is what we have going on for this weekend in just a matter of days, you wouldn't even know what those fall r%turns in force by next week. first things first we have a little bit of that fog hanging around a little bit. we can make up the east bay shoreline. but the fog hovering around the bay itself. we see the picture from the golden gate up close and personal with the fog covering up the towers temporarily temperature check. we have the mid to upper 50's covering a good chunk of the east bay, 40's and 50's mixture up to the north. 58 san jose. we got 48 going on for half moon bay 56 for san francisco with highs even in san francisco looking to reach around 80 or so for today as far as the flow pattern going on high pressure controlling things spare. the air day is in place today because you don't have a lot of sun optic movement here that will be just local winds will be saying there's the shot of the golden gate up up above 78 by 11 by 2, we're talking 89 still not done building for the highs inland today. we'll have a closer look at that forecast coming up in just a bit. well, will. >> dave this month marks the

30th anniversary of the oakland fire storm of 1991 a battalion chief and a police officer were among the 25 people who were killed later this morning. oakland will be hosting a memorial to honor those who lost their lives in that tragedy. kron four's camila barco joining us live from the newsroom with more details on that camilla. >> yeah, well, no. well, 100 the fire injured a 100 and 50 people and today speakers will reflect on what happened. and remember the people affected. the city of oakland says that the oakland berkeley firestorm should not be forgotten. so let's take you back to october 19th 1991 the fire started on a private property in the oakland berkeley hills. firefighters were able to put it out. but the next morning, strong reignited the smoldering embers, hey, you can see by this video, the hills of oakland and berkeley became an inferno. the fire destroyed more than 3,000 structures burned 1500 acres and caused 1.5 billion dollars

in damages. and according to fema of 5 year drought low humidity and limited water supply were additional risk factors. the oakland berkeley firestorm is also known as a tunnel fire and the oakland hills fire. it's considered one of the worst and most expensive fires to rage through california at that time to this day, the cause of the fire is undetermined. now, today's ceremony takes place at the rockridge bart station. there's a mural there that features more than 2000 hand painted tiles and a plaque with the names of those who died it to memory of the 1991 fire while well, back to you. >> thank you so much, camila, for that report. i remember covering the 15th are the reason why it was so hot. eucalyptus trees are there. so the and that's why. burst into flames the way it did. well, it's good obviously the city of oakland's going to be honoring those who lost their lives in that fight will have more from camila later on in

the show. another big story that we're following soon all eligible students in the state will be required to get their covid to vaccinations. and that's according to governor newsom. he announced a mandate yesterday. the move makes california the first state in the united states to. >> issue a vaccine mandate for schoolchildren that mandate applies to all students attending in-person classes at public and private schools. california will make exceptions for medical and religious reasons and personal beliefs. any student without exception. who refuses to get vaccinated will be forced to attend school from home. it will take effect once the fda fully approves vaccines for kids under 15 years. excuse me, 15 years or younger. >> parents do have mixed reactions to that vaccination mandate for school children. at least one group in the east bay is adamantly opposed to it. a kron four's. terisa stasio spoke with one parent who says he's part of a growing movement and calls mandates and over extension

that won't be tolerated. it is absolutely overreach. john bessemer is a father of 2 children in the contra costa county school district. >> he says given the vaccine mandates issued so far in california. he wasn't surprised to hear governor gavin newsom's announcement friday. but. >> a lot of people who had a lot of emotional responses to it that i'm part of the big group on social media of over 500 parents. my message to them was, you know. take a deep breath. we're going to get this. we're going to be ok because we want to go to make decisions for ourselves for our kids. and our own health.u we want to be able make our decision not based on you know, politician is telling us to do. we don't think it's fair. john says that the group held a rally last week and plans more. we don't think that the federal government, especially downtown sacramento out there. we don't think that they're looking out for our interests. we feel that if we get a loud voice. we're going we're going to have more of an

impact literally a local levels. we've got rallies planned. we had one want to request friday night. he also says if necessary if the mandate does happen. >> then he and others. he knows plan to pull their kids out of public school are now in the process of actively creating a system of co-ops, not charter schools because you have to get the process. co-ops to pull our kids out of school. and begin co-ops and then buying educational. curriculum online and teaching our kids ourselves. john says he wants to add that he is not anti-vax but believes the covid-19 vaccines need more research especially before calling for a mandate. we feel as if our rights are being stripped away. >> little by little theresa stasi kron. 4 news. >> let's head to the south bay san jose city officials, police and other unions. they settled the dispute over the city's mandatory vaccine

policy and this comes amid warnings that dozens of police officers refusing the vaccine might resign or even retire hours after the deadline was supposed to start now the deal grants about 140 officers 80 firefighters and a few dozen dispatchers who have refused the vaccine. they get the option of getting tested for covid twice a week. instead workers who have had one dose of the vaccine by october first will be given reasonable time to get the second shot. but after december 31st, those not fully vaccinated will face further discipline, including possibly being fired. >> all of our employees are received. they're notice that notice indicates that they will be subject to discipline, which includes 8 week suspension without pay. if they are not vaccinated and the sanctions will fractured upward from and may include. termination.

>> welcome back. east bay mud crews continue to work through the overnight hours to try and repair. was a massive water main break in alamo yesterday and they were trying to return water services to customers early friday morning. water started gushing from the cracked pavement in the area of heavy avenue at danville boulevard. it caused the sinkhole to form. as you can see there, 179 homes were without water until just about 6 o'clock this morning when service was finally restored. officials say more than 70 year-old 8 inch pipe is

actually what bursted this is not something you want to see in the middle of a drought, of course, is the second sinkhole water main break situation in alamo in a week's time. not to really looking good over there. >> heads up for drivers in the east bay this weekend. highway 4 is going to be closed for repairs. the closure goes from discovery bay boulevard in contra, costa county all the way to tracy boulevard and san joaquin county eastbound travelers can. >> begin their detour at the byron road intersection. the closures expected to end monday morning at 05:00am. >> also this weekend bart. it's shutting down the track between south hayward and union city stations. the tracks will be shut down for construction buses will replace trains. but bart says writers should plan to add about an extra 25 minutes to their trips. this section of track will also be shut down again. the weekend of october 16th as they do their maintenance work. >> and new this morning, the muni metro service will be

extending its hours to run until midnight on weekdays and saturdays, but it's going continue to operate until 10:00pm on sundays. this is due to an increase in demand the j church muni metro service running between san jose and geneva avenues and church and boss streets will also be extended until midnight. they're asking riders to check their bus schedules to see their last trip times. here and take a look at this. for the first time ever an ocean drone has captured video from in side a hurricane, the national oceanic and atmospheric administration released some incredible video from inside hurricane sam as it barreled across the atlantic ocean this week. the wind speeds. >> we're more than 120 miles per hour and that her the drone also battled 50 foot waves that collected data which scientists hope we'll give them a better understanding of just how large and destructive hurricanes can grow and intensify. they say critical new knowledge could improve forecasting that could reduce the loss of life. so this is all really good stuff. there. they're gathering. but what this guy that's not something i would i would the going to an eye of a storm like now. no thanks. i know i've been through one hurricane. it is scary it's on the west coast. we don't deal with reporting on guam. >> i had to deal with the hurricane. it brings his own are so massive and being

reporter. it's funny because we tell people to stay indoors and guess she was out there. yeah. exactly. i wish we could bring just a little bit of that rain here. there's really no sign of that this weekend is going to be pretty dave. >> yeah. that was some white water rafting. you saw there. how about that? that really intense. that's a monster storm, too, by the way, just exiting bermuda. we're not even showing it because it's going back out to sea in going to the north, not threat to any land. thank goodness. and that other victor think it's out there. not a threat to land either. what we have on the home front is it's quiet. here's this color is ation. you can see the sun joins us a little bit. little oranges in the sky just a touch. and we're dealing with some of that morning fog. we have a spare the air day today because basically high pressure is pretty much anchored around our neck of the woods. so it's also going to be hot along with that as well. golden gate bridge is kind of obscured by all this fog. meanwhile, the air quality. yeah, we're good. in the bay area. technically, however, start moving towards

the east across central valley gets a moderate in there. and that may clean up a little bit as we get slight air circulation going on just because the daytime heating. don't expect a whole lot. mid-fifties cover. most of the east bay for now antioch and 61 up to the north bay couple 40's hanging on still 51 for napa. 56 san francisco in 58. meanwhile, 4 san jose and the winds are going to do much either. we'll have an afternoon breeze. but that's really about it. obviously near the water. you have the change of temperatures going on a little bit there. and sometimes you drive a local win but sun optically that means the wide perspective of winds is what we need going here to help mix out this air a little bit here which we don't see dancing all the way till sunday because today tomorrow is probably going to be sunny and hot with that slight changes start to happen overnight. we see the bubbling up with some cloud cover from the south. this is huge and a good place to get it because that sometimes produces those elevated the lightning strikes and so forth. however, it looks like we'll get some legitimate cooling as we head into early next week with that and then towards the end.

maybe, maybe a little piece for some rain showers, try to hang on towards the end sfo no delays this morning. some returns, though, for this weekend. 90's inland 80's for the bay. hardy feels like october or in the week holding quickly 80's now inland and by the week's end, we're talking about 70's inland, potentially even upper 60's in places like tri valley. that's presuming we do get that rain, though. okay. so that's still on the fence. there for friday saturday into the week that comes up here 80 for san francisco today. look at that. 85 for oakland 86. meanwhile, going on for san jose mostly sunny skies even quite warm at the ballpark, you're going to get some winds later today. they're in the late afternoon probably win the game's ending here highs today. mid 90's in the far east bay up to the north bay. a mixture of 80's and 90's course, we'll get more into that in your 4 zone forecasx. well. >> days after months of negotiations, last week's police reform talks between democrats and republicans on capitol hill. it broke down that calls for action on this issue, not going away. anytime

soon. martin caught up with the head of the national served a sheriff's association. says he is also eager to finish the job. >> the head of the national sheriffs association tells me he was going optimistic about the prospect of a deal on police reform after democrats made some concessions. it removes some of the more divisive provisions like abolishing qualified immunity. now he's just hoping there's still a bipartisan way forward. we need to stay at the table. we need to talk the head of the national sheriffs association says he's disappointed lawmakers failed to strike a deal on police reform after months of negotiations of the language. with that we saw. i would say we're 90% on board. jonathan thompson says with a crime on the rise. he supported the compromise plan to ban told cold and no knock warrants while also adding more money for police training and mental health resources. the mental

health problem in this country. it's an embarrassment. >> we're putting in jail. people who belong in hospital ultimately talks fell apart over how to enforce change. >> democrats wanted to withhold federal police grants if local agencies failed to adopt in tactics. thompson says that was a bridge too far. we feel very strongly that law enforcement is a local function one-size can't fit all iowa senator chuck grassley blames democrats for sinking the deal that 100% of what they want. that's not compromise. ohio democratic senator sherrod brown disagrees. there's plenty of blame all the way around with no legislative deal in sight. the white house is pledging to take executive action on police reform after consulting with both civil rights and law enforcement groups. but so far we've not heard from the white house. johnson says in the end he won't. the administration does not step in and that lawmakers come back to the table it comes to getting it right and we stand ready to have those discussions.

actually died on their bart system on the bart trains just this past week. all of them suspected drug overdoses, kron four's. maureen kelly has more on this ongoing problem. >> the most recent death believed to be drug related happened here tuesday night at the pleasant hill bart station. according to bart police logs and sfo bound train was held as bart officers responded to a report of an unresponsive male bart passenger. they administered narcan which can reverse an opioid overdose, but it didn't work. and the man identified as 36 year-old frank sanders, the 4th of richmond was declared d o a the other 2 fatal suspected d's happened monday. a man was found not breathing at the daly city bart station just after 10:00am medics were unable to revive him. the san mateo coroner has identified that man as 34 year-old william hogarth and describes him as trans. and then later just before 05:00pm during the

evening berryessa bound train was stopped at the fremont station for another unresponsive man. again, narcan was administered, but it didn't save him. he has yet to be identified that's a lot of his scary all bart police personel are equipped with narcan and their police logs show twice this week. they were successful reviving 2 unresponsive. people using the lifesaving nasal spray while fentanyl has not been definitively linked to these recent d's is driving the spike in fatal overdoses here in the bay area. >> i asked a harm reduction program coordinator for the san francisco department public health about the signs of someone experiencing an overdose someone would be bluish in color unless it with someone who african american >> you know, a person of color, they may turn to greatness. you would also hear very distinctive goal in their breathing. we refer to that as a death rattle parts as passengers witnessing any kind of medical emergency can

inform their train operator using the intercoms located at either end of the car. >> or contact bart pd using the bart watch app or dialing 911. maureen kelly kron 4 news. >> in the south bass students and staff. they had to be evacuated from los altos high school on friday morning after a bomb threat was made to los altos police department was notified and everyone got out shortly after that officials say when they got to campus and looked around. no explosives were found after they searched the entire area. several homes. however, near the school. they also had to be evacuated and the santa clara county fire department shut down an avenue between valencia drive and sun kissed lane during the multi. our search officials say the initial threat how this all happened. that's still part of their investigation. >> as a fiction moratoriums come to an end. some tenants are going to be forced to decide what to do with their pets. some animal shelters are

actually anticipating some increase in take over the next few months. kron four's amanda hari talked with the shelter leaders about how they're getting ready. >> hoping for the best but ready for the worst. that's how many bay area shelters are preparing for the end of the housing moratorium but after the 2007 has increases. we did see an increase in surrender in many shelters around the country are bracing for that right now. this situation in the picture moratorium steve with contra costa animal services says they're already preparing to see higher intakes. >> he says, quote, one of the most common reasons people will surrender their pets. the shelter. >> is due to changes in the living situation. but the eviction moratorium now ending we're preparing for an increase in surrender requests. people of both contra costa animal services and east bay spca agree that surrendering your pet should be the last resort were trying to get as much information we

now a big game for the giants. i'm wearing my orange the support orange team here, the giants because at one '05, they take on the san diego padres and look to clinch their division title since 2012. and this was look at this. the giants yesterday they started off very strong 5 innings scoreless innings right off the bat. the giants scored twice in the first and then willie mac award winner late night la mind. he was the winner on thursday night. he had a sack fly. the giants ended up beating the giants skews me the padres 3 to nothing. here's how it's going to shape out if the giants win today and the dodgers lose, then the giants will win the nl west if both teams win today, then tomorrow's last game of the season will be huge, you know, al, because nobody wants to play the st. louis cardinals. >> like you mentioned, there's that other way to clinch the division title. it depends on if the dodgers lose to the brewers. they did beat the team 8 to 6 last night. so the

sea vocal and hosting a memorial to honor those who lost their lives in that firestorm. kron four's camila barco joining us live in the newsroom with more details. camila. >> good well, so, yeah, the fire also injured a 150 people and today speakers will reflect on what happened, but also remember the people that were affected. the city of oakland says that the oakland berkeley firestorm should not be forgotten. so let's take you back to october 19th 1991 the fire started on a private property in the oakland berkeley hills. firefighters were able to put it out. but the next morning, strong winds reignited the smoldering embers and you can see by this video, the hills of oakland and berkeley became an inferno. the fire destroyed more than 3,000 structures burned 1500 acres and cost one 0.5 billion dollars in damages. according to fema, a 5 year drought low humidity and limited water supply were additional risk factors. the tunnel fire is also known as

the oakland berkeley firestorm and the oakland hills fire. it's considered one of the worst and most expensive fires to rage through california at that time. but to this day, the cause of the fire isn't determined. now the city of oakland will look back at the 1991 fire during a special ceremony today. it takes place at the rockridge bart station and starts at 10 this morning. speakers like the oakland city mayor city council members as well as a former firefighter will be in attendance now at the rockridge bart station. there's a mural that features more than 2000 hand painted tiles and a plaque with the names of those who died. and it's all in memory of the 1991 fire while well, back to you. alright camila, thank you for that live report. >> california is now the first state in the united states to issue a vaccine mandate for schoolchildren governor gavin newsome handed down the mandate yesterday. that's right. the mandate applies to all eligible students, students attending in person

>> welcome back. after going a day without water service has been restored to east bay mud customers in alamo crews actually worked through the overnight hours to restore service after a water main break sent water gushing into the street monday morning. take a look at this. it happened in the area of heavy avenue at danville boulevard. it caused a sinkhole to form. this is definitely not something you want to see in the middle of a drought. this affected about a 179 customers. officials say more than more than 70 year-old 8 inch pipe is actually what bursted here. this is the second sinkhole water main break situation in alamo in a week's time. >> heads up if you're in the east bay this weekend. highway 4 will be close repairs. the closure is from discovery bay boulevard in contra, costa county all the way to tracy boulevard in san joaquin county eastbound travelers can begin their detour at the byron road intersection. this

closure expected to end on monday morning at 5 o'clock in the morning. so it will last all weekend. also, speaking of transportation bart, it's shutting down the track between the south hayward and union city stations. the tracks will be shut down because they need to do some construction buses will replace trains. but bart says riders should go ahead and add about 25 minutes to your trip even though they have that bus bridge, the section of track will also be shut down again on to about 2 weeks from now on october 16th for the same thing. maintenance work as well as construction. >> we'll be right back.

branches and leaves earlier than usual. experts are blaming the dry weather conditions for putting the trees at risk of dying early up in sacramento. jeannie nguyen has more on what we can do to save those trees. >> we use to climb trees used to spy on them for as long as daniela marsh can remember the trees in sacramento have always been a way for her to enjoy the outdoors, especially here at mckinley park. i think it's beautiful right now. i know that given the extent of the drought that we are in. we're we won't be able enjoy this much longer and it's the dry conditions making arborists concerned about the future of these trees that >> see the increase in stress of the treats. so with that stress you're seeing in decline as far we've dropped early coloration will be, as you can see here this tree its leaves are crispy in getting ready to fall off all its branches are brittle. >> and dry. arborists say this is not a good sign this early in the fall season.

>> after months of back and forth negotiations last week's police reform talks between democrats and republicans on capitol hill to nobody's surprise. they broke down but cause for action on this issues not going away. anytime soon. raquel martin caught up with the head. the national sheriffs association who says he is also eager to finish the job. >> the head of the national sheriffs association tells me he was growing optimistic about the prospects of a deal on police reform after democrats made some concessions. it removes some of the more divisive provisions like abolishing qualified immunity. now he's just hoping there's still a bipartisan way forward. we need to stay at the table. we need to talk the head of the national sheriffs association says he's disappointed lawmakers failed to strike a deal on police reform after months of negotiations of the language. with that we saw. i would say we're 90% on board.

>> 9.11 this morning after a day without water service has been restored to some east bay mud customers in alamo. look at this. crews actually had to work through the overnight hours to try to restore service after a water main break sent water gushing into the street yesterday morning. take a look at happened in the area of hand hemi avenue at danville boulevard. it caused a sinkhole to form in that area. you can see all that water gushing not ok when we're sitting in a drought. now this actually affected about a 179 homes officials

say a more than 70 year-old 8 inch pipe is what bursted. this is the second sinkhole water main break situation in alamo in just a week's time so that infrastructure, something they're going to be looking at. >> heads up. if you're going through parts of the east bay this weekend specifically highway 4. it will be closed in some parts for repairs. the closure is from discovery bay boulevard in contra, costa county. all the way to tracy boulevard in san joaquin county eastbound travelers you can get off of the freeway at byron road intersection. the closure is expected to end monday morning at 5 o'clock in the morning. so it's going to last all weekend. speaking of closures and transportation. bart also shutting down some of its services. this is going to happen between south hayward and union city stations. the tracks that they're working on. they need to be shut down for construction work buses will replace trains. but even those bus bridges are in place. they're telling you to add about 25 minutes extra to your

ongoing problem. >> the most recent death believed to be drug related happened here tuesday night at the pleasant hill bart station. according to bart police logs sofo bound train was held as bart officers responded to a report of an unresponsive male bart passenger. they administered narcan which can reverse an opioid overdose, but it didn't work. and the man identified as 36 year-old frank sanders, the 4th of richmond was declared d o a the other 2 fatal suspected d's happened monday. a man was found not breathing at the daly city bart station just after 10:00am medics were unable to revive him. the san mateo coroner has identified that man as 34 year-old william hogarth and describes him as trans. and then later just before 05:00pm during the evening berryessa bound train was stopped at the fremont station for another unresponsive man. again, narcan was administered, but

it didn't save him. he has yet to be identified that's a lot of his scary all bart police personel are equipped with narcan and their police logs show twice this week. they were successful reviving 2 unresponsive. people using the lifesaving nasal spray while fentanyl has not been definitively linked to these recent d's is driving the spike in fatal overdoses here in the bay area. >> i asked a harm reduction program coordinator for the san francisco department public health about the signs of someone experiencing an overdose someone would be bluish in color unless it was someone who african american >> you know, a person of color, they may turn to greatness. you would also hear very distinctive goal in their breathing. we refer to that as a death rattle parts as passengers witnessing any kind of medical emergency can inform their train operator using the intercoms located at either end of the car. >> or contact bart pd using the bart watch app or dialing

911. maureen kelly kron 4 news. >> in the south bay. the investigation continues this morning about a bomb threat. here's what happened. so students and staff, they had to be evacuated from their high school at los altos yesterday morning after the threat was made. so the police department they rushed out there. they told everybody what was going on. they actually had to evacuate the school and the nearby homes now after they did their sweep of the campus. officials say no explosives were found. officials say the initial threat. what happened, who phoned in was this on social media. that's still part of their ongoing investigation. >> federal judge is raising some questions about texas's new abortion law in court on friday, the judge asked lawyers why the state of texas would want a law that allowed citizens to take civil action against anyone involved in an abortion. the legislation went into effect last month. it bans all abortions once a fetal heart activity is detected at about 6 weeks.
