some high cloudiness kind of move on through so we should go off to that mostly clear motor mostly sunny as we start the day live shot coming in from u c berkeley there's is east bay shoreline and the nice view of the bay off towards the distance. meanwhile, our temperatures look at that 39 for oakland, 29 santa rosa. so dipping right below the freezing mark potentially even some frost there mid 30's to be had for napa nevado meanwhile in the inland areas of the east bay tri valley, you're looking at 3436 for can 44 san jose. give you a quick comparison here not your imagination we're cooler across all the real estate one on by a couple degrees compared to where we were this time from yesterday one point something out real quick here we have some radiation type fog one on the solano county a little bit off to the far east bay, sacramento valley release you will notice and that mixes out really pretty late just after the noon hour little unusual that some leftover moisture from the rain we've had that's producing some of that fog overnight that's different than our typical advection fog

comes over the golden gate there was so well known for so go for 36 to 51 by 11 by 2 we're talking 55 building on a dry weekend. but marty there is some rain way upstream to talk about back to you. >>all right dave thanks get right to our top story this saturday morning the icu capacity in 2 of california's 5 regions are filled and have 0% of space left. more than 98% of the state's population now under a stay at home order let's take a look at the breakdown now available icu beds by region in the bay area we are at 12.8% capacity but take a look at southern california and the san joaquin valley both are now at 0% and for the 3rd day in a row california recorded more than 41,000 new covid cases and 300 deaths in one single day. there are more than 1.7 million confirmed cases of covid here in california and 22,000 people have died from the virus. the positivity rate

over the past 2 weeks is at 11.8%. >>between pfizer and moderna we should have enough doses just this month of december to immunize the first 20 million people and what we hope will be a big to get this terrible virus behind us. >>and there is some good news amid the rising cases of coronavirus as the fda has approved an emergency rollout of the moderna vaccine. now unlike pfizer's the moderna vaccine can be stored in most standard medical freezers and that makes it much easier to distribute to smaller providers and more remote areas. the federal government bought 200 million doses of the moderna vaccine. california is expecting roughly 627,000 doses to arrive early next week. the director of the national institute of health calls this announcement a triumph for science to see this out there with this 95% efficacy had a

very good safety record for both of these messenger rna vaccine. >>is probably better than we almost dared to hope. so this puts us in a very good position to say science is working here. well governor newsom says the state's vaccine committee will provide an extra set of eyes and review the moderna vaccine. >>in the next couple of days. all of this comes as frustration is building over the next round of shipments of the pfizer vaccine. governors and health officials in more than a dozen states including right here in california say the federal government has told them to expect fewer doses than initially planned. health a state health officials were expecting to receive 393,000 vaccine doses now they are estimating that number to be closer to 233,000. and it's still not exactly clear this morning, what's causing the drop in the vaccine allotment. the entire bay area is now under regional stay at home order but this will be the first weekend with those new restrictions in effect. there is however some

push back let's go to the north bay where the businesses in solano county are trying to stay afloat during what's the normally very busy holiday shopping season. alyssa anderson is the owner of alyssa's cottage in benicia she says that the new order allows only 3 people in her store at one time and that's hurting her sales. >>not ready to cry >>yeah, i had a closed for a couple of months and then when i reopen. customers who come in slowly, they would trickle in they were a little afraid to come in. and how are you doing and i'd say i'm just trying to stay in business. >>well, this is business is not qualified for the ppp loan that help small businesses because she doesn't have any employees and she runs the shop by herself. so the store and alyssa herbal surviving on her life savings. we'll take you outside now for a live look at conditions at sfo where there's now an alert system in place that lets travelers know about the

quarantine orders now everyone who arrives in san francisco must quarantine for 10 days and that includes residents returning from outside the bay area now this will remain in effect in effect until at least january 4th. >>and coming up on the kron 4 morning news mayor london breed response to schools further delay in reopening will have that for you and on capitol hill there's no stimulus deal just yet they're working today on the compromise will have the latest from washington d c. and outrage over stanford's distribution of covid vaccines will explain why they're so upset coming up. ♪

first wave of vaccines 131300 so it was. it was very small number. >>stanford claims that they use the nav algorithm to select 5,000 workers to be the first to receive the vaccine. but that algorithm failed to include lower rate workers who treat covid patients so they were left out of the first round of vaccines now stanford medicine has apologized saying quote we take complete responsibility and profusely apologize to all of you. we fully recognize we should have acted more swiftly to address the errors that resulted in an outcome that we did not anticipate. officials say the going forward they will change how the vaccine is distributed. as coronavirus cases explode the state is having trouble finding enough medical workers to staff local hospitals. governor newsom says the california is now looking overseas for extra help. roughly 3,000 temporary medical workers are needed here in california the state's health corps has been unable

to make up that difference that program began in march its staff by recently retired healthcare workers and is in people in the process of getting a medical license as well. the health corps had about 4900 workers available back in the spring. well that number today stands at only 900. meanwhile there's an effort to assure americans that the vaccine is safe ice president mike pence and congressional leaders received their first doses of the covid-19 vaccine. senate majority leader mitch mcconnell and house speaker nancy pelosi, each tweeted photos of themselves getting that vaccine. the vice president has taken an increasingly visible role in highlighting the safety of the vaccine celebrating it as a medical miracle. >>it was a christmas holiday approaches this is always a season of hope. we gather here today at the end of a historic week. from the american people have hope is on the way.

out there, especially in some spots, the bay area that are inland. i might even see some frost this morning. bar is here to tell us more about that and if we're going to see some rain id doing a morning jog this morning. they are true blue tell you what one that is quite cold this but sort of had a lot of sunshine for this afternoon and temperatures well to be kind of season plea. >>into the 5060 degree range is what we're looking at but again to start things off little bit layers some cloud cover came in in the predawn hours just a touch but we've been able to be dry in clear enough to allow a little bit radiational cooling to occur overnight live shot coming in from u c berkeley east bay shoreline there's the bay off to the distance or temperatures. lot of 30's on this board there conquered livermore all the 30's 39 for oakland, up to the north bay we get our 29 for santa rosa elsewhere nap and a bottle also in the 30's with 40's lighting up the east bay shoreline, 45 of course for san francisco models kind of set things up this way we get a big dose high pressure so

lots of sunshine this weekend and dry. midweek we'll see some scattered clouds then it gets interesting for the late weekend now the issue is we have 2 models look at this and one of them pushes the rain through a little sooner. other one is a little later, but they both agree on us getting weekend rain next weekend. so having said all that this weekend we're mostly sunny cool to mild depending on your perspective here. we've got 50's and 60's mixture next week, some scattered clouds late in the week signaling the weekend weakening of that high-pressure zone temps pretty steady though in next weekend rain possible will say saturday. the sun daybreak is a question mark because some of the other models are saying it's a little later than the arrivals were having a timing issue but both again agree we'll get some rain across the state math, 59 per fresno 64 bakersfield you don't see much temperature moving even down to socal 71, san diego but mostly it looks like a 50 story and we should not have raindrops in here my fault, 59 san francisco, 62 for oakland

61, san jose and mostly sunny the role for today highs across most of the region for today, we're looking at 64 santa rosa lower 60's line up the east bay shoreline inland is where they start to drop off a little bit the m-fifty-nine or so for livermore so not a lot of the 4 terms of variety of temperatures. coming up a little bit of course we'll have your 4 zone forecast for that as well and the extended to marty sounds good dave, thanks. a this gets a national news, this morning president trump signing a 2 day temporary spending bill just hours before the midnight deadline. >>that would have meant a government shutdown this weekend. this bill will buy more time to strike a deal for coronavirus relief package. negotiations have been moving slowly, although both sides say they are making progress continue working throughout the weekend. >>i believe also feel we're making. good progress on a major relief bill of the trouble with the full year appropriations measure. but alas we're not there yet we cannot leave. >>washington as senators. well

the holidays to go back to all families unless we address the pain and of other families. throughout this country. >>well democrats say they're angry about the attempts by republicans to curb the emergency lending powers of the federal reserve. they say it's an effort to undermine president elect joe biden republicans for their sides say they're upset democrats won't agree to a sweeping liability shield to protect businesses hospitals and other organizations from covid related lawsuits. and a narrow victory for president trump is the supreme court dismissed a challenge looking to block the president's plan to exclude undocumented immigrants who are living in the u.s. from the census count. the census is used to determine how many seats in congress and electoral votes. each state will get the court says it's just too soon to rule on the president's plan, partly because it's not clear just how many people would be excluded. the court also says

that the ruling is not a final decision and they're not wayne wayne, the merits of the president's plan, the 3 liberal justices on the nation's highest court dissented on the decision. san bernardino county is suing the state asking the california supreme court to overturn the stay at home order. county leaders claim the order simply goes too far under the state's emergency act. they say governor newsom has acted improperly and the suit also charges that san bernardino county should be able to set its own regulations. it says the state's orders stretch the county's resources thin and that makes it tough for the sheriff and health department to provide other critical services, san bernardino county wants the california supreme court to act by december 28th. when the 3 week order is set to expire or be renewed. despite trials months of testing and support from top health officials, many people of color are still unsure of the vaccine safety.

there are many reasons for this, but analysts say that mostly comes down to america's history of racism in medical research and a lack of trust in the federal government. doctor anthony fauci address the importance of having minorities represented in vaccine trials to what we did is that it literally on a weekly basis every saturday morning as the trials were going on. >>we got on with the leaders of the trial in the clinical trial sites and encourage them in show them and help them figure out how to get minority to dissipate shun and we too are certainly we were quite successful for example in the murder his trial. we tried to guess to the 13% african-american which represents the relative proportion of african americans in society, we only stop there we've got some at 11. in expo operation which is about 18 you're 18 and they have 90% of the population. we got to 21, so we had good

marched on through right before dawn, just a little bit but we clearing skies last night with that dry air let those temperatures tumble, here's a look at the progress we've got santa rosa now up to the 30's here at 30 35 going on map of 36 for nevado and in the inland areas in the east bay also into the 30's 39 for oakland, got some 40's in the east bay shoreline with 44 san jose look at our winds pretty much calm that's another factor when you have winds are kind of calm you get the radiational cooling effect and what you can expect for this saturday at 11 o'clock at 51 will be about 55 into the early afternoon in much the same is expected for tomorrow. we'll take a look at that forecast in terms your 4 zone. but also that extended with some rain being mentioned marty ok dave and now we're going continue our coverage of the stay at home order that's now in effect for the entire bay area now this order of course having a crippling impact on small businesses. >>and on the peninsula, the owners of the pacific the pacific a brewery are pushing back they're now calling on

other small businesses to join them. the owners say that restaurants are being unfairly targeted as covid-19 cases are on the rise. kron four's dan thorn has their story. >>outdoor dining deserted pacific a brewery, the tables to remain empty a san mateo county is under another state home order, the small business like many others is forced to rely on just take out and so far that's not going so well it's not stay at home order at all. >>it's shutting down restaurants. bars worries. all of these places. >>for helen nasser al-din her 2 dozen employees are at the heart of the matter most live paycheck to paycheck and depend on getting shifts the brewery is expanding take out to 7 days a week to help manage they need to feed their children. >>and if we say ok we're going to shut down for 3 weeks we'll call you 3 weeks. they go hungry. they live penny to me. >>sir elton doesn't understand why malls and other retail

stores can operate inside places like restaurants have taken extreme measures to keep their customers safe outside nasser al-din says state and help leaders should reconsider the rules for restaurants, she's also hoping some will step up by defying the orders together to show their businesses are safe to operate that's all. >>stand together and figure out a way where we can safely. and say enough is enough you can do this you can't do this this is wrong. it's not about being fair about being wrong reporting in pacifica dan thorn kron 4 news. >>and they're similar frustration about the outdoor dining ban in san francisco and now some city leaders are taking action. a group of san francisco supervisors are set to hold an emergency meeting next week in which they plan to demand that the public health officials clearly explain the reasons for banning outdoor dining. a professor of epidemiology at ucsf says there is science to support the move. >>this is that people take their masks off to eat. and

it's not so much about the person, you know 3 tables away. as it is about the person across the table from you and if there were these are for people to mix and mixed households. you know they represent a risk. >>well doctor rutherford argues that then as the number of covid cases and hospitalizations skyrocket here in california. now is not the time to be making compromises. retail businesses and tourism the tourism industry also being heard by this new health order san francisco's pier, 39 is one of the city's most popular tourist spots. but now it's basically empty pier, 39 ceo says the number of visitors has been down more than 80% because of the pandemic and stay at home orders outdoor dining is closed along with most attractions and it's not just pier 39 in north beach, the popular z chuckle is normally packed with shoppers this time of year. >>are busy holiday season usually starts about 2 weeks prior to christmas and from

that point to the busiest weeks of the whole year and now we're down probably about 80% here in the shop. >>and the owner has that they are heavily relying on online sales to try and stay in business. developing story now as students in the san francisco unified school district will not be returning to campus next month as originally planned the district says it simply can't meet its goal of reopening schools for in person learning on january 25th that's after the teachers union made new demands for health and safety requirements which can't be met in time. in response mayor london breed slam both the district and union for failing to reach an agreement she called infuriating saying quote i can't imagine how hard this is for our families and for our young people who haven't been in the classroom since march. she added that we should not be creating a false choice between education and a safe return to classrooms we can do both. university of

...at ross. >>good morning, welcome back the coronavirus pandemic shutting a light on the vast inequities in our health care system with minority populations being hit particularly hard kron 4 says he can do and looked into the bay area neighborhoods that are hot spots for the spread of covid-19. >>we took a look at several dashboards and maps from bay area health department website for information regarding covid-19 hotspot city's neighborhoods and zip codes this is what we found in the city and county of san francisco. we took a look at the number of new cases per 10,000 residents confirmed within the last 30 days the dark green color of the map showing the most cases are in bayview hunters point 558 new cases and the mission district

where there are 627 new cases of the virus viewing the real-time data from across the bay in alameda county, the map also uses darker colors for covid-19 hotspot cities and zip codes among the high is diseased oakland's 9, 4, 6, oh one zip code with over 3200 total cases and the city of hayward with over 2800 total cases san mateo county health dashboard shows over 20,000 covid-19 cases hear cases are listed by individual cities the highest totals are in daly city with 2900 cases east palo alto with over 2300 over 2700 redwood city and more than 2000 covid-19 cases in south san francisco, the vast majority of this group is in santa clara county where the cumulative total was 53,885 cases of the virus with a seven-day rolling average of 1170 new cases, darker blue on this map showing hot spot cities stretching from mountain view milpitas sunday,

marty they've seen a couple minutes, thank you, let's get right to our top story this morning. the icu capacity at 2 of california's 5 regions are now filled and they have 0% of space left all told more than 98% of the state's population is now under a stay at home order. let's take a look now at the breakdown of available icu beds by region in the bay area you can see we have 12.8% capacity but take a look at southern california and the san joaquin valley areas. they are at 0% and for the 3rd day in a row california recorded more than 41,000 new covid cases and 300 deaths in the single day. there are more than 1.7 million confirmed cases of covid in our state right now and 22,000 people have died from the virus. the positivity rate over the past 2 weeks is at 11.8%. between pfizer and moderna we should have enough doses just this month of december to immunize

california has recorded more than 41,000 new covid cases and 300 deaths. >>there have now been more than 1.7 million confirmed cases of covid in our state, 22,000 people have died from the virus in california and the positivity rate over the past 2 weeks is now 11.8%. >>between pfizer and moderna we should have enough doses just this month of december to immunize the first 20 million people and what we hope will be a big to get this terrible virus behind us. >>it's nice to have a little bit of good news this morning amid the rising cases of coronavirus the fda has approved an emergency roll out now of the moderna vaccine now unlike pfizer's the moderna vaccine can be stored in most standard medical freezers and that will make it much easier to distribute a smaller providers and also people in more remote areas. >>the federal government did by 200 million doses of the
