>> from the area's local news station. you're watching the kron. 4 morning news at 7. >> good morning. thank you so much for joining us on the kron. 4 morning news. i'm stephanie land. it's saturday may 21st and we have a lot to get to for you this morning. but let's start by getting a check on our weather forecast with dave spahr. good morning, david. good morning, stephanie. good morning, everybody. and it's going to be kind of that cuts between the spring and summertime day and weekend. in fact that we have in store for you before we get a heat spike into next week. first things first. >> the iconic golden gate bridge with a little bit of some hazy fog right along the bay, which we would expect that tells us little bit of that marine layer started that sneak back again after.

>> a bit of an offshore wind event. here's the east bay shoreline. again, just some haze to start things off east bay shoreline. all that upper nicely now jumping to tomorrow. this is late tonight as we see that fog come back again around half moon bay and we'll get some patches of fog a little bit in the east bay shoreline down in the south bay just a little bit there. stormtracker 4 doesn't show any traffic to worry about for this weekend. an interruption early into the week. but then we go into our heat spike by midweek. so the temperature lot kind of all over the place. really? 41 for half moon bay, a chilly start there. but 51 livermore, 63 for antioch, but most readings at this hour are in the 50's across the bay for those winds a little bit kind of a variable winds situation that will be on shore with inland. he expected both this afternoon and tomorrow afternoon. and these are the temperatures expected. 11 o'clock about 74 to 82 come 02:00pm. it looks like tomorrow be slightly warmer than today. look at your great weekend forecast. plus the heat spike we're expecting next week. stephanie, thanks very much. dave.

>> our top story this morning, the golden state warriors now have a commanding lead over the dallas mavericks in the western conference finals. the mavericks were on fire in the 1st half, the warriors found themselves down by 14 at halftime. the golden state came storming back in the 2nd half and the 3rd quarter. the warriors pulled within too, in the 4th quarter. the mavericks could not hold off the surge from the warriors. steph curry leading the way for the warriors with 32 points. warriors go on to win by final of one 17 to one to 6 golden state now leads the series 2 games to 0 to game 3 is set for tomorrow in dallas. tipoff is set for 6. >> happening tomorrow, there's a there's a gun buyback event in milpitas. it's hosted by santa clara county. you can turn in guns at the milpitas community center. you don't have to give your name or show id. the city will give people

100 bucks for a handgun and $200 for a ghost gun or assault weapon. the goal here is to get more guns off the street. >> every gun we receive is one less gun available that could be used and a suicide in a domestic violence. and stolen in a burglary. we're actively used by an unsuspecting child. >> the event runs from 09:00am to 01:00pm sunday at the milpitas community center on east calaveras boulevard. we now know the identities of 2 men shot and killed in a police involved shooting thursday night. one of the victims has been identified as 57 year-old michael make fun gan the other. 49 year-old rafael mendoza. police say the shooting happened after officers. we're responding to a separate aggravated assault call. this is video from the scene in the area of mariposa and owen streets. it's just one block away from ucsf benioff children's hospital.

police have not share details on what led up to the shooting or why officers were forced to open fire. in the east bay. one person is in the hospital after a car hit and killed a horse in knightsen. it happened just before 10 o'clock last night near delta road. and pastor lane, you're taking a look at a map of where it happened. the helicopter was used to airlift one person to the hospital. in covid cases are on the rise yet again. in fact, the cdc says there's been an 80% jump nationwide in the north bay. a senior living facility is dealing with a spike in cases as kron four's terisa stasio reports. the ceo of that facility is hoping to prevent more infections by raising awareness of the issue. >> right now we have about 2% of our our staff and our with active covid cases, an uptick in covid cases among residents and staff members have the

redwoods senior living facility in mill valley. this is video of inside the facility. i was there documenting staff and residents becoming some of the first in marine county to receive the covid vaccine the early days for really hard. frankly, we were very, very worried about people die. we take care of seniors and frail, see independent living, assisted living and skilled nursing, including a hospice. >> ceo hunter moore says even though all of the facility's 350 residents and 170 staff members are vaccinated against covid. there are now about 10 positive cases. he says looking at the data, they seem to have an uptick in cases following holidays. and with memorial day weekend coming up, he is asking everyone to do their part. >> if they bring him back here that give it to other residents and team members and for the other have to quarantine in their health could be compromised, which is a very big concern, even though they're vaccinated,

they can still get it, which i think a lot of people are forgetting. but what really hurts is to is like almost every we are having challenges getting team members if get covid, then we it compromises our ability to provide the level of service and quality of care that we want to provide. >> moore says that they continue to follow cdc guidelines. and just this week offered a clinic for a second booster. theresa stasi, you kron 4 news. students and staff at berkeley unified school soon have to mask up once again through the end of the school year. >> officials say schools within the district are seeing a spike in covid cases suggesting transmission on campus. the indoor masking requirement takes effect monday. may 23rd masking requirements will also be in place at school events like upcoming graduations. coming up on the kron, 4 morning news, the baby formula shortage. still a big issue

on solutions to address the baby formula shortage. >> a new york senator is pushing legislation to help ease the problem and prevent future issues from happening again. that bill is called the emergency infant formula act and it take steps to increase domestic production. one lawmaker called the baby formula shortage, a national security threat. >> security cannot be fully achieved without human security, which requires access to nutrition, clean water and basic necessities of life. we need more resources. the fda has like 6 people who do this, which is absurd, a many a lot more people to do the work. >> the bill would give the president power to specify which baby formulas can be imported and sold in the u.s. during times of shortages. the bill also would authorize the president to lift tariffs on baby formulas. the first flight of baby formula to the u.s. from europe are expected to arrive this weekend. it's part of president biden so-called fly formula

operation. he's also making moves to step up the production of formula in the u.s.. in the meantime, the hope is the shipments from europe will provide some relief over the next few days. well, health officials are speaking up on this issue. they say compared to other states, california is not doing too badly during this formula shortage. still, breastfeeding is encouraged when possible. they also recommend speaking with your doctor before you switch formula brands, health officials add families should not be making their own formula or be watering any formula down to make it last longer. please do not use expired formula or give toddler formula to infants. we have more details on our website. kron 4 dot com. and coming up at 08:15am, here on kron. 4 news. i'll be speaking with congressman roe will be discussing the impact of the baby formula shortage and how it's been impacting bay area. families. >> lots of sunshine for your saturday as we see inland

in san jose state looking pretty good there to sunshine. pretty much from beginning to end for everybody a little bit. that was the fog we have this morning and a little bit. that's the sultry, the imagery you can get there and then ing, probably a little bit more. >> but it will mix up fairly quickly with all of this. we see heading to us probably notice this afternoon, some wispy high clouds, a little bit kind of spring in from the north. but most the traffic again stays north. we're looking for parking high-pressure committal of the week. that means heat spike. 67 already antioch, most of the real estate in the 50's. 47 another exception there. fremont 42, half moon bay and 47. meanwhile for santa rosa giving you contrast to 24 hours ago. pretty close to where we works up. a couple locations like half moon bay trailing a little bit of mountain view and up to the north bay with the bottle and napa. again, it's high pressure going ice blocking maneuver here for us. this isn't yet the heat spike, though. that's the middle of the week and temperatures will be about a decade above what we're looking at for this weekend. but again, just sprayed by some high

cloudiness. let's get to the humidity levels because we were talking before about all that red flag warning and slower county. that's all said and done. but the trend is still there with the afternoon. you know, you get the afternoon on shore winds but still quite dry in the east bay and up to the north bay there, too. knapp with humidity levels drop into the teens as you'll notice. nice recovery in the morning. sure. but even by the afternoon dropping off again, this will be sunday. so those inland spots will be still a little bit on the dry side, even though we have the influence of onshore winds later. so we have warm and sunny today lower to mid 80's tomorrow. let's try those inland valleys in the upper 80's have kind of like a stumbling block, if you will, early part of the week. but then by mid week, that's when we really get the octane mid-nineties going on. well inland and then that will be chipped away or hacked away a little bit on friday as you notice, a big drop in the seven-day forecast yet again. 67 san francisco. 75 for oakland, san jose at about 82. just to be a taste of what we're looking at across the region. there are those mid to even some cases getting to

some upper 80's with that, we'll have a closer inspection. your 4 zone forecast in just a bit. stephanie, thanks very much. dave. >> our top story this morning, a 7 year-old boy has died after he was hit by a car in fremont kron. 4 s camila barco is live there this morning as neighbors are reacting to this tragedy, camila. >> yeah. so stephanie, this morning there is a growing memorial where that child died after he was hit by a car. if you guys can see, there are some flowers there. some candles live right and this is where he was hit by a car. police tell us that the car was driving here on montrose avenue when it driver struck the child who was riding their bike. now, this happened around 3.45 yesterday afternoon. paramedics rushed that child to a local trauma center. but he died at the hospital. police say that the driver stopped after that. the

incident and remained on scene and this happened in fremont irvington district, a neighborhood filled with plenty of homes. one neighbor tells us that the child would normally ride their bike on this street and the person the neighbor out of loss for words after hearing what happened. when i come back from work, he was riding bikes. >> he was playing around with still it's it's really sad. >> now as of this morning, stephanie, the streets are open, as you can see, traffic can come through, but investigators are still on this case. there's no details about the driver and any information about the child's right now. but we calling fremont police department. we're trying to get more information to see if the driver will face any charges.

for now, back to, you terribly heartbreaking. thank you so much, camila for that live >> house speaker nancy pelosi a practicing catholic, is barred from receiving communion at the san francisco archdiocese. the decision was made by the archbishop in response to pelosi is pro-choice stance on abortion kron four's ella sogomonian spoke with state senator scott wiener who is condemning the move. >> as a federal protection to an american woman's right to abortion is challenged. san francisco archbishop salvatore cordileone has publicly called out catholic house speaker nancy pelosi for her pro-choice stance which he says is not in line with his church for that reason, he sent her a letter friday explaining that he determined she is not to be admitte% to holy communion. california senator from san francisco, scott wiener came to pelosi's defense that is incredibly active. democratic boy behavior. >> and it needs to stop. >> archbishop has also been outspoken against the right to

marriage and a few years ago, a group of more than 100 catholic leaders took out a full-page ad in the local paper asking the pope to remove him because of his divisiveness. senator wiener claims cordileone were sent here by the last pope as punishment to be a sore in the side of a progressive city. it would be fantastic to have an archbishop here who really cared about this community. >> who might disagree? what might not agree with every single position, but several systems take, but least make some effort to understand this community people. the archbishop maintains that pelosi is perpetrating grave evil. >> and has not responded to his attempts to speak with her in 2014 and nationwide survey said 24% of women who got an abortion were catholic. senator wiener says pelosi is just fulfilling her duty to her constituents by protecting roe v wade. >> that was ella sogomonian reporting for us this morning.

country continues to wait for the supreme court's official ruling on roe v wade. >> discussions are heating up in the bay area. planned parenthood leaders came together with local and state lawmakers friday kron four's amanda hari explains how they plan to protect abortion rights. a promise to all women that the bay area will protect their access to abortions and other reproductive health services. no judge or politician. >> should be allowed to deny women the right to control their own bodies. their own lives and their own futures. it is a direct attack on the practice of medicine and patient reproductive health outcomes. about a dozen lawmakers, doctors and abortion advocates came together friday to discuss a possible future without roe versus wade. not just going to protect women in california. >> but we're going to make sure women in any other state that doesn't have easy access

to abortion. we have the funds and out of state. women continue to have access to abortions. the president of california planned parenthood affiliates thou to help those out of state as well. 36 million women that will be affected have to travel outside of the same thing living in order to get care that we're making sure in california that that place can be here. the california insurance commissioner also promised to continue to help fund abortions if and when real paul. >> he should commissions across the bay you know, any fun like access portions every could create a domino effect,

morning and welcome back to the kron. 4 morning news. let's start things off this half hour with a look at our forecast. dave spahr is in the weather center with the very latest. hey, dave, good morning, stephanie. good morning, everybody. lots of sunshine from beginning to end might be sprayed by little in the way of some high cloudiness. but that's really all is that she wrote. >> san jose state near the blue skies that we're talking about here. a little bit of hazy fog right around the bay. it will be a little bit more aggressive tomorrow. we'll get to that in a bit. but on storm tracker, 4, we can't make it out from here. but northwest of us might get sprayed by some afternoon high clouds. most of the readings are pretty consistently in the 50's. a couple exceptions. fremont half moon bay and santa rosa all in the 40's.

meanwhile, antioch is already shooting up to 67 at this hour. breaking your day down. 74 by 11 by to 82 were will be a warm spring day. but we're looking for. >> much warmer temperatures upstream. that is in the next weekend. a quick back to that fog again for tonight. then tomorrow stretch run half moon bay. you can see there spreads out a little bit along the east bay shoreline and down to the south bay and the santa clara valley. just a touch there. but on balance, looking like a pretty good day today. and tomorrow, 67, san francisco, we're even in this heat spike. we're going to see probably only lower 70's with all of this but inland. watch out. we're back to the middle 90's or your 4 zone forecast coming up in just a bit. stephanie, thanks very much. dave. >> a fast-moving fire in the east bay, unfortunately, could be just a sign of things to come. hot weather is expected to continue over the next several days. as you just heard from dave. and that combined with dry hills, dry, grassy hills means the potential for fire danger. kron four's dan thorn has that

story. >> this fire burning near bay point quickly grew to more than 20 acres. friday afternoon. the smoke was visible to drivers on highway 4 and for the crews on the ground still actively spreading the job not only required putting it out. they also had to save these nearby buildings from burning. there was a short evacuation put in for some of the commercial businesses. >> up along the top of will pass road no structure took place. and we were able to get everybody back and the businesses hot weather mixed with wind gusts blowing over sun-baked hills makes for a dangerous combination. >> scenes like this can be found throughout the bay area. >> the fire threat continuing for the next several days. whenever our humidity drops like it did today and we a little bit of those, you know, high gusts of winds. that's kind of the fire behavior we anticipate to see and we're already experiencing it today. fire crews in the national weather service have been telling people that now is the time to be prepared for

wildfires and with low humidity hanging around, preventing fires should be top of mind reporting in contra costa county, dan thorn kron. 4 news. >> we're learning more about police investigation into the murder of a popular restaurant owner in oakland. kron four's haaziq madyun has the latest on the s the lucky 3, 7, filipino restaurant in oakland. and it's just one of >> 3 murders that nice. >> oakland police officers association, president officer barry donelan officers responded to a shots fired call found at the victim out on the street and saturday succumb to his injuries. >> that that that was the co-owner of the restaurant judon abo opd homicide. investigators are searching for clues to what happened at this point. they say that they do know that the restaurant was closed. the co owner of this restaurant being gunned

down comes in the wake of this incident last week. also on through ville avenue here at la perle, a puerto rican it appears robbery was the motive of the 3 gunmen. in that pd investigators are trying to determine if robbery as a possible motive. did the lucky 3, 7 shooting as well. there's a report that there a business deal. >> they went sideways, stolen vehicle. but, you know, investigators are working on that and all aspects of this case hopefully as the investigation unfolds in weeks ahead, the circumstances behind what motivated this callous murder is actually discovered. >> donna lynne says this shooting of another beloved community member and oakland is the latest in an endless stream of lives lost to gun violence in the city. 3300 shootings last year. >> 3300 shootings that year. those numbers are just they're astronomical. >> as the police department continues to attract out and there doesn't seem to be any.

i've by elected officials in this town to try and stem the tide of violent oakland police say investigators are searching for any surveillance videos that may have recorded the shooting. >> anyone with information is asked to contact oakland police. how is it you wrote for news? >> new this morning, we're following a possible kidnapping near the del norte, a bart station. the victim was found lying in the road on the 6600 block of lake street in el serino. she told police she'd been forced into a car by 3 men near the bart station just before 11 last night. she says she was pistol whipped and robbed before being forced out of the car. she was taken to a hospital as of right now, police have not released a description of her attackers, but we'll be following this closely for you. and police are looking for the person who sexually assaulted a 17 year-old boy at piedmont high school. investigators say they believe this woman on your screen there is responsible

for the assault. they say it happened near the school gym between 3.30, and for thursday afternoon. if you think you've seen her, please contact piedmont police. for dogs are dead after an overnight kennel fire in brentwood. investigators believe the blaze was an accident. we do want to warn you some viewers might find this video hard to watch. it's believed the fire started because of a problem air in an air conditioning unit. it happened at the dirty dog. canine and fitness retreat in brentwood just before 10 thursday night. >> fire crews kept the flames from spreading beyond one building before dogs died of smoke inhalation. >> we were able to rescue and save 15 animals that were on the property as well. whether it's a civilian loss of life or even a, you know, a family pet. all those are important. and all of our lives and they mean a lot to everybody.

>> he says firefighters are trained to perform cpr on cats and dogs that you can see them doing. there. >> dog services have since resumed at the kennel. the contra costa county da's office charged antioch mayor lamar thorpe with 2 misdemeanor counts of dui. police arrested thorpe in march in pleasant hill. he's apologized publicly shortly after the incident. a court date has not yet been set. happening today. activists across the bay area hold a rally at the lake merritt amphitheater to protest the ongoing war in ukraine. they say they're calling for an end to us escalation and russian aggression. and for both sides to come to the negotiation table. the rally starts at 01:00pm. coming up on the kron 4 morning news. >> oakland police released new body cam video of an officer involved shooting. how they say it shows the bravery required of men and women who wear the uniform. and getting money and drivers pockets. the

>> california gas prices set a new statewide record friday hitting $6.6 per gallon of regular unleaded. according to aaa, the governor and the administration are ready to go. department of finance spokesman hd palmer said friday the governor continues to stick with his plan of sending $400 direct payments to california car owners and talks continue with legislative leaders. we've been ready to go for the last 6 or so weeks to get this moving our main concern% the governor's main concern is. >> let's move as quickly as possible to get this direct relief to people as fast as we can to the people who needed the most. palmer says newsom's plan is the fastest. it relies on the department of motor vehicles and a 3rd party vendor to help process the payments. palmer says if passed it could take the dmv between 30 to 60 days to put together the data needed and payments would soon follow. but legislative leaders have proposed a plan of their own to send direct payments to california taxpayers based on income and family size. >> but newsom's administration says it could take until after labor day to get those

payments out by relying on the state's franchise tax board. in a statement friday assembly speaker anthony rendon and senate pro tem toni atkins said, quote, the prices californians are seeing at gas stations throughout our state are staggering. and a reminder that so many people continue to need help stretching household budgets during these unprecedented times. the urgency being felt is real and valid and we are working to resolve the differences between our gas rebate proposal and the governors with the final agreement to be included in conjunction with the june 15th budget. our goal is to provide meaningful relief to individuals and famities. and we have every confidence that we will meet that goal to just see the governor and the democrats have made really no progress. >> entre by any kind of relief, you know, whether it be a gas tax suspension or rebate, it's just terrible governments. republican assembly minority leader james gallagher has been pushing for a suspension of the state's $0.51 gas tax since the start of the year. he says his party next week will attempt to once again force a vote on it as an inflation related increase to the state's gas tax is set to

between oakland police officers and 50 year-old jeffrey carter. the department says it released body camera and security of video of the incident to be transparent. police say they got a call about a man with a gun on telegraph avenue and 21st street just before 7 in the morning. they say carter fired first and hit one of the 2 officers. both officers fired back hitting the suspect twice, led us >> 9.40, be shots fired. so that's our subject. shot a i'm hit. i'm hit as well. video from the scene shows us the number of evidence markers on the street. police say after getting hit, the suspect got up and ran a few blocks away towards martin luther king junior boulevard. officers followed it's the gun they ended up at an apartment building where police fired a

child. you can see some of those light. the candles lighting there right now. police say that a car was driving down montrose avenue. this street when the driver struck the child who was riding their bike. this happened around 3.45 yesterday afternoon. paramedics rushed the child to a local trauma center, but he died at the hospital. police say that the driver stopped after the crash and remained on scene. and this happened in fremont's irvington district. this neighborhood is filled with homes. neighbors tell us that drivers aren't really caught cautious when they are driving down montrose avenue >> i personally think there's not enough stop signs and kuz on this road. like i some people are driving really fast at night. even think they times people are driving 50 and what i'm trying to get to school in the morning when my brother got takes me school, you know, it's really hard to get on the road without was

found lying in the road on the 6600 block of blake street and also she told police she'd been forced into a car by 3 men near the bart station just before 11 last night. she says she was pistol whipped and robbed before being forced out of that car. she was taken to a hospital as of right now. police have not released a suspect description. in the east bay. one person is in the hospital after a car hit and killed a horse in knightsen. it happened just before 10 last night near delta road. and pastor lane, you're taking a look at a map of where it happened. a helicopter was used to airlift one person to the hospital. we now know the identities of 2 men shot and killed in a police shooting thursday night. one of them has been identified as 57 year-old michael mack from. excuse me, michael, mek fun gan and the other. 49 year-old rafael mendoza. police say the shooting happened after officers were responding to a separate aggravated assault call. this is the video from

formula from europe. the fbi needs to fda needs to expedite that process. and the president has also said that he's invoking the defense production act to get some of the critical supplies to abbott. i think frankly, the administration needs to do they need to be funding this production and other manufacturers other than abbott. but my anticipation is over the next a month or 2, we should be able to solve this with the right action. it's a huge issue in my district. i mean, i i know people who are going store to store to store to look for baby fo%m formula and it's unacceptable to never happen. >> let's talk about the 2 bills on the table right now. there's the access to baby formula act. hr 7, 7, 9, 1, i understand the house and the senate just passed that. >> yes, and that is going how basically allows for people who getting federal assistance to be able to use that to get the types of baby formula that

they need and waive some of the requirements on them. so it's going make it easier for people getting federal assistance it to get baby formula. >> and then there's the second bill, hr, 7, 7, 9, 0, that would send some 28 million dollars to the f the fda to boost production and prevent future shortages. but it seems like there might be some challenges getting senate approval. what's what you've been hearing? >> 192 republicans voted against this. i don't know why any basis for the bills as we need to give the fda more resources to make sure that they can expedite the process of getting the safe baby formula you know what the fda failed in this place. i'm going to be blunt. i mean, look at that and inspection issues in september. it took the fda almost february to figure out and then whenever it shut down in you know, people were asleep at the wheel. i mean, there should have been an indication then the defense production act. it's only months later that that's happened. we're in the

crisis. we are now. it was a preventable prices. but at least we need to start beefing up the fda so that this doesn't happen again. >> what else are you asking the president for at this time? >> well, to do things, look, personally said that the president ought to be buying baby formula in europe tomorrow and bring it into the united states by the excess supply. bring it into the united states and south and sell it at a subsidized rate them or any american will family that needs the second thing is i think the president ought to be funding manufacturing other than have it. we can't just rely on avenue. i mean, they're the ones stop. and now we're going to rely on them to get that little line. and it may take them 6 weeks. i i just think there's more urgency here. we're the most powerful country in the world we need to deploy our resources so that people in baby formula in the next >> and leslie, what is your message to families in the bay area who are really struggling with us? >> i hear you. i understand how anxious it can be. you know, i as a father, i get it

we'll build on that a little bit tomorrow afternoon for those inland valleys as temperatures racing to the middle 80's and all we take a little bit of a breather early into next week before the heat spike comes our way and that will push those inland highs in the business of the 90's. more on that in your 4 zone forecast coming up in just a bit. stephanie, looking forward to it. thank you, dave. >> a fast-moving fire in the east bay, unfortunately, could be a sign of things to come. hot weather is expected to continue as you just heard from day over the next several days. and that combined with dry grassy hills means the potential for fire danger, higher potential for fire danger. kron four's dan thorn has the story. >> this fire burning near bay point quickly grew to more than 20 acres. friday afternoon. the smoke was visible to drivers on highway 4 and for the crews on the ground still actively spreading the job not only required putting it out. they also had to save these nearby buildings from burning. there was a short evacuation put in for some of the commercial

businesses. >> up along the top of will pass road no structure took place and we were able to get everybody back and the businesses hot weather mixed with wind gusts blowing over sun-baked hills makes for a dangerous combination. scenes like this can be found throughout the bay area. >> the fire threat continuing for the next several days. whenever our humidity drops like it did today and we a little bit of those, you know, high gusts of winds. that's kind of the fire behavior we anticipate to see and we're already experiencing it today. fire crews in the national weather service have been telling people that now is the time to be prepared for wildfires and with low hlmidity hanging around, preventing fires should be top of mind reporting in contra costa county, dan thorn kron. 4 news. >> we're learning more about the police investigation into the murder of a popular restaurant owner in oakland. kron four's haaziq madyun has the latest on the search for a motive.

>> we're learning more about the investigation into wednesday's deadly shooting at the lucky 3, 7, filipino restaurant in oakland. and it's just one of >> 3 murders that nice. >> oakland police officers association, president officer barry donelan officers responded to a shots fired call found at the victim out on the street and saturday succumb to his injuries. >> that that that was the co-owner of the restaurant judon abo opd homicide. investigators are searching for clues to what happened at this point. they say that they do know that the restaurant was closed. the co owner of this restaurant being gunned down comes in the wake of this incident last week. also on through ville avenue here at la perle, a puerto rican it appears robbery was the motive of the 3 gunmen. in that pd investigators are trying to determine if robbery as a possible motive. did the lucky 3, 7 shooting as well. there's a report that there a business deal. >> they went sideways, stolen vehicle. but you know, so

investigators are working on that and all aspects of this case hopefully as the investigation unfolds in weeks ahead, the circumstances behind what motivated this callous murder is actually discovered. >> donna lynne says this shooting of another beloved community member and oakland is the latest in an endless stream of lives lost to gun violence in the city. 3300 shootings last year. >> 3300 shootings that year. those numbers are just they're astronomical. >> as the police department continues to attract out and there doesn't seem to be any. i've by elected officials in this town to try and stem the tide of wiring oakland. police say investigators are searching for any surveillance videos that may have recorded the shooting. >> anyone with information is asked to contact oakland police. how is it you wrote for news? >> police are looking for the

person who allegedly sexually assaulted a 17 year-old boy at piedmont high school. investigators say they believe this woman is responsible for the assault they say it happened near the school gym between 3.30, and for thursday afternoon. if you think you seen this person, please contact piedmont police. for dogs are dead after an overnight kennel fire in brentwood. investigators believe the blaze was an accident. we do want to warn you some viewers might find this next video. hard to watch. now it's believed the fire started because of a problem. an air conditioning unit. it happened at the dirty dog canine in fitness, retreat in brentwood just before 10 thursday night. fire crews kept the flames from spreading beyond one building but for dogs did die of smoke inhalation. >> we were able to rescue and save 15 animals that were on the property as well. whether it's a civilian loss of life or even a, you know, a family pet. all those are important.

and all of our lives and they mean a lot to everybody. >> the fire official has that his firefighters are trained to perform cpr and on cats and dogs, as you can see firefighters doing there, dog services have since resumed at the kennel. as the country continues to wait for the supreme court's official ruling on roe v wade discussions are heating up here in the bay area. planned parenthood leaders came together with local and state lawmakers friday kron four's amanda hari explains how they plan to protect abortion rights. >> a promise to all women that the bay area will protect their access to abortions and other reproductive health services. no judge or politician. >> should be allowed to deny women the right to control their own bodies. their own lives and their own futures. it is a direct attack on the practice of medicine and patient reproductive health outcomes. about a dozen

lawmakers, doctors and abortion advocates came together friday to discuss a possible future without roe versus wade. not just going to protect women in california. >> but we're going to make sure women in any other state that doesn't have easy access to abortion. we have the funds fly here to stay here and to get the health care that san francisco supervisor, hillary ronen, thank the california legislature for fighting for new funding to help low income and out of state women continue to have access to abortions. the president of california planned parenthood affiliates thou to help those out of state as well. 36 million women that will be affected have to travel outside of the same thing living in order to get care that we're making sure in california that that place can be here. the california insurance commissioner also promised to continue to help fund abortions if and when real paul.

>> welcome back. gas prices reach record highs in california, but still no word from state leaders on one drivers can expect some relief. ashley zavala has the latest for us. >> california gas prices set a new statewide record friday hitting $6.6 per gallon of regular unleaded. according to aaa, the governor and the administration are ready to go. department of finance spokesman hd palmer said friday the governor continues to stick with his plan of sending $400 direct payments to california car owners and talks continue with legislative leaders. we've been ready to go for the last 6 or so weeks to get this moving our main concern. the governor's main concern is let's move as quickly as possible to get this direct relief to people. >> as fast as we can to the people who needed the most. palmer says newsom's plan is the fastest. it relies on the department of motor vehicles and a 3rd party vendor to help process the payments. palmer says if passed it could take the dmv between 30 to 60 days to put together the data needed and payments would soon

follow. but legislative leaders have proposed a plan of their own to send direct payments to california taxpayers based on income and family size. >> but newsom's administration says it could take until after labor day to get those payments out by relying on the state's franchise tax board. in a statement friday assembly speaker anthony rendon and senate pro tem toni atkins said, quote, the prices californians are seeing at gas stations throughout our state are staggering. and a reminder that so many people continue to need help stretching household budgets during these unprecedented times. the urgency being felt is real and valid and we are working to resolve the differences between our gas rebate proposal and the governors with the final agreement to be included in conjunction with the june 15th budget. our goal is to provide meaningful relief to individuals and families. and we have every confidence that we will meet that goal to just see the governor and the democrats have made really no progress. >> on to buy any kind of release, you know, whether it be a gas tax suspension or rebate. it's just terrible governments. republican assembly minority leader james

yet. here. but when these things reposition themselves, they drive those synoptic winds like we saw last week. so again, first things first got to get that high pressure building on about tuesday wednesday zone here. then it breaks down pretty quickly. scattered clouds. and yeah, the some splotches show up on the radar here. this may be enough to, quote, dirty up the car. the nice thing about it is it's a bit of a fire repellent a little bit into the weekend. looks like things clear out 4 zone forecast covering you for the saturday. 67 san francisco and still looking at some 50's along the coast happening there. but pacifica crab, a cracking into about 60 63. meanwhile, for city lower 70's down, burlingame, 75 foster city palo alto got about an 80 build on that tomorrow, south bay, lower 80's at that. 82 santa clara and san jose cupertino as well, east bay shoreline sunday for now. but next week will be in the 80's. well got tri valley lower 80's, although about 84 for walnut creek. 85 conquered 72 for berkeley. 72 also vallejo.

about a man with a gun on telegraph avenue and 21st street just before 7 in the morning. they say carter fired first and hit one of the 2 officers. both officers fired back hitting the suspect twice, led us >> 9.40, be shots fired. so that's our subject. shot a i'm hit. i'm hit as well. video from the scene shows us the number of evidence markers on the street. police say after getting hit, the suspect got up and ran a few blocks away towards martin luther king junior boulevard. officers followed. i'm not sure it gets the gun they ended up at an apartment building where police fired a beanbag to stop carter. but it did not work. chief leronne armstrong put out this video message about what happened next. he barricaded himself inside a building. >> the local police

department's crisis intervention officers, tactical negotiator and alameda county mental health professionals are on scene communicating with carter who was armed with a knife and stabbed himself. >> after a 30 minute standoff, officers took carter into custody. got him treatment for his injuries and brought him to jail. >> oakland police say the wounded officer was shot in the leg and is still on leave while recovering. his partner returned to work in the newsroom. i'm justine waldman. kron. 4 news. the justice department is taking steps to raise awareness about hate crimes and make it easier for victims to report them. leaders at the doj unveiled the new guidelines and programs. the initiatives help states create hate crime, reporting hotlines and create some outreach to those who don't speak english and have limited access to the internet. >> last weekend's attack was a painful reminder of the singular impact that hate crimes have not only on individuals. but an entire

communities. they bring immediate devastation. inflict lasting fear. >> the new investments are part of the anti-asian hate crime bill passed by congress last year. yesterday house democrats passed a plan to give the doj more resources to investigate domestic terrorist groups. but most republicans and even houstan a democrat. some house democrats opposed the bill they say gives the federal government and law enforcement power to track and censor speech. it is just an water polo coach at uc davis has been arrested and is accused of child distribution. the school confirmed annual noble is facing federal charges after an investigation by the fbi. in a statement from uc davis. the school says they became aware of the case. on wednesday. noble was arrested thursday and immediately placed on administrative leave. he's been ordered to stay away from campus. uc davis hired noble

you 80 by 1 o'clock by 4.82 one to 4 forecast in a bit. stephanie. >> looking forward to it. thank you, dave. our top story this morning, a 7 year-old boy has died after he was hit by a car in fremont kron. 4 s camila barco is live there this morning as neighbors are reacting to this tragedy, camila. >> yes, and it, stephanie, we've been talking to neighbors all morning. we're going to hear from one of them later. but this morning there is a growing memorial at the site where the boy died after he was hit by a car while he was riding his bike. and i step out of the way so i can show you guys a little bit of this memorial right here on the side of this curve. you can see some lit candles and some flowers left here to honor the child. now, police say that a car was driving down this street here on montrose avenue when the driver struck the child who was riding their bike. this

happened around 3.45 yesterday afternoon. paramedics rushed the child to a local trauma center, but he died at the hospital. now police say the driver stopped after the crash and remained on scene. this happened in fremont irvington district. this is a neighborhood filled with homes. neighbors tell us that kids ride their bikes around here. a lot of them are hanging out, but i want to note that the speed limit here is 25 miles per hour. and neighbors say that drivers do not. actually drive at speed limit. they say that they just speed through here. >> it break your heart. what? that's good news, too hop in the raid. my dad to do something about the right here. so no runs really get hurt again. this driver gus to the someone threw a side,

hospital. and as of right now, police have not released any description of her attackers. in the east bay. one person is in the hospital after a car hit and killed a horse in night sen. it happened just before 10 last night near delta road. and pastor lane, you're taking a look at a map of where it happened. the helicopter was used to airlift one person to the hospital. we now know the identities of 2 men shot and killed in a police shooting thursday night. one of them has been identified as 57 year-old michael neck, fun gun. the other. 49 year-old rafael mendoza. police say the shooting happened after officers were responding to a separate aggravated assault call. this is the video from the scene in the area of mariposa and owen streets. that's just one block away from ucsf benioff children's hospital. police have not share details on what led up to this shooting or why officers were forced to open fire. happening tomorrow. there's a gun buyback event in milpitas. it's hosted by santa

clara county. you can turn in guns at the milpitas community center. you don't have to give your name or show id. the city will give people 100 bucks for a handgun and $200 for a ghost gun or assault weapon. the goal here is to get more guns off the street. >> every gun we received is one less gun available that could be used and a suicide in a domestic violence. and stolen in a burglary. we're actively used by an unsuspecting child. >> the event runs from 09:00am to 01:00pm sunday. again, this is at the milpitas community center on east calaveras boulevard. our top story this morning, the golden state warriors now have a commanding lead over the dallas mavericks in the western conference finals. the mavericks were on fire in the 1st half and the warriors found themselves down by 14 at halftime, golden state came storming back in the 2nd half and the 3rd quarter. the warriors pulled

happening, lower 70's expected by monday tuesday. that's preheat spike folks. so expect even warmer numbers. they're heading up that direction. maybe the short sleeve shirts already back home. we do see numbers dropping off humidity wise in the east bay over the east bay hills and up to the north a little bit, too. so these numbers will be in the 20's. no red flag warning or far weather talk or anything like that. but the numbers do drop off a little bit today. that's the recovery sunday morning. and then tomorrow afternoon, coupled with a little bit more in the way of locking numbers, which all should be in the 80's sub 90. it looks like at least the early part for the weekend, early part of the week. this is what takes us into monday morning. we have a nice recovery with the humidity, but it doesn't stick around too long. now, what's a look ahead? warm and sunny. we are cooking today lower to middle 80's. a touch warmer tomorrow with the same game plan. then next week really hit the aac team here by say wednesday, thursday zone, maybe a little bit on tuesday, too. but here those inland spots may race ahead to get to the mid 90's.

joining me now to discuss is oakland mayor libby schaff. thank you so much for being with us this morning. it's great to be here, stephanie. it was so tough. so to start off, you roe v wade, it's a big issue, top of mind for lots of folks. we know that your city council just voted unanimously to make oakland a sanctuary cities for those seeking abortions. so what does that mean exactly and how soon can we expect to see some changes, some visible changes? you know, it was really a symbolic statement to say. we believe everyone should have access to an abortion. no questions asked. and this is part of a proud history of social activism in oakland. not only are we the most unapologetic sanctuary city when it comes to immigrants, but we even have a bubble ordinance in place that actually prohibits protests and people trying to block women from seeking abortion. more other reproductive health services. so this is something

that is part of our dna. you know, we're always going to stand up for human rights and we believe that this is a right worth fighting for our abortion providers going to be seeing support in terms of funding or the walk us through abortions, what oakland as an abortion city looks like. so the resolution that the council passed did not obligate the city. financially or create any new policies. it did, however, urged the county and state government to invest more in reproductive health as well as abortion access and it urge the federal lawmakers to enshrine roe versus wade into federal law. so we don't have to count on the supreme court to preserve it. i seen okay. understood. now let's talk real quick, too, about the oakland a's. right? so. watts of a conversation around that that's been going on. can fans expect to see a stadium or

not? absolutely. it is going to happen and big news this week, the greenbelt alliance, a very respected environmental organization, just came out with a big endorsement for the project, not about the ballpark. and i think it's a great reminder to people this is much bigger than baseball. what they said is this is a great example of smart development that is going to help address climate change as well as the housing crisis. what sort of challenges still lie ahead for this? well, the next big milestone is going to be the vote from the bay conservation development commission. they have the authority to take howard terminal out of port use designation. they're going to have a big public hearing on that on june. 2nd. and then they'll take the vote. june 30th right now, their staff has recommended that howard terminal come out of port use, but it's up to those commissioners. there needs to be a 2 thirds vote on june.

30th. and if that vote doesn't happen. the project is dead. but we're very excited that the staff analysis the project moving forward and we believe there. it's just so much to love about this project, not just for a's fans, but 18 acres of new waterfront 3,000 units of housing, tons of union jobs and great environmental standards. what is your message for oakland a's fans watching this right now. this is going to happen. people keep the faith, but don't take it for granted. we need you to show up show up on june. second at that, the cdc hearing show up on june. 30th. >> because elected officials need to hear that. we love this project. we want it to happen. all right. let's talk a bit about crime. so this past week or just this week, we heard about the killing of aubeloved business owner in the area that was a freeway

shooting that happened in the oakland area as well. >> so >> is there an action plan to address incidents like this? yeah, i just want to start by june and that the whole family that runs lucky 3, 5, 7 is just beloved in oakland. it's actually in my neighborhood. i've eaten there many times. they even hosted one of my very campaign walks when i ran for mayor 8 years ago. so just horrific tragedy. but the good news is that with regard to those freeway shootings, which oakland has had a really disconcerting number up. that the governor heard our request for cameras and so in a revised budget, he is now funding cameras in just 4 counties in the entire state. but 2 of those are alameda and contra costa. the funding is for 200 cameras and they are going to be on 4 different freeways that run through oakland, the 5, 88, 80, the 24

and very importantly, international boulevard so we are watching you. please behave we are going to hold anyone accountable. who is engaging in violence on those freeways, but also reckless driving. that takes a lot of lives as well. do we have a timeline for when those cameras are going to install? well, i will tell you, as soon as that came out, i've put in a call to caltrans to ask if we can start the installation now, typically it wouldn't start to july when the budget takes effect. but i don't think we can wait. and what is the message to oakland residents who are? you know, they say they're getting fed up with the crime. well, absolutely. and this has been part of a national increase in violent crime. i can say that we have been able to bring back our successful cease-fire approach and we are seen some promising signs. homicides and shootings are actually down 20% year to date compared to

last year. so we do feel like things are moving in a better direction, but her effect tragedies like this. i don't make anyone feel and we understand that you also have a program in the works where residents can contribute some creative solutions to the oakland a community is is seeing. that's right. and actually crime is one of the challenge it's called the oakland city challenge. you can find out about it by going to oakland dot city challenge, dot org. i think back to oakland dot my city challenge dot org and contribute an idea either around addressing crime, illegal dumping and abandoned autos or homelessness. i mean, these are the 3 issues that are really on oaklanders mines. there are cash prizes for the 20 best ideas. they're due june first. so come on, get your wheels turning. we need your good ideas on how to

solve these issues. those 20 award winners will not just get some cash in their pocket. they will get to work with the city to actually see their ideas implemented your time as mayor is winding down. what are you most proud of? you it's simple, i'm i'm fixing the potholes. potholes matter. and we have now have record years of paving the streets and infrastructure plan that is going to start addressing the huge backlog that i and higher inherited as far as road conditions. i'm also really proud of a lot of the innovative pilots that we've done in oakland. keep oakland house to prevent people from falling into homelessness are guaranteed income pilot were showing how government can be innovative. and finally, stephanie, last night. 730 oakland seniors, public school, seniors get an oakland promise scholarship to go to college. we launched the

oakland promise just 6 years ago today, nearly 1200 babies have $500 college savings accounts more than 30,000 elementary school students have an early college scholarship. we are providing college access coaching for every single high school student in this city and boyd last night, we really saw that paying off with it's more than a quarter of the graduating class with multi year thousands of dollars of scholarship money we've we've sent tips off with more than 20 million dollars in scholarships over these last 6 was exciting. it doesn't like a project that's going to impact many, many lives. last quick thing here for you. we know the midterm midterms are just around the corner. several members of your own city council are in the running for any particular candidate that you're throwing your support behind? well, i'm really excited about yes. and

yes. and shes for sheriff alameda county the current incumbent has never been challenge. i think he's got to go. i don't think you reflects oakland values. just send us on. test would be a great leader for our county law enforcement organization. i'm also excited about terri wiley for da. that's another race that's open for the first time. and for alameda county supervisor, wilma chan tragically passed away. my dear friend, i've done a dual endorsement for sir lean grant and for lena tan. those are some of my endorsements that are top of mind. but the most important thing is that you go vote voting. is your superpower? indeed. it is. and can you speak to possibly for for your position? i've not done a formal endorsement but i want to remind people i hope they look at people that they feel is in this for the town, you know, not for their own political careers, but, you know, have a long, deep

your 4 zone forecast coming up in just a bit. stephanie, thanks very much. dave. >> a fast-moving fire in the east bay, unfortunately, could be a sign of things to come hot, water, half excuse me. hot weather is expected to continue over the next several days. as dave just mentioned. and that combined with dry grassy hills means higher potential for fire danger. kron four's dan thorn has this story. >> this fire burning near bay point quickly grew to more than 20 acres. friday afternoon. the smoke was visible to drivers on highway 4 and for the crews on the ground still actively spreading the job not only required putting it out. they also had to save these nearby buildings from burning. there was a short evacuation put in for some of the commercial businesses. >> up along the top of will pass road no structure took place. and we were able to get everybody back and the businesses hot weather mixed with wind gusts blowing over sun-baked hills makes for a dangerous combination. >> scenes like this can be found throughout the bay area.

>> the fire threat continuing for the next several days. whenever our humidity drops like it did today and we a little bit of those, you know, high gusts of winds. that's kind of the fire behavior we anticipate to see and we're already experiencing it today. fire crews in the national weather service have been telling people that now is the time to be prepared for wildfires and with low humidity hanging around, preventing fires should be top of mind reporting in contra costa county, dan thorn kron. 4 news. >> we're learning more about the police investigation into the murder of a popular restaurant owner in oakland. kron four's haaziq madyun has the latest on the search for a motive. >> we're learning more about the investigation into wednesday's deadly shooting at the lucky 3, 7, filipino restaurant in oakland. and it's just one of >> 3 murders that nice. >> oakland police officers association, president officer barry donelan officers responded to a shots fired

call found at the victim out on the street and saturday you succumb to his injuries. >> that that that was the co-owner of the restaurant judon abo opd homicide. investigators are searching for clues to what happened at this point. they say that they do know that the restaurant was closed. the co owner of this restaurant being gunned down comes in the wake of this incident last week. also on fruitvale avenue here at la perle, a puerto rican it appears robbery was the motive of the 3 gunmen. in that pd. investigators are trying to determine if robbery as a possible motive. did the lucky 3, 7 shooting as well. there's a report that there a business deal. >> they went sideways, stolen vehicle. but, you know, investigators are working on that and all aspects of this case hopefully as the investigation unfolds in weeks ahead, the circumstances behind what motivated this callous murder is actually

discovered. >> donna lynne says this shooting of another beloved community member and oakland is the latest in an endless stream of lives lost to gun violence in the city. 3300 shootings last year. >> 3300 shootings that year. those numbers are just they're astronomical as the police department continues to attract out and there doesn't seem to be any. i've by elected officials in this town to try and stem the tide of violent crime. >> oakland police say investigators are searching for any surveillance videos that may have recorded the shooting. anyone with information is asked to contact oakland police. how is it you wrote for news? >> police are looking for the person who allegedly sexually assaulted a 17 year-old boy at piedmont high school. investigators say they believe this woman is responsible for that assault. they say it happened near the gyms service. the school gym between 3.30, and for thursday afternoon. if you think you've seen her, please contact

piedmont police. for dogs are dead after an overnight kennel fire in brentwood. investigators believe the blaze was an accident. and we do want to warn you, some viewers might find this video hard to watch. it's believed the fire started because of a problem in an air conditioning unit. it happened at the dirty dog. canine and fitness retreat in brentwood just before 10 thursday night. >> fire crews kept the flames from spreading beyond one building before dogs died of smoke inhalation. >> we were able to rescue and save 15 it was that were on the property as well. whether it's a civilian loss of life or even a, you know, a family pet. all those are important. and all of our lives and they mean a lot to everybody. >> the official also as firefighters are trained to perform cpr on cats and dogs. so you can see they're doing there. dog services have resumed at the kennel. the

contra costa county da's office charged antioch mayor lamar thorpe with 2 misdemeanor counts of dui. police arrested thorpe in march in pleasant hill. he apologized publicly shortly after it happened. a court date has not yet been set. in the north bay. covid cases are on the rise yet again. and a senior living facility is dealing with a spike in cases. but as kron four's to recessed also reports the ceo of that facility is hoping to prevent more infections by raising awareness of the problem. >> right now we have about 2% of our our staff and our with active covid cases, an uptick in covid cases among residents and staff members of the redwoods senior living facility in mill valley. this is video of inside the facility. i was there documenting staff and residents becoming some of the first in marine county to receive the covid vaccine the

early days for really hard. frankly, we were very, very worried about people die. we take care of seniors we'll see we have independent living assisted living and skilled nursing, including a hospice. >> ceo hunter moore says even though all of the facility's 350 residents and 170 staff members are vaccinated against covid. there are now about 10 positive cases. he says looking at the data, they seem to have an uptick in cases following holidays. and with memorial day weekend coming up, he is asking everyone to do their part. >> if they bring him back here that give it to other residents and team members and for the other residents they have to quarantine in their health could be compromised, which is a very big concern, even though they're vaccinated, they can still get it, which i think a lot of people are forgetting. but what really hurts is to is like almost every we are having challenges getting team

>> california gas prices set a new statewide record friday hitting $6.6 per gallon of regular unleaded. according to aaa, the governor and the administration are ready to go. department of finance spokesman hd palmer said friday the governor continues to stick with his plan of sending $400 direct payments to california car owners and talks continue with legislative leaders. we've been ready to go for the last 6 or so weeks to get this moving our main concern. the governor's main concern is. >> let's move as quickly as possible to get this direct relief to people as fast as we can to the people who needed the most. palmer says newsom's plan is the fastest. it relies on the department of motor vehicles and a 3rd party vendor to help process the payments. palmer says if passed it could take the dmv between 30 to 60 days to put together the data needed and payments would soon follow. but legislative leaders have proposed a plan of their own to send direct payments to california taxpayers based on income and family size. >> but newsom's administration says it could take until after labor day to get those payments out by relying on the state's franchise tax board.

in a statement friday assembly speaker anthony rendon and senate pro tem toni atkins said, quote, the prices californians are seeing at gas stations throughout our state are staggering. and a reminder that so many people continue to need help stretching household budgets during these unprecedented times. the urgency being felt is real and valid and we are working to resolve the differences between our gas rebate proposal and the governors with the final agreement to be included in conjunction with the june 15th budget. our goal is to provide meaningful relief to individuals and families. and we have every confidence that we will meet that goal to just see the governor and the democrats have made really no progress. >> and provide any kind of relief, you know, whether it be a gas tax suspension or rebate, it's just terrible governments. republican assembly minority leader james gallagher has been pushing for a suspension of the state's $0.51 gas tax since the start of the year. he says his party next week will attempt to once again force a vote on it as an inflation related increase to the state's gas tax is set to go into effect july. first, we have to act. and so, you know,

>> welcome back. dave spahr is here with our weather forecast. a that seems like things are really heating up out. there they are. and this is like a dry run, if you will, for what we're expecting later in the week with a big, stronger high pressure building. nice shot of sfo. just a little hazy fog io start things off. it will be a little bit more aggressive tomorrow, but on balance, not much of a player at all. what will get a little of this afternoon as maybe some high cloudiness. but on balance, mostly sunny will cover to definitely take the shades. >> a little bit of an afternoon breeze, but not a whole lot of that check in the bay area. temperatures are starting to move. 64 santa rosa. 74 any aug but mostly 60's covered the east bay. and in fact, the north bay at this hour to san francisco, half moon bay still hanging on to their 50's, though. 59 for san francisco in 52 for half moon bay, by the way, in this next heat spike that we see happening, it's really the inland areas that are really going start popping elsewhere will be a little bit more muted than we're going to see later on in the season with those heat spikes. there's the

incident to be transparent. police say they got a call about a man with a gun on telegraph avenue and 21st street just before 7 in the morning. they say carter fired first and hit one of the 2 officers. both officers fired back hitting the suspect twice, led us >> 9.40, be shots fired. so that's our subject. shots up hit. i'm hit as well. video from the scene shows us the number of evidence markers on the street. police say after getting hit, the suspect got up and ran a few blocks away towards martin luther king junior boulevard. officers followed it's the gun they ended up at an apartment building where police fired a beanbag to stop carter. but it did not work. chief leronne armstrong put out this video

message about what happened next. he barricaded himself inside a building. >> the local police department's crisis intervention officers, tactical negotiator and alameda county mental health professionals are on scene communicating with carter who was armed with a knife and stabbed himself. >> after a 30 minute standoff, officers took carter into custody. got him treatment for his injuries and brought him to jail. >> oakland police say the wounded officer was shot in the leg and is still on leave while recovering. his partner returned to work in the newsroom. i'm justine waldman. kron. 4 news. the justice department is taking steps to raise awareness about hate crimes and make it easier for victims to report them. leaders at the doj unveiled the new guidelines and programs the initiatives help states create hate crime, reporting hotlines and launch outreach programs to people who don't speak english and who have limited access to the internet. >> last weekend's attack was a

painful reminder of the singular impact that hate crimes have not only on individuals. but an entire communities. they bring immediate devastation. inflict lasting fear. >> the new investments are part of the anti-asian hate crime bill passed by congress last year. yesterday house democrats passed a plan to give the doj more resources to investigate domestic terrorist groups. but most republicans and even some house democrats oppose the bill. they say it gives the federal government and law enforcement the power to track and censor speech. an assistant water polo coach at uc davis is accused of distributing child. the school confirmed daniel noble faces federal charges after an fbi investigation. uc davis officials say they became aware of the case on wednesday, investigators arrested noble on thursday. he was immediately placed on administrative leave in order to stay away from campus. uc

out-of-state corporations wrote an online sports betting plan they call "solutions for the homeless". really? the corporations take 90 percent of the profits. and using loopholes they wrote, they'd take even more. the corporations' own promotional costs, like free bets, taken from the homeless funds. and they'd get a refund on their $100 million license fee, taken from homeless funds, too. these guys didn't write a plan for the homeless. they wrote it for themselves.
