>> from the area's local news station. you're watching the kron. 4 morning news at 7. >> good saturday morning. thanks for joining us here on the kron. 4 morning news. i'm noelle bellow. we've got dave spahr here to talk a little bit about the rain that is expected for today. saturday march 19th. dave, i know some spots are already getting a little bit of drizzle this morning, it's not a big dumping. no, but it's a strange substance. you know, it's it's liquid water. that's what we're looking at in this forecast. know, i love that and it's not even spring technically. so we're in the with winter season. storm tracker 4. this is no. i was mentioning we are getting a

little bit trying to traverse up here in the north. a typical winter type scenario coming in from the northwest. going to go through. >> to the southeast. now we do have a layer of the atmosphere. that's a little dry right above us. so it's going to take a while to kind of saturate that air pocket in 2 start to head to the ground. so the radar says it sees that, but you may not actually be getting. it will be tracking it this morning. but starting punter of penetrate a little bit into marine county and the next stop across the region here is to be the east bay through san francisco peninsula. and so on. and it looks like already hit kind of the big first spurt. here is reproach, rubble, lunch hour or so. so the morning is going to be kind of that drizzle thing working on its action. and then building for kind of a good kind of moderate rain going on by high noon. there you have the cloud cover the golden gate. a good little surface fog, but it's mostly the cloud cover. so you can tell that the skies are up to something east bay shoreline in for if if you full view temperature check, we got the lower 50's and hand because we have a lot of cloud cover overnight 49 fremont. 48 half moon bay. but most readings in

the 50's, which is a little warmer than we were this time from yesterday. again, cloud cover is working with that. what a mention about the fog here. we usually track it for the first couple of hours in the morning hours. yeah, but into the afternoon, it's interesting because that's we see a little pop happening and we get into the afternoon. that's that moderate rain shower activity, kind of working and here in the kind of clears out as we go into the evening hours, breaking your day down, goes like this. got some showers developing at 08:00am by 11, a little break. and then too, that's the light rain moderate, however, in spots with temperatures in the 50's, we'll be going through with you in the maps in terms of the projections with all of this and take a look at some rain also into next weekend as well. noel. all right. thank you, dave. >> even though the bay area is getting some of that much needed rain today, the state department of water says they have to cut back on the amount of water supplies that they're able to deliver to local agencies. kron four's camila barco is joining us live now in san francisco with a little bit more on the impact. camila.

>> as you can see, it's still dry out here in san francisco. we're expecting some rainfall at some time this morning and going to need every last bit of it. we can. the department of water resources says that january and february were the historically dry months. and because of that, they have to cut back on the water supply that they can deliver to local agencies across the state. take a look at this. these are the drought conditions. we're waking up to this morning. you can see a majority of the bay area is shaded in orange. and that means that the bay area is in a severe drought. and if you look a little bit to your left, you can see a little bit of sonoma county is under an extreme drought. and that's why today's rain is needed. we did welcome a few small doses of rain over the last month or so. however, it wasn't enough to escape drought conditions and that is going to be affecting the state water project. that project is a system of reservoirs, canals and dams that feat 29 water agencies across the state and

it helps provide water for millions of californians. california water officials say that they're cutting allocations from 15 to 5%. they're warning people to brace for a 3rd year of drought conditions. and forecasters are also predicting no big rain storms for march. and it's also important to know that right now statewide reservoir levels are about 70% of average. i know while the department of water resources is going to be making its next assessment for its allocation on april first. and hopefully by then we can hear some good news for now come. a little check in with you again in the next hour. see if any of that rain has reached san francisco. thank you. >> for that live report in other news this morning, one of the men accused of shooting and killing kron 4 security guard kevin nishita made his first court appearance on friday. should mid mitchell is one of 3 men charged with me. she does murder. was shot and killed back in november while

on assignment with one of our reporters in oakland. now mitchell's hearing lasted less than 2 minutes yesterday. his public defenders request to postpone the arraignment for 3 weeks was granted by the judge which essentially delayed the entry of his plea. >> and hoping today that there will be clarity and understanding. of this senseless act and other acts of violence. so today. god be with us. >> mitchell is due back in court, april 15th and he will remain in jail without bail. he was arrested in san francisco wednesday and booked into custody thursday. police say 2 other men were also involved in the crime. hershel hale and lo ron gilbert, gilbert is still at large right now. all 3 of the men, though, have been charged with murder, attempted second-degree robbery and assault with a semiautomatic firearm. >> coming up, the raw bar morning news, a nonprofit in

counties here locally in the bay area had already gone into a stay at home order days prior as covid-19 was starting to spread rapidly. people across california were supposed to stay at home unless they were going out to get us a state like food, medicine or health care. 2 years later, things are quite a bit different here. data from the state's covid-19 dashboard shows california's averaging almost 2800 cases a day. those low case numbers have prompted the state and bay area counties to drop mask mandates and vaccine requirements. speaking of dropping mandates starting april first. this is not an april fool's joke. the state's going to be dropping the requirement for proof of vaccination or a negative covid test for indoor events and indoor mega event is any gathering of 1000 people or more. state officials say they're going to change the requirement into a strong recommendation. counties will get to decide whether to follow the state guidance or keep up with their own mandate. the oakland unified

school district is changing its masking policy starting on monday. masks are going to be optional outdoors. so when kids are at lunch or recess, but students, staff and visitors will still be required to mask up inside buildings and in classrooms. the district says concerns over spring break is why their mask mandate remains in place right now. they are going to be waiting until least april 15th to make a decision on dropping the masks. in the meantime, the district is going to be providing at-home test kits for all students and staff by the last week of march. just ahead of spring break. dave, i know spring is coming for us, but we've got some rain spring yeah, we do in the last full day of winter as well as we got today. there it is on radar. you can see it trying to march into the north bay a little bit. it's fighting to some dry air, but we have a dose of some moderate showers by the noon hour. >> we'll be tracking it for the kron. 4 morning news the kron. 4 morning news continues. everyone remembers the moment they heard... “you have cancer.”

right. it is time now for a check of your weather forecast. we've got dave spahr here. talk a little bit about this rain that we're getting >> much a very, pretty dry right now. but i'd see north bay is still getting some some sprinkles well. it is aloft. the thing is he's got to fight to some dry air. still to mid layers of the atmosphere that's we're looking for right now this morning for that to saturate up, there is some deeper moisture behind that. that's the big golden nugget for us. >> as we get to around the noon hour into the early afternoon, the pictures for you this the east bay shoreline, again, cloud cover off towards the distance golden gate bridge. there you see at the low level moisture in place with the cloud cover. so that's going to be around just about all day today. only topped off a little bit of a wind to that. we'll see in the evening hours. so this isn't a motion. you can see from a large piece of geography. looks like a clear-out upstream. that's kind of tonight in our sunday. so the weekend is not a loss. it's just for really the next about 6 to 8 hours or so that with the sole traverse across

temperature check were mostly in the lower 50's. 48 for half moon bay. 49 for fremont center rose at 46 future cast for this is how it rolls on in. but this is the big pulse, as you can see with the deeper moisture to the after the atmosphere is kind of unsaturated. so it doesn't up the fight to that virga thing. as you can see getting into the afternoon hours. that's the big heavy lift and then clearing out already 4 our sunday. again, this is going to come with some winds, some scattered clouds kind of left over for sunday, but at least works on that overnight into monday. we should be going more much more into the clear with this high pressure building and a little warm up for you by the middle of the week. i want to jump to the humidity because obviously today, yes, filled with green. we've got rain going on. big surprise. but i want to show you how quickly at least the surface it dries out. this is tomorrow at around noon from 24 hours ago, we're getting a good moderate rain to this with humidity level readings into the 20's and this will be with high temperatures will be in the mid 60's going on at that time, too. so here's the recovery as we get into monday

morning as well. so kind of turns into a dry scenario, relatively speaking in a very short order. back to those winds. by the way. so the system, paul says for us with the heavier rain early into the afternoon here in the evening hours. again, a group, a good, strong onshore wind left over for our sunday morning. but a bit of an offshore wind try to develop the run. solano county just a bit. but again, we're insulated because this recent rain, winds kind of depart, high pressure builds and we go into the doldrums again. that's free. familiar to us in the winter or summer months with the heat spike, the same set up except it's a lot earlier in the season and very much. welcome with nice spring weather today. we've got rain and showers, breezy, cool high into the 50's. but then tomorrow pouncing to the 60's near 70 going on in love with mostly sunny skies and warmer again. a few scattered clouds kind of passed by the next week, mostly sunny, sunny, major warming at hand here. we're talking middle 80's going on inland. yeah, middle 80's. so you can go flavor spring going on today. 57 san francisco. 58 for oakland, 60

san jose and expect that rain again. 12, 1 o'clock for the heavier dose coming up a bit. we'll take it with a longer range forecast. good morning. that heat spike going on here for you. and also the extended as well. well. thank you, dave. >> turning now to the latest on the war in ukraine. ukraine's prosecutor general is accusing russia of kidnapping a ukrainian journalist who was covering the invasion. the official posted on facebook yesterday saying russia's federal security service and russian forces kidnapped the journalist on tuesday from a port city in southeast region of ukraine. the official says the journalist was reporting on the developments of the invasion, the eastern and southern parts of the country. the official didn't identify the journalists but the news outlet she worked for says her name is victoria rush keena and they lost contact with her last week. meanwhile, ukraine's deputy prime minister says russia and ukraine agreed to operate 10 humanitarian corridors. those include a court, our from our poll, several near kiev and

others. a ukrainian president, volodymyr zelensky, says more than 9,000 people have been able to our poll alone within the past day, the city's been constantly attacked by russian forces and it's been cut off now from food, water and medicine. president biden spoke with the president of china for the first time on friday about the crisis in ukraine. there video call lasting about 2 hours. president biden warned the president paying not to provide military or economic support to russia. china's foreign ministry was the first to issue a read out of the conversation saying, quote, conflict and confrontation was not in anyone's interest. china stop short of assigning blame to russia but did accuse the united states of fueling the ongoing conflict by shipping arms to ukraine. now, as the war intensifies, there is a growing need for medical supplies. a kron four's gayle ong shows us how one bay area

nonprofit is working to send essential medical supplies to ukraine and the surrounding areas. >> this is a somewhat unusual situation. measure director dennis robinson says the nonprofit typically response to natural disasters, but that changed after the first russian missile strike hit ukraine last month and the need for supplies has changed in the space of about 2 weeks. >> we went from real drastic need for hygiene kits to medical supply, the course of about the next week that evolved into more requests for sutures and turn. it gets more actual hard medical supplies because now fighting escalated and you're starting to see more injuries meant share sources and delivers surplus medical supplies and equipment to communities in need around the world. >> with senators in georgia, new jersey, the warehouse in san leandro ships 50% of the supplies. >> for the last 3 weeks, the nonprofit has been coordinating with other

>> welcome back about 7.30, here on this saturday morning. almost got excited. cuz, it looks like more rain is hitting a other parts of the bay. important. still striking of the more sun up the ground or something atmosphere little bit in. the rain will come just a little delay to get started. sometimes will slow to get started. you know, shock to the whole system. the atmosphere is going. what's this this part of physics i'm supposed to do. we have cold rain and we're getting some finally. this is all delayed here it looks very impressive on here. but for striking the ground, a lot of it's being evaporated. but the deeper moisture still upstream in this as we approach around the noon hour, we'll start to get some good moderate rain showers across the bay. beauty shot for you if you will. still, you can see kind of a gloomy skies off towards the distance of the east bay shoreline into motion. you'll see kind of a clear patch all the way back here that due to arrive as we go into the evening hours with some winds, too. so this will just be during the day today. timing

gun to shoot water pellets at people. in some cases, the shootings of cars and painful injuries. kron four's dan thorn talk to police with details on the incident. >> these tiny gel water beads might not seem like much, but police say they're part of a dangerous game called the orbeez challenge. the social media trend is had teens using an air soft or gel ball gun to shoot these circular water pellets at unsuspecting people. what we're finding is they're taking this and really causing some a little bit of chaos. sergeant marty built with pleasanton pd says they've heard from at least 4 victims who have been painfully shot with these gel water. >> pleasanton police along with other departments in several other cities have been warning their communities about the shootings and it's being taken seriously. we're talking about a potential and what could be a misdemeanor because you have a battery. >> or possibly other charges to felony. you really causing injury to a a body parts such as an eye.

>> morgan hill police arrested a teen on thursday after 2 people who were walking down the street were shot with water pellets. police say this be blaster was found in the back seat of a car used in the drive-by across the country. in georgia, police shared these pictures of a child who was shot by a group of teens. sergeant bill tells kron 4 news. he's hoping parents can talk with their kids about this dangerous prank. if your children own one of these, i think it's very important that you have these conversations, frank, certain conversations that it's kind of 0 tolerance. if we do catch you, there could be some serious consequences with us. >> reporting in pleasanton, dan thorn kron. 4 news. >> we do have a photo of a 13 year-old boy who was killed in a crash thursday in mountain view. the santa clara county coroner's office identifying him as georgia. george seda. police say the teenager was riding his bicycle to school thursday morning when he got hit by a dump truck at the

intersection of el camino real and grant road of was a student at graham middle school. there's now a growing memorial at the site of the crash. 2 boys aged 14 17 and an 18 year-old man from sacramento have all been arrested in the north bay after police say they were involved in 2 armed robberies. those robberies happened in petaluma and santa rosa thursday night. investigators say the first one happened at a in petaluma at a cbs store on north mcdowell boulevard around 06:30pm, employees there said to people with handguns demanded prescription pills and then drove off in a white sedan. that about an hour later. santa rosa police received a similar report at another cbs store officers soon located the 3 suspects on highway one. 0, one in petaluma. all 3 are set to be in custody. in the east bay. san ramon police are asking for the public's help in finding these 2 teen girls. officers say 16 year-old ruby

gonzalez and 15 year-old mean a con ran away from their homes on wednesday. ruby was last seen wearing black jeans, a black zip-up sweater and black converse shoes. mina last seen wearing baggy jeans and a hooded sweatshirt. if you have any information on their whereabouts, you're asked to contact san ramon police. the family of 8 year-old sophia mason is going to be holding a vigil tonight in front of hayward city hall. it will start at 7 this evening. last friday, police found sophia's body at her mother's boyfriend's home. anmer said her mother, samantha johnson has since been arrested. but police are still looking for the boyfriend. 34 year old dante jackson. he is still on the run this morning. coming up on the ground for morning news, republicans accusing biden supreme court pick of being soft on crime. why they say she's sympathetic to criminals.

skip the dreaded trip to the dmv and take the driver's written knowledge test at home. the california department of motor vehicles announcing this week. it's now allowing people to take their test online before visiting a dmv office. you will still have to go to the dmv after completing the online test to go ahead and do the rest of the process like actually taking the driver set, taking your picture, completing a vision test and getting the licensing document. that is pretty nice because we all know trips to the dmv are not very fun. nearly 3,000 volkswagen's are being recalled because of faulty brakes. that recall affects certain atlas. suvs from 2019 through 2023 as well as atlas crossed sports vehicles from 2020 through 2023. the company says some of the wiring in these cars can corrode causing them to break unexpectedly even in traffic. the problem can also cause air bags to deploy late in a crash. vw says they're working on a repair to fix the issue.

>> good saturday morning. thanks for joining us here on the kron. 4 morning news. i'm noelle bellow got dave spahr standing by here as we are expecting some rain all across the bay today. it's already kind of started in some spots, a good chunk of the bay is still waiting on their to still win for the deeper moisture, noel. and that's what we're expecting for around the noon hour. short of this afternoon. clearing out in time for your sunday. so the weekend is still. >> kind of a decent package. we certainly need the rain that we're getting and mountain snows, by the way. but here's the deeper moisture just out to see some of this already making its way through an inch and thus far so you can see the progress already being made. but the radar looks juice here than actually getting. so that's what's cheating us, if you will. it's not so much what's coming from the ground is having to fight to some dry air. then the deeper moisture upstream. we expect as we approach around the noon hour, getting some radar echoes all the way up the concord, as you can see, extending back a little bit to the east bay shoreline. so putting into motion, you will see where it's all coming

water resources says that january and february were historically dry months. and because of that, they're going to have to cut back on the water on how much water they can deliver to local agencies across the state. now, take a look at this. these are the current conditions. we're waking up to this morning. you can see it is me. these are the current drought conditions. we're waking up to this morning. you can see a majority of the bay area is shaded in orange and that means the bay area is in a severe drought. if you look to your left, you'll see that a little bit of sonoma county is under an extreme drought. so any rain is needed. we did welcome a few small doses of rain over the last month or so. however, it wasn't enough to escape drought conditions in that is going to be affecting the state water project. that project is a system of reservoirs, canals and dams. >> that feat 29 water agencies across the state. it also helps provide water for millions of californians. now state water officials say that

they're cutting allocations from 15 to 5% and the warning people to brace for a 3rd year of drought conditions. forecasters are also predicting no big rain storms for this month. and it's also important to note that right now statewide reservoir levels are at about 70% of average. and while the department of water resources says that they're going to be making their next assessment as to how much allocation they're going to get to these local agencies. april, first, back to you doing all we can conserve water at home as well. camila. >> thank you for that live report. we'll check in with you again in the next hour. maybe a little bit more rain on you. then new this morning. we do want to let you know, the mount diablo unified school district and the county's teachers association have reached a tentative deal. >> on salary and class sizes. teachers, students and their families route rallying yesterday to demand salary increases for teachers. this new deal gives them just that.

the agreement includes a 10.5% increase over 3 years. it also preserves prep time for 4th and 5th grade. teachers. this new deal also ensures the new state law regarding staffing ratios in kindergarten classes will be followed statements from both the teachers union and the district say the groups believe this settlement is the best agreement possible. big story. we are continuing to follow one of the men accused of shooting and killing kron. 4 security guard kevin nishita made his first a court appearance on friday. should de mitchell is one of 3 men charged with me. she does murder. she was shot and killed back in november while on assignment with one of our reporters in oakland mitchell's hearing lasted less than 2 minutes. his public defenders requests to postpone the arraignment. for 3 weeks was granted by the judge which essentially delayed the entry of his plea. i'm hoping today

that there will be clarity and understanding. of this senseless act and other acts of violence. so today. god be with. mitchell is due back in court on april 15th. he will remain in jail without bail. until then he was arrested in san francisco. just back on wednesday and booked into custody thursday. police say 2 other men were also involved in the crime. hershel hale and lebron gilbert. gilbert is still at large. but all 3 have already been charged with murder, attempted second-degree robbery and assault with a semiautomatic firearm. after learning the identities of the 3 suspects charged for the murder of nishida and their alleged ties to a san francisco gang. the san francisco police officers association tweeted out that throwing out gang enhancement penalties was a mistake. but the city's public defender's office use it a bit differently. kron four's haaziq madyun has that story.

>> welcome back. 8.11 on this saturday morning. and police in the south bay made an arrest in what's being categorized as a dangerous social media challenge. it's called the orbeez challenge. we're teenagers are using a gel ball gun to shoot water pellets at people. in some cases, those shootings have caused some painful injuries. kron four's dan thorn spoke with police. >> these tiny gelb water beads might not seem like much. but police say they're part of a dangerous game called the orbeez challenge. the social media trend is had teens using an air soft or gel ball gun to shoot these circular water pellets at unsuspecting people. what we're finding is

that they're taking this and really causing some a little bit of chaos. sergeant marty built with pleasanton pd says they've heard from at least 4 victims who have been painfully shot with these gel water, pleasanton police along with other departments in several other cities have been warning their communities about the shootings and it's being taken seriously. we're talking about potential what could be a misdemeanor because you have a battery. >> or possibly other charges to felony. you really causing injury to a a body parts such as an eye. >> morgan hill police arrested a teen on thursday after 2 people who were walking down the street were shot with water pellets. police say this be blaster was found in the back seat of a car used in the drive-by across the country. in georgia, police shared these pictures of a child who was shot by a group of teens. sergeant bill tells kron 4 news. he's hoping parents can talk with their kids about this dangerous prank. if your children own one of these, i think it's very important that

>> 15, it is time for another check of our weather forecast as we monitor the rain that is falling here, dave, we've been raining waiting for some rain and yeah, spring is coming tomorrow tomorrow. know it's nice to get a little shower before that. i guess we'll get some of the rain going on here in a beautiful week ahead to a few road warmest. we've got that in the forecast as well. but for today will be the rain scenario here. you have it on storm tracker. 4 nice juicy line out to see here. that looks like i actually penetrate the peninsula little better. now, we should also note we're getting some light rain showers already. the man heading for the last couple of hours along the coast. but in the north bay starting to get a couple hundreds of an inch of rain dust far again, more is expected upstream from and a little cell developing out here that will be into the early afternoon. but again, looks like a late morning hit along the peninsula. but going forward lower 50's cover the

good chunk of the east bay. for now. 46 santa rosa, 50 san carlos and 53 san jose with the overcast skies and with the rain event that keep temperatures pretty uniform, not much movement upward in the day or much movement downward from last night tonight. little different story, though, because will clear out a little bit get some stronger on shore winds, but that's handed the future cast for as we go forward. as you can see and more mountain snows, by the way, continue today. they even have a winter weather advisory. but the deeper moisture plows on in here around the noon hour shortly there afterwards. and then right around sunset or so starts to clear out pretty quickly for the overnight and tomorrow morning now will be hit by several patches of clouds throughout the day. so maybe not total sunshine going on, but at least a different type of story that we're looking at today and a little bit warmer than today, too. and what we're doing this and big steps to by the middle of the week will be plowing about 80 or so. i want to show you real quick. the moisture levels, obviously now they're very high. we have a rain event going on. that's no

surprise in the afternoon. sure. into tomorrow morning and afternoon. boy, they really drop out into the 20's. you can see some doesn't take very long for the at least the atmosphere to really dry out pretty quickly with at least the ground has been hit nicely for all of that. so give us some insulation winds on shore. they are through tonight. so that will be the case as we go into the evening hours. and it looks like a little offshore of an up here to solano county to kind of cap it all off of that high pressure to get anchored at the right. little spot here for us. we'll get some of that offshore blowback here by tomorrow morning into the afternoon as well. and then the winds died down, which is typical with a bit like this again, think the heat spikes during the summer months, rain and showers breezy cool highs into the 50's tomorrow. mostly sunny and warmer again. just a patch of clouds here and there 60's near 70 well inland. but next week away, we go mostly sunny, major warming, middle to lower 80's expected for wednesday, thursday zone in there. and then we drop back off again as we watch another

stay-at-home order was issued by this point, many counties in the bay area had already gone into a stay at home order as covid-19 was starting to spread rapidly. but today, 2 years ago, the entire state was put under that stay at home order. people were supposed to stay at home unless they were going out to get cities like food, medicine or health care. 2 years later, a lot is different here. data from the state's covid-19 dashboard shows california's averaging almost 2800 cases a day. the low case numbers have prompted the state and bay area counties to drop mask mandates and vaccine requirements. following the lead of the covid vaccine maker pfizer moderna is now asking the fda to authorize a 4th shot even though both request came this week, they are vastly different kron four's. dan kerman explains. this week. drugmakers pfizer and moderna both asked the fda to authorize a second booster dose. >> of their covid-19 vaccines. but while pfizer's request was

again, cloudy on balance today. light rain showers to moderate developing in the early afternoon, depending on where and when. but by the time we get around 4 will be waiting at that point into a quiet night. coming up a little bit here will kind of plot all this for you. what you can expect this afternoon here. well, thank you, dave. >> now, even though the bay area is getting that dose of rain today, the state department of water says they have to cut back on the amount of water supplies they're able to deliver to local agencies. kron four's camila barco joining us live in san francisco with more on the impact. a little windy out there. camila. >> yeah, a little windy, but no rain. no. well, that's not exactly what state water officials want to see. we did see a few droplets in the last hour. but right now it's pretty dry here in san francisco near the embarcadero at because of this because of the dryness that we've been experiencing, especially in january and february, they have to cut back on how much water they can distribute to

local agencies across the state. take a look at this. these are the drought conditions. we're waking up to this morning. you can see that a majority of the bay area is shaded in orange and that means >> that the bay area is in a severe drought. and if you take a look to your left, you'll see a few parts that are shaded in red. a little bit of sonoma county is under an extreme drought and that's why today's rain is needed. we did see a few small doses of rain over the last month or so. however, that wasn't enough to escape. drought conditions and it's going to be affecting the state water project. that project is a system of reservoirs, canals and dams that feed 29 water agencies across the state. it helps provide water for millions of californians and state water. officials say that they're cutting allocations from 15 to 5%. they're warning people to brace for a 3rd year of drought conditions and forecasters are also

predicting no big rain storms for march. it's also important to know that right now statewide reservoir levels are at about 70% of average and well, the department of water resources, california water officials are going to be making. it's next assessment for its allocation of water distribution on april. 1st, back to you. alright, camila, thank you for that live report. >> new this morning, the mount diablo unified school district and the county's teachers association is going to or has reached a tentative deal on salary and class sizes, teachers, students and their families were all out rallying yesterday to demand salary increases for teachers. this new deal gives them just that the tentative agreement includes a 10.5% increase over 3 years. it also preserves prep time for 4th and 5th grade teachers and it ensures the new state law regarding staffing ratios in kindergarten classes will be followed by the district

statements from both the teachers union and the district say the groups believe this settlement is the best agreement possible for both sites. well, one of the man accused of shooting and killing kron. 4 security guard kevin nishita made his first appearance in court on friday. should mitchell is one of 3 men charged with me. she does murder. was shot and killed back in november while on assignment with one of our reporters in oakland. mitchell's public defender's request to postpone his arraignment for 3 weeks was granted by the judge, which essentially delayed the entry of his plea. he's due back in court. april 15th and will remain in jail without bail. police say 2 other men were also involved in the crime. hershel hale and little ron gilbert. now gilbert is still at large, but all 3 men have been charged with murder, attempted second-degree robbery and assault with a semiautomatic firearm. now after learning the identities of those 3 suspects, their and

their alleged ties to a san francisco gang. the san francisco police officers association tweeted that throwing out gang enhancement penalties was a mistake. but the city's public defenders offices viewing it a bit differently. kron 4 monday and has that story. >> before i was the the union. i was actually working cop and a baby district. so i w s very familiar with one of and mister hale. herschel hill is one of the 3 suspects with alleged ties to a san francisco day who has been charged for the murder of retired police officer kevin nishita. >> having knowledge of his criminal history, the acting president of the san francisco police officers association, lieutenant tracy mcrae. so social hill should have been behind bars instead of on the street today the was gunned down 3 attempted murder weapons charges. i mean, these are serious. >> crimes that this gentleman was committing. and knowing the track that he was on.

>> it's unfortunate that he is now involved something that ended in someone losing their life because the writing was on the wall and you can see that back in 2021, california governor gavin newsom approved several criminal reform bills restricting enhancements that it's several years to the sentences of people convicted in gang-related crimes. lieutenant mcrae believes that was a costly mistake. >> with what she says are deadly results seen here on the streets in the bay area. a person died as a result. >> the system really failing potential victims in the future and not hold these young men accountable. >> the welsh at the san francisco public defender's office takes a different view of the state reform. again, it has been penalties. the first there's no evidence that charging game in hand meant increases public safety. the police made that assertion. there's no evidence for it. they overwhelmingly target communities of color. it's

>> welcome back. 9 9.12, here on this saturday march 19th today marks the 2 year anniversary since california's stay-at-home order was issued. now many counties in the bay area had already gone into a stay at home order days prior as covid-19 was already starting to spread rapidly. but people all across the state as of today 2 years ago were supposed to stay at home unless they were going out to get necessities like food, medicine or health care. 2 years later, things are a lot different here now data from the state's covid-19 dashboard shows california's averaging almost 2800 cases a day and those low case numbers have prompted the state and bay area counties to drop mask mandates and vaccine requirements. now, speaking of

ukraine agreed to operate 10 humanitarian corridors. that includes a corridor from our poll and several near kiev as well as other areas. ukra nian president volodymyr zelensky says more than 9,000 people have been able to our poll alone within the past day when this humanitarian corridor went into effect. the city has been constantly attacked by russian forces. it was also cut off from food, water and medicine. now, president biden did speak with the president of china for the first time on friday about the crisis in ukraine. there video call lasted 2 hours. president biden warned president jin ping not to provide military or economic support to russia. china's foreign ministry was the first to issue a readout of the conversation saying, quote, conflict and confrontation was, quote, not in anyone's interest. china did stop short of assigning blame to russia. but did accuse the united states of fueling the ongoing conflict by shipping arms to ukraine to

>> welcome back. 9.30, on this saturday. getting a little break from the rain. dave spahr says it's coming back, though, which is good because i know next week we're going to get really, really warm. so it's good that we're getting a dose of rain to kind of cope the ground shore right before our well drying out a little bit. yeah, that's so that will be good to get this rain. at least the surface. it's not good to play on tomorrow. so but yeah, we've got this rain that we definitely need. the first wave moves through kind of moisten up the atmosphere a little bit. that's what you see in central valley now in the far east bay, a bit of a breather until this that's here gets its act together. as we go into the early afternoon. here's a little shot coming in from the east bay shor line. and again, kind of strategy. stratus cloud cover. we're dealing with shredded up a bit and the sun will break the actually at the sun. poke out a little bit

have a little bit look at what's going on for tomorrow. but into next week as well, because there's yet another opportunity for rain as we get to next weekend. well, thank you, dave. >> well, everyone's talking about the high gasoline prices right now. state leaders are now weighing in on a couple of different proposals to try and relieve some of that pain. capitol bureau reporter ashley zavala sat down with one of the leaders of the state legislature to learn what we can expect to see. >> we are here struggling another painful week at the pump for californians. but bucks coming up, a 7 yard over there as drivers decide how to divvy up their gas budgets. state leaders promised to help california's average gas price. breaking another record friday at $5.80 a gallon. according to aaa, providing early relief would be great. but what's really important is getting it right. i sat down with assembly speaker anthony rendon about all the relief ideas coming out of his house in the legislature. one proposed this week by democrats would give $400 to all california taxpayers.

the government. oil companies could take action to help 2 while the national average gas price declines, california's cost continues to go up. they can lower the price of it's fascinating that we're in a moment. what oil prices are actually dropping. >> but gas prices are going up. that's that's not the state that's doing that. that's big oil that's doing that. and that's just unconscionable. state leaders like round and say help is on the way. but in what form and how soon is to be determined in sacramento. ashley zavala kron, 4 news. >> now today we did hit another record across california in terms of high gas prices. this is what we're paying here in the bay area in san francisco. drivers can expect to pay on average $5.91 a gallon for regular gas. oakland standing at 5.84. napa has the most expensive at 5.92. a gallon today and san jose sitting at $5 and $0.82. there's an assembly woman in the east bay who was among those fighting to get that

relief at the pump. she's joining other democrats this week to get behind that legislation. san ramon assembly member rebecca bauer-kahan says she supports giving californians that cash rebate. >> i mean, the economy is putting extra stress on individuals, calabrese, expensive place to live. we know that as prices have risen, it's gotten even harder. and so a little bit of relief. and we know this isn't everything you need, but it's something california can do for you. we know would be so helpful. i'm a mom of 3. i drive a minivan. i understand what it means to fill up at the pump right now. and so, you know, i want to make sure that we're doing what we can for all of our families that need us right now. >> after the war broke out in ukraine, sanctions are placed on russia, of course, and that price of oil surged. crude oil prices as ashley was saying, have come down. but that's not really showing up at the pump just yet those high gas prices coupled with rising inflation, it's really squeezing bay area residents, especially hard. well, people sometimes change up their habits to live a more

bleaching events happened 5 times before to the reef with the rise of ocean temperatures. the first one was recorded back in 1998. this one, though, was sparked by weeks of unusual heat. and you can see what was once colorful coral has turned completely white. the reef authority said global action is needed as soon as possible to reduce greenhouse gases in the air. on monday, a united nations delegation is set to debate whether or not the reef should be put on the world. heritage in danger list. so we'll keep an eye on that. but definitely a lot of changes. there are a lot of changes in our weather forecast for this weekend. dave spahr standing by. we had a little bit of rain earlier this morning. taking a break right now. it's looks a little gloomy out there. it's come back. we're going to some sun sneaking in here just temporarily before the next dose. we expect to develop as we get into the afternoon hours for today. >> that's what it looks like on radar for right now. we have that first line pretty much in the central valley. here's the break with the

secondary one developing for our afternoon weather looks like, alright, this is also producing winter weather. don't you know, up in the mountains advisory a winter weather advisory. this is not posted for the tahoe area, but you can see very close by and even time we're getting some snow, too. so look at about a half a foot with all of this. time period for this advisory goes through from this morning all the way to 11 this evening by that time, still possible to get some snow going on, but at least will be out of the advisory period with that. and this goes down to 5500 feet in elevation. so it sends it down a little lower to which is definitely good news. a little problem is we are looking for a little warming things later in this forecast. you can see part of this through tomorrow up in the upper 40's. 59 by tuesday. so tuesday and wednesday, tahoe actually be warmer than we are right now. so we'll get some melting going on. probably start to swell. the creeks and rivers a little bit with thhereak we're about for tomorrow. we screw sprayed by some cloud cover. but at least decent sunshine

tsa is launching some new facial recognition software atn some airports designed to verify the identity of travelers at some airport security checkpoints. the new device captures a photo of the passenger and then compares the facial features on their photo id against the facial features of from the in-person photo. and it all bend confirms their identity officials at la x say the device will also pull up all your flight information for the tsa officer. so you won't have to show a boarding pass any more. they say the device is safer for passengers because it is touch less and increases security. >> it's it. it is common that someone may try to use someone else's government issued id. they look similar but not quite to the person that they claim that they are. that's the actual traveler. and so it you're not going to able to pull that >> the new technology is being tested at la x, among other locations. no word on when it could be here in the bay area. definitely going to see how that goes. in. entertainment
