skies all the way across the bay, however this afternoon, some of the clouds start to build midafternoon with that and might see a stray shower up in the north bay that will be basically happening by this evening and tonight what we're really concerned about however is come late on sunday through monday morning could see some offshore winds that that we're going plant that all out for you coming up in a bit noel. all right, thanks dave back to our top story, large parts of the bay area are shutting down again as covid-19 cases surge out of control. >>5 bay area counties decided to enact the governor's regional stay at home order earlier than required. those counties include murder in san francisco contra costa alameda and santa clara. the announcement comes as the 11 county region has not yet reached the state's icu threshold. but health officials say they need to take action now so hospitals do not become overrun. here's a look at the latest numbers of icu bed capacity across the state. as you can see southern california is at 13.1% san joaquin valley also under the

15% threshold at 14.1 across all of northern california icu capacity is at 20.9%. and here in the bay area we're at 21.2% but local leaders. just don't want to take the chance they want to close down now and try and prevent that number from getting any lower right now we've got kron four's reyna harvey live in the city of san francisco with details on what the stay at home order means for people and the businesses in these 5 bay area counties reyna. >>the morning a lot of changes coming down county officials say they want to act now so they can hopefully save more lives, you know the icu space is a major concern for a lot of the hospitals around the bay area. so here's what you need to know major changes coming down in terms of wineries movie theaters personal services that includes a barbershop or here so on moving into outdoor dining indoor gyms outdoor

playgrounds driving gatherings all of these things are going to be suspended for operations museum's outdoor family entertainment centers also including zoos now there are some areas that can continue with some modifications right so retail shops a lot of people doing holiday shopping. they can still go on at 20% capacity, including grocery stores as well hotels but only for essential workers and for quarantine also small outdoor gatherings have to be limited to about 12 people outdoor gyms limited to 12 people youth sports strict social distancing and face covering guidelines, no competitions or spectators. so a lot of industries impacted across the board. now county health officials all coming together to use their collective power and influence there say they hope this move saves lives take a listen. >>these changes limit situations where people from different households come in contact with each other particularly indoors.

then as we get into it sunday night that's when things get interesting approach plot that for you in just a bit but here's where we stand for now we're basically clear i was talking about now in san francisco feeling pretty good this morning compared to the where the bone chilling temperatures elsewhere like in the north bay. we haven't any were inland base gets dropped off considerably because we have clear skies at night. this is this afternoon and what again with the sun setting so early it's almost early evening. when you talk about 3 or 4 o'clock almost it seems like so the clouds will be building late afternoon early evening. it's the take away with all of this behind it we might pick up a couple stray showers that's about it, let's watch its effort here, here's one projection there's your scattered clouds you can see mid afternoon santa cruz mountains bagels sprinkle there and then as we get to late overnight in may be in the north bay that's about it starting things off on sunday with some scattered clouds they do clear out as you can see into the afternoon so sunday's kind like we're versa today, starting off maybe with cloud cover clearing out for the afternoon, let's get to those winds though, for today

we have the typical kind of onshore wind happening with daytime heating let's get into sunday. so bit of an offshore wind happening up there to solano county midafternoon with all of that so and so forth systems gone, we get the backflow wow it starts to really build in solano county napa sonoma as you heard also contra costa county. those are the 3 areas that appear to be popping. this freezes at about 5.15 or so so good strong offshore winds with all of that get a little closer we'll see how this all comes together right again right now there's no statements have been issued by the national weather service yet on this 34 santa rosa right now 37 san francisco, 4947 oakland 44, a word. fremont a chilly 38 there and we've got some 30's going on in the inland valleys forecast today 62 san francisco afternoon clouds 63 going on for oakland, 65 for san jose across the wider bay will pop into some of the middle 60's you to see up to

the north also in the far east bay livermore maybe about 6765 meanwhile for san jose next couple of days here again some scattered clouds going on sunday, the big issue will be the windy conditions sunday night into early monday morning. and we might even pop in the lower 70's just for that one day rest the week is somewhat uneventful we'll have that weeklong forecast for you and also the 4 zone coming up in a bit well. >>a new survey by the pew research institute is helping shed light on the scope of the pandemic in the u.s. 54% of americans say they know someone who has been hospitalized or die due to covid-19 that november survey represents a dramatic increase from one in may which showed just 20%, new someone affected. the results also underlined racial disparities caused by covid 1971% of african americans are likely to say they know someone who has been hospitalized or died from the coronavirus that compares to 61% for hispanics

and 49% for white americans. here are the latest numbers there are now 14.3 million confirmed covid cases in the u.s. and nearly 280,000 deaths. here in california. we have nearly 1.3 million cases close to 20,000 people have died from the virus. the cdc is now recommending universal use of face masks, this even means wearing a mask inside the home. if you're living with someone who has the virus or with someone who has possibly been exposed. now the agency recommends state and local leaders mandate face masks inside public spaces saying they are so effective some communities should be distributing them to residents when possible. the cdc notes the highest risk for transmission of covid-19 is between those who are infected and their household members. the agency emphasizes the virus usually spreads from patients who are not showing

any symptoms. now scientists so with a stanford university have come up with a way to help people learn early on if they might have coronavirus they say a device like a fitbit that detects vital signs can't identify a specific sickness. but it should be able to let you know when something is off and can encourage people to get tested. kron four's ellis ammonium explains. >>smartwatches and other wearable devices are traditionally used to track fitness. but scientists at stanford university found they may serve a higher purpose, fighting the coronavirus pandemic years ago doctor michael p snyder says he found out he had lyme disease because his smart watch alerted him to an unusual resting heart rate. now he along with his team are using that same model for early coronavirus detection as far in advance as 4 days before any symptoms appear was careful about them is a major new all the time. >>so when you get inland turns

out of control these 5 bay area counties will enact the governor's regional stay at home order earlier than required they are in san francisco contra costa alameda and santa clara counties. now the 11 county bay area region has not yet reached the state's icu threshold, but health officials say they need to take action now so that our hospitals don't get overrun so san francisco santa clara and contra costa counties, they'll all an act to stay at home order starting sunday night at 10:00pm in alameda county it will begin at 12 oh 01:00am monday. and in marine county it begins tuesday at noon operations must suspended businesses offering personal services like hair salons and barbershops outdoor dining will stop restaurants may only operate for pickup or delivery indoor drive-in gatherings outdoor playgrounds outdoor family entertainment centers, including zoos and museums and open air bus and boat operators will all shut or in

swift and profound laurie thomas is the executive director with the golden gate restaurant association. she says the new order is forcing her to lay off dozens of her employees right before the holidays and over at s l hospitality, the director of operations there says all the money they've put into setting up outdoor dining has essentially gone to waste now. the meetings we have to have their staff, i mean it's just it's just breaks your heart i mean it you know it's hard for us as owners for sherbet. >>the staff and the people are telling me you know oh my god, you know we're going to to lay everybody off now right before the holidays after spending so much time >>getting ready for outdoor dining be shut down for indoor dining we bill spaces outside dividers everything like that it will keep a couple people on for bringing all our staff back and it was a comic a number of hope being open for a little while for outdoor dining and indoor dining. now

>>the tragedy in february 2019 and that has stuck with me for a while john tried to help a woman who was struck by a car while trying to cross a busy road in lower paxton township he administered first aid on scene. but she didn't make it. had nightmares for quite a long time just the wrong stayed busy while he was on the kidney transplant list for nearly 2 years rawls was in need of dialysis 3 times a week and to survive you have to persevere you have to tell yourself. this is a quality of life. this is a way it's going to be ice member take a shower one morning and i'm just this kind of thinking through. >>if had a chance to to do something for someone or save someone what i take that opportunity in the immediate answer is yes, john was still struggling with the pedestrian accident but he sought kidney donation when when i was a universal donor has an o positive second only to anybody. but then you have to go through a bunch of other test and that whole time i know i got to get my back in

shape. i got to get in better shape. i want to be healthy for this guy. >>and i want to be healthy for myself he had to persevere through a lot of thing. >>to do he was determined to do it. john was dismissed from the donation program because of high blood but he lost weight and got back in the program and the september 29th surgery was ago tuesday before. so to get a kidney transplant. we have done it together that was the first time i met him and we talk everything went well you call me and then on wednesday. the next week. i get a call says ulf john had an infection in his knees so is rescheduled for november 3rd election day and john didn't submit a mail in ballot. all the doctors are democrats because they scheduled it on a day that i can >>affair that kind of pointed out some obvious differences of course, he's black on white he's democrat i'm republican, but none of that mattered to me the surgery was a success 24 hours later i feel 10 times

governor's regional stay at home order earlier than required that includes moran, san francisco contra costa alameda and santa clara counties. the announcement comes as the 11 county region has not yet reached the state's icu threshold. but health officials say they just need to take action now so hospitals don't become overrun. here's a look at those latest numbers of icu bed capacity across the state as you can see southern california at 13.1% san joaquin valley also under the 15% threshold at 14.1%. across all northern california icu capacity that 20.9% and here in the bay area we're sitting at 21.2%. but local leaders do not want to take the chance they want to close down now and try and prevent that number from getting any lower now we've got kron four's reyna harvey live in the city of san francisco with details on what the stay at home order means for people and businesses in those bay area

counties reyna. >>noel the morning right now it's really a race against time for lot of these health department trying to keep the numbers down and trying to keep the hospitalization rate even lower so they're making modifications across just about every industry in terms of dining no more outdoor dining also beauty supplies beauty salons and barbershops they're going to have to shut down their movie theaters as well on the list goes on and on indoor gyms drive-in gatherings outdoor including outdoor family entertainment centers like zoos and museums. they all have to suspend operations now there are a few industries that can stay open with modifications in some exceptions those are retails. that's at about 20% capacity grocery stores are under that list as well. hotels but they're now only for essential workers for people quarantine

small outdoor gatherings are limited to about 12 people and also higher education must be virtual unless it's impossible and in person only for essential occupations. now we heard from county health officials earlier saying why it's so important. the numbers are going up they've got that concern about the icu bed space been talking to residents out here who are going to be affected by this change take a listen i i think this is a good man and i think that san francisco's i said to be the way in trying to show what kind of methods that's why we were able to keep our numbers down for so long. >>i think we're fortunate that we can all opportunity to work from home, so it doesn't. >>to impact us as much this is kind of like being so wise it's kind of effect that but i think god to me it doesn't really supersede trying to keep the live virus down yeah i think i think it's good that we're doing that's my take on it.
