>> from the area's local news station. you're watching the kron 4 morning news at 7. >> good morning, everybody. thank you so much for joining us on the kron 4 morning news from martin gonzalez and i'm noelle bellow. it is saturday. april 3rd holy saturday for those of you celebrating easter this weekend got a lot to get to this morning. some good news in terms of covid-19 protocols. finally, a lot of people are seeing and we get to go back to concerts. we get to go back indoors. we're going to have all that covered for you. but first gant to touch on the weather because we're dealing with a little bit of a cooling trend states. was there. tell us more about that, hey, good morning, guys. yeah. and that's going to stick around a little bit early into next week as well. it's not going to be quite as warm as ittwas from last week

and the other factor we're hoping to scrounge up a couple raindrops going on for your weekend. but it looks like it's going to be pretty being a holiday weekend. i guess we can enjoy the outdoors a bit. we're going to share that with clouds and we're starting that off with some fog and clouds. here's a look and half moon bay there you see kind overcast appearance. that's pretty much mirdored at the golden gate as well. we expect some afternoon clearing on this account. but it's going to really start east and move to the west in terms of were clearing temperature one of the mild side because of all this cloud cover we've got 40's up in the north bay. there. also inland off to the delta bit. 50's around the perimeter of the bay 51 san jose. but for comparison, only really cooler. well inland in the east bay everywhere else is a touch warmer this morning. a look at the storm tracker 4 we gain. we have the clouds and fog in which to contend with that will mix out a little bit. we'll get some better clearing as we approach around the noon hour. speaking of that fog, there's the cleanup job that we see probably about 10 o'clock or so. the fog part of the forecast is over. just the lingering clouds will have to

contend with 55. that's an air i believe. and we'll be going into the 60's as we get into the mid afternoon. coming up a little bit here. we'll walk you through some of the clearing out we expect for today. well, marty. >> thanks, dave. some very positive news this morning. state leaders have set a date for when we can head back indoors for things like concerts. live sports and even wedding reception at all begins on april 15th and indoor events will be allowed in the red orange and yellow tears. >> capacity of those events will started 10%. if you're in the red tier, then it expands as counties move through the tear status. now some venues will be requiring proof of a negative covid test or full vaccination and masks will still be required for everyone. social distancing for some. >> action its actions that because separated off kids should shoulder to shoulder. this is really critical because this is going really be a pathway to allowing get used to me co capacity are

currently in >> as vaccination efforts continue, the state will start relaxing guidelines allowing counties to move into less restrictive tiers more easily health experts are expressing cautious optimism right now. but they note some people will need to take more precautions than others. >> as we reopen things. you know, i think you need to do your own risk assessment. self risk assessment. and if you're 85 years old and have, you know, numerous underlying risk factors. if you're pregnant woman. i think he'd be go slow on the on these things and be careful and not put yourself at risk. >> doctor weatherford says that it's wise to be aware of your own risk factors and underlying conditions since they can change over time. >> now the return of concerts might be the biggest step towards a return to normalcy for us, especially good news for the live music industry

which has been forced to stay silent throughout this pandemic and kron four's. dan thorn takes a look at how one san francisco music venue is figuring out how to safely. welcome back. routes. >> it's a step forward in the state's emergence from covid-19 restrictions indoor concert venues like bottom of the hill in san francisco will be allowed to reopen on april 15. it is extremely exciting to get any kind of guidance on this because that's what we've been asking for. the whole time. lynch wars is part owner and head booker of the hill nightclub. the last year has been challenging for music venues like hers. >> unable to book shows and unable to make money without trying to come across as ungrateful shores is a little concerned this announcement might be a little rushed or not there yet. there's still like long lines to get an appointment for a vaccine and you still have to be over. 50 is so i my personal feeling is why not wait until. >> we've reached this herd immunity before we start put-ing people inside indoor

concerts and theater performances will be allowed to happen in tears below purple in the red tier 10% capacity is allowed for venues up to 1500 people and 20% for venues greater than that. >> capacity limits grow as the tears go lower bottom of the hill. like many smaller venues has space for fewer than 300 people. schwartz says it will be difficult for them to reopen and stay open at anything less than full capacity. she also does not nbd intense pressure facing state leaders in opening up more things throughout the state. i would hate to say anything but that i'm grateful. >> for guidance and and seeing a light at the end of the tunnel. >> well, as indoor sporting events get the green light. the warriors are encouraged with this grim news for them. i in the statement the team says, quote, over the last year we've taken a number of steps to ensure the health and safety of fans upon their eventual return to chase center. that includes strict sanitation guidelines enhanced air circulation measures and

happening in our community. and i hear the voices of the families and friends and the concerns of our community as they experience constant gunfire across our city. >> the chief also says the department will continue to partner with community groups, other bay area, law enforcement agencies and other city departments. all this to build a long-term solution to addressing illegal sideshows and violent crimes in oakland. noel. >> and alameda county police have confiscated an alarming number of illegal guns this year. >> police also finding another disturbing trend in ghost guns. ghost guns are unfinished a firearms and they can be sold to people to then finish piecing them together and they do that at home. that untraceable completed to about 80% and then they're sold as an item, not as an actual gun. >> and then they're they're being finished in people's basements in their homes in these illegal gun making factories.

>> investigators say ghost guns have been used in crimes ranging from robberies gang and drug-related shootings. they've also been randomly fired at sideshows. >> and he's paid teachers in jail after pleading guilty to assault charges were learning the disturbing details from one of his victims, ray and his or was in his late 40's when he began sending messages online to one of his biology students at the athenian school in danville that student who does not want to be identified was just 16 at the time. she says the ordeal made her uncomfortable and in the relationship when she began college. she reported the teacher to police who immediately began an investigation and that eventually led to the now former teachers guilty plea this week he was sentenced to 45 days in jail and is now a registered offender. his victim explains why she decided to come forward. >> i still don't know everything. he may or may but.

morning. everybody. not along the way of sunshine to start things off. but we expect some improvement as we get into the afternoon hours or late in the morning hours will take care of the fog. >> and the clearing will pretty much be from east and moving out to the west, the coastal areas which we'll probably see overcast for good chunk of today. tomorrow. some better clearing and quicker, though. but we'll make still some passing clouds and all of this. this is kind of a compromise we have from getting some of the rain we're hoping that's been kind of scrapped or to have told the clear skies and warm weather like we had earlier in the week which we won't get either. a look at sfo this morning. not bad 48 for napa. 47 santa rosa. those are the cold spots even the coming into 49 elsewhere. a lot of the real estate is into the 50's inland. still a little bit colder there. 45 livermore, 51 for san jose. that cloud cover sector just as a side know you might pick up a little coastal drizzle today. tomorrow just in the morning hours just because of the atmosphere. here is the clearing patch by 2 o'clock. we're clearing out better in the east bay but still quite nice clump. you can see down there. the santa cruz

mountains clears up a bit. then tomorrow again, scattered clouds got to keep them in there. maybe a passing drizzle along the coast into the afternoon. mixed bag of sun and clouds still with us. and then we really start clearing out in earnest. it looks like early in 2 next week. a sum for the winds. today we'll see the uptick in winds that come in a common occurrence here in the east bay. we get into the afternoon evening hours. but the winds are going hang around a little bit longer. as you can see on your sunday after they get started overnight into monday. still quite active in those valleys off to the east bay. the delta. you can see and the valley a little more valley. so we're looking at variable clouds and cool 60's near 70 at the coast going on. i'm sorry, inland. then for tomorrow, better clearing still cool. upper 60's and 50's. still the coastal hardly any movement on that account. the next week. it's mostly sunny to start a shower question mark on wednesday, put another question mark on friday, too. not toby clearfield in that because

we're on the southern edge of all these little come on by were already get into that drier phase here. 58 san francisco with fog and clouds for open 61 with afternoon clearing san jose variable clouds and this is kind of optimistic. look to see some of that blue sky out there. temperature checked a lot of 60's on the board but hard to get a 70 and that be the case again tomorrow, lower 60's line of the east bay shoreline mid 60's down the south, of course, coming up in a bit. we'll have your 4 zone forecast to check that extended as well. know. thanks, dave. a big story we are following this morning another attack at the u.s. capitol. we're learning more about the suspect after friends say they were worried about recent changes in his behavior on friday. police say 25 year-old noah green rammed a car into 2 capitol officers. >> at a security checkpoint. one of the officers was killed. the other is in serious condition. officials say green got out of the car with a knife. and that's when officers shot and killed him and return. >> the suspect did start

lending toward us capitol police officers at which time a u.s. capitol police officers fired upon the suspect. >> the officer who died. his name is billy evans. he's an 18 year veteran and a member of the department's first responders unit. the attack comes a little less than 3 months after the siege on the capitol. lawmakers are in recess right now. so they're not there this week. police are said to be interviewing green's friends and family. they're also analyzing his recent social media posts to try and determine a motive. marty. >> well, it's been a week of emotional testimony at the derek chauvin trial in minneapolis. he's the former minneapolis police officer accused of murdering george floyd on friday, jurors heard testimony from lieutenant richard zimmerman. he's the longest serving member of the minneapolis police department zimmerman watch several angles of the footage of floyd's death, including police body cam and surveillance video. the lieutenant concluded the force used on floyd is

>> good morning, everybody. welcome back across for more news, 7.30 on what's going to be a really nice holiday weekend. it really is. but it's a little cloudy this morning. a little chillier. dave spahr has got a little bit more detail for us. hey, morning noel. marty, good morning, everybody. we are really fighting through a lot of this cloud cover tick in the morning. coupled with this fog that should all mix out a little bit in the east bay particular, you'll start to see the sun coming out probably before noon and into the afternoon hours we're going to share the skies with clouds all weekend long. it looks like and temperatures get reduced not quite as warm as we've been seeing right now, the picture we have of the golden gate shows were talking about. this is probably one of the spots on the journey. but we'll see. clearing so probably won't be in the afternoon. we'll see

some clearing going on there. lower 50's line of the east bay shoreline. for now. we got some 40's up to the north bay. 51. meanwhile for san jose for around the perimeter of the bay. we're seeing temperatures a little bit warmer than they were this time from yesterday. a touch cooler well in line with the cloud cover helping us out and the winds. it's going a little bit breezy in those valleys in the far east bay, particularly tomorrow. it looks like, well, after sunlight hours, we got 55 cooking by 11 by 2. we're talking 63 under partly cloudy skies. it depends on where in the bay you are the east bay better clearing peninsula a little sluggish. we'll take a look at that. 4 zone forecast and the extended coming up in just a bit. well, marty. all right, dave, thanks a lot. let's get to a big story this weekend after more than a year of people worshiping virtually. >> easter sunday will be the first opportunity for a lot of people to gather once again in person at churches. yeah. there's so many restrictions in place, though, for those going to church staff at bay north church of christ in

fairfield are preparing to welcome people back in person. they're going to have about 75 people socially distanced in the main sanctuary and 45 in an overflow room everyone is required to register before entering the church. >> people will answer a questionnaire will have to wear masks. of course, and there will be temperature checks. >> pastor sam morris says that this is the first time that they will be gathering at that church use that data to allow us to contract contact. trace, we have to. >> at some point started easing up and allowing our members to come back. it's been over here. >> well, at grace cathedral in san francisco. they're doing things a little differently most of the events will be virtual d malcolm young says they have to follow both the city and the diocese guidelines and believes it's important to make the sacrifice us right now. >> well, this week following warnings of another potential surge in coronavirus cases. state auditor elaine howle

says that the california health department has fallen short of its goals for contact tracing the department said the goal of 31,400 contact tracers across the state. but at last check, california only had just over 12,000. the goal was based on an assumption the state would average 5,000 new cases per day. but instead california average 25,000 new cases per day from late november through december. happening now in the east bay. new safety measures are now in at oakland's lake merritt. >> yeah. >> this includes return of a parking enforcement traffic control, improve sanitation and a dedicated vendor area. all of this aimed at reducing potential virus spread and traffic hazards. now, these will be in force from 6 in the morning till 10 o'clock at night. the on weekends through the month of november. noel. >> johnson johnson is expanding its clinical trial

of its single dose vaccine to include miners 1617 year olds will be tested. first and then it will eventually expand to children as young as 12. the study is testing the safety of both one dose and 2 dose regimen of the vaccine pfizer and moderna have already started trials on minors with pfizer determining its shot is safe for kids. age 12 to 15. >> and we have a pair of changes to moderna's vaccine to tell you about its going to work out the distribution and will help the supply chain. the fda is now allowing moderna to produce a new viles. it can hold up to 15 doses each. that's compared with the current viles that are designed to hold 10 doses. the fda says that health care providers can safely extract up to 11 doses from the current 10 dose vials. the company submitted new data to the agency showing just how much vaccine can be extracted from each vial using different types of syringes. and coming up on the kron 4 morning news fire crews already have had to

welcome back. with the pandemic, of course, is deeply impacted all school age children. >> special education have been hit especially hard. that's

right. forte talked with one family who continuously struggles. >> to get the support their child needs to succeed. >> search and spent the past year distance-learning, can you drop off from you're physically separated from the teachers and staff so crucial to his academic success doing a great job are working together. the center for disease control found the pandemic's created major setbacks for school kids. both of their education and emotional development for sir ian, the challenges are even greater. he's 12 years i just think he's a great heart is that means under federal law, he's eligible for special education services designed to help him succeed in school. things like therapy and a little extra attention. but those services are not always easily transferable to virtual learning or even in person learning with social distancing. you tell me her name. yes. yes. his mom, diana says that expanded her role from parent to educator for

her. the pandemic's been a series of trial and error figuring out how to get sir ian to engage in virtual learning. he did not understand why i was telling him you have to sit in this spot. >> you have to look at this computer. it was really hard. it really broke my heart. you know, she transformed her kitchen into a classroom, setting up the laptop that connects or and his teachers and his lessons on the table. paper crayons and pence within reach. you do have my still sometimes her efforts aren't enough routine is so important with no children with special it keeps them keeps them. >> you know, calm. and when when you have all these ships. >> they just can't. it's too much. it's very overwhelming for them. it. >> and situation is an isolated special needs children across the country are experiencing the same

setbacks to your last a year. last share schwartz is a special education advocate. i think you have some school teams that are really prepared and have been able to pivot and shift and make things work. special teachers out there who are really working above and beyond. >> and you know, there are also some teachers who are really struggling with navigating. thanks for them. technology students have had to roll with the punches that speech did think, you know your us teachers and administrators are getting the swing of things. >> the challenges that as schools reopen that routine will once again be disrupted and those kids will need to adapt again as well as re learn. a lot of the skills they've lost. >> well, that was jenelle forte reporting for us this morning. now, according to the national home education research institute. the number of families who have turned to home. schooling has more than doubled since the beginning of the pandemic, noel.

>> well, travel planning just got a little easier for fully vaccinated americans. the cdc says those fully vaccinated can travel within the u.s. without getting tested. unless their destination requires that they also don't need to self quarantine. as for international travel anyone fully vaccinated can leave the country without getting tested, although they will need to test negative before getting back on the flight home. they also don't need to quarantine once they're back, though people who have not been vaccinated are still being urged to avoid unnecessary travel in the meantime, california state health officials now say the state is officially dropping a recommendation asking non essential travelers to stay within 120 miles of their home. although they're still discouraging people from leaving the state or the country. dave. >> all right. we're looking at temperatures to be on the mild side took cool actually for today. we're battling quite a bit of cloud cover and started things off. the fog will see the sun come out and play a little bit this afternoon and

>> well, happening now, wildfires in april. yeah. believe it or not, bay area fire crews have had to respond to several brush fires in recent days. this video is that no fire which has burned p% about 3 acres in the burn scar of the czu lightning complex

fire. the unseasonably warm and dry weather along with the winds. it's not really helping matters at all. kron four's. gayle ong has more on how firefighters are bracing for an early fire season. >> this is the time of year for homeowners to act now to protect their homes, their families. the properties in neighborhoods from the threat of wildfire. take care. that defensible space cutting. are we back living up trees. a lot of the work that point. we'll wait a little bit later in the season they're 30 year to get started on these fires are the reason why firefighters are getting the word out to be prepared unseasonably warm weather mix with dry vegetation are creating wildfire fuel. >> and growing drought concerns april 1st is usually expected to be the time where the. >> plants are growing with high fuel moisture content. lots of new growth. and to our surprise, we didn't see any of that. professor craig clements runs the wildfire interdisciplinary research center at san jose state. he

spent friday afternoon looking at the conditions in the santa cruz mountains. there is no new growth on any of the shrubs that we're sample, which indicates that the drought with lack of rain we've had this winter is then really affecting the fuel. and so the fuels are already starting out dry air than they should. and this record drought is going to be a problem. the summer, the bay area is already seeing fires pop up in recent weeks. thursday night contra costa county, firefighters responded to a grass fire in antioch suspected of arson just points out the fact that the conditions are right. >> for writing fire danger and to serve as a reminder to all of us. we need to be careful all of our outdoor activities in the north bay 5 and a quarter million dollars has been set aside for both the city of santa rosa. >> and sonoma county as a result of the pga. the settlements after the temps fire in 2017 in the meantime, paulo and all the assistant fire marshal, the santa rosa fire department is encouraging residents to be extra vigilant

about what the rain doesn't necessarily mean that start seeing those devastating fires right away. but we could very well see them much earlier. >> this season. we have historically in the past. >> well, you know, we we need the rain so badly and we're going to check in with dave to find out if we have any of the way i know. i feel like we're lacking yeah, you know, guys, it will be perfect with this forecast if we could just get an evening shower, maybe overnight, ok, hang on. i'm going. >> if we just get an evening shower in here overnight will be kind of nice to give us some insulation from that. we're just getting this cloud cover, maybe some coastal drizzle. that's all she wrote. here's what we're looking on the satellite picture. we're getting some of the traffic filtering down south of this front will drop south, too. and we'll get the cooler temperatures. but that's about it. looking at to the fog cast as we go ahead into this afternoon. yes, that won't be a problem. but it's really something that will be returning tomorrow morning has a tahoe forecast. you know,

removed from on-campus housing after admittedly hanging this noose that you see here in photo on their balcony. at least 2 african-american students noticed and reported that noose last tuesday campus, public safety had it removed and the person responsible has been banned from living on campus ever again. but some students say that punishment doesn't go far enough and they're disappointed. the university took a full day to alert the campus about the incident. >> the first thing i thought is like you have to go out of your way to go get those items and actually going display outside on the balcony and is for everyone to see. i really just fell like a certain sense of like again. >> you know, this is not the first incident of anti-black racism happening on us. campus. >> a similar incident happened 4 years ago involving 2 students and a noose. this time the schools chief diversity officer says she understands the frustration.

she also adds the student is entitled to due process and a hearing. >> and in the south bay los gatos police are investigating a suspected hate crime against a woman of filipino descent. it happened on march 30th on los gatos boulevard near garden lane. police say the woman was and she was a health care worker. >> was dressed in a medical scrubs. >> without provocation. the victim was shot from behind causing her to fall to the ground. was falling. she heard someone say go back to expletive, china. obviously he needs some some help because. >> it doesn't make sense to i health care workers in that way. >> well, the woman fortunately was not seriously hurt. police are asking for anyone with any information on this to give them a call in los gatos. >> or is expanding our weekends news coverage with the news. 06:00pm newscast join justine waldman and jonathan mccall today at 06:00pm for the latest local news weather and sports

live picture from temper on. as you can see, all the cloud cover we're talking about here. kind of overcast to start things off. golden gate bridge checking in as well. like that, as you will see temperatures in the 40's in the 50's, most readings in the 50's. in fact, a couple 40's hanging on up north. we have the cloud cover which is kept temperatures support a little bit overnight. so we're a little bit warmer around the immediate. they even up to the north bay, it's only inland areas temperatures been allowed to fall bit. we see quite a bit of traffic coming in off the pacific but not enough to yield any real meaningful rain. we might pick up a little bit of coastal drizzle this weekend. but that's about it. quick check into the fog that should break up in the next couple of hours here and then we'll be in working on trying to get rid of the cloud cover as we break things down for us. it's a mixed bag of sun and clouds as the fairest way of saying at 59 or so by high noon by 3 o'clock. 64 temperature wise. we're looking for much the same tomorrow, although better clearing and a mild warm up into next week. we'll get into some of that coming up in just a bit.

bay, the city of oakland is on

track to record a grim milestone. the deadliest year there in decades. >> since the beginning of the year. there have been 34 homicides and that's a 230% increase compared to last year in oakland. so now the police department trying to figure out a new approach to fight the rise in violence. the recently hired police chief unveiled a new unit called the violent crime operations center. it's aimed at creating faster response times to gun related crimes. >> this level of violence is unacceptable. my condolences to the families, the victims in the city of oakland. i understand the trauma. happening in our community. and i hear the voices of the families and friends and the concerns of our community as they experience constant gunfire across our city. >> police chief also says that the department will continue to partner with community groups, other bay area law enforcement agencies and other city departments. all of this to build a long-term solution

to address illegal sideshows and other violent crimes in oakland. >> in alameda county. an alarming number of illegal guns have been confiscated this year. investigators say those guns are being manufactured and sold on the black market. hence there untraceable. >> yes. so you can see it's a big problem for law enforcement and the community. kron four's haaziq has more. >> these are photos of illegal ammunition, drugs and confiscated this week by deputies with the alameda county sheriff's office deputies sergeant ray kelly with concerning to us is the amount of guns that were running into on the street just during the course of our duties that this is something that we. >> didn't routinely see, but it's definitely been trending upward and look at our statistics. you see the statistics here for the last year, 2010, you can see the graph here and we're climbing 631 guns in 2020. we're going to surpass that this year.

tomorrow. than we're seeing today. again, clearing will basically be in the east moving towards the west for today. it looks like and then by early next week the sunshine comes out, the temperatures a bit on the sluggish side. let's check out these winds here. they do pick up this afternoon and they linger late in the day concentrated in the east bay, as you will see overnight sunday into monday. lot better coverage. it looks like as well. so there's that ominous clouds behind us. they're variable clouds on balance for today, depending on your location and time cool 60's near 70 inland, maybe tomorrow, same deal with some better clearing still on the cool side. we got a lot of upper to dish out and some 50 still to coast next week. it's mostly sunny start shower question mark on wednesday and maybe on friday is a possibility out there lower 70's, though, inland. so somewhat modest compared to what we saw from last week. we'll go with about 58 for high today. san francisco oakland 6165 san jose. everybody dealing with the mixed bag of the sun in the clouds across the wider real estate will do mid to upper 60's in the inland locations.

57 chilly degrees for the layout. course, a closer inspection of all of that coming up in just a bit. and we'll take a look at your extended forecast as well. well. >> thanks, dave. the big story we're following this morning. another attack at the u.s. capitol. a veteran police officer is dead after a saspect rammed his car into a security barricade and police this morning are still looking for a motive. joe khalil has the latest now on the investigation. >> another attack on the u.s. capitol. a u.s. capitol police now more one of their own 18 year veteran william billy evans killed after a driver rammed into a barricade on the complex's north side hitting williams and another officer who remains hospitalized. the suspect identified as a 25 year-old man. noah green was shot and killed by police officers and it is what a very, very heavy heart. now.

>> one of our officers has succumbed to his injuries. capitol police chief yogananda pittman says after the initial crash, the driver green. >> got out of his car with a knife ignored commands to stop and launch toward officers. she pittman says capitol police officers then shot green who died soon after at a dc area hospital. i just ask that the public continue to keep us capitol police. >> and their families in your prayers. the capital was put on lockdown for about 2 hours following the incident. >> national guard troops already stationed at the capitol since the january 6 attack were called out and various checkpoints. we need obviously understand the motivation behind this act, washington's metropolitan police will lead the investigation according to chief robert contee there's no indication at this time. >> if there's any nexus to any member of congress. but law

enforcement says that could change during the course of the investigation. the attack comes just 9 days after most of the security fence built around the capital following the january 6 attack came down. there have been recent calls from both sides of the aisle to remove the fencing. >> that's the temple of democracy. and we've got to make sure that it is secure. congressman tim ryan leading part of the investigation mnto the january 6 attack says securing the capital must rise above politics calling on his fellow members to be adults. he said congress should consider putting parts of the security fence back up. today was a another blow. >> for the capitol hill family and especially the capitol police family. >> in washington. joe. well, it has been a week, a very emotional testimony at the derek chauvin trial going on in minneapolis. he, of course, is the former minneapolis officer accused of murdering

george floyd friday. jurors heard testimony from lieutenant richard zimmerman the longest serving member of the minneapolis police department. >> zimmerman watch several angles of footage of floyd's death, including body cam of police body cancer and surveillance video. the lieutenant concluded the force used on floyd was unnecessary. >> pulling him down to the ground, face down. and putting your knee on the neck. for that amount that amount of time. it's uncalled for. >> chauvin's defense attorney eric nelson tried to portray a different picture of that deadly police encounter. nelson said the officers were forced to use excessive force to restrain george floyd as he resisted arrest and was under the influence of drugs that day. >> next week. the minneapolis police chief and medical examiner are expected to testify. the trial is expected to take about 3 more weeks.

dave, thanks a lot. let's get to big story we're following this weekend after more than a year of people who worship in virtually now, this easter sunday is going to be the first opportunity. >> for some people to gather once again in person at churches. kron four's amanda hari explains the different approaches being taken by churches this weekend. >> pre covid grace cathedral at sea. about 2000 people for easter services this year. they're doing most of those services virtually. but some other churches are starting their reentry plants. >> some joy back operation as we have been sheltered in place for over a year now. staff bay north church of christ in fairfield are preparing to welcome people back in person. we have to. >> at some point started easing up and allowing our members to come back. it's been over here. pastor sam morris says this is the first time they'll be gathering at the church in more than a year. >> solano county is still in the red tier guidelines say the church can have a gathering at 25% capacity.

>> morris says they'll have about 75 people socially distanced in their main sanctuary and 45 in an overflow room it's going to be very difficult. not want to hug and embrace everyone is required to register before entering the church. >> use that data to allow us to contract contact trace people answer a questionnaire where masks and there will be temperature checked. >> at grace cathedral in san francisco. they're doing things a little differently this even though we want to be together more than almost anything. it makes >> really be careful and patient in terms of of setting things up for a gathering san francisco is in the orange tier. but when they started planning that wasn't the case. everything had to be recorded like a month ago. most of the events will be virtual dean malcolm young says they have to follow. but the city and the diocese guidelines. he believes it's important to make the sacrifices right now. you know, wearing a mask social distancing. it's really a way of showing how much we love and care for people who

are vulnerable i'm told there might be some small surprise events happening here at the cathedral. but they're not advertising them because they don't want too much of a crowd. >> in san francisco. amanda hari kron 4 news. >> well, this week following warnings of another potential surge in coronavirus cases. state auditor elaine howle says that the california health department has fallen short of its goals for contact tracing the department set a goal of 31,400 contact tracers across the state. but at last check, california had just over 12,000. that goal was based on an assumption. the state would average 5,000 new cases a year. but instead the state average 25,000 new cases per day from late november through december. >> well, travel planning just got a little easier for fully vaccinated americans. the cdc says those who are fully vaccinated can travel within the u.s. without getting tested unless their destination requires that they

also don't need to self quarantine as for international travel, though anyone fully vaccinated can leave the country without getting tested. however, they would still need to test negative before getting a flight back home. now, they also don't need to quarantine once they're back. people who have not been vaccinated. are still being urged to avoid unnecessary travel now, in the meantime, california state health officials now say the state is officially dropping its recommendation asking non essential travelers to stay within 100, 20 miles of home, although they are still discouraging people from leaving the state or the country. >> so how will you prove that. you've been vaccinated just last week. new york state rolled out its own vaccine passport program where people use an app at large scale venues like madison square as evidence that they're they've been vaccinated health experts say it could be a model for the country to help ensure a safer reopening the passport

can head back indoors for things like concerts, live, sporting events and even wedding receptions is huge. it all starts on april 15th indoor events will be allowed in the red orange and yellow tears capacity at those events will start at 10%. if you're in the red tier and then it expands. >> as counties move through the tier status. now some venues will require proof of a negative covid test or full vaccination and masks will still be required for everyone. social distancing for some. >> actually did sections of because separated off. should shoulder to shoulder. this is really critical because this is going be a pathway to allowing. >> get used to me to capacity are currently in >> now as vaccination efforts continue, the state is going to start relaxing guidelines allowing counties to move into these less restrictive tiers more easily health experts are expressing cautious optimism, but they do note some people

be allowed to reopen on april 15. it is extremely exciting to get any kind of guidance on this because that's what we've been asking for. the whole time. lynch wars is part owner and head booker of the hill nightclub. the last year has been challenging for music venues like hers. >> unable to book shows and unable to make money without trying to come across as ungrateful shores is a little concerned this announcement might be a little rushed or not there yet. there's still like long lines to get an appointment for a vaccine and you still have to be over. 50 is so i my personal feeling is why not wait until. >> we've reached this herd immunity before we start putting people inside indoor concerts and theater performances will be allowed to happen in tears below purple in the red tier 10% capacity is allowed for venues up to 1500 people and 20% for venues greater than that. >> capacity limits grow as the tears go lower bottom of the

will be tested. first and then it will eventually expand to children as young as 12. the study is testing the safety of both one dose and 2 dose regimen of the vaccine meanwhile, pfizer and moderna have already started their trials on minors with pfizer. determining is shot is safe for children ages 12 to 15. >> and there are a pair of changes to moderna's vaccine distribution. that's great news to help the supply chain. the fda is now allowing moderna to produce new viles that can hold each of them can hold up to 15 doses each. and that's compared with the current files that are designed to hold 10 doses. also the fda says providers can safely extract up to 11 doses from the current 10 dose vials. the company submitted new data to the agency showing how much vaccine can be extract it from each vial using different types of syringes. >> and still ahead this morning, summer travel just got a lot easier for fully vaccinated. americans will

>> welcome back. 9 o 9 here on this saturday morning. and a 2 month investigation into an illegal marijuana grow operation led to a raid of 5 homes across several different cities. all told police raided 3 homes, one of them in fairfield, another in vacaville, another inlay through. >> kristi gross has more. >> normally quiet neighborhoods turned into crime scenes when fairfield police raided 5 illegal marijuana grow houses this week. it was very large in scale. fairfield police spokesman sergeant john devine says the 2 months long investigation began with a tip, a better location in east fairfield that later stand across city county and state lines. captives through diligent work not only uncovered at home but. >> for their houses that were also ball grow operations. 3 of the illegal marijuana grow houses were uncovered and fairfield. a 4th in vacaville in a 5th in lake or river island's neighborhood located over 4,400 marijuana plants

along with 95 pounds of marijuana known as shake. >> and that's used to make a butane honey oil which the former concentrated cannabis. they did safely recover a legal illegally possess rifle which we certainly don't want on the street. police arrested in cited 2 people from san francisco and 2 others from new york for illegal cultivation in possession of marijuana for sales and vesta gators are now working with the district attorney's office to seize all 5 homes from the owners. hopefully put that message out there that don't bring you grow. ha store neighborhoods because you may wind up losing turn that over. and so to. >> and i stand it works that moves in. police say it's important to read neighborhoods of illegal grow operations because not only do they make it harder for legitimate businesses to succeed. but they also could lead to electrical fires are other more dangerous crimes. it's not something you want next title next door to me. it's just not safe to have in your in your neighborhood. officials say the case is a perfect example of what

across the wider bay area. we're looking for upper 60's working here in places like antioch in concord at 68 coming up in a bit. of course, we'll have the 4 zone forecast for you and check the extended noel. >> thanks, dave. a big story we're following this morning. another attack at the u.s. capitol. we're learning more about the suspect after friends say they were worried about his recent changes in behavior on friday. police say 25 year-old noah green rammed a car into 2 capitol officers at a security checkpoint. one of those officers was killed. the other is in serious condition. officials say green got out of the car with a knife. that's when officers shot and killed him in return. >> the suspect did start lunging toward us capitol police officers at which time a u.s. capitol police officers fired upon the suspect. >> now the officer who died is name is billy evans. he's an 18 year veteran and a member of the departments first responders unit. the attack

comes a little less than 3 months after the siege on the capitol. lawmakers are on recess. so they're not there this week. police are said to be interviewing green's friends and family. and they're also analyzing his recent social media posts to try and determine a motive. marty. >> well, it has been a week of emotional testimony at the derek chauvin murder trial on friday, we heard from the minneapolis police department's homicide division. many of them calling the knee on george floyd's neck unnecessary our correspondent brian entin has more. >> a shorter day of testimony today. but some very strong words from a former minneapolis police lieutenant who investigated george floyd's death. lieutenant richard zimmerman. the longest serving member of the minneapolis police department was called out to the scene shortly after floyd died. he said he reviewed the body camera video and could not understand why former officer chauvin used the level of force that he did in that situation. >> what is your? you know, your. view of that use of

>> travel planning just got a little bit easier for fully vaccinated americans. the cdc has eased restrictions for people traveling domestically and even internationally kron four's, maureen kelly has the details. the cdc says people who are fully vaccinated that means 2 weeks after their final shot can travel within the u.s. without getting tested for coronavirus unless their destination requires it. they also don't need to self quarantine in terms of international travel. the fully vaccinated can leave the country without getting a covid test unless the country they are headed to requires it, but they still need to test negative before getting on a plane back home. but they don't need to quarantine once they're back the cdc is still advising the unvaccinated to avoid unnecessary travel. but everyone vaccinated or not is still advised to wear a mask while traveling and take other precautions like social

its goals for contact tracing the department set a goal of 31,400 contact tracers statewide. but at last check, california had over just 12,000. that goal was based on an assumption that the state would average 5,000 new cases a day. but instead the state average 25,000 new cases per day from late november through december. happening now in the east bay safety measures in place at oakland's lake merritt. this includes the return of parking enforcement traffic control, improve sanitation and also a dedicated area just for vendors. now all of this is aimed at reducing crowding potential virus spread and traffic hazards. now these will be enforced from 00:00am in the morning till 10 o'clock at night on weekends through november. well. >> marty, in the east bay, the city of oakland is on track to record a grim milestone. the deadliest year in decades since the beginning of the year. there have been 34

homicides. that's a 200 30% increase compared to last year. now the police department is trying out a new approach to combat that rise in violence. the recently hired police chief unveiled a new unit called the violent crime operation center. it's aimed at creating faster response times to gun related crimes. >> this level of violence is unacceptable. my condolences to the families, the victims in the city of oakland. i understand the trauma. happening in our community and hear the voices of the families and friends and the concerns of our community as they experience constant gunfire across our city. >> the police chief also says the department will continue to partner with community groups. other bay area, law enforcement agencies and other city departments try and build a long-term solution to address illegal sideshows and other violent crimes in oakland. an alameda county

not at all. kron four's. gayle ong has more on how firefighters are bracing for a very early fire season. >> this is the time of year for homeowners to act now to protect their homes, their families, their properties in neighborhoods from the threat of wildfire. take care. that defensible space cutting weeds back living up trees. a lot of the work that point. we'll wait a little bit later in the season they're 30 year to get started on these fires are the reason why firefighters are getting the word out to be prepared unseasonably warm weather mix with dry vegetation are creating wildfire fuel. >> and growing drought concerns april first is usually expected to be the time where the. >> plants are growing with high fuel moisture content. lots of new growth. and to our surprise, we didn't see any of that. professor craig clements runs the wildfire interdisciplinary research center at san jose state. he spent friday afternoon looking at the conditions in the santa cruz mountains. there is no new growth on any of the shrubs that we're sample.

>> which indicates that the drought with lack of rain we've had this winter is then. >> really affecting the fuel. and so the fuels are already starting out dry air than they should. and this record drought is going to be a problem this summer. the bay area is already seeing fires pop up in recent weeks. thursday night contra costa county, firefighters responded to a grass fire in antioch suspected of arson just points out the fact that the conditions are right. >> for writing fire danger and to serve as a reminder to all of us. we need to be careful all of our outdoor activities in the north bay 5 and a quarter million dollars has been set aside for both the city of santa rosa and sonoma county as a result of the pga. settlements after the temps fire in 2017 in the meantime, paulo and all the assistant fire marshal, the santa rosa fire department is encouraging residents to be extra vigilant about what the rain doesn't necessarily mean that start seeing those devastating fires right away. but we could very well see them much earlier.

had recent rains. we had some insulation going on there. but as time ticks on with no rain like this. we're losing that insulation. the only nice thing about this weekend is and although the clouds, the sky sector doesn't look great. the marine layer is thickened up a little bit. so that fog is nice to see at least is thought bone dry with all of that going on. my hands are starting chat a little bit from last week. so it's quite dry. kind of a dry run, if you will, for what may lay ahead for us again. this happened. bay for you. we have all this cloud cover kind of the deal with and that will be the story for today. we'll get some clearing going on in the east bay marching west throughout the day today, re flooding us again tomorrow morning and then kind of mixing out for the afternoon hours basically this frontal boundary. all this hope was we're going get some rain out of this thing. it was, as we say in the cut off low. it didn't have the source of good moisture, but it's still there in terms of a boundary of cool warmer air. it's a boundary. also in terms of lifting a little bit. we've got some fog and breezy conditions to get all of that anyway. but the rain parts it were left out of

also at the winds on futurecast. here's the wind uptick this afternoon. we're actually going to see this linger tomorrow night through monday morning. it looks like the key off their the east bay. you can see the winds holding in the 20's. also the southern marin and the peninsula. it looks like as well. this takes us all the way about 08:00am and we're still holding on so long range forecast models for the week ahead. we clear out a little bit and by the middle of the week. there's a little bit of a thickening of the marine layer models him to maybe a little passing shower or so during the day tonight. nice time for it. and then maybe on friday. but that's about it. and we're back to the dry conditions yet again. the 4 zone forecast for this saturday. again, fighting lot of cloud cover and fog. 58 san francisco coach is going to kind of chilly cause you cocktail. also those winds with these temperatures are going on shore wind in the mid-fifties. definitely the sweaters and a 58 going on for daly city. upper 50's lineup. the bay peninsula coast and out of the south. a little warmer there at 65 palo alto 65 going on for redwood city.
