( marty ) the oakland unified school district is planning layoffs in the wake of the contract agreement with oakland teachers. the board voted monday to cut 22 million dollars from the budget to fulfill the new contract agreement with teachers. the district is planning to lay off more than 100 employees --- but the exact number has not yet been released. school officials must provide notice this month to the employees being laid off. they will take effect at the end of this school year in june. ( marty ) also in the east bay, a strike has been avoided after teachers in san ramon reached a tentative agreement friday with the district. it includes a 4 percent raise... an increase in health benefits, and lower student to staff ratios. teachers will

get a chance to examine the proposal on monday. and if approved... it could be ratified on ( marty ) officials are still working to find the mental competency of the man charged with the deadly stabbing on a bart platform last summer. 28-year-old john lee cowell is accused of killing 18-year-old nia wilson at the macarthur bart station in july. a judge suspended the legal proceedings-- saying there is substantial evidence cowell is mentally incompetent to stand trial.one doctor supported that claim in a hearing on friday. but another doctor said he was not able to make a definitive conclusion regarding cowell's mental competency. next week, a judge will decide if he will appoint a third psychiatrist to examine cowell. ( marty ) san francisco city leaders are calling for more protections for bicyclists after a deadly crash friday morning near sixth and howard streets. 30-year-old tess rothstein from berkeley was

( marty ) this morning we are re-introducing you to the little girl from napa. she's the inspiration behind steph curry's signature new shoes. the shoe was fittingly unveiled on international women's day. kron4's gayle ong has the story. warriors star steph curry made good on his promise to a nine year old girl from napa..riley morrison - sitting courtside with her family sporting a brand new pair of sneakers she helped design..the shoe is called the curry 6 "united we win" decked out in deep purple and white in honor of all women around the world who are using their voice for equality. something morrision did in november when she wrote curry a letter..asking why his under armor shoes are not made for girls..she also plays basketball...and just wanted new girls shoes for the new season..he wrote back.. promised her change...and since then, she has recieved two pairs of new sneakers..she was one of the first kids to get the curry 6 shoes..a christmas gift from curry

( marty ) new this morning... the woman who killed her two children before hanging herself in san jose has been identified as 43- year-old uyen phoung tran. the santa clara county medical examiner's office released her

name early this morning... but no other details have been relased. tran's husband found her and their two sons wednesday afternoon on dent avenue. neighbors say the children's mother may have acted out of depression after losing her job. but police have not released a motive or cause of death for the boys at this point. ( marty ) police are looking for the person who's throwing objects at cars on a south bay highway. it's happened over several months along a stretch of highway 152. kron-4's rob fladeboe reports now the c-h-p is intensifying its search before someone is seriously hurt.. california highway patrol wants drivers to be mindful of a person who is throwing rocks at vehicles along a south bay highway. authorities say it happened near gilroy over a period of months on a stretch of highway 152 also known as the pacheco pass highway. authorities say someone has been throwing objects, believed to be rocks, at moving cars on the highway.its been going on for about a year between case de fruta parkway and dinosaur point road in both directions. at least 10 incidents have been reported

and in most cases, it occurred at night, however, the most recent incident happened in broad daylight. no one has been seriously injured, but some victims were hit by the shattered glass, authorities say. chp is encouraging residents to call right away and do not wait to report the incident. ( marty ) in national news... the house passed its first major piece of legislation since democrats took over the majority in january. but it appears the bill will be stuck in limbo. the house passed legislation aimed at addressing government corruption, election integrity, and campgn finance. supporters call it the "for the people act", saying it will trigger wide-ranging ethics reforms as well as expand voting rights. it would also require the president, vice president, and presidential nominees to disclose their tax returns. that's seen as a jab at president trump, who has consistently refused to release his returns. house speaker nancy pelosi says the bill puts the power of the

government back in the hands of voters. ( marty ) the bill now goes to the senate, where republican majority leader mitch mcconnell says it will not be discussed. ( marty ) the father of a tv reporter who was murdered on live television continues his fight to strengthen the nation's gun laws. alsion parker was shot to death in 2015. as brie jackson reports, her father says, since then, federal gun laws haven't changed much. reporter alison parker a was in the middle of a live television news report when she was shot to death by a former coworker.since then her father has been on a mission to prevent gun violence." i felt like i had to do something to stop this scourge thats happening in our country and i became an advocate for

executive director christine loeber. clinical director jennifer gray golick. psychologist jennifer gonzales shushereba, who was 7 months pregnant.. the smaller heart is for her unborn daughter sot larry it's hard to believe it has been a year, it has been a very challenging year. larry kamer speaks for the pathway home....which has now closed. it shuffled paitents to other facilities saying it was too difficult to go back ... after 36 year old albert wong, shot the women who had been part of his care at veterans home of california. he then shot himself in the head and died. the families of the victim have recently filed wrongful death suits against the state and the county.sot you have family here that lost loved ones so it could not be any worse for them attorney ronald foreman who represents golicks husband and 10 year old daughter claims ... the facility did not warn that wong had made other threats of violence. and lacked proper security.sot the state of california is held to duty to negligence and has to mainta the p the lawsuit will prove the facility was man in a dangerous condition

fulfill the new contract agreement with teachers. the district is planning to lay off more than 100 employees --- but the exact number has not yet been released. school officials must provide notice this month to the employees being laid off. they will take effect at the end of this school year in ( marty ) also in the east bay, a strike has been avoided after teachers in san ramon reached a tentative agreement friday with the district. it includes a 4 percent raise... an increase in health benefits, and lower student to staff ratios. teachers will get a chance to examine the proposal on monday. and if approved... it could be ratified on march 26th. at vehicles along a south bay highway. authorities say it happened near gilroy over a period of months on a stretch of highway 152 also known as the pacheco pass highway. authorities say someone has been throwing objects, believed to be rocks, at moving cars on the highway.its been going on for about a year between case de fruta parkway and dinosaur point road in both directions. at least 10 incidents have been reported and in most cases, it occurred at night, however, the most recent incident happened in broad daylight. no one has been seriously injured, but some victims were hit by the shattered glass, authorities say. chp is encouraging residents to call right away and do not wait to report the incident.
