>> from the area's local news station, you're watching the kron. 4 morning news at 7. >> good saturday morning. thanks for joining us here on the kron. 4 morning news. i'm noelle bellow. it is april second to we all survived april fool's day. we've got a lot to get to this morning. want to start off with a check of your forecast. dave spahr standing by in the weather center. he's got a little bit more detail on what we can expect today. dave, what's going on? good well, good morning, everybody. and you're going to get a flavor of the 7 day forecast not only of some spring, but even some summertime weather too. live shot coming the east bay shoreline. we're still dealing with some morning fog in all of that. >> some afternoon scattered cloud cover the throw in the

mix just to kind of be there. but on balance, it looks like quite a bit of sunshine. mild temperatures expected for today. we've got 39 chilly degrees up to santa rosa. most real estate street in the 40's. 50 going on for any off. 44 livermore in 47, san jose comparison sake from yesterday. this time most readings are a little bit ahead of where yesterday afternoon base trailing they're open for behind in 2 up there to santa rosa for the day ahead. got to keep some of those variable are scattered clouds around. temperatures for highs will be well in the business of the 70's. it will be noticeably cooler tomorrow. but boy, this seven-day buckle up. if you want to flavor summer, we've got have more of that coming up in a bit. well, thank you, dave. >> fans heading to chase center for tonight's warriors game or the sapd center for tonight's sharks game. you will no longer have to worry about covid protocols. california's dropped its covid-19 vaccine and testing requirements for indoor mega events. kron four's camila barco joining us live now in san francisco with a little bit more detail commute. looks going back to normal a little

bit here. >> noel, it's like 2019 all over again. fans have been going to the chase center and they've been having to prove that they're vaccinated or they have to prove that they have a negative covid test. but today that is going to be different. and today is a big day for the warriors as they trying to clinch a playoff spot. they do have a game later tonight and it will be the first time for fans where they no longer have to show that vaccination card. they just have to bring their game ticket. now, the chase and the s ap center in san jose have both dropped their covid vaccination requirements, which means no more mask. and now starting today, no more proof of vaccination or a negative covid test. instead, the state says those guidelines will be strongly recommended. little like noel said, california dropped its vaccine requirements for indoor mega events with the 1000 or more people. and officials pointed to a drop in case numbers and hospitalizations across the

state to give you guys a perspective, the average case count on wednesday was about 1900, a huge drop from about a games and concerts at the chase and the sapd center. the excuse me tonight, warriors game kicks off at 5.30, later this evening. and the san jose sharks will host the dallas stars. and that game starts at 07:30pm. so if you're headed out to one of those games from now on all, you have to worry about is your game ticket back to you. as long as you're vaccinated because if you're not vaccinated, you are still like you said required to wear that mask. but it's not. >> you can go ahead freely. enjoy those camilla will check in with you in the next hour. thank you for that live report. now this all comes as covid hospitalizations are at their lowest levels nationally

since the early days of the pandemic. the average number of people hospitalized%with covid in the last week nationwide. >> dropped to fewer than 12,000. that's the lowest since 2020 and a steep decline from the peak of more than 145,000. that was set back in mid january. icu patient numbers also dipped to fewer than 2000. other news this morning, san francisco police are increasing their reward to a quarter million dollars for information regarding the murder of nicole fitts and the disappearance of her daughter arianna. the fbi released a new photo of ariana with age progression. technology to show what she would look like today. she went missing 6 years ago as kron four's dan carter kerman reports both police and the fbi believe there are multiple people with information who have not yet come forward. >> it was exactly 6 years ago when nicole fitts was last seen alive. days later, her body was found in a shallow

grave in mclaren park. police don't believe fits daughter arianna was with her at the time of her murder. but the child remains missing. she was 2 years old at the time of her disappearance. and friday, the national center for missing and exploited children released this age progression. image of what they think arianna might look like. now at the age of 8. >> we ask that you take a long look at the photos of arieanna which includes the new age progression photo. please. please contact law enforcement if you have any information to share during a news conference friday, the fbi and san francisco police reassure the public and the family. >> they have not given up their search for arianna or her mother's killer. we continue to actively investigate this case. we will continue to investigate as long as it takes to find out what happened. and just the last few months alone, we have developed many new leads. we

have re interviewed witnesses who have provided us with new information. we've had new individuals come forward. i provide us information as well. police have also reexamined evidence, but they remain convinced there are others who have not yet come forward. who can help crack the case. we believe there are multiple people with direct knowledge of this case who have not fully cooperated with law enforcement. we believe there's even a larger circle of people with in direct knowledge of what happened. authorities are convinced they can solve this case without the public's help. >> that's one of the reasons the reward in this case has been increased to a quarter million dollars. in san francisco. dan kerman kron. 4 news. >> meanwhile, the fbi is also looking for this missing 14 year-old girl. they say cuts wanna wise went missing on july 23rd last year. officials believe she might have been traveling with a man in santa rosa on wednesday, though, 1993, toyota sedan. wise is

described as a native american between 5 foot 3, 5 foot 5, about 150 pounds with light brown hair and brown eyes. if you have any information on her whereabouts, you're asked to contact the fbi. coming up in morning news, a covid outbreak making one school bringing back its masking requirements. we've got details on how long students are going to have to mask up. >> plus, california's record dry spell forcing a bay area city to find new ways to conserve water. we're going to explain their plans.

and 15% off fragrances, makeup and more. our drought emergency. the very latest snow survey of the season is in. unfortunately, it shows there has not been a lot of snow. >> over the past year, this is the 4th survey at phillips station confirming a drier year overall. april first is usually when the snowpack is at its highest. but the survey found the statewide snowpack likely peaked early last march. we are going pretty dry as drought concerns grow one east bay area city is going to be raising its water rates next month. that's just one of many tactics to try and save water kron four's gayle ong has details on that. >> most of california is under severe to extreme drought

conditions in the bay area as of march. 29th u.s. drought monitor data shows sonoma county under extreme and part of napa county in severe drought. in response to the ongoing drought conditions, the city of pleasanton one stage, 2 drought rate starting may 1st. that will add an extra charge of $0.65 per unit of water for single family residential customers for an average family in san francisco. family for that would amount to about. >> 14 extra dollars a month. catherine cushing is a professor of environmental studies at san jose state university. >> she says mandating drought rates as a way to keep the city's utility financially sustainable. we still need utilities to be financially viable. and i think for the city of pleasanton, they're worried about ballots saying the utilities need part or sent financial solvency. also with this week, more regional need to conserve water and we're getting to the end of the way the wet season in general on. we don't see much rain across the bay area. >> throughout the summer months. so that's definitely going to be a concern.

meteorologists roger goss with the national weather service says that's why it is important to conserve water, even if it's a good weight year, many places there are less than 10% of average since january first. so obviously the good start to the year was was beneficial and kind of helped us in some of the drought categories. but the past 3 months, especially being typically our wettest the drought conditions are going to continue to worsen. >> gayle ong kron. 4 news. >> and looks to be a dry forecast as we look ahead to the week for your saturday, though, temperatures climbing into the 70's. got to keep some of those scattered clouds into the mix here a little bit. and if you've been waiting flavor summer, we have been on the long-range forecast as well. keep it here back in a bit.

>> you can observe the mood little bit at night those. yeah, that's kind of cool. you very important because it's actually may be essential for life that might have been been arrest rotation place and ty pulls all kind of stuff. so anyway, we're looking at a pretty decent day this weekend today and tomorrow and then, boy, you're waiting for a little flavor of summer. we haven't the 7 day forecast. here's a look at half moon bay still kind of deal. half moon about that. that some fog kind of deal with this morning that will turn over to kind of a mostly sunny deal. but all day long, we're going to be treated to some passing clouds and all of us here for the traffic going west to east. going to do much of anything. but at times it will cover up the sun a little bit depending on where you are. and when it is that is temperature checked for you got 39 up to santa rosa. most readings are in the 40's. 53 for any off. 47 san jose peninsula is looking at mostly 40's. 49, san francisco. so here it is in future cast for there. you see a passing clouds, sunny mixture of sun and clouds we go into tonight. there you can see it and actually start to

clear out a little bit late tonight overnight and the treatise by tomorrow morning under sunny skies. then again, some more passing clouds. the deal, though, this go-around will be some onshore winds in some cooler temperatures. you're going to notice a big drop going on, even though we'll probably see a little bit more sun tomorrow. then today as a side note, it looks like the mountains potentially make it a little spurt. maybe a little shower or 2 potentially with that. all right. here are those winds not doing too much today? just kind of a spring breeze, as you well, and then we get into sunday late in the day and it starts to kick up here with that good strong on shore. when we've seen in 20's, maybe even 30 miles per hour range, no statements have popped with this, maybe as possible in some areas. so putting it all together for you. scattered clouds today warm upper 70's, big chunk taken off for tomorrow, though. so maybe reduce 5 degrees there onshore wind air conditioner in place here and then into next week we've got a mild start hot by thursday. so we're going to blast right through the 70's through the 80's. it looks like and again, it's possible. see 90 around thursday or so

with yet another drop by friday. it's very obvious on the satellite picture here when the high starts to build and break down into next weekend. although it does not look at the rain out of that, though, 67 san francisco today, 72 for oakland. 76. meanwhile, 4 san jose. here are the numbers for you today. upper 70's in the far east bay beautiful saturday. 79 going up there, santa rosa. 76 san jose coming up a little bit, of course, of the 4 zone forecast for you and check that extended to noel. >> thank you, dave. a former oakland city employee hired to help victims of gender-based violence claims she was fired as a result of gender-based violence. she says the chief of the oakland department of violence prevention fired her and now as kron four's haaziq madyun reports the former employee is demanding to be reinstated and promote it. >> before you started experiencing problems in your position as the deputy chief of the department of violence

prevention, i would say my first experience happened about 2 months in describe what happened. so okay. i'm sorry. >> the emotions are overwhelming as tears begin to fall. and sir, i crane reflects on her time as deputy chief of the oakland department of violence prevention. this demand letter sent by her attorney to the city administrators, city council and the mayor of oakland alleges crane experience misconduct, including pay inequity, retaliation, harassment and gender discrimination by the chief of the department of violence prevention, guillermo assessment is i knew that there was a problem because i was very afraid and nervous crane says this past january, she acquired within the city administration about reporting the chief's alleged behavior i attempted to follow, but the director of hr email. >> saying i need to speak with him about issues in my

department. that was on tuesday. the 18. >> and by friday, the 21st was being fired. the reason she was fired. >> she says the hr director initially said that she wasn't at will employee. then later told her that the release was a decision made by the city administrator. so right plans, attorney sonia met the unequal pay discrimination at work is gender-based. >> violence, you know, whether it's at home or at work, women have the right to be free from that. >> the oakland city council is calling for an independent investigation into these allegations. >> because there has been a history of what seems to be. treatment against black women that that keeps coming up in the city of oakland. we reached out to chief says it is and the oakland who referred us to the oakland city administrator. >> they sent kron 4 a statement that reads in part, quote, the city of oakland's administration takes harassment and other forms of discrimination seriously, i

can say that there were circumstances and facts that led to the personnel decision in question and that i supported it. we continue to stand by the decision and we continue to stand behind chiefs s but is and the work he and the department of violence prevention are doing on behalf of the people of oakland and pull crane says it's hard to believe that this is happening to her after dedicated her career to helping victims of gender-based violence. >> i have devoted my life to supporting women and girls and individuals that have been harmed. and to know that i was dealing with it on my back. the whole time is just humiliating and heartbreaking. haaziq kron. 4 news. >> well, police on the peninsula are looking for 2 people who robbed a home in foster city. they say it happened yesterday morning on cast or drive. police say the robbers came into the house through an unlocked sliding door force. the family into a

>> welcome back. 7.30, on this saturday morning. dave, i got to tell you, our producer she fell for an april fool's day joke. yesterday. someone had posted that there was we were going to able to see the northern last night here and she was really excited about. i said, are you sure this is an april fool's? thinks that don't think so, but no, well, they're highly charged particles. i got to go it was. so if you are one of those who got pulled, you are not alone yesterday. plus, we've got a lot of clouds. i don't know that you would have been able to last night anywhere. did they roll in this morning? that cloud? yeah, there this morning is that i just ryan last night. has of the get that shoulder looked at. but yeah, haha. okay. so sorry about that here's look at the east bay shoreline right now. a bit of sun try to peer through some of that fog. >> breaking on up, going to share the skies today with some sun and clouds, mixture going on. it will show up real well here. but and a high to mid-level clouds at times. but a lot of sunshine. so take your shades with you. and actually today is going to be warmer than tomorrow where

you'll see a little bit more in the way of sunshine going on. >> want to get to those winds. just what's going on right now. kind of variable round will pick up a little bit in the afternoon, basically staying in the single digits for the most part. let's try about 62 at 11 o'clock by 2. 74 on that. still building now in some of those inland valleys will get to the upper 70's. it looks like 76 san jose today. 67 san francisco scattered clouds still kind of mild. 72 doesn't for oakland again tomorrow, a little cooler. little bit more in the way of winds. but the 7 day we're going to be warming up big time. a little flavor of some are going to check your ac out a little bit, too. and again, to some of that in your 4 zone forecast in just a bit. noel, thank you, dave. >> a spike in covid infections is bringing back mask requirements to a north bay school school leaders at coleman elementary and sandra fell of confirmed more than 20 cases just since last week. kron four's dan thorn has that story. >> the return of the indoor mask mandate at coleman elementary comes just weeks after the mandate was lifted.

a spokesperson for sandra fell city schools says since march 22nd 6 employees and 17 students have tested positive for covid-19 families have been told the masks will stay on until at least april 15th. it's not surprising. >> 2 scenes groups of kids getting infected. we know that children wear masks indoors in schools. it's going to reduce transmission of the virus. doctor john swartzberg with uc berkeley's school of public health says >> covid-19 variants, including the highly transmissible ba 2 subvariant of omicron are still circulating the centers for disease control and prevention reports more than half of the cases in the western u.s. rba to. but doctor swartzberg says the spike in infections at coleman is nothing to be too concerned about just this kind of thing is expected. it's going to happen. >> but as long as it's sporadic like this, i'm not really concerned. you know, we're in a very, very good period right now in a letter

to coleman elementary families about reinstating the mask mandate, principal mike taylor said i want to emphasize that this is not a time for alarm but for us to implement the recommended public health strategies to respond to an uptick in cases and decreased risk of transmission. >> students and staff were also given covid-19 rapid tests before leaving for spring break friday. the district reports there have been very few covid-19 cases since the mask mandate was lifted on march. 12th, however, a large number of students and staff are still wearing masks at schools. reporting in sandra fell. dan thorn kron. 4 news >> and just talk with their kids about the dangers drugs and also the consequences that can result from that. >> meanwhile, people in the south bay are sending a message to parents after a high school student died from potential fentanyl poisoning. police say the teenager was found dead at their home friday morning. they're not

releasing many other details other than the fact that the student went to went to los altos high school. in a statement the school district says we do not know how the student who died of tame for narcotics or from home. we're actively investigating whether this is related to fentanyl poisoning and quote, we know that a family is grieving that the school community is grieving and we have pulled in every available resource to try and bring justice to the student and their family. now, santa clara county is starting a new working group to focus on reducing deaths related to fentanyl. according to the county's data, fennell overdose deaths in the county rose from 29 in 2019 to 90 in 2020 and then to 135 in 2021, the county has also already recorded 8 fentanyl deaths that in overdose deaths this year alone. this is not. >> a problem of 18 to 25 year-olds. new individuals

using drugs about the same population have or using drugs. it's the dynamic increase in fentanyl being found, the drugs that they buy on the street. use it parties without the knowledge of that fentanyl and only takes one of these synthetic bills that they buy that has been overly medicaid with fentanyl to cause overdose and death. as we've seen on an increasing basis. >> supervisor cindy chavez is also part of the group they plan to begin meeting april 15th to launch public information and outreach campaigns to ensure county residents understand the dangers the drug can pose. coming up here on the kron 4 morning news, a local hero finally retiring. >> at 100 years old are going to take a look at the life and legacy of betty reid says skin shoot that was defined by service. and yet another roadblock for the a's waterfront ballpark. in oakland, a lawsuit being filed now claiming certain protocols

covid protocols. and well, today is a big day for the warriors. they're trying to clinch a playoff spot and it's also a big day for fans because today will be the first time that they get to walk through these doors without having to show that vaccination card. all they have to show is their game ticket. the chase center and the sep center in san jose have dropped their covid vaccination requirements, which means no more mask. now, no more proof of vaccination or a negative covid test. instead, the state says those guidelines will be strongly recommended. california dropped its vaccine requirements for indoor mega events with 1000 or more people. and officials pointed to a drop in case numbers and hospitalizations to give you an idea. the average case count yesterday was about 2000. still a huge drop from a month ago when it was about 7800. now baku more he runs around this area. he tells me that it was empty for a pretty

showing what she would look like today. she did go missing 6 years ago as kron four's. dan kerman reports both police and the fbi. believe there are multiple people who have information who have not yet come forward. it was exactly 6 years ago when nicole fitts was last seen alive. >> days later, her body was found in a shallow grave in mclaren park. police don't believe fits daughter arianna was with her at the time of her murder. but the child remains missing. she was 2 years old at the time of her disappearance. and friday, the national center for missing and exploited children released this age progression. image of what they think arianna might look like. now at the age of 8. >> we ask that you take a long look at the photos of arieanna which includes the new age progression photo. please. please contact law enforcement if you have any information to share during a news conference friday, the fbi and san francisco police reassure the public and the family.

this saturday morning. now to our drought emergency. the last snow survey of the season is in and unfortunately it shows there has not been a lot of snow over the past year. this is the 4th survey at phillips station confirming a dry year overall. april first is usually when the snowpack is at its highest. however, the survey found the statewide snowpack likely peaked back in early march. so we're we've already dried out quite a bit over the last month. i know daves forecasting some hot temperatures for this next week as the drought concerns grow one east bay area city is going to be raising water rates next month. it's just one of many tactics to try and save water. kron four's gayle ong has details on that. >> most of california is under severe to extreme drought conditions in the bay area as of march. 29th u.s. drought monitor data shows sonoma county under extreme and part of napa county in severe drought. in response to the ongoing drought conditions, the city of pleasanton one

stage, 2 drought rate starting may 1st. that will add an extra charge of $0.65 per unit of water for single family residential customers for an average family in san francisco. family for that would amount to about. >> 14 extra dollars a month. catherine cushing is a professor of environmental studies at san jose state university. >> she says mandating drought rates as a way to keep the city's utility financially sustainable. we still need utilities to be financially viable. and i think for the city of pleasanton, they're worried about ballots saying the utilities need part or sent financial solvency. also with this week, more regional need to conserve water and we're getting to the end of the way the wet season in general on. we don't see much rain across the bay area. >> throughout the summer months. so that's definitely going to be a concern. meteorologists roger goss with the national weather service says that's why it is important to conserve water, even if it's a good weight year, many places there are less than 10% of average since january first. so obviously

mask mandate at coleman elementary comes just weeks after the mandate was lifted. a spokesperson for sandra fell city schools says since march 22nd 6 employees and 17 students have tested positive for covid-19 families have been told the masks will stay on until at least april 15th. it's not surprising. >> 2 scenes groups of kids getting infected. we know that children wear masks indoors in schools. it's going to reduce transmission of the virus. doctor john swartzberg with uc berkeley's school of public health says >> covid-19 variants, including the highly transmissible ba 2 subvariant of omicron are still circulating the centers for disease control and prevention reports more than half of the cases in the western u.s. rba to. but doctor swartzberg says the spike in infections at coleman is nothing to be too concerned about just this kind of thing is expected. it's going to happen. >> but as long as it's sporadic like this, i'm not

friday morning. the not releasing many details other than the fact that the student went to los altos high school. in a statement, the school district says, quote, we do not know how the student who died obtained the narcotics or from home. we're actively investigating whether this is related to fentanyl poisoning. they continue to say we know a family is grieving that the school community is grieving and that we have pulled in every available resource to try and bring justice to the student and their family. santa clara county. meanwhile, starting a new working group to focus on reducing deaths related to fentanyl, according to the county's data, fentanyl overdose deaths in the county rose from 29 in 2019, 2.90, in 20 2135 deaths in 2021. the counties already recorded 8 fentanyl overdose deaths this year. >> this is not. a problem of 18 to 25 year-olds. new individuals using drugs about

prison and a 5 million dollar fine. meanwhile, the efforts to clean up san francisco's tenderloin is getting another boost. the city has hired more than 200 workers to help people who are homeless, addicted or who have mental health problems. the workers include pharmacists and behavioral health tech clinicians mayor london breed says one reason she declared an emergency in the tenderloin was to get those workers on board as quickly as possible. well, marijuana could soon be legal across the country. the u.s. house of representatives passed a bill that would decriminalize it, although it still faces a fight in the senate kron four's amanda hari talked with some local cannabis leaders. >> i think that was in the fall and we're going to see a a c a a new day. and in that it can misses. we have become more mainstream, a possible game changer for the cannabis industry. >> the u.s. friday approved a bill called the marijuana opportunity reinvestment and expungement act or more act.

online was 13% last year. it was just 2% in 2019. so it has increased quite significantly. new developments now in an ongoing effort to build a new ballpark for the oakland a's. a lawsuit has been filed claiming certain protocols were not followed with the project's environmental impact report. a spokesman for the east oakland stadium alliance as the a's and the city did not adequately disclose the negative affects the project would have on the existing waterfront operations and the surrounding areas. among other things, a president dave kaval, though, is rejecting those claims. he says the new ballpark would be better for the environment and people of that area. >> it's so many 134 you get to the doorsteps project. 12 billion dollar project privately financed stadium. and we're really just at the point we need to know one way or the other. it could happen or not. and getting a lawsuit is never a good part of trying to get to that determination. i think we need the political approval of the city council
