( robin ) the power is back on for 70-percent of the 60-thousand pg&e customers. p-g-and-e says as of midnight power would be back on but didn't give an estimate as to when the rest of the power would be restored. in downtown calistoga the power came back on around 2:30

monday afternoon. some people in town were thankful p-g-and-e shut off the power as a precaution but the calistoga mayor says the power should have been turned on sooner. p-g-and-crews were out monday afternoon inspecting power lines as weather conditions improved. ( robin ) during the power outage in calistoga.. restaurants had to find ways to save their inventory when the power came back on. the owner of the all seasons says they lost a lot of cakes when the power wrent out. gayle keller says they have an event booked for wednesday and they aren't sure if they can go. stress was high on sunday when the power went off during the dinner rush.

guests we had to finish cooking for them and then try and get all the food in a safe zone. basically tear down all the coolers break everything down get everything in the walk in packed in ice. and wait until this morning and hopefully the power would come back on and it did then we packed everything in dry ice again.">( robin ) they were able to save 12-thousand dollars worth of inventory.. but they did lose a day's worth of revenue.

been released. police are still looking for the suspect who ran away. ( robin ) police say an argument in east palo alto led to a double homicide at a halloween party. the shooting happened just before three a-m on saturday at the pulgas avenue business complex.. when police arrived at the scene they found four victims with gunshot wounds... two were pronounced dead at the scene. ( robin ) we're learning more about a veteran skydiver who was killed sunday afterher parachute failed. as jenniger mcgraw reports -- it's the fifth death in three years at the lodi parachute center. it's a thrill seekers hobby, jumping from a plane thousands of feet in the air with only a parachute on their back.and here at the lodi parachute center it happens hundreds of times a day."what's the feeling?""freedom."sadly any malfunction or operator error could be deadly and was sunday afternoon when the jumper's parachute failed to properly deploy."it's a sinking feeling

that here we go again."it's a hurt that has affected this tight knit community who didn't even want to go on camera, but wanted people to know, while there are risks, they say statistically speaking the sport is relatively safe."one in a 100,000 is just about the percentage wise... nine times out of 10 it was operator error."in 2017 almost half of the 24 jumpers who died in the us faced malfunctions, the others failed to safely land a canopy being the second deadliest, and different factors for the others according to the u.s. parachute association."if everything is followed correctly and emergency procedures are taught and performed correctly, even in the most dire situations, it is safe but there is always that slight percentage that everything is done right and something will go wrong,"sadly since 1999, 16 people have died after taking off from this facility."the family has

( robin ) new this morning.. two men are now charged with murder following the death of a man in the mission district.the 25 year old man was found on the ground with gunshot wounds on 19th street and capp street. 20-year-old reno ramos and 27-year-old joe nunez- do-sangos are charged in the investigation.police are still asking for your help in this investigation. ( robin )san bruno police say they've arrested the man who tried to sexual assault a woman near a shopping center. it happened near the sears auto center at the shops at tanforan.officer say the man followed the woman from the bart station and pulled her to

a dark corner of a parking lot. the woman was able to run away...the suspect was later indentified as kevin ramos. he's facing a few charge including kidnapping and possession of narcotics. ( robin ) happening today...the board of supervisors could approve a new l-g-b-t-qfocused homeless shelter in san jose. funding has been approved for the site. planning started on the project after a homeless youth told supervisors they felt safer on the streets than in the already existing shelters.

as the city council approves the lease. a 20-13 health assessment revealed l-g-b-t-q individuals make up nearly one third of the county's homeless population under the age of 25. (robin) plus a couple northern california students make cookies for their classmates and now they are being investigated for what was in those cookies. and it is not what you might be thinking. ( robin ) former n-f-l tight-end kellen winslow junior is expected in court at the end of the month to face a new rape charge. he is accused of raping an unconscious 17ear-old girl in 2003. the victim says she passed out drunk and she woke up in a bedroom with winslow raping her. she says she had no plans to ever report what happened but then she saw a headline that said winslow had been arrested and charged with sexually assaulting a hitchhiker and a homeless woman the victim admitted that she and winslow had consensual sex two weeks prior to the alleged rape and that played a factor in why she did not report the incident when it allegedly happened.

survivors to share their experiences.the idea for the platform spawning from the testimony of dr. christine blasey ford.natsseen here, sharing openly in the recent senate judiciary hearings about her experience with now supreme justice brett kavanaugh ... and the discredit of that testimony throughout.lauren dasilva é mcrcc deputy director:"i mean that's the general feeling that if she, if this were a true and valid report of sexual violence then she would've said something much sooner but the reality is that many survivors don't say anything for possibly the duration of their life. there's lots of myths around why someone would choose to or choose not to report and we want to just help dispel some of those myths and just give people the opportunity to speak for themselves."here's how the platform works: it's essentially a google document where survivors can share as much or as little about themselves and their

experience as they feel comfortable.also included is how old they were at the time the sexual violence occurred and how old they are now. lauren dasilva é mcrcc deputy director:"and in the community forum so far a lot of people have are in their mid 60s early 70s and this is some of the first times they're disclosing sexual violence perpetrated against them." those stories, will then be posted to the rape crisis center's blog. ( robin ) so far, the center has received 15 submissions, mostly anonymous but encourage more surivors to come forward. ( robin ) san francisco police held a town hall meeting monday night to discuss issues in the richmond district. the town hall was hosted by san francisco police chief bill scott and supervisor sandra fewer. they presentented crime stats about the richmond district and how they are combatting crime in the area. residents spoke about why it's important to be involved.

it's important to show up and that's how decisions get made, by people showing up. this is one way to do it>( robin ) some people there said one of their main compliments is traffic issues. another town hall will be held on november first and will address homelessness. ( robin ) police in lakewood are looking for the man who left a baby inside a restroom at a walmart. officers believe the man carried the child to the restroom in a backpack after combing through hours of security video. investigators say the child, between 12 to 15 months old, was left on a tile floor in the restroom and found by a shopper . they say while this man may have a perfectly good explanation... his behavior was very unusual.

then he left and when he walked to his car he walked at a fast pace>( robin ) investigator's say the man was seen leaving the store in a beige jeep grand cherokee. no one has come forward or reported the babay missing. police say the need everyone's help. ( robin ) davis police are trying to determine if two boys put human ashes in cookies and then served the food to unsuspecting classmates.investigators say the boys may have used the ashes belonging to a grandparent and then handed the cookies to students at davinci high school. at least nine students ate the cookies. davis police are still investigating. ( robin ) the davis joint unified school district spokesperson issued a

statement saying the district cannot comment on confidential student matters. the claim is based on what students have said--the cookies haven't been tested yet. (nat)here's a switch: movie tickets are actually getting cheaper -- sort of. the national association of theater owners says the average u-s movie ticket in the third quarter of this year cost eight dollars and 83-cents -- that's down 55- cents from the second quarter. why? the box office is booming -- including family-oriented films such as "hotel transylvania three: summer vacation" and "smallfoot," which means theaters are selling more children's and matinee tickets, which cost less, and bring the average down. in hollywood, i'm david daniel. ( robin ) construction is officially underway on the bay bridge. you may experience delays as crews are working in both the east and west bound directions. here's kron 4's alecia reid with more on what you can expect. required maintenance work means drivers will have to put up with a bit of traffic during the overnight hours. there will be one lane open at all timescaltrans will be conducting joint seal replacement work over the course of the next week and a half. both east and west bound lanes will be affected.there's only one lane starting at 9. and then an hour later another. then another hour the third. it's gradual. we dont close them all at once. commuters will get a break this week, with only monday and tuesday nights hindered. next week, expect to slow down even earlier on monday and tuesday night. lane closures

will start at 8 p-m. wednesday through friday lane closures will be back to 9pm and 4 in the morning ... just before rush hour morning commute. what people dont realize is that the bridge moves. there are joints between all the various segments. so it's almost like your knees and the joint seals are like the cartilage in your knees. and like everything else they get worn out and you have to replace them.caltrans spokeman bob haus says this is the most opportune time to conclude scheduled maintenance.we make sure that we don't have any large events in the city. if there is, we'll make sure to adjust the time so they start later. ( robin ) ( robin ) the "lombard street vision zero project" is also underway so you may want to give yourself some extra time. the project will help make the

corrider safer for pedestrians, drivers and those who take public transportation ... crews are making changes to crosswalks, improving visibility at intersections and adjusting the timing for traffic lights and pedestrian signals. the city will also tackle sewer and water mains by replacing and rehabbing them... the entire project will span across lombard street from- francisco street to van ness avenue, and the city expects to have it all done by june of 2020. ( robin ) there's a new initiative to help residents in oakland who may be on the verge of losing their homes. mayor libby schaaf announced the nine million dollar initiative called the "keep oakland housed" program. it will provide legal, financial, and supportive services to residents experiencing a housing crisis. mayor schaaf says "not one resident in oakland should live with the fear that they'll become homeless if they miss a rent check,". oakland residents who are in the midst of a housing crisis

and have a household income below 50 percent of the area median income are eligible for the program. ( robin ) beware of ticket scammers if you're headed to the warriors opening game today. this applies specifically to buying tickets from non-verified third parties... the warriors say last season... more than 800 fans were denied entry to oracle arena due to counterfeit tickets. the team says the only verified marketplace for all warriors ticket needs is the warriors wholesale marketplace. ( robin ) 4 your health... covered california open enrollment has kicked off and this year, it's being rebranded as the "sign-on period." individuals can purchase health insurance that will go into effect january first -- through december 15th. it's the first year that there is no tax penalty for opting to not have health insurance. that means consumers can expect premiums to go up about 9 percent this

year. the final deadline to enroll has also been cut short by two weeks.... it is now january 15th for coverage that would begin in february. ( robin ) san mateo county sheriff's office personnel will now carry narcan -- making them the latest bay area jurisdiction to deploy the anti-opioid overdose drug. the sheriff's office says all staff members have received training on the proper administration of the drug -- in order to assist not only the public, but themselves in case of exposure and overdose. ( robin ) new this morning.. the bongo exhibit at the sacramento zoo is closed after a calf, known as taylor swift, escaped over the weekend.the antelope was able to get close to visitors which prompted evacuations. the zoo says this is the first time an animal has ever escaped an enclosure. the director of animal care says the calf may have been startled by the high winds. it's likely she then jumped over a fence.

gets closer we're taking a look at a measure on the ballot that would boost funding for children's hospitals. but not everyone agrees with how the money would be distributed. capitol bureau reporter ashley zavala explains. ((pkg))proposition 4 would authorize $1.5 billion dollars in bonds to fund grants for construction, renovation, expansion and other upgrades to childrens hospitals. ((ann-louise kuhns -ceo california children's hospital association)) "the purpose of the infrastructure improvements is to make sure we can meet increased demands for our services and also because we face new seismic standards. we need to make are not only standig after an earthquake, but that they're standing after a major earthquake."72% of the funds would go to eight private, non- profit childrens hospitals across the state.. ((including two in the bay area)).. ((including valley children's hospital)) ((including five in southern california))18% would go toward children's hospitals in the university of california system... and the rest would be distributed to 150 other pediatric care facilities..(lwv)) "i think the question here is does the taxpayer need to fund this work, not whether or not the work is important."members of

the league of women voters say they support childrens hospitals but they oppose prop 4, taking issue with most of the money going toward private facilities..((melissa breach- league of women voters)) "the reality is each of these eight private hospitals each put in about $680,000, if this measure passes, they'll each get $198 for every dollar they invested, that is pay to play, and that is not how we want to fund things in california."but the childrens hospital association says the money is divided in the measure based on patient volumes..(kuhns) "it's not so much an issue of whether the hospitals are not for profit or public, but who are the patients being seen in those hospitals, and 2/3 of the patients we see are publicly financed by medical. the problem is it doesn't reimburse for infrastructure. that's why we periodically come back to the voters to say can you please help us with just a portion of infrastructure."if passed, supporters say chiildrens hospitals would start to see upgrades within the next year or two. scooters are officially back on san francisco streets. kron 4s haaziq madyun explains how they went from banned to back to back in business (pkg)electric scooters are back on the streets and sidewalks in san francisco. earlier this year the initial debut of motorized scooters hit a bump in the road after the city received multiple complaints about user behavior. that led to a temporary ban and a formal permit application process for e-scooter businesses. out of a field of twelve the sfmta selected two scooter companies...skip and scoot sot why skip & scoot?sot

what appears to be a blonde wig.this is the woman who police say is a botox bandit. yana pechenik/ my botox la:"it seems that she was a professional scam artist."yana pechenik works at my botox la in studio city. . and says on september 25th. . the woman entered thebusiness claiming her name was "emily ross." she also gave them a credit card.but during the woman's two-and-a-half hour appointment. . pechenik says there were several red flags. yana pechenik/ my botox la: "she talked about marketing. a lot about marketing, that she was a marketer and that she would market us. she was just extremely friendly and kind of in a hurry to leave." also unusual. . in each of these 'before' photos of the woman. . she kept her eyes closed.pechenik says the woman appeared to be missing some of her back teeth and had undergone several plastic surgeries.here's the woman right after she received the injections to her neck and face. . eyes opened.and when the time came for her to pay? you can see she did a strange turn around before claiming she left her wallet in the car

sent in a helicopter to make wate drops along the fire which stretched about a mile along the creek. by late afternooncrews made good slowing down no structures threatened. ( james ) south bound highway 101 is back open after being shut down for most of the day following a fatal crash yesterday. the collision happened just after 10:30 monday morning near brokaw road in san jose and involved a white dodge pick-up and a slow moving cal-trans truck. chp says it's preliminary investigation has concluded that the caltrans vehicle, known as a "shadow truck," was trailing a sweeping crew when the pickup slammed into the rear of the truck, killing the driver of the pickup.

27-year-old john cowell is expected to enter his plea this morning. cowell is charged with murder in the stabbing death of 18-year-old nia wilson at the macarthur bart station back in july. he is also charged with attempted murder for stabbing nia's sister...who survived. ( james ) san mateo police have arrested a man following reports of a residental break-in. monday night officers responded to the 16-hundred block of york avenue for the possible break in. when officers arrived on scene they noticed a man walking in and out of the home with a firearm. after making conact with the homeowner and the man... it was determined that the man 41-year-old stephen moon had permission to be in the home.. but was arrested for being a felon in possession of a firearm. ( james ) a sonoma county sheriff's canine made a felony arrest following a foot pursuit at the graton casino. deputies responded to reports of a stolen motorcycle in the parking lot of the casino. the motorcycle was reported stolen out of san francicso and was equipped with a stolen vehicle recovery system. deputies blocked off the exits and when the

suspect tried to drive away he crashed in shurbs nearby. 43-year-old timothy miller lost control of the bike and took off running. deputies chased after miller and deployed two-year-old mako. n mako bit miller's hand and pulled him to the ground where officers arrested him. miller was booked into the sonoma county jail. exhibit at the sacramento zoo is closed after a calf, known as taylor swift, escaped over the weekend. the antelope was able to get close to visitors which prompted evacuations. the zoo says this is the first time an animal has ever escaped an enclosure. the director of animal care says the calf may have been startled by the high winds. it's likely she then jumped over a fence. right now, the zoo is re-evaluating all exhibits with hooved animals.

center last weekend. the san joaquin county coroners office identifted the woman as 62-year-old nena mason of colorado. official at the parachute center say mason had a malfunction in her main parachute. they say by the time she could activate her reserve it was too low for it to open. mason was well known at the center.. she was there jumping with her husband. mason marks the 6th skydiver death at the lodi parachute center since the beginning of 2016. the lodi center is not certified by the united states parachute association... but legally it doesn't have to be. the f-a-a is investigating mason's chute and if it was packed correctly. ( darya ) police in san ramon need your help identifying an attempted robber. the san ramon police say this man responded to a craigslist ad for a rolex. but when the two met ---

( james ) fresno county police say a 16-year-old intervened when his father was abusing his mother. the teen ended up shooting and killing him. according deputies --- an argument between the boy's parents turned violent saturday afternoon. and they say the 54-year-old husband began choking his wife. that's when detectives believe the son approached his father with a gun --- and ended up shooting and killing him. the boy is being questioned at this time --- but has not been arrested and is not facing any charges. ( james ) a california woman died in a bus crash in lackawanna pennsylvania this weekend. authorities there say the bus went off the interstate and landed on its side in a ditch. 33-year-old rebecca blanco was killed. officials say the bus was carrying students from cornell university to new york

( james ) a woman in missouri was caught on camera physically blocking a black man from entering his own home. d'arreion toles was returning home from work when the woman who lives on the third floor of the aparments created a block. the woman asked the man questions about where he lived not trusting that he lived in the buidling. the woman then followed toles to the elevator until he walks into his apartment. toles said good night to the woman and told her his name.

gets closer we're taking a look at a measure on the ballot that would boost funding for children's hospitals.( darya ) but not everyone agrees with how the money would be distributed. kron 4's ashley zavala explains what the funds would be used for and which hospitals would benefit ((pkg))proposition 4 would authorize $1.5 billion dollars in bonds to fund grants for construction, renovation, expansion and other upgrades to childrens hospitals. prop six gathered in san francisco monday afternoon. prop six would repeal the 12 cent per gallon gas tax increase passed by the legislature last year. the group also brought with them a report detailing what they call waste fraud and abuse of gas tax funds by state and local agencies. ( james ) those who oppose prop six say repealing the gas tax would wipe out five billion dollars a year in funding...half of which goes to improving local streets and roads and the other half to fund a backlog of projects. ( james ) san francisco is trying to find poll workers to help out on election day. they would serve as clerks or inspectors... and will need to attend a one day training before election day. for the day of service, poll workers will receive a stipend ranging from 142-dollars to 195-dollars... depending on their tasks.

( james ) south bound highway 101 is back open after being shut down for most of the day following a fatal crash yesterday. the collision happened just after 10:30 monday morning near brokaw road in san jose and involved a white dodge pick-up and a slow moving cal-trans truck. chp says it's preliminary investigation has concluded that the caltrans vehicle, known as a "shadow truck," was trailing a sweeping crew when the pickup slammed into the rear of the truck, killing the driver of the pickup. the pick-up driver's dog died also died at the scene. the driver of the cal-trans truck was taken to the hospital but not seriously injured. chp says the driver of the pickup was not wearing a seatbelt. ( darya ) two men are now charged with murder following the death of a man in the mission district.the 25 year old man was found on the ground with gunshot wounds on 19th street and capp street. 20-year-old reno ramos and 27-year-old joe nunezdosangos

morning ... showing how much of a threat drones pose to planes. take a look ... a dramatic collision between a drone and the wing of a plane. researchers launched a drone at 238 miles per hour ... in a test designed to mimic a midair collision. last year a military helicopter smashed into a small quadcopter mid-air.the chopper's damage was minimal, and the drone was destroyed. but researchers say bigger aircraft doesn't mean they will fare any better in these types of crashes. researchers say as the popularity of drones grows, the chances of a catastrophic event will also increase. ( darya ) a big story this morning.. we now know the name of the skydiver who died at the sky-dive lodi parachute center last weekend. the san joaquin county coroners office identifted the woman as 62-year-old nena mason of colorado. official at the parachute center say mason had a malfunction in her main parachute. they say by the time she could activate her reserve it was too low for it to open. mason was well known at the center.. she was there jumping with her husband. mason marks the 6th skydiver death at the lodi parachute center since the beginning of 2016. the lodi center is not certified by the united states parachute association... but legally it doesn't have to be. the f-a-a is investigating mason's chute and if it was packed correctly.
