tonight in the case of a headless torso found inside the home of a missing man. we are learning more about an arrest made for identity theft - related to the case. good evening i'm grant lodes. (vicki) and i'm vicki liviakis. kron4 just obtained court documents - detailing the arrest of lance silva... who is now in custody on a probation violation. ken wayne is standing by in the newsroom. (ken) this is a photo of the missing man - brian egg. inside his san francisco - home police found a headless torso in a fish tank,. the human remains have not yet been identified. but we are learning more about another man - lance silva investigators say he used brian egg's credit card to hire a crime scene cleanup company at the missing man's home. he also allegeldy withdrew cash from egg's account - and even used his credit card to buy a bmw back in june. that car was

towed - and later picked from a tow yard by silva and a man claiming to be paul forman - who police are now trying to find. brian egg was last seen by neighbors in june. it was not until neighbors spotted a crime scene clean up truck outside the home on august 14 -- that police actually entered the residence. we've posted all the court documents on kron4-dot-com. (grant) (grant) an east bay family is outraged. the parents tell us, their kindergartnerer was allowed to leave school and walk home...more than two and a half miles...by himself. (vicki) this despite the fact the child was supposed to go to an after school program on campus. kron four's terisa estacio spoke with the family and she joins us live from hayward with more details.. terisa? this east bay mom is angry... and demanding action. she says it was on monday... when her son called her from

home.... her 5 year old was supposed to be in an afterschool program... but somehow - someone dropped the ball. (take pkg) how? duanna kirby is furious... she says on monday, jackson was supposed to go to a youth enrichment program here at fairview elementary school in hayward. it was jackson's first day of kindergarten. the program is on campus, about 50 feet away from his classroom. but that is not what happened. instead, duana says, she got a call from her son, from home. duana kirby, hayward mom. so, i am at work and get a phonec call from my son on his cell phone and i say what are you doing calling me, i said to leave your cell phone at home. and he said, he did. that he was and safe that he was safe. duana says she rushed home from her job.. jackson was there. she then quizzed him about how he walked nearly 2.6 miles home... and why he wasn't in the afterschool program. duana. he said he was in the bathroom and when he got out, no one was there and so he grabbed his backpack and walked home. duana says she and her husband are angry and want answers to how this all duana. someone could have grabbed him, he could have been mauled by a dog, hit by a car. as for the sent kron four this statement... we take this incident very seriously and ar determine what steps need to be taken to ensure that this does not happen again."

investigating reports that a man has been approaching young girls at mall... and showing them inappropriate pictures. kron 4's dan kerman is live at the sunvalley mall in concord with more. dan? concord police are investigating reports a man approached 2 youn girls at the sun valley mall and showing them pornographic photos or videos on his cell phone. the july 13th incident was reported to police by a store employee on july 14 and now police are asking anyone who was victimized to come forward so they can confirm a crime actually occurredsot cprl. summer galer/concord police we need to have the actual victims come foward and say what was shown to them or what was said to them police have reviewed mall security video and have identified the man who approached the girls. they say he has had contact with police in the past.sot he's not been arrested at this time because we have not confirmed a crime has occured, thats why we want victims to come forward and let us know what happened on july 13.

(grant) a man wanted for a hit and run crash in menlo park that killed a six- year-old girl in 2009 -- is now back in the bay area. (vicki) that suspect had been on the run....and was arrested in guatemala. catherine heenan is here with more on the case that police say they never gave up on... (catherine) menlo park police say that shannon fox is the man who'd been racing another driver in november of 2009..... when he slammed intoa car carrying a woman and her 6-year-old daughter.. both were badly hurt....the driver fled the scene. the little girl - lisa xavier - died the next day. police say fox was arrested in december of 2016 in guatemala. and now - nearly 9 years after the crash - authorities say he's been extradited, charged with 3 felonies....and he's in jail in santa clara county. authorities chose not to tell lisa's family about the developments...until they

were sure they had fox. menlo menlo park police say they never considered this a cold case... the f-b-i also helped in the search for fox. he'd been fighting extradition from guatemala until he recently exhausted all his appeals. he's scheduled to be arraigned in court tomorrow. vicki and grant? (vicki) one man has died following a shooting in oakland... marking the city's 5th homicide since sunday. police received a shot spotter activation just before 11 last night in the 11- hundred block of 65th avenue. police found the man suffering from a gunshot wound. he was pronounced dead at the scene. no suspects have been identified. to increase patrols in areas where most of the murders happened. one of those killings claimed the life of 36- year old mario thomas. he was gunned down monday night in an area off of 73rd and international. it happened one day after the deadly shooting just across the street. police believe those two crimes may be connected. then, there were two other deadly shootings sunday. (vicki) new at five... for the first time in the united states... mirroring similar programs available in europe and canada... this week a prototype of a safe injection site opened in san francisco. a treatment facility to help lower the number of drug overdoses citywide. the demonstration was held at glide memorial church... where kron four's philippe djegal says the mayor stopped by to take a look. "safer inside," includes seven booths in san fracisco's tenderloin neighborhood. it opened tuesday and will remain available to the public to visit through friday.miguel bustos/glide- "it's about safety, its about community and dignity." the safe injection site will in theory allow drug users to safely consume their drugs with supervision... and, also provide access to services to hopefully cure their addiction. paul harkin/glide- "overdose deaths are the number one cause of death in the united states at the moment. there were 72,000 overdoses nationally and all of these sites all over the world, there has never been an overdose death ever." mayor breed says just one 13-booth safe injection site could save the city more than three-point-five million dollars a year in medical costs related to overdoses. london breed/mayor- "we are here today to save lives. that's what this is about." this week the state legislature passed a bill that would allow san francisco to open functional safe injection sites during a three-year pilot program. the bill is headed to governor jerry brown's desk where he could sign it into law. in san francisco, philippe djegal, kron four news. related story, opioid use and opioid overdose deaths are nothing short of a public health crisis across the country, including here in the bay area. but there is some help in the form of an antidote of sorts that is saving lives. kron four's rob fadeboe reports from san jose. as they shopped for fresh fruits and vegetables at a farmers market outside valley medical center on wednesday, many people went home with a couple of doses of narcan, a kind of short-term antidote for an opioid overdose. it's thought that getting more narcan into the hands of the general public will save lives. bruce copley/behavior health services department "....we want people to understand that the epidemic is starting to touch our county, fentanyl is found in opioids and other

from u=c berkeley details how the state's economic boon has benefited california's top earners.(vicki)everyone else, not so much.catherine is here with the numbers.catherine? (catherine) let's start with one big number --- four point nine million.that's how many californians are working for low wages ... about a third of the total workfoe. that number is up from 30 percent two years ago. kachingstores and restaurants, child care centers and farms. that is where most of california's low paid workers are employed.and they are actually earning less than they were four decades ago, allowing for inflation, the bottom ten percent of wage earners saw their income drop by more than a dollar an hour. workers in the middle also saw their income stagnate.but at the other end of the spectrum, the top 95 percent of earners enjoyed a jump of 25 dollars an hour... a fifty percent increase.california's low=wage earners are not all young.the average age is is 36. fifty=seven percent of the low wage earners are hispanic ... seven percent black, 11 percent asian and 24 percent white.close to half of them have children and 40 percent

bay... santa clara county wants to warn people about a housing scam. residents are reporting getting letters from people wanting to buy their homes even if it isn't on the market. the district attorney's office is warning these offers are much lower than the home is worth and say these scammers then flip the houses for a profit. they are targeting people who are unknowlageable about the housing market and the elderly. "communities in california are impacted by this issue but disproportiantely it's impacting communities of color. latino communities throughout the state, especially in the san joaquin valley, coachella valley, parts of los angeles, northern california and the salinas valley." the group is pushing lawmakers to pass senate bills 844 and 845, which together would implement a voluntary water tax on customer water bills and a mandatory tax on dairies and fertilizer manufacturers. the state has reported more than one million residents across california are exposed to unsafe drinking water. "taken together sb 844 and 845 will create a safe drinking water fund which will secure that much needed source of funding to secure safe drinking water projects and programs so that no more will we see a millon people without safe drinking water." the association of california water agencies opposes the legislation. its deputy director has said the program is costly and inefficient, requiring agencies to change software and hire staff to implement the concept. with two days left in this legislative session.. the bills are ready.. waiting to be sent to the floor for a final votesoc

(grant) but we are learning more about another man - lance silva . investigators say he used brian egg's credit card to hire a crime scene clean-up company at the missing man's home. he also allegedly with-drew cash from egg's account - and used his credit card to buy a bmw back in june. that car was towed - and later retrieved from a tow yard by silva and a man claiming to be paul forman - who police are also now trying to find. (grant) neighbors last say brian egg in june. it was not until neighbors spotted a crime scene clean up truck outside the home on august 14 -- that police actually entered the residence. (pam) a man wanted for a hit and run crash in menlo park, that killed a six- year-old girl in 2009 -- is now back in the bay area

..after being extradited from guatemala. menlo park police say, shannon fox was racing another driver in november of 2009 ..... when he slammed into a car carrying a woman and her 6-year-old daughter.. both were badly hurt....the driver fled the scene. the little girl - lisa xavier - died the next day. police say, fox was arrested in december of 2016 in guatemala. and now - nearly 9 -years after the crash - authorities say, he has been extradited, charged with 3 felonies.... and placed in santa clara county jail. authorities chose not to tell lisa's family about the developments...until they were sure they had fox. more than 20 people had to be treated for possible drug exposure at an ohio prison today.ohio state highway patrol and emergency workers were called to the ross correctional institution near cincinnati just after 9 this morning. 24 people have been treated so far with naloxone, or narcan... including doctors, nurses and inmates. the drug is used to combat overdoses caused by opiods such as heroin or fentanyl. nineteen people were taken to the hospital for further treatment... and inmates were relocated. the incident remains under investigation.
