>> from the area's local news station. you're watching the kron 00:00am morning news at 7. >> good morning and thanks so much for joining us for the kron 4 morning news on this beautiful sunday, december 5th. i'm sarah stinson. let's start with weather like we like to do so you can get you out the door. >> and you can know what you need to wear. david's was very chilly. when i got out the door today. how about for you? yeah, it is a couple cold spots and we have with all of this we have some fog back at it again in the king tides as we get into later morning. good morning, sarah. good morning, everybody. fog blankets across most of the district to start things off and we have that dense fog advisory that's covering up there to solano county. here's

a live look of what's going on and half moon bay. the fog is a little more aggressive along the coast and we saw even yesterday morning again as a formality. that's a lot of counties involved in that until 11 this morning. fox going to be really slow to clear around the delta and that does impact temperatures. here's a look at what happens this morning actually gets a little bit worse over the next hour, maybe around the perimeter of the bay before clearing out a couple of hours before noon. but there you see it hanging on up there around the sacramento valley. so the king tides and play the flood advisory. another day. this through 3 o'clock this afternoon. flooding in the late morning as expected for low-lying areas and parking lots parks, roads, that sort of thing where you saw what happened yesterday. again will probably reach our peak at about 11 to around noon today. temperature check as sarah was taluing about. they are cooler in the mid 40's up in the north bay. 51 for oakland. but you see in london, the east bay in the upper 40's, by the way, mental note. you want to take note of those colder

temperatures. we're going to do better than that in a few days in the morning. there's the fog. i mentioned turning from mostly cloudy to sunny as we approach the noon hour. not a lot of movement with the temperatures, though, will be in the 60's to mid 60's at best. but for cast together coming up in a bit. sarah. school district is dealing y s- with a spike in covid cases after a family knowingly send school. >> cummings elementary school had 8 cases including 3 suspected school based transmissions, kron four's amanda hari has the details. >> it's a pretty break of of protocol. neil cummins elementary school in corte madera is dealing with a covid outbreak. >> the superintendent sent update saying just before the thanksgiving holiday, there were 8 cases and 3 suspected school based transmissions. he says it started with one family that knowingly sent a student tested positive to school and their sibling for 7

days. thought perhaps this could be a family where there were language barriers are cultural barriers and they may not understood. >> our communication. >> and that was not in fact the case. so it was just an integration egregious and blatant disregard for other people. president of larkspur corte madera school district board of trustees. jill sellers says 75 other students had to quarantine because of close contact. thanksgiving break was >> could have been times better. she says no additional cases have been reported since the quarantine. she says as a public school district, there's no way to punish the parents for their decision and they will not suspend the students. we do not believe in keeping them out of the classroom away from from because their parents did something wrong. but sellers says the county could take action. it is my understanding that there are other entities within the county that may be taking corrective action against this family. the parents could face misdemeanor charges for violating rain county's health order. it requires people who test

positive to isolate for at least 10 days. the student did test positive at a medical facility. >> it was reported to the county and it got back to the school. people who know what this family is has made their despite very clear sellers hopes other families will learn from this situation. she's also grateful there wasn't greater spread. she says the schools are following all moraine county public health requirements just shows that are in school. >> protocols around masking and hand washing and and etcetera are really kind of amanda hari kron 4 news. >> happening tomorrow. new travel restrictions will go into effect for people coming into the country. these new restrictions are a part of the biden administration's effort to combat covid-19 during the winter. you can see a live look at sfo here. we've got camila barco in the newsroom with the details. camilla. >> yes. oh, yes. starting tomorrow. people flying to the united states must show proof of a negative covid test. now this deadline is tight. it

must be done within one day of boarding their flight previously travelers had 3 days to obtain a negative covid test but starting tomorrow they have to get it. 24 hours before departure. if they want to enter the united states. now the new travel restriction applies to all international travelers who are 2 years or older and this is regardless of their nationality or vaccination status. if you recently got covid and recovered. you must prove that with the letter from a doctor stating you are cleared to travel now president joe biden is also extending the mask mandate fool it was supposed to expire in january. but people are still going to be required to wear face coverings when they're on a plane train or bus is march 18th. now, these restrictions come ahead of the winter season when the virus could spread more easily when indoors and biden announced the news 24 hours after the first omicron case was detected here in the united states. it was discovered here

in san francisco. since then, dozens of other cases have popped up across the country. now the u.s. travel association is hopeful that the one-day testing window is temporary until more is learned about the omicron variant at sfo. they are offering voluntary testing options to international travelers after they arrived to the u.s. and that includes rapid test and take home kits. sarah, back to you. thanks, camille. we'll check back in with you in an hour to get another update on your report for now. we head to the east bay. alameda county has confirmed. >> that 5 people have contracted the omicron variant of covid in a statement, the county says these cases are among 12 covid-19 cases in the county. the patients went to a wedding in wisconsin last weekend. one of them traveled internationally before attending the wedding, the individuals all have mild symptoms and are fully vaccinated. most of them already got the booster shot as well. no one has been

ha... ha... introducing the all-new 2022 nissan frontier. ♪ >> welcome back. it's time for another check of weather with meteorologist dave spahr dave. it's chilly and we got a lot of that fog. karl said what is going on. i'm coming back on this sunday in a big force to yeah, it's really pretty much just about everywhere. now this is the east bay shoreline promise. it's there. clear out for around the bay, probably before noon. well before noon around the delta is going have a bit more trouble. that's what could be more stubborn off to the sacramento valley. we'll see clearing going on there as well. so we should be shifting into a mostly sunny afternoon with all of this. that's good news and temperatures bit on the cool side. but we have some really cold chilly temperatures coming our way too packed with some bouts of rain. here's what it looks like on the big board was still kind of have general high pressure in

place. here's the storm track off towards our west that will be breaking down allowing the systems in the pacific to plow on through and will be playing right into the hands of the season. as you big changes along that way to in the longer range forecast now. right now we're looking at the mid 40's across most of the district. as you can see, pretty inland only your waters at being supported to near about 5051 san francisco, oakland 49 for hayward 51 for san jose for that fog and all of that. again, that clears out as we get into the afternoon hours. that's pretty nice. then as we get into tonight, some scattered clouds develop through monday. someone, an eventful one monday, although we'll have the scattered clouds. then as we get to monday night. yeah. this is a bit more impressive than it looked like last night. this nice little rain shower will get great timing to happening at the dead of night. so this will be a little more than just dirty up the car kind of business of this hold. this will give us a nice for rain shower going on overnight and should work on tuesday as a clearing forecast. so for today, early

fog clouds clearing out king tide still active again, coastal flooding just like yesterday's droll except maybe everything's a little bit of our later about. early in the week. a little bout of showers for monday night. we just walk through some of that variable clouds and 60 ish as we get into tuesday and then late in the week. variable clouds cooling rain shot on thursday. and after with that and afterwards, we're getting some really cold air in here is really going to start to feel like winter at that point that about of snow by the in the rain. by that point on thursday that may deliver some mountain snows and our local area here. maybe as low as the east bay hills potentially 57 san francisco, 60 for oakland 65. meanwhile, for san jose mostly sunny and cool. there's a look at our projected high tempeiatures for today. it's still kind of the lower 60's deal with 50's hang in the coast. it's going to be a little cooler at the coast today. it looks like we'll take a look at that. plus your longer range forecast as well. sarah. >> thank you. david. looks like what we're seeing. some winter headed our way. so is

whole why they're being hit with a rare blizzard warning. they're expecting at least a foot of snow this weekend on the big island. take a look. the national weather service anticipates harsh conditions on the big island's mountain summits. they're also bracing for 100 mile per hour winds, heavy rain and flooding across the state. it's part of what's known as a cone, a storm storm, a seasonal cyclone that sometimes forces during the winter months. this is the first blizzard warning in hawaii in 3 years. p g has been hit with a 125 million dollars fine from the state of california. for sparking the 2019 kincaid fire in sonoma county. according to cal fire, the company's transmission lines sparked the fire. 40 million dollars will go to the state's general fund. the remainder will be used to remove abandoned transmission facilities in the area. the fire burned 77,000 acres destroyed 374 structures and

injured 4 people. according to the california public utilities commission. the cost will not be passed on to customers pg and e says it accepts the findings and is ready to move forward. compensating victims and improving safety. in texas joel osteen's houston. megachurch has confirmed that thousands of dollars have been found inside one of its bathroom walls. the story came to light earlier this week when a man claiming to be a plumber called into a houston radio show. he says last month he was working on a toilet at the church and had to open up one of the walls when he did, he discovered hundreds of an envelope filled with money. police say evidence from the recovered check suggest that the envelopes are connected to the 2014 theft of unknown amounts of money from the church. in the north bay santa rosa, police arrested an 18 year-old high school student after he brought a gun on campus. the arrest happened friday at montgomery high

school officers responded to rumors around the school that a student had brought a gun to campus officers searched the student's backpack and say they found the gun. there's no word on if the gun was loaded. investigators say after talking with other students, they don't believe he was planning on using the gun. the student was arrested on charges of having a concealed weapon and bringing a weapon on school grounds. developments in a national story we've been continuing to follow these parents here. the suspected parents of the for the parents of the suspected school shooter knocks from michigan are behind bars after an hour's long manhunt. a judge set bond at half a million dollars each for james and jennifer crumbley. police consider them fugitives after they failed to show up for court on friday, the couple are now charged in connection to the shooting that killed 4 students and injured 7 others allegedly at the hands of their 15 year-old son judy has the details on their arraignment.

detroit tuesday when filing charges against his parents. prosecutors revealed james crumbley had purchased the gun used days earlier, jennifer crumbley posted on social media. the weapon was even as christmas present on the day of the shooting. prosecutors say the couple refused to take their son out of school during a meeting with a counselor after 2 teachers have expressed concerns about the team's behavior. your honor. this is a very serious horrible. >> terrible. >> murder. >> and shooting. it has affected the entire community. >> and these 2 individuals. could have stopped it arguing for a lower bond defense attorneys told the judge their clients left town due to safety concerns. >> and had fully intended to turn themselves in the court is only aware of the facts. the prosecution has presented, but that gun was actually locked. >> so when the prosecution is stating that this child had free access to a gun that is just absolutely not true. the

rapidly do have it handy. yeah, today will be nice to know the sun coming out will be kind of like the 60's again, like we had. >> from yesterday. so business as usual on that front. but things are going to be changing for this week as we have a little flavor of some real winter weather for you coming our way. >> towards the uptick in towards the end of the week. that will get some rain bouts with this and that we definitely could use right now. this is what it looks like as the fog is really much settled across the bay. this the east bay shoreline still covered up in this fog is a bit more dense and aggressive today than we saw from yesterday. still the high pressure basically in place. so once we mix this out, we go to the mostly sunny mode upstream however, things start changing. you'll feel some of that change tomorrow afternoon. and then comes the pitter patter of some rain into monday night temperature check for you. mid 40's cover the north bay inland. also the east bay around the perimeter of the bay. about 50 ish or upper 40's 44 chill degrees in half moon bay with all that fog in place. there you see it on a future cast for mixing out. very nicely as we get to the afternoon hours and then

as we get into monday, some scattered clouds and this is the big deal into monday night tuesday. a little shot of some rain. so there's the low down what we expect over the next week ahead. coming up a little bit here. we'll have a little bit better. look of the longer range forecast for you and the 4 zone to sarah, thank you, dave. >> as apd is responding after 2 officers were denied service at a san francisco restaurant. it happened at hilda and just see on union street. in a statement posted on instagram. the restaurant management said the officers were armed and in uniform when they were seated. some of the restaurant staff felt uncomfortable with them having multiple weapons. that's when the restaurant then says it asked the officers to leave in its statement. the restaurant goes on to say we respect the san francisco police department and are grateful for the work they do. we welcome them into the restaurant when they are off duty out of the uniform and without their weapons. san

francisco police chief bill scott responded to the situation on twitter saying in part, the san francisco police department stands for safety with respect even when it means respecting wishes that our officers and i find discouraging and personally disappointing. going on to say i believe the vast majority of san franciscans. welcome their police officers who deserve to know that they are appreciated for the difficult job. we asked them to do in their uniforms to keep our neighborhoods and businesses safe. in santa rosa 2 people were arrested and 10 cars towed after a series of sideshows from last weekend. police say people from across the bay area and the sacramento area came into the city to participate officers responded to reports of a reckless driving fights and shootings. there are no reports of any injuries, but law enforcement and residents say they are concerned about the ongoing issue of sideshows. sacramento. police are also trying to crack down

on side shows police broke up a massive sideshow in the capital friday night. one event organizer was arrested. police say they were act. there were active warrants out for the organizer related to previous sideshows in total 14 cars were towed 20 misdemeanor citations were issued along with 15 infraction citations. and another bay area journalist attacked while on assignment. oakland. police are trying to find the people they say robbed a san francisco chronicle photographer other camera at gunpoint. it happened friday afternoon around 3.30, at the west oakland bart station on 5th street. the photographer was on assignment to happen and was not injured. the suspected robbers fled the area in a car, but police have not revealed any details as to what type of car it was will continue to follow san bruno police arrested a man they say is connected to a smash-and-grab robbery at a target who police believe got away with more than $1000 in merchandise. the robbery

happened late last month that the target at the shops at 10 for and shopping center at el camino real police aren't releasing much about the man they arrested. only that it's a 43 year-old man from oakland. police say they managed to track him down at the san bruno bart station when they went to arrest him. police say the man tried to jump in front of an oncoming bart train but officers managed to stop him. he has been booned on multiple felonies. and heightened security at stores in downtown walnut creek is the new norm during the holiday shopping season. this after the city council voted to create a downtown police patrol beat earlier this week, kron four's phillipe djegal spoke with families when shopping at broadway plaza. >> private security guards more so than uniformed police officers visibly president monitoring broadway plaza in downtown walnut creek, a result of grab and run thefts reaching a tipping 0.2 weeks ago at the outdoor mall when

90 people looted the nordstrom store stealing $125,000 worth of stuff. i was nervous. i think after seeing what happened. but coming here. we felt pretty safe and feels like it never happened. this family opted for in-person shopping rather than making their purchases online was nice. having that middle street blocked off the main road closed to traffic to deter thieves and to make shoppers feel comfortable visiting downtown. i was so sad to hear about what happened and what has been happening around the city council passed a resolution approving the hiring of 5 additional police officers who will make up a new downtown patrol beat the contra costa county office of the sheriff says it will also provide patrol assistance during the holiday season. that was nice. it was good to see the police around. and i was glad to see as many shoppers are supporting the businesses and. >> still continuing on with holiday plans. 3 arrests have been made in last month's looting case and the police department. >> expects more in the coming

>> welcome back. san mateo county is taking a new approach to responding to mental health crisis calls starting tomorrow. a pilot program known as the community wellness and crisis response pilot project. we'll launch aimed at de escalating 911. calls kron four's. gayle ong has more. mental health clinicians will partner with law enforcement in this pilot program. >> and for of san mateo county's largest cities will be taking part. >> daly city, san mateo redwood city and south san francisco will be participating in what's called the community wellness and crisis response pilot project aimed to help bring additional mental health resources to law enforcement. >> since the onset of the covid-19 pandemic. we've seen a dramatic rise in the number of 911. calls related to mental health and people in mental crisis here talk things we >> as residents were

interested in making sure that we did and has strong. we supporting mental health crisis for really trying to figure out is how we can connect you. with a mental health clinician. at the same time seeing what services you need in the long run. >> san mateo county's behavioral health and recovery services is working with local nonprofits star vista to train and supervise clinicians who will be stationed with each city's police department. there may be a person. >> that officers have dealt with multiple times that are, you know, experiencing a mental health issues. now, what's happening is now we have a clinician that could actually work with them. then go on. if there are additional calls, the 4 participating cities and the county will contribute approximately 1.5 million dollars for this initiative. >> by ending a qualified mental health professional. however, we believe we can

bay by the way, there's been an expansion of the dense fog. advisory will show you that in a bit. but this is the shot from the east bay shoreline. it's meat reaching the shrubbery up towards the cameras. you can see back to that dense fog advisory. it's now covering up to the north bay. technically san francisco in the east bay shoreline is not in this. but from observations. it's pretty thick as well. so little caution out there early travelers and this extends to the delta the sacramento valley as well. this will be until noon. this dense of fog of fog. advisory is in place. that also has an impact on temperatures for the bay because you delay that heating. therefore we won't see is good results for numbers this afternoon. here's the mixing out process on balance for most locations around the bay. it should mix out probably by 11. that's pretty late. as you can see now got to get back this king tides thing. we have another day of this and through 3 o'clock this afternoon. the peak or the zenith will be around 1112, 1 o'clock this afternoon. watch the low lying areas. and parking lots parks

elementary school in corte madera is dealing with a covid outbreak. >> the superintendent sent update saying just before the thanksgiving holiday, there were 8 cases and 3 suspected school based transmissions. he says it started with one family that knowingly sent a student tested positive to school and their sibling for 7 days. thought perhaps this could be a family where there were language barriers are cultural barriers and they may not understood. >> our communication. >> and that was not in fact, the case. so it was just an integration egregious and blatant disregard for other people. president of larkspur corte madera school district board of trustees. jill sellers says 75 other students had to quarantine because of close contact. thanksgiving break was >> could have been times better. she says no additional cases have been reported since the quarantine. she says as a public school district, there's no way to punish the parents for their decision and they will not suspend the

students. we do not believe in keeping them out of the classroom away from from because their parents did something wrong. but sellers says the county could take action. it is my understanding that there are other entities within the county that may be taking corrective action against this family. the parents could face misdemeanor charges for violating rain county's health order. it requires people who test positive to isolate for at least 10 days. the student did test positive at a medical facility. >> it was reported to the county and it got back to the school. people who know what this family is has made their despite very clear sellers hopes other families will learn from this situation. she's also grateful there wasn't greater spread. she says the schools are following all moraine county public health requirements just shows that are in school. >> protocols around masking and hand washing and and etcetera are really kind of amanda hari kron 4 news. >> well, you're flying out of the bay area airports this week starting tomorrow. travel restrictions will go into

effect for people coming into the country. these new restrictions are a part of the biden administration's effort to combat covid-19 during the winter kron fours camila barco live in the newsroom with the details. camille, what we expect from this. well, starting tomorrow. people flying to the united states must show proof of a negative covid test out the new part is that the deadline is tighter. it must be done within one day of boarding. their flight previously travelers high 3 days to obtain a negative covid test but starting tomorrow they have to get it. 24 hours before departure if they want to enter the united states. now the new travel restriction applies to all international travelers who are 2 years or older. and this is regardless of their nationality or vaccination status and if you got covid recently and recovered you must prove that with a letter from a doctor stating you are cleared to travel now president joe biden is also extending the mask mandate rule. it was supposed to

foot of snow this weekend on the big island. the national weather service in to sup eights harsh conditions on the big island's mountain summit. they're also bracing for 100 mile per hour winds as well as heavy rain and flooding across the state. it's part of what's known as a cone, a storm, a seasonal cyclone that sometimes forms during winter months. this is the first blizzard warning in hawaii in 3 years. pg e has been hit with a 125 million dollars fine from the state of california for sparking the 2019 kincade fire in sonoma county. according to cal fire, the company's transmission lines sparked the fire. 40 million dollars will go to the state's general fund. the remainder will be used to remove a band in transmission facilities in the area. the fire burned 77,000 acres destroyed 374 structures and injured 4 people according to the california public

>> well, to sfpd officers were denied service at a san francisco restaurant. we're now hearing from the police chief. it happened at hilda and jesse on union street. in a statement posted on instagram. the restaurant management said the officers were armed and in uniform when they were seated. some of the restaurant staff felt uncomfortable with them having multiple weapons. that's when the restaurant then says it asked the officers to leave in its statement. the restaurant goes on to say we respect the san francisco police department and are grateful for the work they do we welcome them into the restaurant when they are off duty out of uniform and without their weapons. san francisco police chief bill scott responded to the situation saying in part the san francisco police department stands for safety with respect even when it means respecting wishes that our officers and i find it discouraging and personally disappointing going on to say i believe the vast majority of san franciscans. welcome their police officers who deserve to

know that they're appreciated for the difficult job. we asked them to do in their uniforms to keep our neighborhoods and businesses safe. says in santa rosa 2 people were arrested and 10 cars towed after a series of sideshows from last weekend. police say people all across the bay area and the sacramento area came together in the city to participate officers responded to reports of reckless driving fights and shootings. there are no reports of any injuries. but law enforcement and residents say they are concerned about the ongoing issue of sideshows. sacramento police are trying to crack down on side shows as well. police broke up a massive sideshow in the capital friday night. one event organizer was arrested. police say they were there were active warrants out for the organizer related to previous sideshows in total 14 cars were towed 20 misdemeanor citations were issued along

with 15 infraction citations. >> another bay area journalist attacked while on assignment. oakland. police are trying to find the people they say robbed san francisco chronicle photographer. >> of their camera at gunpoint. it happened friday afternoon around 3.30, at the west oakland bart station. that's on 5th street. the photographer was on assignment when it happened and we're hearing that they were not injured the suspected robbers fled the area in a car. police have not yet released those details as to what type of car it was. san bruno police say they arrested a man in connection with a smash-and-grab robbery at target. they say they got away with more than $1000 in merchandise. the robbery happened late last month at the target at the shops at 10 per and shopping center on el camino real police aren't releasing much about the man they arrested only saying that it a 43 year-old man from oakland. police say they managed to track him down to

to middle 40's near pretty much along the east bay shoreline. 51 san jose alright, the longer range forecast models for us. that's the first little hit that happens, it does carry within the package. there are some mountain snows. not a lot. another hit by thursday which looks more impressive up in the mountains, then that first hit and then we get to next weekend and latter portion of next weekend. look at that. that's quite juicy. there. so everybody getting hit. looks like an bomb off our coast there a little bit if we can scrounge up enough moisture. we'll see how that all develops. but at least looking favorably should mention by the time we get to that temperatures are really be plummeting downward as well to go in tandem with all of this. 57 san francisco along the coast were in the mid-fifties territory. also in the upper 50's along the bay side, 60 foster city 63 for palo alto in the south bay 65 san jose. that's a pretty decent going forward. a little cooler elsewhere, though, on the east bay shoreline. a couple

the dense fog advisory does not cover half moon bay that we're showing you here. but it's in the north bay. it's been expanded beyond solano county to include the valleys. also in napa in marine as well. but there you have it looks like the sun is trying to appear on through a little bit to get some mixing process here. dense fog advisory again, solano county all the way are in. this will be until 12 today. it does not include san francisco in the east bay shoreline is a technicality going through the fog forecast. you can see it mixing out, although it's a little stubborn around the delta that will have a little impact on temperatures as well. meanwhile, the king tides have another day in the sun, if you will. this will be till 3 this afternoon as from although the peak of the action will probably be 11 this morning. 12 and one the afternoon again, low lying areas and parking lots parks in roads and that sort of affair. mid 40's up for the north bay. 46 filet o 50 going on for oakland, 49 for antioch and 51. meanwhile, for san jose, this is the east bay

shoreline. you can see here and we've got 62 at 1 o'clock by 4 mostly sunny at 61. they'll be some readings reaching the mid 60's. we'll have all of that coming up a bit and also investigate those little opportunities for some rain showers. sarah. >> thanks, look forward to that. a marine county school district is dealing with a spike in covid cases after a family knowingly sent their kids to school after testing positive for covid neil cummings elementary school had 8 cases including 3 suspected school based transmissions kron four's amanda hari has the details. >> it's a pretty break protocol. neil cummins elementary school in corte madera is dealing with a covid outbreak. the superintendent sent out an update saying just before the thanksgiving holiday. >> there were 8 cases and 3 suspected school based transmissions. he says it started with one family that knowingly sent a student tested positive to school and their sibling for 7 days.

thought perhaps this could be a family where there were language barriers are cultural barriers and they may not understood. >> our communication. >> and that was not in fact, the case. so it was just an integration egregious and blatant disregard for other people. president of larkspur corte madera school district board of trustees. jill sellers says 75 other students had to quarantine because of close contact with thanksgiving break was >> could have been times better. she says no additional cases have been reported since the quarantine. she says as a public school district, there's no way to punish the parents for their decision and they will not suspend the students. we do not believe in keeping them out of the classroom away from from because their parents did something wrong. but sellers says the county could take action it is my understanding that there are other entities within the county that may be taking corrective action against this family. the parents could face misdemeanor charges for violating rain county's health order. it requires people who test positive to isolate for at

tomorrow the deadline is tighter. the covid tests must be done within one day of boarding their flight previously travelers had 3 days to obtain a negative covid test starting tomorrow. they have to get 24 hours before departure if they want to enter united states, the new travel restriction applies to all international travelers who are 2 years or older and this is regardless of their nationality or vaccination status. if you recently got covid and recovered. he must prove that with a letter from a doctor saying you are cleared to travel president joe biden is also extending the mask mandate wall. it was supposed to expire in january. but people are still going to be required to wear them when they're on a plane, a train or bus is through march 18th and these restrictions come ahead of the winter season when the virus can spread more easily indoors. biden announced the news 24 hours after the first

>> welcome back. it's 9.14 on this sunday and it's time for another check of weather. meteorologist dave spahr with us in the weather center. dave got a lot to talk about today. looking ahead as we finally get some winter weather. i know it's going to be turning the page into really feeling like the season. and you know what we have been having not to the winter solstice yet. so we're headed the ball game there even though we are in logical winner. so that's playing out. >> about this from half moon bay side is really a trooper really try to peer through fog. as you can see. now that fog advisory dense fog advisory now covers just about all of that. the valleys of the north bay going on, not just solano county but are in sonoma and now as well. that will be again until 12. the rest is not technically in it. but as you can see, dense fog to be found everywhere. the sun is going to win this battle. get that vertical mixing going on as we're still under dominant. a high pressure. it's one of the things this making things sluggish that's breaking down. so the traffic from the pacific. true to form is going

warning. they're expecting at least a foot of snow. this weekend on the big island. take a look. the national weather service anticipates harsh conditions on the big island's mountain summits. they're also bracing for 100 mile per hour winds as well as heavy rain and flooding across the state. it's part of what's known as a kona storm seasonal cyclone. but sometimes forms during winter months. this is the first blizzard warning in hawaii in 3 years. pg e has been hit with a 125 million dollar the state of california for sparking the 2019 kincade fire in sonoma county. according to cal fire, the company's transmission lines sparked the fire. 40 million dollars will go to the state's general fund, the remainder will be used to remove abandoned transmission facilities in the area. the fire burned 77,000 acres destroyed 374 structures and injured 4 people according to the california public utilities commission. the cost will not be passed on to

customers. p jeanne says it accepts the findings and is ready to move forward with compensating victims and improving safety. in texas. joss teens. houston. megachurch has confirmed that thousands of dollars have been found inside one of its bathroom walls. the story came to light earlier this week when a man claiming to be a plumber called into a houston radio show. he says last month he was working on a toilet at the church and had to open up one of the walls when he did, he discovered hundreds of envelopes filled with money. police say evidence from the recovered check suggest that the on the lopes are connected to the 2014 theft of an known amounts of money from this church. developments in a national story we're following these parents, the parents of the suspected school shooter in oxford, michigan are behind bars after an hour's long manhunt. we've been following this all weekend long. a judge

start to clear a little bit out of the half moon bay a bit of starting to look as we can see some blue skies try to peer in through there. as you can see off towards the distance off to another nice day. it looks like on balance. there. so that dense fog advisory. here is the coverage areas and tan color up in the north bay. it doesn't impact the peninsula, san francisco or in the east bay as a formality. but. it could be a little problematic. it looks like around the delta that will have an impact on temperatures a little bit too, for flooding going on. this is the coverage area we see until 3 this afternoon. flooding in the late morning. we expect that's when the peak will be 1112. 1 o'clock. we have the moon and the sun all in the same location kind of a group hug on our oceans here. we've got 50 right now in oakland, 50 for san francisco up in the north bay mid to lower 40's 50 going on in iraq and 47 for livermore still have some work to do here in the east bay shoreline with the fog kind of hovered here 62 at 1 o'clock and 4 63 now this week ahead. going to be quite interesting. we have some unsettled weather

cooler temperatures and some mountain snow is coming back. sarah. >> thank you, dave. back to our breaking news this morning. morning former u.s. senator and presidential candidate bob dole has passed away. he was 98 years old. kim bryant has more on his life and legacy. >> a political giant in kansas and across the country. senator bob dole served in congress for more than 3 decades robert joseph dole was born july 22nd 1923 in russell kansas. his father ran a grain elevator. his mom, a traveling saleswoman who sold sewing machines and vacuum cleaners after graduating high school in 1941. he enrolled at the university of kansas recruited to play basketball by legendary coach phog allen or. >> the united states entry into world war 2 interrupted senator dole's college years.

he joined the u.s. army in 1942. he deployed to italy in 1944 a year later, he suffered severe injuries to his upper back and shoulder after getting shot. rescuers got to him after he laid in a foxhole for almost 9 hours medics at the time thought he might not survive. but he did it. the wounds left him with some physical limitations. he spent more than 3 years recovering. >> the attack left him with limited use of his right arm and hand. senator dole received 2 purple hearts and a bronze star after recovering. he returned to college. this time at washburn university in topeka. he later graduated with an undergraduate and law degree. senator dole married in 1948 a therapist at a veterans hospital in michigan named phyllis holden. they had a daughter named robin liss and senator dole divorced in 1970 to 3 years later, he married his second wife, elizabeth. >> he turned to politics in

1950 running for the kansas house of representatives. 2 years later, voters elected him to county attorney for russell county. >> in 1960 senator dole ran for congress and won. 8 years later he ran for the u.s. senate and one. he served in the upper chamber for 5 terms his national profile grew in 1971 as he became the chairman of the republican national committee. >> in 1976. he joined the republican ticket running with president gerald ford as his vp. that campaign highlighted republican national convention kemper arena in kansas city. >> the 4 dole ticket lost to jimmy carter. senator dole ran for president unsuccessfully in 1980 19 88 back in the senate. he served as the republican leader from 1985 to 1996. >> he earned a reputation for being a consensus builder and bringing people from both sides of the aisle together.

as the 96 presidential campaign started. senator dole said his eyes on the white house again. many saw the senate majority leader as the front runner for the gop nomination at the age of 73. he officially became the party's nominee of the republican national convention in san diego. senator dole picked former new york congressman jack kemp as his running mate. they lost in a landslide to president bill clinton and vice president al gore after leaving politics. senator dole remained active in a number of causes fighting hunger around the world. he became an advocate for people with disabilities. he fought for better healthcare for military veterans. he helped raise money for a world war 2 memorial in washington, dc in 2003. the robert j dole institute of politics opened at the university of kansas in lawrence. >> he wanted to make sure the institute isn't a shrine to bob dole. instead he wanted it to encourage public service and civilized debate. he

received a number of awards over his lifetime. president clinton presented him with the presidential medal of freedom in 1997 he received the american patriot award in 2004 for his service to the country and in world war 2 senator dole went on a statewide tour in 2014 to thank hansen's for giving him the privilege to serve the state in january 2018 president donald trump awarded senator dole the congressional gold medal for his service to the nation in september of 2018 washburn university honored him with the statue on campus in december of 2018 a touching tribute from senator dole to honor president george herbert walker bush. >> and 8 helped him stand and salute. the former president's casket the capitol rotunda. the next year, congress unanimously voted to promote him from captain to colonel for his service in the u.s. army. he called it humbling when he was incredibly grateful.

lived in poverty group during the depression. he was a to the court to be left for dead on the battlefield with that with the famed 10th mountain division. one of the most store units in american history. i in italy fought back from that he was worried about on the street. but when you came back with he was so disable and someone who because of his disability was one of the champions of americans with disabilities act when he was in the senate. you never forgot about that. so this is so it was a giant in american politics. someone who. had a reputation for being kind of tough to know and even a little me. but then later on in life, poked fun at that version. of lot of interest in so a great a great american, a great republican as we used to know them. someone who who is a legacy that still exists with the ada and it will be missed by many in this country.

>> yeah. i mean, did you meet him face to face. and if so, what was that encounter like. >> you know, it's you know, the house side cut some time run into them in the senate, in the elevators. but the one chance to actually speak with them. i was i would say maybe 8 years ago i was on a flight to washington for business and happened to be in the same trade little yellow car terminals. with. i looked over and there is bob dole. i thought, well, heck, i'm just going over and say hello and i did a nice chat for about 5 minutes as we were going from terminal terminal and it really is. it's one of those highlights of my life because he is someone who whose personal bravery personal courage of someone right. meyer greatly and so when anyone who's run for president. as he many, many times and lost accepted it and poke fun at it. and still manages to keep is here and they're going to be about in

the and and we joked about that. we talked about his career. it was an amazing experience early. >> great example of one of those times when you run into someone and you're like should i go up to him or not. and no regrets. you did go up to him and. >> his is short. you should just do exactly. a life is short now is legacy in world war 2. you you mention that he was seriously wounded in italy. 2 purple hearts a bronze star. that's huge. and i'm sure that affected the way he went through congress and senate in his policies. you mentioned a part of what he did with the disabilities act. what else kind of really contributed to his service in politics. >> i mean, he was someone who believed in in the bipartisanship of american foreign policy. he's going to believe that america needed to have a presence abroad and 2 for that. and the greatest generation really brought it home and little things to win. one of the things you should

have. learned early on. is you know, you don't shake hands with his right hand because is entire right shoulder, right arm or would could you could lifted. i think much more beyond his waist. little things like that. but but i think that it really made him so what who was. tough, who who believe that everyone should be able to. overcoming adversity. but the same time the compassion for that for what he went through. gamers are disabilities. act is one of the next to the voting to rights act is probably one of the greatest civil rights acts of this country and his leadership in the senate at the time was critical in getting through. the u.s. commission, civil rights which i actually first proposed the ada and it was people like bob dylan, those who took it up in the congress and and made it and made it law so that people today with disabilities are

accommodated and have dignity and in their lives as they go forward and can work because again, he thought that his only job coming out of the war. what's going to be selling pencils on the street because how badly disabled was. >> and look at that political career that he had last lee touching on just something that is is quite amazing. he ran with ford. they lost and then that was as vice president rule, then he was like, i'm going to go and be president. he got the republican nomination, the republican ticket lost against clinton. was that election like i certainly don't wnth details. >> yeah, fact, i was i was involved in election night. there's a lot of with the clinton during that time. it was interesting because. bob dole at such a big presence and and but but. funny thing is whenever all. one of the things that that dole did sometimes to his own detriment

and then later. and later as a as a bite of humor as he often referred as bob dole. and it was it was the sort of running joke that bob dole was going to do that and. his campaign was i'm it'll be a complete flop. we were surprised by how quickly it disintegrated, but it in that. he lost gracefully. he he last with with with humor. he he knew at toward the end that it was just not going to happen. and he just basically decided i'm not going to go scorched earth. i'm not going to do everything i can to undermine the my opponent as much as some people who desperate straits could do. he decided i'm just going to start. easing it down. we don't lose your dignity and this country is going to go on the next me. it's a very big demonstration of how he always put country about his own personal believes to that's that's something that we should all take a lesson from and that all politicians should continue to take a lesson from

covered california, this way to health insurance. back. dave spahr is joining us right now in the weather center to tell us what we can expect today. we've got a little bit of sunshine before we head into the weather. hey, don't go day. good morning, sarah. good morning, everybody. a look at this progress here. we've got blue skies going on in half moon bay finally mixing out that fog. how about that action. >> we're still dealing with some fog patches, though, in the north bay. the still have that dense fog advisory covering solano county and points off towards the west to really wrap around around. daryn. it's not in san francisco. technically all right. going forward. this is what we're looking at. first things first, though, with a subtle bout of rain. we're talking about for monday night. that's going to translate to mountain snows for tuesday morning, potentially there. notice them number drop here from the 50's down to the 40's. there's

going to be another temperature correction later this week and into the weekend really giving everybody a flavor of winter like weather of advanced this already to monday. here to give you a general idea. we're expecting into monday night variable clouds for monday. then by monday night. here's this patch of some rain showers here. expected for the overnight and should clear out in time for tuesday. but there's a bigger potent system for thursday. looks like temperatures are still hovering in the 40's up in the north bay 50 for oakland inland. it's still in the upper 40's to low about 50's. so let's look at these hits here. first things first as monday night that is with mountain snows as well. we take a break by thursday. another dose again, package with mountain snows cooler air wrapping around this. by the way. and by the end of the weekend. next week. this looks like a pretty interesting hit that we've got going on here with a low out to sea here. we'll see how this all kind of comes together. but this could be kind of a sloppy situation into early following week. we could certainly use the rain and the mountain snows 4 zone forecast 57 san francisco will

do the mid-fifties along the coast. some of that's 5aken care of. the fog has been costing us temperatures 56 for millbrae down to the southern end of the peninsula lower 60's in place. we'll do the mid 60's for the south bay 65 san jose cupertino, 6465 santa clara lower 60's along the east bay shoreline neared for tri valley as well. walnut creek at 61 along with concord 60 for oakland, the les, what a chilly 55 around the delta. it's going to kind of slow clearing with that fog. 57 fairfield. even 60 for napa and 65 per santa rosa 7 day forecast. here's the first hint of rain going on monday night into tuesday. temperatures get whacked down. as you can see towards the end of the week with a stronger hit on thursday. bigger hit into the end of next weekend. and the following week. but notice ho the temperatures respond to those nightly lows into the 30's will see some snow certainly around bay area hills and mountains. more importantly, mount diablo in mount hamilton. sarah. >> love to hear about rain and snow. thank you, dave sfpd

responding after 2 officers were denied service at a san francisco restaurant. it happened at hilda and jesse on union street. in a statement posted on instagram. the restaurant management said the officers were armed and in uniform when they were seeded some of the restaurant staff felt uncomfortable with them having multiple weapons. that's when the restaurant then says it asked the officers to go in its statement. the restaurant goes on to say we respect the san francisco police department and are grateful for the work they do. we welcome them into the restaurant when they are off duty out of uniform and without their weapons. san francisco police chief bill scott responding to the situation on twitter saying in part, the san francisco police department stands for safety with respect even when it means respecting wishes that our officers and i discouraging and personally disappointing going on to say i believe the vast majority of san franciscans. welcome their police officers who deserve to

know that they're appreciated for the difficult job. we asked them to do in their uniforms to keep our neighborhoods and businesses safe. in santa rosa. 2 people were arrested and then 10 cars were towed after a series of sideshows from last weekend. police say people from across the bay area and even over in the sacramento area came into the city to participate officers responded to reports of reckless driving fights and shootings. there are no reports of any injuries, but law enforcement and residents say they're concerned about the ongoing issue aside shows. and in san bruno police, they say they arrested a man in connection with a smash-and-grab robbery at a target who they say got away with more than $1000 in merchandise. the robbery happened late last month at the target of the shots per 10 per and shopping center on el camino rail. police aren't releasing much about the man they arrested, only that it 43
