( marty ) day two of the partial government shutdown. and it's likely that the shutdown will last past christmas. as lawmakers have gone home for the holiday without reaching common ground. the main issue continues to be how or whether to fund a

border wall. in the bay area, some services are closed. and federal workers are not being paid. kim hutcherson has the latest. sen. chuck schumer (d) ny: "president trump, if you want to open the government, you must abandon the wall - plain and simple."a stalemate on capitol hill --lawmakers convened on saturday ... hoping to work out an end to the partial government shutdown.sen. mitch mcconnell (r) ky: "60 votes in the senate, majority in the house, and president trump's signature. that's what's needed. that's what will end this regrettable episode" roughly a quarter of the federal government shut down at midnight on friday -- forcing the departments of homeland security, justice, housing and urban development ... as well as other government agencies to close.

( marty ) two plumbers were rescued after they lost consciousness while working at s-f-o. kron 4's dan thorn reports -- the plumbers became unconscious because of fumes from a cutting tool. several emergency crews on hand to help rescue a plumber underground at the gate gourmet building at sfo.the initial report said there was a ruptured c02 tank and a plumber needed to be rescued.. airport duty manager russell

mackey says while working under the building two plumbers became unconscious because of fumes from a concr ete cutting device not a ruptured tank.. sot: one plumber was able to drag his co worker a short distance before he himself felt that he was becoming too dizzy to continue he did make it out and called for help..several fire trucks, a hazmat team and police responded to the scene.. crews were able to get under the building but could not find the second plumber..this began a two hour search through what has been described by airport officials as a maze of tunnels...sot: when they were able to locate the second plumber he was moving towards them mackey says the plumber was crawling...he was then taken to a local hospital for treatment... ( marty ) that was dan thorn reporting. we do not know the extent of the injuries of the rescued plumbers. and airport officials say no flights were affected or delayed. ( marty ) coming up on the

online. officers say a tip led them to 36-year-old christopher rosen from petaluma. they say they found a stolen assault rifle, two other loaded guns and three pounds of marijuana in his home. four people at the house were also arrested. police also found a loaded assault rifle stolen from a home in cloverdale. ( marty ) the monterey bay aquarium is apologizing after it tweeted what is not the most flattering picture of one it's resident otters named abby. in the tweet the aquarium wrote: "abby is a thicc girl what an absolute unit she c h o n k" but the fat shaming wasn't what really irked the twittersphere

--it was how the aquarium went about calling abby full figured. people online took issue with the aquarium using african american vernacular to describe abby as thick and some even went as far as to say the tweet compared black women to animals. the aquarium issued a four-part apology on twitter. and, in case you were wondering, abby is not considered overweight-- she is a healthy 46 pounds. ( marty ) a sea lion pup found at the oakland airport is expected to make a full recovery before he is released into the wild. here is video of when alameda county sheriff's deputies tried to coax the 40 pound pup away from danger. the marine mammal center is now taking care of the baby sea lion and have named him "cruzin". veternarians did a number of tests and found he is dehydrated and under-fed. they beleive he was seperated from his mother too soon and isn't able to fend for him self yet. consciousness while working at s-f-o. kron 4's dan thorn reports -- the plumbers became unconscious because of fumes from a cutting tool. several emergency crews on hand to help rescue a plumber underground at the gate gourmet building at sfo.the initial report said there was a ruptured c02 tank and a plumber needed to be rescued.. airport duty manager russell mackey says while working under the building two plumbers became unconscious because of fumes from a concr ete cutting device not a ruptured tank.. sot: one plumber was able to drag his co worker a short distance before he himself felt that he was becoming too dizzy to continue he did make it out and called for help..several fire trucks, a hazmat team and police responded to the scene.. crews were able to get under the building but could not find the second plumber..this began a two hour search through what has been described by airport officials as a maze of tunnels...sot: when they were able to locate the second plumber he was

moving towards them mackey says the plumber was crawling...he was then taken to a local hospital for treatment... ( marty ) in the north bay, police have arrested a man suspected of selling guns online. officers say a tip led them to 36-year-old christopher rosen from petaluma. they say they found a stolen assault rifle, two other loaded guns and three pounds of marijuana in his home. four people at the house were also arrested. police also found a loaded assault rifle stolen from a home in cloverdale. ( marty ) p-g and e is the lead suspect in the cause of the camp fire --- which is the deadlist fire in california history. drew griffin looks at why the utility is under

after fire that investigators found were caused by a power company failing to follow state regulations to trim trees or maintain equipment. john fiske:"you see a pattern and practice that pg&e is not willing to step up to the plate and do what it needs to do to prevent these utility caused wildfires."attorney john fiske has built a practice suing power companies and specifically p-g-and-e for causing fires that are destroying californians' lives. he's doing it he says because the state of california won't. john fiske:"and if you had a company that was out in the atlantic and it kept starting hurricanes and the government just kind of continued to let it start hurricanes again you'd consider that behavior to be almost sociopathic because people's lives are absolutely devastated." p-g-and-e was convicted of six felonies because of a gas pipeline explosion in 2010.

just last month, the president of california's public utilities commission announced a new review of p-g-and-e, telling the wall street journal he was very concerned they, p-g-and-e, still don't have accountability in place. drew griffin:"is pg&e getting the message do you think? are any of the power companies getting the message to change behavior so we don't have their particular fire starting.?"james engel:"i think you're going to have to ask them."we tried but the company declined and instead sent a lengthy statement saying it expanded its community wildfire safety program,improving real-time monitoring, enhancing vegetation management efforts, conducting accelerated safety inspections,installing stronger and more resilient poles.critics point to the way p-g-and-e has spent its money, awarding its c-e-o salary and stock worth eight-point-five million dollars in 2017,and spending another eight million

were rescued after they lost consciousness while working at s-f-o. kron 4's dan thorn reports -- the plumbers became unconscious because of fumes from a cutting tool. several emergency crews on hand to help rescue a plumber underground at the gate gourmet building at sfo.the initial report said there was a ruptured c02 tank and a plumber needed to be rescued.. airport duty manager russell mackey says while working under the building two plumbers became unconscious because of fumes from a concr ete cutting device not a ruptured tank.. sot: one plumber was able to drag his co worker a short distance before he himself felt that he was becoming too dizzy to continue he did make it out and called for help..several fire trucks, a hazmat team and police responded to the scene..

crews were able to get under the building but could not find the second plumber..this began a two hour search through what has been described by airport officials as a maze of tunnels...sot: when they were able to locate the second ( marty ) that was dan thorn reporting. we do not know the extent of the injuries of the rescued plumbers. and airport officials say no flights were affected or delayed. injured after a tsunami in indonesia. that's according to officials there. over 5-hundred homes and 9 hotels have also been damaged. indonesia's weather agency says the tsunami "possibly resulted from an underwater volcanic erruption. ( marty ) in the north bay, police have arrested a man suspected of selling guns online. officers say a tip led them to 36-year-old christopher rosen from petaluma. they say they found a stolen assault rifle, two other loaded guns and three pounds of marijuana in his home. four people at the house were also arrested. police also found a loaded assault rifle stolen from a home in cloverdale. ( marty ) p-g and e is the lead suspect in the cause of the camp fire --- which is the deadlist fire in california history. drew griffin looks at why the utility is under close scrutiny for it's possible role in the camp fire and other fires across the northern california in recent years. norma quintana:"this area was my studio with big windows."

this is all norma quintana has left at the home she lived in for 30 years.a macabre reminder of the day her physical world turned to ashes. norma quintana:"the fire was behind us."she and her family had five minutes to escape the atlas fire in the fall of 2017. when they returned it was all gone.norma quintana:"i couldn't negotiate the loss. i couldn't negotiate the loss of a home. couldn't."across northern california, the fires in october of 2017 fueled by high winds and drought would kill 44, burn 89-hundred homes and other buildings.as the burning ended, the burning question began.how did this happen?james engel:"we had a number of fires that were the result of some some type of ignition from powerlines."cal fire investigators concluded that 17 of the 18 fires in october of 2017 were caused by equipment from pacific gas and electric, the multi-billion dollar power company.in 11 of those fires, investigators

found evidence p-g-and-e violated state law.james engel oversees fire investigations for cal fire.drew griffin:"is pg&e doing enough in your mind?"james engel:"well that's not my call to make. to win ... in the case of those particular fires, they were referred to the district attorney. if there is violation of the law.it's actually been going on now for years.19-94, 99, 2004.the whiskey fire in 2008.the deadly butte fire in 2015.fire after fire that investigators found were caused by a power company failing to follow state regulations to trim trees or maintain equipment. john fiske:"you see a pattern and practice that pg&e is not willing to step up to the plate and do what it needs to do to prevent these utility caused wildfires."attorney john fiske has built a practice suing power companies and specifically p-g-and-e for causing fires that are destroying californians' lives. he's doing it he says because the state of california won't. john fiske:"and if you had a company that was out in the atlantic and it kept starting

hurricanes and the government just kind of continued to let it start hurricanes again you'd consider that behavior to be almost sociopathic because people's lives are absolutely devastated." p-g-and-e was convicted of six felonies because of a gas pipeline explosion in 2010. just last month, the president of california's public utilities commission announced a new review of p-g-and-e, telling the wall street journal he was very concerned they, p-g-and-e, still don't have accountability in place. drew griffin:"is pg&e getting the message do you think? are any of the power companies getting the message to change behavior so we don't have their particular fire starting.?"james engel:"i think you're going to have to ask them."we tried but the company declined and instead sent a lengthy statement saying it expanded its community wildfire safety program,improving real-time monitoring, enhancing vegetation management efforts, conducting accelerated safety inspections,installing stronger and more resilient

poles.critics point to the way p-g-and-e has spent its money, awarding its c-e-o salary and stock worth eight-point-five million dollars in 2017,and spending another eight million dollars lobbying lawmakers in sacramento to get a law passed that allows p-g-and-e to pass some of the cost of the fires onto customers.now p-g-and-e is dealing with this.last month's camp fire in northern california killed 86 and destroyed the town of paradise. equipment from p-g-and-e is being investigated as a possible cause.attorney john fiske says it has to stop.john fiske:"you know in these wildfires oftentimes the most vulnerable members of our community are affected because they're immobile and they cannot get out. that's how devastating these wildfires are. that's why it's so important that these companies change their practices. it's a matter of life and death." -----tag----c-n-n specifically asked p-g and e about the state investigative found the company law in 11 of those deadly fires last year...the coany would only say it is looking forward to reviewing those reports.are reviewing them too, and deciding if they will again criminal charges against the massive power company.in the meantime thousands of homeowners are suing pg&e. investigation found p-g-&e violated state law in eleven deadly fires last year. prosecutors are reviewing the report ... to see if they will again pursue criminal charges against the utility. ( marty ) a northern california family will be calling southern california home for awhile...thanks to the generosity of complete strangers. mike and ruth zangara have a home in riverside county, but spend most of their time in a downtown los angeles apartment so they can be closer to work. the zangaras posted an offer on facebook to lend their home to a family in need -- more than one-thousand families applied. daniel and autumn salazar along with their two children were chosen to move into the home. the

salazars only had time to grab a few belongings from their paradise home and escape the flams of the camp fire. they lost almost everything ... including daniel's grandparents. ( marty ) now that the salazars have moved in, they will be able to stay in the property rent-free for one year -- they only have to pay for utilities. ( marty ) it will be quite some time before things are back to normal in paradise. but the town is trying to get in the holiday spirit. reporter jessica mench went to the opening of the town ice rink. there's a sweet legend about this town: on a blazing summer day in the 1850s, a lumber mill crew with a wagon and ox took a break under a grove of tall evergreens. the air was cool, the pine needles fragrant."boys," said the team boss, "this is paradise."thus, more than 170 years ago, paradise was born. from the

( marty ) a sea lion pup found at the oakland airport is expected to make a full recovery before he is released into the wild. here is video of alameda county sheriff's deputies trying to coax the 40 pound pup away from danger. the marine mammal center is now taking care of the baby sea lion and have named him "cruzin". veternarians did a number of tests and found he is dehydrated and under-fed. they beleive he was seperated from his mother too soon and isn't able to fend for him self yet. ( marty ) in the new year.... california is getting a whole slew of new laws.kron 4's catherine heenan explains how they might affect you. arf arfstarting january first, all pet stores will be barred from reselling dogs, cats and rabbits from breeders.assembly bill 485 is designed to crack down on abusive puppy mills. stores can still sell animals
