(grant) tonight marks one year since devastating fires tore through the north bay... leaving thousands of people without homes. in october of last year... 12 fires tore through different parts of northern california, killing 44 people. hello and thanks for joining us. i'm grant lodes. (vicki) and i'm vicki liviakis. one of the hardest hit areas is santa rosa. 3-thousand homes were destroyed... and nearly two thousand people have yet to decide if they will rebuild. hundreds though have moved forward and have already started the process of building a new home.(grant) kron 4's j.r. stone documented the devastation in the north bay last year.

year, and this is what it looks like today. construction crews building homes for as far as you can see . santa rosa mayor chris coursey is cautiosly optimistic.as well as things are going they can always be better and they won't be done until everybody is back home and with a roof over their heads and that's going to take a few years. 3-thousand homes in santa rosa were destroyed during the 2017 tubbs fire. 700 homes are under constrution in the city and 500 are in the permitting process. during a story last year, one street looked like this after fire tore through the neighborhood....the exact same spot looks much different

today. coffey park is bustling with workers but it's a much different look in the neighborhoods near fountaingrove parkway. quadcopter 4 video shows that the vacant lots that were once covered in debris, are now clear but very few rebuilds have started. 18-hundred lost homes have not been rebuilt. the mayor says there are reasons that there is currently more work being done in coffey park versus other areas like fountaingrove.it was a huge job and it started in coffey park so those lots were ready to built on sooner than fountain grove's.in fountaingrove those are custom homes they are on comlicated lots that have elevation changes they are on hillsides. some who lost homes are facing insurance troubles, others were underinsured, and some are facing high construction costs. the santa rosa cleanup was northern california's

largest cleanup since the 1906 earthquake in san francisco. that being said the mayor says the city is determined to help those who lost their homes. we've reduced fees we've decreased regulations and we've pretty much gotten out of the way for those who want to rebuild homes that's the most important thing to make it as easy as important for folks. it's not about numbers it's about helping people.in santa rosa, j.r. stone kron 4 news. fremont. police were called to a home near the intersection of charleston way and jersey road.... not far from e-m grimmer elementary school. that's where they found a man who had been fatally shot. kron four's rob fladeboe has more on the story now live from the scene. rob? (rob live) all is quiet here right now but early this morning police had the entire neighborhood sealed off and were using a drone to try and track down a suspect who was seen leaving the victim's house on a bicycle. it was about 12:30 monday morning when several gunshots rang out here on charleston way, between jersy road and continental drive. inside this single story home where jersey meets charleston police found the body of a male identified so far only as a 56 year old south indian man. he had been fatally shot. a perimeter was

set up as police used dogs and a drone to search the neighborhood for a man spotted by a neighbor who was riding away from the victims home on a bicycle according to fremont police lieutenant mike tegner. sotlt. michael tegner/fremont police "...we had a gentleman who lives down the block who said he heard the gunshots coming from the residence and he said he saw a man, he didn't know the age or race, but said the guy was coming from the front door of the residence and that he pedaled away on a bike..."as for a motive for the shooting, police said it does not appear to be a random act. there was no sign of forced entry. the victim, who was renting a room in the home, may have known his assailant. lt. michael tegner/fremont police "....maybe, there are a lot of theories one can go with you theories one can go with you know, maybe the door was unlocked, maybe they knew each other, we have no idea at this point. we are just trying to talk with people who knew him and try to figure out a timeline as to what this guy was doing..."

(grant) 650 homes were destroyed... and a year later, many changes, and many challenges. kron four's terisa estacio joins us live...from the site of a home destroyed from the fire. terisa? as you can see this home has not been rebuilt yet... it was one of the 650 destroyed when those ferocious winds came down and caused mass destruction. and while this oks bleak... homeowners and officials say this area has come far from where it was a year ago. along with deputy bill djernes as he showed how they now have evacuation signs for residents, in case a fire storm ever strikes again. deputy bill djernes, napa county. it is just faster to show that someone is gone and we dont waste valuable time. the deputy also demonstrated the county's new alert siren...that has a different pitch then other emergency sounds. all sherriffs cars are equipped with these. they can quickly project into neighborhods a heads up about an issue. during the height of the fires, some communication systems failed as towers burnt down. and while work is being made to improve communication... progress is also underway for rebuilding people's lives. kirk geyer is a builder in napa county. geyer. it was a scary time... but we are tough and rebuilding. (grant) a big story tonight... we're learning more about that tragic limo accident that killed 20 people over the weekend.(vicki) we're finding out... the vehicle, should'nt have been on the road. kron4's ryan o'donnell joins us with the latest. ryan? tonight... a vigil is being held in the city of amsterdam, new york, where most of the victims are from. as for the limo... it was a modified 2001 ford

excursion... that failed inspection last month... and wasn't supposed even be on the road. on top of that... the driver didn't have the right driver's license to be operating that kind of vehicle. according to the governor of new york... the limo driver was supposed to have a c-d-l or commercial drivers license with a passenger endorsement, which he didn't have. d-o-t records show the company, prestige limousine chauffeur service, having several inspection issues over the past two years, with four out of its five vehicles taken out of service. investigators say the limo plowed through a stop-sign, hit two people and crashed into a parked s-u-v, killing everyone involved. the accident happened saturday. it was a birthday party with 17 people celebrating inside the limo. they were heading to a local brewery. there were newlyweds and young couples, along with four sisters.lauren lemous / crash victim's cousin: "just wonderful, kind, loving. you couldn't have met better people than they were. they were all very active parents and involved in their

children's lives. just wonderful people." 0:18 right now, the company has been ordered to stop operating until this investigation is over. at this time... investigators don't know what caused this deadly crash... wondering if it was a driver error or vehicle malfunction. (grant)thank you ryan. this fatal accident reminds us of another deadly limo accident in the bay area, that killed 5 nurses 5 years ago. this happened on the san mateo bridge in 2013. the c-h-p saying a fire broke out because of a rear suspension issue, that ignited the inside carpet, setting the limo on fire. it was determined, there were too many people in the car and the weight caused it to come in contact with the driveshaft. a-thousand of these types of limos were

recalled following the investigation. no charges were filed, but the limo operator was fined 15-hundred dollars. (anchor) taking a live look outside-- overlooking downtown san francisco. (vicki) voters will soon decide whether to drive out a gas tax increase passed to fund transportation projects across the state. prop 6 seeks to repeal last year's decision to raise fuel taxes and vehicle fees. the money would pay for roughly 5- billion dollars a year in highway and road improvements... and transit programs. early voting began today. both republicans and democrats agree the state needs a transportation overhaul... but differ on how to fix it. republicans say existing funds should be used, but democrats say it's not enough for much needed bridge and road repairs. election day is on tuesday, november 6th. (grant) kron 4's sanaz tahernia joins us live from coit tower. sanaz, tell us what this extra recognition is all about. well grant first let me say that i've been here for most of the day and the weather has been absolutely beautiful. it's been clear and sunny all day which has made for some amazing views and people have been pouring in taking advantage of it all. in addition to its 85th year, coit tower is also celebrating the fact that it has been named a "nationally significant" historic place on the national register of historic places. the tower earned its spot on the list with some help from the

"protect coit tower committee" and the "san francisco arts commission." as you know, art is a big part of coit tower with the 27 different murals along the walls inside. and a number of associations, artists and historic preservation activists are actually working to push the tower to be named a "national historic landmark" - which is the highest status within the national register. but until then, both residents and tourists will continue to enjoy the tower regardless.

bart took part in a demonstration of earthquake early warning system. a rare polio-like illness has baffled health officials. since september, six children in minnesota have been diagnosed with a-f-m.
