investigating a police shooting in the area of aquatic park. early investigation has determined that a u-s park police officer was involved in the shooting. one person was transported to san francisco general hospital with life threatening injures. another person was detained. ( robin ) also breaking overnight... firefighters in antioch responded to a two-alarm fire at a k-f-c restaurant. the fire broke out around 12:45 this morning on mahogany way. there are no reports of any injuries but officials say it caused significant damamge to the building and is considered a "total loss." the cause of the fire is still under investigation. ( robin ) a big story we are following this morning... the man accused of killing nia wilson on a bart platform in oakland has been indicted on murder and attempted murder charges. kron 4's j-r stone has the details. friends and family members friends and family members told me tonight

that whatever the motive was they want justice and this appears to be a step in that direction. nia wilson was with her sisters when all of this happened in july. they had gotten onto a bart train in concord and then switched trains at the macarthur bart station in oakland. she was on that platform at the macarthur station when the attacker slashed her neck and then stabbed her sister letifah in the neck. the suspect john cowell is facing both murder and attempted murder charges. the indictment says that he intentionally killed nia wilson by means of lying in wait. it goes on to say that the attempted murder or letifah wilson was committed willfully, deliberately, and with premeditation. a cousin tells me, "my cousin is gone because of his bad actions he is a danger and does not need to be free. if he did it before he will do it again to anyone else. he should be away from society."

( robin ) prosecutors have said that they will seek the death penalty in the case. ( robin ) we have new video this morning showing the moments that led up to a deadly encounter between deputies and a man in millbrae. 36-year-old (shay-nay-do, akobi ) chinedu okobi died after being tazed during a struggle with san mateo county sheriff's deputies.. this is cellphone video of the october 3rd incident in millbrae. according to the san mateo county sheriff's office, deputies responded to the report of a man running in and out of traffic on 1300 block of el camino real. when a deputy made the initial

contact with okobi... police say he assaulted the deputy. ( robin ) attorneys for the okobi faily are asking police to release all of the video related to the incident. the san mateo county district attorney's office is handling the investigation to determine whether the deputies in this case used excessive force. ( robin ) happening today... in alameda county... sheriff's deputy james russel will make his first court appearance. russell is accused of illegally recording confidental conversations between juveniles in custody and their attorneys. russell could enter a plea this morning. the hearing is set for 9 a.m. ( robin ) also happening today... the man convicted of stabbing somebody at sonoma state university will be sentenced. the stabbing happened back in may. tyler bratton was convicted of involuntary manslaughter for the death of steven garcia.

bratton could be released from jail if the judge approves a plea deal that would sentence him to time already served. ( robin ) in the east bay... an update to the fire that burned an apartment building under consturction back in may. officials with the public works department say re-construction began on the five story complex. the construction site is on concord boulevard.. and residents in the area are being told that soon some roads may be closed to bring in heavy equipment. the fire caused 55-million dollars in damage. investigators say the fire was started intentionally. ( robin ) uber and lyft are being blamed for 50 percent of the traffic delays in san francisco. that's according to a new study conducted by the san francisco county transportation authority. kron 4's gabe slate explains which san francisco streets have the worst traffic. the study by the san francisco county transportation authority is titled tncs and congestion "tnc" stands for

store their belongings. according to the mayor... there are more than one- thousand people who are homeless in berkeley. many of whom have large possessions. ( robin ) there are 60 units available off center street. the mayor hopes to expand the program and add more lockers throughout the city. ( robin ) a visitor to the oakland zoo ended up on the wrong side of the safety railing outside the tiger enclosure after dropping his sunglasses.. as the tiger approaches... the man seems to change his mind and returns to the right side of the railing. zoo officials say that he should have contacted zoo staff and not tried to retrieve the sunglasses himself... especially with four tigers on the other side of the chain link fence. robin ) currently there are no signs saying not to jump the railing and the zoo has no plans to add them. but they say they will redeploy staff to keep an eye on guests and be a deterant for bad behavior. ( robin ) also in the east bay... a fremont woman running for a seat on the school board says she is getting hate messages posted on her facebook page. she tells kron four's rob fladeboe that she is being harassed because of her religion. fahria khan/candidate for school board "..and this one says, "force kids to believe your political agenda? unbelievable."fahria khan says there are people who do not want on her on the school board in fremont because she is a muslim.fahria khan "....it's absolutely anti muslim, they are very specific about targeting me because of my religion and because of my hijab or head scarf..."the only muslim among seven candidates running for two seats on the board of trustees, khan has seen messages like this posted on her facebook page: ".....i am absolutely sure she will

this mornng... the trump administration says it will soon require drug companies to disclose its prices in television commercials. the move is meant to help lower the price you pay at the

pharmacy. kron 4's mark meredith is in washington with a closer look. nat: "ask your doctor..."you see the commercials on t-v everyday... but the trump administration says drug ads, like these, don't include an important piece of information--the price of the prescription"you as a patient have a right to know what they're charging for that medicine, when they're advertising that product to you"alex azar is the secretary of health and human services. he wants to require drug makers to show the price of the drugs on the screen during the commercial...big enough that we can read it..."the regulation provides how big it has to be, it has to be legible, it can't just be buried in fine print.., "azar says h-h-s will gather feedback from the public, and drug companies, for the next 60 days.then it plans to establish the exact rules for how drug companies must explain their prices.america's drug industry is already pushing back.the pharamaceutica l research and manufacturers of america says in a statement quote..."list prices are not a

( robin ) in the north bay... c-h-p officers in sonoma county are searching for the driver who hit a bicyclist on highway one... and then took off. it happened just before noon tuesday. the rider was heading south on highway one when they were hit and thrown off their bike... their condition is unknown this morning. the truck is described as a dark-colored blue or black pickup with a

flatbed that was pulling a white trailer... the truck's broken passenger side mirror was found at the scene. ( robin ) for the first time in its 243 year history, a woman is leading the largest command in the u-s army. lieutenant general laura j. richardson is now commanding the united states army forces command... which is headquartered at fort bragg, north carolina. lieutenant general richardson has been with the u-s army since 1986. ( robin ) this morning on kron 4 we are highlighting the brave veterans who have fought for this country. you're about to meet an ex-prisoner of war now living in the east bay... he tells kron four's philippe djegal he thinks about his time in the army often. milt feldman/nats- "the thing i'm proud of is the rifleman award. i have a purple heart and i have the bronze star." it's been more than 70 years since 94-more than 70 years since 94-year-old milt feldman was honorably discharged from the u-s army.milt feldman/us

army veteran- "i got into the war late, but it was a very active time that i was there." and, his time as a 19-year- old infantryman in world war two... marching through the ardennes forest in europe before being captured by hitler's forces during the battle of the bulge... is still firmly etched into his mind.milt feldman/nats- "the telegrams are telling my family first of all that i was missing in action. secondly, that i was a prisoner. third, that i'd been liberated and the fourth one, that i was on my way home." feldman recently published a book about his stint in 1945 as a prisoner of war -- deep in german territory... titled "captured, frozen, starved -- and lucky... how a jewish american g-i survived a nazi stalag.milt feldman/us army veteran- "there were horror stories, there were funny stories, all sorts of things. but in general, i was very, very lucky." his journey is also the focus of filmmaker eduardo montes-bradley's documentary "milt feldman -- a soldier's dream." it

premiered dream." it premiered in august at the stoneridge creek senior living community in pleasanton... where milt shares a villa with his 91-year-old second wife, renee bauer.renee bauer/nats- " haha, he's a wonderful man. i'm so lucky. he keeps saying he's so lucky, but i'm so lucky. (milt) we're both lucky." lucky, because after spending more than three months in the p-o-w camp... milt says he and the other soliders captured in his unit escaped... nazi germany collapsed... and, when feldman returned to the states... he started his own firm and enjoyed a career as a certified public accountant before retiring nearly 20-years ago.milt feldman/us army veteran- "proud is not the word. i served, like most people, because i had to serve. but when i had to serve, i did. there were a lot of people who didn't and some of them for very good reasons. for medical reasons or other reasons. there were a good number that didn't have good reasons. and, uh, sometimes, i think they don't appreciate what they've gotten." now he's a great- grandfather and one of the many celebrated veterans who put it all on the line for his country... and, survived the struggle to tell his story. in pleasanton, philippe djegal, kron four news.

one man is riding his bike... doing a "wheelie across america." the journey started on octeober 12th in santa monica. he expects it to take hom 45 days to ride his bike 29-hundred miles on one wheel. he says it is a tough task that requires proper upper body strength, and an ability to deal with a sore back. he'll is encased in a square plexiglass trailer with no bottom to protect him from the wind. officer involved shooting between a u-s park police officer and another person near aquatic park.we do know one person was taken to the hospital with life threatening injuries and another has been detained.the shooting was reported at 9:31 last night at two marina boulevard - that's when san franciso police responded to the shots fired.when s-f-p-d arrived they found one person suffering from a gunshot wounds and another person who was detained on scene.police have not said if the shots fired was from the park police officer or the other person involved.we're hoping to get more information in the next hour.live in san francisco, sara stinson, kron four news.###

( darya ) also breaking overnight... firefighters in antioch responded to a two-alarm fire at a k-f-c restaurant. the fire broke out around 12:45 this morning on mahogany way. there are no reports of any injuries but officials say the building is considered a "total loss." the cause of the fire is still investigation. ( darya ) all power has been restored in the north bay and the sierra foothills. p-g-and-e alerted residents

just before 9 last night that they had restored all power. p-g-and-e crews spent monday and tuesday inspecting over 34-hundred miles of power lines. the process included helicopters and crews on the ground. multiple power lines had been compromised by the severe weather. crews have since repaired all power lines. ( james ) the man accused of killing 18-year-old nia wilson at an east bay bart station has been indicted. john cowell is facing both murder and attemped murder charges of nia wilson and her sister. the indictment says cowell intentionally killed wilson by means of lying in wait. it goes on to say that the attempted murder of letifah wilson was committed willfully.. deliberately and with premeditation. prosecutors say the indictment will move the trial quicker. tased during a struggle with san mateo sheriff deputies. now okobi's family is seeking answers to the circumstances that led up to his death. according to deputies... a man was running in and out of traffic on el camino real and when a deputy made contact with okobi he allegedly assaulted the deputy. civil rights attorney john burris says he does not accept the narrtive from the sheriff's office and says a taser should not have been used on a man with history of mental illness.

arson fire that burned an east bay apartment building under consturction back in may officials with the public works department say reconstruction began yesterday on the five story future apartment complex. the construction site is on concord boulevard and residents in the area are cautioned that soon some roads may be closed to bring in heavy equipment. the fire caused 55-million dollars in damage. officials blame arson for the fire. ( james ) in the east bay... contra costa county officals are taking steps to prevent sideshows from happening. officials have indentifed a popular sidehow spot at the intersection of alhambra valley road and bear creek road. officials are planning to install 100-speed bumps along the yellow center line. the hope is that sideshow participants won't want to drivfe over the bumps. but if the original speed bumps don't work... the county plans on installing bigger bumps. the entire pilot

program will cost about 50- thousand dollars. they hope to have the speed bumps installed in the next month. ( james ) in national news... officials have raised the death toll in the aftermath of hurricane michael. at least 29 people are dead across florida, georgia, north carolina and virginia. today residents of mexico beach will be allowed to return to see their homes. they won't be bale to stay long because there is an 8 p-m curfew.. but they will eb able to get the first look of their properties since the hurricane made landfall. across bay county more than 25- hundred homes have been damaged and at least 162 have been destroyed. ( james ) the owners of a florida house that made it through hurricane michael say the design saved their home. the three-story, four- bedroom vacation rental known as the sand palace is located in mexico beach. the

owners say the house was built with hurricanes in mind and went above and beyond code make it withstand about 240 to 250 miles per hour winds. but michael did not leave the house unscathed. its ground floor and the stairs up to the middle floor are gone. so are the windows in one of the bedrooms and all of the utilities need replacing.
