>> 7.15 this morning. and in the north bay animal activists gathered at smallest point in point raze national national seashore. they're advocating for the declining population of tooley l. >> experts say that this is likely due to a poor food supply caused by drought conditions. so right now parts of the north bay are classified and are moderate to extreme drought conditions
7:16 am
activists hope to have this fence remove so the animals can have more access to grazing land. that fence was installed decades ago to isolate the elk from the cattle and bringing down the fans could mean dairy farmers and their herds in the area would have to leave. but the activists are worried that the park will lose more elk herds this summer as drought conditions are expected to get worse. >> a symbol of this area and an amazing conservation success. yet right behind this fence. 152 animals were allowed to die during drought. slight concern is that will? >> clearly this elk was looking to, you know, to go somewhere and certainly prevented from getting outside. >> well, the national park service and state department of fish and wildlife believe the elk population declines. our drought related. but they say there's no evidence that the decline in population is due to dehydration and lack of water.
7:17 am
>> well, it seems as drought conditions are going to continue this weekend. you have no rain in sight according to dave spahr and really hits home just how far-reaching the drought is. could be. >> because affects the tulio, right. many populations actually affects not only us, but but the animals that land as well. dave, how's it looking over there. >> well, it's a nice spring day is what we've got going on here. take care of that morning fog pretty quickly here and now we'll see some inland temperatures restart pop and it looks like at least getting into some of those 80's going well inland for today. so as we venture ahead for what we've got going on. let's get the kind of a day planner. what you can expect for today. now clouds coming in and out all this and they were kind of bubbling up from the south, but basically a mixed bag of some sun and clouds will call up to the south. but elsewhere pretty much high cloudiness and 60's and 70's expected around the bay. but go well inland. and again, we've got some 80's popping hears half moon bay quite a bit in the way of cloud cover. you will notice notice of 30's control. a lot
7:18 am
of the north bay for right now. 49 going on for oakland, 45 for hayward inland. much the same except 53 going on for any off. that's one of the big differences and will start seen things like that where there's a big difference between bay temperatures and well inland. this is what i'm talking about. the stream of cloud cover to the south spring us with high cloudiness little chunks may come off and we may see that in the south bay a little bit for today. but elsewhere across the bay. pretty much some of the high clouds as we get inland heating that brings in some of this moisture a bit doesn't much for us, but it just does provide a win for us. that's what is known as a local when contrasted with we get a system that drives winds. they're not contention. as you can see during daytime heating will see the same thing again, pop up tomorrow as you can see. so what we've got going on here is high clouds and mild despite the fairway to freezing here. 60's and 70's for the most part. but 80's happening in land, which is change from yesterday. early in the next week. it's mostly sunny and nice warm on monday. slight cooling on tuesday. and
7:19 am
that's a lot. we're going to see this week minor deviations and temperatures. the winds change a little bit. they may not a 1000% persistent, but you know, pretty close to that kind of thing. and certainly no real chances of rain. maybe some mountain snows and the sierra is a possibility with some of the system. 63 a san francisco oakland 6877 covering san jose. and again we have some 80's here and there, of course, will inspect some more of those coming up in just a bit. with the 4 zone forecast, marty. all right, dave, thank you. new research shows that many us marines are hesitant about getting a covid vaccine. the marine corps released new data showing 48,000. >> or 40% of marines have declined to receive a covid-19 shot all told about 75,000 marines have been vaccinated so far. each either partially or fully and about 100,000 have yet to be offered a vaccine. so to try and turn those numbers around. defense department officials are rolling out a pr campaign aimed at convincing service members to get the covid vaccine. yeah, that's right.
7:20 am
this is recent numbers showed nearly one 3rd of all u.s. troops have refused to get the shot or washington, dc correspondent alison harris. >> reports on the new effort to encourage vaccines and discourage misinformation. >> a massive mission is underway to vaccinate us service members and their families with more than 2 million shots administered so far. but military medical leaders are fighting skepticism among ranks about the science behind vaccines i initially was not going to get the covid vaccine because i was a little bit skeptical. defense officials worry that service members are not getting vaccinated as recently as mid-february. a 3rd were refusing shots. that's a potential threat to national security. covid spread in close quarters on the uss roosevelt last year infecting more than 1200 sailors killing one sidelining an aircraft carrier in a critical area. now more than a year into the pandemic. military leaders are
7:21 am
seeing the beginnings of change in attitude. we continue to see many individuals who were taking a wait and see approach. >> now coming in for the vaccine half a dozen house democrats led by congressman jimmy panetta penned a letter to president biden last month urging him to make vaccines mandatory for the military. arguing that not protecting troops from covid is a critical threat to our national security and public health congressman chris stewart, a former air force pilot believes it should be left up to the commanders. if you're deploying will and if you've got to go you've got to be able to know that you're protected by our receipt. so i mean, bottom line on this is like because they really do trust military leadership to make a good decision on it. now nonprofits and the pentagon are teaming up to educate troops through videos, town halls and social media. >> to reassure folks. it's ok, it's okay to get it because the science is there. >> the fec says defense officials say the message is breaking through as the
