stay at home order going to effect for much of the bay area we're going to have complete coverage coming up in just a moment, but first, it's time to check in with dave spahr for a look at our weather day. it is cold outside well we have a lot of cloud cover good morning noel than we did from yesterday and so that's a really capping off or sunshine that we were seeing just yesterday but to be in verse from what we saw from yesterday in terms of seeing the sun coming out for the afternoon. >>look at area temperatures we're at 41 the bottle 37 up to santa rosa 38 going on for napa 50 meanwhile for san francisco in almost 50 going on. and some several locations along the east bay shoreline, russia little bit warmer this morning across most of the again because of the cloud cover that's there's the damp cool the kind of goes through you could see that kind of allusion a little bit. there's that little shot from timber on there you can see the golden gate off towards the distance. cloud cover will remain again this morning until stress to break up and clear out but we do have some changing weather involved first of all we do have a wind advisory that's the tan color

and basically it's everybody except a good chunk there. the santa clara valley, technically, not in this wind but we're looking for this for 00:00pm tonight until 11 tomorrow morning, it's the rest of the bay coverage as you can see. and also coupled with that we have a red flag warning for everybody except along a solano county and along the bay shoreline itself rent is affected by that as well so look at our forecast for today we've got 54 by 11 by 2 we're talking 61 again improving sky conditions. noel. >>thanks dave tonight, 3 bay area counties will go into a stay at home order once again beginning at 10:00pm san francisco contra costa. and santa clara counties will have to go back into a similar lockdown like the one we saw back in march, the new rules come as coronavirus cases skyrocket and hospitals move closer to reaching capacity. the latest numbers from the bay area put icu bed just around 21% which is above the

state threshold for going into lockdown but leaders don't want to take any chances right now kron four's reyna harvey joining us live in san francisco with more details here anna. >>well good if you live here in san francisco you have until the end of business day to get a lot of your personal things done if you want to get your hair done go to the barbershop those things have to in services at the end of business today in addition to that outdoor dining a lot of people enjoying that they're going to also have to stop that. but take a look at your screen you can see here all the other things that you can no longer do if you're in the area driving gatherings indoor jams they have to stop services. also some things can continue with modifications like retail shops, those have to go down to 20% capacity. now we're going to show you when all of these things start san francisco santa clara county contra costa county all tonight at 10:00pm. that's

now for bay area counties sonoma napa solano and san mateo will not be adopting the new stay at home order earlier than necessary health officials in san mateo county say they want the public to take extra precautions to protect themselves to slow down the spread. but a lockdown they don't feel it's necessary right now people in businesses in san mateo county are still nervous though they say since the rest of the bay area is going into a lockdown it's inviting a lot more people into their area. i feel like. >>we kind of need a bigger shutdown in our county at just so people take it more seriously because i think there is a big majority of people that are but there's the small few that just don't take it as serious as say in march or april. >>people don't take it very seriously. i don't think the 10 o'clock curfew. >>makes a huge difference when it comes to life saving actions. and sheltered place is that i make no mistake about we have to do that.

of that at this time to check in on our forecasts with dave spahr dave i was thinking it was saturday but we are already in high wind events coming right. yeah, well actually it takes it to kicks in a little bit later on this morning. but the good news is or later today, the good news is it's not for long lasting as you said it's not going to fact a lot of people in the bay area but it will affect in central california little bit. >>and up to the north we're going to show you the impacts here in just a bit right now we are dealing with all of this moisture here which you can see through fog a little bit of clearing patch up there you can see. and that's good news because that gives us some insulation, you know we're not going to be much in the way of useful rain out of this. here's the going get up close and personal not getting much in the way of moisture out of this in terms of rainfall. but at least because of some insulation over the event's coming our way still some scattered clouds up towards the north but at least enough of that moisture at the surface to give us kind of overcast appearance was futurecast say skies open up nicely as we get into the afternoon hours so it will

look good for your afternoon. and again enough moisture stuck in the atmosphere to kind of help out a little bit let's get to those winds though the world poured part here as we get to this afternoon not much happens a bit of an onshore draft we get into the wee hours of overnight. this is when everything is kicked into place when advisory will be in place overnight. we have the red flag warning with us until 11:00am there you can see how strong the winds are going start to taper off up to the north into the 20's in the teens will notice, but still a good clip and then they're completely gone from that point on so the event is shortlived it's not real powerful we do have our buffer here from the moisture that's in place helping out our temperatures some 30's up to the north 41 to bottle 51 for oakland 49 for hayward 46 san jose but let's go through that moisture part of the forecast will go in and stop it there here at about 1030 this is where we walked into the red flag warning and the wind advisory fairly lofty numbers, although it is at night. that's true we go to the

overnight hours here and they're kind of low at 2 in the afternoon we're now outside of the advisory period but still we do have a fairly dry air that has the concern that might be some problems here sore right on the cusp of where the problems are. good news is it strikes us that night and we have usually the moisture recovery sometimes called the humidity recovery overnight. and we've had of course the moisture coming into this system that helps us out for today, we'll call it 61 with the morning clouds in san francisco, 63 for oakland, 62 san jose and across the wider bay mentioned earlier yesterday we expect temperatures to kind of spike a little bit tomorrow so we're being held off today even though we should so should see the skies improve. we'll say mid 60's for the inland valleys and the next couple of days here we go monday and tuesday lots of sunshine and temperatures holding around 70 coming up in a bit of course while the 4 zone forecast for you and the extended noel. all right, thanks dave. >>in moments like this. the new stay at home order and

surge in covid cases can make it feel like we've made little to no progress since march. the new shutdown has bay area, shoppers panic buying again this is video from the costco in san francisco showing long lines all the way to the parking lot yesterday, shoppers also seem to have wiped out the shelves full of toilet paper and paper towels yet again thankfully this isn't happening everywhere across the bay area. as of course all counties are not shutting down this weekend. something that is shutting down those east bay regional park district all campgrounds outdoor museums and children's playgrounds will close at 06:00pm today but the trails will remain open all reservations through january 4th will be canceled. the upcoming shut down the oakland zoo will also close again zoo officials say while they are sad to close the doors. they know it's only temporary the zoo is going to reach out via e-mail to anyone who had tickets to reschedule their

visit it will also be extending glow farhi that's the holiday light show that they have their the zoo is going to extended through january. the zoo plans to reopen on january 4th when alameda county ends its stay at home order. hundreds of president trump supporters and counter protesters gathered at the state capitol on saturday. and afterwards many people return to their cars to find their windows shattered and their tires slashed sacramento, police say they worked to keep the 2 groups separate. but there were some clashes reported one group left the capitol and then marched back to their starting point where they vandalized a string of cars now it's not clear just how many vehicles though were damaged. meanwhile there are. you know just a few republican lawmakers acknowledging presidentelect biden's victory over president trump in a survey by the washington post just 27 congressional republicans say the former vice president clearly beat trump in both the

>>for sports. major league baseball and all 30 teams say they are looking to recoup billions of dollars that they lost during the 2020 season because of the covid pandemic back in october the league in all 30 teams sued their insurance companies saying the losses should be covered under their insurance policies lawsuit was filed in alameda county superior court back in october. but the details were just made public on friday. major league baseball says it lost the money on unsold tickets concessions parking luxury suites merchandise sales and corporate sponsorships so far the insurance companies named in the lawsuit have not responded. it's unknown as of now if the 2021 baseball season will actually start on time. meanwhile, the nba says it's now tightening up its own health and safety guidelines

this moisture kind of that hand from this system that came here. that's good news. we need that to help us out for these offshore winds overnight early tomorrow morning. the wind advisories already lifted by the early afternoon, but still a little breezy up there to solano napa sonoma counties even contra costa county as well and become very uneventful as we go into tomorrow night checking the temperatures are still holding on to 37 santa rosa, but her body also finding out into the 40's 52 going on for oakland. it's a kind of a damp air mass the kind of goes right through you even though statistically were a little warmer than yesterday 46 for free money and san jose 54, half moon bay. let's get to the moisture part of this forecast is kind the insulation that i mentioned earlier we go through the day today and then actually do drop off overnight. we normally see these levels pick up a bit and we should see typically a flooding of the green we don't see that because of offshore winds right but that gives us a little bit of help combating these offshore winds and by mid-afternoon tomorrow than

tonight following new state guidelines in just a matter of hours millions of people in the bay area and across the state are going to be under a new stay at home order limiting what we can do and forcing many businesses to close or modify their operations, san francisco santa clara and contra costa counties order goes into effect at 10 o'clock tonight. alameda at 12 oh 01:00am monday morning and tuesday at noon in marine county governor gavin newsome did announce tougher covid-19 restrictions as cases of coronavirus and hospitalizations continue to surge across the state. we do have a look at the latest numbers of icu bed capacity northern california and the sacramento region's or a little more than 24% capacity left the bay area region has about 21% capacity left for their icy use. but elsewhere in the states, the numbers are pretty concerning just 12 and a half percent capacity left in southern california and in the san joaquin valley.

will be a bit on the modest side only in the low mid 60's or so inland, we'll see a better effort on high temperatures tomorrow in the wake of all of this going on live shot of the golden gate up close and personal i'm looking for the blue streaks to way in some spots here for now, but again this gloom and we need it's the low level moisture in place. there's the traffic of the weather systems most of the energy staying to the north the typical story that we've seen that will continue over the next week it looks like handing it over to future cast that really tracking this low level moisture in the fog clears out pretty quickly we might have some aloft high cloudiness to fight through but probably getting the somewhat of a mostly sunny afternoon for a lot of people and will continue and that way for tomorrow with better warming. it looks like as well let's jump to the winds now there the big part of the forecast here not so eventful today a little bit of a week offshore wind and boy kicks in here as we get past the witching hour overnight. the natural effort is to see that marine layer kind of coming back in again

this offshore wind prevents that but we do have again banking off of a moist atmosphere as this event starts to play out. some of those wind gusts get up there vacaville about 44 you can see 38 for fairfield not as noticeable in and sonoma counties a little bit in the east bay today around 33 and that's due north. shifts a little bit north easterly even after the wind advisories over this is a mid afternoon tomorrow and warmer temperatures will fall about expected as well. got track on temperatures now where 38 for santa rosa 40's for a lot of the inland there were get up to 54 right now with oakland 51 on san francisco. in kind of a damp warmth. so are they have temperatures so it feels a little cooler than it is 47 for san jose. the moisture part of the forecast as you saw a lot of green to start that's typical in the morning hours. so then we get to the witching hour tonight and we should see the same thing repeat will obviously with the winds were can we won't however we already have the

some fog and some cloud cover a little bit more so we're seeing clearing happening in land though lower 60's cover the northern end of the peninsula down south popping to the middle 60's and the santa clara valley about 62 san jose 64 from morgan hill 61 cupertino and the southern end of the east bay shoreline lower to middle 60's tri valley in the mid 60's, dublin around 64 along with walnut creek 64 san leandro and 63 for oakland, lot of uniformity with temperatures approaching the upper 60's out there to solano county. these will probably be 70's for tomorrow, the slower 7060 going on napa and 64% of with lower 60's down south. and the forecast a pretty stagnant we do have 70 going on for monday into tuesday. we're watching those winds of course then another system i mention your wednesday thursday got some scattered clouds kind of deal with temperatures back to the 60's dropping off more so into the weekend watch those lows in the 30's for the period and 40's for the coast. noel.
