>> from the area's local news station. you're watching the kron. 4 morning news at 7. >> good sunday morning to you. thanks for joining us here on the kron. 4 morning news. i'm noelle bellow. it is sunday march 6. we've got a lot to get to this morning. got the latest. know what's going on in ukraine as well as some things going on here at home. but first, want to get you started off with a check of your weather forecast with dave spahr. davison is going to be out a lot of that, too. yeah, good well, good morning, everybody. and we've cleared out all of the activity from what we had from yesterday. so take a look at this. lots of blue skies right from the very beginning. not much the way a flag action, but it will get a

little bit flapping this afternoon. offshore wind is what we're talking about. it will just pop for a few hours will be showing you that coming up in just a bit. but what we're left with his those clear skies, temperatures have been on the sluggish side. it looks good. half moon bay, just some clouds off towards the distance. but even with all the solar heating, those temperatures are going to be somewhat sluggish from what you would expect. now, we're starting things off in a cooler note than yesterday. it's now lower 30's up there, the north bay, napa, subfreezing. 39, the bottles. 46, san francisco. 32 livermore. and all comes in about 42 comparing things from yesterday were trailing a few degrees behind will catch up, but we will do much better than yesterday, even with all the sunshine stormtracker 4, all that cloud cover is now gone. so breaking it down for you today, 54 by 11 by 2. well, 61, there's a bit of a warm-up we're looking for in the seven-day forecast interrupted midweek and way upstream. there is a chance as we get into next weekend of looking at some rain showers will be talking about a coming up in a bit. well, thanks,

dave. now to the latest developments in ukraine where officials say a second attempt to evacuate civilians during a planned cease-fire. >> has failed to do to russian shelling. we do want to warn you some images we're about to show maybe disturbing this morning. the cease-fire was supposed to be in effect for the southern city of mar. a poll beginning at 10 o'clock this morning. but evacuations had to be halted due to an ongoing assault. a similar cease-fire was planned saturday as well. but those collapsed as russian forces continued to advance forcing residents back into bunkers. more than 1.5 million refugees have crossed from ukraine into neighboring countries since russia's invasion began. dramatic new video this morning showing exactly what that shelling looks and feels like. this is from a town called urban just outside the capital city of kiev. a group of people were outside a

church when a shell exploded. local media reports at least 3 people were killed during the shelling. but citizens are continuing to try and evacuate from that area. now, ukraine's president volodymyr the lengths he did make another plea to u.s. lawmakers and other foreign protectors yesterday for more help. he specifically is asking for fighter planes to help secure the skies over ukraine. but nato has ruled out imposing a no fly zone because of concerns that such an action would draw the west into the war. this all comes as russian troops advanced on a 3rd nuclear power plant in ukraine. meanwhile, israel's prime minister spoke with putin and zelenskiy to try and find a diplomatic solution to the war. the prime minister did not reveal details about the talks but said his country's moral. it's his country's moral duty to mediate the situation. israel is one of the few countries that does have good working relations with both russia and ukraine. meanwhile, the united

nations top human rights body approved a panel of experts to monitor human rights in ukraine and a message to president putin and ukraine's envoy to the un said, quote, you are isolated in the global level and the whole world is against you. the un says it's going to increase its humanitarian operations both inside and outside ukraine. in the meantime, the security council set to meet tomorrow to discuss the ongoing invasion. back here at home as the u.s. and other nations hand down sanctions on russia. governor gavin newsome is ordering state agencies to ensure its contracts comply with the sanctions. california is the 5th largest economy in the world. kron fours camila barco joining us live now in san francisco with more details on that kamila. yes, and it likely set several countries and sais. >> across the world are cutting ties with russia and imposing sanctions against the country to hurt their economy.

and now california is doing the same thing and in contracts with anyone subject to u.s. sanctions against russia. now, governor gavin newsome has signed an executive order and it's directing all state agencies and departments under his watch to go over contracts and agreements that at 5 million dollars or more. and it just to make sure that these agencies terminate contracts with companies or people subject to u.s. sanctions because of russia's invasion on ukraine. now new some also says that the state should cause financial transactions with russian entities and not send them technology. he's calling on california companies to also do the same and this comes after newsome urged the state's largest public pension systems to restrict russian access to capital and investments by the state. newsome has expresses solidarity with ukraine. last week he met with the consul general of ukraine to talk about how the state is supporting the country's

february. 16th. >> he's 5, 5, 210 pounds and was wearing all black with a black backpack. the hard steps have been his foster parents since he was 3 years old. but for the last year, he's been in group homes to receive assistance. the group homes have been kind of tough doesn't want to, you know, follow the boundaries and walls and leaves. and usually when he leaves, reaches out to my wife within a day or 2. but >> now it's been a couple weeks. they're concerned. they say he likes his freedom and to push boundaries travel. he'll get on public transportation and go to san francisco. he's tried to jump on an airplane sfo and we've got called for tsa agents. they reached out to oakland police and they have updated. he's missing person report indicating that he has an at risk health concern. there is a missing person alert, but they don't actually look for them. they just if they make contact the they could possibly the hardest. ed say they're becoming even more worry because they are unsure if he's taking his medication.

>> welcome back. 7.15, here on this sunday morning. we're following the latest of shasta county where a fire is burning on walker. mine road and flanagan road near shasta lake cal fire says that fires 88 acres. it is now 70% contained, though. they say it started from a burn pile that they lit on fire. but then the flames ended up jumping those containment lines. i know that we had some serious winds a couple of days ago. yesterday was very cold here in the bay area, though dave sphar has got a little bit more detail. dave, this just kind of reiterate fact that we don't necessarily have fire seasons anymore. it's kind of a fire year. >> yeah, and we don't have a long-term our wind event coming, but they'll be a little pop with some offshore

winds were watching. it probably won't pose a fire danger in and of itself. but we are looking at some winds, maybe perhaps reminiscent of what we had a little bit on friday. just a pop that happens. here's a a live shot of what's going on. half moon bay's you can see pretty much sunshine weather. we're not getting much in the way of winds for now. this afternoon, they'll kick up a little bit. we'll show you the projections and a bit. but we've seen that low pick up. so all the cloud cover is gone. we're left with the clear that will be the case as we go into the new week on balance, lower 30's up to the north bay here ballay who 36. 39 to bottle. 45 san francisco livermore 30 to 45 going on for any auc, not much to see in the cloud except a couple little bit of the ways some clouds early in the day. so sunny today overnight. yeah, we'll see a little bit the way up to few scattered clouds working their magic. maybe a little fog by monday morning, but looks pretty good for monday. then again at night again, some passing clouds a possibility with all of that. but generally speaking, mostly sunny for the early part of the week. it's the mid part of the week. things get kind of

interesting. we were hoping maybe to scrounge up some rain showers by midweek that doesn't look very likely. now, here's the pop. i want to point out here notice the arrows all do from the north. it gets going overnight into monday. then it gets quite active as we go into monday. so be kind of breezy a bit. it will start a little bit this afternoon, but will be breezy a bit with all of this and will be the offshore direction. but we have enough insulation here that we probably won't have much of an issue in terms of direct the fire threat for today. mostly sunny, but still cool. lower to middle 60's at work here. and that's with all that sunshine that we didn't have as much yesterday early in the week, sunny, with some minor warming will do 70 by tuesday. that front that we're hoping to bring something a brush us with some scattered clouds, maybe. but the more important issue is maybe some breezy conditions, slightly cooling and that takes us toward the end of the week week to recover weekend. looks more interesting as maybe will be able to scrounge up some rain showers. 59 san francisco, 61 for oakland and 63 san jose. again, that's what all day sun

going on here. and this is what it is on the big board. not a lot of temperature moving compared to yesterday. wait for monday and tuesday to see these things to start moving a bit better. now again, we'll talk more about what's going on midweek, but also more importantly into the weekend for maybe that shot of some rain in the extended. well, thanks, dave. >> turning now to our covid-19 coverage this morning. it's been 2 years since california declared a covid state of emergency. and now new research from a team of scientists led by experts at uc san diego say they've confirmed the virus's origin. jaime chambers talked to one of the experts about their findings. >> its research that's been speculated that by nearly everyone on the planet, where did sars-cov 2 come from now? a team of researchers from ucsd ever least 2 papers. they believe identify the origins of covid-19, the virus that turned our world upside down. doctoral student jonathan p car says all of the evidence points to the origins of the coronavirus starting wet

to be able to take their masks off in the classroom soon. the school district announced it will be aligning with the state and removing the mask requirements for middle and high schoolers starting march. 12th parents spoke with a say the changes nre making them a little uneasy, though. >> i don't dance a good idea. they should i fly. i keep the mask on. what are telling your kids to keep their mask on at all times? >> masks are going to be required. pre k's, transitional kindergarten and elementary schools as well as in k through 8 buildings. the district also said they're going to be performing group contact tracing. but they are still allowing students who are in close contact to stay in school unless they have symptoms the oakland teachers union is taking legal action against the school district. meanwhile, and its decision to close and merge about a dozen schools. union leaders say the district's decision violates an agreement they made back in 2019, they filed an unfair

labor practice charge with the public employment relations board, also known as per bird. the union says any decision to close schools is supposed to go through a one year engage meant process. but that didn't happen. earlier this year it took the school board less than 2 months to vote to close or merge about a dozen schools over the next school year. >> there was no community game engagement whatsoever. but jordy school board fast track this decision without any input parents. >> and community. >> herb issued a complaint against the school district. union leaders say it's bringing them one step closer to a hearing before a judge which could put a pause on the school closures. they're hoping for a hearing later this spring. still ahead here on the kron 4 morning news. the family of a missing woman's still looking for her. how a local nonprofit is helping them make headway.

>> hundreds of truck drivers are making their way to washington, dc this weekend. the people's convoy is a group of about 700 truckers and drivers calling for an end to the covid-19 mandates put in place to the pandemic. several convoys begin their journey from southern california and other cities across the nation with plans to end up in dc this month. members of the group say they're going to be meeting with senators and representatives to talk about their concerns. the group stopped for a break in south carolina and were met by local

supporters. >> this is a calm morning about the freedoms that we have lost in our country. these people are standing for something like our founding fathers did when they march they had. yet the people have to understand. >> these truckers are doing this at their expense. they're not getting paid. they're paying for their fuel. everything that they're doing reminiscent of what our founding fathers when they set out for freedom. >> the protest comes, however, as a number of states have already loosened or dropped mask mandates as cases nationwide have to climb. back here at home in oakland, police say 3 young men are recovering in the hospital after being shot friday night happened on he gun berger road around 11:30pm. police say the group of men in their 20's are from modesto hayward, an antioch. they were all transported to the hospital and are said to be in stable condition. investigators have not released any suspect information and there is no word on a motive. caught on

camera. emeryville. police on the hunt for some car crooks who stole a dodge pickup truck in just 20 seconds. police say the suspect drove up and used a keyless fobs to get in the truck. the department says they've seen an increase in commercial vans and pickup truck thefts lately. police say they're looking for a white 4 door car, possibly a with mismatched wheels. the front driver's side wheel, silver ram and has a silver ram and rear passenger wheel is black. stick with us. we'll be right back. after the break.

that what's 20 over less than one? 20 over 80 is actually normal. but yes, a lot of people don't that they hear these numbers that really don't know how to interpret them. so i will explain. first of all, pope oes pressure is the difference between that systolic blood pressure, which is that upper number and mine is the diastolic pressure, which is the bottom number. but like i said, a lot of people don't know what those 2 things mean. so i'll so the think of your circulatory system has a very cysts, sophisticated pump in pipe system. so here we have a pumpkin so when your heart contracts, it's going to squeeze out a lot of blood into the i o at the aorta into the arteries. it requires a lot of pressure. so think of systolic pressure is turning on the faucet. all that all that water is going to go gushing into the pipes. and

then when it relax is. then the the pressure that's going through the pipes. that's your diastolic pressure. and think of those 2 as an analogy. now, when they diameter of your pipes, kind of maybe getting a more narrow, maybe gets clogged up with with gun and then it's going to require a lot more pressure to get water through your pipes. so hopefully that helps explain it. explain us what why, why exactly does pulse pressure matter? so polls pressure matters because they there is a correlation between the occurrence of more heart disease, cardiovascular events. so you want to look at so to figure it out. take your supposing your blood pressure is one 20 over 80. so the

difference between those 2 numbers is 40. you want that pressure to be that pulse pressure to be anywhere between 30 and 40. if you're sixty-year-old years old or older, particularly of a if your. >> polls pressure is 60 or above. that means your vessels are stiffer. they're more damage. so if you have a pulse pressure, you have a blood pressure of one 40 over 80, that means your pulse pressure is 60 and above a lot a lot of people don't really look at that. they're just looking that that overall number and that could be deceiving because i've actually heard clinicians say, 0, one, 30 over when 30 over 70. that's really that's not too bad, right? but then you look at that and the polls pressure is is way too high. so really pay

attention to the polls pressure. and then what does that result in for for your are, you know, when it's high like that, you say that that's when your arteries, stephan. >> what exactly can that cause? so when your arteries step they face to often as you get older and and that makes it very hard for the lead to get into? well, first of all, you need really good elasticity for you are for blood to go in and out of your arteries. now when they get stiff, they're not going to be able to get as much lead through those arteries. your heart really has to pump hard to get enough blood through them. so increased blood pressure, the possibility of rupturing that artery because of the pressure is so high. so that's why when you look at blood pressure and pulse pressure, there is a higher incidents of cardiovascular

events. mortality valve disease. do you have any tips taking your blood pressure at home? because that's one of your lifestyle changes to monitor your blood pressure that something, you know, you can get a a blood pressure cuff the, you know, walgreens or cvs something like that really quickly. i've found it difficult for myself to do it at home. any tips on how to make it a little easier know that you're actually doing it correctly. >> the yes, and a lot of people actually don't do it correctly. you want to make sure first when you take your blood pressure, your very relaxed. >> you're sitting down and your feet are flat on the floor. your back is support it and your arm is at heart height and resting on something you're not just holding it out there. >> you want urinate before because if you have a full bladder that will also increase your blood pressure. you want to rest. maybe 5 to 10 minutes quietly. no talking

called urban just outside the capital city of kiev. a group of people were standing outside a church when that shell exploded. local media reports at least 3 people were killed. however, citizens there are continuing to try and evacuate. now, ukraine's president, volodymyr zelensky did make another plea to u.s.. lawmakers and other foreign protectors yesterday for more help. he specifically asking for fighter planes to help secure the skies over ukraine. but nato has ruled out imposing a no fly zone because of concerns such an action would draw the west into the war. this comes as russian troops advanced on a 3rd nuclear power plant in ukraine. meanwhile, israel's prime minister spoke with and zelenskiy to try and find a diplomatic solution to the war. the prime minister didn't reveal details about the talks, but did say and it's his country's moral duty to mediate the situation as israel is one of the few countries with a good working

relationship with russia and ukraine. meanwhile, the united nations top human rights body approved a panel of experts to monitor human rights in ukraine. a message to putin and ukraine's envoy to the u n said, quote, you are isolated in the global level and the whole world is against you and quote, the un says it will increase its humanitarian operations both inside and outside ukraine in the meantime, the security council is going to meet tomorrow to discuss the ongoing innovation. back here at home as the united states and other nations are handing down sanctions on russia. governor gavin newsome is ordering state agencies to ensure its contracts comply with those sanctions. california is the 5th largest economy in the world. kron four's camila barco joining us live now in san francisco with more on this camila. yes, and all in the past week we've seen several countries and cities across the world cut ties with russia.

>> and impose sanctions on that country against that country. and now california is taking part in any contracts with anyone subject to us. it government sanctions on russia. governor gavin newsom signed an executive order and it's directing all state agencies and departments under his watch to go over contracts and agreements valued at 5 million dollars or more. and this is to make sure that these agencies terminate contracts with companies for people subject to u.s. sanctions because of russia's invasion of ukraine. now, nissan also says the state should pas financial transactions with russian entities and not send them technology. he's calling on california companies to also do the same thing. and this comes after newsome urged the state's largest public pension systems to restrict russian access to capital and investments by the state and has expressed his solidarity

men are recovering in the hospital after being shot friday night. it happened on he can berger road around 11:30pm. police say the group of men in their 20's are from modesto hayward, an antioch. the men were transported to the hospital and are said to be in stable condition. investigators have not released any suspect information and there is no word on a motive. a student at the california school for the blind and fremont was found dead on friday. the school says the student was found unresponsive early friday morning. paramedics were then called in and pronounce the student debt. chp is investigating. no word on a cause or identity of the student at this time. >> stick with us. cover morning news continues after the break.

>> for your health this morning, you might be familiar with your blood pressure. but do you know what those numbers really mean? i definitely do not. and now there's a 3rd pressure that's important to keep track of as well. our health expert karen owoc here to explain this 3rd blood pressure for a scare. and i've always wondered bp one, 80 over 70 means. is that is that correct? one 60 over 80. is that what's what? when 20 over less than one 20 over 80 is actually normal. but yes, a lot of people don't that they hear these numbers that really don't know how to interpret them. so i will explain. first of all, pope oes pressure is the difference between that systolic blood pressure, which is that upper number and mine is the diastolic pressure, which is the bottom number. but like i said, a lot of people don't know what those 2 things mean. so i'll so the think of your circulatory system has a very cysts,

sophisticated pump in pipe system. so here we have a pumpkin so when your heart contracts, it's going to squeeze out a lot of blood into the i o at the aorta into the arteries. it requires a lot of pressure. so think systolic pressure is turning on the faucet. all that all that water is going to go gushing into the pipes. and then when it relax is. then the the pressure that's going through the pipes. that's your diastolic pressure. and think of those 2 as an analogy. now, when they diameter of your pipes, kind of maybe getting more narrow, maybe gets clogged up with gun and then it's going to require a lot more pressure to get water through your pipes. so hopefully that helps explain it. explain us what why, why

exactly does pulse pressure matter? so polls pressure matters because they there is a correlation between the occurrence of more heart disease, cardiovascular events. so you want to look at so to figure it out. take your supposing your blood pressure is one 20 over 80. so the difference between those 2 numbers is 40. you want that pressure to be that pulls pressure to be anywhere between 30 and 40. if you're sixty-year-old years old or older, particularly of a if your pulse pressure is 60 or above, that means your vessels are stiffer. they're more damage. so if you have a pulse pressure, you have a blood pressure of one 40 over 80, that means your pulse pressure

is 60 and above a lot a lot of people don't really look at that. they're just looking that that overall number and that could be deceiving because i've actually heard clinicians say, 0, one, 30 over when 30 over 70. that's really that's not too bad, right? but then you look at that and the polls pressure is is way too high. so really pay attention to the polls pressure. and then what does that result in for for your are, you know, when it's high like that, you say that that's when your arteries, stephan, what exactly can that cause? so when your arteries step they face to often as you get older and and that makes it very hard for the lead to get into. well, first of all, you need really good elasticity for you are for blood to go in and out of your arteries. now when they get stiff, they're

not going to be able to get as much bled through those arteries. your heart really has to pump harder to get enough blood through them. so increased blood pressure, the possibility of rupturing that artery because of the pressure is so high. so that's why when you look at blood pressure, pulse pressure, there is a higher incidence of cardiovascular events. mortality valve disease. do you have any tips taking your blood pressure at home? because that's one of your lifestyle changes to monitor your blood pressure that something, you know, you can get a a blood pressure cuff the, you know, walgreens or cvs something like that really quickly. i've found it difficult for myself to do it at home. any tips on how to make it a little easier know that you're actually doing it correctly. >> the yes, and a lot of people actually don't do it correctly. you want to make sure first when you take your blood pressure, your very relaxed.

take a little closer look at your forecast into the early work week. well, thanks, dave. now to the latest developments in ukraine where officials say a second attempt to evacuate civilians during a planned cease-fire has failed due to russian shelling. >> we want to warn you some images we're about to show you may be disturbing. the cease-fire was supposed to be in effect for the southern city of mar poll beginning at 10 o'clock this morning. but those evacuations had to be halted due to an ongoing assault. a similar cease-fire was planned saturday as well. but those collapses. russian forces forces continued to advance forcing residents back into bunkers. more than 1.5 million refugees have crossed from ukraine into neighboring countries since russia's invasion began. this dramatic new video this morning showing exactly what that shelling looks sounds and feels like this is from a town called

urban just outside the capital city of kiev. a group of people were outside a church when that shell exploded. local media reports at least 3 people were killed in this shelling that citizens are continuing to try and evacuate from that area. ukraine's president, volodymyr zelensky did make another plea to u.s.. lawmakers and other foreign protectors yesterday for more help. he specifically asking for fighter planes to help secure the skies over ukraine. but nato has ruled out imposing a no fly zone because of concerns such an action would draw the west into the war. this comes as russian troops are advancing on a 3rd nuclear power plant in ukraine. meanwhile, israel's prime minister spoke with putin and zelenskiy to try and find a diplomatic solution to the war. prime minister did not reveal details about those talks, but did say it is his country's moral duty to mediate the situation. israel is one of the few countries that has good working relations with both russia crane. meanwhile, the united

nations top human rights body has approved a panel of experts to monitor human rights in ukraine and a message to putin and ukraine's envoy to the u n said, quote, you are isolated in the global level and the whole world is against you and quote, the un says it will increase its humanitarian operations both inside and outside of ukraine had in the meantime, the security council set to meet tomorrow to discuss the ongoing invasion. back here at home as the united states and other nations are continuing to hand down sanctions on russia. governor gavin newsome is ordering state agencies to ensure its contracts comply with those sanctions. california is the 5th largest economy in the world. there are many tech companies here that have offices in ukraine as well. kron 4 s camila barco joining us live now in san francisco with more details on this camila. yes and well, we've seen that in the last week. several countries and cities across the world have

been cutting ties with russia and imposing sanctions against the country. and now california is taking part in ending contracts with anyone subject to u.s.. government sanctions. >> on russia, governor gavin newsom signed an executive order and it's directing all state agencies and departments under his watch to go over contracts and agreements valued at 5 million dollars or more is to make sure that these agencies terminate contracts with companies or people subject to u.s. sanctions because of russia's invasion of ukraine. also says that the state shouldn't cause financial transactions with russian entities and not send them technology. he's calling on california companies to do the same. and this comes after newsom urged the seats, largest public pension systems to restrict russian access to capital and investments by the state has expresses solidarity
