livermore police say sunday and monday two teenagers overdosed and died lt. john hurd/livermore police departmentit's not normal for us to have teenagers overdosing it's not normal and to have two in 2 days is not normalpolice say both of the teens were opioid users.. the question is was that opioid laced with something deadlysot if you look throughout the us and across california you seen fentanyl mixed with cocaine and methamphetamine and heroin and pills pressed in garages and laboratories.at this point police don't know if fentanyl caused these teens to died or if their deaths were related. but police don't want to wait weeks for toxicology reports to find out. they want to warn parents and kids now.

(vicki) a big story tonight... students at stanford university have been alerted by campus police about a possible sex crime reported over the weekend. kron four's philippe djegal reports the victim may have been drugged. (philippe) mayfield avenue... known as "the row" at stanford university... a strip of fraternities and sororities... the scene of a possible sexual assault and battery in palo alto late saturday night. the stanford department of public safety says the

incident was reported to them a day later.anna- sofia/student- "it was eerily similar to like a similar drugging event that happened last year, and um, yeah, it just makes you, you know, kinda more hesitant everytime that you go to a social event here, i guess." a community crime alert sent out to the campus by the university says the victim... a woman who attends classes here... took a sip of some possibly drugged water at an event from a man she didn't know, later remarking that the water tasted odd. police say the woman doesn't remember much... adding that her friends noticed the man groping her on the dance floor. the woman's friends eventually took her home. nick/student- "it's not on the girl's friends to take care of her other girl herself, like, that's uh something to do with the culture here." police say it's unclear if the man involved is also a student. this happening after another woman reported being raped on the main campus back in august. no name/woman- "i just thought it was disappointing that in this week, when we're dealing on a national stage with these issues that we had this happen on the campus or possibly or reportedly happened on the campus." at this time, the victim has chosen not to come forward. the department of public safety says it learned about the alleged incident second-hand... after the victim's friends reported it

to a campus security authority. without the victim's cooperation, it's unclear if a crime was but the department of public safety says that victim still has forward. in palo alto, philippe djegal, kron four news. (grant) developing news tonight... new details... released at a special meeting of the transbay joint powers authority today... about what's being done to shore up the cracked support beams... which caused the two billion dollar transit center to close just a month after it opened. kron4's maureen kelly reports. in this rendering you can see where the two problem beams are located....running overhead across fremont street....which has been closed since last week. it's now predicted that this main downtown artery will remain closed until 0ctober 12. the massive jacks put in to shore up cracked girders are only phase one of the temporary solution. this is phase two....which is expected to get fully underway in the next few days.. the light green

lines represents the shoring system which will eventually take the load of the cracked beams.... it will extend from the bottom of the roof deck down four levels.the transit center's construction manager told the board of directors of the transbay joint powers authority.....that once that's in place....they will begin the work that will help them determine why the cracks occured...and how to design a permenent fix. immediately as soon as it safely shored and we can safely have workers get in there and do a sampling and get in there and test basically that's a very important milestone. because right now we can't go in and touch it or take pieces out of that that border around it that crack so we can determine what the cause was, tests results are expected to take up to two weeks.and while buses will not be allowed to drive onto the bus deck until the permanent fix is in place....it could be possible that the roof deck could be reopened to the public in early november.there is no timeline yet for when the permanent fix will be complete but the transit center's executive director says his goal is that this will take weeks rather than months but stressed they would not reopen the facility unless 100

(vicki) u-s officials say ricin was detected on two pieces of mail delivered to the pentagon... and another that was supposed to go to the white house. kron4's ryan o'donnell joins us with more on how they were discovered. we're told the two envelopes that went to the pentagon already looked a little suspicious... and they were addressed to these guys... secretary of defense james mattis and to chief naval of operations, admiral john richardson. and we've just learned another contaminated envelope was sent to president trump. right now... all the mail that came in today from the u-s postal service is being quarantined at the pentagon. we're

told the mail that tested positive for ricin... never made it, actually, in to the pentagon itself. when mail comes in... it's first screened... in a separate facility... and that's where this ricin was found. the secret service and f-b-i is now involved. the f-b-i issuing this statement... "f-b-i special agents took possession of two suspicious envelopes that had been screened at the pentagon mail facility. those envelopes are currently undergoing further testing." ricin comes from castor beans and has been used as a weapon. it does a number of things to the body... but in the end, it slowly causes main organs in the body to fail... which leads to death. pentagon officials are saying today's discovery... now, poses no threat. (grant) some good news for people who work for amazon. the company is raising its minimum wage. how much workers will get paid...and why amazon critics helped create the change. now, there's not a whole lot they they can do about it. nats (rv's parking)on any given day or night there may be as many as 100 rv.s, pick-up trucks and other camping vehicles parked here along the el camino near stanford university and a few dozen more on side streets. police have followed up on hundreds of complaints, issued citations and even towed some vehicles but there is only so much they can do says captain zach perron.captain zach perron/palo alto police '....in the vast majority of cases the rv's parked along the el camino are actually complying with state laws which say that no vehicle can be parked in a single location without moving for more than 72 consecutive hours..."to get around the law, an rv has only to drive around the block and can legally return to virtually the same spot. a similar problem exists in nearby east palo alto where a city-sponsored off-street parking program will be launched this month. as in other communities, the situation is not simply the result of homelessness. police say they have

amazon says it's raising the minimum wage to 15 dollars an hour....starting november first. a change that applies to full-time, part-time and temporary workers... the company says this will benefit more than 250-thousand amazon employees and 100-thousand seasonal workers. it includes 'whole foods' employees. amazon has been facing increased criticism about pay and benefits fot its warehouse workers. senator bernie sanders recently targeted c-e-o jeff bezos...contrasting his vast personal wealth with what he pays his lowest-paid workers. bezos said today that he listened to his critics....and decided to "lead." amazon's current hour wages vary. starting pay can be as low as 10-dollars an hour or as high as $14. grant and vicki? happening tomorrow... expect a text from president trump. (vicki) it won't be a political message, but a chance for fema to test out a system aimed at alerting the entire nation of critical situations via text message. karin caifa has the details. on wednesday, expect a text -- from the president of the united states.if your phone is turned on and within range of cell service -- at 2-18 p-m eastern time, you'll get a test of fema's nationwide presidential alert.it's similar to notifications about amber alerts and extreme weather.you can't opt out --

nor do you have to opt in.the largest service providers -- verizon, a-t-and-t, sprint and t-mobile -- all participate in the program, along with about 100 others..these presidential messages will only be issued in the event of a national emergency. fema says the parameters are clearly defined by federal lawthe test was initially set for september 20th - but postponed in the aftermath of hurricane florence.fema won't collect any user data as a result of the test -- and won't be able to track the location of those who receive the alert. they are, however, soliciting feedback from the public.like any emergency alert, users won't be charged for the test. by law fema has to test out its alert systems nationwide every three years. the text alerts will be followed by a test on t-v and radio.in washington, i'm karin caifa. (vicki) on the peninsula... san mateo county sheriff's deputies are investigating a possible homicide after a body was found in the parking lot of tunitas creek beach near half moon bay. the call came in around seven a-m this morning. deputies say when they arrrived there were obvious signs of foul play...anyone with information is asked to contact the san mateo sheriff's office. city officials in palo alto are holding a workshop tonight to talk about quality of life issues concerning the noise from planes headed to both s-f-o and san jose international airport. officials say being in the flight path has had negative health affects on residents and that it has only gotten worse after the federal aviation administration's new "nextgen" technology increased air traffic over the city. the workshop starts at six p- m in the palo alto city council chambers. (grant) in the east bay... police have arrested two men and a 14-year-old boy... in connection with a takeover robbery at a t- mobile store in oakland. the thieves wore masks and forced customers and employees into a backroom while they ransacked the store. a witness saw the robbery last wednesday and called police. officers say were able to find the three hiding in a backyard. deandre lennox and isaiah blackmon were arrested along with the 14 year old boy. the men have been charged with robbery and kidnapping. the 14-year old from sacramento is awaiting charges.

(grant) and happening tonight in the east bay...teachers with the san ramon valley unified school district are holding a protest rally outside the district's board meeting. the rally is in response to what teachers are calling inadequate raise proposals... that have been presented during current contract negotiations. tonight's rally is scheduled to start at 6:15 at the school district offices in danville. capitol bureau reporter ashley zavala asked secretary of state alex padilla how he plans to keep the november election accurate and secure. she joins us live from sacramento tonight with the details. ashley? (ashley) today padilla's latest voter registration report reflects a record high for a california gubernatorial election with more than 19 million citizens registered to vote. he says security is a main priority with cyber threats the new norm. (alex padilla - secretary of state) "the good news for california is that we've had a lot of safeguards in place well before the 2016 election." those safeguards include a mandate requiring voting systems statewide to be examined, tested and certified before they're used.. "californians vote on paper ballots, paper ballots, paper ballots."the use of paper ballots helps protect against a threat because paper trails associated with them allow for a quick detection of any

possible intrusion into the voting process... according to the secretary of state."we prohibit voting systems from being connected to the internet so it makes it impossible to systematically hack or rig an election."after the election, padilla says the whole process is audited. he says voters can also help keep the election secure.."when you go vote on election day, if you see something, say something, just like when you're at the airport." ((ashley)) this legislatve session lawmakers also approved two million dollars annually in funding for the secretary of state to create a cybersecurity office which will monitor and counteract any election misinformation online. (grant) california's voter registration has hit an all-time high ahead of the november election. more than 19 million people are registered... which is nearly 76 percent of those who are eligible. california has not had such a large share of

registered voters since ahead of the 19-96 presidential election. about 18.3 million people were registered at this stage two years ago. it's not clear what led to the record number of registered voters... but this year.. the state implemented a new program that allows voters to register at the d-m-v. are asking parents not to purchase a cell phone case that looks like a weapon. the san mateo county deputy sheriff's association posted this photo of a cell phone case that resembles a gun in someone's back pocket. authorities say people could see it and think it's a real gun and call police. officials went on to say that someone could potentially get shot. says the pilot -- w. john spencer -- had trouble finding the airport... despite having flown to it several times in the past.. spencer was providing a free flight for a woman and her daughter through the nonprofit "angel flight west" organization when the plane crashed on september 4th. witnesses say they saw the plane bouncing on the runway during an attempt to land... then lift off again and bank steeply to the left before decending to the ground. spencer had been volunteering for the nonprofit since 20-14... had donated more than 125 flights to families... and had flown to the airport three other times. (catherine) students at stanford university have been alerted by campus police about a possible sex crime reported over the weekend. kron four's philippe djegal reports that the victim may have been drugged. struggled to recall what may have happened to her at an event on mayfield avenue late saturday night... but her friends relayed to the campus department of public safety that she may be the victim of a sexual assault and battery. no name/woman- "i was disappointed to see an alert about a situation where women were possibly being drugged at a party of the stanford campus." this street, also known as "the row," is home to some of the university's fraternities and sororities. and, it is along this road where a community alert sent out by stanford to students and staff states a woman took a sip of some funny tasting water from a man she didn't know at an event. her friends say the woman may have also been groped by that same man on the dance floor.anna- sofia/student- "it's great that she was with her friends and i think it was ultimately her friends that let her out of the house and kind of away from that, from that area. so, that's a great system. just having your friends around and kind of having people that you trust and that you know go to these things with you and having a check-in system is always a great idea." but some students feel it's unfortunate that a buddy- system may be neccesary to stay safe in public. nick/student- "it's not on the

(ken) tonight at 6. a new lawsuit filed today accuses catholic bishops in california ... the bay area included... and chicago of covering up sexual abuse by clergy. it was filed by an advocacy group that represents abuse victims. attorney jeff anderson said the lawsuit is to quote "identify and force and cause all the bishops in california to come clean with the secrets that they know." he also said the church has a history of hiding priest's names...jeff anderson/ attorney:"and that playbook is to move to transfer to hide to conceal and keep secret. not only the identities of all the offenders but their histories and the documents that reflect their crimes over the years."

(ken wayne) officals overseeing the troubled transbay transit center got new details on the plans to shore up cracked beams and get to the bottom of why it happened. kron4's maureen kelly shows us new plans unveiled to the public today.

in this rendering you can see where the two problem beams are located....running overhead across fremont street....which has been closed since last week. it's now predicted that this main downtown artery will remain closed until 0ctober 12. the massive jacks put in to shore up cracked girders are only phase one of the temporary solution. this is phase two....which is expected to get fully underway in the next few days.. the light green lines represents the shoring system which will eventually take the load of the cracked beams.... it will extend from the bottom of the roof deck down four levels.the transit center's construction manager told the board of directors of the transbay joint powers authority.....that once that's in place....workers can take a safely take a sample of the steel for testing...which help them determine why the cracks occured...and how to design a permenent fix. that's a very important milestone. because right now we can't go in and touch it or take pieces out of that that border around it that crack so we can determine what the cause was, tests results are expected to take up to two weeks.and while buses will not be allowed to drive onto the bus deck until the permanent fix is in

place....it could be possible that the roof deck could be reopened to the public in early november.the cost of all of this is still unknown....but it appears taxpayers will not be footing the bill.the building has not been completed it's still under warrenty.there is no timeline yet for when the permanent fix will be complete but the transit center's executive director says his goal is that this will take weeks rather than months but stressed they would not reopen the facility unless 100 percent sure that it's safe. maureen kelly kron4 news. kron4's ryan o'donnell joins us with more on how one company is profiting from movers. some of some of these "do it your self" moving companies are charging twice, sometimes three-times the amount... to move 'out' of california... compared to moving 'in' to california. this all came to light when texas senator ted cruz, during a recent debate about taxes and regulation, pointed out the cost of a one-way u-haul from california to texas, was more than 300 percent compared to the cost, going the other way. looking at their website... the senator is right. i plugged these locations into the u-haul website to get a quote for a 26 foot truck. look at the cost to go look at the cost to go from san francisco to austin, texas... and then what it would cost to go from austin, to san francisco. more than 3-thousand dollars

(ken) the trump administration is now denying visas to unmarried, same-sex partners of diplomats. the state department's new policy now only recognizes legal marriages when granting diplomatic visas to partners. the change affects a limited number of partners of u-n officials, ambassadors, and full-time embassy staff among others. those in domestic partnerships who are currently in the u-s have until the end of the year to get married to get the same rights and benefits of spouses. partners who don't get married by that deadline will have 30 days to leave the country.
