(grant) (grant) a big story tonight... california will become the first state to eliminate bail for suspects awaiting trial. governor jerry brown signed a bill today that will replace bail with a risk-assessment system. this means most suspects arrested for non-violent misdemeanors will be released within 12-hours of being booked. people facing serous and violent felonies will not be eligible for the pre-trial release. some people worry the bill will allow dangerous people to go free-- and they won't return for trial. supporters say the change will end the unfair practice of imprisoning people simply because they are poor. the new system will go into effect in october of next year. injection sites' in san francisco are being described as only a step away from happening...(grant) catherine heenan is here with the latest on the city's plan to deal with addicts who are using drugs on the streets... (catherine) the state assembly has passed the bill that would allow people in san francisco to inject heroin and other drugs under medical supervision... it now goes to governor brown...meaning the three-year pilot program could begin soon. the goal is to curb overdose deaths... the safe injection sites would provide sterile needles and allow people to use illegal drugs without fear of arrest. mayor london breed has been pushing for the program.. in a statement she said she's committed to openingthe sites...saying "safe injection sites save lives. we are in a public health crisis and this bill will help us by preventing overdoses while connecting people to medical care that can help treat their addiction." the c-d-c says the leading cause

warning to taxi drivers - requesting them to stop using the outside parking structure as a bathroom. kron four news obtained the email... in which it states quote " airport staff has noticed an increase rate of urination and defecation in the rear of sfo tax lot number 3 and nearby stairwells. this creates a highly unsanitary condition and a health harzard for sfo custodians...."it goes on to say.. tax drivers are reminded that the nearby restroom is open 24/7, end quote. this is video of where the taxi drivers wait to be called up to go into another line out at the terminals to pick up a rider. as you can see they are all in order... the drivers i spoke with would not go on camera, but said if they leave to use the bathroom, they will lose their place and subsequently lose a potentially good fare. it is on average 45 dollars to the sf. some drivers were hostile - shouting that they will do whatever they want, where ever they want... they say these days they are in a fight to survive because of ride share companies cutting into their salaries. sfo has different perspective... the email goes on to say that they are now going to increase patrols and violators are subject to suspensions and or arrest. as far as those at

u.s. is now dealing with its highest-ever number of reported sexually transmitted diseases. and it's a record high for the fourth year in a row. the c-d-c says that nearly 2-point- three million cases of syphillis, gonorrhea and chlamydia were diagnosed in 2017. that's 200-thousand more cases than the record set in 2016. the diseases are easily treated with antibiotics, but often go undiagnosed and untreated...and that can lead to far more serious problems...including still births and h-i-v. as to why things are so bad - the c-d-c says things like poverty, stigma and drug use are among the factors. grant and vicki? (vicki) a big story tonight... the mystery behind the death of a family from washington state might never be solved. the two mothers and six adopted children disappeared in march. their s-u-v was later found crashed in the ocean off cliff in mendocino county.

5:30... controversial wildfire legislation is coming down to the wire in sacramento. (vicki) the proposed law would help prevent wildfires - but could also allow utility companies to pass on some costs to customers. capitol bureau reporter ashley zavala joins us live from sacramento tonight with the details. ((ashley)) the wildfire confrerence committee has until the end of the night to finalize the bill.. so it can be voted on before the legislative session ends friday. but -- debate over parts of this legislation has brought the committee right down to its deadline. with a destructive wildfire season already underway in california - there is a fiery debate in the capitol over proposed wildfire prevention legislation. (grant) starting in the east bay where an apartment fire in antioch...turns into an arson investigation. kron 4's lydia pantazes reports. the first fire started at about 3:30 this morning on g street between 16 and seventeenth.firefighters responded to a car fire that spread toward an apartment unit.that fire almost trapped two people inside.while they were on scene of this fire, they received a report of a fire less than a half mile away.in that case, it was a pick truck.they say the fire started in the wheel.because

(grant) a big story tonight... the owner of a company that builds 3d-printed guns says he áhas started selling blueprints of the weapons. it's a move to elude a federal court order yesterday that banned him from giving the plans away for free online until litigation is settled. cody wilson, founder of defense distributed, said he interpreted the order to mean he could not put gun blueprints online to be downloaded for free. instead, he said he is now áselling the blueprints to customers, letting them name their own price and then emailing or shipping the instructions to them. cody wilson/ owner, defense distributed"as of this morning, early this morning we began selling the files for 3d printed guns and blueprints to the public. we began fulfilling those well nationwide. this is part of our operation to continue our efforts at digitization and distribution of this type of technology."(grant) (grant) (grant) critics say the

governor jerry brown signed the bill today ... it will replace bail .. with a risk - assessment system. grant lodes joins us now with more. (grant) it's still a little unclear how the new system will work. the state's judicial council now has broad authority to reshape pretrial detention policy. counties wiill then set their own procedures for deciding who to release before trial. (grant) under the new system.... most suspects arrested for non-violent misdemeanors could be released within 12-hours of being booked. people facing serous and violent felonies will not be eligible for pre-trial release. some people worry the bill will allow dangerous people to go free-- and they won't return for trial. supporters say the change will end the unfair practice of imprisoning people simply because they are poor. lieutenant governor gavin newsom released a statement today:"a person's checking

"that is gross" that in response to sfo sending out a warning to taxi drivers - requesting them to stop using the outside parking structure as a bathroom. kron four news obtained the email... in which it states quote " airport staff has noticed an increase rate of urination and defecation in the rear of sfo tax lot number 3 and nearby stairwells. this creates a highly unsanitary condition and a health harzard for sfo custodians...."it goes on to say.. tax drivers are reminded that the nearby restroom is open 24/7, end quote. this is video of where the taxi drivers wait to be called up to go into another line out at the terminals to pick up a rider. as you can see they are all in order... the drivers i spoke with would not go on camera, but said if they leave to use the bathroom, they will lose their place and subsequently lose a potentially good fare. it is on average 45 dollars to the sf. some drivers were hostile - shouting that they will do whatever they want, where ever they want... they say these days they are in a fight to survive because of ride share companies cutting into their salaries. sfo has different perspective... the email goes on to say that they are now going to increase patrols and violators are subject to suspensions and or arrest. as far as those at sfo... most believed the matter was disgusting. courtney. the raiders have unveiled parking plans for the team's new stadium in las vegas. it might mean the famous raiders tailgating experience - could be a lot different than fans in oakland are used to seeing.(pam) that's because most of the parking will be a shuttle ride away. reporter patrick walker has details. pkgstandup in the two parking options north of the stadium are here at tropicana and arville. this former southwest gas property is one option... and exisiting parking over at the orleans is another. the team has proposed up to 12-thousand off-site parking spaces between these two locations... and the two on las vegas boulevard south of the 215. add in the 25-hundred or so on-site parking spots... and the team still comes up about 15-hundred short of what's required in the county code. the team is designing the stadium to rely heavily on ride-sharing and the shuttle service between the off-site parking and the stadium. county commission chairman steve sisolak says the proposal is a good start... but the team will still have to address the deficiency in spots.sot - keep them off mgm properties, properties to the

homeless veterans across northern california will soon be able to get some misdemeanor warrants dismissed... without going to court. it's all part of an event called a "stand down"... which provides a wide variety of services to try to get homeless veterans back on their feet... including having a visiting judge hear their case.
