( will )we now know the name of the man who was killed in the bizarre-- deputy involved tasing incident that shut down a highway along the peninsula for hours. kron 4's hermela aregawi spoke to a neighbor who knew the victim nearly all his life. the family and friends of chinedu valentine okobi are mouring the 36 year old'stragic death.he died

wednesday after a struggle with sheriff's deputies.the san mateo county sheriffs office says.. around 1 oclock in the afternoon.. okobi running in and out of traffic on el camino real in millbrae. they say he immediately assaulted a deputy after the officer made contact with him. that led to a call for backup.. and a struggle between a deputy and okobi. they were both taken to a local hopsital.. where the deputy was treated for his injuries.. but okobi died.a neighbor who's known him nearly all his life says.. he's stunned.wyatt mcintyre/victim's neighbori've known him since he was a kid. he's always lived on this block. my mom's been here for 50 years.so i watched him go from grade school, grammar school and then to college and it just blows me away to know that he's not here anymore. the san mateo county sheriffs office says.. a gun was not fired..and

in san carlos on tuesday night. deputies say someone passing by confronted the suspect before he fled toward dayton avenue. the man is described as being white or hispanic about 5 feet 8 inches tall and 180 pounds. he had dark brown hair with a combover haircut and shaved on both sides of his head. he was last seen wearing a white button down shirt, black dress pants and black dress shoes. ( will )in the south bay... a man has been arrested in connection with the death of his coworker in morgan hill. this is a picture of the victim-- 27-year-old curtis stapleton. police say he was found dead on a sidewalk on concord circle back in july. they say stapleton had been involved in a fight with his co-worker-- 30-year-old martin garcia. over the past three months, detectives say they gathered enough evidence to link garcia to stapelton's death. he was arested wednesday and booked into the santa clara county jail. ( will )it has been a year since a woman was killed inside her family's east bay

( will )lessons learned from the 19-94 northridge earthquake are causing engineers to recommend that dozens of tall buildings in san francisco... be inspected for damage kron 4's dan kerman has the details. when the northridge earthquake jolted los angeles in 1994... engineers discovered a certain type of construction was prone to damage.sot greg deierlein / co-author of study 08-18a new earthquake preparedness study entitled tall buildings safety strategy surveyed san francisco's tallest building, those 240 feet or higher... that's about 20 stories or more... and it found 60 to 70 of them have similar construction to the ones damaged in northridge and all should be reinspected sot

that's one of 16 recommendatio ns made included in the study. another is to strengthen building codes so after an earthquake building damage is less, repair time is shorter, and that allows residents to reoccupy building sooner. ( will ) ( will ) in the north bay... voters in

( will )for your health this morning... a warning for teens who smoke pot-- it could cause life-long brain damage. researchers tested the memory and reasoning of 38-hundred 13- to-17-year-olds. they found marijuana affected teens' long-term cognitive abilities more than alcohol.

not only that but even when students stopped smoking pot, their memory didn't get better. scientists say they need to do more research to find out how and why the brain is affected by early marijuana use. the study was published in the american journal of psychiatry. ( will )as americans age, they tend to have a number of ongoing health issues. washington correspondent morgan wright reports - several members of the senate aging committee.... wants to find a way to reduce health care costs, while protecting aging americans with pre-existing conditions. pennyslvania senator bob casey worries healthcare is at risk for millions of americans with pre-existing conditions. i never thought we'd be at the point where we were having to fight about protections for 5.3 million pennsylvanians with pre-existing conditions... he says the trump administration is threatening protections for those with pre-existing conditions that currently exist under the affordable care act. they chose to

go into a court of law and make arguments that would lead to the destruction of that protection for people with pre-existing conditions. the consumer health coaltion says pennsylvanians are afraid of losing their coverage... the affordable care act gives them the opportunity that they could get coverage, there's a big sigh of relief, and now, it's simple anger but health and human services secretary alex azar insists the president is committed to the protections of americans with pre-existing conditions. it may not be the same way that the affordable care act does it, may be more market based ways - better ways of doing it, that actually lead to a more sustainable lower cost insurance for everybody than obamacare did... in a senate aging committee hearing chair susan collins of maine focused on reducing healthcare costs... part of the solution to bringing down health costs is to emphasize prevention as wells other cost effective health interventions... she says 75 percent of health care spending could be avoided

( will )in the east bay... a warrant sweep targeting 16 alleged members of a violent west oakland gang... resulted in a dozen arrests... and a high speed chase. kron4's maureen kelly has exclusive video of arrests being made... once that chase was over. a driver who found himself in the middle the high speed pursuit took this video showing were it ended after the suspect's cadallic broke down on westbound 580 in castro valley around 1030 am......that's after allegedly causing back to back crashes involving two other drivers. trfic was backed up for miles. you can see many oakland police vehicles on the scene....that's because this pursuit was linked to one of 16 criminal search warrents served in alameda, contra costa and san joaquin counties. we took that enforcement to arrest individuals that have been identified with the west oakland getting involved and

very violent criminal activity we're talking about murder we're talking about shootings were talking about robberies and burglaries... we have a covered a large amount of firearms a large amount of narcoticsthe man in orange who can be seen laughing as he's arrested was identified by the chp as the driver of the cadallic. this man in the red shirt in handcuffs is the passenger. police say at least one man was a target of the sting. the chp says the suspect caddilac was seen swerving through multiple lanes of traffic and the shoulder at high speeds....before therashes. you know we're so lucky this knucklehead didn't hurt anybody, yeah we're pretty fortunate it could've turned out a lot worse than it didthe man who took this video says at one point the suspect driver was on his tail going an estimated 120 miles per hour....he says he was in fear for his life...and thinks the police should have called off the pursuit. lawn force meant the oakland police department and law-enforcement agencies

are constantly wayne out the dangers of pursuing someone who is wanted, in this particular case this person is wanted for a very violent crime the oakland police spokesperson says they always review big operations after the fact to see make sure pursuit protocol was followed.....they are planning to have a news conference to release more about this major warrant sweep sometime next week.maureen kelly kron4 news ( will )the san francisco police department is being sued, over claims of racial bias. this, after five black women and a black man all say, they were targeted for arrest. the a-c-l-u filed the lawsuit on their behalf yesterday. it alleges that officers targeted black people ... selling small amounts of drugs while ignoring drug dealers of other races. it also argues ... the department has a history of racist behavior. the city attorney says, they cannot comment on the lawsuit... but did say, evidence will show police acted in accordance with federal directives. ( will )a south bay high school volleyball coach has

been arrested and accused of inappopriately touching minors. 24-year-old peter samonte worked as the head volleyball coach at independence high school in san jose. the school called police yesterday to report samonte. its investigation revealed that between january 20-17 and this month... samonte allegedly inappropriately touched at least three underage boys. he was booked into jail on annoying or molesting a child... as well as sexual battery. ( will ) in san francisco... police are searching for a woman who hit a 60-year-old man with her car and then took off. the victim was hit wednesday night at a crosswalk at baker and oak streets near the panhandle and san francisco's dmv. a description of the suspect and vehicle were not immediately available from police. the victim was taken to the hospital with life threatening injuries. ( will )twelve children were taken to the hospital after being exposed to pool chemical

fumes. it all happened wednesday evening at about 6:30 p-m at the daland (duh-lond) swim school. that's a private swim club in ventura county. about 20 ambulances responded to the scene after it was reported children were having trouble breathing. ( will ) some patients were treated on the scene and allowed to go home. it is not clear what pool chemicals they were exposed to or how it happened. ( will )a controversial ballot measure would deal with california's affordable housing crisis... by removing restrictions on rent control. if proposition 10 passes ... the price of rent could be in the control of local governments. the measure repeals what's called - the costa hawkins rental housing act. that measure

( darya )( darya ) san mateo county sheriffs are searching for a man who was seen looking through the window of a home in san carlos. deputies say someone passing by confronted the suspect tuesday night before he fled toward dayton avenue.

the man is described as being white or hispanic about 5 feet 8 inches tall and 180 pounds. he had dark brown hair with a combover haircut and shaved on both sides of his head. he was last seen wearing a white button down shirt, black dress pants and black dress shoes. ( darya ) in the south bay... a man has been arrested in connection with the death of his coworker in morgan hill. this is a picture of the victim-- 27-year-old curtis stapleton. police say he was found dead on a sidewalk on concord circle back in july. they say stapleton had been involved in a fight with his co-worker-- 30-year-old martin garcia. over the past three months, detectives say they gathered enough evidence to link garcia to stapelton's death. he was arested yesterday and booked into the santa clara county jail. ( james ) san francisco police are asking for your help finding the driver who left the scene of a hit and run on wednesday. police say just after 9 p-m officers resonded to the intersection

of oak and baker streets where a 60-year-old man had been hit. the man was taken to the hospital where he remains in critical condition. police say the driver of a black or dark blue toyota prius ran a red light while driving on oak street. the driver got out of the car briefly but allegedly drove east on oak towards broderick street. the front of the toyota likely sustained damage. ( james ) in the east bay... a warrant sweep targeting 16 alleged members of a violent west oakland gang... resulted in a dozen arrests... and a high speed chase. kron4's maureen kelly has exclusive video of arrests being made... once that chase was over. a driver who found himself in the middle the high speed pursuit took this video showing were it ended after the suspect's cadallic broke down on westbound 580 in castro valley around 1030 am......that's after allegedly causing back to back crashes involving two other drivers. traffic was backed up for miles. you can see many

oakland police vehicles on the scene....that's because this pursuit was linked to one of 16 criminal search warrents served in alameda, contra costa and san joaquin counties. we took that enforcement to arrest individuals that have been identified with the west oakland getting involved and very violent criminal activity we're talking about murder we're talking about shootings were talking about robberies and burglaries... we have a covered a large amount of firearms a large amount of narcoticsthe man in orange who can be seen laughing as he's arrested was identified by the chp as the driver of the cadallic. this man in the red shirt in handcuffs is the passenger. police say at least one man was a target of the sting. the chp says the suspect caddilac was seen swerving through multiple lanes of traffic and the shoulder at high speeds....before the crashes. you know we're so lucky this knucklehead didn't hurt anybody, yeah we're pretty fortunate it could've turned

out a lot worse than it didthe man who took this video says at one point the suspect driver was on his tail going an estimated 120 miles per hour....he says he was in fear for his life...and thinks the police should have called off the pursuit. lawn force meant the oakland police department and law-enforcement agencies are constantly wayne out the dangers of pursuing someone who is wanted, in this particular case this person is wanted for a very violent crime the oakland police spokesperson says they always review big operations after the fact to see make sure pursuit protocol was followed.....they are planning to have a news conference to release more about this major warrant sweep sometime next week.maureen kelly kron4 news ( darya ) campbell police are looking for a this man caught on camera stealing more than 6-thousand dollars in jewelry and cash from a store. police say this happened back on september 28th. the man is seen ducking down and going around the back of the counter. the man is seen

( darya ) sonoma polcie have identifed the man who died after he fell down a cliff tuesday at bodega head. 27-year-old patrick foley fell down the cliff and into the water..a friend who was with him tried to go down the cliff and rescue him. foley was pronounced dead at the scene and his friend was not injured and rescued by a c- h-p helicopter. ( james ) a controversial ballot measure would deal with california's affordable housing crisis... by removing restrictions on rent control. if proposition 10 passes ... the price of rent could be in the control of local governments. the measure repeals what's called - the costa hawkins rental housing act. that measure prohibits rent control on single family homes ... and only allows rent control for buildings built before 19-95. as you might expect.. not everyone is on board.

billion dollar bill requiring the f-a-a- to set a minimum set size for commerical planes. the bill focuses heavily on passenger safety. with adding pregnant passengers can now board first. the bill would also include banning animals from the overhead bins. it would also look at updating runways and control towers. ( james ) in san francisco - engineers are recommending dozens of high- rises be reinspected for possible earthquake damage. this comes after a study where engineers surveyed san francisco buildings that are 20 stories or higher. it found 60 to 70 of them have a certain type of construction that is prone to damage. the study says those buildings could be damaged from the 1989 loma prieta earthquake.

that cities strengthen building codes. so that in the event of an earthquake ... damage is less, repair time is horter, and residents can reoccupy a building sooner. ( james ) this happened at about 9:30 last night on the 700 block of evelyn court. this is video of sheriffs investigators at the home last night collecting evidence and talking to witnesses. a person who lives in the area told us that the victim was held at gunpoint while the

gunmen ransacked his home. he was robbed and ordered into his home where a home invasion followed. witnesses say several items were taken from the man and the home including electronics. investigators are still searching for the gunmen. ( james ) a south bay high school volleyball coach has been arrested and accused of inappopriately touching minors. 24 year old peter samonte worked as the head volleyball coach at independence high school in san jose. the school called police wednesday to report samonte. an investigation revealed that between january 2017 and this month... samonte allegedly inappropriately touched at least three underage boys. he was booked into jail on annoying or molesting a child...as well as sexual battery. ( james ) santa cruz police are looking for more possible victims following the arrest of an annoying child suspect. polcie arrested

christopher swanson thursday after a female student at santa cruz high school said swanson had photographed her as well as other students. during an interview with officers swanson admitted to secretly recording females. swason admitted to doing this at the high schoo... santa cruz main beach and downtown satna cruz. ( darya ) a person was killed after being struck by an amtrak train in the unincorporated community of knightsen.. in contra costa county. the person was struck just before 3:30 wednesday afternoon. amtak officials say none of the passengers or crew members were injured. the train coming from bakersfield to oakland was delayed just over two hours. ( darya ) the san francisco police department is being sued over claims of racial bias. after five black women and a black man all say they were targeted for arrest. the a-c-l-u filed the lawsuit on their behalf thursday. it alleges that officers targeted black people selling small amounts of drugs while ignoring drug dealers of other races. it also argues the department has a history of racist behavior.

the city attorney says they cannot comment on the lawsuit. but did say evidence will show.. police acted in accordance with federal directives ( james ) a-p giannini middle school in san francisco is set to undergo major safety repairand improvements. the school will undergo a 4-million dollar rehab project. it will include updating electrical wiring in tbhe gym.. repaving the uneven school yard.. upgrading the auditorium and fixing the locker room ceiling. described as being white or hispanic about 5 feet 8 inches tall and 180 pounds. he had dark brown hair with a combover haircut and shaved on both sides of his head. he was last seen wearing a white button down shirt, black dress pants and black dress shoes. ( darya ) in the south bay... a man has been arrested in connection with the death of his coworker in morgan hill. this is a picture of the victim-- 27-year-old curtis stapleton. police say he was found dead on a sidewalk on concord circle back in july. they say stapleton had been involved in a fight with his co-worker-- 30-year-old martin garcia. over the past three months, detectives say they gathered enough evidence to link garcia to stapelton's death. he was arested yesterday and booked into the santa jail. ( james ) san francisco police are asking for your help finding the driver who left the scene of a hit and run on wednesday. police

say just after 9 p-m officers resonded to the intersection of oak and baker streets where a 60-year-old man had been hit. the man was taken to the hospital where he remains in critical condition. police say the driver of a black or dark blue toyota prius ran a red light while driving on oak street. the driver got out of the car briefly but allegedly drove east on oak towards broderick street. the front of the toyota likely sustained damage. ( james ) in the east bay.. a warrant sweep targeting 16 alleged members of a violent oakland gang resulted in a dozen arrests and a high speed chase. this is video of the end of the chase by a passerby. the driver said he was caught in the middle of the pursuit.. and the driver leading the chase tailgated him multiple times. traffic was backed up for multiple miles while police arrested the driver and passenger. police say the men arrested were part of a very violent gang terrorizing the east bay. are looking for a this man caught on camera stealing more than 6-thousand dollars in jewelry and cash from a store. police say this happened back on september 28th. the man is seen ducking down and going around the back of the counter. the man is seen in all black clothes.. even looking up at the camera. this is the celtic shoppe off of campbell ( darya ) sonoma polcie have identifed the man who died after he fell down a cliff tuesday at bodega head. 27-year-old patrick foley fell down the cliff and into the water..a friend who was with him tried to go down the cliff and rescue him. foley was pronounced dead at the scene and his friend was not injured and rescued by a c- h-p helicopter.
