terror attacks. a solemn ceremony was held today at the world trade center in new york.. and all across the country...people paused to reflect and honor the people who lost their lives...or had their lives changed forever. nearly three-thousand people were killed that day. victim's relatives, survivors, and rescuers gathered to remember the deadliest terror attack on american soil. and the anniversary of this national tragedy has turned into a day of giving back across the country. kron4's maureen kelly was at pier 35 in san francisco where over a thousand volunteers turned out to pay their respects... by helping others. congresswoman nancy pelosi was one of the teams of people packing up healthy meals that will going to those in need. she says she will never forget september 11th....it was a terrible day for our country, our thoughts of course and our prayers are with the people who lost their lives and their families. our admiration and love and love is for first responders who were just nobility. they ran in there and risk their lives, some lost their lives, lost their health in order to protect peopleand she like the one

are an ongoing problem says oakland city council member noel gallo. he says one common reason...revengesotthis is one of several homeless camp sites in the councilmember's district. he says it is not uncommon for him to hear that a confrontation inside a camp led to it being burned downsot gallo says there are also accidental causes for encampment fires from hazards involving candles and illegally tapping into the city's electricitysotoakland police say a deceased person was found near the burned encampment on east 12th street. however investigators say the person's death does not appear to be related to the fire, more likely a result of being homeless says gallosot

tracks or in the camp">the city councilmember says public works crews clean this encampment twice a week. as for the close to 40 people living here, his guess is that they will relocate to the nearest available encampment...in oakland haaziq madyun kron4news kron4news (vicki) a big story tonight... dangerous drivers and keeping kids safe while heading to and from school is a big worry for parents. and a newly released survey shows some alarming statistics for schools here in the bay area. is certainly shedding some light on traffic safety for chidlren... and they are not the only ones... i spoke with parents and they see some horrendous conditions out on the roads while their kids go to school. (vicki) the report includes ratings for hundreds of bay area schools.on the peninsula, the most dangerous drivers are found around laurel elementary and abbot middle school in san mateo, and belle haven elementary in menlo park.the laurel school in oakley is at the bottom of the list in contra costa, followed by the diablo valley school on clayton road in concord and kennedy high school in richmond.in marin county, the three schools with the most dangerous traffic conditions are all in novato: sinaloa middle school, san marin high and the nova education center. for more information on schools in your neighborhod, go to kron four dot com and click on the link. california started safety testing july first.... nearly 20 percent of the products failed when it came to potency and purity.. in the first two months, nearly 11-thousand samples were checked and almost 2-thousand failed. in some cases - the products had to be destroyed. but it was often an easy fix - with only label changes needed. the testing has been especially tough on infused cookies and candies - about a third of them have failed. in much smaller numbers - there were unacceptable levels of pesticides and bacteria - including e-coli. some people in the marijuana industry argue thatthe standards are too strict. and say technical glitches contributed to the high failure rate. the state is apparently listening - it's now considering revamping the testing rules. grant and vicki? (vicki) a southern california woman is accused of pulling a scam -- while yanking on heart-strings. she pretended to be pregnant-- and claimed to be the wife of a firefighter for cal fire-- who was fighting the holy fire. officers say that is when she stole 11-thousand dollars worth of items people were donating to firefighters. stacey butler reports. shaylee florentino/neighb or"i'm just in shock, pure shock."when shaylee florentino and her mom sandy summers watched ashley bemis and her mom carry in load after load of drinks, snacks and supplies into the san juan capistrano apartment the two share with bemis' brother....sandy summers/neighbor"i just thought they went shopping...in the house. we would joke- there they go shopping again."these neighbors had no idea...that sheriffs detectives say bemis was running an elaborate con. posing as the wife of a fictitious cal fire firefighter on facebook...she posted a call for donations like drks, food, baby items,

beds...for firefighters battling the holy fire.lt. michael peters/orange county sheriff's dept. "all these kind hearted people were opening their hearts...firemen on the line. she preyed on that."only after detectives say she collected the donated items at drop off locations throughout south county...san clemente residents on facebook took notice. they warned people to stop donating.they posted these photos of other schemes they say bemis pulled off all while running a wedding planning business with a po box in san clemente. take a look at this picture of a baby shower church acquaintances threw her after she told them she lost her husband and other children to a horrific car crash. sheriffs deputies confirmed that bemis pretended to be pregnant, even using a fake baby bump. she even had these photos taken. then there are these pictures facebook friends say she posted pretending to be the birth mother of the children she was only nannying. detectives served a search warrant on her apartment and garages. they found at least 11 thousand dollars in donated items. lt. michael peters/orange county sheriff's dept. "in some cases people would go to walmart spend eight hundred and buy goods and drop them off."

(grant) starting in the east bay-- where the contra costa county d-a's office is warning of a scam involving costco. officials say residents have been receiving phone calls from people pretending to be from costco. the caller asks the victims to take a survey that asks for their personal information... and in exchange.. they will receive a 500-dollar travel voucher, costco cash cards, or a reduced travel package. the callers then use that information to steal the victims' identity. costco says it has no involvement in the calls... and and the d-a's office is asking anyone who receives a call to contact

them. (grant) a one-year-old boy who was missing since yesterday-- has been found safe. this is a picture of hasani chandler. he was reported missing after he was last seen in hayward at a mcdonald's parking lot yesterday afternoon. oakland police were told... that is when hasani was dropped off with a baby sitter. police tweeted around 9:30-- saying that hasani has been found. the circumstances of his disappearance are not known at this time. (vicki) in the north bay... crews continue to gain the upper hand on the wildfire burning in napa county. the "snell" fire has burned burned more than 24-hundred acres and it is 50-percent contained tonight. mandatory evacuations are lifted-- but fire crews are telling residents to be ready to leave again at a moments notice. right now firefighters are busy putting out hotspots and trimming trees and branches near the fire to keep it from growing. (grant) in south san francisco -- detectives discovered an indoor marijuana farm with more than 10- thousand plants. police

(vicki) a woman convicted of helping to kidnap elizabeth smartin 2002 - and holding her captive - will be released from prison next week..(grant) catherine heenan is here with more on the surprisingdecision from parole authorities in utah... (catherine) (catherine) elizabeth smart released a statement today - callingthe decision "incomprehensible".... saying she's surprised and disappointed...and looking at her options. she's talking about the pending release next wednesday from a utah prison of 72-year-old wanda barzee... barzee and her husband kidnapped smart at knifepoint from her bedroom in salt lake city 16 years ago. smart was just 14. she was held captive for 9 months - until being spottedwalking along a street

with barzee and brian mitchell. the surprise move comes after authorities determined thatthey'd miscalculated the time barzee previously served in federal custody. the parole board had earlier said she wouldn't be released until 2024. elizabeth smart says barzee has not cooperated with her mental health evaluations....and didn't even show up at her own parole hearing. vicki and grant? (vicki) a bakersfield man is being called a hero tonight... afterhelping a woman who was being attacked at a starbucks by her ex- boyfriend... with a machete. lori lizarraga reports. blaine hodge/stopped attack "some stuff happened at starbucks today and there was a person in danger and i couldn't just let her die, so here i am."this is 27-year-old blaine hodge.he was at starbucks on stockdale highway just before noon sunday, with

(ken) an update to the fire an update to the fire burning in marin county tonight. all evacuation orders have now been lifted for the irving fire. it

has spread to 115 acres-- but is now 35-percent contained. it's burning near samuel p. taylor state park. so far no structures have been damaged.. but lagunitas elementary school is closed. cal fire is helping county firefighters. (ken) as of today... cal fire has banned all outdoor burning on state land in san mateo and santa cruz counties. included in the ban are all campfires, open pit fires, cooking fires, warming fires and ceremonial burns. the only exception are fires contained in metal or ceramic fire pits no larger than 18 inches wide and 12 inches deep... with written permission, supervision and fire supression tools on hand. the ban was enacted due to dry weather conditions as well as fire crews being overextended in other parts of the state. (pam) a fire in an oakland homeless encampment displaces nearly 40- people ... who had no place to live to begin with.

announcement today - in a surprise reversal of a previous decision.(pam) 72-year-old wanda barzee was first sentenced in 2010 ..... to 15 -years in federal prison for assisting in the 2002 kidnapping of smart. marcos ortiz has the story. wanda barzee completed her federal prison sentence before transferring to utah's prison to finish her state sentence. she was convicted of helping to kidnap elizabeth smart in 2002. barzee was scheduled to be released in 2024her husband, brian david mitchell is serving a life sentence for being the mastermind of the kidnapping.in june barzee failed to show for her parole hearing. her attorney objected claiming she's already served her time because the federal and state sentences were to run concurrently.the board of pardons now agrees.greg johnson, utah board of pardons "the federal time is concurrent with the state time. so her expiration date is several years less than what we previously thought it

was."scott williams, barzee attorney: "i really appreciate the board in a case such as this, that they would be willing to do that, that they would be willing to take a case to look and further consider matters and try to be sure that they're right."as for elizabeth smart she issued a prepared statement calling barzee's release .... "incomprehensible" and was "surprised and disappointed" she'll be freed without undergoing a mental health evaluation.her attorney says she doesn't pose a risk to the community but wouldn't say if she's reformed."that wouldn't be appropriate area for me to comment on. but i believe the criminal justice system got what they bargained for with her. camera. some teenagers take advantage of store clerk by stealing from him after he suffers a heart attack.

(pam) a gas station store clerk collapses - but instead of helping him, police say, two teens helped themselves ... by stealing from the store. police now want to find the thieves who left that

clerk to suffer from a heart attack. it happened in washington state. surveillance video shows the clerk confronting two teens over an unpaid food item. moments after the clerk walks over to the boys ... he suddenly collapses. police say, the teens took it as a crime of oppurtunity ... they stole cigarettes and money from the cash register. (catherine) a program called "bridge home" is now underway....offering peoplea temporary place to stay and a chance to get back on their feet... forty five people moved into a cluster of trailers today... the shelters are open around the clock. they're equipped with bathrooms, laundry facilities -- and pets are welcome. residents will get medical alcohol treatment if needed...and staff members will work with people to find permanent housing. among the first to move in -- a man who's been homeless off and on for 20 years...

los los angeles city leaders are talking about 13 more sites like this one. it isn't happening without some pushback, though. critics feel the project will attract even more homeless people. but - as in the bay area - leaders argue they need every optionthey can get.. the los angeles homeless population has skyrocketed by 75 percent over the past six years. ken and pam?
