inmate who escaped a conservation work camp in nevada county has been caught. justin tyquiengco(tye- quin-go) was apprehended in san leandro this afternoon at a gas station. he was serving a six year sentence for robbery with a firearm in contra costa county. he walked away from the inmate camp earlier this week. (ryan) and more breaking news... highway 50 is closed in both directions at 8 mile road near camino, because of a fire. the 12 acre fire forced c-h-p and the el dorado county sheriff's office to start evacuations along 8 mile road. cal fire reports, they've stopped the fire from moving forward. we're told that fire is now 30-percent contained. but even with that, evacuations are still happening in the area. for a list of those evacuations-- go to our website, kron-4 dot com. tonight... there's a proposal to change the lottery system that that determines which public elementary schools students are assigned to in san francisco. kron4's maureen kelly talked to one of the school board members behind the possible overhaul. it is complicated, lacking in accountability and transparency and we have heard from thousands of our families that we need end this craziness and move onto a different systemsan francisco school board member and supervisor candidate for district 6 is talking about the school assignment system that parents brace themselves for when enrolling their kindergartners into city public schools.we should move away from a system where you rank a ton of schools and it goes into his computer algorithm and pop here's the school your kids going to go to. it might be on the other side of the city, it might be your 17th choice this is craziness. he and two other board members are pushing a system that would be centered on community based assignments.

we need to be able to say based on where you live you can be either certain that there's one school or a set of schools that you're gonna have access to and you can rely on thatthe executive director for parents for public schools is still studying the proposal...but she did say that the current system has mixed reviews from parents.. so for some families it works really well and they're really grateful to have the opportunity to have the school choice and to have and to make decisions that are right for their children and their families. for other people they end up navigating the system it could be very complicated, understanding how rank their schools, where to submit the application even getting the application in on time could be a barrierthis resolution to revamp the school assignment system will be introduced at tuesday's school board meeting..and voted on sometime in the fall. .but even if it passes....this process is still far from over....there would need to be parent input and analysis to determine how the new system would work. a process that would take at least three years before it's put in place. maureen kelly

(ryan) developing news tonight... a los angeles charter school was placed on lockdown today due to a nearby shooting. it happened near the charter high of the arts, multimedia, and performing school. that's located in the van nuys(nies) neighborhood. police say the shooting wasn't inside the school, but a student and an employee were injured. police believe at least part of the incident took place at a restaurant drive-thru across the street. right now no suspects are in custody. "there's families out there that are hearing the most devastating news they can hear ... "( catherine ) tragedy at a rite=aid distribution center in maryland ... four people are dead and three wounded in a workplace shooting. the shooter is among the dead. she's been identified as a 26=year old temp worker..who brought a legally registered nine millimeter glock handgun to work today.

undergoing maintenance -- and they alerted police. his intentions are not clear just yet .. but police quickly took him into custody.an airport spokeswoman said, the man is 22-years-old ... and is originally from trinidad. authorities say he entered the country through canada. a robot was used to search his car.. the airport was on lockdown for about five hours but it is now reopened. problems persist at the d-m-v... as there was another system outage today. it was the seventh state wide outage in the last year and a half or so. capitol bureau reporter ashley zavala has more from d-m-v headquarters in sacramento... where she says officials offered few details about what caused today's breakdown. more technical difficulties interrupted service at 70 dmv offices across the state thursday from san francisco to san diego.((shawn landrum- teppish-dmv customer "if they don't open up in another 30 minutes i'm sure i might leave and find something to do workers noticed the problem when offices opened this

morning... a department spokesperson says a router issue was to blame, but did not elaborate.((assemblymember jim patterson)) "are you serious? almost half of the offices in the state were down because of a router issue?" assembly member jim patterson continues his effort for an audit of the department. thursday's outage was the 30th incident the department has experienced since january of 2017.. this latest technical issue comes two weeks after the department admitted it botched thousands of "motor voter" registrations.although lawmakers are out of session.. some say they're still working to create change in a department that's been battered with technical drama. reporting.the d-m-v says the systems were back-up and running at around 11 o'clock this morning the department says it's in the process of a multi-year, incremental upgrade to its dated technology.that upgrade is expected to be complete in five years. (pam) california has become the first state to bar full service restaurants from automatically handing out plastic straws. governor brown signed a bill into law today... it prohibits restaurants from handing out plastic straws... unless a customer asks for one. fast food restaurants are exempt from the new bill. some california cities have already adopted even stricter rules. santa cruz has banned the use of plastic straws in restauarants altogether. and a similar ban goes into effect in san francsico next year. (pam) san francisco based bank ...wells fargo ... is expected to cut as many as 26-thousand-500 jobs over three -years.

is now back home in southern california today.. he was deported to mexico back in 2010 .... for depositing a bad check from his employer. rachel kim explains .. how he was able to come home eight- years later. army veteran fabian rebolledo returned home to u.s. today after a long legal fight. specialist rebolledo was recruited to military as a young man, served in fort bragg.then in 1999 he was deployed to kosovo to work as a peacekeeper.he returned to california, but struggled to put his life back together.he received a check fraud conviction that lead to his deportation to mexico in 2010. his legal advocate said there was nothing that immigration judge could do to allow him to stay in the u.s. because of our country immigration laws at the time.annie lai/ uci law

immigrant rights clinic: "fortunately after fabian was deported there was a change in the law in california called proposition 47. that was passed in 2014 that allowed his conviction to be changed to a misdemeanor. since his sentence was reduced, we were immigration case give him a second chance, the immigration judge closed his case, in august, and restored his green card stat us allowed him to cross toward to united states. reporter:"were you angry or bitter?"spc. fabian rebolledo/ army veteran:"actually i was angry, mad at myself. i could not deal with my ptsd, and my deportation. i am so happy be back home, now i got to think step by step what am i going to do? doing the right thing i can move forward. i am excited. trying to think too much about it." (pam) tonight at 6:30. a man is recovering after being bitten by a lion -- at the fresno zoo. zoo officials say, the intruder had to climb over several fences before encountering the lion last night. (pam) police say, drug paraphernalia was found on him .. and they believe he was under the influence at the time.(ryan) fabiola ramirez reports now from fresno on a dangerous situation that could have been, a lot worse. police say they got a call shortly after 11 p.m. wednesday from a security guard at the zoo saying a man had climbed onto zoo property and was bit by a lion on a toe on his left foot through the fence."they were never in with the lions. the injury occurred through the mesh and we don't know whether they were antagonizing the lion or anything - we don't know what that behavior was," the security guard was able to

help the man get to safety and then called police.when police arrived, the man received medical attention. he told them he climbed over the fence because he was being chased. police say they looked around but did not find a second person.the man was arrested and cited for trespassing he was then taken to the hospital. zookeepers say he wasn't the only one in harm's way."it also puts our team at risk because they have to respond to this. it also puts our animals at risk because if there becomes a event where it's a choice between human life and animal life, we have to make the decision to protect human life." between climate change and the intensity of hurricanes.he says data backs up the idea that global warming leads to wetter hurricanes. dr. jim kossin / noaa scientist"for instance in the continental united states we can find increases in the extreme rainfall rate"climate change skeptics argue there's a lack of data directly linking climate change to stronger huricanes -- dr. jim kossin / noaa scientistsometimes saying we don't have the data, so we don't know, is often spun into there isn't a trend. actually, most of the data does show very, very strong trends. alexandra limon / washington correspondentdr. kossin and his team also conducted studies into whether a warmer climate might also slow the speed hurricanes travel hurricanes like florence and harvey caused catastrophic flooding because they stalled -- dumping rain in one area for days.his team found the warmer climate seems to make storms more likely to slow and stop.as to the cause of climate change...dr. jim kossin / noaa scientist"the balance of evidence is that yes, this has a human fingerprint on it and that we need to do something about it." as for 'what' should be done - dr. kossin says citizens and lawmakers. in washington alexandra limon.

(ryan) ocean researchers have been able to double their knowledge of white sharks in just three weeks.(ryan) they're doing this by attaching monitors called, tags, on sharks heading to an area of the ocean called the white shark cafe. the tags were attached to sharks off the coast of central california in the fall and winter when they're feeding. each spring sharks are drawn to an area in the pacific halfway between mexico and hawaii. the research will help scientist understand why these sharks invest the energy to travel all the way out to the cafe area. the tags were programmed to pop-off once the sharks made it to the cafe. the tags then float to the top of the water and put out a radio transmission to be picked-up by the team.
