(ryan) and i'm ryan o'donnell. grant and vicki have the night off. tonight, we're learning waller has bay area ties. he was living in benicia... and has been an employee at u-c berkeley for nearly three decades. capitol bureau reporter ashley zavala joins us now live from the sacramento county jail to explain what led investigators to waller. ashley? ((sacramento county da anne marie schubert)) "cold cases often become a journey for justice"what started as a string of rapes and crimes left with an unclear suspect is now focused on 58-year-old roy waller.between 1991 to 2006 investigators say he terrorized, raped, robbed and ransacked the homes of at least ten women. the crimes spanned across six counties..as far north as butte...down to conra costa. "for 27 years-- there has been one common thread. his dna. i have often said that dna is the silent witness to that dna is the silent witness to the truth"crime scene dna was entered into a genealogy website -- the dna matches eventually led to an arrest. it's the same website authorities used to catch the suspected golden state killer. (rob live) the victim, a 77 year old woman, was hit right about here, midway beween copperfield and hillsdale avenue. her family is devastated and calling on community to helpra the hit and run driver.

concern that bart's african american passengers are being racially profiled by fare inspectors. that's based on new data collected by bart. but bart's spokesperson argues that it's not happening... haaziq madyun has the story. we do have to warn you it gets a bit graphic towards the end." in the body cam video you can see the officer approaching the 31-year-old man in the area of power avenue last saturday.officers say they confronted him because they believed he may have been stealing gasoline from cars. police say he had his hand in his right pocket as if he was concealing something from the officers view...they asked him to drop whatever he had and a crow bar dropped from his jacket.the man told police he didn't trust them and to just shoot him.eventually you see the officer throwing the man to the ground and then punching him several times. police say the suspect was not handcuffed when the officer used force - despite many speculating that he was on social media.police are calling the punches "distraction blows" used to get handcuffs on him.the man was arrested for resisting arrest and violating the terms of his probation.officers do believe he was stealing gas - but that is under investigation.we put the body camera footage in full on our website kron four dot com.no one from the pittsburg police

since recreational pot has been legal for adults to buy in california. but there's also a lot of new red tape..and enforcement. sonoma county's permit office says that it's shut down more than 600 un-permited grow sites since january. kron4's maureen kelly obtained pictures of what the enforcement agents are finding. here you can see one of the pot farms that had been caught

operating without a permit. sonoma county officials says there had been estimates of 6- thousand grow sites in the county when they first started working towards issuing permits two years ago.....so the 600 plus that have been shut down since january represents only about 10 percent of what could be out there. we have a lot more to go tennis wick is the director of the county's permit office. he says most the operations they've shut down we not even attempting to get right with the law. others tried and failed. their agency is complaint driven....directed in by neighbors who can smell the crops. wick says some of these operations aren't just skirting red tape...they are tampering with the environment. i was at a site yesterday in a watershed that hosts the coho salmon and water was being siphoned directly out of the stream in order to support the groutbut a grower on the sonoma county cannabis advisory council says this is a sad situation....saying that the county has made it impossible for some established mom and pop growers to get on the path to legitimacy....because it was decided their land isn't located in the proper zoned

area....or their farms are too small to be permitted. another said the permit process is painfully slow...and knows other pot farmers who's had to drop out because their funds have dried up. i appreciate that people who are coming out of the black market and into the green or making a substantial investment or taking a substantial risk. they are finding out what it is like to be a legitimate business person in california, they're having to apply for a permit that goes through the environmental quality act like everybody else, so i understand their frustration with the process and i think that's why we owe it to them and the public to have an a robust law-enforcement around this issue people who are trying to avoid these responsibilities are brought to justicethe county has issued fines totalling nearly 450-thousand dollars to unpermitted growers....they are asking growers still under the radar...to apply for a permit and get legit. maureen kelly kron4 news. (ryan) concerns over children's privacy have prompted two members of congress to demand answers from google about the information they collect through youtube. the congressmen from rhode island and nebraska sent a letter this week to google's c-e- o.... in response to a complaint filed by privacy advocates with the federal

trade commission. the complaint alleges, youtube violates the children's online privacy protection act... which bans 'kid-oriented websites' from collecting personal information from children under the age of 13 without their parents' consent. google says youtube isn't for children under 13, which is why it created a separate app for them, called 'youtube kids.' the f-t-c hasn't said if an investigation has been opened. "early today at 3:44 a.m., officers with the 190 precinct received at 911 call that there was an assault with a knife.>along with the wounded babies, police found a caregiver with multiple stab wounds and a man with a slash in the leg.in the basement, they found another employee, a 52=year=old woman who tried to slash her wrists. "what's clear is that there was a woman of asian american background in distress, most likely with some mental illness, that had no business being around infants."the newborn victims ranged in age from three days to one month. all of them are expected to survive, though the two youngest are in critical condition.the facility was not a licensed day=care center.in fact new york law prohibits children under the age of six weeks from enrolling in day care without special approval. (ryan) we're learning more about the arrest of a 19-year-old accused of trying to rape a woman on the p victim was jogging on woodland avenue in menlo park... when rogelio artiga started running towards her. artiga asked the woman if she liked to dance. the woman ignored him... but police say artiga followed her... and dragged her into the bushes. the san mateo county district attorney says the woman's screams scared artiga off... and she was able to break free. police say home surveillance video helped them catch artiga. .. murder that happened decades ago. this is a photo of marsha carter - who was killed back in december of 1983. police found a pool of blood in her richmond home. her body was found 10 days later in the trunk of her car in west sacramento. at that time... investigators didn't have a suspect. in 2008... they reopened the case..and sherill lynn smothers was arrested in 2016. she'll be sentenced next week. (ryan) in the north bay... police arresting four people with three loaded handguns and drugs near a school. it happened near the santa rosa charter school on humboldt street on wednesday. police say they stopped a car with two men and two 17-year-old boys in it. one of the men and and one of the teens ran away, although quickly caught after a short foot chase. the other two were arrested without (ryan) the mother of a teen who died of a fentanyl overdose in petaluma... refusing to show-up in court for her sentencing. danielle faletto faces 12-years in prison for child endangerment charges in connection to the death of her

retired probation officer added cultural icons to the faces on the wall......with cesar chavez at the heart of the piece.but it was what was painted next to him...that became a magnet for repeated vandalism over the years.the mural kept getting vandalized and the farmworker's eagle, the symbol of united farmworkers eagle, kept getting vandalized because it was adopted by gangs so it' kept getting tagged by rivals in august gonzalez and a team of other muralists repainted it for a third time....this time covering the eagle with the face of the woman who was the co founder of the untied farm workers....labor leader dolores huerta. whoever tagged it caused the restoration of the whole muralthere was outrage at first but now it's like wow maybe we should thank the guy that tagged itstandup since dolores huerta's face was added to cover up the eagle...the gang related grafitti has not reappeared. but now the mural is under a new threat.....of a developer's wrecking ball. the laundrymat the mural is painted on is slated to be torn down and replaced by residential units. but the building's owner has made a compromise with community members who weren't happy

industry, operating outside the law. the county of sonoma's permit office says , it has shut down more than 600 un-permitted grow sites since january. kron4's maureen kelly obtained pictures of what these code enforcement agents are finding. here you can see one of the pot farms that had been caught operating without a permit. sonoma county officials says there had been estimates of 6- thousand grow sites in the county when they first started working towards issuing permits two years ago.....so the 600 plus that have been shut down since january represents only about 10 percent of what could be out there. we have a lot more to go tennis wick is the director of the county's permit office. attempting to get right with the law. others tried and failed. their agency is complaint driven....directed in by neighbors who can smell the crops. wick says some of these operations aren't just skirting red tape...they are tampering with the environment. i was at a site yesterday in a watershed that hosts the coho salmon and water was being siphoned directly out of

(catherine) southwest airlines is being sued for racial discrimination. a former employee, jamel parker, says workers created a "whites only" break room at houston's airport... he says it existed for years until recent renovations. parker says there was also a noose, made of bungee cords, hanging at a southwest gate. he accuses the airline of subjecting black employees to "extreme race discrimination" and harsher disciplinary actions than white workers. he says he was fired for damaging a power cord and failing to report it... but that white employees did similar things and were not fired.

around the bay and 60s at the coast. after a sunny start the fog returned to the coast. if you're going out tonight it will be cooler inside the bay and coast with increasing clouds and breezy conditions. on the satellite you can see a storm in the gulf of alaska. it will bring more rain to the pacific northwest and help to cool temperatures in the california. highs tomorrow will be cooler with 80s inland and 50s and 60s at the coast, and 70s and 80s around the bay. it will a little more on sunday before warming again on monday with windy weather. it will be cooler toward the end of next week.
