the narrative of the police that they put out at first blush because i always know it is written to justify the conduct that they have">not only does civil rights attorney john burris not accept the sheriff offices's account of what happened, he doesn't think a taser should have been used on okobi a man with a history of mental illnesssoton behalf of the okobi family burris is asking that all police video of the incident be released. the san mateo county district attorney's office is handling the investigation to determine whether the deputies in this case used excessive force. that investigation is ongoing. the san mateo coyunty sheriff's office is conducting its own internal affairs investigation of the incident (grant) a big story tonight... prosecutors have obtained a grand jury indictment... charging a man for the stabbing death of 18-year-old nia wilson on a bart platform. 27-year-old john lee cowell

appeared in court in oakland today. the indictment replaces a criminal complaint prosecutors filed earlier.. charging cowell with murder and attempted murder. he is also accused of stabbing and injuring nia wilson's older sister during the incident back in july. prosecutors say the indictment will get cowell to trial quicker. cowell could face the death penalty. (grant) in the east bay... it's anything but politics as usual in the school board race in fremont. and as kron four's rob fladeboe reports now, one candidate is speaking out about what she says amounts to hate speech directed at her campaign. fahria khan/candidate for school board "..and this one says, "force kids to believe your political agenda? unbelievable."fahria khan says there are people who do not want on her on the school board in fremont because she is a muslim.fahria khan "....it's absolutely anti muslim, they are very specific about targeting me because of my religion and because of my hijab or head scarf..."the only muslim among seven

candidates running for two seats on the board of trustees, khan has seen messages like this posted on her facebook page: ".....i am absolutely sure she will kick god out, have students face east and will convert them tomuslim, she is a disaster to the school system..."fahria khan '.....i was very alarmed at first because my number one priority is my family's safety but at the same time sometimes you have to stand up to injustice...."none of the posts constitute a direct threat so police are not involved. khan has deleted the posts but is hurt that this could be happening in one of the most diverse cities in the bay area.fahria khan "....i mean, 69 percent of the students in this school district are of asian or south asian dissent and we have a minority-majority population in fremont...."and it's not just the race for school board, a camapign sign of a city council candidate was defaced with a swastika. khan says some students are mimicing such behaviorfahria khan "....just this morning i heard from a parent who says that 4th, 5th and 6th graders are defacing campaign posters in the student council election....khan says candidates for public office oughtnto be role models. she is asking voters to consider her qualifications for the job rather than her religion. fahria khan "....this gives me some perspective into what some of the students are going through in our schools. there is a lot of cyber bullying going on and now i know exactly what that feels like

42 inches safety railing... outside the tiger enclosure... as ginger the tiger approaches the man changes his mind and returns to the proper side of the railing.sot he went into a very dangerous situation oakland zoo president joel parrott says the man jumped the railing sunday after dropping his sun glasses... tuesday afternoon kron 4 news spotted sun glasses in the area where the man was. but zoo officials say he should have contacted zoo staff and not tried to retrieve them himself, especially with 4 tigers on the other side of the 16 foot high chain link fence.sot joel parrott, oakland zoo president & ceothe reason we consider this a hazard is because they are predators and they will treat us as prey and come right down if the opportunity arises. there are no signs saying not to jump the railing and the zoo has no plans to add them. but they will redeploy staff to keep an eye on guests and be a deterant for bad behavior. sotwe will have our staff and volunteers out on the grounds alot more so they can keep an

oakland zoo - brings back some memories of a deadly ncident at the san francisco zoo. tatiana the tiger escaped her enclosure on christmas day in 2007 and killed a teenager, and injured two of the teen's freinds. a report concluded the tiger was likeley provoked -- the zoo enclosure was later remodeled. the zoo reached an out of court settlement with the victim's family. (vicki) happening now... p-g-&-e is working to restore power to all customers.. after it was shut off sunday night because of dangerous fire conditions. here's the latest update... right now-- 6-thousand-430 people remain in the dark in the north bay and sierra foothills. that includes just 120 in napa county. officials say thet expect all power to be restored by midnight.

kron 4's will tran spoke to a bakery owner in calistoga this morning... whose business was affected by the outages. during the power outage in calistoga.. restaurants had to find ways to save their inventory when the power came back on. the owner of the all seasons restaurant says they lost a lot of cakes when the power went out. the owners says they have an event booked tomorrow and they aren't sure if they can go. the restaurant is also worried about how often ... and how long they may have to deal with a next power outage. pg&e says it has restored power to around 40,000 customers ni the north bay and sierra foothills on monday. all remaining customers should have power restored today, the company said. officials have not released an expected time of restoration. safety inspections will be conducted today. power was shut off sunday night to nearly 59,000 customers as pg&e monitored weather conditions in the high risk fire areas. affected counties include napa, lake, el dorado, amador, and calaveras.

an east bay real estate company is capitalizing on bay area folks...fed up with the sky- high cost of living here... they want a fresh start beyond the bay, and in many cases... out of state. kron four's philippe djegal reports from san ramon where he sat down with the founder of "leaving-the-bay-area-dot- com." (vicki) (vicki) new tonight at 5... many of us use or have used uber or lyft to get around san francisco.(grant) and while convenient, a new study shows those drivers are actually creating more congestion. kron4's ryan o'donnell joins us with more on why. the study was done by the san francisco county transportation authority looking at data over a 6 year period. they took a look at resident and job growth... and the use of t-n-c's, or transportation network companies, like uber and lyft... and found, they play a major role in added traffic congestion. the study suggests more people are opting for

uber or lyft... instead of public transportation... which in turn, puts more vehicles on the roadways.when compared to employment and population growth, the transportation authority believes half of the congestion problems in san francisco are because of the added vehicles. looking at the numbers from a 6 year period... they found during peak driving times... people's speed getting in and out, and around the city, slowed down. in the a-m... people were going 26 percent slower. and in the p-m... it was 27 percent slower. in 2014, an estimated 190-million rides were provided by uber and lyft. less than 2 years later, that number jumped to more than two-billion. the biggest slow-down... in the financial district. this study wasn't done to eliminate uber or lyft... but to expose its impact to the transportation authority, in order to find the best ways to reduce congestion. uber responded to this study saying it doesn't consider spikes in tourism and freight deliveries. if you'd like

(grant) police in southern california are looking for the family of a baby... who was found abandoned in a walmart bathroom. he was found on the floor next to a toilet. reporter lisa sigell has the story. "i have 5 grandkids i can't imagine throwing a baby away." denise wallace couldn't hold back tears...after hearing a abandoned in the men's restroom at the walmart she shops at--on east carson street in lakewood.denise wallace / shopper: "heartbreaking feel like my eyes want to water up seriously it's emotional."now deputies need your help to find this man..not calling him a suspect but a person of interest in the case.they say after combing through hours and hours of store security video--and not seeing anyone carrying or holding a baby near the restroom.they believe the infant was possibly concealed in this mans backpack.lt. todd deeds / la sheriff's dept.:"the backpack appeared to be fall on the way in but on the way out and did not look the same way as it did."investigators say the child was left on a tile floor

in the restroom and found by a shopper about 11:45am last monday.they describe the baby as african american...between 12-15 months old...weighing about 20 lbs with black hair and brown eyes.they say while this man may have a perfectly good explanation...his behavior was very unusual."he did not have license plates on his car practice following from the front door as possible. he walked into walmart he walked directly to the men's bathroom he was there for a couple minutes then he left and when he walked to his car he walked at a fast pace." near the sears auto center at the shops at tanforan on sunday. officers say the man followed the woman from the san bruno bart station and pulled her to a dark corner of a parking lot. the woman was able to run away. the suspect was later identified as 20-year-old kevin ramos... and he is now facing several charges. a stretch limousine, and most of those safety requirements no longer apply.(vicki) washington correspondent morgan wright reports the safety of passengers in stretch limos is getting a closer look after the tragic limousine wreck in upstate new york that killed 20 people. in the wake of the deadly limousine accident in upstate new york friends and family mourn the 20 people who died in the crash. now authorities are examining what happened and how limousines are regulated. jason levine, with the center for auto safety says when the vehicles come off the assembly line, they are regulated - but once it's stretched, it doesn't have to meet the same standards... jason levine, executive dir. center for auto safety in fact there are no specific standards made just for that vehicle, it's a custom vehicle and that doesn't mean it's going to pass crash worthiness and insurers warn once you alter or stretch the original vehicle its structural integrity could changeraul arbelaez, vp vehicle research center, insurance institute for highway safetyááá when you start sectioning the vehicle,

might have just won the title of being the country's biggest disney fans... check out the trip they have planned for tomorrow...(vicki) heather and clark ensminger plan to visit six disney parks in one day. they will start at disney world in orlando florida... and have breakfast at disney's hollywood studios before walking over to epcot. from there, they will go to the magic kingdom for lunch. the marine mammal center in sausalito is responding to a bacteria infection outbreak. (grant) more than 200 sea lions have now tested positive this year. kron4's ryan o'donnell joins us with more on what the center is doing about it. this infection affects their kidneys and is now the second largest outbreak the marine mammal center has ever dealt with. so far, 220 sea lions have tested positive for 'leptospirosis'(l epto-spur-osis) this year. according to one of the doctor's to one of the according this year. according to one of the doctor's there... outbreaks of this potentially fatal infection, typically occur every four to five years, with the last one happening back in 2011, leading to nearly 200 sea lions needing care. we're told they're treated with anti-biotics and other supportive care, but even with that, roughly two-thirds of the infected sea lions don't survive. if you happen to see one that appears to be sick... the center asks you give them a call. with

this going on... the center is warning to keep a safe distance from sea lions... including dogs. they say at least 50 feet, because this bacteria can be passed-on to humans and dogs through contaminated water and soil. meet an ex-prisoner of war now living in the east bay... he tells kron four's philippe djegal... he often thinks about his time in the army.. milt feldman/nats- "the thing i'm proud of is the rifleman award. i have a purple heart and i have the bronze star." it's been more than 70 years since 94-year-old milt feldman was honorably discharged from the u-s army.milt feldman/us army veteran- "i got into the war late, but it was a very active time that i was there." and, his time as a 19-year- old infantryman in world war two... marching through the ardennes forest in europe before being captured by hitler's forces during the battle of the bulge... is still firmly etched into his mind.milt feldman/nats- "the telegrams are telling my family first of all that i was missing in action. secondly, that i was a prisoner. third, that i'd been liberated and the fourth one, that i was on my way home." feldman recently published a book about his stint in 1945 as a prisoner of war -- deep in german territory... titled "captured, frozen, starved -- and lucky... how a jewish american g-i survived a nazi stalag.milt feldman/us army veteran- "there were horror stories, there were funny

stories, all sorts of things. but in general, i was very, very lucky." his journey is also the focus of filmmaker eduardo montes-bradley's documentary "milt feldman -- a soldier's dream." it premiered in august at the stoneridge creek senior living community in pleasanton... where milt shares a villa with his 91-year-old second wife, renee bauer.renee bauer/nats- " haha, he's a wonderful man. i'm so lucky. he keeps saying he's so lucky, but i'm so lucky. (milt) we're both lucky." lucky, because after spending more than three o-w camp...and the other soliders captured in his unit escaped... nazi germany collapsed... and, when feldman returned to the states... he started his own firm and enjoyed a career as a certified public accountant before retiring nearly 20-years ago.milt feldman/us army veteran- "proud is not the word. i served, like most people, because i had to serve. but when i had to serve, i did. there were a lot of people who didn't and some of them for very good reasons. for medical reasons or other reasons. there were a good number that didn't have good reasons. and, uh, sometimes, i think they don't appreciate what they've gotten." now he's a great- grandfather and one of the many celebrated veterans who put it all on the line for his country... and, survived the struggle to tell his story. in pleasanton, philippe djegal, kron four news.

oakland zoo - brings back some memories of a deadly incident at the san francisco zoo. a tiger escaped its enclosure on christmas day in 2007 and killed a teenager, and injured two of the teen's freinds. a report concluded the tiger was likeley provoked -- the zoo enclosure was later remodeled. the zoo reached an out of court settlement with the victim's family. it as the sand palace... it rose to prominence after the house was shown standing high on stilts above the debris left in michael's wake. the owners say the house was built with hurricanes in mind. for instance-- hurricane michael made landfall packing maximum sustained winds of 155- miles per hour. the sand palace was built to withstand about 240 to 250 mile per hour winds. the bay area is no exception to people moving-in and people moving out. but a new study breaks down who's doing all the moving and why it matters. kron4's ryan o'donnell joins us with more on what was discovered. the study done by u-c berkeley and build-zoom... shows a lot of the direction has to do with income. about 40 percent of those moving out of the bay area... have household incomes below 50-thousand dollars a year. another quarter of those leaving, were making between 50 and 100-thousand a year. it also found, when they did leave... more than 55 percent of them stayed in california, moving to lower-cost, more affordable areas like the sacramento region, modesto or fresno. on the other hand... those in the higher-income level... tended

to leave california and go to places like seattle, washington d-c, and new york. only a-third moved to a different part of the state... most of the time going to los angeles or san diego. researchers also found people moving into the bay area tend to have a higher-income level compared to longtime residents or those looking to leave.. which partially explains why the housing market continues to rise. the study also addresses race and found a disproportionate amount of low-income blacks and hispanics moving out of the region, while asian and white people who moved out, skewed towards higher-incomes.
