( robin )breaking news we are following... hurricane florence is barreling towards the east coast, and by the time it makes landfall... right now it is a category 4 storm... and could soon become a category five. omar jimenez is live along the carolina coast where over a million people are under mandatory evacuation orders in parts of virginia, north carolina and south carolina. a federal state of emergency has been issued for north and south carolina as florence churns its way towards the

east coast. the category four hurricane is not only expected to land with a punch, but the storms impact is expected to be felt long after. omar jimenez is in wrightsville beach, north carolina where residents are making final preparations.gov. roy cooper/(d) north carolina: "this is historic. this storm is big, and it's vicious"while those in hurricane florence's path are stocking up on necessities... companies around the country are gearing up to help in the storm's wake. supply store giants home depot and lowes have both activated hurricane command centers to make sure area stores are well stocked before, and after.gov. roy cooper/(d) north carolina: "almost every north carolinian is going to be affected by this storm in one way or another ... we know there's probably going to be loss of power for a number of days." electric companies from all over, including this one in arizona, are sending lineman and equipment help restore power after the storm. loss of power, and no access to medical supplies, can mean

( robin )after three decades, an accused sexual predator is off the streets. police havearrested latu lavaki. investigators say he targted victims in two bay area counties...and they believe there are more victims out there ... and want them to come forward. kron 4's ali reid has the latest on the investigation. there could be victims far and wide.the suspect is known to have ties to san mateo county, and santa clara county.he also spent time in utah while evading law enforcement.pkg there are at least 4 known victims. his face looks to me familiarauthorities say latu lavaki is a sexual predator

and victimzed many girls over the past few decades.some of them we weren't able to prosecute because the statute of limitations has run outon monday ... the 62 year old was convicted in superior court for an assault that happened in 2005. he's being charged with lewd acts with a minor under the age of 14 and forcible sexual penetration. due to the number of current victims, prosecutors believe there are even more out there. if anyone has any doubt about coming forward or wondering if it was worth it, the da's office is prepared and ready to present on these cases.in the search for victims, the san mateo county sheriff's office has provided both lavaki's current mugshot, and the photo from his driver's licence, so people can recognize him at different stages in life. wilfredo rodriguez says he's seen the suspect in his millbrae neighborhood. the same area the current victim is from.im surprised you told me he's a bad bad manstandupif you've had any inappropriate contact

( robin )new this morning... police are investigating an attempted abduction. it happened yesterday morning around 9 o'clock... on the 36-hundred block of san pablo dam road in el sobrante. police received a call about a man trying to offer a 12-year-old girl money to leave with him. the girl was waiting at the bus stop in front of walgreens to go to school. while she was sitting on the bench... a man sat next to her and began talking to her. that's when he offered her the money. she got scared and walked away. a bystanded who witnessed the whole thing called police. that man is described to be an older african american man... with a medium build... and was wearing a grey hoodie with the 'gap' logo written across the front... with across the front... with grey sweat pants.

he was seen driving a small white colored sedan. if you know anything you're asked to call police. ( robin )fire crews are on the front lines this morning... battling a wildfire in the north bay. the irving fire has burned 152 acres and it is 45 percent contained. all evacuation orders were lifted but the fire is burning in western marin near lagunitis and samuel p taylor state park.... which is making it difficult for crews to get to. so far no structures have been damaged. but again, people are back home...though some of them are without power because of the fire. the cause is being investigated. ( robin )the snell fire, burning in napa county... is now 60 percent contained. after burning nearly 25-hundred acres since it started on saturday. this is video from over the weekend. all evacuation orders and road closures have also been lifted in that area... just south-east of middletown. there are still 11-hundred

people working the fire... and cal fire does not expect this one to grow in size. investigators are working to determine what started this fire. ( robin )the man whose body was pulled out of the ocean in pacifica has been identified by san mateo county officials... as 25-year old san francisco resident... elliott loring wakefield. wakefield's body was found around 7-30 sunday morning on the beach below the 800 block of palmetto avenue. police have not released any further details on wakefield's death... but are asking for anyone with information on the incident to contact them directly. ( robin )a dangerous police chase ended in a crash involving a san bruno police car. this after officers responded to a report of suspects crasing suspects crasing vehicles... for possible burglaries, in the parking lot of tanforan mall. here's a look at the damage... when officers arrived they found the suspects in a car near j-c

penney's. after the suspects recognized police -- the driver sped off... and rammed an occupied san bruno police vehicle head on. after that -- both suspects fled on foot but were arrested soon after. no one was injured as a result of the collision. at a homeless encampment in oakland.... is now under investigation. this happened yesterday... and authorities say these encampment fires... are a re- curring problem. one city leader says, he believes the fires are being set intentionally. at the scene... oakland public works crews cleaned up what was left at the homeless camp site on east 12th street. it is one of several homeless camp sites in the councilman noel gallo's district. he says, it is not uncommon for him to hear that confrontation s inside camps .. lead to camps being burned down. ( robin )( robin ) oakland police say,the body of a deceased person was found near the burned encampment on east 12th street. however investigators say, the person's death does not appear to be related to the fire. county sheriff's deputies arrested after the incident. peters says he does not want this attack to become political... and further divide democrats and republicans. ( robin ) santa rosa police are looking for a man who is suspected of selling methamphetamine in santa rosa and sonoma county. last week officers serached the home of 36-year-old osvaldo ceja-ochoa and the towing company he works at. they found over ten pounds of methamphetamine.. two stolen guns and a stolen car. officers also found items related to drug trafficking. ( robin )in the east bay-- the contra costa county d-a's office is warning about a scam involving costco. officials say residents have been receiving phone calls from people pretending to be from costco. the caller asks the victims to take a survey that asks for their personal information... and in exchange.. they will receive a

500-dollar travel voucher, costco cash cards, or a reduced travel package. the callers then use that information to steal the victims' identity. costco says it has no involvement in the calls. the d-a's office is asking anyone who receives a call to contact them. ( robin )in south san francisco -- detectives discovered an indoor marijuana farm with more than 10- thousand plants. police have arrested two men... 51-year-old chris cameron of san francisco... and 59-year- old robert cummings of oakland. police say are the "primary cultivators". the operation was said to be running for about two years and was potentially capable of bringing in millions of dollars a year. agents from the san mateo county narcotics task force were called in to take over the investigation and, along with south san francisco...police officers, they dismantled the farm. ( robin )a southern california woman is being accused of scamming people into making donations on behalf of her husband... fighting the dangerous wildfires across the state. but as our partners at inside edition explain... she never áhad a husband... and that is just the beginning of her fake story. a 28-year-old woman made up a husband who she said was fighting california's devastating wildfires, cops say. during one of the area's destructive infernos earlier this year, ashley bemis posted on facebook, saying: "i received a text today from shane saying it's pretty much a living hell out there." she

the wrong side of the road to drop off their child. meredith bright, parent. it is scary sometimes. parents talking to me about the conditions they often see while walking their children to and from j.m. amador elementary school in dublin. zendrive recently did a study on 125 thousand schools nationwide.. delivering an f grade to amador. they say they analyze miles driving in and around schools to give them a safety snapshot. in alameda county, there were several schools that did not fair well at all, according to zendrive's metrics, the worst drivers near schools included livermroe valley charter, treeview elementary in harywa, and ruus elementary in hayward. as for amador, the school district spokesperson says they work deligently with dublin police to improve on safety. chip dehnert, dublin unified school district. we give out notices, we work hard on making matters safe for our kids, but speak up if you see something.

( darya ) happening today... the man accused of driving recklessly and killing a c-h-p officer will be arraigned later this morning. officer kirk greiss was in the middle of a traffic stop on i-80 west in fairfield... when authorities say sean walker crashed his pickup truck into greiss and the driver he had pulled over. officer griess and jaime manuel were killed. authorities say walker was speeding and checking his cell

( james ) a man convicted of sex crimes against children... may have more victims out there. police arrested latu lavaki earlier this year. on monday... lavaki was convicted of assaulting a child in his millbrae home. the abuse happened back in 2005. but prosecutors believe there are more victims out there... who they haven't heard from yet. they say lavaki victimized many girls over the past few decades. ( james ) santa rosa police are looking for a man who is suspected of selling methamphetamine in santa rosa and sonoma county. last week officers serached the home of 36-year-old osvaldo ceja-ochoa and the towing company he works at. they found over ten pounds of methamphetamine.. two stolen guns and a stolen car. officers also found items related to drug trafficking. ( darya ) an east bay man is under arrest for trying to stab a local republican congressional candidate. it happened sunday at the

( james ) group of volunteers in the south bay has set up a tent encampment in a state owned parking lot.. without government approval. the 'hope village' is giving people a place to shower.. eat and sleep. they are trying to help the more than 7-thousands transients across santa clara county. but c-h-p is saying they have 72 hours to relocate.. and their fate is unknown. the space is intended to provide a stable lifestyle for people trying to get back on their feet. because of the slow movement from the government on helping to fix the homeless population. ( darya ) a fire at a homeless encampment in oakland is now under investigation. authorities say this is a growing problem... and at least one city leader believes these fires are being set intentionally. the latest fire was sparked yesterday morning at a city park on east 12th street. it is one of several homeless camp sites in the councilman noel gallo's district. he says it is not uncommon for him to hear that confrontations inside the camps... lead to them being burned down. oakland police say a body was found near the burned encampment. but the person's death does not appear to be related to the fire. ( darya ) we now know the name of the man whose body was pulled out of the ocean in pacifica. he's 25-year old elliott loring wakefield. wakefield's body was found around 7:30 sunday morning on the beach below the 800 block of palmetto avenue. police

( james ) in south san francisco... detectives uncover an indoor pot farm with more than 10-thousand plants. police arrested two men -- chris cameron and robert cummings. the operation was said to be running for about two years and was capable of bringing in millions of dollars a year. agents from the san mateo county narcotics task force were called in to take over the investigation and along with south san francisco police officers... they dismantled the farm. today... the man accused of driving recklessly and killing a c-h-p officer will be arraigned later this morning. officer kirk greiss was in the middle of a traffic stop on i-80 west in fairfield... when authorities say sean walker crashed his pickup truck into greiss and the driver he had pulled over. officer griess and jaime manuel were killed. authorities say walker was speeding and checking his cell phone at the time of the crash. ( james ) a man convicted of sex crimes against children... may have more victims out there. police arrested latu lavaki earlier this year. on monday... lavaki was convicted of assaulting a child in his millbrae home. the abuse happened back in 2005. but prosecutors believe there are more victims out there... who they haven't heard from yet. they say lavaki victimized many girls over the past few decades. ( james ) santa rosa police are looking for a man who is suspected of selling methamphetamine in santa rosa and sonoma county. last

week officers serached the home of 36-year-old osvaldo ceja-ochoa and the towing company he works at. they found over ten pounds of methamphetamine.. two stolen guns and a stolen car. officers also found items related to drug trafficking. ( darya ) an east bay man is under arrest for trying to stab a local republican congressional candidate. it happened sunday at the castro valley fall festival where rudy peters was meeting voters. peters says the accused attacker first walked by his booth yelling and swearing about president trump and republicans. < he threw a coffee cup at so i went around the table and threw him down to the ground and then he got up and pulled out a knife and he was waving it around about his head and shouting i'm going to kill you.>( darya ) alameda county sheriff's deputies arrested farzad fazeli after the incident. peters says

( darya ) top san francisco officials are teaming up with uber... to bring more awareness to safety ... when it comes to rideshare companies. it's estimated there are over 170-thousand rideshare trips on a typical workday in san francisco alone. tuesday san francisco's district attorney was joined by represenatives of the police department and uber to launch a public education campaign designed to enhance the safety of rideshare riders. the three step process encourages riders... before getting into a vehicle... to verify that the license plate number... color... make and model of the car are the same as what's on the rideshare ap ... step 2: confirm that the driver's name and appearance match the photo and name on the rideshare ap... and finally share your location and destiantion with someone you trust. the d-a's office has also produced flyers with these tips. those flyers will be distributed through out the city. volunteers in the south bay set up a tent encampment in a state owned parking lot.. without government approval. the 'hope village' is giving people a place to shower.. eat and sleep. they are trying to help the more than 7-thousands transients across santa clara county. but c-h-p is saying they have 72 hours to relocate.. and their fate is unknown. the space is intended to provide a stable lifestyle for people trying to get back on their feet. ( james )( james ) the group chose the parking lot on russ and mckinley streets because of the slow movement from the government on helping to fix the homeless population.

( darya ) a fire at a homeless encampment in oakland is now under investigation. authorities say this is a growing problem... and at least one city leader believes these fires are being set intentionally. the latest fire was sparked yesterday morning at a city park on east 12th street. it is one of several homeless camp sites in the councilman noel gallo's district. he says it is not uncommon for him to hear that confrontations inside the camps... lead to them being burned down. oakland police say a body was found near the burned encampment. but the person's death does not appear to be related to the fire. ( darya ) we now know the name of the man whose body was found on a pacifica beach. he's 25-year old elliott loring wakefield. wakefield's body was found around 7:30 sunday morning on the beach below the 800 block of palmetto avenue. police

have not released any further details on wakefield's death. but are asking for anyone with information on the incident to give them a call. ( james ) in south san francisco... detectives uncover an indoor pot farm with more than 10-thousand plants. police arrested two men -- chris cameron and robert cummings. the operation was said to be running for about two years and was capable of bringing in millions of dollars a year. agents from the san mateo county narcotics task force were called in to take over the investigation and along with south san francisco police officers... they dismantled the farm. ( darya ) for parents... keeping kids safe while heading to school is a top priority. a newly released study shows that some school zones in the bay area pose high threats when it comes to traffic and safety. "zendrive" recently studied 125-thousand schools across the country looking at schools zones and dangerous driving. zendrive gave j-m amador elementary in dublin an 'f.' in alameda county... several schools did not fair well.. the worst drivers near schools included livermore valley charter.. treeview elementary in hayward and ruus elementary school also in hayward. amador school district though says they work closely with police to improve safety.
