((ashley)) one law prohibits 14 and 15 year olds from being tried as adults ---no matter what the crime... the other could mean shorter prison sentences for adults already convicted of murder. ((pkg)) in his final legislative deadline as governor... jerry brown signed a pair of bills aimed at keeping kids out of prison... senate bill 1391 prevents children under 16 from being tried as adults-- regardless of the crime. opponents had urged the governor veto bill - claiming the law poses a threat to society. in response governor brown issued this statement: there is a fundamental principle at stake here: whether we want a society which at least attempts to reform the youngest offenders before consigning them to adult prisons where their likelihood of becoming a lifelong criminal is so much higher." without statement... brown signed another controversial crime bill.. senate bill 1437... which limits who can be accused of felony murder. the state's felony murder rule once included accomplices, but will now be limited to the actual killer, along with those who solicited or requested the

murder. hundreds of those convicted of murder across the state will be able to apply for resentencing.. which means they could get out of prison sooner. victims advocates and law enforcement groups lobbied against the law. (shaun rundle- california peace officer's association) "it does a disservice to the victims of these crimes that these victims could potentially be back in these communities. they may not be locked up as long someone who committed the murder, but they participated none the less and who knows what they'll participate in the future." the two new laws are just part of a larger effort by lawmakers to try and curb levels of incarceration and push for criminal rehabilitation.(rundle) "you have to want to be rehabilitated, you can't lessen these sentences and do these kind of reforms without seeing who wants to be rehabilitated." ((ashley)) the new laws go into effect january first.

(catherine) governor brown has signed a bill that will make it easier for bart to develop thousands of new homes near its stations... bart has said it wants to build 20-thousand news housing units on property it owns across the bay area by 2040.. at least 35 percent would be affordable... supporters say it will be a big step in easing the housing crisis. opponents included some bay area cities.... which argued against bart having so much authority on zoning and building.. the bill gives local cities and counties two years to update their zoning retrictions - like it or not. bart is already involved in some development. it was recently given the okay to build more than 500 homes next to the lake merritt station. on pier 96 where a military demonstration of a different kind took place. the highlight of fleet week for many is the sight of the blue angels cutting across the bay area skies..but in the last decade....this annual tradition .has become much more than an awe inspiring airshow. san francisco is earthquake country, but an emergency situation can happen at any given time.mayor london breed welcomed the men and women of the armed services....who were here along with local first responders to practice how they would cooperate in the aftermath of a major diaster. today on securing the right to a public beach in san mateo county. martins' beach has been embroiled in a controversial battle over access for the past few years. as kron four's terisa estacio reports, the united states supreme court handed a win to the group. (take pkg) terisa estacio, reporting martins beachbehind me is the gate that has been padlocked randomly over the years, shutting off access to the martin's beach... a beautiful beach below.... but as you can see, the gate is open, and a group who has long fought to keep it open rejoiced. natural sound - hooray - (track) 18 jennifer savage, surfriders organziation it was all smiles - as this group of public activists, including the surfriders organization and others involved in keeping martins beach open to the public talked about the struggle and what they say this fight is really all about... joe cotchett, "it is all about the people and access and rights of the public. "money does not dictate access." this is close up look at martin's beach. back in 2008, vinod khosla bought the 89 acre ocean spread. and he promptly started limiting access. he argued that he had the right because he owned the land to close or open whenever he

(catherine) in the east bay... a new "gender- inclusive locker room" is now open at u-c berkeley. the university says it was built so there's a place where everyone can feel comfortable...including transgender students...those with physical or mental disabilities... or students struggling with body image. the universal locker room is in the recreational sports facility on campus. the 2.7 million dollar project was paid for by students, through an annual fee that goes into a wellness fund. study. researchers used data from the youth risk behavior survey from 2007 to 2015 -- which explored behaviors related to health risks in american youth. they found teens who slept for less than six hours per night were three times more likely to consider or attempt suicide and other unsafe behaviors. that's compared to teens who slept eight hours or more. researchers say 70-percent of high school students get less than the recommended eight hours of sleep. just last week, governor brown vetoed a bill that would have barred middle and high schools from starting before 8:30-am... allowing teens to get more sleep. ... (vicki) california and the federal government are knocking heads once again. the state is being sued by the feds... after governor brown signed the controversial net neutality bill into law... over the weekend.(catherine) it's a law that regulates internet use. kron4's ryan o'donnell joins us with more on why the feds are 'not' happy with the state's new law. the department of justice says california's 'new' law attempts to undermine the federal government's deregulatory approach to the internet. as it stands... the new law will have the strictest 'net neutrality' protections in the country and could attract other states to pass a similar law. under these new regulations... internet service providers won't be allowed to block or slow specific types of content or applications, or charge apps or companies fees for faster access to customers... guaranteeing full and equal access to the internet.

attorney general jeff sessions calling the new law illegal, because congress granted the federal government, sole authority to create rules for broadband internet providers. in a statement today... sessions wrote "once again the california legislature has enacted an extreme and illegal state law attempting to frustrate federal policy." along with the federal lawsuit... it's believe internet service providers, may also file lawsuits against california over these new regulations. california is now the third state to pass its own net neutrality regulations, behind washington and oregon. (vicki) authorities say rapper cardi b turned herself in to new york police today on misdemeanor charges of reckless endangerment and assault. the charges are a result of an incident at a new york strip club in late august. however, police didn't give details on exactly what led to the charges. a court date is set for october 29th in the case. cardi b also made headlines for a separate incident last month. it involved an altercation with nicki minaj at a new york

harrasment training. s-b 826... requiring women to be on corporate boards. s-b 320... requiring public universities to offer abortion pills on campus. governor brown signed s-b 13-43 into law... which expands a bi- annual sexual harrasment training mandate to nearly all california employees. this requires any employer with 5 or more employees to provide at least two hours of sexual harrasment training to supervisors and at least 1 hour to those who are not supervisors. the governor also signed s-b 826 into law, requiring public traded corporations, headquartered in california, to include at least one woman on its board of directors by the end of next year. two women by the end of 20-21 if it's a 5 member board... and 3 women if it's a 6 member board. the governor vetoed, s-b 320... saying the bill wasn't necessary... that abortion pills are widely available... and don't need to be made available on all 34 public college campuses. the
