a little more than 24 hours away --- more people in california are registered to vote than ever before. the secretary of state says 19- point-six million californians are registered. and across the nation -- early voters have been out in full force across the nation ahead of the midterm elections. they've surpassed numbers seen in 2014 in several states. one likely reason for the climbing numbers -- first-time voters. melisa raney has details.

long lines --- stretching down city blocks ---people around the country waiting hours to cast their ballot in the 2018 midterm election."every vote counts. if i didn't vote, it would be on my conscious." based on information provided by data company, catalist --- at least 12 states have already surpassed early voting numbers seen in 2014.in kansas and west virginia --- early voting has outpaced the 2016 presidential election.natsin georgia --- the race for governor has brought major star power to the peach state...and a record number of voters to the polls.more than double the amount - at the same point - in the last midterm election.one possible reason for the boost?first time voters...ryan balez, voter:"i think it's a time for us to really get our voice out there. something i don't think we did very effective in 2016." catalist found that of the states it analyzed --- first-time voters have cast five-percent or more of the early vote in 10 states.i'm melisa raney reporting.

democrat and former san francisco mayor... against republican businessman john cox. here's a look at where they stand on issues that have shaped the race -- starting with proposition 6 -- gov. jerry brown and lawmakers last year raised gas taxes by 12 cents to 41.7 cents per gallon and vehicle registration fees by $25 to $175 per year to pay for road repairs. cox is chairman of the group that collected signatures asking voters to repeal it. he has made rolling back the increases -- and requiring voter approval for any future hikes. newsom supports the gas tax increase, saying repeal would end critical road construction happening across the state and take away the jobs that accompany them. ( robin ) another ábigá issue -- bay area housing. newsom has pledged to build 3.5 million new housing units

by 2025. that's the number experts say is needed to catch up with current needs and keep pace with demand. critics say it's unrealistic in a state that has never built so many homes so fast. cox pledges to get rid of strict regulations that he says drive up the cost of construction and to reform the california environmental quality act that requires local governments to identify and mitigate environmental harms from construction projects. both candidates oppose proposition 10 -- a ballot measure that would pave the way for expanded rent control. ( robin ) an on immigration -- newsom advocates policies that help immigrants living illegally in california, including expanded public benefits and legal defenses against deportation. he also wants comprehensive immigration reform at the federal level and opposes building a wall on the u.s.-mexico border. cox supports building the border wall and calls for more

( robin ) a right-wing rally drew several supporters and opponents to the state capitol sunday. sacramento bureau reporter ashley zavala shows us the messages both sides want to send. try and get more people out to the polls. however -- asylum seekers already camping at u.s.-mexico border crossings- worry that the trump administration's response to the caravan of 4-thousand central americans and three smaller ones hundreds of miles behind it could leave them shut out. president trump last week threatened to detain asylum seekers in large tents and send as many as 15-thousand active-duty soldiers to the border. he's also spoken of closing the border. those tough words continued today at is rally in georgia. ( robin ) estimates put a cost of between 112 and 143 dollars per troop per day.. and

( robin ) we have new information on the officer involved shooting in danville. the contra costa county sheriff's office says one of its deputy's shot and killed .. 33-year old laud-emer ar-bo- leda from newark. the shooting happened near downtown danville saturday morning. it all started when a person reported a suspcious man was walking around several homes with bags in his hands and was circling a neighborhood in his car. when officers first approached arboleda about this, he allegedly drove off, leading officers on a short chase. the sheriff's office says, he ignored officers comands to stop and then drove towards officer allan hall. hall then feared for his life, and fired several shots. the deputy has been placed on paid leave during the ( robin ) in petaluma -

-police tased a man they say refused to cooperate with a police investigation and then attempted to barricade himself in his home when police tried to detain him. police say salomon huitron was accused of repeatedly harassing a neighbor and vandalizing the person's car since mid-october on rocca drive. police say they were called to the neighborhood again last night for a reported disturbance involving huitron. police tased huitron and then arrested him. he was booked in jail. ( robin ) and in san lorenzo -- firefighters battled a house fire sunday morning. the fire started outside the home around 9 a-m and spread inside. there were no reports of injuries, and the cause of the fire is under investigation. stinson has the latest details into the case from san jose. police say diana moreira was spending time with her one year old son alexander and 11 year old daughter priscilla during a child protective services supervised visit on friday around five in the afternoon at the park on king street in san jose.the social worker took priscilla to the bathroom and when they came out the mother and alexander were gone.the social worker began looking for the mother and son - but suddenly the daughter also disappeared. police responded and concluded both children went with their mother.the park is right next to several major interstates so they could be anywhere. moreira is described as

continuing to look at the issues you can expect to see on the ballot tomorrow. yesterday we set our clocks back an hour to end daylight saving time -for the year... but a measure on tuesday's ballot could lead the way for lawmakers to end that practice of falling back and springing forward for good. supporters of proposition seven say the seasonal time change is dated. a bay area assemblyman says the bi- annual changing of the clocks can be hazardous to the health and productivity of kids, workers and seniors. ( robin ) opponents of the measure raise concerns over students going to school in the dark during winter. a statement against prop 7 reads... "requiring days to start in the dark during winter is more than inconvenient- it's dangerous. it's dangerous for children heading to school or

waiting for the bus in the dark and for adults who have to start their commutes in darkness." if voters approve prop 7 and lawmakers come to an agreement... california would join hawaii and arizona as states that don't observe daylight savings. ( robin ) in tuesday's election, voters are also deciding whether to repeal a hike in the gasoline tax. one that helps pay to repair the states' roads and infrastructure. on saturday governor brown called on voters to reject proposition six. the measure would repeal a 12 cent per gallon gas tax hike and an increase in vehicle registration fees. the governor signed the increases into law -last year to fund five billion dollars a year for road and bridge repairs. the governor says prop six is dangerous and firefighters agree saying that pot-hole filled roads slow response times and put lives at risk.

( robin ) one woman has been arrested on suspicion of felony d-u-i after she was involved in two accidents within the span of minutes near discovery bay. 33-year-old meagan campbell faces felony charges after a motorcyclist suffered critical injuries and five passengers of a saturn sedan suffered injuries. the first accident was reported just after five last night on east bound highway 4 just east of the bryon highway intersection. campbell allegedy drove away from that accident heading east where about 5-hundred feet from the first accident ran into the

( robin ) southwest airlines is expanding its routes from mineta san jose international airport this week, with plans to offer up to 98 departures a day to more than two dozen destinations across the united states and mexico by the end of the month. the airline began nonstop service sunday between san jose and tucson, arizona, with itineraries available sundays and fridays. starting today southwest will increase from six to eight for the number of weekday roundtrip flights to and from portland, oregon. it also will begin offering an additional weekday roundtrip flight to and from orange county. at the rosie the riveter world war ii home front national historical park in richmond, where she shares her personal experiences regarding race and social change during world war ii years and beyond. a native of east oakland who now lives in richmond, soskin now shares with park visitors her experience as being a black woman living in a largely white america. as for glamour's honor, the magazine story about soskin says, "we all wish we could be that fully present in our lives, and it's something you soak up when you're around betty." ( robin ) legal pot use in california is now in its 11th- month, and some local farmers are looking to grow their income ... by planting marijuana next to their other crops. but in napa county, which is world famous for its wines, there is still a ban on commerical cultivation of marijuana. kron4's maureen kelly talked to the napa county farm bureau which has concerns about mixing the

crops. 46:15 there are grape growers in napa county who are interseted in growing cannabis drinkers know it's a bad idea to mix grapes with grain.....but what about grapes and grass?when it comes to farmers planting cannabis near vineyards ....it turns out there are concerns. 43:07 there are some people because it's illegal federal they take issue with it but for us it's something that needs to be studied because it is a crop and it grows in the ground and if napa county continues to go down the path of allowing commericialzation of cannabis then that's something we have to a positionbut it's not just that fact that marijuana is still considered illegal by the federal goverment..there are concerns that the plant could pollute the flavor of grapes.so cannabis taint is an issue if you are growing cannabis next to wine grapes we need to figure out when it reaches a high level of thc potency is there any kind of drift that occurs from cannabis to wine grapes where the wine grapes get affected by being grown so close to cannabis.on the flip

side.......there are also concerns that pot - could also be negitively affected if grown too close to grapes.the chemicals that you would use on wine grapes versus cannabis are very different and cannabis is a product that under california law would need to test clean and so we need to continue to look at is it feasible to plant cannabis next to wine grapes where in napa county would that be more permissable.those are questions that still need to continue to look at and answer. at this point the napa county farm bureau has yet to take a position on the issue.it's quite possible they will get that extra time to study the issue..on november 13th the napa county board of supervisors will consider extending their ban on commerical pot business... which includes farming.....anot her year.maureen kelly kron4 news. ( darya ) ( darya ) a big story this morning... the southern california teacher who was caught on camera punching a student in school has been identified. 64-year-old marston riley was arrested for allegedly punching a 14- year-old student who used racist insults and threw a basketball at him in a classroom. riley was taken into custody on suspicion of child abuse after the fight friday during a music class at maywood academy high school. police say the confrontation began after the teacher asked the boy to leave because he wasn't wearing a proper uniform. cellphone video shows the boy cursing at the teacher, getting in his face, and shouting at him

( darya ) a record number of voters are expected to turnout to the polls tomorrow for election day. 19 point six million californians are now registered to vote....that number is higher than previous elections. the secretary of state says its an increase of more than one-point-8 million voters compared to the gubernatorial election in 20- 14. the increase also means 78-percent of people who live in the state are registered. that's the highest since 19-50. this could also translate to longer lines at the polls tomorrow... so plan accordingly. local election headquarters. and the debate over how to deal with san francisco's homeless problem is on the ballot. voters will have to decide on prop c.( james ) kron 4's charles clifford spoke to supporters and oppoennets of the plan. prop c would, among other things, impose a tax on san francisco businesses that gross over 50 million dollars a year. if passed , supporters say the tax would raise between 250-300 million dollars to be used to provide housing, mental health services, and other programs for the city's homeless population.prop c's biggest supporter is salesforce ceo, and billionaire, mark benioff. he has said that san francisco's richest residents and companies need to step up to address homelessnes in the city. the is was benioff a few week ago at the opening of the salesforce tower.sotwe are going to raise 200 million dollars to get while

( james ) a vigil was held at florida state university for the victims of a yoga studio shooting in tallahassee. 61-year-old f-s-u faculty member nancy van vessem and 21-year-old f-s-u student maura binkley were killed in the attack on friday. here is video from the vigil which was held last night. several others were injured in friday's attack ... and the shooter died from a self- inflicted gunshot wound. the f-s-u president said the shooting was a "senseless and violent" act.the motive for the shooting is under investigation. "the rents and mortgages are just too. darn. high." the price of rent could soon be in the control of local governments if proposition 10 passes. the measure repeals the costa hawkins rental housing act... which prohibits rent control on single family homes... and only allows rent control for buildings built before 1995. (eric heins- california teacher's association) "i have lived in a rent control apartment as a teacher in san francisco..and if it wasn't for that, i wouldn't have had a home there.." eric heins is an elementary school teacher and president of the california teacher's association.. he says rising rents often force workers to move far away from their jobs."it's forcing out families and forcing working folks out of their homes and it's because of predatory landlords wanting to raise profits because they've been able to." the coalition of affordable housing along with some landlors worry that rent control could lower property values.(patrick sabelhaus - coalition of affordable housing) "we think the ballot measure is terribly flawed, poorly written and it won't do anything about the

supply and demand problem." opponents also argue ths measure will slow down construction of new homes. "again, we have empathy for the problems those people are facing but we think prop 10 is not a solution, we think it's just going to make the problem worse." ( darya )( darya ) ( darya ) a record number of voters are expected to turnout to the polls tomorrow for election day. 19 point six million californians are now registered to vote....that number is higher than previous elections. the secretary of state says its an increase of more than one-point-8 million voters compared to the gubernatorial election in 20- 14. the increase also means 78-percent of people who live in the state are registered. that's the

highest since 19-50. this could also translate to longer lines at the polls tomorrow... so plan accordingly. ( darya ) just ahead of election day, a right-wing rally got together at the state capitol ... to endorse conservative candidates ... and have people vote republican. the "turn california red" rally drew several supporters and opponents ... and after multiple verbal altercations ... police were called in to further separate the groups. < "when people come to throw a rally in my community, and our community and their beliefs include threatening people of color, trans or gay people, that is violence, and for the community to stand up to that. there's nothing violent or wrong about that, it's required." >( darya ) despite their disagreement on the issues, members of both groups urge voters to let their voices be heard tomorrow. ( darya ) with the end of daylight saving time .... drowsy driving prevention week kicks off today. the california highway patrol wants to remind drivers of the dangers of tired driving. as part of the effort, caltrans will use their electronic message signs along highways to raise awareness. to avoid drowsy driving, the chp suggests tips such as getting at least seven hours of sleep a day; sticking to a sleep schedule; and avoiding schedule; and avoiding alcohol or medication that can cause drowsiness. overcrowding in san francisco is being slammed by the head of the san francisco public defenders office. the proposal calls for moving some inmates from san francisco to the alameda county jail. kron 4's ella sogomonian has the story. in san francisco the work group to reenvision the jail project presented more ideas to reduce the population of about 1200 people in san francisco county jail 4 on october 24th....one of which was to move them to a jail in alameda county.although it wasn't a formal proposal san francisco public defender jeff adachi wrote an open letter in response to mayor london breed sharing his vehement disapproval.sot: jeff adachi, san francisco public defender// right now in san francisco we have a jail in san bruno and to have another jail 30 miles in the other

( james )now to southern california ... where loyal customers of a dougnut shop in seal beach are helping out the owner in a unique and special way.( james ) customers at donut city have been buying all of the treats every day since learning that the owner's wife suffered from a brain aneursym. john chan and his wife stella used to sell doughnuts every day for nearly 30 years out of their store. that changed when she was placed in a nursing home. but after hearing about her illness, business picked up at the store and doughnuts began selling at a much faster pace. customers say they wanted to help chan close early so he could go visit his wife.
