(ken) this is a photo of the missing man - brian egg. inside his san francisco - home police found a headless torso in a fish tank,. the human remains have not yet been identified. but we are learning more about another man - lance silva investigators say he used brian egg's credit card to hire a crime scene cleanup company at the missing man's home. he also allegeldy withdrew cash from egg's account - and even used his credit card to buy a bmw back in june. that car was

towed - and later picked from a tow yard by silva and a man claiming to be paul forman - who police are now trying to find. brian egg was last seen by neighbors in june. it was not until neighbors spotted a crime scene clean up truck outside the home on august 14 -- that police actually entered the residence. we've posted all the court documents on kron4-dot-com. (grant) (grant) an east bay family is outraged. the parents tell us, their kindergartnerer was allowed to leave school and walk home...more than two and a half miles...by himself. (vicki) this despite the fact the child was supposed to go to an after school program on campus. kron four's terisa estacio spoke with the family and she joins us live from hayward with more details.. terisa? this east bay mom is angry... and demanding action. she says it was on monday... when her son called her from

home.... her 5 year old was supposed to be in an afterschool program... but somehow - someone dropped the ball. (take pkg) how? duanna kirby is furious... she says on monday, jackson was supposed to go to a youth enrichment program here at fairview elementary school in hayward. it was jackson's first day of kindergarten. the program is on campus, about 50 feet away from his classroom. but that is not what happened. instead, duana says, she got a call from her son, from home. duana kirby, hayward mom. so, i am at work and get a phonec call from my son on his cell phone and i say what are you doing calling me, i said to leave your cell phone at home. and he said, he did. that he was and safe that he was safe. duana says she rushed home from her job.. jackson was there. she then quizzed him about how he walked nearly 2.6 miles home... and why he wasn't in the afterschool program. duana. he said he was in the bathroom and when he got out, no one was there and so he grabbed his backpack and walked home. duana says she and her husband are angry and want answers to how this all duana. someone could have grabbed him, he could have been mauled by a dog, hit by a car. as for the sent kron four this statement... we take this incident very seriously and ar determine what steps need to be taken to ensure that this does not happen again."

(catherine) menlo park police say that shannon fox is the man who'd been racing another driver in november of 2009..... when he slammed intoa car carrying a woman and her 6-year-old daughter.. both were badly hurt....the driver fled the scene. the little girl - lisa xavier - died the next day. police say fox was arrested in december of 2016 in guatemala. and now - nearly 9 years after the crash - authorities say he's been extradited, charged with 3 felonies....and he's in jail in santa clara county. authorities chose not to tell lisa's family about the developments...until they

were sure they had fox. menlo menlo park police say they never considered this a cold case... the f-b-i also helped in the search for fox. he'd been fighting extradition from guatemala until he recently exhausted all his appeals. he's scheduled to be arraigned in court tomorrow. vicki and grant? to increase patrols in areas where most of the murders happened. one of those killings claimed the life of 36- year old mario thomas. he was gunned down monday night in an area off of 73rd and international. it happened one day after the deadly shooting just across the street. police believe those two crimes may be connected. then, there were two other deadly shootings sunday. (vicki) new at five... for the first time in the united states... mirroring similar programs available in europe and canada... this week a prototype of a safe injection site opened in san francisco. a treatment facility to help lower the number of drug overdoses citywide. the demonstration was held at glide memorial church... where kron four's philippe djegal says the mayor stopped by to take a look. (grant) some long-time friends built the elaborate treehouse completely out of stuff they found. mike parker reports. longtime friends and neighbors have created a giant treehouse. jonathan sealy's children inspired him to build the treehouse. he then enlisted renee healy to help. it took them just over three years to complete.the treehouse is suspended on the foundations of three shagbark hickory trees. it's located in etters, near the valley green golf course."this thing is

probably at least 80 percent, if not 85-90 percent recycled materials, which is just from people posting on craigslist," said sealy. from dumpster diving to donations, they found every way to come up with free stuff. the shingle siding and interior walls were scrapped from a covered bridge demolished in schuylkill county. "i would reach out to different companies, different window installers and ask if they just had windows that they took out that they were throwing away that i could look through," said sealy. (philippe) this week the state legislature passed a bill that would allow san francisco to open functional safe injection sites during a three-year pilot program. the bill is headed to governor jerry brown's desk where he could sign it into law. and, if he does... the sites could look like this model of one set-up at glide memorial church in san francisco's tenderloin neighborhood... where seeing people inject themselves with opiods on the streets is commonplace.london breed/mayor- "continuing with the status quo and just hoping

that things will get better is not an option. substance abuse is not simply going away because we don't want to see it." mayor london breed believes the city's drug problem should be tackled head- on... and, that providing drug abusers with a safe location to use opiods, receive treatment and have access to programs to help them sober up has proven to be a successful model used in europe and canada, but never the united states until now. london breed/mayor- "it is estimated that one 13-booth site could safe san francisco up to $3.5 million by reducing hospital stays, hiv and hepatitis c infections and overdoses." the model treatment program dubbed "safer inside," includes seven booths. it opened tuesday and will remain available to the public to visit through friday.paul harkin/glide- "the whole idea is you allow them the dignity to use the space and after that, we can work on how to improve their health and well-being." last year, mayor breed says 193 people died from drug overdoses in san francisco. philippe djegal, kron four news. (ken) new at 6. bart... could have soon have the authority to set zoning

standards and approve development on agency-owned propery throughout the bay area. this...after the state assembly passed a-b 29- 23 yesterday afternoon. the bill now goes to governor jerry brown for his signature. under the measure... bart would govern residential and mixed-used projects on property the agency owns within a half-mile of station entrances. the bill would affect an estimated 250 acres in all. it would give the bart board untill july 2020 to formally adopt its guidelines. (pam) new at 6. the california assembly has voted to require all public universities to offer medication abortions at their campus health centers. the measure approved just a few hours ago... would make california the first state with such a mandate. none of the 34 university of california or california state university campuses currently offer abortion services. private donors have agreed to pay millions of dollars in

startup costs... including ultrasound machines and staff training. universities would be required to offer the services by 2022. (ken) an east bay family is outraged. the parents tell us, their kindergartnerer was allowed to leave school and walk home...more than two and a half miles...by himself. (pam) this, despite the fact the child was supposed to go to an- after school program on campus. kron four's terisa estacio spoke with the family.. shjoins us live from hayward with more details.. terisa?

officers say 'charles so' is being charged in connection to a road rage incident. allegedly 'so' attacked a man in another car and then took his phone. police discovered so had a loaded handgun in his bag inside his classroom during the arrest. so is being booked into the santa clara county jail for robbery and possession of a firearm at a school. (pam) developing news tonight... in the case of a headless torso found inside the home of a missing man. we are learning more about an arrest made for identity theft - related to the case.(ken) kron-4 just obtained court documents - detailing the arrest of lance silva... who is now in custody on a probation violation. grant lodes joins us now in studio with more. (landvo) this is a photo of the missing man - brian egg. inside his san francisco - home police found a headless torso in a fish

tank,. the human remains have not yet been identified. (grant) but we are learning more about another man - lance silva . investigators say he used brian egg's credit card to hire a crime scene clean-up company at the missing man's home. he also allegedly with-drew cash from egg's account - and used his credit card to buy a bmw back in june. that car was towed - and later retrieved from a tow yard by silva and a man claiming to be paul forman - who police are also now trying to find. (grant) neighbors last say brian egg in june. it was not until neighbors spotted a crime scene clean up truck outside the home on august 14 -- that police actually entered the residence. (pam) a man wanted for a hit and run crash in menlo park, that killed a six- year-old girl in 2009 -- is now back in the bay area

..after being extradited from guatemala. menlo park police say, shannon fox was racing another driver in november of 2009 ..... when he slammed into a car carrying a woman and her 6-year-old daughter.. both were badly hurt....the driver fled the scene. the little girl - lisa xavier - died the next day. police say, fox was arrested in december of 2016 in guatemala. and now - nearly 9 -years after the crash - authorities say, he has been extradited, charged with 3 felonies.... and placed in santa clara county jail. authorities chose not to tell lisa's family about the developments...until they were sure they had fox. police say, they never considered this a cold case... the f-b-i also helped in the search for fox. he had been fighting extradition from guatemala until he recently exhausted all his appeals. he's scheduled to be arraigned in court tomorrow. leading the way on climate change. gore is in los angeles for what is being called... the largest ever "climate reality leadership corps" activist training. gore, the chairman of the climate reality project, is joining scientists and climate experts for the 3-day event ..... with the goal of training the next class of climate crisis activists.. more than 20 people had to be treated for possible drug exposure at an ohio prison today.ohio state highway patrol and emergency workers were called to the ross correctional institution near cincinnati just after 9 this morning. 24 people have been treated so far with naloxone, or narcan... including doctors, nurses and inmates. the drug is used to combat overdoses caused by opiods such as heroin or fentanyl. nineteen people were taken to the hospital for further treatment... and inmates were relocated. the incident remains under investigation. built in a field near highway 99. caltrans issued a statement expressing its sympathy for the family of bigley. in light of the tragedy, the caltrans union has re-filed a grievance with the state voicing their objection to being assigned to homeless camps, saying they lack the appropriate safety equipment and training. a former university of southern california gynecologistfacing claims of misconduct - has had his medical license temporarily suspended.. catherine heenan is here with the latest on dr. george tyndall... area leaving behind sunshine and 70s in the bay and 60s at the coast. the clouds will start rolling back in tonight and fill into the valleys. it's quiet on the radar across the state. on the satellite image you can see the trough of low pressure along the west coast. that is helping to keep the temperatures down here and across the state. tomorrow will begin with low then clear to partly cloudy skies in the afternoon. highs will be a little warmer with highs in the 70s and low 80s inland and 60s at the coast. a warming trend will continue on friday and into the holiday weekend. some temperatures will get near 90 by labor day.
