>> by the late morning hours, this is the view we see at the golden gate bridge also to in the east bay shoreline along there, a bit of haze left over again. that will clear out for much of the balance of the day and really not have any impact on those temperatures. >> off to a mild, even still chilly. start up there to santa rosa at 38. it sticks out like a sore thumb here. but elsewhere across the bay 40's and even some 50's hanging on 50, for example, hayward, 56, san francisco. 41 going on for novato. here is the temperature change we've had over 24 hours for comparison sake, slightly cooler up here in the north bay. but most of the readings pretty close to where they were this time yesterday on storm tracker 4 again, a little bit, aaron or interference with some cloud cover. if you're headed on the monterey bay, you may see some of those clouds redevelop later on this afternoon into the evening hours but will make up for that on sunday. generally speaking for us here in the bay, clearing out temperatures racing through the 70's which will see in 4 zone forecast. we might even

top off at about 80. have more details for you coming up in just a bit. noel. thanks, dave. >> perfect morning to get yourself outdoors. that's exactly what protesters are getting ready to do in san francisco. there's a rally this morning in golden gate park where people are going to be showing their support for making jfk drive a car free space permanently. kron four's camila barco. joining us live in san francisco with more. details come to light. lot of people are really enjoying this car free jfk drive. it really are. and this is not the first time that they have braley to make jfk drive. >> car free. and that's the goal they want to make this tree car free permanently, like you said. but later this spring, the san francisco board of supervisors are going to have the last word and they will decide whether to allow cars back on the streets again or not. the 1.4 mile stretch is between because our and transfer strive. according to the group walk sf. there are

about 3 to 400,000 people a month who take advantage of this car? free street cars have not been allowed on jfk drive every day since april of 2020. back then mayor london breed closed off a portion of that street to cars to create a safe space for social distancing during the pandemic. many people have taken advantage, stay thin, cycling running jogging, but that could easily go away and so today's rally is calling on the board of supervisors to make a jfk drive car free for advert. the walk is being held by walk. san francisco and several other organizations and those organizers say that the road has become a popular place for people to walk on without cars driving by now, the rally starts at 10:00am there will be speakers and activities on jfk drive near the conservatory flowers at golden gate park and at 11:00am the valley will

commissioners would be replaced by mayoral appointees. the california lifestyle is getting more expensive pg and e once again raising its monthly rates. the state's public utilities commission approved the higher electricity costs on thursday. but as kron four's, dan thorn reports, the increase is angering customers and consumer advocates. >> pg and e's monthly electric bills are going up more than 9%. the decision approved by the california p you see allows for the second rate increase this year. the utility company is pointing to a higher cost of purchasing electricity as the reason behind the jump in price. we think it's outrageous. mark toney is the executive director of the utility reform network. also known as turn the organization seeks lower power bills while using cleaner energy. tony says the public utilities commission should have delayed this rate increase because of the recent inflation and the financial impact of the pandemic were kind of disappointed that the

did not look at this a little bit more long-term from tie standpoint of what can be done ers pg. cust spokesman paul doherty says there are estimates show the average residential customer would see an increase of $14 a month for electricity. their calculations are that this is a 9.2% increase. tony argues pg and e's numbers do not take into account the jump in utility costs that went into effect on the first of this year pg and e customers are actually looking at a 20% rate increase according to tony people. income does not go up by 20 or 30% because there pg need bill goes out and people on fixed income, social security, customer advocates suggest that the uc put in inflation cap on utilities. if the company wants to go over that cap, there needs to be a valid explanation by allowing pg and e to continue to raise rates. tony says the p you see is potentially hurting the state's clean energy goals.

welcome back. 7.10, on the saturday morning. and parents are going to have to wait a little longer to get their kids who are under 5 years old. >> vaccinated against covid. the fda says it will now decide in april if young children can get their shots. a decision was originally expected tuesday, but now federal regulators say they want to wait until studies on a 3rd dose of the vaccine are completed. kron four's dan kerman has the story. >> during trials of pfizer's 2 dose covid vaccine for those under age 5 data suggested the drug was safe but not as robust as expected for those aged 2 to 4. but the fda was still set to review unlikely

approved the vaccine anyway next week. i think fda was. >> at the point where they were worried. >> that a needed to be reviewed for children under 5 because of the ongoing omicron surgeon and actually what may come next. doctor, yvonne maldonado is an infectious disease specialist at stanford. certainly we know that we're reaching record numbers of >> infections in kids of all ages. but friday, the fda reversed course and decided to wait until studies on a 3rd dose or completed in april to see effectiveness improves. i think it's better to stick to course correct. now and really wait for the day that you want to make sure to defective in this really reduce trust in the fda is saved the crew 2 doses without knowing the 3rd dose is effective. so i think this is the right thing to do. >> they are infectious disease specialists agree waiting until 3rd dose data is available is the right move. in the meantime, parents who would hope to get their youngest kids vaccinated will have to wait. but doctors say

drop south might pick up potentially maybe some showers into next weekend. so start the timing is not perfect. but hey, we need it. so you'll be seeing this on the long-range forecast models and a bit. 74 san francisco today. 76 for oakland. 80 will try it for san jose and again on the big board here, lots of 70's to be had 78 up to santa rosa. even 74 against san francisco. not much of a complimentary when with it, but what is called a spring breeze to come with the ride coming up a little bit. of course, we'll have the 4 zone forecast and that extended noel. >> thank you. dave police arrested the person they say killed a man at the civic center, bart station. but the motive for the shooting remains in question. kron four's haaziq madyun has the latest on the investigation. the victim was shot from behind. >> a deadly shooting at a bart station in san francisco. it happened thursday at around 08:30pm, that the civic center station, bart police chief ed alvarez, the suspect allegedly shot the victim at close range with a handgun.

>> on the platform at the bottom of an escalator. >> the as as bart police maintain a full-time presidents during operating hours at the civic center station and arrested an adult male suspect. shane, hold it up. san francisco within minutes of the shooting following the shooting. >> 2 officers aside to write trains, walk platform, stepped off the train. subsequently taken a suspect into custody while other responding officers began rendering first aid to the victim. the unidentified victim described by investigators as a young the male was transported to a local hospital where he later died from his injuries. >> as for the motive at this moment, it appears that it could have been a targeted. but again, that's going to be a part of the investigation as will continue to the research, the video and work with other agencies to try to develop that. investigators say they collected surveillance videos hoping to find any possible clues showing what led to the shooting as well as any evidence of the actual shooting it. so anyone with

information is asked to contact. bart police has the met. you kron 4 news. >> a former u.s. air force staff sergeant is pleading guilty in the fatal shooting of a federal security officer in oakland. it happened during the large protests against police brutality back in may of 2020. 33 year-old steven is accused of shooting and killing officer david underwood at the time, underwood was guarding the federal building in oakland, entered the guilty plea in a federal court in san francisco for the murder of underwood and attempted murder of the second officer. that was also there. korea was charr is also charged with murdering a sheriff's deputy in santa cruz. investigators say a week after the shooting in oakland ambushed members of law enforcement and santa cruz county who were responding to a report of a van containing firearms and bomb making materials. sergeant damon gutzwiller was killed there and several other law

enforcement officials were hurt during the incident. there's a new proposal to help police identify and investigate hate crimes throughout the state of california state assemblymember phil ting discuss the plan yesterday in san francisco's chinatown, it would create standardized training for law enforcement officers including defining hate crimes and developing response and reporting procedures after seeing a nearly 600% increase in anti aap. i hate crimes in san francisco last year, assembly member ting says it's time to address the problem. head on. >> surge in our community must stop. we as a community here, san francisco, but all around california coming together, working together, community organizations, law enforcement agencies, a lot agencies are working together to say that no person should be attacked because of their race because another legend because of who they are. >> assembly member ting says, although the spike in numbers is partly due to better reporting and only highlights

employees and independent contractors to receive the covid-19 vaccine. state senate health committee chair doctor richard pan says this needs to happen. having a safe workplace is essential to keeping the businesses going is essential to being sure that workers are going to be at work. >> and keeping our economy going, the bill would require that workplaces and employers of all sizes verify their workers are fully immunized against covid-19 if signed into law in passed by governor newsome, it would take effect january. first of 2023, doctor pan says people shouldn't downplay the significance of this virus each day more people have died and have died during 9.11. >> infectious disease expert doctor john swartzberg says vaccines have been mandated for more than 100 years. >> he says that's because they save almost everybody who's in the icu because of covid is not vaccinated. he believes

the tanforan mall be 44 acres at the mall sits on has been sold to a real estate developer. >> alexandria, real estate has purchased 3 different sections of the 10 for insight for roughly 300. >> million dollars. they plan to put in a life sciences campus here office space. there could also be housing, which is something the city of san bruno is hoping for. as it looked for someone to redevelop this location. now, the tanforan mall has been here since the 1970's. it was redeveloped in the early 2, thousands and now is it changes ownership. some people who live nearby are concerned about what this could mean for the people who work here and the future of this area. i feel sorry for the berry says who will be i mean, like become unemployed, have the 7.11 i can get about tech jobs, though. the case pushing people out again. >> so far we have not seen any specific details on what alexandria real estate plans to do here. that certainly will be an ongoing conversation with the county and the city of san bruno in the months and years ahead.

this saturday and dave spahr is ready to give you a taste of what the weather's going to feel like this morning and later today as hey, noel, good morning. good morning, everybody. it's going to be a dandy weekend going on here for you as we see those temperatures races, 70's all over the have that 4 zone forecast and a bit. but i want to give you a sneak flavor for tahoe. let's look at the numbers mid-fifties going on sunday monday. a 51. 36 tuesday. where's the beef? what happened here? you'll see because it affects everybody going forward. this is winter clearing its throat coming back a little bit for today, though. little packages, some clouds in our backyard. you can really see them drifting to the south. we going to mostly sunny mode for the balance of today. and that remains the case tomorrow with fairly clear skies overnight, we did return to some traditional 40's, at least in some 30's, even up to santa rosa. 38 there. 45 for novato for 55 san francisco. 49 for oakland and plenty of 40's off to the east bay. so even at night when we would see the 30's and sometimes 20's, very mild nightly temperatures,

freeing 7 billion dollars in assets from afghanistan's central bank. the money is set to be split between humanitarian assistance in that nation as well as families of 9.11 victims. the money was frozen in the united states. one afghanistan's government fell to the taliban last august. since then, afghanistan's economy has been collapsing leading to mass starvation and another wave of refugees. the taliban laid claim to the money, but the executive order by the president calls for 3.5 billion dollars to be used for afghan relief. the other half as i mentioned, will go to covering default judgments won by relatives of 9.11 victims. however, former afghan officials and rights groups are condemning the move, saying it ensures the afghan economy has no chance of stabilizing. president biden says he's done a deep dive on for possible candidates for the u.s. supreme court. the president met with democrats on the judiciary committee late thursday. anna wiernicki

whether they should keep jfk drive car free permanently or not. take a look at your screen. this is what jfk drive used to look like. cars driving up and down vehicles parked on the side of the road. but these days, the 1.4 mile stretch between the canes are and trans first drive is wide open for people walking and biking. cars have not been allowed on jfk drive since april of 2020 mayor london breed close off a portion to cars to create a safe space for social distancing during the pandemic. people can now walk and bike without having to worry. cars driving by now, according to the group walk sf, there are about 3 to 400,000 people a month to take advantage of the car free street. but it could easily go away and soon today's rally is calling on the board of supervisors to make jfk drive car 3. for average, the walk is being held by walk. san francisco and several other

commissioners board president gabriela lopez, vice president flog a malika and commissioner alison collins are all facing possible recall. the special recall election is set for this coming tuesday, february 15th. however, if you live in the city, you probably already have your mail in ballot. you can send that back any time up until tuesday. if the election is successful, the 3 commissioners would be replaced by mayoral appointees. the california lifestyle get more expensive pg and e once again raising its monthly rates. the state's public utilities commission approved the higher electricity costs on thursday as kron four's. dan thorn reports. the increase is angering customers and consumer advocates. >> pg and e's monthly electric bills are going up more than 9%. the decision approved by the california p you see allows for the second rate increase this year. the utility company is pointing to a higher cost of purchasing

electricity as the reason behind the jump in price. we think it's outrageous. mark toney is the executive director of the utility reform network. also known as turn the organization seeks lower power bills while using cleaner energy. tony says the public utilities commission should have delayed this rate increase because of the recent inflation and the financial impact of the pandemic were kind of disappointed that the did not. >> look at this a little bit more long-term from the standpoint of what can be done to help customers pg. spokesman paul doherty says there are estimates show the average residential customer would see an increase of $14 a month for electricity. >> their calculations are that this is a 9.2% increase. tony argues pg and e's numbers do not take into account the jump in utility costs that went into effect on the first of this year pg and e customers are actually looking at a 20% rate increase according to tony people. income does not

>> welcome back in the east bay, educators in mount diablo say they're on the verge of a strike after negotiations with the school district failed. the mount diablo education association has been negotiating a contract with the district for the 2021 to 2024 school years. they say the offer is unacceptable because it's not in the best interest of students and teachers. the association is negotiating salary increases and the best way to allocate the district's resources, their current contract with the district expires on june. 30th. meanwhile, city county and now state leaders are trying to help in any way to prevent schools from closing in oakland assembly member mia bonta introducing a new bill

that would give the school district another year to decide whether to consolidate schools. the proposal would send usd 10 million dollars. that was in the prior year's state budget. at least one educator has been hospitalized due to a hunger strike protesting those school closures. in the north bay. we're learning more about the state of emergency declared in sausalito following a homeless encampment explosion. happened wednesday night at marinship park. police say a 61 year-old woman who lives at the encampment set to tents on fire. one of those tents had a propane tank that exploded an emergency proclamation signed by the city manager says activity at the park has been dangerous and sometimes there is criminal activity. the mayor won some more support from marin county to find a long-term solution for the homeless. this really >> alerted us to a higher state of emergency. we felt that was appropriate tissue, state of emergency so that we

remember investigators say a week after that shooting in oakland ambush, members of law enforcement. down in santa cruz county who are responding to a report of a van containing firearms and bomb making materials. sergeant damon gutzwiller was killed and several other law enforcement officials were hurt during that incident. well, after confronting his own trauma, a retired walnut creek police sergeant is now helping other first responders face their fears and heal. he's behind a new documentary and book detailing deeply personal experiences. kron 4 ella sogomonian has the story. >> being a police officer was michael segars calling. he probably serve the walnut creek community for more than a decade. but even in the seemingly quiet east bay town singer said he had several traumatic events on the job where he had to draw his gun. he wrote about it in his new book, relentless courage winning the battle against frontline trauma. >> he was reaching for a fully loaded gun. but the fact that almost took his life and i'm

sitting there talking to him and he was respectful and apologetic. that hit me really hard. i said to him and almost killed you. when things calm down. i fully internalized that almost killed this kid. >> fatal police shootings went up last year to 1000. 55 nationwide. and in that moment, that kid whose son grew said was a good guy who just did a bad thing. nearly joined a statistic during a fast-moving encounter. some grew said that cell phone was joined another one after a different case where he had to kill a man who was threatening people. and while he says he saved the life of a couple, his own life was left in life literally spiraled our to where i lost everything. i lost my marriage. >> my health started to fail. i started putting myself in dangerous situations that were coping. i died in the line of duty. in fact, blue help dot org reports more first responders die by their own hand than in the line of duty. psychologist doctor shauna springer who co-authored

children were able to meet their grandparents in 2017 world junior passed away at the age of 90 3 years after his wife died growing up. lawndale says the family lived in a home. >> in san francisco's ingle side terrace, neighborhood. well, racial tensions were still high. >> for him to my mom. things like that. and i think what an incredible strength their streak that must have taken to bite your tongue, just humiliation that he had to go there. and then the come back and lace up your boots again and do it the next day. and then again, the next day. i mean, that's an incredible human being. fire. captain sherman tillman admires the courage world junior exulted being the first. >> in fact, he remain the only black member of the department for more than a decade after he started at least when jackie robinson came through. it was only like and i think another month before another

black player came along early gauge was the only black firefighter in san francisco for 12 years. and for the first 6 years of his 28 year, career world junior never really had a home within the department. he was bounced from firehouse to fire house because the racial attacks and victory, all risk so severe and constant. >> his white colleagues would not allow him to settle down anywhere from more than a few days at a time. he eventually had to start carrying around his own mattress by the time he retired in 1983 his last fire station was number 16 in the cow hollow neighborhood. how bad did it get for earl? well. >> their stories of people defecating on has been stories of people peeing on his their stories. people. let him. >> he the only one in the fire leaving him not helping him. tillman did not learn of earl junior story until he joined the san francisco black

>> well, the co-founder of the movie subscription service movie pass is bringing it back. stacy spikes says he plans to try and test a new business model for the service this summer. one of those models is something called the pre show. >> where users are going to be able to watch ads and get credits. they can exchange credits for movie tickets. a spike says movie pass will use technology that tracks your eyeballs to make sure you're actually watching those ads that you can get to your goods afterwards. at one point, the service had more than 3 million subscribers and let them see an unlimited number of movies per month for just 10 bucks. that model, however, is not coming back. all right. well, this year's oscars are going to be unlike any that have come before at the oscars will not have just one host. actually have 3 host for the entire ceremony in los angeles. in march. the show had gone without a host for the past couple of years. but producers decided try and have

this and this is what they're trying to do in the it for the future. now the protesters, they are rallying today because they are calling on the board of supervisors because they will vote whether to allow cars back on jfk drive again or not. and what you're looking at is what you still look like before the pandemic cars driving up and the iq parked on the side of the road. but these days, the one point 4 mile stretch between keys are and trance first drive is wide open for people walking and biking. cars have not been allowed on jfk drive since april of 2020, but 7 days a week, mayor london breed closed off a portion to cars to create a safe space for social distancing during the pandemic. now, according to the group walk sf, there are about 3 to 400,000 people a month who take advantage of the car free street. but that could easily go away and soon.

so today protesters are asking the board of supervisors to make jfk drive car free forever. the walk is being held by walk. san francisco and several other organizations. i caught up with some of the organizers kids that they had to say. >> there's so much love for this space. people will be heartbroken if it goes away, it has become one of the best things about san francisco. and we have to keep it. people want to keep it. >> i've always been that get 4 of those roles in the park. when you close the street to traffic, you create recreational space, 20 per century. people space space families, space for people to come out and enjoy the park. what was meant to be used for? >> now that was in david and marta. those 2 will be at today's rally. it starts at 10:00am and there will be speakers and activities on jfk drive near the conservatory flowers at golden gate park at 11:00am the rally will transition into a march down.

coming tuesday, however, you probably already have your mail and ballots that you can send back any time before tuesday. weigh in on this of the election is successful. the 3 commissioners would be replaced by mayoral appointees. well, he's bringing to the california lifestyle, getting even more expensive pg and e once again raising its monthly rates and the state's public utilities commission has approved the higher electricity costs as kron four's dan thorn reports the increase is angering customers and consumer advocates. >> pg and e's monthly electric bills are going up more than 9%. the decision approved by the california p you see allows for the second rate increase this year. the utility company is pointing to a higher cost of purchasing electricity as the reason behind the jump in price. we think it's outrageous. mark toney is the executive director of the utility reform network. also known as turn the organization seeks lower power bills while using cleaner energy. tony says the

public utilities commission should have delayed this rate increase because of the recent inflation and the financial impact of the pandemic could disappointed that the did not look at this a little bit more long-term from the standpoint of what can be done to help customers pg. and e spokesman paul doherty says there are estimates show the average residential customer would see an increase of $14 a month for electricity. their calculations are that this is a 9.2% increase. tony argues pg and e's numbers do not take into account the jump in utility costs that went into effect on the first of this year pg and e customers are actually looking at a 20% rate increase according to tony people. income does not go up by 20 or 30% because there pg need bill goes out people on fixed income, social security, customer advocates suggest that the uc put in inflation cap on utilities. if the company wants to go over that cap, there needs to be a valid

approve the vaccine anyway next week, i think fda was. >> at the point where they were worried. >> that a needed to be reviewed. >> for children under 5 because of the ongoing omicron surgeon and actually what may come next. doctor, yvonne maldonado is an infectious disease specialist at stanford. certainly we know that we're reaching record numbers of >> infections in kids of all ages. but friday, the fda reversed course and decided to wait until studies on a 3rd dose or completed in april to see effectiveness improves. i think it's better to to course correct. now and really wait for the day that you want to make sure it's effective in this really reduce trust in. the fda is saying prove 2 doses without knowing the 3rd dose is effective. so i think this is the right thing to do. >> they are infectious disease specialists agree waiting until 3rd dose data is available is the right move. in the meantime, parents who would hope to get their youngest kids vaccinated will have to wait. but doctors say
