has denied a man's request to represent himself with a public defender at his side. convicted kidnapper matthew muller made the motion monday inside the solano county court house in vallejo. it comes after the former harvard law school graduate abandoned the idea of representing himself against the state charges. muller received a 40-year prison sentence for the 2015 kidnapping of denise huskins from her mare island home. vallejo police initially thought that huskins and her boyfriend made the whole thing up. that mistake that led to a civil claim costing vallejo tax payers over 2- million-dollars. . ( lydia ) this morning we're learning more about the case against a 90- year-old former catholic priest recently named as an accused child sex abuser in the south bay. hernan toro is now facing 6 counts of lewdness with a minor involving two victims. the charges against him stretch over a 5 year period. the case involves young

girls under the age of 14. one was only reportedly 5 years old when she says toro - a family friend - began to molest her. officials say he was permantly banned from ministry in 1990. (lydia) oakland's mayor will no longer allow the city's police department to ask job applicants if they've been sexually assaulted.... mayor libby schaaf's decision follows a story in the chronicle about the policy - which has apparently been in effect since at least 2011.. until now, if you wanted to apply at the oakland police department, you had to sign a waiver allowing background investigators to look at all criminal history information... that included whether you'd been sexually assaulted.. units will be displaced short to long term. an evacuation center was set up by the red cross at the hyatt regency. there is smoke water and fire damage on at least four floors the fire erupted on the 12th floor and spread upward to the 16th floor. the cause of the fire is under investigation. (lydia) in the south bay, police in sunnyvale are asking for the public's help identifying a hit and run driver who killed a bicyclist. it happened saturday afternoon near the intersection of central expressway and pajaro avenue.

investigators believe they have captured an image of the suspect vehicle on surveillance video. the car is described as a 2004-06 toyota sienna minivan, maroon or red in color with front windshield and front fender damage. (lydia) flowers have been left at the scene of the accident. the police department wants to remind drivers to give bicycles some space on the road. morning ... police in the north bay say they have used d-n-a to capture a rape suspect.( james ) as kron 4's j-r stone explains ... the rape involved a 14-year-old girl back in 2011. that is when she said the male came out of the creek and grabbed her and pulled her down into the creek and sexually assaulted her.sgt. jeff justice is describing what this man is accused of

doing back in 2011. that being 39 year old william deen brown. who is believed to have followed a 14 year old girl in the area near the rohnert park hooters on redwood drive. a location that was being built at the time. the teen knew she was being followed but at one point looked back and thought the man was gone. according to police she then turned around, came over this bridge above the hinebaugh creek, and was grabbed by a man who police say was brown. in this case the suspect in the case was arrested for a felony back in feb...dna sample taken....matched to 2011 case brown was arrested last brown was arrested last week at his current home in santa rosa. he has been a transient at times but it is unclear if he was living on the streets in 2011. others walking on the bridge monday say to this day they often see people in this creek area where the teen girl

was raped.i've seen guys hanging out there...homeless or transient? i think sobrown now faces multiple felony charges including both attempted rape and rape. police tell us that brown has admitted to being present in 2011 but wouldn't say if admitted to comitting the crime. either way...a dna match means he'll be behind bars for the forceable future. in rohnert park, j.r. stone kron 4 news. apartment building in oakland early this morning, according to fire officials. the fire that was first reported around 2:06 a.m. near the intersection of west grand avenue and filbert street emitted large embers for several minutes that required fire crews to extinguished several spot fires in the area of the blaze, according to deputy chief nick luby. around 90 firefighters are at the scene. around 2,000

customers near the fire are without power as a few transformers blew because of the blaze, ruby said. the fire is being deemed suspicious, according to ruby, but said investigators are in the early stages of the investigation.

(lydia) oakland's mayor will no longer allow the city's police department to ask job applicants if they've been sexually assaulted.... mayor libby schaaf's decision follows a story in the chronicle about the policy - which has apparently been in effect since at least 2011.. until now, if you wanted to apply at the oakland police department, you had to sign a waiver allowing background investigators to look at all criminal history information... that included whether you'd been sexually assaulted.. asked for a review of the department's recruitmentand hiring process... she says she wants to make sure there are no other barriers that mightdiscourage the hiring of 'women or minority applicants' mayor schaaf says sexual assault survivors have persevered through trauma...and calls their resilience something that's welcome in (lydia) in the east bay -- the public works department has to come up with a plan to better maintain the trees and plants growing inside the many traffic circles. this comes after a 2-million dollar plus settlement that the city made with a woman who was seriously hurt when she was struck in the crosswalk of stuart and ellsworth back in 2015. part of the agreement calls for the city to cut down most of the trees inside the traffic circles. but there was a lot of push back from the community. director says one idea is to set a schedule of neighborhood participation days that would allow volunteers to help maintain the foliage inside the traffic circles with public works personnel acting as traffic control.

( lydia ) take a look at this ... a massive fire broke out in a san francisco high rise building. it happened yesterday afternoon at the gateway high rise at davis and washington streets ... right near a safeway and starbucks. the fire was burning in hallways and apartments.

( james ) police in the north bay say they have used d-n-a to capture a rape suspect. 39-year-old william deen brown was arrested last week at his current home in santa rosa. he is accused of raping a 14- year-old girl back in 2011. the girl told investigators she was walking on a bridge above the hinebaugh creek when brown grabbed her, pulled her to the creek, and sexually assaulted her. its unclear if brown was living on the streets at the time of the crime. others walking on the bridge monday say they often see people in the creek

( james ) over the past few years ... suspicious fires have cost millions of dollars. catherine heenan breaks its all down for us. on june 14th, 2012, a planned 119=unit affordable housing project for seniors went up in flames near the west oakland bart station.the fire shut down the transbay tube for hours and caused a massive commuter backup. the site is now an empty lot.nearly two years later, san francisco's mission bay development was the scene of a spectacular blaze.the five alarm fire did an estimated 40=million dollars damage but the apartment coplex was rebuilt. this one was caused by overheated construction equipment.in 2016 a 105=unit apartment project in emeryville suffered heavy damage. ... the fire went to six alarms.a few months later,

(in the first case, the victim says the abuse started when toro was babysitting and according to the statement to the officer, quote, as time went on... his hand moved closer and closer up her tigh... she described his hand as being shaky and jumpy and assumed it was because he was old. the victim went on to tell the officer, taht quote the victim told me that she and the suspect agreed not to tell anyone. as for the second victim, a similiar haunting tale, the victim 2 told police that whilte toro was babysitting her.. the suspect started with is hand on her thigh and moved it upward. and that when asked how it made her feel, she said it made her feel uncomfortable... when confronted about these charges against a former priest, that worked in nearly a half a dozen churches... bishop mcgrath had this statment - quote, bishop mcgrath is saddened and infuriated that additional innocent children are the recent victims of horrific acts by hernan toro who was permanthly banned from
