the east bay shoreline. there. you have the cloud cover kind of hanging around a little bit. but there's the promise you can see from the golden gate bridge. look off to the right hand side. yeah. there's the blue skies that will take over for later today. little chilly up there in parts of the north bay 37 for napa. we got 53 mile degrees oakland 40's pretty much in the east bay with 48 san jose. and it's actually a little warmer this morning than yesterday. complements of some of those clouds marching on through. take a look at what's upstream. really? that's sunday's weather forecast. way up there on the left-hand side of your screen as things will change to enjoy the sunshine today. turning mostly sunny the late morning at 5459 expected by 2 o'clock coming up in a bit. we'll be talking more about the rest your weekend forecast in just a bit more >> all right, dave, thanks a lot. let's get to the news this morning. a big step in the right direction this morning. and state health officials give the green light for sonoma and contra costa counties to enter the red tier tomorrow. >> pretty exciting, especially for the weekend. that announcement means that every

county in the bay area will now be in the red tier state officials say they're comfortable moving ahead with these reopenings because the state hit a goal of vaccinating 2 million people in underserved communities. contra, costa county business owner stan residents tell kron 4, they're excited to get back to the new normal. >> thrilled. i mean, it's about time. i'm grateful that the numbers are down to be able to give them the option of indoor dining as well. as outdoor dining is a huge plus. we want. >> more patrons down here. of course, we want to entertain feed. our residents. but we want to do it safely hiding. it's about time. i think that the numbers are down very, very excited. i think it's going to be good for us all to get back to whatever the new normal is. >> so health officials say that we can expect to see more loosened restrictions as more people get vaccinated. those living in alameda county will also get to enjoy their first weekend in the red tier. the east bay county has been trailing behind marin county which went into the red 2 weeks ago along with san francisco last week.

>> and here's a reminder of the differences between the purple and the red tiers now restaurants can serve meals indoors with 25% capacity really retail stores can expand to 50% capacity indoor attractions and movie theaters can open at 25% capacity capacity and gyms can open indoors at 10% capacity. just as you might be making some weekend plans. you can add bay area wineries to the list of things to do is you no longer have to order food to in order to get a glass of wine or when you go wine tasting this after the state loosened its restrictions on wineries and breweries and that goes into effect today. there are some rules still in place that you need to keep in mind, people must be served only outdoors and they can only stay for 90 minutes businesses must close by 8 o'clock. if they don't offer food l. >> party. the list of who is eligible for a vaccine in california is expanding. it

the state would be funneled to those who live in the port zip codes since many of those areas are seeing the highest rates of covid-19. but bay area state lawmakers say this plan to create equity is detrimental because only 2% of the bay area. residents live in the affected zip codes. >> so in response state senator dave who and more than other dozen or more a bay area state, senators and state assembly members have sent a letter to state health and human services secretary doctor mark galli asking that he make changes to the plan. >> the index that the was based on income in zip codes. let's in kerr county completely out. so here we have even today, 51% of the cases. the new cases in santa clara county, for community they could not even one more of this vaccine rollout. the so-called equity rule out. so that seems like an inequitable

late morning hours. here's all the traffic we're talking about way up north. but for today, enjoy the blue skies action. the clouds start building a little bit going on for tonight. so today, here's the clear out pattern we see here not batted around noon or shortly there afterwards looks good. going into the afternoon evening here comes the cloud cover development after midnight. and that's how we're going to start the day with all the cloud cover and here's this clear fine coming our way this be able to milk most of the day before things start to turn all the way. think most areas of the bay will at least start to get some rain before sunset. here's the progress by 8.15, estimation. you can get a general idea that will linger the overnight hours. let's jump to those winds today. the typical uptick with the warming up for not in the east bay to some of those inland valleys getting a nice breeze going on. then tomorrow. these are driven by the front and driven by our latest system here. there you may start to pick up in the north bay about 4 o'clock or so. the rain will be contained pretty much to the north as a drop south brings the winds with that. as you will notice a good strong onshore flow. they will be all the way into

>> good morning, everybody. welcome back to kron. 4 morning news 7.30, this saturday morning. yeah. let's start the half hour off with a look at our forecast. a double whammy coming our way first. we're losing an hour and then we're going to get some rain days far in the weather center with all those details. thanks that their morning, guys. good morning, everybody. i can't control the hour or the weather and just let you know. so what we've got going on today is soak it up today. a little bit of a breeze. you know what, i know. it looks a little bit for windows here. little kind of ugly at some spots here, but it will improve will break up these clouds. lots of sunshine going on for today. >> that later on. yes, things do turn on us on sunday. let's take a shot. what's going on. i think it's golden gate bridge. and there you can see some breakup of some clouds. that's our future opening that up and here's the shot from half moon. bay. still some need some work being done here. but the sun will be out as we approach around the noon hour and for this afternoon with just a pleasant breeze going on. those temperatures behaving themselves nicely.

victims. >> it was just last month when jackie's 3 year-old daughter was attacked by an unprovoked while the 2 were standing in front of their home in morocco. jackie says her daughter has mostly kept inside ever since. so far, news of the coyotes capture has not calmed her fears. she does not distinguish now between. >> every dog in the neighborhood and the she's still scared. but my other children and i feel. >> very relieved to the california department of fish and wildlife says trappers caught the male coyote thursday not far from jackie's home near camp lindo high school captain patrick foy says dna evidence confirms the coyote is responsible for 5 attacks on people ranging from a 2 year-old to men in both marotta and lafayette within the past 8 >> euthanized. it just we have a positive match priorities are not uncommon in this area. but 40 says human attacks are

friday afternoon. he's accused of sexually assaulting the woman on wednesday as she waited for a mortar morning. a commuter train in san jose. investigators say that once attacked a woman he yelled explicit words of her people in the area stepped in to stop strident from getting away. santa clara county's district attorney's at showed bias towards an asian person to is explicit language. >> meanwhile, this developing news, a man is not being charged with a hate crime after police say that he murdered a 75 year-old asian man earlier this week. kron four's haaziq spoke with a law professor to learn why it wasn't considered a hate crime. >> the suspect arrested for the murder of a 75 year-old asian american man in oakland has been charged with multiple serious felonies by alameda county district attorney nancy o'malley however, he is not be charged with a hate crime just because it picked him is a protected category. doesn't automatically make it a hate

crime gabriel chan is the martin luther king junior professor of law at the u c davis school of law. he talks about possible reasons, hate crimes are not charged in some criminal cases even though the public assumes or believes racial bias was the motive of the crime. of course, sometimes terrible things happen to people of color or women that related to their protected characteristic. >> so possibility is that there was insufficient evidence that the crime was motivated by bias. another possibility. that if somebody is already being charged with a very serious crime. then it might be sort of. unnecessary. to add a. if they hate crime enhancement. >> vicious hate crimes against asian americans. act. her ash plane and scapegoated. it's wrong. it's an american and it

expansion comes as the state is preparing for another major shipment of vaccine. the federal government sending us more than 3 and a half million doses over the next couple of weeks. california's top health official says the state is preparing to meet the president's order to make all adults eligible for the vaccine by may. 1st. >> the next milestone for the state will be reaching the 4 million distributed doses mark for those vulnerable communities. but some state leaders say that the shots aren't getting where they're needed. most. >> the governor says is that on thursday that 40% of all vaccines in california would be funneled to those who live in the poorest zip codes since many of those areas are seeing the state's highest rates of covid-19. but bay area state lawmakers say that this plan to create equity is detrimental because only 2%, a bay area residents live in the affected zip codes. >> in response, state senator dave cortese along with other bay area. state leaders have sent a letter to state health and human services secretary

have this breaking news in the east bay in contra, costa county. we've been watching the progress here of them trying to write that big rig that cement truck that's blocking the north main street off-ramp. this is i 6 ad southbound in walnut creek. you can see the ramp is closed in both directions. the collision was reported about 7.45 this morning. we don't have the word on injuries. we do understand, though, that the truck driver is out of the cab. so that's that's great news. of course, chp doesn't have any type of estimation just yet as to when they're going to reopen that off-ramp. we'll continue to stay on top of the story for you throughout the morning and let you know when they do open that ramp. >> so glad he was walked away from the u.s. crazy. well, we've been checking in on the weather because dave spahr, our meteorologist says that eventually this will be a thing of the past. there will be some sunshine, but i'm starting to not believe this. this is why get this makeup and every the sun's out. yeah.

be reopened will continue to stay on top of this for you throughout the morning. also in the east bay for the first time in weeks. there's a sense of relief and some communities there this morning as the coyote that's responsible for at least 5 attacks in lafayette. moraga has been captured and killed. >> finally it's been almost one year now. the search started back in july when a 2 year-old boy was bitten and the thursday night when the department of fish and wildlife say the trappers caught the coyote among the most recent victims was a 3 year-old girl attacked while she was standing outside of her home and the mother says that she's glad that things will get back to normal now. >> we are really grateful to the state agencies and the rock, the police and the federal agencies that honestly worked around the clock to help keep our community safe. now. i will not see the neighborhood running with brooms in their hand and golf clubs and all other types of weapons. >> well, that are in areas that you see davis are going to test the animal for rabies.
