main event happens really into forms all this up and coming up ahead. now, here's golden gate bridge here for you can receive data cloud cover already marching in meanwhile, while we are above that we could see earlier from mom haha tale but now it's all covered up now by this fog and cloud cover that's marching through from the northwest. there's the rain well behind it and we're going to be timing this out for you to let you know about when rain will be arriving where you live now look at this when tracker here you notice all the color should right at the coast and that's where the winds will be the heaviest not just today tonight but through tomorrow, therefore a wind advisory has been posted really into this afternoon overnight into tomorrow morning really so it's going to be basically after the rain event is running at the heavier winds marching in here. temperatures while we're at it was clear least early last night so temperatures fell well below freezing up in the north bay napa santa rosa, 34 in a bottle we've got some 50's though, and 40's elsewhere
7:02 am
throughout the bay, so look ahead for today we make it cloudy and by noon we've got the rain working into the afternoon with temperatures quite chilly some lower 50's upper 40's come coming up in a bit of course we'll plot this rain-free and take a look at those winds. and also look at what's coming up in the week ahead. >>great news today in the bay area region we have to keep it up we're on the right track. we'll continue to improve in the bay area. yes, i'm very encouraging messages from health experts this morning is icu bed capacity in the bay area's improving. >>right now there are fewer patients in icu beds here in the bay area that's right the state actually released new numbers yesterday showing some regions reporting a significant increase in icu bed capacity if region is below 15% icu threshold. that's when that stay at home order kicks and businesses. >>have to shut down. the icu bed capacity in the bay area has jumped now to 23.4%. a
7:03 am
little confusing for some because on friday the state had reported just 6 and a half percent capacity here in the bay area region, the northern california region now above 41% capacity. the greater sacramento region still reporting below 12% capacity which is what's causing a little bit of confusion because the stay at home order was lifted in the sacramento area last week and that the bay area still remains and that stay at home order the san joaquin valley reporting 1.3% availability and southern california though still reporting no icu beds available there. health experts say the improvement and icu capacity shows that the post holiday shelter-in-place orders were effective in preventing a major surge in cases this of course is great news but health experts and county leaders still want people to keep their guard up. we have to keep it up if it is to go below 50% tomorrow that's not good. we don't want to get people's hopes.
7:04 am
>>because we have a long way to go it's super hopeful. >>but again we need to be sustained before we can begin the process of reopening. >>doctor peter chin-hong with ucsf believes these positive icu numbers can be sustained over the next few weeks. but there's still some concern this might be short lived because cases of the new covid-19 variant have increased governor newsom is expected to hold a press conference tomorrow morning hopefully will bring some clarity on when the bay area can expect our stay at home order to be lifted. >>here's the other side of the coin though we're still find we're now 5 weeks into the state's vaccination program in california still doesn't have nearly enough supply to meet demand. state officials are frustrated that the federal government has not provided more vaccines. bay area officials are upset with the and his move last week to suddenly add 4 million residents between the ages of 6574 now to be eligible for the first tier of shots they say that's creating a hodgepodge of systems and

differing requirements in the state's 58 counties. according to the cdc more than 41 million covid shots have been distributed across the country. but only 20 million americans have received the vaccine and that's less than half of the available doses. the state health department says the just over a million of california's 3.2 million doses have been given out that's just about one 3rd of the available shots here in california. according to bloomberg's vaccine tracker california is the worst state in the country. when it comes to giving out the vaccine. >>in the north bay the marin county health department is the latest in the bay area to launch a covid-19 vaccination dashboard actually tracks the number of people in the county who have received at least one dose of the vaccine. the new dashboard is updated daily and data is provided by the california immunization registry. and department of public health people who work but do not live in iran are not included in this

vaccination total even if they did receive their dose there in the county. the data also does not include inmates at san quentin state prison or people receiving doses at local pharmacies excluding all of that so far more than 6% of marin county's population has been vaccinated which equals about 16,000 frontline health care workers first responders and those aged 75 and older. meanwhile vaccinations do continue down in the peninsula, a new covid vaccine site has opened with the ability to provide up to 5,000 shots per week. it's located at the mountain view community center on south ranstorp avenue open monday through friday from 08:30am until 05:00pm right now vaccines available to health care workers long-term care facility residents and those 75 years and older appointments though are required there. >>coming up on the kron 4 morning news, sobering new numbers show how hard the pandemic has hit small businesses what one east bay city is doing to help keep local spots alive. but for

vaccine. we know severe allergic reactions that occur following immunization the vast majority of those occur within 15 to 30 minutes following immunization so something that occurred several hours later is probably not the severe allergic reaction the anaphylaxis that we worry about also it appears the person who died got the shot less than a month after being infected doctor anthony fauci with the national institute of allergy and infectious diseases recommends people not get vaccinated. >>within 90 days of being sick with the virus individuals who get infected. are protected for a while, but we don't know how long doctor blumberg says people who had covid-19 participated in the vaccine trials and they did not show any increased risk and that's why we do these large studies to look for any of those kind signals. >>and in the studies we didn't see any signal that showed that people who are vaccinated were more likely to die. so i

>>we've been working our way through this sunday morning we've seen the weather change as we gaze outside the windows it's kind of sunny this morning. yeah we had a little it seemed like the sun was trying to peek through some of those clouds but i don't think it was strong enough to do so dave. you're a nice try. power the senate just pack it up today and to say monday is the deal so. >>we do have the gloomy skies in place right ok so the rain is coming you got that correct and then the winds they're going to stay not just this afternoon tonight, even into tomorrow morning as well, this sets the stage for an very unsettled week ahead. we need the rain all true. however, one of the issues is going to be too much rain too quickly and that's going to be particularly an issue santa cruz mountains where you want to watch might be talking about some flash flooding down there live shot again we're looking at a temper and there's to the golden gate off towards the distance obviously the overcast in place as years a live shot what's going on their planes are coming and going but still kind of blue mean all that's on storm
8:46 am
tracker 4. here's the rain where it stands we're just starting to get some echoes appearing up here in the north bay and out to sea we expect this to filter through much of midday by the noon hour or so temperatures haven't budged really it all up in the north bay still hanging in the lower 30's at this hour, we've got 40's off towards the east bay as well as the peninsula, 43 meanwhile 4 san jose. so timing this out we get to around the noon hour search in the afternoon. you'll notice there it is down to the south east bay and the north bay looks like it's starting to clear by that point. so mid afternoon. it plays out sunset into the evening, it clears the south bay in the east bay before it gets too late tonight. and then you can see past the midnight hour. i start to see some stars going out there, but if you're going to walk out and check out some of those stars watch out because the winds will be with us so when the rain actually gets here. it is in place there it is on shore winds even a southerly wind tells us the front is not here yet. here come the strong force of winds post the heavier rains.
8:47 am
boom and then we have you see the purple down to the south bay in the santa cruz mountains all the way to tomorrow afternoon that wind advisories. a formality does expire, 10:00am tomorrow, but it's still quite windy as you can see in the afternoon they may extend that potentially but on sure is it will be and we expect a lot more with the next storm system. tuesday night that's to hear. let's go and check our rain amounts with all of this as we showed you the timing now will stop at about one 15 there you can see it pretty much coverage in the north bay, san francisco getting down to the peninsula in the east bay shoreline not much further. at about one 15 that it spreads out across the wider bay, everybody picking up almost about a quarter of an inch of rain between a dime and quarter we'll call it in terms of the collection even the inland areas like little more like it might get a nice collection as well down to san jose. so in the wide perspective of time and scope here. we have today's event okay and then the next on the lookout for is going to be tuesday night. the thing
8:48 am
that's changed about this is it's changed the intensity for a later time period now more wednesday morning. potentially by the morning commute on wednesday may become nasty in the south bay in the east bay too and then after that hits it drops to the south and then kind of retro grades a little up north it looks some of the models we're looking at so thursday wednesday night thursday morning. another heavy zone, particularly in the south bay santa cruz mountains will get hit with that and that may spark off a flash flood watch at earlier this week. monday the following monday looks like there's more upstream after we get some rain next weekend and the trend continues not bad for la nina here we're getting a lot of rain here now. so here's what looks like for the snow going on we've got snow from monday. a break tuesday wednesday comes back having said all that we have a winter storm watch 04:00pm tuesday through noon on wednesday that may be upgraded later on to a winter storm warning high temperatures today chilly lower it's already january.
8:49 am
we've got again. rain today break monday tuesday, it comes back basically it's after sunset though through wednesday and thursday and then more on to the weekend meanwhile, are lows going to be chilly to start as we start monday off but then into the 40's the remainder of the week 40's also cover the coasts noel and mardy. all right, thanks a lot. >>well, the number of americans who are unsure where their next meal will come from his sword during the pandemic now according to the census bureau's most recent survey, there are nearly 30 million americans who are dealing with food insecurity and why in his first few days in office president biden signed an executive order to expand food stamp benefits washington correspondent raquel martin has more. >>one in 4 households the united states are experiencing food insecurity doctor warned our and economics with the left-leaning brookings institute said no action by president biden will help millions of families

that's coming for this week dave spahr has got a look at all the details dave think it's safe to say the champagne is all flat. we have overcast skies to kind of start things off though it looks like around the golden gate the skies are trying to become troopers a little bit with a little peering out of some blue there but basically mostly cloudy and rating for the rain i think i squint and saw little bit of blue in their on shore winds look at that flag flapping its going to be like that for the next at least 24th maybe 36 hours or so. >>there's the shot from timber on them that looks kind of fierce there with rain just up towards our north here here it is on storm tracker 4. you can see some radar echoes now making its way into moran and across the mid day will be the next stop along the journey in the next few hours. there are the winds started to also build and parts of the east bay and some of those valleys out east. notice, how the winds are starting up tick upwards it is an onshore wind. although once the front passes everybody will get kind that northwesterly wind will be a little one of the south to start off. as a formality wind
9:02 am
advisory covers the coastal areas this starts at 4 o'clock which means it's going to be a post rain wind and then will be with us until 10:00am tomorrow a look at the area santa rosa's funny up to 34 now 37 foreign 40's for a napa san francisco and oakland coming in at 53, but elsewhere you can see the 40's for today we've got more the 40's cloudy with rain developing into the afternoon. by this evening say about 6 or 7. most of the rain will be done just a leftover scattered showers the skies trying to clear but it will remain windy unsettled. week ahead we'll be talking more about that in just a bit. >>great news today in the bay area region we have to keep it up we're on the right track. we'll continue to improve in the bay area. >>well, yeah that's some encouraging messages from health experts that we have this morning is icu bed capacity in the bay area is improving. there are now fewer patients in icu beds today in
9:03 am
the bay area that's right. the state released some new numbers yesterday showing some regions reporting a significant increase in icu bed capacity of course of a region is below 15% the stay at home order kicks and businesses have to shut down but as you can see here the icu bed capacity in the bay area has now jumped to 23.4% on friday. >>the state had reported just 6 and a half percent capacity, so folks are curious when that stay at home orders going to be lifted here the northern california region now above 41% capacity, while the greater sacramento region reporting below 12% capacity, a little confusing some to some because the stay at home order was lifted their early last week at the bay area does remain in a stay at home order right now now the san joaquin valley reporting 1.3% availability that's up from 0. so that's some good news. southern california though still reporting no icu beds available there. >>health experts say the improvement in the icu bed
9:04 am
capacity shows that the post holiday shelter-in-place orders were effective in preventing a major surge in cases, it's great news, but health experts and county leaders don't want people letting their guard down just yet. >>we have to keep it up if it is to go below 50% tomorrow that's not good. we don't want to get people's hopes because we have a long way to go it's super hopeful. >>but again we need to be sustained before we can begin the process of reopening. >>doctor peter chin-hong believes that these positive icu numbers can be sustained in the bay area over the next few weeks but of course, there's still some concern this might be short lived because of cases of the new covid-19 variant that have increased governor newsom is expected to hold a press conference tomorrow in sacramento and hopefully that will bring more clarity on when exactly the bay area can expect to stay at home order to lift. we're more than 5 weeks into the state's

vaccination program in california still doesn't have nearly the supply to meet the demand state officials are frustrated with the federal government that the hasn't provided more vaccines. bay area officials are upset with the governor's move last week to suddenly and 4 million residents between the ages of 6574 to be eligible for the shots. they say that this is creating a hodgepodge of systems and different requirements in the state's 58 counties. according to the cdc more than 41 million covid shots have been distributed across the country. but only 20 million americans have received the vaccine and that's less than half of all the available doses. the state health department says just over a million of the state's 3.2 million doses have been given out and that's only about one 3rd of the available shots available here in california. according to bloomberg's vaccine. tracker the state of california is the worst in the country. when it comes to giving out the vaccine. >>in the north a summer in county health department is
9:06 am
the latest in the bay area to launch a covid-19 vaccination dashboard actually tracks the number of people in the county who have received at least one dose of the vaccine that new dashboard is updated daily and provided by the california immunization registry. and the department of public health people who work but do not live in moran are not included in the total even if they received their dose in the county. the data also doesn't include inmates at san quentin state prison or people receiving doses at their local pharmacies so far more than 6% of marine county's population has been vaccinated which does equal about 16,000 frontline health care workers first responders and those aged 75 and older. >>and coming up on the kron 4 morning news. we have some sobering new numbers that show just how hard the pandemic has hit small businesses we'll find out what one east bay city is trying to do to help keep local spots alive. but for someone has died after receiving a covid-19 vaccine

determined the exact cause of death just yet, but they do know the person had tested positive for the virus back in late december guards paulson guy has the latest now from the placer county public health department. >>in a facebook post the placer county sheriff's office announced its corner division and public health recently were notified of the death of a person who tested positive for covid-19 in late december in the post they say that individual was administered a covid-19 vaccine several hours before the death on thursday officials say the dose was not administered by placer county public health and they don't know what caused the death at this time, it's an incident that is leaving many people with more questions than answers, including doctor dean blumberg an infectious disease expert at u c davis children's many people are going to make the connection with the vaccine because of the timing doctor blumberg was unaware of the placer county case but he says don't be too quick to blame the vaccine. >>you know my my first
9:11 am
inclination is it's probably not likely related to the vaccine. we know severe allergic reactions that occur following immunization the vast majority of those occur within 15 to 30 minutes following immunization so something that occurred several hours later is probably not the severe allergic reaction the anaphylaxis that we worry about also it appears the person who died got the shot less than a month after being infected doctor anthony fauci with the national institute of allergy and infectious diseases recommends people not get vaccinated. >>within 90 days of being sick with the virus individuals who get infected. are protected for a while, but we don't know how long doctor blumberg says people who had covid-19 participated in the vaccine trials and they did not show any increased risk and that's why we do these large studies to look for any of those kind signals. >>and in the studies we didn't see any signal that showed
9:12 am
that people who are vaccinated were more likely to die. so i think the odds are that it was more likely due to chance. >>well as guards pulsing go reporting for us this morning, a doctor bloomberg says that there are many questions that still need to be answered regarding this incident and there are multiple local state and federal agencies that are all investigating the case. they've. >>we've got chilly conditions today cloudy skies, rain not done yet we have some wind as well that will be this afternoon tonight as well but that all together for you
9:15 am
>>yeah, i was just thinking about how were we were about a week ago when we're talking about temperatures in the 70's, yeah, plenty of sunshine. >>and now you're probably wrapped up in your blanket your house this morning with a nice warm cup of coffee i believe because it is chilly out there and we're about to see some rain today. dave spahr has got all the details on the timing of all we can start to see those a sprinkle start to drop dave. yeah remember that in my memoirs, tahoe, but just a week ago. yeah, different story and you know this kind of weather pattern you're kind of wondering is thss going to hold together this week because we're in a lot like nina pattern. >>well looks like it's a selling up that way starting with today, lou soaking dark about minute there the shot from timber on as we get things going here the golden gate off towards the distance as rain is coming in from the north to spread off across the wider bay there you have as we
9:16 am
speak. that's quite interesting. there are right up close and personal as they were getting some sun though with the golden gate here but not far away comes the stormy action upstream temperatures finally graduated a little bit above freezing for santa rosa 34. but at least 44 napa 37 from a bottle elsewhere across the bay, we at least have the 40's with some lower 50's to be had as well not much more in the way of reining but great warming but at least we're well above freezing all that business. now today we're going to have the rain the winds in the clouds all day that's it's too quick comparison here for you slightly more mild off to the far east bay but most readings are little cooler and don't expect much warming today giving an idea about timing in all of this say about the midafternoon here right across most of the bay getting the heaviest rain happening at that time if the parts fairly quickly and it will probably be after sunset however before we really see the saw skies open up a little bit that will happen tonight, but still don't love for you because the winds will be right on their heels. that's the front moving
9:17 am
through and you can watch the arrows and all this direction here let's go in and stop it here about 4.30. you saw the rain will be all to the south at that point but the front still hasn't passed as you can see in the east bay, the arrows in that direction meanwhile to santa rosa. due west. so we already have the front trapped piecing through bringing with it winds overnight for your monday as well that's why the wind advisory has been posted for the coast. and it doesn't go out this far but here's your general idea how long those winds will remain, although they're going to be most intense of the coast you'll off to the east bay as well. so putting this all together. today is showers and rain by midday, breezy windy at the coast. then tonight, we've got scattered showers some partial clearing but we have the winds left over in stone that wind advisory at the coast next week monday. breezy clearing and the winds kind of wind down but starting tuesday night going basically for the rest of the week unsettled the biggest hits were looking for is tuesday into wednesday night or wednesday morning,
9:18 am
wednesday night into thursday morning. there's another hit their that secondary hit looks like that will be bubbling up from the south through the peninsula. so in the santa cruz mountains got to watch out for that 52 san francisco, 53, oakland and san jose matching that basically afternoon rain and breezy to windy for your afternoon. there you see it to give you a general idea we expect across the bay lower 50's overcast. wind and rain coming up a little bit here we'll talk more about that extended forecast for you see what's going on the sierra see what this rest the week looks to be which by the way is going to be wet and unsettled party in and well okay dave thanks a lot. seen a couple minutes on national news this morning president biden has signed an executive order that immediately freezes most deportations political analysts say that shows that he is serious about comprehensive immigration reform but even democrats say his bold proposal could be a tough sell in congress reporter markie martin more on the proposal. >>and the opposition.
9:19 am
>>we're going to rebuild our economy well. >>and these are just all starting point in his first 3 days at the helm of the oval office. president biden has made 19 executive orders in a slew of memos and proclamations several or immigration policies, many of which dismantle trump era actions, the acting homeland security secretary issued a memorandum to review and recent immigration enforcement priorities. 400 days beginning tomorrow the department of homeland security will pas removals. >>for certain individuals delayed deportation not applying to those who have entered the country after november first or suspected of terrorism or espionage biden also putting an end to the muslim travel ban and the national emergency trump declared at the border essentially ending construction of the us-mexico on biden's first full day of his presidency, mexican authorities briefly shut down a popular port of entry in el paso texas after about 20 migrant families tried to gain

same day registration and other voting rights reforms, voting rights reforms rather it would also force disclosure of special interests and dark money contributions in elections as well as stopping gerrymandering of districts. the plan previously failed in the republican controlled senate and many republicans say that this plan also represents federal overreach. >>well coming up health officials still don't know how long a covid vaccine is affective once you get that the new study out of u c davis is showing some promising results got those details after the break.
9:24 am
9:25 am
>>good morning welcome back as more people slowly get access to the covid vaccine. health officials are now studying how long those vaccines remain effective. reporter lonnie wong talked to researchers at u c davis and came back with some promising results. >>medical research using rhesus monkeys has its critics but studies at the california national primate research center at u c davis has gather crucial information in understanding deadly infectious diseases like the zika virus in hiv. >>the immune makeup of the rhesus monkey is very similar to that in humans the covid-19 virus gather directly from u c davis health patients was introduced to several primate subjects last march at the very beginning of the pandemic researchers found that a
