kron 4's terisa estacio is live at the scene with more on the investigation. terisa? the accident happened right behind me next to the days inn on lombard here in san francisco... for nearly 6 hours this route was effected, impacting alot of people on a monday morning. the driver of the muni bus, seriously injured. it was all captured on video tape. (take pkg) a drammatic crash captured by this driver on lombard street. watch... as the muni driver - for some unknown reason, loses control of the bus, pops over the divider and slams into a dry cleaner. a business owner next door at days inn, heard it all. kavita grover, days inn owner. it was early, suddenly a loud beep, then a big bang, we were in shock, not sure if it was an earthquake, we were out of our mind." paul rose, sfmta. spokesperson. the operator is 38 veteran, he is 66 years old, he is in life threatening injuries. 3 others with injuries, one taken to the hospital. paul rose with the san francisco municipal transporation agency says they are working with the san

30-percent contained tonight. fire crews still don't know how it started. kron-4's will tran reports. california fire officials have lifted all mandatory orders for a fire in napa county that ignited over the weekend and had threatened 180 homes.the california department of forestry and fire protection said monday residents of the rural area can return but should remain vigilant.the 4-square-mile blaze began saturday in the napa county woodlands, but cooling weather helped fire crews slow its growth. the fire is 30 percent contained.the cause of the wildfire remains under investigation. tonight... a new law signed by governor jerry brown has set an ambitious new environmental goal for the state: all energy must come from renewable sources by the year 2045. but the governor did not stop there. capitol bureau reporter ashley zavala is live in sacramento tonight with the details. ashley? climate change. governor jerry brown went even further by signing an executive order - requiring the entire state to become carbon neutral by 2045. ((pkg)) ((nats))"california and the rest of the world have miles to go before we achieve zero carbon emissions but you have to begin, you have to et something done. with the stroke of a pen -- governor jerry brown set an aggressive environmental goal for the state of california: phase out fossile fuels. the newly signed law requires the state's utilities to generate 60 percent of their energy from renewable sources by the year 2030.with a goal of 100 percent by 2045. senator kevin deleon introduced the bill: senator kevin deleon: " today california sends an unmistakable message to the nation and the world. regardless of who occupies the white house, california will always lead on climate change." the order comes on the same day the e-p-a announced

floor. the drone crashed onto a nearby sidewalk saturday narrowly missing pedestrians. the f.a.a. will be looking into whether the pilot violated aviation regulation part 107 which among other things says "you must not fly over people who are not involved in the operation of the drone. and you must not pose a hazard to any manned aircraft or to people or property on the ground." attorneys say retrieving footage from the crashed drone is unlikely, as is another plan have someone rappel over the side of the building to take photos and tape the window up.sot tom miller/attorney, millenium tower homeowners association 51-59it raises a lot of issues for us and the assocaition safetywise and we want to be sure whatever we are doing is safe.attorney for the homeowners assocaition, which is suing the buildings developer says the plan now is to wait a month until the window washing swing stage is repaired. by that time a new piece of glass should be ready

new tonight at 5... california authorities say that street gangs are evolving into more sophisticated crimes... in this case credit card fraud. (grant) today - california's attorney general says that 32 gang members have been indicted in a scheme involving unusual burglaries... catherine heenan is here with the

(catherine) instead of the instead of the more typical strong-arm robberies... authorities y gangs are now ripping off credit cardreaders from medical and dental offices... a long string of charges has been filed against alleged members of the 'bullyboys' and 'coco boys' street gangs. the state attorney general says hundreds of people across 13 counties have been victimized. the attorney general says a "mountain" of stolen property has also been found... including 40 credit card terminals, laptop computersand patient files. the

indictment says gang members used the stolen terminals to process credit card returns -- and then downloaded them to debit cards. authorities are urging businesses to make sure their paymentsystems are more secure. vicki and grant? (grant) one of the most powerful hurricanes ever to hit the east coast is gathering strength in the atlantic. this is the view of hurricane florence from the international space station (on cam)it's now being called a life=threatening storm with millions of people in its path. (vicki)even though it's more than one thousand miles offshore, hundreds of thouands of people people being told to leave the coast.catherine heenan is here to show us what's happening now.catherine? (catherine) florence isnt expected to reach land until thursday, but four states have already declared

emergencies. today - north carolina's governor ordered the evacuation of the outer banks. and a quarter=million residents of south carolina's low country have been told to get out by noon tomorrow. another quarter million have been told to leave virginia's hampton roads and eastern shore. natfilling up.boarding up. stocking up...and running out. right now we're looking for water they're completely out of water. so we're going to try to go up the beach, but i can guarantee they're out of water too.empty shelves at supermarkets and home improvement stores all across the southeast as the official warnings grow more and more dire. "this is a very dangerous hurricane. " we do know we're in the bullseye. "we are preparing for the potential of historic catastrophic and life-threatening flooding"it's been three decades since a category four storm hit the carolinas ... in 1989 hurricane hugo caused more than six billion dollars in damage and killed 26 people in the u=s.florence is expected to bring a life-threatening storm surge of 15 to 20 feet.

monday requiring all of the state's electricity to from clean sources by 20-45.those sources include solar, wind, and hydropower.it's the latest in a series of goals set by the state to fight the effects of climate change.brown hailed the move as another example of california's global leadership on environmental initiatives-- while the trump administration backs away from such policies. the signing comes just days before brown is set to host a global conference on climate change in san francisco.the conference is a final effort to showcase california's actions on the environment before his fourth and final term ends.the bill also requires electric utilities and other service providers to generate 60 percent of their

power from renewable sources by 2030.that's up from the 50 percent goal previously set for that date.not everyone is satisfied with gov. jerry brown for setting a goal of phasing out fossil fuels from the state's electricity grid by 2045.the bill would not affect in-state oil and gas drilling.some environmentalists are pushing brown to end new drilling permits. they are pledging to disrupt an international climate summit brown is hosting in san francisco later this week.consumer watchdog and food & water watch say they'll air a television ad in which a young girl calls on brown to shut down oil rigs. data from the u.s. energy information administration shows california is ranked sixth among states in crude oil production and 15th in natural gas, though production of both has declined since the mid-1980s.some business groups are also critical of the legislation, saying it sets impossible targets and could increase electric bills.

east bay high school students became ill after eating rice krispy marijuana edibles. according to a spokesperson for the contra costa unified school district.. five students at richmond high school ate the edibles. the fire department was called to the school - after several students reported feeling sick. the students ended up being released to their parents... no word on what if any punishment they will face. (ken) new at six tonight -- california public health officials announced two confirmed deaths due to the west nile virus. the people who died lived in glenn and yuba counties. on friday health officials reported 56 human cases of west nile virus from 21 california counties this year. people 60 years of age and older and individuals with diabetes or hypertension have a higher chance of getting

miller/attorney, millenium tower homeowners associationit will take a month because we have to get the appartus fixed to get down the side of the building and then we have to get that window replacement glass ordered and available to install and we want to do both at the same time so thats whats taking as much time as it is.the homeowners association had looked at having someone rappal over the side of the building to at least tape and photograph the cracked window, but now say that's unlikely to happen for safety reasons. still they don't think waiting 4 weeks is a problesotour experts say ther eis no safety problem wtih the way the glass is holding in that silicone bed so we feel we are okay over the next 3 or 4 weeks.on top of that they have installed scaffolding on the mission street sidewalk below so pedestirans can walk with some security. that was not the case on saturday. the homeowners assocaition hired a drone pilot to take video of the cracked glass, but that drone ended up crashing onto a nearby sidewalk narrowly missing pedestrians. the

interstate- 5 is now back open .... six- days after 'the delta' wildfire... burning along the highway in shasta county.. forced it to close. at least one lane in each direction opened at 8:30- this morning. officials say, the freeway is safe for travel ... but potential closures could be ordered at any time because the fire is still burning. so far, more than 47- thousand acres has burned. the fire is just 5-percent contained tonight. meanwhile... the east coast is preparing for hurricane florence... homes are boarded up... store shelves are emptying... and the national guard is moving in as many residents are being ordered to evacuate. the national hurricane center warns florence will remain an extremely dangerous hurricane until later this
