completely disappear. keeps reappearing in by this evening with that front kind of get shoved than or areas we get some low level moisture down the peninsula. as you can see the patriots pretty far inland as you will notice up to the santa cruz mountains outside of that, most folks will really be to impacted by kind of the front. you can make out a little bit with it all to say verbally and isolate little sprinkles possible up in the north bay is this kind of drops to the south? but most folks are going to notice some scattered clouds and the winds for today. we've got 50's going on, as you can see across a pretty much the midday inland up in the north bay. we have those 40's, 51 san jose in a chilly 49 off to livermore. contrast this to a 24 hours ago. a little bit ahead of the ball game. almost 10 degrees in cases like oakland up to napa, 6 for concord ahead, though, the winds currently now on shore. they will be all day today. with that front. we'll get some more of that in the forecast. 67 by 11 by 2 72 working for more warming, not just tomorrow, but by tuesday. look at that spring-like forecast that, stephanie. all

right. thanks very much, dave. breaking news from overnight. 2 people are dead after a car went into the ocean at pescadero state beach in san mateo county. >> these are photos from the scene taken by cal fire. the coast guard is looking for a 3rd victim. no other details have been released at this time. a disturbing trend to tell you about this morning. and oakland pharmacy is burglarized for the second time this week. the thieves ramming a truck through the front of the store. kron four's. dan thorn brings us this reaction from the president of the oakland chinatown chamber of commerce. >> a mob of burglars using a uhaul pickup truck to ram through the metal barriers of a pharmacy in oakland's chinatown. thousands of dollars in damage racked up in just seconds and being able many pharmacies in the area being talk. chinatown, chamber of commerce. president carl around 3 o'clock thursday ned morning. it was the second

time the business owner had been hit by burglars in the past week. a crowbar was used to break into his other pharmacy pacific renaissance plaza early tuesday morning. but this time the crime was much more destructive. extremely sad to see that, you know, within target and not only seeing so they are on the street, but it's also talking a small businesses. the burglars at both drugstores still mostly cough syrup and other over the counter medications. chance as these particular pharmacies cater primarily to chinatown's seniors. chan suggests police keep an eye on these types of businesses, especially late at night and tie a suitable. clint, you know, many small businesses pay already suffering, but we have seen this type of is hurting. you know, all this. >> reporting in oakland, dan thorn kron. 4 news >> it's not only oakland that seeing small businesses being targeted by thieves in san

francisco, another jewelry store was burglarized. the thieves. they're getting away with $100,000 worth of merchandise. this happened at the margaret elizabeth jewelry store in the marina district. a store employee asked us not to reveal her identity, but says this was not the first time something like this has happened >> no, this is the second time in 8 months, 3, western because, you know, we're just a small business. you know, we're not like a big department store. so, i mean, you know, we have our struggles just to try to get by because we're small. and, you know, traffic is slow. >> police don't think there's a connection between this and a similar break-in from last august. we are working to get a suspect description. state prosecutors have taken down an organized retail theft ring. investigators say the group burglarize stores across 9 counties in northern california. the ring is believed to have stolen over 1 million dollars worth of merchandise. a new online portal has been launched to help fight organized retail theft. the public is invited

to submit tips there. california attorney general rob bonta says this is just the beginning of statewide efforts to crack down on these types of crimes. today's announcements should serve as yet. >> another warning to those who engage in this criminal activity and commit brazen crimes, you will be held accountable. you will face consequences. >> here's a look at the website. you can submit photos, video evidence and a summary of the crime. you're reporting. this week is national crime victims rights week and today in the east bay, a local organization is working to raise awareness. the group which consists of victims of crimes in oakland and their families will hold an event at the children's memorial statue at lake merritt during the news conference on friday, the organizers joined with police and community leaders to make a call for change. >> it seems as if we're just forgotten about when our cases

final snow survey of the 2022 season is out. >> and it's not pretty as kron four's. justine waltman explains the department of water resources says the snow pack is in graham condition. >> recent rain and snow was not enough to move california out of severe drought conditions. according to the california department of water resources, there was no snow to measure today at phillips station, you remember back in january when you're here for first new survey of season, we're standing on over 6 and a half feet of snow. >> within the driest january through march period in recorded california history means all that snow is long gone. this map illustrates how well the snow pack is doing to date blue is the average across various locations this year is in purple. the average snow water equivalent is at 19 and a half inches with the

>> welcome back. time now for another check of the weather with meteorologist dave spahr. how's it looking out there day? >> any good morning, everybody. we are talking about the forecast today that pretty acceptable to looking pretty good. and we have a little check in with that morning fog to very low levels. you can see here and it doesn't really know what you're with us to do. it looks like it's flooding into the

bay just a little bit here now for most of us, that's going to mix out real quickly, except it's going to re pesky and the coast and per ticket to the from say monterrey up to san francisco. that zone there and probably splashing up against the santa cruz mountains as we get to tonight as well. here it is basically the front that's going to do it for us and for us, it's going to be winds, maybe a few cosmetic clouds. that's about it. not that of the temperatures now, but it will be quite breezy and it will be breezy tomorrow afternoon, too. with temperatures a little warmer now, it may potentially may bring a little passing shower very, very plea for some of the higher elevations up in the north. they were standing at 47 santa rosa, napa already. 61 going on for antioch 50's to the east bay. 49 livermore. 52 san jose. let's hand it over to future cast for you. see what i'm talking about. some scattered clouds to toss about here. some showers very distantly elsewhere. very cosmetic. again and sunday looks to be mostly sunny as well. we do have a new system getting here by monday. that is going to be a little bit of a player until we get to tuesday basically delays our

temperature ascension, which will peak probably on tuesday. there's a look at what it looks like monday morning. let's get those winds because that's what you notice the most. and they pick up in the 20's and maybe a couple selective spots into the 30's. this is for this afternoon. now. tomorrow afternoon, we do the thing again, not quite as intense, though, but it's still kind of with us to was all the traffic is to the north. what's going on is these hits of what could be rain are now shifting north kind of telling us the seasons changing as we walk into may. here's the low down for you. breezy today, mostly sunny 60's and 70's coastal clouds and all that tomorrow warmer inland, a few, 80 degrees possible that little system kind of interrupt things for monday. for tuesday, that's going to be warmest day. might have a race to about 90 or so selective spots. that is then we reconfigure our temperatures until maybe a little shower on thursday. very for cosmetic. it looks like, though, not much the only hope is maybe couple snow mountain snows potentially, but that will be very modest

as well. 64 san francisco, 69 for oakland, 73, san jose noting again, the breezy conditions across the wider bay. we see the upper 70's today near about 80 will probably be better on that tomorrow, though, with a slight warm up again, an interruption from the system on monday and then a warm-up on tuesday. that long-range forecast we'll have for you in a bit along with the foursome, stephanie. all right. looking forward to it. thank you, dave. >> russian forces are gaining momentum in eastern ukraine. there is an operation underway to evacuate trapped civilians and soldiers from a steel plant in the city of mariupol. president biden now asking congress for 33 billion dollars new aid package for ukraine. 20 billion would pay for weapons, including drones in artillery. the rest would be spent on economic and humanitarian aid. the president saying the latest funding will help ukraine hold off the russian invasion for the next 5 months. >> we need to consider long-term. we need to consider the fact that this war could go on for months. nobody knows

for sure. but we're talking about a war now in an area of ukraine that both sides know well. the president says funding will also include 500 million dollars in aid for domestic food production to help ops offset shortages in ukraine. >> a local bay area doctor is back from overseas after delivering medical supplies to hospitals in need in ukraine. he spoke with kron four's theresa stasi. you about the devastation he saw and how he wants to go back and do more. >> we were able to take our car across the border so we had to go dumping warehouse, a location. >> san francisco doctor eduardo dolan on his journey to ukraine as he and a colleague delivered 500 pounds of medical supplies to the front lines. this mandate across the border. dolan says that they got straight to work meeting with a ukrainian doctor at a military hospital in so that we need to to vote

russian. >> the doctor says he will go back in a few months adding it is the least he can do in this horrible war. but i'll tell you this. i scares as scary as it was. i didn't want to leave. >> had i not had a practice here in december to start, i would have stayed. that's theresa kron, 4 news and we thank him and all other community organizers working to help people overseas. >> senate republicans are increasing pressure on the fda over its decision to allow americans to get abortion pills in the mail. during the height of the pandemic, the agency temporarily allowed the option for public health reasons. the fda then made the change permanent in december. kron washington correspondent jessi 10 or her heard from some lawmakers who are calling it a dangerous decision. >> the total number of abortions in the u.s. is declining. but medication abortions are on the rise in part due to a recent fda

decision effectively permitting mail order abortion in this country. the agency now allows patients to receive abortion pills by mail after a telehealth visit with a certified provider. senator cindy hyde-smith is demanding a full review of the data that led to the fda's decision. there's plenty of evidence showing this chemical abortion pill. they're dangerous to women. an fda approved study tracked about 1000 abortions completed through this process from 2016 to 2020. it found 95% did not require a follow-up procedure, but 70 lead to a trip to the er with 10 instances of serious complications. fda commissioner doctor robert califf told lawmakers thursday the drug remains safe and effective. i have great confidence in the fda staff who did this review before the agency's decision. states are already working to enact laws to restrict u.s. abortion method, height. smith's home state of mississippi currently does not ban telehealth visits for medication abortions. >> but 19 other states do and a handful have also banned the

>> in the south bay, the city of sunnyvale is planning to sue the owner of the air bnb involved in a deadly party shooting last year in 18 year-old died and another person was injured. kron four's gayle ong has details on the expected lawsuit. >> the lawsuit has yet to be filed against the owner of this home. but in the meantime, the city of sunnyvale is already working on new regulations to crack down on issues tied to short-term rentals. >> council authorized the city attorney to initiate a lawsuit against really related to the violations of the city. short-term rental ordinance. the vice mayor of sunnyvale thursday discussing a lawsuit the city plans to file against the embattled homeowner of an air bnb property involved in a fatal shooting last year. it was early august when an 18 year-old male was shot and killed during a party at the house on navarro drive. the

city says the home listed on air bnb was never registered in sunnyvale as a short-term rental, a violation of city code. air bnb told kron 4 at the time the party was on authorized. no answer use home. when we arrive to ask questions, neighbors told kron 4 last year the home was rented out as an air bnb and managed by a relative. meantime, the city is hoping to strengthen. ordiance is tied to short-term rentals moving forward. council requested a study session after tragic incident involving a fatal shooting had and hosted. >> air bnb rental in august of 2021. recommendations were discussed in tuesday's city council meeting that includes requiring hosting platforms to deactivate listings when a city revokes the short-term rental permit increasing penalty fees. >> a lawsuit is expected to be filed in the near future. it is unclear when that will be happening reporting from sonny bill gayle ong kron. 4 news. >> still ahead on the kron 4 morning news, a judge says the

latest. good morning, dave. hey, good morning, stephanie. good morning, everybody. and a pretty nice when it is already the shot here of the east bay shoreline. we don't see the interruption of the fog going on. it will come back again along the coast. so the coastal areas will be a little different today with this front kind of in our backyard driving that low level moisture. so just that's just a side bar to everything little bit better warm-up in terms of those temperatures expected tomorrow. back to that front. >> that's all that action you see far up towards the north. not impossible scene outside a little. he'll shower up in the north bay, particularly may be off to the central valley a little bit to again. it will just pop up and briefly move on through mostly sunny for most the districtintoday, but b will come along with the right, speaking of which this is how we stand on shore winds. they are and we'll see you pretty decent temperatures even with this activity. winds for the most part in the teens with some 20's going on later on. they get kick in. 61 for antioch, most readings, 40's and 50's mixture at this hour now. 52 san francisco, a cool 49 going on at half moon bay.

breaking it down for you. 67 by 11 by 2 at 71. got to keep some of those scattered clouds in the forecast for today. basically mostly sunny, expected for tomorrow. and that little bump on temperatures go into your 4 zone. coming up and we'll get into that extended to stephanie. thanks very much, dave. >> a judge has denied bail to the 2 suspects accused of taking a 3 month-old from a san jose home kron four's. dan kerman explains. >> a very brief hearing today. no real change to the status quo, though, but still plenty of questions around the taking of baby brand. it. >> it was on monday when 3 month-old baby brandon was abducted from a san jose apartment only to be reunited with his family. 24 hours later friday, the 2 people charged with the kidnapping. 28 year-old jose por and 43 year-old use ramirez returned to court. when you go from working 3 jobs all day long, every day. >> to being placed in handcuffs and held in custody without bail. i think that anyone would be terrified and she is terrified. the 2

defendants are currently being held without bail and friday. >> their attorneys argued bail should be set at $150,000. >> keeping her in custody really does hinder the ability to present care for what's ahead, which i anticipate is going to be a lengthy and very fact any case. but at least for now, judge luis ramos opted to continue to hold the 2 without bail. i think the big factor for the court is that they. don't have enough information to say that they're not a danger, not just a baby brandon, but to the community in general attorney and legal analyst stephen clark says that's because at this point the da's office has not indicated the motive for the kidnapping. >> he says that will likely determine whether or not they'll will eventually be set because it's not just about maybe brandon, but it's about were they seeking out? >> this child and others. and so motive is important in assessing there a level of

dangerousness to the community. clark says the mental health of the 2 defendants will also be looked into in the weeks ahead. >> and he says it's possible defense attorneys might ask for a gag order or to have the trial moved out of santa clara county. it's going to be difficult for these 2 to get a fair trial here. >> i think also the pretrial publicity surrounding it is going to make it very difficult. the 2 defendants will be back in court on may. 12th to argue the bail issue again at that time. they may also enter a plea at santa clara county superior court in san jose. dan kerman kron. 4 news. >> in the east bay covid-19 cases have more than tripled at berkeley, unified schools in a week's time. that's according to the district superintendent. as of thursday, there were 91 cases the week before there were 29 berkeley unified says they are also seeing more cases among their sports teams and point to factors, including the loosening of mask restrictions as a possible reason for the spike. the district plans to

pass out more at home covid tests. schools in the north. they are also seeing a spike in covid cases. marion county health officials are advising students and staff to take extra precautions. the problem likely tied to people coming back from spring break in large indoor gatherings like proms where students are wearing masks. health officials say they are not surprised by this uptick in cases, you know, the end of the school year. we've got graduation problems and that social gatherings. those things. >> we're also seeing increased transmission across the bay area and in marion county, associate with the, you know, the ba 2 variant. >> school officials continue to discuss how to get covid numbers under control. one option is to require proof of a negative same day antigen test before large indoor event. and that masks be required. the fda has said dates in june to review vaccines for children under 5. it will be reviewing the moderna and pfizer vaccines.

as of now, only kids, 5 and older can get the pfizer vaccine. they will be more public meetings in the coming weeks. teachers in oakland went on strike friday to protest the planned closing and merging of 11 schools set to happen later this year. the district says enrollment is not high enough to keep the schools open, but teachers and some parents argue the schools are a lifeline for black and brown communities. the district sent a letter to the teachers union last weekend saying a strike would only hurt students, but some parents disagreed saying their students are learning how to fight for a cause. >> the family what the district is actually breaking this families apart and caught in the wings. so our students. they're given them a straight path to me. >> the district said in a statement friday, quote, while most students stayed home today with excused absences, some didn't did come to school. oursfocus right now is ensuring that they are having

a positive experience on campus. protesters at uc berkeley are opposing the development of a new student housing complex. the friday protests targeted a plan to build an 1100 unit complex at people's park. that's about a quarter of a mile away from cal campus. protesters say the student housing will displace homeless, who live there and increase the cost of local housing while they acknowledge there's a need for student housing. they are accusing uc berkeley of over-reaching. coming up on the kron 4 morning news. california is expected to have a lot of extra money this year. >> and it could start leading to some big problems if the state can't figure out how to spend it. and some people in oakland might soon have to break the bank, pay the rent. we'll tell you why. after the we'll tell you why. after the break. pre-rinsing your dishes?

>> some oakland tenants could be facing their highest rent hike in years. starting in july. the city of oakland says landlords of rent-controlled properties can raise the rent by nearly 7%. kron four's amanda hari spoke with affordable housing advocates about what this means and what tenants can do about it. >> that's a devastating rent increase for we're not very pleased with that decision.

some oakland tenants in rent-controlled units are about to face their largest annual rent increase shaun t thing with the nonprofit tenants together says now is not the time that we're already at a crisis point. and this is kind of adding insult to injury a little bit. the oakland rent adjustment ordinance allows an annual rent increase based on the consumer price index. it takes effect every july. 1st this year, the rent increases 6.7%. that raises a $2000 rent, for example, to $2134 last year. the cpi increase was 1.9% oakland where the 6 foot 0.7% is being justify. does you know essentially 100% of the consumer price index. that's not really >> how rent increases work in other cities, other cities. i get just the housing portion >> of inflation. but seeing tells me it's not too late for tenants to do something about it. fire in oakland are right

here. the only thing missing is a real earn. a shot of rain in this. we've got winds. we got some cooler temperatures got some warmer temperatures. all of that mixed into this week. long forecast. half moon bay want to point this out. a little cloud cover going on here. this may return with some lower level, much moisture fog going on this afternoon as the front gets a little closer onshore winds is going to go through that marine layer out for the santa cruz mountains. so just a thing to keep in mind later today. so the coast looks nice right now. you may see that afternoon. cloud cover and fog kind of stuff just spew on in. 47 up to napa santa rosa. no major changes. their 50's and 40's mixture out east. 61. meanwhile, for any oct, 52 san jose, the wide perspective, this is what's going on today. and then by monday morning, this other little system will go towards our north after that's done. a brief break for high pressure is in a moment in the sun, if you will. that's the temperature pop. and then we cool off a little bit for weeks remaining future cast as we do this again, a few little scattered clouds. you see couple showers way off of the screen. here we get to

it's always chilly in here. all right, california senator alex padilla and oakland, mayor libby chef announced more funding for a team that responds to noa-emergency 9-1-1. calls the mobile assistance, community responders of oakland, also known as macro connects people to different types of services. senator padilla padilla secured more than $700,000 in funding for the program, which works to reduce police responses. 2 non violent emergency calls advocates say this helps lower the amount of arrests and negative interactions with law enforcement. padilla calls the macro program a model for cities across the state. >> we know the interest is there based on a federal rpfunding applications we received from san jose city of los angeles and a lot of the midand small-sized throughout the state. so i think all eyes are open to see some of the early success that can be replicated throughout. >> the senator's office says it also managed to get more than 5 and a half million

dollars in federal money for statewide mental health programs. all right. california is predicted to have a record-setting budget surplus this year in the short term state lawmakers will have to decide how to spend it. but as ashley zavala explains, in order to avoid future budget problems, they'll need to make some changes. >> california is projected 68 billion dollar budget surplus could set a record but also raise some concerns for the state's financial future. as we reported last week, the independent legislative analyst's office has warned lawmakers that over time the state will not be able to handle continued triggering of the state appropriations limit, a formula that was set in 1979. this is not a situation that we can grow ourselves out of and back the more that the revenue growth big it could exacerbate this. situations each extra dollar over the limit becomes associated with nearly double that amount in required spending. now, back-to-back years of triggering the limit that required spending could grow out of hand and send the

state into future budget deficits regardless if the economy grows or hits a downturn, absent a significant recession that reset our revenue base at a much lower level. >> we really feel that is continuing to be an issue, a recurring issue over the the next several years. the says there are 2 long-term solutions for the legislature and governor to consider either reduce taxes over time or ask voters to change the limit. we didn't really take a position on which one is more effective. certainly times have changed since the 1970's. we get a lot of our revenue from the higher income taxpayers and we have a progressive tax structure. so it tends to happen just from a structural standpoint is. >> our revenues are predisposed to growing faster. then the formula that calculates the limit. democratic leaders in the state senate say they're prepared to take the issue to voters in 2024. in a statement friday, the office of senate pro tem toni atkins said in part, if the constitutional conflicts are not resolved,

coast guard is looking for a 3rd victim. no other details have been released yet. a disturbing trend to tell you about this morning. and oakland pharmacy is burglarized for the second time this week. the thieves ramming a truck through the front of the store. kron four's. dan thorn brings us this reaction from the president of the oakland chinatown chamber of commerce. >> a mob of burglars using a uhaul pickup truck to ram through the metal barriers of a pharmacy in oakland's chinatown. thousands of dollars in damage racked up in just seconds >> and then they bubble up again. many pharmacies in the area being topped chinatown chamber of commerce. president carl chan says this crime happened around 3 o'clock thursday morning. >> it was the second time the business owner had been hit by burglars in the past week. a crowbar was used to break into his other pharmacy at pacific renaissance plaza early tuesday morning. but this time the crime was much more

condition. >> recent rain and snow was not enough to move california out of severe drought conditions. according to the california department of water resources, there was no snow to measure today at phillips station, you remember back in january when they're here for first new survey of season. we're standing on over 6 and a half feet of snow. >> within the driest january through march period in recorded california history means all that snow is long gone. this map illustrates how well the snow pack is doing to date blue is the average across various locations this year is in purple. the average snow water equivalent is at 19 and a half inches with the latest data showing its at just under 7 and a half inches. that's 32% of normal. the water resources department calls what is left of the northern sierra snowpack grim. we're still finished the year and only about a 3rd of average for our snow pack. >> so important to remember, we're still in the 30 year the

long-term. we need to consider the fact that this war could go on for months. nobody knows for sure. but we're talking about a war now in an area of ukraine that both sides know well. the president says funding will also include 500 million dollars in aid for domestic food production to help offset shortages in ukraine. >> a local bay area doctor is back from ukraine after delivering medical supplies to hospitals in need. he spoke with kron four's terisa stasio about the devastation he saw and how he wants to go back and do more. >> we were able to take our car across the border so we had to go dumping warehouse, a location. >> san francisco doctor eduardo dolan on his journey to ukraine as he and a colleague delivered 500 pounds of medical supplies to the front lines. this mandate across the border. dolan says that they got straight to work meeting with a ukrainian doctor at a military hospital

has already filed a motion to dismiss the lawsuit, calling it baseless. senate republicans are increasing on the fda over its decision to allow americans to get abortion pills in the mail. during the height of the pandemic. the agency temporarily allowed the option for public health reasons. the fda then made the change permanent in december. kron four's washington correspondent jessi tenure heard from some lawmakers who are calling it a dangerous decision. >> the total number of abortions in the u.s. is declining. but medication abortions are on the rise in part due to a recent fda decision effectively permitting mail order abortion in this country. the agency now allows patients to receive abortion pills by mail after a telehealth visit with a certified provider. senator cindy hyde-smith is demanding a full review of the data that led to the fda's decision. there's plenty of evidence showing this chemical abortion pill. they're dangerous to

kron four's gayle ong has details on the expected lawsuit. >> the lawsuit has yet to be filed against the owner of this home. but in the meantime, the city of sunnyvale is already working on new regulations to crack down oe issues tied to short-term rentals. >> council authorized the city attorney to initiate a lawsuit against really related to the violations of the city. short-term rental ordinance. the vice mayor of sunnyvale thursday discussing a lawsuit the city plans to file against the embattled homeowner of an air bnb property involved in a fatal shooting last year. it was early august when an 18 year-old male was shot and killed during a party at the house on navarro drive. the city says the home listed on air bnb was never registered in sunnyvale as a short-term rental, a violation of city code. air bnb told kron 4 at the time the party was on authorized. no answer use home. when we arrive to ask questions, neighbors told kron 4 last year the home was rented out as an air bnb and

>> it was on monday when 3 month-old baby brandon was abducted from a san jose apartment only to be reunited with his family. 24 hours later friday, the 2 people charged with the kidnapping. 28 year-old jose por and 43 year-old use ramirez returned to court. when you go from working 3 jobs all day long, every day. >> to being placed in handcuffs and held in custody without bail. i think that anyone would be terrified and she is terrified. the 2 defendants are currently being held without bail and friday. >> their attorneys argued bail should be set at $150,000. >> keeping her in custody really does hinder the ability to present care for what's ahead, which i anticipate is going to be a lengthy and very fact any case. but at least for now, judge luis ramos opted to continue to hold the 2 without bail. i think the big factor for the court is that they. don't have enough information to say that they're not a danger, not just

>> in the east bay covid-19 cases have more than tripled at berkeley, unified schools in a week's time. that's according to district to the district superintendent. as of thursday, there were 91 cases the week prior there were 29 berkeley unified says they're also seeing more cases among their sports teams and point to factors, including the loosening of mask restrictions as possible reasons behind the spike, the district plans to pass out more at home covid tests. schools in the north bay. also seeing a spike in covid cases. the red county health officials are advising students and staff there to please take extra precautions. the problem is likely tied to people they say are coming back from spring break in large indoor gatherings like proms for students are not wearing masks. health officials say they are not surprised by this uptick in cases. >> you know, the end of the school year, we've got graduation problems with that social gatherings. those

>> that's a devastating rent increase. we're we're not very pleased with that decision. some oakland tenants in rent-controlled units are about to face their largest annual rent increase, shot. the thing with the nonprofit tenants together says now is not the time that we're already at a crisis point. and this is kind of adding insult to injury a little bit. the oakland rent adjustment ordinance allows an annual rent increase based on the consumer price index. it takes effect every july. 1st this year, the rent increases 6.7%. that raises a $2000 rent, for example, to $2134 last year. the cpi increase was 1.9% oakland where the 6 foot 0.7% is being justify. does you know essentially 100% of the consumer price index. that's not really >> how rent increases work in other cities, other cities. i get just the housing portion

many pharmacies in the area being talk chinatown, chamber of commerce, president carl chan says this crime happened around 3 o'clock thursday morning. it was the second time the business owner had been hit by burglars in the past week. a crowbar was used to break into his other pharmacy pacific renaissance plaza early tuesday morning. but this time the crime was much more destructive. extremely sad to see that, you know, within target and not only seeing so they are on the street, but it's also talking a small businesses. the burglars at both drugstores still mostly cough syrup and other over the counter medications. chance as these particular pharmacies cater primarily to chinatown's seniors. chan suggests police keep an eye on these types of businesses, especially late at night and tie a suitable. clint, you know, many small businesses pay already suffering, but we have seen this type of is hurting. you know, all this.

to announce a new tool to help stop retail thefts as kron four's. justin campbell explains. bonta also announced a major breakthrough on a case involving an organized retail theft ring. those who break the law and pedal stolen goods. >> must be held accountable. california attorney general rob bonta speaking outside the chp office in oakland announced a major take down of an organized retail crime ring that targeted drone. we stories at multiple jc penney's and sam's clubs involving defendants who stole more than 1 million dollars worth of jewelry from stores in 9 counties across california. bonta says it took multiple law enforcement agencies that started investigating the robbery ring back in 2020. that has led to 4 people now being charged because when me take these large rings out, we reduce the demand for smash-and-grab robberies and street level. >> theft multi county theft

here's the east bay shoreline. blue skies all that looking good. this is the front we're talking about. really can't make it out too. well, it's mostly just some light rain showers up to the north temperature. check for you right now. we're in the 50's over most of geography. 67, antioch, 63 going on for santa rosa. kind of hinting that those inland spots are going to warm up nicely. now we do have again this front, as you can see, a couple sprinkles are happening in the outlining areas for us. some cosmic clouds and the winds is what you're going to feel tomorrow. not as intense with the winds, therefore was probably see the temperatures bounce a little better monday. here comes a new front interrupts the warm-up days tuesday and wednesday. back to those winds. not strong enough for an onshore wind, but they're there sorry, not enough for a wind advisory, but they will be on shore 20 miles per hour range. that's pretty much what the pre and some of the when catching areas. but over the east bay hills temperatures will be pretty warm this afternoon. now tomorrow, the winds again, not as strong, but they're with us and we're going to drive some of this fog along the peninsula. it looks like 2 up in the santa cruz mountains this afternoon.

cruz, san mateo unit. cecile, thank you so much for being with us this morning. absolutely. my pleasure. thank you, stephanie. you you and i actually met reporting on the front lines of california's deadliest fire. the camp fire back in 2018. >> but little did we know that was really kind of just the start of many more major wildfires to come in california. that's absolutely right. but i'm so glad that you're having me on today because we can talk about many things that people can do to prepare now because we know it's coming. >> yes, so what? maybe walk us through what viewers should be aware of because the bay area certainly is no stranger to major wildfires. we have the tubbs fire in 2017 as well as the czu lightning complex fire just a couple years ago. th t's right. well, there are many things that people can do to prepare. one is, of course, to have your defensible space ready for wildfire season. and of course, we have lots going on with home hardening and there are many things in many ways that we have put together to help people ready for wildfire dot org has all the

answers that you need to harden your home, etcetera, and all the different tips that you can do from small to large. also, i brought this amazing pamphlet with me. it's called prepared, not scared. and this pamphlet is something that everyone should have. and we've made it easy for you to find this was created by this south skyline fire safe and their email address i believe we have a full screen of their email address but >> it's i believe south skyline fire safe dot org, uk and everybody can go on and just download this wonderful pamphlet. it's got everything that you need to know ahead of time. so it has what to do to prepare for wildfires and protect your home. hard home hardening tips. then it also has not only defensible space information, but what to do if a wildfire is coming. so if you're actually put under a warning, there's a checklist to go through. that tells you everything that you need to know. and then also what to do if you are put under

evacuation orders, what to do if you have to shelter in place in your home, what you do if you shelter in place in your car and what to do if you're stuck outside and wildfires emit. i suggest everybody go on to this website and download this pamphlet and then put it on the refrigerator so that everybody in the house can look at it. also, there's a little cut out. so if you do get evacuated, you put this, fill this information out, put it in your window so that firefighters how many people evacuated? what is the point of contact to find them? were there any pets that got left behind? so obviously something that. they this answers, the things that we don't think about ahead of time and it makes it easy for you. very good at yes, go well. did you have anything want? you want to add to that? i was just going to add that we also have 2 events that are coming up that people might be interested in attending. we have the san mateo county disaster preparedness day. and that is going to be a very big event. we're also very excited. this is put on by the county of san mateo and it's

been 2 years because of covid that we've been able to do this. this is going to be a lot of fun. we're obviously going to have lots of different fire agencies represented there. we're going to have a table from zone haven. so if you have evacuation questions, you can go up to these people and asked them directly if you're concerned about something. if you also have home hardening questions, you have defensible space questions. you can go up to these people who are with these public safety agencies and you can ask them questions like should i plant this type of vegetation or this trees close to my house? what should i do? how do i make my home or safe in case a wildfire. and then also we have the south skyline disaster for their version of the disaster preparedness day. that's coming up in august on august, 7th. that's going to be also a good one for people to go and ask questions of these public safety officials. and also this, by the way, represents 3 counties. san mateo santa cruz

and santa clara counties. so, you know, it covers a wide area. come on down, make a day of it. it's free and there's going to be a cal fire helicopter at the first august 30. and then, you know, kids love to see the big machinery and you have to hang out with a writers. you know, i want to talk touch also on this community emergency response team program. it's another great resource for people. >> who actually want to learn how to, you know, get some hands on experience and how to respond to emergency incidents like a wildfire. that's exactly right, stephanie. it's called the search program and there are search all over the country. we have a very robust search program in san mateo county. also, the coast side you're looking at video of the coast site search there. and so what they do is they just take a little bit of classroom learning and then they have an actual on hands, a test, if you will, where they get to use the fire extinguisher. they learn light search and rescue. they learn light

medical aid and this doesn't just help. by the way, see, they're learning how to lift heavy objects. it doesn't just help if in case of a wildfire. this is also for a community response to say an earthquake. first responders can't get to you and your family. this is a way for people to empower themselves and learn how to help their own neighborhood. in case of an emergency. if let's say the firefighters can't get to it in time. so this is very empowering. there's no age here. we have a lot of older folks who are search. and so, you know, these are all ways that people can take charge of their own safety. and it's also a confidence builder. so, you know, in this environment of the new california, it's just a good idea for everybody to become involved. and, you know, we know we were talking earlier about just the different major wildfires in california has seen him. >> from your perspective, from your units perspective, you know, how concerned is cal-fire about another big

wildfire potentially happening this year? >> well, stephanie, we know it's coming. we don't know where we don't know when and we don't know how many, but we know it's coming. we did get a little bit of rain, but that shouldn't make anybody feel complacent. while that obviously did add some moisture to the vegetation in recent weeks and months. it also added to what we call the flashy the grass. it made it the grass a lot taller. and so that means that the fire can spread more quickly, especially if you get some wind behind it. so it it in in a way it didn't help in that regard. so, you know, this is just another reason why everybody should be ready for what's coming. but when you do things like go and download this checklist and discuss it with your family, you're empowering everybody in the household and giving yourself the best opportunity to make it out with minimal issues, ok? well, thank you so much, cecile, for that valuable information. cecile juliette.

person was injured. kron four's gayle ong has details on the expected lawsuit. >> the lawsuit has yet to be filed against the owner of this home. but in the meantime, the city of sunnyvale is already working on new regulations to crack down on issues tied to short-term rentals. >> council authorized the city attorney to initiate a lawsuit against really related to the violations of the city. short-term rental ordinance. the vice mayor of sunnyvale thursday discussing a lawsuit the city plans to file against the embattled homeowner of an air bnb property involved in a fatal shooting last year. it was early august when an 18 year-old male was shot and killed during a party at the house on navarro drive. the city says the home listed on air bnb was never registered in sunnyvale as a short-term rental, a violation of city code. air bnb told kron 4 at the time the party was on authorized. no answer use home. when we arrive to ask questions, neighbors told kron 4 last year the home was

abducted from a san jose apartment only to be reunited with his family. 24 hours later friday, the 2 people charged with the kidnapping. 28 year-old jose por and 43 year-old use ramirez returned to court. when you go from working 3 jobs all day long, every day. >> to being placed in handcuffs and held in custody without bail. i think that anyone would be terrified and she is terrified. the 2 defendants are currently being held without bail and friday. >> their attorneys argued bail should be set at $150,000. >> keeping her in custody really does hinder the ability to present care for what's ahead, which i anticipate is going to be a lengthy and very fact any case. but at least for now, judge luis ramos opted to continue to hold the 2 without bail. i think the big factor for the court is that they. don't have enough information to say that they're not a danger, not just a baby brandon, but to the community in general attorney

thursday, there were 91 cases the week prior there were 39 or rather 29 berkeley unified says they're also seeing more cases among their sports teams and point to factors, including the loosening of mask restrictions as part of the potential reason that there's this surge, the district plans to pass out more at-home covid test. schools in the north bay are also seeing a spike in covid cases. marin county health officials are advising students and staff to take extra precautions. the problem is likely tied to peotle coming back from spring break and large indoor gatherings like proms where students are not wearing masks. health officials say they are not surprised by this uptick in cases. >> you know, the end of the school year, we've got graduation but problems or that social gatherings. those things we're also seeing increased transmission across the bay area and in marion county, associate with the, you know, the ba 2 variant. >> school officials continue to discuss how to get covid

>> this month the city of san francisco passed a new law banning police from storing dna obtained from rape kits. another crimes in city-run databases for more than 60 days. this comes after it was found that san francisco police used a assault victims, dna against her in an unrelated property crime case. here's san francisco district attorney chesa boudin's reaction to the issue when i spoke with him about this earlier this month. >> and there's nothing more important to me in my office and be able to hold people commit crimes accountable and we can't do that. yeah, they don't just don't report crime if they don't trust us cooperate with our prosecution said these kinds practices are

prohibit. >> the use of dna, every kid tna for any purpose, other than to solve the that assault and will not allow police departments to retain that databases that are used to solve crimes and how far along is this bill on the legislative process right now? >> the bill passed its first committee, the senate public safety committee about a week and a half ago. so it's moving. it's moving forward. it has broad support of very little opposition to it. so we're hopeful that it will be passed and signed into law. the once this well, once this does reach governor newsom's desk, what are the chances of you? what what do you think of the chances of him signing this i i never liked. i never predict what the governor will do that, but i would be surprised if the did anything other than this law. this is a very

>> basic approach to protecting survivors of assault sending a very loud signal that we want you to come forward and we will support you if you come forward. >> have you had any conversations with other state police departments in the state or even assaults victims. as you are working to put this legislation together and what's their response been? >> what we are working with organizations that represent and work with assault survivors and they're very supportive of the legislation in addition after this happened, various police departments came to me because i knew that i was working on it and they said, hey, we want you to know that we don't do this or that we stop doing this 20 years ago. so i do think that this a limited problem. i don't think that there are that many departments doing it, but we never know what's going to happen in the future. again, the situation exposed a loophole, very dangerous

loophole that we need to close. >> and while you're here, i'd like to just take a quick opportunity to also also ask you about your thoughts on the budget we're expecting a pretty big surplus this what, how in particular what issues will specifically specifically be championing for company for more funding for? >> yeah, i mean, i when we have these surpluses, they're not going to last right, talking to be a permanent thing. and so we have an opportunity to move the dial on some of california. california major infrastructure needs. for example, we have a large number of schools in california that are in very bad shape. that of what have water systems that are old in may, the contaminated that we need to replace that don't have modern ventilation systems and of course, with covid, we know. but we want our schools to have good ventilation systems. we have sea level rise problems, places like the embarcadero in
