and cooler temperatures today for mom to old launch will work on the patio so much. but here's a looks like an stormtracker 4. this is what we're watching. this is kind of our future and we'll be timing out all this morning. but it looks to be around the noon hour with some passing showers are here. but the skies will open up at least this afternoon. again with some sun poking out here. now, we do see to also to cooler temperatures with all of this. and you add some winds. so little bit of a chillier feel to be more like a tumble feel rather than a spring-like feel lower. 50's line up the east bay shoreline. we have those cool 40's up in the north bay. also out to a livermore, the tri valley, upper 40's there, 50 going on for san jose. contrast for those temperatures were trailing a little bit this morning by almost a half a dozen degrees almost everywhere. as you can see and our winds, they're checking in a good, strong clip on shore. they are double more over almost all the real estate. so breaking everything down here, throwing in a few showers as we approach around the noon hour or so. but again, the skies open up

temperatures very sluggish today, struggling to reach that 60 degree mark. but we'll put all that together for you coming up in just a bit. stephanie, thanks so much, dave. developing news this morning. police in concord are looking for the person who opened fire in a shopping mall parking lot. >> it happened at the sun valley mall along contra costa boulevard after 10 last night. this is video from the scene. you can see shell casings all over the ground. police say there have been no reports of any injuries. fortunately, and they do not have any in for additional information to share at this time. we'll bring you more info as we get it. we have an update on the plane crash in moraine county that killed 2 people on friday. a jesuit high school in sacramento released a statement saying the people on the plane were a student's mother and her friend officials have not yet confirmed their identities. weather conditions cleared up quite a bit on saturday, but you're looking at the scene shortly after the plane itself crash. you can see how foggy it was out there. crews

continue to remove the wreckage around causal meant road today. new this morning, gas prices in the bay area are at an all time high for the first time ever. the average price for a gallon of regular is more than $6 and at least 2 bay area cities kron 4 camila barco is live in. sandra fell this morning for us to us and she's been speaking with drivers all morning >> yeah, good morning, stephanie. so we are driving around the bay area today to take a look at the gas prices we're currently in santa reps. tell where you said the record for gas prices and out an all time high. if i take a step out of the way, you'll get a look as to how much a gallon of gas is here at this shell station in sandra fell. you can see 5.99 for a gallon of gas for regular gas. if you're trying to but some other type of get 6.19, and let me put

things into perspective for you, stephanie. the national average is $4 and 31 sense. but a couple cities here in the bay area are hitting that $6. mark, like you said, here's what drivers can at least expect to pay if they're getting regular gas around the bay area. the lowest amount you pay for regular gas in the bay area is in oakland, a gallon of gas. there will cost you $5.89 its $0.2 more in san jose, regular gas in santa rosa will cost you $5 and $0.98 per gallon. and once you go to sandra fell in san francisco, we'll start paying over $6. now these prices are higher than that states average, which is $5 and $0.80 a year ago, people were paying a little over $4 to get regular gas here in the bay area. fast forward to this morning, oakland, san jose santa rosa, sandra fell and san francisco have all hit a new record high for gas prices. according to triple a increasing gas to man and the

rising oil prices have pushed pump prices higher. and of course, stephanie, the question is, when will drivers be able to catch a break? we've been constantly seeing gas prices just go higher and higher and with these rising gas prices and some are approaching, will we expect them to go down? we shall see. but of course, people should be on the lookout to see where they can get the that the best bet for these gas prices right now, 5 99 here at the shell station in sandra fell for now. back to you. and thank you so much for that live report. so many people feeling the pain at the pump over the last few weeks. all right. meanwhile, the biden administration is defending its strategy to bring down gas prices for americans. >> our washington, d.c., correspondent raquel martin has more on the ongoing challenges. >> the energy secretary tells us that president biden is using every means at his disposal to try and bring down the price at the pump. a

problem. they continue to blame on the war in ukraine. but republicans argue that excuse doesn't hold up. >> the president is really doing everything you can u.s.. energy secretary jennifer granholm says the u.s. is working with countries around the world to bring down prices at the pump, even as the u.s. pushes europe to boycott russian oil and gas. everybody is trying to see how they can make up for those lost russian barrels. granholm says since putin's invasion into ukraine there are a million and a half fewer barrels of oil available to the global market. each day the president has asked for an increase in supply from our domestic manufacturers and has called for others to do the same around the world. granholm says by the end of this year, there should be roughly a million barrels of additional oil made in the u.s. to help offset rising fuel prices. and she says the u.s. must also speed up its conversion to cleaner energy

sources because you don't see the same volatility with access to the sun or access to win. but republican senator john cornyn says americans can't afford to wait. the fact of the matter is renewables are not close. >> to be incapable of providing all of our electricity needs. cornyn says u.s. oil remains our most reliable energy source. don't be fooled, folks. iowa republican senator joni ernst blames the biden administration's energy policies for drying up domestic oil production. it is really biden's war on american energy that has been fueling the soaring cost. the republicans urge the president to restart the keystone pipeline and grant new oil and gas drilling permits to us oil companies. the biden administration says it will continue to release roughly 1 million barrels of oil from the strategic petroleum reserve. >> as it continues to try to ramp up production here in the u.s. ron washington, raquel martin, back to you.

>> hey, good morning, stephanie. good morning, everybody. and looking a little bit better here from other today. we some bouts of some sunshine going on. but we do have to mention a little passing shower going on for today. that seems to be tine pretty much around the noon hour or so. it just wants to join mom. i guess it around noon hour. here's a live shot. as you can see, the east bay shoreline all lit up nicely. blue skies, blue bates actually a very beautiful start not far from home. here's that bout of rain. we've got to keep in that forecast here for today, coupled with some chilly winds a-d chilly temperatures going on for today. a check and how we stand. we've got a lot of 40's on the board here. lower 50's line at the east bay shoreline with livermore. 48 50 san francisco also san jose palo alto and half moon bay coming in at 48. but back to that future cast for let's watch this roll on in as again. we start off with the sunny note. here comes the cloud cover threat around the noon hour. little chance of some passing showers there. and it does break up in the early afternoon, but really

we're in and what unsettled weather pattern for the early part of the week. it looks like the other element that comes in with this. we're going get some colder air aloft after this. we start to get into monday and into tuesday. that will mean we could spark off potentially some lightning with some of this as we go forward doing thing is we like to sometimes watch about that. but because of the dry conditions that can mean dry lightning, potentially something got to watch out for there. they're the on shore winds today. so this is the chilly feel added to everything we have. you know, it's nice when you see the sun out, everything. but if you're in the shade or over cloud deck, it's a dole, different stories we get in the afternoon. this will be after the bulk of any rain we get so you can see in the aftermath tretty. that should be pretty sunny by this point. but again, quite breezy, we're happy when statements that have been issued from the this at least not yet later shifts may change that a bit. there is activity occurring up in the mountains. however, mountain snows over mother's day to day early. scattered clouds, breezy. and again, that little noon showers so 60's with some inland 70's

mother's day march happens today in sandra fell. that starts at the corner of the civic center and north san pedro at 3.30, this afternoon. police arrested a suspect for a shooting in santa rosa. 27 year-old brad james adams is now in custody on an attempted homicide charge. the shooting happened thursday at the taco bell on mendocino avenue near santa rosa junior college. police say adams was in front of the victim in the drive-thru line when he started arguing and threatening him with a gun. police say after that adams shot the victim and then drove away, the victim was seriously hurt but is expected to be okay. oakland police released photos of the 60 vehicles they towed during sideshows this week. police say they issued 17 citations made 2 arrests and found one gun. they say the sideshows happened thursday night and friday morning on 5.80, hundreds of vehicles were involved. and police say they've increased

enforcement and they have a 0 tolerance policy for anyone participating in sideshows. san francisco is expanding its mental health resources for the homeless on friday, the city launched its new office of coordinated care. a team of caseworkers will assign resources to people experiencing a mental health crisis and connect those transitioning out of emergency care facilities to ongoing mental health services. according to the mayor, the goal is to help prevent people from falling back into a cycle of crisis. coming up on the kron 4 morning news officials say a wnba star is being wrongfully detained by russia. >> the response from her teammate

$5 more compared to this morning. now this is in sandra fell where gas prices are at record high. almost every gas station that i've driven by is about $6 for a gallon of regular gas and across the bay area. gas prices are also shape. >> near that $6 take a look at your screen. the lowest amount you'll pay for regular gas in the bay area is oakland where a gallon of gas will cost you $5.89. san jose. it's about $0.2 more regular gas in santa rosa will cost you $5 and >> 19, $0.8 gallon would say no. fell in san francisco will start paying over $6 and let me put things into perspective. >> the national average is $4. and $0.31 the state average is $5 at $0.80 a year ago. people

were paid a little over $4 to get back to get regular gas here in the bay area. so fast forward to this morning where gas prices in the bay area are at record highs the driver i spoke to this morning was on his way to play golf. he says he's getting used to paying these high prices, but he says that he'll always find a way to play the game even if the prices continue to go up. >> starting use fortunately, i don't have to drive every day. so i filled up, try twice a month. maybe and it's really from the west to east that. having to pay a lot more than normal and what i considered normal so that they keep getting higher and they have to start doing some analysis. car pull that off. >> according to aaa,

increasing gas demand and rising oil prices have pushed prices higher. but, stephanie, the question is when drivers get a break, we continue to see these gas prices go up. and as summer approaches, know that gas prices always go up during this time. so when will that be? we will find out later on this summer. those cast gas prices continue to go down in the next hour. i'll tell you how much it will take to develop my tank. and i actually have to fill up right now. mobile right now where jack eichel and gases 5.99. so we'll see how much it will take me to fill up my now, too. >> yeah, hopefully it doesn't cost you too much camila. we look forward to your next live report. we appreciate it. all right. meanwhile, the biden administration is defending its strategy to bring down gas prices for americans. our washington, d.c., correspondent raquel martin has more on the ongoing challenges. the energy secretary tells us that

president biden is using every means at his disposal to try and bring down the price at the pump. >> a problem. they continue to blame on the war in ukraine. but republicans argue that excuse doesn't hold up. >> the president is really doing everything you can u.s.. energy secretary jennifer granholm says the u.s. is working with countries around the world to bring down prices at the pump, even as the u.s. pushes europe to boycott russian oil and gas. everybody is trying to see how they can make up for those lost russian barrels. granholm says since putin's invasion into ukraine there are a million and a half fewer barrels of oil available to the global market. each day the president has asked for an increase in supply from our domestic manufacturers and has called for others to do the same around the world. granholm says by the end of this year, there should be roughly a million barrels of additional oil made in the u.s. to help offset rising

fuel prices. and she says the u.s. must also speed up its conversion to cleaner energy sources because you don't see the same volatility with access to the sun or access to win. but republican senator john cornyn says americans can't afford to wait. the fact of the matter is renewables are not close. >> to be incapable of providing all of our electricity needs. cornyn says u.s. oil remains our most reliable energy source. don't be fooled, folks. iowa republican senator joni ernst blames the biden administration's energy policies for drying up domestic oil production. it is really biden's war on american energy that has been fueling the soaring cost. the republicans urge the president to restart the keystone pipeline and grant new oil and gas drilling permits to us oil companies. the biden administration says it will continue to release roughly 1 million barrels of oil from the strategic petroleum reserve. >> as it continues to try and

released photos of the 60 vehicles they tow during sideshows this week. police say they issued 17 citations, made 2 arrests and found one gun. they found they say the sideshows happened thursday night and friday morning on 5.80, hundreds of vehicles were involved. police say they've increased enforcement and they have a 0 tolerance policy for anyone participating in sideshows. san francisco is expanding its mental health resources for the homeless on friday, the city launched its new office of coordinated care. a team of caseworkers will assign resources to people experiencing a mental health crisis and connect those transitioning out of emergency care facilities to ongoing mental health services. according to the mayor. the goal is to help prevent people from falling back into a cycle of crisis. and a programming reminder on monday, san francisco dha submitting sits down with kron four's

>> well, first of all, that the statistics are staggering where we're talking over over half of all americans will suffer some type of mental illness in their lifetime. so we're talking nearly 170 million people. and we have 20 million people that will face some type of addiction. and in the worst thing is at 40 only 41% of all these millions of people receive treatment. and that's because it's either inaccessible or they suffer in silence. and so what can people do to empower themselves? >> make a if they know somebody that's struggling or if they themselves are struggling miss a mental health problems. >> so to get certified in mental health first aid. i don't know if you've heard of that, but there there is a course that you can take. you

know, we have cpr courses. we know what to do. generally if we run into trouble, someone has a heart attack. there. they're ill in some way. we call 9-1-1. but what do we do when someone is is having a panic attack or you see they're having an addiction problem, maybe alcohol. what do we do? so this program, it was started in 2001. but a mental health professor and a health education nurse. and this course isn't a full day course on how to identify, understand and respond to the signs of addiction and mental illness. so that's one thing that we can do it. it's a great program. yeah. and walk us through this idea of mental health first aid as well. >> it seems to be some sort of action plan that people can take when they noticed through a difficult time. g

>> right. so within this program, there are 4 steps to >> help. and that's an acronym h e l p and the h stands for it's stands for hearing them e stands for in gauging them. l is learning from them and then p is for planning with them. so it's not so much. you know. being direct in saying, well, what's wrong with you? it's it's really taking us off step and and hearing them out is often times the person that is suffering does not want to talk about. i deal with the veterans every day. they they are hesitant to expose that they are vulnerable to mental illness. and and that's what this whole mental health awareness pro a month is about. is that we remove some of that stigma of mental health. yeah, absolutely. sometimes the best thing one can do when they see somebody.

>> potentially going through a hard time is just to sit there and be an active listener. and absolutely >> right. and you know, how can people learn more about their own mental health and do a good self check-in. >> so there you can actually do this online. there is a mental health screening and in its screens for anxiety, depression, postpartum depression, the emotional eating disorders and you can go online and take any one of mental health screening test. and it's a great first line defense. you when state you get the results, they're ours. there are resources that they will provide you because it's just the first step, you know, and once you get the results, the tweet, encourage they had get help from 88 physician or maybe some type of mental

health provider. so just taking that first step in seeing assessing where you are in your mental health status. >> and what are some other free resources that people can turn to if they're struggling right now. >> well, there are also the crisis lines, an end. also. i just want to mention that the mental health first aid is also geared directly to veterans. there is a program directly for them because it involves or military culture. they're a little bit of a different breed. that's also good program within this mental health. first aid. but the suicide hotlines. they're also what we call warm lines. and that's not so much a crisis situation, but it's like it's open for someone that just need someone to talk to. you often times. especially during this pandemic. people really suffering because they were were really isolated. but

going to see shell casings on the ground. police say there have been no reports of any injuries. we have an update on the plane crash in moraine county that killed 2 people friday, a high school in sacramento released a statement saying the people on the plane. we're a student's mother and her friend officials have not yet confirmed their identities. you're looking at video taken from when the plane crashed on friday. very foggy out there. but weather conditions did clear up quite a bit on saturday. helping investigators piece together what happened. crews continue to remove the wreckage around conzelman road today. new this morning, gas prices in the bay area are at an all-time high for the first time ever. the average price of a gallon of regular is more than $6 and at least 2 bay area cities from fours camila barco is live in. sandra fell this morning for us. she's been speaking with drivers all morning. what if you heard camilla?

>> well, stephanie, and just spoke to one driver here at the gas station valero. she tells me that she spent $67 to fill half her take that now she's anxious to get her hands on an electric vehicle because of these high gas prices behind me, you'll notice some of the gas prices here at valero. sandra fell. you notice if you pay with cash 6.12, for a gallon of gas. that's the lowest ill pay here. and you can go as highs $6 and $0.42 6.47, if you pay with cash, i mean its season with credit or debit at $6. that's the average new high here in sandra fell for a gallon of gas and places across the bay area are also about the same. take a look at this. the lowest amount you'll pay for regular gas in the bay area is in oakland, a gallon of gas. there will cost you $5.89 in san jose. it's about $0.2 more. we regularly gas and santa rosa will cost you

$5.98 per gallon. and once you go to sandra fell in san francisco will start paying over let me put things into perspective. the national average is $4. and $0.31. >> the stage ave the state's average is $5.80 a year ago. people were paying a little over $4 to just get regular gas here in the bay area. but that's forward to this morning where gas prices in sandra fell and san francisco are at record highs. it especially across other cities as well. holly wallace, a driver i spoke to this morning, says that she thought about electric cars and cutting back on driving because of these high gas prices. here's what she had to say. >> i thought it was high a year ago. it was, you know, for something. so. this is this is you know, i wasn't going up around as much because of the pandemic. now i

feel like i well, i don't because i actually do think do i want to go to that? it's it's, you know, in the east bay. and that's going to beat up a lot of gas. so, i think about it. >> now, according to triple a decrease in gas demand and rising oil prices have pushed pump prices higher. and stephanie, i did fill my own take just about an hour ago, $37 for half a tank. that's not too bad. but about a week ago it took me. i cost me $40 to fill a full tank out on the east coast so that it kind of gives you an idea as to how much californians are paying for gas compared to other parts of the country. back to you. goodness. well, i certainly hope you can expense out. camila. >> thank you so much for that live report. all right.

meanwhile, the biden administration is defending its strategy to bring down gas prices for americans. our washington correspondent raquel martin has more on the ongoing challenges. >> the energy secretary tells us that president biden is using every means at his disposal to try and bring down the price at the pump. a problem. they continue to blame on the war in ukraine. but republicans argue that excuse doesn't hold up. >> the president is really doing everything you can u.s.. energy secretary jennifer granholm says the u.s. is working with countries around the world to bring down prices at the pump, even as the u.s. pushes europe to boycott russian oil and gas. everybody is trying to see how they can make up for those lost russian barrels. granholm says since putin's invasion into ukraine there are a million and a half fewer barrels of oil available to the global market. each day the president has asked for an

increase in supply from our domestic manufacturers and has called for others to do the same around the world. granholm says by the end of this year, there should be roughly a million barrels of additional oil made in the u.s. to help offset rising fuel prices. and she says the u.s. must also speed up its conversion to cleaner energy sources because you don't see the same volatility with access to the sun or access to win. but republican senator john cornyn says americans can't afford to wait. the fact of the matter is renewables are not close. >> to be incapable of providing all of our electricity needs. cornyn says u.s. oil remains our most reliable energy source. don't be fooled, folks. iowa republican senator joni ernst blames the biden administration's energy policies for drying up domestic oil production. it is really biden's war on american energy that has been fueling the soaring cost. the republicans urge the president

>> so i have to begin by first acknowledging that i did not because that's the uterus, nor do i bear children. so i don't pretend to understand women across the country are feeling right now in the wake this pending decision. but i am a husband and a father and i want my wife and daughter to have the same command over their bodies. as i have over my it is a woman's right to choose what happens to her body and we must protect that. i know that my colleagues on the council are in strong agreement and we have to kind of fight row in a way that protects women here in oakland across the state and work towards doing that across the country as well. >> so walk us through the specifics of this new legislation that was just introduced a couple of days ago. >> yes, so there's proposal to make oakland a sanctuary city for reproductive rights through women's help. and i am fully supportive of that. we have to make sure that we are, as i said, really caught a

fine those protections that have been in place from 50 years now, most of my peers, most of those who are likely watching this show, i don't know life without row. and now that we have an activist supreme court that is instead of providing justice merely serving the agenda. we have to work against that coming together in so doing what we can at this level to declare that and to also make sure that we have the resources in order to not just the clear the opportunity for access, but ensure that opportunity, the resources that are necessary to do that. >> and walk us through how a possible overturn of roe v wade would impact folks living in oakland, another specific groups that would be most detrimentally affected by this. >> well, we've always seen that the the most just portion access is on those women of color. those who are lower income. when we look at the

impacts that are hat women who have resources are able to fly to different locations, travel in order to access services. but when we look at black brown, latino ap. i indigenous women. we know that they have disproportionate dot adversities when it comes to childbirth. we know that they struggle to get the health equities that exist and these additional barriers only serve to exacerbate the situation. what really what we're talking about, his life or death. decisions processes that are happening and we have to be able to protect the life of these women and their right for reproductive health and reproductive it. >> and have you had a chance to engage in conversations with, you know, abortion providers in the city of people who are involved in this line of community

organizers. what's their response been to all of this? >> there is a mass mobilization really. looking out for those who are most at risk, those who don't have the education that's out there. part of what we see is that the lack of education also serves as a barrier and the intimidation factor that comes with that with these headlines, things that are coming forward. so it is heartening to join forces with these activists. those who have been in the trenches for decades, those who are working hard because we have to all come together at the community g3vernment side when it comes to different layers of government to make sure that we are not just. declaring this as a right and caught a fine it into law. but making sure that those resources, the access and everything are out there for our residents to take advantage of. >> and city councilman, how

likely will oakland become a sanctuary city for women seeking abortion? >> i anticipate that there's overwhelming support on the council, overwhelming support across the city for this and eager to join forces to make sure that it is adopted and implemented in a way that really sets the course for what we could and should do. not only here in the city of oakland, but across the country. >> all right. so you're going to be discussing this and this idea will be up for vote on may taking public comment. >> yes, to this will be coming forward. 2 council there will be public engagement process. i expect a lot of folks to come out and make their voices heard and that we in oakland stand up for are women for women's rights, reproductive rights. and that's what you'll hear loud and clear when we do have a public forum. >> alright, oakland city councilman, loren taylor, thank you so much for your time this morning. thank you as well. all right. we'll be

released photos of 60 vehicles they tow during sideshows this week. police say they issued 17 citations made 2 arrests and found one gun. they say sideshows happened thursday night and friday morning on 5.80, hundreds of vehicles were involved. police say they've increased enforcement and they have a 0 tolerance policy for anyone participating in sideshows. pleasanton man pleads guilty to stealing hundreds of thousands of dollars in pandemic relief funds. officials say 53 year-old javad will hob owned 3 home health and hospice care companies in alameda county. he got almost $300,000 in relief funds. well, ha the admitted in court he spent most of that money on personal use and on family members. his sentencing is set for august and he faces a maximum of 10 years in prison. an asian american own business celebrates nearly 40 years here in the bay area. sugar
