now at five: the lights are coming back on for thousands of p-g-and-e customers... after the utility cut electricity because of high fire danger. the power was turned off last night -- due to the dry and windy conditions. good evening i'm grant lodes. (jr stone) and i'm j-r stone in for vicki liviakis. while many understand áwhyá the power was cut -- there are concerns about the effect the intentional blackout had on people's lives and businesses.áááfullscreenááá power was shut off for about 60-thousand customers in sonoma,napa, lake, amador, calaveras, el dorado, and placer counties. p-g-&e officials say they expect to restore power by midnight to most of those affected customers. kron 4's michelle kingston is in calistoga tonight... where things are now getting back to normal..michelle? downtown calistoga!people are walking by with smiles on their faces -- a few people just walked by with ice cream so someone down here must've had a generator to keep that cold. power has been off since 830 last night down here.and just came back at about 2:30 this afternoon.a majority of businesses in downtown calistoga though were unable to open -- you can see some of those closed signs in their windows ... others opened and had people shopping with flashlights!pg and e decided to shut off power to about 60 thousand people because of high windspeeds over night to help reduce the risk of wildfire and keep their customers safe.but weather conditions improved this morning and power has been restored to downtown calistoga. center... mabrisa, how are the winds looking right now? the dry air mass aloft will cool down overnight temperatures this evening. expect 40s in the north bay and interior valleys with 50s along the coast. cooler temperatures are forecast for tuesday with near average to slightly above normal highs. tracking 70s along the coast and 80s inland. it is worth noting that the dry air mass in place will result in chilly overnight temperatures through midweek. the return of the onshore flow late in the week will bring overnight lows up a bit. onshore winds increase a bit late in the week which will help moisten conditions while temperatures remain seasonably mild. (grant) and as we track the fire weather watch... a four alarm grass fire is burning in solano county. it started just before 10:30 this morning... at winters and allendale roads near interstate 505. that's just west of dixon. cal fire is on scene working to put the flames out. we keep you posted on the situation there. (jr stone) a fatal accident has had southbound 101 shutdown for much of the day in san jose.(grant) kron four's rob fladeboe has been working this story all day...and is live at the scene with the latest. rob? (rob live) the chp had hoped to have the freeway open in time for the evening commute. the hard closure has nonetheless had a major impact on traffic, which has been diverted onto highway 87. the accident involved a solo driver in a pickup and a slow-moving caltransvehicle.

here's more (crash scene center of freeway) this was the scene for much of the day here on southbound highway 101 just south of brokaw road in san jose. all four lanes were shutdown just after 10:30 monday morning following a collision between a white dodge pickup and a much larger caltrans truck. the chp says it's preliminary investigation has concluded that the caltrans vehicle, known as a "shadow truck," was trailing a sweeping crew when the pickup slammed into the rear of the truck, killing the driver of the pickup. the caltrans truck was traveling very slowly in the far left lane and had a flashing sign known as an "arrow board" on top directing traffic to move to the right says chp officer ross lee.officer ross lee/chp "....we estimate that the pickup was traveling about 65-70 miles per hour and for some unknown reason it just slammed into the attenuator cushion portion of the caltrans vehicle. the left front portion of the pickup snagged the right rear of the attenuator cushion and caused the pickup to swerve into the steel bed frame of the truck..."the driver of the caltrans truck was taken to a

are looking for a gunman who opened fire at a halloween party that was being held in a parking lot in east palo alto. two people were killed - two others were hurt. it happened early sunday morning in the parking lot in front of a-1 auto service and towing on pulgas avenue.this is video from today -- people were out there removing some of the decorations that were set up for the event. the owner of the towing service says the party was for his daughter... police say there was some sort of argument just before the shots rang out. no word yet on any suspect description. (haaziq on cam)two scooter companies were awarded permits to take part in a pilot program here in san francisco. the results will determine if the scooters are here to stay (take pkg) (pkg)electric scooters are back on the streets and sidewalks in san francisco. earlier this year the initial debut of motorized scooters hit a bump in the road after the city received multiple complaints about user behavior. that led to a temporary ban and a formal permit application process for e-scooter businesses. out of a field of twelve the sfmta selected two scooter companies...skip and scoot sot why skip & scoot?sot during the one year pilot sfmta will closely monitor scooter user behavior. that is good news for people walking here on the embarcadero, who often had to navigate around scooters blocking the sidewalk sotsot

(jrs) finally some traffic relief for drivers trying to get into downtown san francisco. this morning fremont street reopened - it's been closed since cracks were discovered in the salesforce transit center. kron4's lyida pantazes shows us the difference it made for today's commute. summary: san francisco commuters got some relief this morning... with the reopening of fremont street. the downtown thoroughfare had been closed since last month.... after cracks were found in two beams in the brand new 2 point 2 billion dollar transbay transit center. the cracks were in the roof of a bus deck that crosses fremont. the termainal is still closed... and bus traffic remains rerouted to the temporary transbay terminal at howard and main streets.

a closer look at where you can expect delays and for how long. sanaz? grant and jr, i'm here on lombard street where construction for the project started early this morning. crews began construction this morning on the water main from baker street to scott street. the city is taking on this project in order to make this particular corrider safe for pedestrians, drivers and those that take public transportation by making changes to crosswalks, improving visibility at intersections and adjusting the timing for traffic lights and pedestrian signals.the city will also tackle sewer and water mains by replacing and rehabbing them and that's exactly what workers started on today. they're working on richardson avenue at lombard between baker street and scott street and this portion of the roadwork is expected to continue through mid-novemer

the vision zero program identified the streets in san francisco that were seeing the highest number of serious and fatal car collisions in the city and so we identified 12% of the streets that saw 70% of these serious and fatal collisions. and so lombard street is part of that network so we want to address that as soon as possible. > the entire project will span across lombard street from francisco street and van ness avenue, and the city expects to have it all done by june 2020and until then they'll be working monday through friday from 7am until noon and you can learn more about the project on our website at kron4.comfrom lombard street, sanaz tahernia reporting, kron 4 news (jr stone) it appears this is it for an american retail icon. sears has filed for bankruptcy after failing to make a debt payment. sears holdings, which is the parent company of sears and k-mart... was supposed to make a 134-million dollar debt payment today... but couldn't do it. so the, once- dominant retail chain, has now filed for chapter 11 bankruptcy protection. born 132 years ago... sears, was once the nation's largest retailer and employer. it was the place to get everything from clothes to a new house... many of us remember getting the sears catalog. like most retailers, it's been struggling since the introduction of big box rivals like home depot and and walmart... and of course, online shopping."going with my parents, going with my grandma getting clothes, my dad would buy all the tools, we would buy the appliances. my buddies and i would go walking around the mall to see if there were girls from school there." 0:12 the company says they plan the company the company says they plan on keeping open the "profitable" stores along with

the sears and k-mart websites during the bankruptcy process. right now, there are 700 stores that are still open nationwide... 8 are still open nationwide... 8 in the bay area... but the company is already planning to close 46 of them next month, with possibly 142 more by the end of this year. the company hopes to shed some of its debt by filing for bankruptcy... with the hopes of selling the business to keep the retailer and name alive. keep in mind... this was the same game plan for toys r us, radio shack and sports authority... all of which, never de it. another case of the aftermath of an alleged incident - caught on tape. the reaction to it - going viral on social media. this time, it's out of new york - with an accuser apologizing to a young boy, and people reacting. a-j ross has the story on the woman now being called "corner store caroline". natsthe commotion outside this flatbush bodega wednesday evening quickly drew a crowd.

nats...as teresa klein, now known as "cornerstore caroline" on the internet, loudly accused a nine-year-old boy of grabbing her behind. nats: "i was just sexually assaulted by a child!"in what has since become a viral video on social media, klein tells a 9-1-1 dispatcher she needs police immediately, prompting gut-wrenching cries from the boy and his younger sister. natsjason littlejohn, who lives next door, captured the entire exchange that followed, and says police never came.he now questions if klein ever made a call and if she understands the gravity of her accusations.jason littlejohn, taped incident: "she basically said i'm calling the cops on you. she didn't say the mom or anybody else, she said i'm calling the cops on you. and that poor little boy man, whereever he is, whoever he is, hopefully there is millions of people that definitely want to help him out."meanwhile, klein returned to the bodega friday and watched the surveillance video from inside the store with us. teresa klein, accuser: after this, my little dance." the footage clearly shows the boy's hands in plain sight, and it was his book-bag that

(grant) that was a-j ross reporting. a community meeting is being held tonight at that deli to discuss the incident and racial tolerance. spoke to frustrated customers. pacific gas and electric has proactively turned off the power in extreme fire-risk areas of lake, napa and sonoma counties, in response to conditions created by dry vegetation, low humidity and high winds. approximately 17,483 pg&e customers are impacted by this public safety power shutoff, the utility's first-ever intentional deactivation of electric facilities in response to extreme fire conditions. some of the outages could last into tuesday, said pg&e spokeswoman andrea menniti. when the power is turned back on in these areas will depend on weather conditions and/or making any repairs to pg&e electrical equipment that might be required, menniti said. specific areas impacted tonight include clearlake, clearlake oaks, clearlake park, cobb, finley, hidden valley lake, kelseyville, lakeport, lower lake and middletown in lake county; napa, angwin, calistoga, deer park, lake berryessa, pope valley and st. helena in napa county; and unincorporated northeastern areas of sonoma county. high speed chase in bodega bay that ended when a patrol car crashed into a home and set it on fire. it all began around five a-m on sunday when sheriff deputies tried to pull over two suspcious vehicles.... during the chase a deputy lost control around a curve and crashed into the home. the three people inside are safe...one deputy suffered serious injuries. state park rangers found one of the cars abandoned with two stolen generators...the other car was stopped in santa rosa. christopher moore of santa rosa and anthony scott stone of vallejo have been arrested. (grant) in the east bay... police in antioch are warning people about a recent spike in purse thefts. officers say the thieves are targeting cars parked outside stores... but they are also targeting cars that are stopped at intersections...

while the drivers are inside. the crooks run up to the car, smash the window, and grab the victim's purse on the passengers seat. they then take off in a car that has no license plate. (grant) police in pittsburg are searching for a gunman after a deadly shooting. it happened saturday morning on cumberland street. when officers arrived on scene, they found 38-year-old jjuan sanders suffering from a gunshot wound. he was taken to the hospital where he later died. police believe sanders and the gunman knew each other-- but so far no arrests have been made. there are several businesses in the area, and officers are now reviewing surveillance video (jr) in the south bay... eleven people are safe but displaced after a fire rips through a home in san jose. the fire was reported just before eight-thirty this morning and crews had it under control in about a half an hour. firefighters say the flames started in the attic and was accidental in nature. the red cross is helping to house the eleven people who were displaced. approved and a site selected for a new l-g-b-t-q focused homeless shelter in san jose. planning started on the project after a homeless youth told supervisors they felt safer on the streets than in the already existing shelters.

away from the november election... and san francisco is trying to find poll workers to help out on election day. they would serve as clerks or inspectors... and will need to attend a one day training before election day. for the day of service, poll workers will receive a stipend ranging from 142-dollars to 195-dollars... depending on their tasks. (grant) and as we get closer to election day... kron4 is taking a look at some of the propositions voters will be deciding on. tonight it's a measure on the ballot that would boost funding for children's hospitals. but not everyone agrees with how the money would be distributed. capitol bureau reporter ashley zavala reports. ((pkg))proposition 4 would authorize $1.5 billion dollars in bonds to fund grants for construction, renovation, expansion and other upgrades to childrens hospitals. ann-louise kuhns -ceo california children's hospital association "the purpose of the infrastructure improvements is to make sure we can meet increased demands for our services and also

because we face new seismic standards. we need to make sure our buildings are not only standig after an earthquake, but that they're standing after a major earthquake."72% of the funds would go to eight private, non- profit childrens hospitals across the state.. including two in the bay area. 18% would go toward children's hospitals in the university of california system... and the rest would be distributed to 150 other pediatric care facilities..(lwv)) "i think the question here is does the taxpayer need to fund this work, not whether or not the work is important."members of the league of women voters say they support childrens hospitals but they oppose prop 4, taking issue with most of the money going toward private facilities..((melissa breach- league of women voters)) "the reality is each of these eight private hospitals each put in about $680,000, if this measure passes, they'll each get $198 for every dollar they invested, that is pay to play, and that is not how we want to fund things in california."but the childrens hospital association says the money is divided in the measure based on patient volumes..(kuhns) "it's not so much an issue of whether the hospitals are not for profit or public, but who are the patients being seen in those hospitals, and 2/3 of the patients we see are publicly financed by medical. the problem is it doesn't reimburse for infrastructure. that's why we periodically come back to the voters to say can you please help us with just a portion of infrastructure."if passed, supporters say chiildrens hospitals would start to see within the next year or two. (grant) heads up beer lovers...global warming may affect brew buzz. that's according to a new study just published today. researchers say one of beer's main ingredients, barley, is sensitive to extreme drought and heat. the study found global warming will lead to substantial decreases in barley crops, causing beer shortages. researchers also say this could lead to beer prices doubling around the world. took advantage of a raiders offensive line that's missing donald penn and kelechi osemele. derek carr...sacked 6-times, which ties a career high. his final line...unimpressive... 142-yards passing with no touchdowns...and the team's total yardage was 185. here's number 4 on his brutal outing. california are searching for a woman dubbed... the "botox bandit". (jr stone) a business says she got away with 5-thousand dollars worth of cosmetic procedures... and took off without paying. peter daut has the story. wearing dark sunglasses and what appears to be a blonde wig.this is the woman who police say is a botox bandit. yana pechenik/ my botox la:"it seems that she was a professional scam artist."yana pechenik works at my botox la in studio city. . and says on september 25th. . the woman entered thebusiness claiming her name was "emily ross."

she also gave them a credit card.but during the woman's two-and-a-half hour appointment. . pechenik says there were several red flags. yana pechenik/ my botox la: "she talked about marketing. a lot about marketing, that she was a marketer and that she would market us. she was just extremely friendly and kind of in a hurry to leave." also unusual. . in each of these 'before' photos of the woman. . she kept her eyes closed.pechenik says the woman appeared to be missing some of her back teeth and had undergone several plastic surgeries.here's the woman right after she received the injections to her neck and face. . eyes opened.and when the time came for her to pay? you can see she did a strange turn around before claiming she left her wallet in the car and had to go get it."when she walked out, i was pretty sure that she's not coming back." and she was right. the credit card the woman provided was fake.pechenik says in the seven years they've been in business. . no customer has ever walked off without paying before.she says they'll definitely be more careful in the future. . but hopes someone recognizes the woman. . who for two and a half hours. . put her face in pechenik's hands."it's such a personal hoping she will get caught, and this will never happen again." kron4's ryan o'donnell joins us with what we're learning about the victim. what's surprising... is what's what's surprising... is the san joaquin county sheriff's office says the woman who died had decades of experience as a skydiver... more than 25- hundred jumps under her belt. today, she's been identified as 62-year old nina mason of colorado. she was skydiving at the "skydive lodi parachute center" in acampo... and according to the owner, her husband was also on the same jump. you're looking at video from the scene of the accident. the f-a-a says the woman was using her own equipment when she jumped on sunday... and are trying to determine if the shoot was packed properly. since it opened in the 19-80's... 19 people have died, jumping at this facility. six of those deaths happened in the last two years. earlier this year... the center was raided by the f- b-i... seizing credit card receipts, skydiver release forms and videos. two
