( sara ) happening today... teachers in oakland will vote on a tentative agreement that would end their seven-day strike. if teachers approve the contract, they will return to class on tomorrow. the district and the union both announced the tentative agreement friday afternoon which includes an 11-percent salary increase plus a one time 3 percent bonus for educators. "community and labor.">( sara ) oakland educators have been working without a

contract since 20-17, according to the union, the starting salary of an oakland teacher is 46-thousand-dollars, higher, livable wages, smaller classroom sizes and more resources were the top reasons for the strike. ( sara ) a big story out of sacramento this morning... the county district attorney will not charge the officers involved in the shooting death of stephon clark last march. the officers fired 20 rounds, hitting clark at least seven times. the d-a believes they had reason for claiming self defense.( sara ) sacramento bureau reporter ashley zavala was there when the d-a made the announcement.. . and explains what led to the d-a's decision and how the family is reacting. ((anne marie schubert- sacramento district attorney)) "as a result we will not charge these officers with any criminal liability."saying it outloud for the first time....sacramento county district attorney concluding the case of the officers who killed stephon clark.after a year long investigation... district attorney anne marie schubert said the night he

from the boyfriend of the 22-year-old woman who died in a landslide at san francisco's fort funston. kyra sunshine scarlet's body was never recovered. the national park service announced friday that they are done searching and that her body was likely swept out to sea by the high tide. kron4's j-r stone spoke to scarlet's boyfriend shawn gan who says explains how difficult this all has been. sotshawn gan is talking about his former girlfriend 22 year old kyra sunshine scarlet who was buried in a landslide at san francisco's fort funston beach more than a week ago.sot gan says that kyra, her friend, and her dog were trying to avoid the high tide when the landslide occured. the two and the dog were trapped in the mud. kyra's

a suspect insi a home was involved in a stand-off with police that lasted for five hours... people living in the neighborhood were told to stay inside their homes as officers tried to talk to the suspect. kron 4's gayle ong has more. . just before 11 saturday morning,central marin police responded to reports of shots fired in a house on grove hill avenue south in san anselmo.. police say another person in the house - fled the home - uninjured..and met with officersresidents in the area had to shelter in place..and was later evacuated..as multiple law enforcement agencies rushed to the scene ..

officers say they were responding to a separate incident when they noticed bite marks on his hands consistent with what the victim told police...she said she bit him in an effort to get away. police say they also found the clothes the victim told police he was wearing. the victim was treated for serious injuries to her face, but is expected to be ok. ( sara ) a woman is dead after police say she lost control of her car and crashed on highway 101. it happened saturday afternoon just south of the central san rafael exit. police say she lost control and drifted into the center divider...and then back across all northbound lanes before hitting a guard rail. the woman, who has not been identified, was taken to a hospital where she died. police belive rain may be a factor in the crash. a passenger suffered non-life threatening injuries. ( sara ) protests broke out in sacramento after learning the two police officers who shot and killed stephon clark would not be criminally charged. the 22-year-old clark was shot and killed in his grandmother's backyard in march of last year. the sacramento police were responding to a 9-1-1 call about a man breaking car windowns. two officers said they thought clark had a gun before firing 20 times and killing him. but no gun was ever found. the only thing clark had on him was a cellphone. after a nearly year-long investigation... the sarcramento d-a announced saturday those two officers would not face any criminal charges. ( sara ) stephon clark's family was at that announcement and spoke shortly after. karma dickerson spoke with them about how they are handling the news and the new bill they want to pass. sacramento -- district attorney anne marie schubert announced saturday that the officers who killed stephon clark will not face criminal charges.for nearly 80 minutes, schubert discussed the moments

immediately before, during and after clark's death.the district attorney's office released its findings on its website. click here to view the report.schubert said her office's job was to find whether a crime had been committed by the two officers. "the answer to that question is no and as a result we will not charge these officers with any criminal liability related to the shooting death and the use of force against stephon clark," she said.investigators say forensic evidence linked clark to three broken car windows, but he did not take anything. police officers were in clark's neighborhood investigating the broken windows.officers terrence mercadal and jared robinet went to several backyards in the area looking for the suspect, who schubert said later said turned out to be clark.video from a sacramento county sheriff's department helicopter shows clark hopping a fence into what would later be revealed to be his grandmother's backyard, where clark was ultimately killed. schubert says both officers told investigators that they saw clark take an "aggressive stance" and a bright light flash, which they believed was a muzzle flash from a gun. clark was advancing toward officers when he was shot, schubert said."the total amount was about 30 feet in distance initially, and he advanced 15 feet," schubert said.clark was in fact unarmed, holding only a cellphone.a toxicology report revealed that at the time of his death, clark has a mixture of drugs and alcohol in his system. schubert said this, along with evidence found on his phone, is indicative of his fragile emotional state.

two days before the shooting, there was a reported domestic incident between clark and his girlfriend, who is the mother of his two children. schubert says when clark's girlfriend told him she would report him to the police, he began to research ways to commit suicide."he searches over two dozen websites about how one can commit suicide and the focus is how one can do it by ingestion," schubert said. schubert did not say if she felt clark was seeking death by officer.activists and clark's own family criticized schubert for including that information in her report, saying his character was assassinated nearly a year after his death.investigators did not look at the officers' phones as they did clark's, schubert said.clark's death nearly a year ago led to weeks of protests in sacramento. ( sara ) that was karma dickerson reporting. governor gavin newsom released a statement following the sacramento police departments announcement. "our hearts continue to ache for the loss of stephon clark and the circumstances that led to his death. this must be a time for change. we need systemic reforms that reduce inequities, increase community confidence in our criminal justice system, and that reinforce the sanctity of human life...""...we need to bolster proven community

policing programs and expand other programs that help strengthen bonds between law enforcement and the communities they serve..." "...but most of all, we need to acknowledge the hard truth -- our criminal justice system treats young black and latino men and woman differently than their white counterparts. that must change." ( sara ) the west bound lanes of highway- 37 are back open. caltrans closed part of the highway because of flooding earlier this week. the westbound side between atherton and 101 in novato... reopened just before 2:30 yesterday afternoon. the east bound side was also closed for a short time after heavy rain flooded the nearby novato creek. caltrans officials say if the bay area experiences another round of sustained heavy rain and flooding, the highway may have to be closed again. ( sara ) some residents in

guerneville are back home this morning after evacuation orders were lifted friday following devastating flooding. families in the tight-nit community are still assessing the damage. kron four's philippe djegal has the story. (philippe)lauren cabitac/nats- "here's the waterline. so, this is the highest point it got here." lauren cabitac and her husband walter, rode the storms out in their home along highway 116... watching the russian river rising and eventually stream into their house. the damage is significant. the lower part of the home will have to be completed remodled. the house, like so many others in guerneville also yellow-tagged. the home won't really be considered safe until the sheetrock downstairs is removed... and, the electrical panel submerged in flood waters drys out.lauren cabitac/homeowner- "i don't really know, but i bet there's probably at least 50 or 60-thousand in damage." so far, the county has assessed the damage up here at 155-million dollars.

impacting 19-hundred homes -- most of them severely damaged... and, 578 businesses.nats- "can we give you a cleaning kit today? oh my god, that would be so awesome. excellent -- i'll pass that through." throughout the day, the american red cross passing out cleaning kits... including bleach and gloves, to neighbors like the cabitac's disinfecting their homes. the county also making large garbage bins available to people needing a place to throw away destroyed furniture and other trash. piles of debris lined up along the highway, becoming an all too familiar sight. and, the oddity of people having to powerwash the interiors of their space.lauren cabitac/homeowner- "it's the price you pay for living in paradise, and we appreciated everyday." the cabitac's also appreciate the love and support they've received from friends and family... keeping them company during the beginning stages of what may be a long journey back to square one. in guerneville, philippe djegal, kron four news. ( sara ) this morning we are getting an in depth look at a mesaure in the sierra that's banning most vacation home rentals in south lake tahoe. residents who voted yes... say visitors have been causing problems with noise, parking and trash in neighborhoods. but as kron 4's gayle ong reports, the people against the measure say it will be terrible for the tourism industry.

from the skiing..to the lake..beach, and trails..south lake tahoe..just a 3 hour drive from san francisco,where many bay area residents trade city life..for mountain life.. when it comes to how people vacation,these property managers say vacation rentals are on the rise,it's a chance for visitors to live like the locals..but soon...certain vacations will violate city law.south lake tahoe voters passed measure t. an ordinance to eliminate most vacation home rentals in residential neighborhoods..it passed by a mere 58 votes.city

manager frank rush:a lawsuit has been filed by property owners who are trying to stop the measure..rush tells me the city and plaintiffs have agreed on a limited injunction:maximum occupancy limits.. right now, there are 14- hundred vacation home rentals in residential areas..the city is not issuing any new residential v-h-r permits, existing permits would phase out until now and 20-21.over the last ten years, joshua priou (pree-you) has been talking to city council to stop a ballot like measure t.. priou manages properties around the lake from the northshore and southshore in california and nevada,but the majority of his rentals are within south lake tahoe -

where measure t is.. // "we're talking about thousands of thousands of people traveling here, spending money in our restaurants, renting skis, boats, everything you can possibly imagine, just retail alone.">for priou, it's beyond the tourism industry..it's the company he helped build.. even though the ban will take place in two years..other businesses are concerned of what's to come. stu roberson owns r-n-r vacation rentals, a company exclusively in south lake tahoe.

( sara ) protests broke out in sacramento after learning the two police officers who shot and killed stephon clark whould not be criminally charged. the 22-year-old clark was shot and killed in his grandmother's backyard in march of last year. sacramento police were responding to a 9-1-1 call about a man breaking car windows. two officers said they thought clark had a gun before firing 20 times and killing him. but no gun was ever found. the only thing clark had on him was a cellphone. after a nearly year-long investigation... the sarcramento d-a announced saturday those two officers would not face any criminal charges.

( sara ) stephon clark's family was at that announcement and spoke shortly after. karma dickerson spoke with them about how they are handling the news and the new bill they want to pass. sacramento -- district attorney anne marie schubert announced saturday that the officers who killed stephon clark will not face criminal charges.for nearly 80 minutes, schubert discussed the moments immediately before, during and after clark's death.the district attorney's office released its findings on its website. click here to view the report. schubert said her office's job was to find whether a crime had been committed by the two officers."the answer to that question is no and as a result we will not charge these officers with any criminal liability related to the shooting death and the use of force against stephon clark," she said.investigators say forensic evidence linked clark to three broken car windows, but he did not take anything. police officers were in clark's neighborhood investigating the broken windows.officers terrence mercadal and jared robinet went to several backyards in the area looking for the suspect, who schubert said later said turned out to be clark.video from a sacramento county sheriff's department helicopter shows clark hopping a fence into what would later be revealed to be his grandmother's backyard, where clark was ultimately killed. schubert says both officers told investigators that they saw clark take an "aggressive

novato creek. caltrans officials say if the bay area experiences another round of sustained heavy rain and flooding, the highway may have to be closed again. ( sara ) some residents in guerneville are back home this morning after evacuation orders were lifted friday following devastating flooding. families in the tight-nit community are still assessing the damage. kron four's philippe djegal has the story. many bay area residents trade city life..for mountain life.. when it comes to how people vacation,these property managers say vacation rentals are on the rise,it's a chance for visitors to live like the locals..but soon...certain vacations will violate city law.south lake tahoe voters passed measure t. an ordinance to eliminate most vacation home rentals in residential neighborhoods..it passed by a mere 58 votes.city manager frank rush:a lawsuit has been filed by property owners who are trying to stop the measure..rush tells me the city and plaintiffs have agreed on a limited injunction:maximum

occupancy limits.. right now, there are 14- hundred vacation home rentals in residential areas..the city is not issuing any new residential v-h-r permits, existing permits would phase out until now and 20-21.over the last ten years, joshua priou (pree-you) has been talking to city council to stop a ballot like measure t.. priou manages properties around the lake from the northshore and southshore in california and nevada,but the majority of his rentals are within south lake tahoe - where measure t is.. // "we're talking about thousands of thousands of people traveling here, spending money in our restaurants, renting skis, boats, everything you can possibly imagine, just retail alone.">for priou, it's beyond the tourism industry..it's the company he helped build..

dollars, higher, livable wages, smaller classroom sizes and more resources were the top reasons for the strike. in a landslide at san francisco's fort funston. kyra sunshine scarlet's body was never recovered. the national park service announced friday that they are done searching and that her body was likely swept out to sea by the high tide. kron4's j-r stone spoke to scarlet's boyfriend who explains what a difficult time this has been. sotshawn gan is talking about his former girlfriend 22 year old kyra sunshine scarlet who was buried in a landslide at san francisco's fort funston beach more than a week ago.sot gan says that kyra, her friend, and her dog were trying to avoid the high tide when the landslide occured. the two and the dog were trapped in the mud. kyra's friend and her dog were saved

charged. the 22-year-old clark was shot and killed in his grandmother's backyard in march of last year. the sacramento police were responding to a 9-1-1 call about a man breaking car windowns. two officers said they thought clark had a gun before firing 20 times and killing him. but no gun was ever found. the only thing clark had on him was a cellphone. after a nearly year-long investigation... the sarcramento d-a announced saturday those two officers would not face any criminal charges. ( sara ) stephon clark's family was at that announcement and spoke shortly after. karma dickerson spoke with them about how they are handling the news and the new bill they want to pass. sacramento -- district attorney anne marie schubert announced saturday that the officers who killed stephon clark will not face criminal charges.for nearly 80 minutes, schubert discussed the moments immediately before, during and after clark's death.the district attorney's office

released its findings on its website. click here to view the report.schubert said her office's job was to find whether a crime had been committed by the two officers. "the answer to that question is no and as a result we will not charge these officers with any criminal liability related to the shooting death and the use of force against stephon clark," she said.investigators say forensic evidence linked clark to three broken car windows, but he did not take anything. police officers were in clark's neighborhood investigating the broken windows.officers terrence mercadal and jared robinet went to several backyards in the area looking for the suspect, who schubert said later said turned out to be clark.video from a sacramento county sheriff's department helicopter shows clark hopping a fence into what would later be revealed to be his grandmother's backyard, where clark was ultimately killed. schubert says both officers told investigators that they saw clark take an "aggressive stance" and a bright light flash, which they believed was a muzzle flash from a gun. clark was advancing toward officers when he was shot, schubert said."the total amount was about 30 feet in distance initially, and he advanced 15 feet," schubert said.clark was in fact unarmed, holding only a cellphone.a toxicology report revealed that at the time of his death, clark has a mixture

of drugs and alcohol in his system. schubert said this, along with evidence found on his phone, is indicative of his fragile emotional state. two days before the shooting, there was a reported domestic incident between clark and his girlfriend, who is the mother of his two children. schubert says when clark's girlfriend told him she would report him to the police, he began to research ways to commit suicide."he searches over two dozen websites about how one can commit suicide and the focus is how one can do it by ingestion," schubert said. schubert did not say if she felt clark was seeking death by officer.activists and clark's own family criticized schubert for including that information in her report, saying his character was assassinated nearly a year after his death.investators did not look at the officers' phones as they did clark's, schubert said.clark's death nearly a year ago led to weeks of protests in sacramento. "our hearts continue to ache for the loss of stephon clark and the circumstances that led to his death. this must be a time for change. we need systemic reforms that reduce inequities, increase community confidence in our criminal justice system, and that reinforce the sanctity of human life...""...we need to bolster proven community policing programs and expand other programs that help strengthen bonds between law enforcement and the communities they serve..."

( sara ) the west bound lanes of highway- 37 are back open. caltrans closed part of the highway because of flooding earlier this week. the westbound side between atherton and 101 in novato... reopened just before 2:30 yesterday afternoon. the east bound side was also closed for a short time after heavy rain flooded the nearby novato creek. caltrans officials say if the bay area experiences another round of sustained heavy rain and flooding, the highway may have to be closed again. that's banning most vacation home rentals in south lake tahoe. residents who voted yes... say visitors have been causing problems with noise, parking and trash in neighborhoods. but as kron 4's gayle ong reports, the people against the measure say it will be terrible for the tourism industry. from the skiing..to the lake..beach, and trails..south lake tahoe..just a 3 hour drive from san francisco,where many bay area residents trade city life..for mountain life.. when it comes to how people vacation,these property managers say vacation rentals are on the rise,it's a chance for visitors to live like the locals..but

soon...certain vacations will violate city law.south lake tahoe voters passed measure t. an ordinance to eliminate most vacation home rentals in residential neighborhoods..it passed by a mere 58 votes.city manager frank rush:a lawsuit has been filed by property owners who are trying to stop the measure..rush tells me the city and plaintiffs have agreed on a limited injunction:maximum occupancy limits.. right now, there are 14- hundred vacation home rentals in residential areas..the city is not issuing any new residential v-h-r permits,
