>>news station. you're watching the kron 00:00am morning news. morning everybody thank you so much starting your day here on the kron 4 morning news i'm marty gonzalez we made it to saturday november 14th. >>and several counties across the bay area of started rolling back their covid-19 openings as we continue to see an increase in cases, we're going to be taking a closer look at what is closing where in just a moment, but first we want to check in with 4 for a first look at the weather forecast and david can tell by the picture window behind the starting to see a little sunshine. this morning we are starting to seem a little in the way of fog to this morning. good morning morning, good morning, everybody dense fog advisory across much of the bay to start things off that will be with us until 9.

>>but opening up to essentially mostly sunny skies to cover the balance of your saturday live shot coming in from the golden gate, this is usually the fog trapped in the morning not seeing that not too bad at half moon bay either smart was talking about looks like mostly sunny from vantage point however there's that dense fog covering chunks of the east bay up to the north bay picking the valleys even into the santa clara valley as well. give you an idea how this all mixes out going forward to the morning hours. again the advisory still 9 but we should clear out to the mostly sunny mode as we get to the late morning hours just a quick check on storm tracker little bit of traffic up to the north of some scattered clouds that will be with us. temperatures a chilly even with this rain look at bottle coming in at 3236 for santa rosa with what ground wow that's interesting 43 going on for napa and we have a couple of 50's here and there, but usually moisture helps keep temperatures supported not so much up in the north bay and the south and east bay, shore the breakdown for you comes in like this 54 by 11:00am clear

it out 61 by 2 o'clock however in the longer range forecast. we're not entirely done with the rain will get more to that little bit morning, okay, thanks a lot to write back to our top story this morning. coronavirus cases and hospitalizations continue to surge in the bay area. >>and that's forcing health officials to bring back some restrictions. now let's take a look at the current status of each county in the state's tiered reopening. contra costa county in the east bay also santa clara and marine counties all of them announcing new restrictions on friday that means that they're all expected to reverse course and adopt stricter measures that begin next week. contra costa county will begin shutting down indoor operations for restaurants, gyms and other well we want to go now to kron four's reyna harvey she's in contra costa county with a live report on all those details rana good morning. >>marty good morning. i was looking at a health chart for contra costa county and you can see cases have

significantly increase, especially middle of november here i was looking at october cases were down and then you start to gradually see a spike couple weeks into november now they have been gradually doing this rollback process i was out here the week before last and they were starting a gradual rollbacks remember they were not allowing a certain amount of people inside certain restaurants and facilities now they're just down altogether starting with like the james behind me that's going to be closed altogether. i've been talking to some residents out here that are upset about that. also indoor dining as well you're no longer going to be able inside of restaurants and if you're going to movie theaters. well they're not saying they're closing down leaders altogether they are going to be shutting down his concession stand to buy snacks when you go to that the years with your family like i mention the rollbacks gradual throughout the county last week. they basically they were reducing the amount of people that could be indoors inside

of a restaurant churches and movie theaters and so now we're seeing those shut down altogether with the exception of movie theaters like i mentioned not everybody's too happy about what's happening here take a listen. >>gain some weight. i feel that the small to want to be really in trouble this point in time can they come back again being closed down it's hard to say i know that my gym here has issues overhead costs and they speak in a footprint because of the covid-19 as well so i'm bothered by the fact that we have to close done with the jones to be a workout doing that so that's on that. >>so the question now that maybe the war asking how long are these going to last well as long as they're seen an uptick in cases you're going to see the county still hover in the rent here. >>that's where they are currently so a lot of people trying to figure out how to get a lot of these things

underway a lot of the businesses now all of this happens on tuesday, so again. we have a couple of days, i know when i was a relay that information to residents out here a lot of them say they're going to be making as many stops to the jan. and restaurants as they can in between that time so mardy a lot of changes happening but for right now these are going to be close and we just don't know for how long for now reporting here wanted creek reyna harvey kron 4 news and a rain of the roller coaster just continues for businesses and people who use them, thanks a lot for that live report we'll be checking in with >>in about an hour for an update. >>well, san francisco is in the most relaxed covid tier but despite that indoor dining was banned at midnight last night. this too is because of the recent spike in covid cases now local restaurants and other businesses say that they were already struggling with limited capacity requirements under the yellow tier but now they're having to cut back even more despite meeting the state requirements to stay open indoors. >>you know this is a very touchy subject and it's been a

really 3 days for everybody in our industry that the frustration i think is that the for how we're going to stay open is change the state says that even in the red category restaurants could be open at 25% indoor not to exceed a 100. whatever is your lower amount and and if you guys all follow the the state is assigned an insulating doubt has assigned san francisco county in the yellow which means we're essentially now acting as if we're in the purple by shutting down indoor dining tomorrow morning or at midnight tonight. >>well scientific research does support the rollback a recent study from stanford shows most people are getting covid from spending time at restaurants grocery stores and gyms. it's a similar scenario in the south bay santa clara county confirms 362 new covid cases on friday in response to the rapid surge in cases santa clara county health officials

are banning indoor dining affective on tuesday. stores and malls will have to limit capacity to some 50% and gyms and fitness centers must limit their capacity to 10% bars and breweries that don't serve food are ordered to close. >>every single person has to think really carefully about what they do. and whether they are risking getting the virus or spreading the virus. so it means every single person has to really dig and maintain their patients for a little bit longer. >>well the county health department says that many of the new cases are in people between 1834. the worst hot spots in the county include south east san jose and gilroy as well. now to the north a worm or in county is also tightening its reopening restrictions indoor dining and movie theaters will be banned beginning on tuesday and stores and malls must reduce capacity to 50% places of worship must reduce their capacity to 25% or 100 people

>>good morning welcome back and doctor anthony fauci is recommending masks thanksgiving gatherings if the coronavirus status of people there is unknown the nation's top infectious disease expert says that won't be necessary. if families of either quarantined been tested for coronavirus but he says it's always wise to take some precautions. and speaking of holiday travel jetblue is joining southwest, airlines and opening more seats on its flights. the airline says it will start selling every single seat on board the planes beginning january 8th. now some companies have been making certain seats unavailable. all of this to help with social distancing during the pandemic and

>>and back on the kron 4 morning news as we approach the holiday travel state leaders are taking greater measures to try and prevent covid-19 from spreading health officials are encouraging anyone who travels here to california to quarantine for 14 days once they arrive and with coronavirus cases on the rise officials are also even considering tighter restrictions as well our capitol bureau reporter zavala has more on that. >>for the entirety of the pandemic state leaders have waved off a quarantine for travelers up until now the state's top health official clarifying this is only a recommendation. >>it is an up and it is a restriction this is an advisory as of friday california is asking all travelers coming into the state to self-isolate for 14 days, the advisory aims to discourage holiday travel. it does not was concerned for any specific states regions or

countries, oregon and washington announced a similar move if there's any indication that the travel advisory needs to be strengthened and we will consider that in the days and weeks to come what could be strengthened the state's restrictions on the economy doctor galley made it clear california will not return to a full statewide stay-at-home order for now but more rules to the state's reopening tier system could be coming including for the most restrictive tier purple widespread health leaders are also considering having counties fall back in tears faster today really have counties move back just one period of time that may not be appropriate to get the kind of response that we need to blunt that rate of rise. >>now on that travel advisory a mandatory quarantine for travelers would likely have to be done by governor's executive order and as we've been reporting a centre county judge put a limit on the power governor gavin newsome can use during this pandemic but state officials would not say whether that had anything to do with this only being a recommendation. reporting in sacramento, ashley zavala kron

4 news. >>all right, let's go ahead and get a look at the weekend forecast far as here and the day plenty of sunshine behind me with fog and other yeah we're still in a kind of negotiating through some of that, but this is a quote unquote a nice little problem to have because just remember just last year it was there were still having those shut offs and we have the fire threat going on all the way up to just about thanksgiving. so this is really moisten in the lower ground level we like that that keeps conditions on our side but it does the chilly to start things off with some of the temperatures approaching in and around freezing up in the north bay live shot coming in for you from half moon bay still working on some leftover scattered clouds here but it should be on balance turning mostly sunny but again cool getting back to that fog the coverage area is pretty good with all of this. at a few more hours in here dense fog advisory is lifted by 9 this is what it looks like by high noon as most of the region is under the dominance of mostly sunny skies. so for today that will be the story basically mostly sunny a bit chilly tomorrow, however, was looking

a little wave here may produce a little widely scattered showers going on up there in the north bay not going to impact us across the wider bay, but it's basically up to the north that's going to there is more however upstream as we get into early next week however keep that in mind. temperatures across the region, mostly 40's, although again these chilly 30's 32 in rosa, so makes the end it might be watch out for some of the low lying areas maybe some black ice potentially, but basically some 40's you can see and 50's across the board all right, here's what we're talking about going forward again after take care of the fog it's mostly sunny, mild considering the season. then tomorrow again we've got a few of those very widely scattered showers up north most of the bay will be treated to mostly sunny skies and the next week it's an unsettled start as another batch of rain comes our way we have this pretty much paid on tuesday. remainder of the week, somewhat unsettled with kind of passing clouds and you might see a stray shower in there, but most of the action should be into tuesday

afternoon. 61 our forecast high today, san francisco oakland comes at 63 matching that for san jose across the wider geography. yeah, i remember we got through a little breeze and they're even with sunny skies, but chilly if you're in the shade got no lower to middle 60's over most of the region, the next couple days look like here sunny again for tomorrow again except up in the north bay watch out. and then as we get into monday, the side of things changing some incoming clouds and again rain on tuesday. we'll take a look at that long range forecast in just a bit marty sounds good dave see in a couple minutes. well drug company pfizer says that its covid vaccine is 90% effective and health experts are feeling great about that. >>infectious disease experts are encouraged by the results of the vaccine trials after it's approved by the fda which could happen soon pfizer will then shift towards manufacturing and distributing the vaccine. one major distribution challenges that the vaccine needs to be stored at 94 degrees below 0 and not every hospital has equipment for that.

transitioning is an increasing national security and health crisis. >>and that was mary beth mcdade reporting for us and later this morning president trump supporters are planning a rally outside the white house and its several cities across the country. catherine heenan the host of inside bay area politics start to our political analyst david and david mckeown about the president's remarks mcewen noted that the president's more subdued tone and explained why the president may be having trouble indicating what comes next. >>that's right and he didn't want to say a biden administration he didn't want to mention his opponent, partly that is in a personal sense. the president donald trump does not respect joe biden the former vice president respected secretary clinton he doesn't have the same modicum of respect for the incoming president the president act as a result, it's hard for him to go to that place where he talks about what comes next however, clearly serious people in the white house understand what's

going on the with georgia of the state of georgia in terms of its ballots arizona in terms of the moving out of the law one of the big law firms representing the president there they don't have a case all of this coming to a head rather the covid pandemic the weight of what has happened to this president and his presidency it weighs on you and it becomes an isolating experience we've seen this with presidents during crises throughout our history. it's a difficult set of circumstances moving forward to then be gracious and exhibit class for the folks that come next that's still going to be a heavy lift for this president over the next couple of weeks and something watching. >>well the president's campaign lawyers still contesting the election results in several battleground states. legal experts say the president's best chances in philadelphia. that's where voting deadlines were extended over the summer because of covid-19 but they say even in the best case scenario for the most experts agree there are not enough votes to change the outcome of the election.

well police in oakland say that a man was hospitalized after a shooting about 10 o'clock a thursday night on lancaster street. >>that's near the fruitvale avenue bridge between oakland and alameda. police say that this was the 3rd shooting in that one day in which someone was wounded. and it was a dramatic scene as in oakland as fire crews battled a major fire at an abandoned building. this is on dennis and street in oakland. it's near the coast guard island and union point park along the embarcadero you can see the smoke for quite a distance. the oakland fire department says the building was tagged as unsafe to occupy back in august. no word on any injuries the cause of the fire still under investigation this morning. in the south bay santa clara county sheriff's deputies arrested a woman who admitted she lied about being attacked 74 year-old janice carlstrom confessed to making up the assault last year. according to detectives carlstrom was found bound and gagged in a burning office

building in saratoga but detectives say that she staged the crime in order to cover up $580,000 in fraud. in san mateo county we now know the motorcyclist who died thursday after driving over a cliff was a 26 year-old man from south san francisco. but authorities and got yet released his name the chp says the crash happened at 3.30 thursday afternoon on highway one just south of devil's slide at gray whale cove. firefighters use ropes to recover the man's body. investigators believe excessive speed may have been a factor. and the mother of a teenager who shot and killed 2 students at a southern california high school last year will not be facing any charges. it was one year ago today when 16 year-old nathaniel opened fire at saugus high school in santa clarita killing 2 students before he took his own life. investigators say guns were left unlocked in the family's home. but the da's office says

>>at least for the time being convicted murderer scott peterson will remain on death row at san quentin state prison. the only person to physically appear in the courtroom at the hall of justice in redwood city was the superior court judge. peter saying his defense and prosecutors all joined virtually at issue was whether or not the court would order peterson to be relocated from prison to the san mateo county jail to allow him and his lawyers, easier access to one another ahead of future hearings. but the defense stated they were pleased with the access they have to their client on death row and that a transfer would be an unnecessary risk while covid-19 continues to spread. the judge decided peterson can stay in prison. legal analyst paula canny reacts it's completely appropriate nothing is going to happen anytime soon in his case, the court

up there in the north bay than where we were from this time yesterday little bit more mild as you head down south the breakdown for you today, 57 by high noon at 3 o'clock 62 marty. all right dave thanks a lot of us get back to our top story this morning. coronavirus cases and hospitalizations. >>continue to surge in the bay area and that's forcing health officials to bring back some restrictions. let's take a look now at the current status of each county in the bay area on the state's tiered reopening map now you can see contra costa and santa clara are in counties all of them announcing new restrictions on friday. and that means are expected to reverse course and adopt stricter measures beginning next week. we want to go live now to contra costa county where a they'll begin shutting down indoor operations for restaurants, gyms and other businesses that's where kron four's reyna harvey is reporting from this morning. reyna. >>a lot of good morning. you know it's because cases are going up, i was looking at a county dashboard that showed

the cases and the trend was down in october or right back up seen a spike here in november and so county officials are letting all these businesses know and now james like the one behind me they have to figure out what they're going to do moving forward. this all starts on tuesday of this upcoming week. so that means gyms indoor facilities closed in terms of dining indoor dining all of that's going to be shut down throughout the county and movie theaters just a concession stand portion of the movie theater know like i mentioned all of this starts on tuesday, but gradually the county as we're rolling back different things like last week i was out here and they were limiting the amount of people that can be inside these businesses they started with restaurants churches so they were cutting all of that down and now they have completely closed down like i mentioned dining indoors in terms of jim's indoors and movie theaters just a concession stand areas. now not everybody is thrilled. the cases are going up and this is

factor for heart disease i worked so hard all g so i see this across the board. veterans are at a higher risk of having circulatory issues also abnormal heart rhythms. they also are at higher risk of having being or physical health having poor mental health and most of them are smokers and that's cause is 10 times more deaths amongst the veterans. >>why why are why the percentage events so high when it comes to smoking is that is that a habit that that came when they were actually in the service we see all these movies and things were vets or our soldiers and sailors are always smoking is that's a is that true first of all that stereotype true. >>yes will we back back when we used to stand cigarettes to the veterans and also it was a way to kind of relax as well some of the stories i hear is

that the sergeant stay said you can either have a smoke break or go do push-ups the snow it was also a way to align with their superiors there. is it was just no way socialize and in a way. >>going back to the overall health issues and heart disease i would guess that smoking plays a large role in the increase in heart and respiratory us issues for vets right. >>right that's why it's just such a vicious circle all these risk factors are all interrelated one causes the other does being a veteran. >>and having being a smoker that's a risk factor. so that's causing a problem also a lot of mental health issues like depression and as well as ptsd and depression that said predictor of heart disease and

also a predictor of early death to so that needs to be addressed they found that once they address the depression can control that that their risk for cardiovascular disease goes down. >>well, i understand that there's also a connection between ptsd and heart and circulatory issues as well. >>right and smoking a lot of people that are have ptsd or smokers in and trying to get them through a smoking cessation program, the failure rate is really high all as you can see they're all interrelated. but pre ptsd is very prevalent in amongst the when you look at you break it down by war. the vietnam veterans that about 30% so 30 out of every 100 veterans has

world war one veterans we lost our last surviving in 2011 and he was a 110 years old wow. what stories he could tell. oh definitely definitely. >>and we still we still veterans from world war 2 the korean war of course vietnam as well. >>right as soon as one or 2 we have about 2% of the veterans remaining that are living they're all in those that are living there in their mid 90's, men and older. korean war there in the their mid to late 80's. a lot of i'd say 50% of our veterans are are from the gulf war and post gulf war does that make them make sense a lot of when we think about veterans day a lot of civilians. >>mainly are a bit apprehensive a bit nervous on how to approach a vet to say thank you for your service.

is a very big issue it has for for the past several years. and frankly it's it's very heartbreaking to think just how a lot of vets feel that they've been forgotten. >>yes, and. when it comes to being a veteran just having veteran status is a risk factor for heart disease i worked hard all g so i see this across the board. veterans are at a higher risk of having circulatory issues also abnormal heart rhythms. they also are at higher risk of having being or physical health having poor mental health and most of them are and that's cause is 10 times more deaths amongst the veterans. >>why why are why the percentage events so high when it comes to smoking is that is that a habit that that came when they were actually in the service we see all these movies and things were vets or our soldiers and sailors are

always smoking is that's a is that true first of all that stereotype true. >>yes will we back back when we used to cigarettes to the veterans and also it was a way to kind of relax as well some of the stories i hear is that the sergeant stay said you can either have a smoke break or go do push-ups the snow it was also a way to align with their superiors there. is it was a way socialize in a way. >>going back to the overall health issues and heart disease i would guess that smoking plays a large role in the increase in heart and respiratory us issues for vets right. >>right that's why it's just such a vicious circle that has all these risk factors are all interrelated one causes the

other does being a veteran. >>and having being a smoker that's a risk factor. so that's causing a problem also a lot of mental health issues like depression and as well as ptsd and depression that said predictor of heart disease and also a predictor of early death to so that needs to be addressed they found that once they address the depression can control that that their risk for cardiovascular disease goes down. >>well, i understand that there's also a connection between ptsd and heart and circulatory issues as well. >>right and smoking a lot of people that are have ptsd or smokers in and trying to get them through a smoking cessation program, failure rate is really high all as you can see they're all interrelated. but pre ptsd is
