>> good morning and thank you for joining us on the kron. 4 morning news. i'm camila barco. it's saturday, february 19th. now we have a lot to get to this morning, but let's start by getting a look at the weather with dave spahr. dave, i think we've been blast with sunny days. is it going to stay this way? this is a wonderful saturday, camilla all day long. it's going to be wonderful of blue skies going on. they'll turn blue. we get more light here. >> a little hugh going on for some orange to get the ball rolling here. we can see that too, on the bay shoreline. so your saturday looks wonderful.

spring-like temperatures sunday. there's going to be a change are going to be talking about 30's up to the north bay here. little chilly to start livermore. 38 got 40's lighting up the east bay shoreline. 44 meanwhile, for san jose temperature contrast from yesterday, pretty close were degree or so within striking range, things will be a little different, though, for your sunday. i don't see any year for interference today, but tomorrow again, clouds will be building. another feature will be some fog to greet us tomorrow morning. looks like covering portions of the east bay shoreline and some of the valley's. even though the santa clara looks like as well. breaking it down for you 60 by 11 o'clock by 2. 68. coming up a little bit. we'll get into what's going to happen on sunday, along with some winds to camilla. >> the oakland unified school district is moving forward with plans to close nearly a dozen schools despite opposition from the community and the school board approved the measure in a 3 to 2 vote with one person abstaining. one person, one board member did not vote because they weren't at the meeting. but 2

board members were very vocal about their opposition to the plants. then cedric williams and mike hutchinson claim there is no budget crisis. the board has been saying the closures and merges are due to low enrollment and they also want to avoid a deficit in the budget. 4 members decided not to delay the school closures, but hutchinson exploded in disapproval right after the decision came down. >> you are you all put on the show tonight. you think this is going to work? this isn't going to stop anything. this is the start of so and so did that. you would make us and the community sit here for over 2 hours knowing that you weren't going to do a darned thing to change the situation. >> and public comments vowed to start their own hunger strikes today at last check, if you remember to teachers, we're on hunger strikes. one of them ended up at the hospital. now a man is in the hospital with life-threatening injuries after being shot in

san francisco last night. police say the shooting happened around 8 in the area of 23rd street and san jose avenue. you're looking at video of the scene from the citizen app. police say the victim was inside a car when he was shot. the investigation is still ongoing. >> we have reasonably the russian forces are planning to and intend to attack ukraine in the coming week. >> on the brink of battle, president joe biden somberly warns the nation to expect violence at the russia-ukraine border in a matter of days after weeks of rising tensions, the crisis in ukraine has entered a new and dangerous phase. president biden says he's convinced vladimir putin decided to launch an invasion of ukraine. he says diplomats see diplomacy remains an option. even if conflict is approaching. kellie meyer has the latest from d c. after weeks of saying russian president vladimir putin

table as key u.s. officials work to show a united front at a security conference in secretary of state antony blinken is set to meet with his russian counterpart next week. >> biden warning if russia takes military action before, then it will be clear. they have slammed the door shut on diplomacy. they will have chosen war. >> and they will pay a steep price for doing so. >> that was kellie meyer reporting. meantime, new satellite images from maxartechnologies, a commercial satellite company suggests heightened military activity near the russia ukraine border. now the images appear to show deployments of aircraft, ground force units trip tense and even a field hospital at airfields in russia. president biden said earlier this week that russia,

it has gathered some 150,000 t oops near ukraine. now it's not just sheer military force at play here. the white house is also blaming russia for this week's cyber attacks that targeted ukraine's defense ministry and major banks. the attacks knocked government websites and a couple of banks offline for less than a day. luckily, ukrainian officials, we're able to quickly get their systems back up and running. but the biden administration warns more serious attacks could be coming. >> while of limited impact, this recent spate of cyber attacks in ukraine are consistent with what russian effort could look like and laying the groundwork for more disruptive cyberattacks accompanying a potential further invasion of ukraine's sovereign territory. >> white house officials say there is no intelligence suggesting the u.s. would be targeted by a cyber attack, but they add that they are preparing for the possibility.

>> san francisco's annual chinese new year parade is returning for the year of the tiger. organizers canceled it last year for the first time in its history. but this year the parade is back and it kicks off at 05:15pm. the parade starts off at market and second street and it goes around union square before passing the new china town. now the celebration dates back to the 18 60's at the time. the city's community of chinese migrants wanted to showcase and celebrate their culture and heritage. the parade drilling popularity over the years. it's now one of the largest celebrations of its kind in the world. organizers say that this year's special after being affected by the pandemic.

doesn't know where she is. she's not on your medication and you know, and you're just hoping that nothing has happened to her. but, you know, as the days go on. it's it's it's difficult. >> and if you think you have seen mcalpin or have any information about her whereabouts, you can call the el serino police department. in the east bay. oakland, police are looking for this missing woman. they say 79 year-old mooney went missing on the 15th. they say she was last seen on leggett drive wearing a pink striped long sleeve shirt and gray pants. police say mooney has dementia and she is at risk due to her age. if you have information, you can call the police department's missing persons unit. in napa county police arrested a man in connection to a freeway shooting and carjacking. it happened within minutes of each other. 42 year-old tong. when is accused

a shooting, a man on highway 29 near highway 2 to one yesterday morning. police say when shot the man in the head, but he was able to call 911, less than 10 minutes later, police responded to reports of a carjacking in downtown napa. officers tracked down the car neighbors say they're shaken by what has happened. >> the small stuff that happens here in napa is it's a safe. it's a safe area. you know, i have my kids play in the street on our cul de sac and i don't ever have to worry about him. >> now it's unclear what led up to the shooting. there's also no update yet on how the victim is doing. dozens of chp officers are being charged in an alleged over time fraud scheme. california attorney general bob bonta said the charges involve 54 current and former officers at the east los angeles station from 2016 to 2018. investigators say the

exaggerated the number of hours. they worked on protection. details for caltrans workers doing freeway repairs. they say the fraudulent overtime amounts to 226 $1000. the officers are set to be arraigned next month. we're hearing from the bay area lawmaker who helped write a proposal to install traffic cameras in 6 cities across the state. that includes here in san francisco, oakland and san jose. the cameras would be used to enforce speed limits in school zones as well as in places where there's offer it often dangerous activity like sideshows, an estimated 42,000 americans died in traffic collisions in 2020 san francisco assembly member phil ting says the cameras could influence the way people drive. >> but more cognizant of their speed. they are much more careful about how they're driving. quite often. we've been seeing too many pedestrians die on our streets

>> governor gavin newsome is urging the state supreme court to unfreeze enrollment at uc berkeley. a recent ruling by a lower court requires a school too phrase student enrollment to the same level as it was in 2020. so that means the school needs to cut about 3,000 students from its admissions list. uc berkeley is appealing the case to the state supreme court. the governor filed a brief. he argues this to the supreme court should block the lower court's order. newsome says cutting enrollment would be hard on disadvantage or underrepresented students. berkeley's mayor tweeted in reaction thanking the governor and attorney general bob on to for quote, standing up for our students and for access to higher education. california

state university chancellor doctor joseph castro is resigning from his position, csu, faculty and staff have been demanding castro step down over his handling of a harassment and bullying complaint against a fresno state university administrator. it happened back in 2020 at the time. doctor castro was the president of that university. the board of trustees is finalizing a plan to replace him. but until then, the executive vice chancellor at csu will serve as acting chancellor. the san francisco unified school district is extending its search for a new supreme for a new superintendent through the summer. superintendent vincent matthews plan to retire last july. but he decided to stay for another year to help with the move from distance, learning back to in-person classes. now that 3 members of the board have been recalled. the hiring process is expected to last through july. and san

morning. welcome back to the kron. 4 morning news. let's start this half hour with a look at the forecast. dave sphar is in the weather center with the latest. a sunny? >> yeah, got that right,

camille, all day today. we're talking about it. it's tomorrow. things start to change a little bit of us and we get a little bit more flavor of kind of that winter stuff. but that's good because we need some rain and there is a little bit of rain trying to sneak in this forecast. here's the east bay shoreline. kind of getting lit up a little bit here. the game changer for us. a little bit of bringing the cloud cover is way off the scope of this out to the west as you'll notice that it's called a short wave in the trade and we'll get some cooler temperatures with all of that and so forth. but today, up to around 70 or so you'd expect inland, maybe a couple degrees better than that, too. now we're starting things off on a chilly note into the should mention she's been the extended. they're going to be some cold temperatures at night as well as cold as cool temperatures during the day, 30's and 40's off to the east bay too. winds are not doing much of anything. maybe a little drift off shore as we got going on for today. again, 68 san francisco, 71 oakland, 73, by the way, for san jose, sunny and mild today. again, a change tomorrow. and then we're looking for possibility. some rain trying to work in here tuesday, but it's going

to host annual gun shows newsome made it clear he's not going after law abiding gun owners. instead, he says he wants to hold the gun industry accountable through private lawsuits. this bill would allow private citizens to sue gun makers. it's the same way texas allows people to go after abortion providers. >> gun safety saves lives. it's not something we assert something we could prove over and over and over again. you look at the data gun-related deaths in the state of california as we advanced and initiated these gun safety laws reduced death. >> the governor says he believes the supreme court will uphold the new measure because it is, quote, quite literally modeled after the law. they just upheld in texas. oakland city council has taken a step towards building a new ballpark for the a's thursday night, the council approved the environmental impact report after a lengthy meeting in the

end, 6 council members voted yes and 2 voted no. another city council vote is needed to certify the report. despite the move, the oakland a's president says until there's a binding agreement, the team will continue to explore other options. >> and we're still on the parallel both in southern nevada with our effort there as well as in oakland. i'm really until we get a final binding agreement and that's something that we hope could come as soon as this summer with the city council. this environmental, though it was an important step in huge milestone. but we need an economic deal with the city that we both agree with. and one that gets voted by the way. >> now, like you heard, there could be an agreement by this summer. oakland mayor libby schaff says the vote is a giant leap forward in the mission to create what she calls a regional destination. she says the waterfront ballpark. what also provide thousands of jobs. coming up on the kron 4 morning news council members voted to ban

city. >> martinez council members this week voted to ban food trucks at 5 sons for one concern is the food trucks hurt business at local restaurants. others argue the ban makes the city look bad. kron four's dan thorn has the story. >> it's a busy night of beers at 5 sons brewery. the new location in downtown martinez. it's just about a month old, but something's missing. there's no more food trucks when quite sure where the hatred for these trucks are coming from. sean. the cs is a martinez, native and co-owner of the brewery. he says having the food trucks helps bring in a unique flavor to martinez. and it also helps attract more people to downtown on the food supply is just offer yet opportunity for people to come down here and try a new type of food. a lot of brick and mortar places started as a food truck into the 3rd businesses in downtown. it started. >> as a food truck, the ban is technically enforcing a city ordinance that's already in place which prohibits food trucks in downtown martinez.

trinity will be located. at 11 85 market street. it's roughly a block away from the civic center, bart station, the new store will be nearly will be a nearly 65,000 square foot building below the trinity san francisco apartment building. whole foods says the new store will put an emphasis on products from northern california with more than 3700 local items. a recall alert for parents with newborns, but it is voluntarily recalling baby formula products because of a percent possible. bacterial contamination. the products in question include similac alimentum and elecare for infants in texas, ohio and minnesota were infected with bacterial infections. one of which is potentially deadly. abbott says it's found no such contamination when the products were tested at the plant. but it is recalling them out of caution. the products in question might have a code that begin with

>> all right, dave, we'll see bit. major league baseball has now canceled first week of spring training games because of the lockout. spring training was supposed to have started this week, but that won't be happening. owners locked out the players in december after the last collective bargaining agreement expired talks between the players union and owners are scheduled to resume on monday. now the oakland city council has taken a big step towards building a new ballpark for the a's. the council approved the environmental impact report thursday night after a lengthy meeting and kron 4. sarah stinson has the latest. >> oakland is one step closer to securing a new a's ballpark at the howard terminal. it took 8 hours for city council members to certify the environmental impact report. but it got done. 6 council members voted yes and 2 voted no. about 400 people spoke during public comment. that's

governor gavin newsome is taking aim at gun violence in california with a new measure that would allow private citizens to help enforce a gun ban. the governor laid out the details at the delmar fairgrounds in san diego county, which used to host annual gun shows you some made it clear he's not going after law abiding gun owners. instead, he says he wants to hold the gun industry accountable through private lawsuits. this bill would allow private citizens to sue gun makers. it's the same way texas allows people to go after abortion providers. >> gun safety saves lives. it's not something we assert something we could prove over and over and over again. you look at the data gun-related deaths in the state of california as we advanceu uninitiated, these gun safety laws reduced death. >> the governor says he believes the supreme court will uphold the new measure because it is, quote, quite literally modeled after the

towards building a new ballpark for the a's. the council approved the environmental impact report thursday night after a lengthy meeting. kron 4 sarah stinson has the story. >> oakland is one step closer to securing a new a's ballpark at the howard terminal. it took 8 hours for city council members to certify the environmental impact report. but it got done. 6 council members voted yes and 2 voted no. about 400 people spoke during public comment. that's why it took so long. council member carol 5 represents district 3. she says this proposed project directly impacts the people that she represents. and she said that she voted no, not against the stadium, but in need of more time to go over the potential negative impacts be. can we just slow this down? there's a lot that we haven't been able to digest. >> and a lot of questions that
