have that. we have another warm-up going on here. warm up. i said not quite the heat spike. >> been through before, but it will be toasty in there and those inland valleys. it looks like this afternoon and not not so much tomorrow but another warm up again into next week. we are looking for those 90's will return to those usual suspected areas the morning fog in place. >> at half moon bay. there's your overcast skies for right now. golden gate bridge at least has lifted off from the towers. we can get a view at least at ground level here. but again, the fog clouds kind of hang around a little bit. they will do so for a lot of the morning hours least around coastal areas or areas near water temperatures in the upper 50's for right now, though, 64 ready for any off, though, down to the south bay. we also see a 64 san jose palo alto, very close. 59 san carlos also about 16 because of this fog in the cloud cover in place, keeping those temperatures support a little bit here. here's the breakdown for you will do about 76 by 11 at 2 o'clock 88. we will see some lower 90's both today and

tomorrow. and we'll be taking closer inspection of all of that in a bit. well, morning. >> all right, dave, thanks. lot. breaking overnight in the east bay a homicide investigation is underway in oakland this morning following a fatal shooting that happened just before 11 o'clock last night. kron four's camila barco. >> is live with more details. camila. >> yes and mardy another person has died in oakland after a shooting late last night oakland pd says that they have seen a sharp increase in violent crimes over the last couple of weeks. last night is another example of that officers arrived to you. bancroft avenue just before 11:00pm. they say that they were flagged down by people who saw someone with a gunshot wound paramedics attempted lifesaving measures. the man was unresponsive and died at the scene. now, this is the second deadly shooting in oakland within the past week. >> 7 people were shot last saturday evening at lake merritt. one of those victims was a 22 year-old, san

francisco man who later died from gunshot wounds. oakland police say that there were multiple multiple gunmen tied to san francisco games. investigators are still on the hunt for the killers. now martino all last people last week sees me just before the lake merritt shooting. 2 more people died from gunshot wounds. a recent statistic shows that there were 265 assaults with firearms in oakland this year. now that's a sharp increase compared to this time last year when there were a 153 assault with a firearm investigators are still trying to determine what what led up to last night's shooting. well, marty, back to you. alright camila, thank you for that report. >> this latest shooting comes just days after the oakland city council voted to reduce the police department's budget by 18 million dollars over the next 2 years. mayor libby shaft had proposed a much different budget. one that

would have added funding of close to 700 million dollars for oakland pd. >> it would have also added to police recruit academies on top of the usual 4 in oakland over this two-year budget cycle. well, now that money will instead go to alternative methods of violence prevention such as the macro pilot program in which trained macro personnel will respond to nonviolent noncriminal mental and behavioral health calls. instead of police officers. >> so not all calls for service or lower-level have to go to police department. but if you that makes sense for for other things. we're actually supportive it accounts for about 40 calls a day that we would have to respond to. >> but to give you context right now. we respond to 2000 costs. so the impact it will absolutely be there. but the reduction in work won't be as large as we would like. >> the vote to cut the police department's budget was not unanimous. council members lauren taylor and treva reid

who both represent east oakland voted against this new budget because of concerns over the money not being distributed equitably. >> well, president biden unveiled guidelines this weekend how to curb gun violence. one east bay leader of a gun violence prevention group was in washington, dc for that announcement he met with the president to discuss tactics which he says have been proven to work kron four's ella sogomonian has more. >> 3 people were shot and killed at a party in richmond this week, although homicides and shootings are up from the last year overall. this type of violent crime in the east bay city has been on the decline in the last decade. according to the executive director of a group called advance peace. his group meets with people behind the barrel to find meaning set life goals and seconds aside when resolving problems the common denominator across the board. >> for the most part, 98 plus percent. they're isolated. there are and they're

negotiating an address trauma in rage and using substances to cope, but they don't have anyone in their ear telling them. if they don't have to respond this way. gun is one of several gun violence prevention advocates. >> who was invited to the white house this week to meet with biden on the topic as the president announced many badgers to stop an uptick in shootings and homicides. >> it's an outrage has to end one of those measures included encouraging city leaders to use covid-19 relief funding to support grassroots community. groups like advance peace. >> that are doing intensive work on the ground to reach those at risk of committing such crimes. bogan also hopes congress will pass an infrastructure bill because it has an item. dedicating 5 billion dollars toward curbing gun violence to think they're serious about doing that. i feel good about it and we're going to hold me to it. as for those who feel that picking up a firearm is a solution to their conflicts. bogan had this to say. i understand that you've been

>> welcome back. now for the latest on the horrific condo collapse in south florida for people this morning confirmed dead, 159 are still listed as missing as rain and smoke continue to complicate the search and rescue efforts there. but with cameras dogs and sonar rescue crews do believe they can still reach any survivors in are telling families to stay hopeful. mary beth mcdade brings us the very latest. >> will continue throughout the night for the more than 150 people who are unaccounted for and the collapse surfside florida, high rise condo building so we use our equipment still with our dogs searching. >> seeing if we have any marks or as well as our sonar equipment as well as video camera. it took just 15 seconds for the 12 story building to come crashing down early thursday morning.

>> hundreds of firefighters have been battling fires and heavy smoke as rescue workers try to sift through the mountain of rubble for survivors. well, other teams searched the building's basement. heavy rains are also hampering rescue and recovery efforts. there are so many has already connor and. >> and the fire just compounds. it. the fires deeply seated deeply rooted onto the structure. >> at least 35 occupants of being rescued from the building alive including 15 year-old jonah handler. however, his 54 year-old mother stacie fang didn't survive. she is one of at least 4 that were found dead. however, the death toll is expected to go much higher. many frustrated families are waiting in agony at a nearby unification center and area hotels. they have also been giving dna samples to help id any bodies that are found this man's mother who lived in the building is still you know, it's a we are praying every

minute so we're hopeful she's alive and we're going to see her soon. the mayor assures that all efforts are being taken to find their loved ones. we're on search and rescue. >> full speed ahead on search and rescue and you ask why do we have hope. we have hope because that's what our search and rescue team tells us that they have hope. >> well, that was mary beth mcdade reporting for us this morning, florida governor ron desantis is calling for a thorough investigation into how this tragedy happened. officials say the 40 year-old high rise was undergoing a building inspection just days ago, dave clear out this fog and also these of fog like clouds going into a mostly sunny mode for this afternoon. those temperatures popping in the upper 80's to som

going to be stubborn along areas of the coast, however, and the golden gate bridge is sometimes the little divider line. there certainly in london look nice. temperatures will be warming up. it looks like today we're going to still see some 90's but not too too many of them is going to crazy like a was about 3 weeks ago or so. there's a live shot what half moon bay looks like this morning. again, the overcast fog clouds as we see at the golden gate bridge too, although it's lifting off from the ground level a little bit there just clipping the tops of the towers as you'll notice we do have excessive heat across the state going on sunday and into monday, which you see here is the reds away from the bay area to the north. also some heat advisories to make note of 2. but again, it's bypassing the base were kind of a little bit of a sweet spot going to feel very much summer like next week. no mistaking that. but at least will be somewhat in relatively mild levels compared to our neiehbors north and south temperature we're in the mid to upper 50's over most of the real estate for right now. 68 antioch, 60 meanwhile, san jose. and we're ahead of where we were this time from

yesterday by only a few degrees course. we had all that fog working its magic now and future cast for you can see this around the bay area. the fog does clear. but again, it returns tonight, some splotchy show up along the coast as you'll you might have some wet roads potentially in areas near water again, the fog mixes out for the afternoon and we should go into a mostly sunny mode for the afternoon hours at least only to return again with that coastal drizzle and east bay shoreline fog to they fog and morning coastal cloud 70's for the bay will do it. they'll be some 90's inland, but there will be the mid to lower 90 range shave. a few degrees off of that for tomorrow. we've got shoreline clouds fog and drizzle program, which i was just showing you. that will be lingering through monday, too. and the next week it's another warm up saab 100 even around the delta. looks like we're going to go that far in advance, but it will be toasty in the 90's going on and a few 80's even poking out there in the southern east bay shoreline 66 san francisco 72 going on for oakland again,

working on these clouds will be some scattered clouds into the afternoon. 81 san jose, but well inland. we'll pop at 95 in places like antioch the at a cool 69 working and even 92 santa rosa coming up in a bit. of course, we'll take a look at that. 4 zone forecast and your extended martin. well, all right, dave, thank you. back to the news this morning. 13 months to the day after george floyd's life was taken. his accused killer. >> former minneapolis police officer derek chauvin learned his fate. chauvin has been sentenced to 22 and a half years in prison for the murder of george floyd. it's one of the longest president terms ever imposed on a u.s. police officer for this type of crime. yes, still floyd's family members and other people were disappointed as the sentence fell short of the 30 years that prosecutors have been looking for reporter eric runge. he is in minneapolis with more on the front on fridays. emotional testimony. >> like they've been doing for the past 13 months,

demonstrators took to the disappointed former minneapolis police officer derek chauvin did not get the maximum sentence of 40 years. i'm angry. i'm frustrated, but i'm sadly not surprised inside the courtroom today show that showed little emotion as judge peter cahill handed down his 22 and a half year sentence this is based on your. >> abuse of a position of trust and authority. >> and also the particular cruelty showing the george floyd. >> his sons came after hearing from floyd's family floyd 7 year-old daughter gianna appeared by video. if you could say anything to your daddy right now. what would it be. >> there. they asked me, i love the >> floyd's nephew and 2 brothers also spoke. they want to judge cahill to impose the maximum sentence of one to know. >> from the man himself. what were you thinking. who's going

fans. there really was such a cool atmosphere, though it was a celebrate tory atmosphere. knight actually started out with a really nice sign of togetherness. we saw london breed, the san francisco mayor and oakland mayor libby shaft throw out the ceremonial first pitch and they also sat together. they watch the game together. so that was just really cool to see. let's go to the game action bottom of the 4th. no score one on for brandon crawford. he lines one into left field for a base hit. coming into scores wilmer flores and the giants strike first they lead one, nothing. johnny cueto was straight ealing night, though, in the 5th with 2 one. >> he gets matt olson down on strikes. 7 shutout innings for quedo and 6 strikeouts, but his counterpart was also stellar other than giving up the rbi to brandon crawford. the 4th. he strikes out donovan solano. sean minaya only allowed 3 hits and not 7 strikeouts through 6 innings of work. however, just for

making 80% or less of their area's median income pay off all of their back and future rent through september. the state will use 5.2 billion dollars from the federal government to cover the cost to recognize that rents. one. >> component. big part of the coast to pay water. and utilities electricity. 100% of water. utilities also be picked up the past relief efforts have been slow to distribute money. a concern for landlord groups like the california apartment association what we had hoped not to have to have another extension. i think the biggest thing that we're struggling with is the money has gone out. >> so that's one of the things that is very important to us. now. we have to make sure that money gets in the hands landlords who are desperately in need. newsom's administration has said it recently streamlined what was a confusing and long application process for those funds. our job is to officially. >> and make sure appropriately because we a lot of fraud in the space to get those dollars out as quickly as possible.

>> for your money this morning. gas prices continue to climb. according to triple a california still has the most expensive gas in the nation with an average of $4.25 for a gallon of regular. that's more than a dollar more than the national average of $3.8 in san francisco. you'll have to fork over for 40 for a gallon of gas. it fall slightly in san jose and oakland, as you can see with the average being for 32. but in santa rosa, that's a whopping 4.41 a gallon on average. marty. >> well, there was a scary scene on i 5 friday. take a look at 2 people were stuck inside a semi truck as a dangled over the side of the road. this is happened in the county. thankfully neither of the 2 people were injured. but it did cause a major backup. as you can see there on i 5 between sacramento international airport and also the community of woodland. it took hours to clear that truck

closer inspection of your forecast. marty noel. all right, dave, thank you. let's get to the news this morning. breaking overnight in the east bay. a homicide investigation is now underway in oakland following a fatal shooting. that's happened just before 11 o'clock last night. kron four's camila barco. >> is live with more camila. >> yes to no mari another person has died in oakland after a shooting late last night. oakland pd says they have seen a sharp increase in violent crimes and last night is an example of that officers arrived at bankrupt avenue just before 11:00pm. they were flagged down by people who saw a man with a gunshot wound. >> paramedics attempted to save the victim. he was unresponsive and died at the scene. now, this is the second deadly shooting in oakland within the past week. 7 people were shot late and last saturday evening at lake. mary. one of those victims was a 22 year-old. san francisco

right. here in the bay area. many are taking advantage of the lifting of covid restrictions to take to the skies and travel now for the most part, it's going pretty smoothly here, but we could start to see some delays down the road due to staffing shortages. kron four's. dan kerman has more on that. >> the number of people returning to the air is increasing by the day as more and more summer travelers take advantage of the lifting of covid-19 restrictions still at sfo friday afternoon terminal 3 was relatively empty primarily because typical summer traffic has yet to materialize. >> although traffic is recovering and we're seeing more and more activity at sfo. we're still at more than 50% below pandemic. prepandemic levels of activity that made it all the better for those who decided to travel. i have not had a bad experience yet no lines staff are all there. >> i thought a blast. it's been easy but elsewhere across the country. travelers are seeing slowdowns due to staffing shortages the travel industry has to play catch-up.

they were flagged down by people who saw a man with gunshot wounds paramedics attempted to say the victim. he was unresponsive and died at the scene. now, this is the second deadly shooting in oakland within the past week. 7 people were shot last saturday evening at lake merritt. one of those victims was a 22 year-old. san francisco man who later died from gunshot wounds. oakland police says there were multiple gunmen who are tied to san francisco gangs. but right now investigators are still on the hunt for the killers. now last week just before the lake merritt shooting. 2 more people died as a result of gun violence. oakland pd says assaults with firearms or up 73%. they are still trying to see what led up to last night's shooting know. marty, back to you. alright camila, thank you for that live report. >> this latest shooting does come just days after the oakland city council voted to reduce the police department's

budget by 18 million dollars over the next 2 years. oakland mayor libby schaff have proposed a much different budget. one that would have added funding to the close to 700 million dollars for the police department. >> it would have also added to police recruit academies on top of the usual 4 over the two-year budget cycle. now instead that money will go towards alternative methods of violence prevention such as the macro program in which trained macro personnel will respond to nonviolent noncriminal mental and behavioral behavior. health calls. instead of police officers. >> so not all calls for service or lower-level have to go. the police department. but if you that make sense for for other things we're actually supportive it accounts for about 40 calls a day that we would have to respond to. >> but to give you context right now. we respond to 2000 costs. so the impact it will absolutely be there. but the

reduction in work won't be as large as we would like. >> the vote to cut the police department's budget was not unanimous. council members, lauren taylor and treva reid who both represent east oakland voted against the new budget because of concerns over the money not being distributed equitably. >> president biden unveiled guidelines this week on how to curb gun violence. and one east bay leader of the gun violence per property group was in wlshington, dc for that announcement. he met with the president to discuss tactics which he says have been proven to work kron four's. ella sogomonian has more. >> 3 people were shot and killed at a party in richmond this week, although homicides and shootings are up from the last year overall. this type of violent crime in the east bay city has been on the decline in the last decade. according to the executive director of a group called advanced peace. his group meets with people behind the barrel to find meaning set life goals in seconds aside when resolving problems the

common denominator across the board. >> for the most part, 98 plus percent. they're isolated their loan and they're negotiating an address trauma in rage and using substances to cope, but they don't have anyone in their ear telling them. if they don't have to respond this way. bogan is one of several gun violence prevention advocates. >> who was invited to the white house this week to meet with biden on the topic as the president announced many badgers to stop an uptick in shootings and homicides. >> it's an outrage has to end one of those measures included encouraging city leaders to use covid-19 relief funding to support grassroots community. groups like advance peace. >> that are doing intensive work on the ground to reach those at risk of committing such crimes. bogan also hopes congress will pass infrastructure bill because it has an item. dedicating 5 billion dollars toward curbing gun violence i think

collapse surfside florida, high rise condo building so we use our equipment still with our dogs searching. >> seeing if we have any marks or as well as our sonar equipment as well as video camera. it took just 15 seconds for the 12 story building to come crashing down early thursday morning. >> hundreds of firefighters have been battling fires and heavy smoke as rescue workers try to sift through the mountain of rubble for survivors. well, other teams searched the building's basement. heavy rains are also hampering rescue and recovery efforts. there are so many already connor and. >> and the fire just compounds. it. fire is deeply seated deeply rooted onto the structure. >> at least 35 occupants of being rescued from the building alive including 15 year-old jonah handler. however, his 54 year-old mother stacie fang didn't survive. she is one of at least 4 that were found dead. however, the death toll is expected to go much higher. many frustrated families are waiting in agony at a nearby unification center and area

use drugs. here is not 12 years here. >> yeah, because morley out here. i'm from san it is a i wasn't. yeah. so i my opinion they need to crack down down here. >> they really do. she walked up to me as i was tagging along with one of the city's new street crisis response teams working in the tenderloin. the team is made up of a community paramedic, a mental health clinician in a peer support counselor. they responded nonviolent 911, calls involving mentally disturbed people. they just administered narcan to someone on the verge of an overdose and we're handing him off to an ambulance crew. the 50 year-old woman said she wanted help off the streets. the peer support counselor uses his experience of being formally homeless and a recovering drug addict to help build trust. you know, a lot of us have been in that same hole that the people respond to and we can give them some help on how to get out. >> love that's. i'm never gonna 12 new deaths and like

maybe you're going hear tv. >> the clinician for the street crisis response team works for the nonprofit health, right. 3.60, that offers detox. so we have access to residential treatment programs. and so we absolutely can kind of work together to to get us on the web site find treatment s f dot org. the city's department of public health has a list of substance, use and mental health residential treatment programs available for people who qualify for medical and keeps the number of available beds for men and women updated. there are nearly 490 beds. now another 140 beds are in the pipeline. >> i've years. and me that's and that's not good for me share wasn't ready to go into detox immediately saying she needs to wrap up some loose ends but the team members are optimistic oftentimes when people and when individuals engage us initially and kind of make that that initial encounter they usually follow since the street crisis

response teams launched in november. they say they're noticing an uptick in interest in available services finding it more common for folks to come up to us directly and one engage with us and kind of ask us about what resources are available. and i always us people, you know. >> and no, i'm not. if you see i put this to, you know, no judgment. but you know, to use any drugs. >> and that always them treatment because. we have the department of public health says between 2019 2020 over 5400 people were in rolled in either inpatient or outpatient substance use disorder, treatment programs because cheryl is homeless. if she does enter treatment should be signed up on a priority list for housing. >> the department of public health spokesperson says they're working hard to ensure no one is discharged back to the street. maureen kelly kron 4 news. >> san francisco mayor london breed is including more money for the street crisis response teams under 13 billion dollar budget proposal for the city.

the mayor would like to spend an additional 2 million dollars to pay for a 7th team on the city streets. >> california will extend its pandemic related ban on evictions through the end of september governor newsome and state lawmakers announced an agreement that will also pay off all past due rent for eligible tenants. ashley zavala explains the details and how landlord groups are responding. >> this agreement serves as a compromise between lawmakers who wanted to keep the eviction moratorium in place until the end of the year. and landlord only one in the short term extension. i don't think anyone wants to see a massive wave of evictions state lawmakers and governor gavin newsome friday announced a deal to extend california's ban on evictions for unpaid rent to september 30th. it was set to expire wednesday. the updated set of protections will help tenants making 80% or less of their area's median income pay off all of their back in future rent through

september. the state will use 5.2 billion dollars from the federal government to cover the cost to recognize that rents. one. >> component. big part of the coast to pay water. and utilities electricity. 100% of water. utilities also be picked up the past 10 relief efforts have been slow to distribute money. a concern for landlord groups like the california apartment association what we had hoped not to have to have another extension. i think the biggest thing that we're struggling with is the money has gone out. >> so that's one of the things that is very important to us. now. we have to make sure that money gets in the hands landlords who are desperately in need. newsom's administration has said it recently streamlined what was a confusing and long application process for those funds. our job is to officially. >> and make sure appropriately because we don't want fraud in the space to get those dollars out as quickly as possible. landlord groups are pushing for this to be the final extension. this is the last. there can be no more. there's no reason for any more.

finally end. now some of the revelations she made were in stark contrast to how she's presented herself over the years on her social media with many of most dedicated fans pretty shocked to hear about all she's had to navigate through here to break down some of what was said during that hearing is founder of the website celeb map. carly mullane carly, i want to start by showing a picture that you posted the day of the hearing because i want you to share with us why you felt it was as striking a chord with you now. >> right. full transparency. i have been covering britney since the beginning of my reporting career. and i've been a fan of her since the beginning of her. chris. i'm answering this question wearing both my hat says span and pop culture commentator. and this picture is from of the ip meet and greet i did with her in july. 2018 in atlantic city during the tour. we now heard her testified she didn't even want to do court documents that were reported this week. also detailed allegations that she was forced to work while sick. and on this particular concert day that i was in attendance up.

that's staff told that's year to 102 degree temperature and really herself even mentioned that while performing the concert, the pictures actually, my pregnancy announcement so britney knew i was expecting before most of the world. it and seeing it always brought me so much, joy and appreciation that she was such a trooper to be such a good spirit even while sick. but, you know, different now hearing the because from a pop culture's perspective, you know, this really plays into to her claims and somewhat supports it with this evidence. >> well, i know you are an entertainment reporter during britney's what was it that got her into conservatorship in the first place. a lot of you know, we've been fans of her. we've heard her music but didn't really realize that it's been 13 years since she's been in under control of her father. >> right. and you know, i'm not a doctor. i'm not a lawyer. i don't personally know britney spears and of course due to privacy. none of us truly know what conditions

mental health or otherwise that justified the court approving the conservatorship. but there's a laundry list of things that played out in the public in 2007 going through a divorce from kevin federline, public questioning of her parenting of 2 toddlers who were born a year apart while she was possibly dealing with postpartum depression. there was, you know, a stint in rehab, the shaved head. she had. the says car with an umbrella, had a heavily criticized and tv performance and was associating with some what many believed to be some controversial figures. so early 2008, there was also a highly publicizbd domestic issue over the custody of her kids which resulted in her being placed on an involuntary hold. so in sum, you know, there are concerns over her mental health and potential undue influence. and so the conservatorship was. put in place and get control over her personal life and finances. mostly in her father's hands.

and since then, you know, additional figures and entities have ensured the but it's largely been i mean, and changed in the past 13 years. >> i mean, i think, you know, whether you you like britney's music or her as a person. you know, you can't deny that she really did shape pop for quite a while and continues to hold so many people's attention. what would you say was the biggest take away from the hearing this week. she really does deserve a lot of the all the records with music sales tv ratings are being a vegas residents of current artists who have younger fandoms. >> but unfortunately because she's been on indefinite work hiatus since january 2019. what we really only see and get from her these days has been her social media posts. >> so for me, what stood out the most from this testimony was the difference in her voice literally and figuratively between how she presented her case in court versus what she's been saying and how she's been sounding to

me. she sounded, you know, in no uncertain terms. she said she wants this to end and she just sounded like a woman who was remembering her greatness and reclaiming her power. and i think at the very least we are all paying closer attention and this issue that conservatorship issues that she has at least the very least need to be revisited and reconsidered. what happens next or are you aware when her next hearing is supposed to be. know you're watching this closely. >> yes. the next court date is scheduled for july 14th minute between now and then. it's really does seem that britney has the stage. we're all paying officially she and her court-appointed attorney need to formally file petition to end the conservatorship. >> and then the judge will determine whether or not she needs to undergo another evaluation. she has made it clear she does not want to be evaluated again. >> but that petition to end needs to lay out some argument

as to why the conservatorship is no longer justified. and we got a glimpse of what her arguments might be. >> she did say that you just put out a handful of albums she's performed here for years in vegas in a residency at its since the conservatorship has been in place she seems to be arguing that she is capable of earning a living for herself and many others, including a lot of family members and in this petition to we may be seeing that and although this next court date will not be public as this past week's one was ok. >> carly, i know you're going continue watching closely. we all well as well. thank you for breaking that down for us. really appreciate your insight. thanks for having me. you're welcome. we'll be right back.
