the day and into the future. we're seeing a lbttle deck of some cloud cover streaming on south. maybe a last m-nute. little shower left in the cards for us temperature check. we have 30's and 40's over most of the region. 42 for hayward. 45 san jose in a bottle coming in at 43. but it is a cold one to start things off. this is true of more than half a dozen degrees behind yesterday. if not 2 dozen or better fairfield. 23 degrees behind shock to the system this not the 20 degrees behind 14 behind conquered 12 livermore. we're going make up for those afternoon highs in the seven-day forecast particular. there's the spinning around over leftover low. this package expected to drop south. so again, might have that little stray shower briefly this afternoon. lining up like this variable clouds on balance. temperatures a bit on the cool side keeping into the 50's. but again, a warm-up expected. we'll get into that coming up in a bit. noel. thanks, dave. we begin this morning with developing news out of ukraine overnight. ukrainian officials say an

agreed upon temporary cease-fire has collapsed just hours after russia announced the deal. >> the deal was meant to allow citizens to evacuate from 2 cities and ukraine. at new video this morning shows the extensive damage in a town just south of the ukrainian capital of kiev. ukrainian officials say nearly 20 houses in this area were damaged or destroyed. in an airstrike. pedro rivera has the very latest on the russian invasion. >> the the terrible expectation is the suffering we already seen as a is likely to get worse before it gets better. speaking to media friday for brussels, u.s. secretary of state antony blinken said russia strategy is to be relentless attacking ukraine's major cities despite some civilian still occupying the area. cnn is reporting russia is set to deploy one-thousand mercenaries into ukraine to quote bar cities into submission. russian forces seeking encircled the

major cities including kyiv and we're seeing the news increasingly brutal methods, including going that civilians and civilian populations on thursday, russian troops were able to seize europe's largest power plant. and on friday, un officials warn russian troops are only 20 miles outside. ukraine's second-largest plant. the nine-day invasion has seen russia drop airstrikes on cities like kharkiv, destroying homes and government buildings and in kiev, turning neighborhoods into rubble. russian shellings hitting this residential building in southeast ukraine and left more than 33 people dead sunday. all those little in the ukrainian president, volodymyr zelenskiy has been critical of nato for not issuing a no fly zone. his hope is that a no fly zone will prevent russia from dropping air strikes. however, with russia nor ukraine, a part of nato, president biden has vowed u.s. troops will not get involved to actually implement something like a no

fly zone is to send planes into ukrainian airspace and to shoot down russian planes. and that. >> could lead to a full-fledged war on friday. russia's ambassador to the un stated that this is an attack against the military because of ukraine's nuclear ambitions and warn citizens. so not going to feel by this but the goal is quite clear, but evidence against to invasion is being seen around the world to combat this. russia is taking a stand against social media sites banning access to twitter and facebook in russia for what officials deem as social media companies purposely spreading fake news in response, multiple news agencies like cnn, bbc and bloomberg are suspending broadcasting in moscow. >> meantime, gas prices here in the united states continue to climb the average price for a gallon rose $0.11 just since thursday. the national average now sitting at $3 and $0.84

here in the bay area, though stations in menlo park are now charging more than $6 a gallon kron four's gayle ong talk with drivers at the pump. >> i was assuming it would be and the high $5 range, not in high $6 range and menlo park, a gallon of gas sets you back at least $6 to almost 7 for supreme people who live in the area say they're not surprised the price would skyrocket here. we saw similar prices of the shell station down the street. yes, prices continue to climb as russia's war against ukraine intensifies, according to triple a has a friday. the national average gas price is about $3 and $0.84 $5 statewide. >> from santa cruz do all over the bay area. prices are at least $5 a gallon. drivers at the pump say, well, the price of gas is expensive and they consider it a small sacrifice for the people of ukraine. and i gas money every once in a closet say something about. >> the world in the country, right? so even if it doesn't affect me personally, i'm sure

it matters if that's what it takes to support the horrible situation right now >> in menlo park, kron, 4 news. >> here's a look at some of the bay area. gas prices this morning. some of the most expensive places include san francisco and more most of the north bay where prices are all averaging more than $5.30 a gallon. the cheapest places that you can find. some gaps include san jose in contra costa county, where prices right around $5 and $0.22. happening today. students, teachers and family members are going to be holding a rally in east oakland to protest those planned school closures across the city. k four's camila barco joining us live now with details on this camila. they are not giving up this fight to keep the schools open. they are not know. well, we've seen many people protest rally and >> 17 went on hunger strikes even before the vote. but in the end, the oakland unified

school district voted to close and or merge about dozen schools. and like you said, many students, teachers and parents now are not going to let this happen. one of the biggest issues that people have is that the school's closing mainly serve a black and brown communities, particularly in east oakland. however, the district says that it's closing the schools in order to deal with an with a budget deficit. it's mostly caused by a decline in enrollment during the pandemic. 36% of the population of those schools are blackwell. 42%. our hispanic school board members decided to close or merge for schools by the end of this school year. it will also eliminate 6 8th grade. let lot its coolly to add crest elementary. 5 more schools are set to close by the end of next school year. and this has pushed parents, teachers and students to continue to rally

so you want to call it that. we have a little bit more than 2 weeks of winter left. 39 expected tomorrow. once this all clears out up there, sunny skies will prevail early into the week. note the temperature climb. 46 by about tuesday on that. so that warm up you see there and that's with snow on the ground. it's going to be a warm up for the bay area to already bouncing into 70 or so. here's some last minute showers you can see along the peninsula and the coast as well. there's another batch expected that of cloud cover in may deliver couple stray showers as we get into the afternoon. still playing around with that low in our backyard. here's a live shot of half moon bay. you'll see what i'm talking about. that's close to where some of the showers are. meanwhile, the golden gate, things are pretty clear. we have a good consistent, a good, northwesterly wind that will turn into somewhat of an offshore event bringing in some drier air later. but there you see the low spending around. it doesn't have any access to good amounts of moisture. and it did. this will be a completely different kind of forecast. also in the mountains, too. still kind of

chilly, though. we see a lot of 30's up there in the north bay, east bay as well. 40's lining up the east bay shoreline. look at the bill too much on this for highs today will be in the 50's, but we don't get that role on fun temperatures until we get to early next week. futurecast for notes that last deck of cloud cover could see some showers in our local mountains. some of the hills to is this drop south. again, timing early afternoon clears out in time for night and also tomorrow morning might feel a little bit the way some clouds return temporarily. then again, that clears out during this part of the forecast. we're going to be seeing a good strong offshore winds start to develop a check that out. real quick see the winds start to pick in the teens. so for today, it's going to kind of chilly. you're outside and you get some clouds puff over top of you. and sprinkle added to that. it's got a little chilly. so we'll have 50's with some winds and here come the offshore winds spilling over solano county. we'll see. and it looks like there's another little batch of that later on covering more real estate up in the north bay and east bay. this takes us all the way out whole monday

morning. by that point, we're going into the warming phase a bit. breaking it all down for you to that scattered clouds today. cool, breezy mid-fifties again that last minute. shower possible tomorrow. mostly sunny. still cool and breezy upper 50's for highs. but again, if you're over a cloud, it's kind of chilly. next week, sunny and early warming. so by tuesday away we go. there's another system in the middle of the week that doesn't look real promising assuming that doesn't impact us will stay up there and 70 degree territory. and then into next weekend looks like something dropping into our area to watch. 57 san francisco, 59 oakland, 58, san jose. there are the numbers. of course. we'll have more for you on the 4 zone forecast and extended coming up in a bit. well, thanks, dave. >> in the east bay, a man is in the hospital after being shot in berkeley. the gunman still on the loose happened just after 7 o'clock last night on the 2100 block of 7th street when officers arrived, they found a man lying in the street with gunshot wounds. the man was taken to the hospital in serious condition.

meanwhile, in san francisco, a mother is pleading for information about the driver who hit her daughter while she was bicycling home from work. the car involved never stopped and the victim suffered a major head injury. it happened back on february. 11th. 32 year-old alexander tames was on her way home from her job as a bartender at the water bar on the embarcadero when she was hit by a car on 3rd street near fairfax in san francisco's bayview district. her mother says a security guard was nearby and called 9-1-1 to help. her daughter survived the collision but suffered a traumatic brain injury. >> she was in a coma for 2 weeks. i just don't understand how someone could could hit another person, the cyclist and then just leave. leave the scene. >> san francisco police say the hit and run car is described as a 2013 to 2016 black nissan altima. the suspect's car was last seen with damage to the front

morning. welcome morning, everybody. some leftover showers. this was from what already happened overnight hanging down around the peninsula. fuel notice because some of those higher elevations repeat this this afternoon because remember, we have cold air upstairs. there's a last-minute wave coming by which we're showing you the models by mid-afternoon. plus, yet some daytime heating to the atmosphere and it just makes it bit more active so they can sometimes help spark off a few showers. there you have some broken clouds going on right there and half moon bay, although it's pretty clear up around the golden gate, at least now. there we see the churning of the slow. another package is expected to drop towards the south. so variable clouds on balance for today will do it lining up like 49 by 11 by to only about 53. so we don't get a lot of warming today. again, that colder air aloft keeps the brakes on us here up current temperatures. now we're in the 30's 40's over most of the region. 44 for oakland, 45 san jose. but a lot of 30 still hanging on like fremont in livermore. 39 highs today. 57 san francisco,

oakland, 58. 59 going on for oakland and the wider perspective. we have some lower 60's to be had today, but we're going to build on that in the extended forecast. we'll have the 4 zone for you. and also take a look at the extended in just a bit. noel. >> changes are coming to san francisco school mask requirements in 2 weeks. some san francisco unified school district students will be able to take their masks off in the classroom. the district announced it's going to be aligning with the state and removing the masking requirements for middle and high schoolers starting on march. 12th kron four's amanda hari was at marina middle school. she has from parents about those changes. >> masking will no longer be required here at marina middle school in san francisco, the school district says they'll have to switch out all the signs like this one here, but say that masking is required for signs that say it's strongly recommend it. >> for me, i feel like wearing mask does lower the rest. the san francisco unified school district is following in many of the other major school

districts footsteps and aligning with the state's new masking recommendations starting march. 12th masks will no longer be required in middle and high schools and central office work sites. but every parent i spoke to friday afternoon didn't like the change. i don't dance a good idea. the should i fly. i keep the mask on. what are telling your kids to keep their mask on at all times lily lopez has 3 children in sf usd schools. she says her kids are used to wearing their masks. really good. they've been keeping it on out of from what i've known the whole time. she says her children believe mask will make them safer from the coronavirus. i've explained to him what covid does eo people and they're aware. so they know that. >> what are the consequences if you were there, your masters, a higher risk of getting sick masking will still be required at pre case transitional kindergarten and elementary schools as well as k through 8 buildings until april 2nd. lopez says for her

family masks have been successful and she's sticking with it. but they haven't gotten sick so far. so it looks like it's been working for a c district says they'll be group contact tracing and students will be allowed to stay in school. >> as long as they're not showing any symptoms of covid-19 in san francisco amanda hari kron. 4 news. >> schools and marin county, dublin unified school district, alameda county and berkley also announced they will align with the state's policy of recommending masks instead of requiring them. the changes go into effect next week. march, 12th contra costa county said it would also end its indoor mask mandate in k through 12 schools and childcare settings by mid-march as well. it's been 2 years since governor gavin newsom declared california in a state of emergency due to covid-19. and while state leaders say covid conditions are improving, covid-19 is not gone. but with vaccines

accessible and covid rates low, some are now demanding the end of the state of emergency, which they note gives the governor broad power to impose laws. the governor has promised to slash 95% of his pandemic-related executive actions over the course of the next few months. however, resolution to end it completely will have its first hearing in a state senate committee on march. 15th. apple employees are going to start going back into the office next month. apple ceo tim cook says employees will initially return to the office one day a week and then in may that will change to 3 days a week. this means more foot traffic to businesses in cupertino village, which is near the apple headquarters. the manager of mont pizza says business is a business has been tough since the pandemic. but with apple employees going back to the office, he is hoping for a rebound. >> they make catering orders to have us bring over there. you know, almost like being a give their orders on the house couple times here. and there. >> all apple employees in the

u.s. are set to go back to the office starting april 11. happening today. oakland officials are going to commemorate murdered journalist chauncey bailey by naming part of the main thoroughfare after him. the ceremony is going to be held at 14th and alice street at noon today. officials will unveil chauncey bailey way, which will stretch from broadway to lakeside drive in downtown oakland. bailey was shot and killed back on august second, 2007 at 14 pinellas streets near his office at the oakland post newspaper. he was investigating alleged corruption and illegal activity at your black muslim bakery. jurors found the former leader of the bakery yusuf bey, the 4th guilty of ordering bailey's assassination. they was sentenced to 3 life sentences without the possibility of parole. the following year bailey was honored with the george polk award which honors journalists for exemplary reporting, especially

saturday morning in a family winery up in the north bay is looking to rebuild. now after a fire tore through the tasting room. crews responded to the scene wednesday night and were able to put out the flames before it spread further. but the damage was still pretty extensive. kron four's dan thorn has more from the family. >> a catastrophic fire rips through the larson. family winery from the air crews were seen quickly battling the flames. burning the old barn turned tasting room for family members who live on the sonoma property. it was difficult to witness honestly just shocked. i couldn't believe it. erica larson is grateful. no one was injured, but the damage to the building is significant. the land was once home to northern california's largest rodeo. and at one point, the champion racehorse, see this get used to the grounds for training memorabilia from those times were kept in the tasting room and have been burned away. a demolition will soon follow and the larson's will have to start from scratch. and as soon as we can.

affected by this, that they are being supported. now, these >> rallies, these protesters have even been hunger strikes before the school closure vote happened. but as we know ust oakland unified school district decided to close and or merge about a dozen schools in out today. more people are going to be rallying at t get this vote to and to get the school closures to not even happen. one of the biggest issues that people have is that the school's closing mainly serve black and brown communities, particularly and east oakland. however, the district says that it's closing the schools in order to deal with the budget deficit and that's caused mostly by a decline in enrollment during the pandemic. 36% of the population of the schools are black. while 42% are hispanic school board members decided to close or merge for schools by the end of this year. and

head injury. it happened back on february. 11th. 32 year-old alexandra tames was on her way home from her job as a bartender at the water bar on the embarcadero. she was hit by a car on 3rd street near fairfax in san francisco's bayview district. her mother says the security guard was nearby. he saw it all happen and called 9-1-1 to help. her daughter survived the crash but suffered a traumatic brain injury. she was in a coma for 2 weeks. i just don't understand how someone could. >> could hit another person, the cyclist and then just leave. leave the scene. >> san francisco plate police say the car is being described as a 2013 to 2016 black nissan altima. it would have damage to the front bumper on the right passenger side. we'll be right back after the break.

to the scene wednesday night and were able to put out the flames before it spread further. but the damage is pretty extensive. kron four's dan thorn has more from the family. >> a catastrophic fire rips through the larson. family winery from the air crews were seen quickly battling the flames. burning the old barn turned tasting room for family members who live on the sonoma property. it was difficult to witness honestly just shocked. i couldn't believe that. erica larson is grateful. no one was injured, but the damage to the building is significant. the land was once home to northern california's largest rodeo. and at one point, the champion racehorse sea biscuit used the grounds for training memorabilia from those times were kept in the tasting room and have been burned away. a demolition will soon follow and the larson's will have to start from scratch. as soon as we can. >> get everything safe for the public to come back. we're going to get up a temporary tasting room and get people back in here so they can enjoy it. >> larson says the community

time to take a look out in space for the first time. astronomers may have spotted the afterglow. >> from an epic cosmic event known as a key low nova keelan nova's are immense explosions caused by colliding neutron stars. you can see in graphic here, the impact creates an intense jet of high energy particles shooting through space. the particles produced a luminous flash radioactive flight that creates large quantities of elements like silver, gold, platinum and uranium. these images were captured by nasa's chandra x-ray observatory. pretty intense. speaking of nasa, they are actually offering to fly your name around the moon. all you have to do is submit your name into a database that will be loaded onto a flash drive. >> and then sent on a trip around the moon by an unmanned test flight that has flight is part of the space agency's plans to land the first woman and person of color on the moon, the spacecraft and the

>> happening today, students, teachers and family members holding a rally in east oakland to protest the planned school closures in the city. kron fours camila barco joining us live with details. we've been following this since it all started a couple of months ago. camila what's going on today? >> yes, i know we know that many people are not giving up on saving the schools from being close like that. he said there's going to be a rally, have a rally happening today. but there's also already been legal action taken against oakland, unified schools. now the open education association filed and unfair labor practice charge with the public employment relations fort. they're also known as per union leaders say that the district's move to close the schools. >> is illegal because back in 2019, ust and the union reach an agreement. they agreed that the school district must provide a one-year process of community engagement before any school closures happen. now, as we've been reporting, it took less than 2 months for

the board to vote to close or merge about a dozen schools earlier this year. there was barely any community engagement and union learned yesterday that curb agreed to fast track their unfair labor practice charge of the school closures. and we spoke to the president of the teachers union about what's going to happen next. >> and after evaluating our charge her issued a complaint against oakland unified school district. that brings closer hearing 2, 2, are hearing this spring in front in a straight a blog judge with the authority to stop school closures. so this is a positive step moving forward. as far what we are doing and the legal avenues stop school

last night on the 2100 block of 7th street. when officers arrived, they say they found a man laying in the street with gunshot wounds. the man was taken to the hospital in serious condition. anyone with information is asked to contact berkeley police. in san francisco, a mother pleading for information about the driver who hit her daughter while she was bicycling home from work. the car involved never stopped and the victim suffered a major head injury that happened back on february 11. 32 year-old alexandra tames was on her way home from her job as a bartender at the water bar in the embarcadero when she was hit by a car. on 3rd street near fairfax in the city's bayview district. her mother says a security guard was nearby and called 9-1-1 to help. her daughter survived the crash but suffered a traumatic brain injury. she was in a coma for 2 weeks. i just don't understand how someone could. >> could hit another person, the cyclist and then just leave. leave the scene. san

the end of a slow speed pursuit and danville back in november of 2018 kron four's phillipe djegal has reaction from the courthouse in martinez. >> former danville police officer and contra costa county sheriff's deputy andrew hall accompanied by his lawyer, walked into county superior court in martinez, a free man friday morning and left in custody by his former employer after judge terri mcclure sentenced him to 6 years in state prison. he shot and killed. 33 year-old newark resident vladimir arboleda in november 2018 during a slow speed chase, a shooting. a jury found unlawful last year. >> the arboleda now on the streets. it's been. >> it's baby steps right now. it's baby steps for our family. >> think during sentencing ocular stated that arboleda who suffered from mental illness may have broken the law by evading police. adding,
