. on monday a thief stole this black mercedes benz that was parked in front of a santa rosa home. but he didn't know there was a child in the back seat. the father of the child was moving out of the home and was only ten feet away when the theif took off with the car. the victim's neighbor heard the commotion from inside and says it's scary that this happened right in front of their house.

( darya ) police in petaluma have arrested two thieves... after several electronic thefts across the north bay. but they're still looking for one more person. officers were called to the t-mobile store on college avenue in santa rosa monday night. employees say 3 people stole cell phones and computers. police say the thieves then moved to the t-mobile store in petaluma and committed the same crime. when officers arrived ... they spotted a silver mercedes leaving the scene. the car eventually crashed... and the thieves ran off. police believe the same group also stole laptops from people at peet's coffee in santa rosa and cotati. killer will be held in sacramento. all the cases against joseph deangelo will be combined into one trial. deangelo is also charged with four felonies from attacks in contra costa county from 19-78 to 19-79. deangelo could face four life sentences plus ten years on those charges alone. deangelo will be tried on more than a zen homicides... and will face numerous other charges including 13 counts of kidnapping for robbery. ( james ) towing sweeps are in effect in oakland... if you find an orange courtesy notice on your windsheild you have 72-hours to move your car. 350 vehicles have been targeted by oakland police in part of recent towing sweeps from east oakland to the san leandro border. the city of oakland is dealing with a growing abandoned car problem. police say most of the vehicles appear to be empty but people are living in some of the cars. oakland police recovered 15 stolen cars during the initial sweeps. ( james ) also in the east bay... the city of oakland says it's trying to make it safer for kids to get

already been placed in another middle school in the district. but as kron 4's terisa estacio tells us... parents say that's not enough. the message came in on the social media site.. snap chat... a person threatening to kill as many as 30 students ... at valley view middle school on or near the last day of school. the site contacted the fbi and pleasant hill police - who worked quickly and with the help of outside law enforcement tracked down the student at his martinez home. police say they arrested him and he was place in juvenile hall. his name, not released bc he is a minor. at the time, they also confiscated several guns at the home. that was all in june. since then, police tell kron four news, the case was presented to the contra costa district attorney's office... who declined to file charges. also, police say - it turns out the guns were not the students - and legally belonged to a family member. but - now the student is embroiled in another controversy... a petition is

( darya ) an undocumented immigrant has confessed to kidnapping and killing moie tibbetts -- the university of iowa student who grew up in the bay area. he's expected to make his first court appearance today. tibbetts disappeared july 18th. her body was found yesterday morning in a cornfield. authorities are now charging cristhian rivera with first degree murder. authorities say rivera followed tibbetts in his car while she was jogging... and then grabbed her. he eventually led police to her body. tibbetts former classmates in piedmont are now remembering her love of life.

( james ) happening today... an ex-felon -- convicted of 1st-degree murder for gunning down an east bay activist -- will be sentenced today. dominique johnson was killed in west oakland just days before christmas... after leaving a community center. family members say he was heavily involved with the occupy movement and black lives matter. the shooter -- melvin andrew allen -- was arrested on march 5th.

jurors deliberated for less than one full day before reaching their verdict. ( james ) a man being held in jail after being arrested for child molestation charges could now face murder for hire charges. rodney thomas junior has been in jail since december. while in jail... a corrections officer found murder for hire plans. an under cover operation was put in place and following that investigatiohn solano county is looking to add five charges of solicitation to commit murer. thomas is scheduled to return to court september 5th. ( james ) new this morning... two men are under arrest after a stabbing in downtown novato. it happened on 14-hundred block of grant avenue. police say it started as a fight between two men and a woman. one of the men stabbed the other before both men left the scene. police later arrested both men. they have been identified as darnell seniga and ryan grimes. ( darya ) a woman is under arrest after leading police on a chase through the east bay in a stolen car. police responded to a trespassing

county sheriff's office is facing backlash this morning after it was revealed that a sergeant recorded a conversation between an attorney and their juvenile client. public defender brendon woods say that violates the law regarding attorney client priveldge. and now the public defender has body cam video of the sergeant discussing it with another officer. the case involving the juvenile has been dismissed, and the public defender has asked a judge to barr the sheriff's office from making any additional recordings. the district attorney's office says they are now reviewing all juvenile cases submitted by the sheriff's office dating back to the first of the year. of sexually abusing 4 underaged boys in the north bay... is going to prison for more than 20 years. kevin thorpe was a counselor at a center for at-risk boys in sonoma county. thorpe worked for 14 years at the hanna boys center. he also was a volunteer with a youth ministry for teens. he pleaded no contest to 10 felony counts. ( darya ) an uber driver in sacramento has been arrested... and is now facing kidnapping charges. authorities say mark authorities authorities say mark filanov picked up three women and refused to let them out of the car. the women say filanov threatened to kill them. they also say he drove erratically and didn't follow directions to their home. eventually... the women called 9-1-1 and that's when filanov let them out. their nightmare ride lasted about 25 minutes. uber says filanov is no longer a driver for the company. ( darya ) kron 4's lydia pantazes explains what that means for the city. ab 186 would allow san ab 186 would allow san francisco to establish locations where drug users can inject drugs under the supervision of staff trained to treat and prevent drug overdose. san francisco would be the first city to be allowed to implement a safe inject site under a 3-year pilot program.those trained staff members can also link people to drug treatment, housing, healthcare, and other services. last year, the bill was passed by the assembly, making it the first legislative body in the u.s. to pass such a bill, but was two votes shy in the senate.ab 186 now heads back to the

( james ) police in vallejo are investigating a shooting that happened inside the m-and-m liquors store tuesday afternoon. the shooting happned just after 3 p-m... at the store on sonoma boulevard. two people were shot.. they both suffered non-life threatening injuries. ( darya ) police in santa rosa are noticing an uptick in theives stealing running cars.

on monday a thief stole this black mercedes benz that was parked in front of a santa rosa home. but he didn't know there was a child in the back seat. the father of the child was moving out of the home and was only ten feet away when the theif took off with the car. the thief ... 28-year-old stephan salazar ... returned the car and baby within minutes... and police arrested him on the spot. ( darya ) police in petaluma have arrested two thieves... after several electronic thefts across the north bay. but they're still looking for one more person. officers were called to the t-mobile store on college avenue in santa rosa monday night. employees say 3 people stole cell phones and computers. police say the thieves then moved to the t-mobile store in petaluma and committed the same crime. when officers arrived ... they spotted a silver mercedes leaving the scene. the car eventually crashed... and the thieves ran off. police believe the same group also stole laptops from people at peet's coffee in santa rosa and ( james ) the trial for

the suspected golden state killer will be held in sacramento. all the cases against joseph deangelo will be combined into one trial. deangelo is also charged with four felonies from attacks in contra costa county from 19-78 to 19-79. deangelo could face four life sentences plus ten years on those charges alone. deangelo will be tried on more than a dozen homicides... and will face numerous other charges including 13 counts of kidnapping for robbery. ( james ) two bay area high schools may be getting stadium lights. right now... mountain view high school's spartan stadium and los altos high's tom burt field do ánot have lights. the superintendent says the district is considering whether to install lights... but it's not that simple. many neighbors say they don't want them. they fear lights will extended traffic into the evening hours. but boosters say lights are long overdue and would be good for more than just football.
