>> from the area's local news station, you're watching the kron. 4 morning news at 7. >> good morning. thank you so much for joining us on the kron. 4 morning news. i'm stephanie lynn. >> it is saturday. april 23rd. we have a lot to get to this morning. let's start by getting a look at the weather with dave spahr. hey dave. hey, good morning, stephanie. good morning, everybody. little flavor spring coming our way for this weekend and have some prettyopleasant temperatures. lots of sunshine as we head the business of the rain a little bit from last week. >> live shot coming in the east bay shoreline with just a little bit of that haze fog left over. but on balance, got those blue skies controlling our skies. looking good on that front upstream. we may be sprayed by some high cloudiness both today and

tomorrow. but we're looking for a slight little temperature boost happening tomorrow. that will be most noticeable in lynn, only slight around the bay temperature. check for you this morning, napa. the cool spot of 39. but we have 41 already santa rosa. 51 for antioch. most readings in the 40's, a 50 for hayward. 51 for fremont, for contrast sake, were trailing a couple little pockets here and there. but it's the clear skies doing it will couple recovering nicely this afternoon, which kind of variable they'll be a little bit on shore and pop a bit for the mid-afternoon both today tomorrow. that's just reflecting well inland heating, which goes like this. by the way, 61 by 11 by to look at that at 71 tomorrow. a little warmer than that. we do see, though, way upstream, some more rain trying to work back into those forecast. we'll talk about all that coming up a bit, stephanie. all right. looking forward to it. thank you, dave. >> east bay leaders are asking governor newsom for help fighting the homeless crisis. they're urging him to keep the state's so-called flexible homeless funding. that's money dedicated to fighting

homelessness. the funding is currently set to expire next year. kron four's gayle ong spoke with local leaders on the possible consequences of losing the money. >> the mayors of oakland and berkeley and other local leaders gathered outside could then hold friday, a college dorm in oakland transformed into affordable housing. the subject, homelessness. local leaders are calling on the state to keep funds so they can offer more services and shelter. if this funding does not continue after july first 2023, we are likely to see more than 1000 people sent back onto the streets of oakland. and that is just in oakland, the hopelessness, housing assistance program are happy is the state's flexible homeless funding. oakland mayor libby schaaf and other leaders are urging governor gavin newsom to set aside 3 billion dollars of the state's budget for flexible homeless funding over the next 3 years to create different types of innovations and homeless services that have been so much more successful.

>> at getting people off of the streets into shelter and services and into permanent housing, state, federal, local government, the private sector, we all have to work together to address this crisis. berkeley mayor jesse, again supporting their shop says if the money goes away, it would be a significant setback in addressing homelessness is huge challenge for berkeley and for cities throughout the bay area to be able to to continue these programs, whether it's shelter, whether it's street outreach, whether it is flexible housing dollars, all these things are really critical. the money supports programs like safe rv parking spots and hundreds of beds for the unhoused people like jen oakley benefited from have funds. she says she lived in tents in arby's in west oakland for 10 years. >> there are many more people out there that are just like me. and i just need a little help to find their way back to normal >> and i really, really believe the this funding is going help a lot of people.

mayor schaff says if the funding does not continue next summer, oakland would lose at least 700 shelter beds. gayle ong kron. 4 news. >> happening today, it is prom night for students at hillsdale high school, but because of the pandemic, the kids will have to wear masks indoors. the school is also requiring a covid test before the event. the decision comes after 90 students at san mateo high school tested positive for covid at their prom. that happened earlier this month. students at that desk dance were not required to wear masks. kids, a hillsdale high have had access to free covid testing since thursday. more free testing will be available at the school today. another big story we're following. oakland police have made an arrest in the death of 15 year-old kamila brown. the incident happened april 9th near the eastmont town center. police say there was a large crowd nearby when the 15 year-old was shot. investigators have not released any information on

the suspect. there have been more than 30 homicides in oakland so far this year. today, cities all across the bay area are holding events to celebrate earth day. many of the activities will involve cleaning up neighborhoods and people are gathering in redwood city this morning to make this year's earth day a success kron 4 s camila barco is live there with a look at the local effort to protect our planet. camila. good morning, stephanie. so yeah, we're here at the public works building in redwood city because in about an hour or so, people are going to be going through these stores. >> to get their supplies to then head out across redwood city to collect any trash or debris that i find now this is part of the city's annual spring cleanup event in honor of earth day. the event starts at 8.30 this morning. volunteers are going to be able to check in grab some breakfast and then they're going to be spread out across redwood city for the cleanup

there. going to be in parts of redwood city like redwood creek, little river park and hoover school volunteers are then going to clean up trash or debris that they my finds and then they're going to come back here at noon and get some lunch for all of the effort that they have done now, stephanie, i will remind i'm going to say that this event is only for redwood city resident. only, however, there are events across the bay area today. take a look at your screen. here is a few san francisco will host their earth day festival. that starts at 11:00am at valencia street. walnut creek will host its own earth day celebration. also starting at 11 a m that's at 12. 75 broadway plaza. there's a fremont earth day fair at 3500 capitol avenue and oakland will also have a few cleanup events at several locations starting at 8 a m again, the event here at redwood city starts at 08:38am. if you're a resident in redwood city, the city is

francisco has been awarded millions of dollars to help create what advocates call. >> more equity in the cannabis industry. the goal is to give more access to potential business owners affected by past policies as kron four's, dan thorn explains. this comes as industry leaders warn that the state's legal marijuana market could collapse. >> 4 and a half million dollars is going to support the pot industry in san francisco. the money which comes from the state will go to the cannabis equity grant program to help grow

businesses. it is a great opportunity to keep the what that being said. it's needed for your business. it helps a lot. joyce hicks is in the process of opening her. a cannabis business, the fillmore district native says her community has been negatively affected by the so-called war on drugs. the funding distributed by the city's office of cannabis is aiming to combat disparities, be able to start a cannabis business. just not that easy. and you have to have the right people in your corner in order to the sea and your business. the marijuana industry just finished celebrating 4.20, but the state's sellers and growers say they're facing a possible market collapse, taxes, fees and regulations have become a major burden. cannabis advocates are banking on relief in the governor's revised budget due next month. those concerns aside hicks is just happy potential business owners like her are getting a fair shot at breaking into the industry is generation health. it helped me help my family

>> welcome back. despite the recent rain, the ongoing drought has one bay area in agency considering new water restrictions just before summer kron four's dan kerman shows us how the east bay is preparing for the dry season and how we could impact your wallet. >> san pablo reservoir in the others both locally and in the sierra that store water for east bay months. 1.4 million customers early at 71% capacity with the driest january february and march on record east bay mud is now considering a variety of steps to reduce water use. so demand doesn't outpace supply. >> we really feel strongly that it's important for us to preserve those water supplies and supplement as far supplies so that we're ready in case 2023 is also dry. currently, there's voluntary water conservation of 10%. >> but if he's bay mud declares a stage 2 drought next week, reducing water use

could become mandatory. other actions could include a water surcharge for all customers, including 322,000 residential customers who could see their bills increase by 2 to 8%. that help us pay for the cost draws specifically the cost of pulling in those extra supplemental water supplies that we may need. also on the table and excessive use penalty or fine. >> for those who use more water than the 1646 gallons per household stage, 2 would allow it's around 5,000 customers would fall into that very high use category. and so is mine. it reached out to them to work with them to reduce their water east bay muds board will discuss next steps at its meeting next week. while some things could go into effect immediately. other things like a water surcharge wouldn't go into effect until at least may. >> that said pablo reservoir, dan kerman kron, 4 news at

this. another example of why we really could use some more rain in the bay area. we're going to get another check on our weather forecast with meteorologist dave spahr day. >> good morning, stephanie. good morning, everybody. off the kind of a nice sunny start to, if you will, just bit of haze off towards the distance and will make up for it and temperature wise tomorrow as we warm up a little flavor of spring and all sorts of ways going on here. but for this weekend looks to be dry. there is a system coming in here late sunday into monday. it looks to be from our perspective, fairly dry. it's not going to do much for us. just kind of prep. he's on its way through checking things on the satellite stormtracker here. we may be sp ayed by some high cloudiness. a little bit course have that morning fog. that's about all we're going to see from all of this and a little bump on those temperatures tomorrow. quick check into how we do right now. 41 santa rosa. 39 for napa. a lot of 40's off to the east bay and some 50's as well. 50 for hayward. 54, meanwhile, antioch, 45 san jose going forward with future cast for this is kind of the

wings of what i'm talking about here on balance today. not a lot of cloud cover coming here, but watch with daytime heating up up up up. the models are just seeing that saying the possibility for ice a little shower up in the mountains. it's almost like a common occurrence when you have a bit of the up sloping occurring and we see a lot of that during the summer months to when you get some more humid air and you get the daytime heating again, we go through sunday same program. remember here on the home front, temperatures will start to bounce a little better protect inland. okay. here it comes on monday morning. you can see that front started to drop south, but we do see on monday, probably another spike with temperatures somewhat and then monday night tuesday is what we're watching out for for the prop up passage of that front. maybe a shower thrown in there, but nothing major daytime heating will drive some winds off in the east bay, as you will notice subsiding overnight, rinse, repeat, do it again tomorrow afternoon. kind of the singsong pattern we get in the summer months and also in the spring 2 for today. we've got sunny and mild 70's bay area

wide tomorrow, sunny and warming inland. it looks like upper 70's and sun and clouds mix expected into next week. no monday will probably be the warmest day in the bunch. the system passes now monday night tuesday and all it's going to serve for us is just cooling us down a little bit. throwing some cloud cover our way. unfortunately, we won't get the nice hit of rain from that most likely mike, the stray shower. that's it. and it's a fairly dry week ahead. 65 san francisco, 69 oakland, 71 san jose work in progress because warming up a little bit more. so tomorrow, mid 70's in the far east bay. also in some of those valleys up in the north bay, too. 71. meanwhile for san jose and we'll check out that 4 zone forecast coming up for you. also that extended as we look for a little better warming on sunday and into monday. stephanie, thanks very much, dave. >> your money this morning, it looks like california is going to have even more money than originally thought. as our capitol bureau reporter ashley zavala explains this could mean more money coming back to your pocket.

>> state officials say so far, so good on cash collection in california this year, the cash or sees that we've been taking in since january have been positive in a recent cash report from the department of finance officials said there are about 17.3, 5 billion dollars over what the governor projected so far this fiscal year with tax processing underway. following this week's filing deadline, it's looking more and more likely california's budget surplus will be significantly larger than the 45.0. 7 billion the governor projected in january. a new report from the legislative analyst's office shows the state could see another 33 billion to 39 billion in unanticipated revenue from personal income corporation and sales taxes. but the department of finance says exactly how much the surplus could be is still being calculated. one of the things to remember is that roughly. >> this is a ballpark estimate, roughly half of whatever that is or it is is going to have to go off of the top, go to areas set aside and the constitution. we're

education spending and for a portion of that to be set aside, reporters as it should be. so we're still fine tuning our projections right now so that we won't. we know for a couple of weeks how far above those january projections we are with the extra money, the legislature and governor will have to deal with the appropriations limit which restricts the amount of tax revenue the state can spend. this also gives them the option to send rebates back to taxpayers. >> something the legislature and governor agree they should do in response to rising costs of living in california. but they're divided on exactly how a hearing has yet to be scheduled for assembly member. cutting petri, nor says push to send $400 to all state income tax payers. a separate legislative proposal to send money to taxpayers based on income is not yet in writing. republicans want a gas tax holiday. and governor gavin newsom has proposed sending up to $800 and debit cards to california car owners. state officials are adamant these really proposals were not put in place to satisfy the state appropriations limit. but to help californians, one of the things i want to make crystal

go blasting right through the 60's and even through the 70's by 2 o'clock. 71, another warm day expected for tomorrow and into monday. we're a little bit more on that longer range forecast for you coming up in a bit, stephanie. >> thank you very much, david. in the south bay city leaders are hoping that new traffic cameras will help lower the number of traffic related deaths in san jose kron four's justin campbell shows us how the technology works. >> at the intersection of moderate road curtner avenue, if you look closely little box size license plate cameras have been installed on the top of the intersection polls when people know that there is >> a camera there or license plate reader in the area. our hope is that we're actually going to deter all of this legal illegal activity. paralysis at council member and chair of the city's vision 0 task force. a task force made up of community members with a goal to reduce roadway fatalities. brownless says he hopes the cameras deter side

shows people running red lights and pedestrian traffic fatalities. the cameras will be our eyes and some of these intersections that were that are high priorities. and initially i don't allow us to be able to issue warnings to people that are >> running the red light. eventually he says it will allow the city to issue traffic citations. but for right now, the license plate readers will scan every plate passing through the intersection and plate is recognized as stolen. an amber alert or wanted it will see in real time data to law enforcement. they're very, very crucial instances. >> where these license plate readers might even save someone's life. >> raleigh says the pilot program will be rolling out at a few other intersections. he says the cameras are expensive, but if successful san jose might buy more in an effort to reduce traffic fatalities reporting in san jose, justin campbell kron. 4 news. yeah. hopefully those cameras will help make a difference. >> also in san jose, police

are reopening a hit and run investigation from 11 years ago after the person hit just died from their injuries. the victim was 15 years old when she was hit by a car near camden and baskin avenues. officers believe the car involved was an early 2, thousands model, gray or silver sedan. but they never found the car or identify the driver. the crash left the victim paralyzed. police say she died tuesday while in hospice care. an arrest has been made in a deadly hit and run in san leandro. 44 year-old jason mcdermott is now in police custody. the collision happened earlier this week at the intersection of fairway drive and monarch bay drive. the victim was a maintenance worker at monarch bay golf course. police say he was riding a lawnmower when he was hit by a pickup truck. police in san leandro marina say they were very sad to learn about this incident. >> working at the golf course that just sounds awful. that you can get hit by a car. it's

a hit and run. i know the people here take care of the place. take great pride in their work. so >> it's very unfortunate. it's sad. going to make me a little more cautious. >> the alameda county district attorney could charge mcdermott with multiple crimes, including vehicular manslaughter. the owner of an east bay laundromat is sharing surveillance video of the man wanted in connection with a burglary this month. police say he managed to steal thousands of dollars in cash. kron four's felecia gaal reports. >> an estimated $2500 in cash and coins was stolen from this bill changer machine at one stop laundromat in el serino about 2 and a half weeks ago. this after a man broke in and burglarize the business on san pablo avenue. you know, the police department and bin zhang, you business say the damage caused by the burglary. plus, the monetary loss exceeds $10,000 and help us

welcome back. san mateo county is suing the now defunct monsanto corporation, but the cost of removing toxic chemicals. the company allegedly left behind. monsanto is the creator of the weed killer. roundup. the lawsuit claims that monsanto knowingly contaminated the county with a compound found to cause cancer. the u.s. government banned the production of that chemical in 1978, the san mateo county da says it is monsanto's responsibility to pay up and prevent further pollution. not the taxpayers. for your money. this morning airlines may be offering refunds for people who don't want to fly. now that passengers are no longer required to wear face masks. the federal mask mandate was struck down by a federal judge just days ago. each airline is now handling the situation pretty differently. a spokesperson for delta airlines saying decisions about handling requests from those customers worried about flying with those not wearing

homelessness. the funding is currently set to expire next year. kron four's gayle ong spoke with local leaders on the possible consequences of losing that money. >> the mayors of oakland and berkeley and other local leaders gathered outside clifton hall friday, a college dorm in oakland transformed into affordable housing. the subject homelessness. local leaders are calling on the state to keep funds so they can offer more services and shelter. if this funding does not continue after july first 2023, we are likely to see more than 1000 people sent back onto the streets of oakland. and that is just in oakland, the homelessness housing assistance program are happy is the state's flexible homeless funding. oakland mayor libby schaaf and other leaders are urging governor gavin newsom to set aside 3 billion dollars of the state's budget for flexible homeless funding over the next 3 years to create different types of innovations and homeless services that have

been so much more successful. >> at getting people off of the streets into shelter and services and into permanent housing, state, federal, local government, the private sector, we all have to work together to address this crisis. berkeley mayor jesse, again supporting their shop says if the money goes away, it would be a significant setback in addressing homelessness is huge challenge for berkeley and for cities % throughout the bay area to be able to to continue these programs, whether it's shelter, whether it's street outreach, whether it is flexible housing dollars, all these things are really critical. the money supports programs like safe rv parking spots and hundreds of beds for the unhoused people like jen oakley benefited from have funds. she says she lived in tents in arby's in west oakland for 10 years. >> there are many more people out there that are just like me. and that just need a little help to find their way back to normal >> and i really, really believe the this funding is going help a lot of people,

shops, as if the funding does not continue next summer, oakland would lose at least 700 shelter beds. gayle ong kron. 4 news. >> happening today, it is prom night for students at hillsdale high school, but because of the pandemic, the kids will have to wear masks indoors. the school is also requiring a covid test before the event. the decision comes after 90 students at san mateo high school tested positive for covid at their prom. that happened earlier this month. students at that dance were not required wear masks. kids at hillsdale high have had access to free covid testing since thursday. more free testing will be available at the school today. another big story we're following. oakland police have made an arrest in the death of 15 year-old kamila brown. the incident happened april 9th near the eastmont town center. police say there was a large crowd nearby when the 15 year-old was shot. investigators have not released any information

on the suspect. there have been more than 30 homicides in oakland so far this year. today, cities all across the bay area are holding events to celebrate earth day. many of the activities will involve cleaning up neighborhoods. people are gathering in redwood city this morning to make this year's earth day a success kron four's camila barco is live there with a look at the local effort to protect our planet. camila. good morning, stephanie. so yes, we're here at the public works building in redwood city. and behind me. >> we'll see that the banner is up to mark the city's annual spring cleanup event in honor of their birthday. now in about half an hour or so, people are going to be coming here to the public works building to get their supplies and then head out to collect some trash. the event starts at 8.30. people are going to be able check in get their supplies and then they'll be spread out across redwood city. they'll be going to places like. hoover school,

little river park and who excuse me, redwood creek. once they're done collecting the trash that they find out there. they'll come back here around noon. the grab some lunch, too. it's a grab. some lunch for all the effort have done now, stephanie, today's event here in redwood city is for residents in redwood. it's only for residents, but if you are interested in other day events, take a look at your screen. san francisco is hosting an earth day festival that starts at 11:00am at valencia street. walnut creek will host its own earth day celebration. that also starts at 11:00am at 12. 75 broadway plaza. there's a fremont earth day fair at 3500 capitol avenue and throughout the day, oakland will also have a cleanup event at several locations. now, stephanie, i just did. i just spoke with one of the staff members here at the public works building. he tells me that because of the pandemic, they had to cancel this event back in 2020

considering a variety of steps to reduce water use. so demand doesn't outpace supply. >> we really feel strongly that it's important for us to preserve those water supplies and supplement as far supplies so that we're ready in case 2023 is also dry. currently, there's voluntary water conservation of 10%. >> but if he's bay mud declares a stage 2 drought next week, reducing water use could become mandatory. other actions could include a water surcharge for all customers, including 322,000 residential customers who could see their bills increase by 2 to 8%. that help us pay for the cost draws specifically the cost of pulling in those extra supplemental water supplies that we may need. also on the table and excessive use penalty or fine. >> for those who use more water than the 1646 gallons per household stage, 2 would

allow it's around 5,000 customers would fall into that very high use category. and so is mine. it reach out to them to work with them to reduce their water use? east bay muds board will discuss next steps at its meeting next week. while some things could go into effect immediately. other things like a water surcharge would go into effect until at least may. >> that said pablo reservoir, dan kerman kron, 4 news. yeah. just another example of why we could really use some more rain in the bay area. but what are the chances of that day? >> well, upstream looks like we'll get some, stephanie, but not this week ahead. you know, this week we're going to play a dry and then into next weekend, some more rain coming our way. mountain snows to to keep the bank account going a little bit. here's a live shot coming in the half. moon bay. nice, beautiful son working its magic hair, blue skies everywhere. we look in upstream going to see is maybe some high cloudiness today. that's today tomorrow. basically we're look for temperatures to be a little bit more aggressive, pushing that number. a little higher,

maybe popping near about 80 or so by monday before we correct to a cooler week. ahead again, stormtracker 4, this a frontal boundary we expect by monday probably won't deliver much the way of rain, maybe some wet roads along the coast check for you. a lot of lower 50's and the board here. 46 for santa rosa. 46 also for napa. 50 meanwhile for san jose with future cast for the thing to watch is a little bit in the mountains. you can see this is i kind approximation that maybe there might be a little stray shower happening up there. but that's a pattern. we, tennessee a lot of times in the summer months. you get more moisture in the atmosphere. you get the upslope in your the hills and you sometimes get that occurrence. the afternoon evening, shower activity, a drill. we get all right. and into tomorrow, same kind of program, mostly some high clouds again, with daytime heating, maybe an isolated little shower going on there in some of the higher peaks. okay. for monday, we start to see some clouds start to encroach will probably still be able to manage some of

forward to it. thank you, dave. >> for your money this morning, it looks like california is going to have even more money than originally thought. as our capitol bureau reporter ashley zavala explains. this could bring more money coming. a rather could mean more money coming back to your pocket. >> state officials say so far, so good on cash collection in california this year, the cash or sees that we'ie been taking in since january have been positive in a recent cash report from the department of finance officials said there are about 17.3, 5 billion dollars over what the governor projected so far this fiscal year with tax processing underway. following this week's filing deadline, it's looking more and more likely california's budget surplus will be significantly larger than the 45.0. 7 billion the governor projected in january. a new report from the legislative analyst's office shows the state could see another 33 billion to 39 billion in unanticipated revenue from personal income corporation and sales taxes. but the department of finance

says exactly how much the surplus could be is still being calculated. one of the things to remember is that roughly. >> this is a ballpark estimate, roughly half of whatever that is or it is is going to have to go off of the top, go to areas set aside and the constitution. we're education spending and for a portion of that to be set aside, reporters as it should be. so we're still fine-tuning our projections right now so that we won't. we know for a couple of weeks how far above those jeannie rhee projections, we are with the extra money, the legislature and governor will have to deal with the appropriations limit which restricts the amount of tax revenue the state can spend. this also gives them the option to send rebates back to taxpayers. >> something the legislature and governor agree they should do in response to rising costs of living in california. but they're divided on exactly how a hearing has yet to be scheduled for assembly member. cutting petri, nor says push to send $400 to all state income tax payers. a separate legislative proposal to send money to taxpayers based on

income is not yet in writing. republicans want a gas tax holiday. and governor gavin newsom has proposed sending up to $800 and debit cards to california car owners. state officials are adamant these really proposals were not put in place to satisfy the state appropriations limit. but to help californians, one of the things i want to make crystal clear, though. >> is it looking at this? the governors i thought was in the first. how do we deal with again his first thought was people are getting pounded the pump. we have resources to be able to provide some immediate relief. how's the best way to go about doing that? another part of the governor's relief plan involves halting increases to some fuel taxes. >> in order for that to go into effect, lawmakers would need to approve that part of the plan by the end of next week. >> in sacramento, ashley zavala kron. 4 news. >> still ahead on the kron, 4 morning news covid deaths are still high, but bay area doctors say they are hopeful those numbers will start to go down.

children killed were 14 and older. plus, keep in mind the legal age to purchase guns is 18. researchers said the cdc's data doesn't fully capture the scale of gun violence among kids in the u.s. since it doesn't count non-fatal shootings. meanwhile, the cdc says covid was the 3rd leading cause of death in the united states in 2021. the virus trailed only heart disease and cancer for the second year in a row. kron four's amanda hari spoke with infectious disease specialist about how this could change in the future. >> i >> that this is an incredibly tragic statistic in the united states because remember, this is in the context of having vaccines for the second year in a row. covid has killed more americans than anything. >> except heart disease and cancer. ucsf, infectious disease specialist doctor peter chin-hong. >> says it shows has significantly covid-19 is

impacting our population, but it really shows what impact a covid has had on lifespans by. >> such a heavy toll on deaths, infectious disease specialist doctor monica gandhi says >> it's even more heartbreaking knowing some of those hundreds of thousands of deaths could have been prevented. there was an estimate today that about 230 to 250,000 deaths were absolutely avoidable. if people have gotten vaccinated. so we've become very non by numbers. we look at 2000. that's a day and >> you know, it's in the back of mind because they're not like humans that we see that both doctors are hopeful that covid won't maintain the number 3 spot on this list. long term we have had advance is just in the last 6 months. they're going prove the mortality rate of covid-19. that includes things like improved immunity. >> better patient treatment and oral antiviral like paxlovid that can prevent the virus from becoming severe.

with a galaxy trade-in. morning. welcome back to the kron. 4 morning news. let's start this half hour with a look at our forecast with dave spahr who is in the weather center. dave, who's pretty cold getting up this morning you? a little chilly. but we've recovered nicely from that. as temperatures are mostly into the 40's across the region. and a nice warm-up expected both today and also into tomorrow. >> here's a live shot from half moon bay. lots of blue skies going on there and just a little bit the way some high cloudiness will get for today, not to do anything for temperatures, though. in fact, we're warming up the next couple of days, probably reach a peak around monday they're variable a little bit for now. they'll be on shore later on for today. temperature check for you. lower 50's going on over most of the region with some upper 40's up there in the north. but those a quick recovery, though, because we did have some 30's going on. excuse me just an hour or so ago. so it's a nice, quick recovery for today. up to about 65 or so by high noon, 3

o'clock. we're sailing about 73. and we expect more of that. not just tomorrow, but also into monday the week ahead will be kind of a mixed bag of sun and clouds a little bit cooler on those temperatures and maybe way upstream looking at some rain. stephanie. >> thanks for the update. day in the south bay city leaders are hoping that new traffic cameras will help lower the number of traffic related deaths in san jose kron four's justin campbell shows us how that technology works. >> at the intersection of monterey road curtner avenue, if you look closely little box size license plate cameras have been installed on the top of the intersection polls when people know that there is >> a camera there or license plate reader in the area. our hope is that we're actually going to deter all of this legal illegal activity. paralysis and council member and chair of the city's vision 0 task force. a task force made up of community members with a goal to reduce roadway fatalities. brownless says he hopes the cameras deter side

shows people running red lights and pedestrian traffic fatalities. the cameras will be our eyes and some of these intersections that were that are high priorities. and initially i don't allow us to be able to issue warnings to people that are >> running the red light. eventually he says it will allow the city to issue traffic citations. but for right now, the license plate readers will scan every plate passing through the intersection and plate is recognized as stolen. an amber alert or wanted it will see in real time data to law enforcement. they're very, very crucial instances. >> where these license plate readers might even save someone's life. >> raleigh says the pilot program will be rolling out at a few other intersections. he says the cameras are expensive, but if successful san jose might buy more in an effort to reduce traffic fatalities reporting in san jose, justin campbell kron. 4 news. >> also in san jose, police are reopening a hit and run

investigation from 11 years ago after the person hit just died from their injuries. the victim was 15 years old when she was hit by a car near camden and baskin avenues. police are other officers believe the car involved was in early 2, thousands model, gray or silver sedan, but they never found the car or identified the driver. the crash left the victim paralyzed. police say she died tuesday while in hospice care. an arrest has been made in a deadly hit and run in san leandro. 44 year-old jason mcdermott is now in police custody. the collision happened earlier this week at the intersection of fairway drive and monarch bay drive. the victim was a maintenance worker at monarch bay golf course. police say he was riding a lawnmower when he was hit by a pickup truck. people in the san leandro marina say they were said to learn about the incident. >> working at the golf course that just sounds awful. that you can get hit by a car. it's

a hit and run. i know the people take care of the place. take great pride in their work. so >> it's very unfortunate. it's sad. going to make me a little more cautious. >> the alameda county da charged mcdermott with multiple crimes, including vehicular manslaughter. the owner of an east bay laundromat is sharing surveillance video of the man wanted in connection with a burglary this month. police say he managed to steal thousands of dollars in cash. kron four's felecia go reports. >> an estimated $2500 in cash and coins was stolen from this bill changer machine at one stop laundromat in el serino about 2 and a half weeks ago. this after a man broke in and burglarize the business on san pablo avenue. you know, the police department and bin zhang, you business say the damage caused by the burglary. plus, the monetary loss exceeds $10,000 and help us

>> for the cost of removing toxic chemicals, the company allegedly left behind monsanto was the creator of the week. killer roundup. the lawsuit claims that monsanto knowingly contaminated the county with a compound found to cause cancer. the u.s. government banned the production of the chemical in 1978, the san mateo county da says it is monsanto's responsibility to pay up and prevent further pollution, not the taxpayers. for your money. this morning airlines may be offering refunds for people who don't want to fly. now that passengers are not required to wear face masks. the federal mask mandate was struck down by a federal judge just days ago. each airline is handling this differently. a spokesperson for delta airlines saying that decisions about handling requests from customers worried about flying with those who are not wearing a mask are going to be made on a case by case basis meanwhile, american airlines says they have not had to deal

kron. 4 morning news. good morning, everybody. and a beautiful saturday. looks like a packed weekend coming our way live shot coming in from sfo. no delays happening there either to some high cloudiness that will get for today. there's a nice beach shot for you of half moon bay. >> looking pretty good today to maybe the flare up of a little bit the way some cloudiness up in the sierra, an isolated little shower, which is kind of typical in the spring and summer months a little bit with daytime heating, most readings right now in the upper 40's lower 50's at that pretty much where we're settling at this hour upstream, not much is going to happen again. just some high cloudiness, just a touch. ultimately this front will drop in south. it will correct. our temperatures. the rain event will be really out to sea and will impact us directly. it looks like on that front. let's get to what it looks like on the map. kind of a mild pattern for us this weekend. if not a bit on the warm side again, ultimately that front dropping south

getting into early in the week. futurecast for here. it is. boom has a temperature, correct or does open up the pacific and that will be the case all week long. so temperatures a bit subdued and we have a west to east pattern. not much really exciting. happens until the end of next weekend. you have it on sunday morning. but wait, there's another hit coming our way into early the following week. now we're starting march into may at this point and looks pretty good in the long range forecast models, although this can change. but that's a that's definitely sign of some things to come getting us all the way in the may. now 4 zone forecast for this saturday with 65 san francisco. coastal numbers still kind of the lower 60's, some upper 50's that that's bit of a chill partick in the afternoon. you start to get that onshore wind because of inland heating mid 60's for the peninsula down south, got some lower 70's here, palo alto, redwood city as well. the south bay in the lower 70's to milpitas about 68 72 santa clara, upper 60's along the east bay shoreline. tri valley will be about lower

70's today. 74 walnut creek and concord, about 74 gun building on that for sunday into monday. 66 berkeley, slightly cooler along the bay shoreline. 67 hogan, that's up on shore. wind will be working here later today. 76 fairfield, 73 for napa and somebody for santa rosa still quite warm tomorrow. topping that off monday, here comes the front down again. it's a correction 60's and 70's. clouds and sun mixture. although we don't get much more from that, more of the action is by the end of next weekend into the following week. all right. well, we'll look. >> well, enjoy the sunshine while it lasts. and now to some sad news this morning, there will be no gilroy garlic festival this year or ever again. the world famous event has been postponed indefinitely. kron four's theresa has details on what led to this tough decision. >> you know, we've worked hard to. find a way to have at and we just hit it hit a wall.

basically. that is tom klein, one of the board of directors for the gilroy garlic festival delivering the disappointing news. the festival is a no go this year and quite possibly gone for good, at least. >> the way it once was you look at the festival. >> especially the last 10 years we were not. and of those 10 years, we didn't make money. we lost money. i'm making in 2018 lost a record $1000. so you have that and then rolling in the covid. you then have no income besides losing money from covid. there was also increased security demands on the festival following the mass shooting in 2019 where 3 people died. >> and 17 were injured. plus, klein says that the city was asking for additional insurance on top of the mandatory 1 million dollar general liability coverage for an event i have it for us >> covid again, all the other things that we've had to deal it, it just works against and

much for joining us on the kron. 4 morning news. i'm stephanie lynn. >> it is saturday, april 23rd and we have a lot to get to this morning. let's start by getting a look at the weather with dave sphar. good morning, dave. good morning, stephanie. good morning, everybody. and a wonderful spring-like weekend. we have you know, we did the rain part of the forecast. you know, the april showers. we did that last week. >> now time for some sunshine both this weekend and even into next week as well. you know, help you know the plants need that starts to make. so the the sunshine so to look at the positive side of things is half moon bay for you. there blue skies. we can see. nice start to the day here. not much the way of fog either. and on balance today. all we're going to see is maybe some high cloudiness store in the day-to-day kind of streaming from the south. now that front way up north can't quite make it out here. but the front up to the north will be a player for forecast in monday. now, monday night into tuesday, there's a very outside chance that may bring us little passing shower. but the bigger deal is it's a temperature corrector temperature check for us. we're in the 50's and cut deep breath of the 2. we have some upper 50's and there some

lower 50's. 48 for she's be 51 for half moon bay. 56. meanwhile, 4 san jose now for the temperature contrast, we're pretty close to where we were yesterday. in fact, if not a little warmer mountain view, half moon bay, for example, even up to santa rosa, 3 degrees ahead. for now, it looks like there's a little bit of a trend on shore for those winds will see that kind of pick up a little bit more aggressively compliments of inland heating. that's something we tend to see a lot of the spring and sometimes the summer months, if we don't have like a high, that's right. overhead. shutting everything down. 68 for 1 o'clock by 4. we're talking. 73. these numbers will become more impressive, though, tomorrow and into monday as we push near 80 for some of those inland valleys coming up in a bit, of course, we'll take a look at what the rest your weekend forecast looks like it will be taking a peek into what it looks like for next week to stephanie looking forward to it. thank you, dave. >> east bay leaders are asking governor newsome tepper help fighting the homeless crisis. they are urging him to keep the state's so-called flexible homeless funding. that's money

dedicated to fighting homelessness. the funding is currently set to expire next year. kron four's gayle ong spoke with local leaders on the possible consequences of losing that money. >> the mayors of oakland and berkeley and other local leaders gathered outside clifton hall friday, a college dorm in oakland transformed into affordable housing. the subject homelessness. local leaders are calling on the state to keep funds so they can offer more services and shelter. if this funding does not continue after july first 2023, we are likely to see more than 1000 people sent back onto the streets of oakland. and that is just in oakland, the homelessness housing assistance program are happy is the state's flexible homeless funding. oakland mayor libby schaaf and other leaders are urging governor gavin newsom to set aside 3 billion dollars of the state's budget for flexible homeless funding over the next 3 years to create different types of innovations and

homeless services that have been so much more successful. >> at getting people off of the streets into shelter and services and into permanent housing state, federal, local government, the private sector, we all have to work together to address this crisis. berkeley mayor jesse, again supporting their shop says if the money goes away, it would be a significant setback in addressing homelessness is huge challenge for berkeley and for cities throughout the bay area to be able to to continue these programs, whether it's shelter, whether it's street outreach, whether it is flexible housing dollars, all these things are really critical. the money supports programs like safe rv parking spots and hundreds of beds for the unhoused people like jen oakley benefited from have funds. she says she lived in tents in arby's in west oakland for 10 years. >> there are many more people out there that are just like me. and that just need a little help to find their way back to normal >> and i really, really

believe the this funding is going help a lot of people. mayor schaff says if the funding does not continue next summer. >> oakland would lose at least 700 shelter beds. gayle ong kron. 4 news. >> happening today, it is probably night for students at hillsdale high school, but because of the pandemic, the kids will have to wear masks indoors. the school is also requiring a covid test before the event. the decision comes after 90 students at san mateo high school tested positive for covid at their prom. that happened earlier this month. students at that dance were not required to wear masks. kids at hillsdale high have had access to free covid testing since thursday. more free testing will be available at the school today. another big story we're following. oakland police have made an arrest in the death of 15 year-old come island brown. the incident happened april 9th near the eastmont town center. police say there was a large crowd nearby when the 15 investigators have not

released any information on the suspect. there have been more than 30 homicides in oakland so far this year. today, cities all across the bay area are holding events to celebrate earth day. many of these activities will involve cleaning up neighborhoods. people are gathering in redwood city this morning to make this year's earth day a success kron 4 camila barco is live there with a look at the local effort to protect our planet. camila. good morning, stephanie. so yeah, redwood city has kicked off its annual spring cleanup event in honor of earth day. just behind me. is that checked in table to still few people signing up for this mornings. >> of then and there's i've seen about it. a few dozen people come out. here's a look at the turn out. volunteers are meeting here at the public works building in redwood city will where they will get some back for us, some supplies and then they'll head out across redwood city and start cleaning up any trash or

debris that they can find out. they're going to be a sign to several places. some of those include little river park, redwood creek and hoover school. and stephanie, what's interesting about this event is that it started almost 30 years ago. organizers began this event because back then there was so much graffiti and shopping cart shopping carts were left everywhere and anywhere. they didn't want people driving through that. so they created this cleanup event and they've come a long way just last year they collected 3100 gallons of trash and they have found some unusual things. here's what one organizer had to say. >> i can tell you that was so cute. those young boy and he came up to me and he had a pair for holstein in his hand and he goes like this i do i get to pry it was so adorable. and so we've had a bowling ball. it looked like it was brand-new. somebody got mad about the game and threw it overboard. i guess so. %e've had bowling and we've had

wallets and we've been able return things sometimes. >> now, if you're not able to come out to redwood city today, there are other events across the bay area. there's an earth day festival in san francisco that starts at 11 at valencia street. walnut creek will also host an event at 11:00am set 12 75 broadway plaza. there's a fremont earth day fair at 3500 capitol avenue. and throughout the day, oakland will also have a cleanup event several locations. but stephanie, the event here at redwood city, it's for redwood rlsidents only and they're actually about to head out 2. there are several locations and we'll just have to see how much trash they can find back to you. yeah. imagine more than 3100 gallons, which was last year's amount. pretty incredible initiative. there. >> thank you so much, camilla for that live report. and coming up on the kron 4 morning news as we get ready for a hot and dry summer. one

includes neighborhoods like chinatown and the tenderloin. so, you know, both of these areas have very unique demographics and unique issues. so, you know, focusing on the tenderloin how do you plan to specifically address issues like homelessness and the fentanyl overdose problem? these are issues that go much further be on one neighborhood. it's one of the big reasons why i ran. >> for the state assembly, we need state leadership, state resources, every city and county doing their part on this. you can't expect to solve homelessness or fentanyl epidemic in one neighborhood as hard as we're trying. so we need to have consequences for affective consequences for people were selling fentanyl. we need to stop the flow of these drugs into our state and into our communities. you make sure that there's treatment on demand so that when people need help, they can get into it. and we're not stuck in these bottlenecks. and we need to make sure that it's not just san francisco doing this. you know, as long as people are coming here to sell drugs and uie drugs, san francisco is going to be overwhelmed. i need to go up to the state and

say you need a plan here and we need every city and county to also do their part. >> and we also i mentioned earlier about the district chinatown being part of the district as well. you know, during the pandemic, so many businesses in the chinatown area were affected. detrimentally people at feeling apprehensive because of the incorrect sentiment that, you know, asian people are the cause of this. the spread of this covid-19 virus and also the rise in anti-asian violence directed towards folks living in chinatown across the state. any reassurance that you'd like to provide to voters and people living in chinatown at this time, just specific steps that you're planning to take to help give them a sense of reassurance. >> chinatown is the oldest and largest chinatown the country. it's in many ways the cultural and economic heart of our city. so many people come to san francisco because of chinatown. you know, the chinese community is up in a part of san francisco for so long and i'm going to be a

champion for chinatown in the state legislature. that means bringing back resources so that we can open up chinatown and bring our visitors back. invest in small businesses. invest in the art investing really bringing people back to chinatown. but it also has to mean safety. we need police walking the beat. we need for patrols. we need consequences for people who commit hate crimes. a lot of those are state laws and resources and i'm going to make sure that that i champion not only chinatown opening up and thriving, but also the safety of every a chinese resident, our city and state. >> we reported earlier the state's budget surplus right this year. it's reportedly going to be pretty sizable. we're talking more than 23 billion dollars more than previously projected. so what issues can people in san francisco expected to be fighting for in sacramento. >> we need real solutions on homelessness and housing and mental health. these are the big issues that we're facing every day. we're seeing our

streets. people are seeing it when they take out the checkbook to pay rent. we have to build more housing, build more affordable housing, get people off the streets, expand services like mental health and also make sure the systems work better. we can't have people who are just abandoned on our streets. we have to get them inside. but also people generally and in san francisco around the state, even though the state is doing well with our surpassed a lot of people still are not doing well themselves. they have debt. they're struggling. they lost a small businesses. so i'm also going to be looking at economic opportunity to lift everyone up. workers put money back in people's pockets. >> mayor london bridge is expected to select a replacement on the board of supervisors of any suggestions or ideas on who would be a good candidate for the job? >> well, i many years ago, san francisco made history with harvey milk. the first openly lgbt elected official. i hope we can make history again. the chair of our democratic party is a first name honey mahogany. she would be the first trans elected in san

francisco and and for supervisor. and i was also just incredibly brilliant. and so i hope that the mayor appoints but ultimately there will be election in november and the voters of district 6 will begin to choose. and i'm veryoproud that i will be able to continue to represent district 6 but in sacramento and they bring back results from for them there. any closing thoughts here for what? what? what else that we get that that you really want voters are and people in san francisco to know about you and just steps moving forward. >> this is a tough time for our city and our state and we need to have elected officials who are actually grounded in reality who are trying to solve problems with solutions, not governing based on ideology or even in some cases, as we've seen in san francisco, elected officials who are actually dismissive their own constituents and devaluing people and dividing people. i won i think a large victory because i want to bring people together. i want to solve problems. i want to acknowledge that this is a

san jose might buy more in an effort to reduce traffic fatalities reporting in san jose, justin campbell kron. 4 news. >> also in san jose, police are reopening a hit and run investigation from 11 years ago after the person hit just died from their injuries. the victim was 15 years old when she was hit by a car near camden and bascom avenues. officers believe the car involved was an early 2, thousands model, gray or silver sedan. but they never found the car or identify the driver. the crash left the victim paralyzed and police say she died tuesday while in hospice care. an arrest has been made in a deadly hit and run in san leandro. 44 year-old jason mcdermott is now in police custody. the collision happened earlier this week at the intersection of fairway drive and monarch bay drive the victim was a maintenance worker at monarch bay golf course. police say he was riding a lawnmower when he was hit by a pickup truck.

process of opening her. a cannabis business, the fillmore district native says her community has been negatively affected by the so-called war on drugs. the funding distributed by the city's office of cannabis is aiming to combat disparities, be able to start a cannabis business. just not that easy. and you have to have the right people in your corner in order to the seed your business, the marijuana industry just finished celebrating 4.20, but the state's sellers and growers say they're facing a possible market collapse, taxes, fees and regulations have become a major burden. cannabis advocates are banking on relief in the governor's revised budget due next month. those concerns aside hicks is just happy potential business owners like her. >> are getting a fair shot at breaking into the industry is generation health. >> it helped me help my family more people that's in the industry to help other people

s in given back to the community reporting in san francisco, dan thorn kron, 4 news. >> for the first time in u.s. history. guns with a leading cause of death among children in 2020 new research looked at cdc data and found more than 4300 children died of gun-related injuries. that year, homicides made up the majority of deaths among children and teens overall gun killings went up by 40 right rather. 33 1% from 2019 to 2020, most of the children killed were 14 and older. keep in mind the legal age to purchase guns is 18. researchers said the cdc's data does not fully capture the scale of gun violence among kids in the u.s. because it doesn't count non-fatal shootings. meanwhile, the cdc says covid was the 3rd leading cause of death in the united states last year. the virus trailed only heart disease and cancer for the second year in a row. kron four's amanda
