bay, oakland, all the way up to concord. you're going to see those foggy conditions probably until 9.30, but every 15 minutes we're going to check it for you. make sure you're prepared temperatures right now as we speak. if you're headed out, maybe take a walk. the dog for a walk or headed to work like us. it's not bad. santa rosa. 54 fremont 60 san jose. 57 san francisco. 55, although we are looking at breezy conditions as we look at your wake-up planner, it's going to be cooler than last week. san francisco 65 again. it's going to be breezy for you, oakland. it's going to be cloudy with 71 san jose. we're looking at 81. but what about tomorrow on a plan? the rest of your weekend coming up in about 15 minutes. thanks very much. brittany. this morning, oakland police are investigating a shooting and a related car crash that left 3 people dead investigators say it happened on mlk junior way and 27th street just after 7 friday night the responding officers found a cyclist who appeared to have been hit and killed by a car. 2 other people were also found dead at the scene with gunshot wounds.

the identities of all 3 victims are being withheld until their families are notified. anyone with information is asked to please call opd. a community in mourning, gather to share words for the a beloved east bay dent is shot and killed in oakland last weekend. >> kron four's ella sogomonian has the details. >> friday night the community gathered for a vigil in honor of lily shoe. the 60 year-old was killed in oakland last sunday. just a few weeks after her birthday, she was shot at least twice when she and her partner pulled into the city is little saigon neighborhood. the group shared their growing concerns for oakland residents and voiced outrage at increased attacks against asian americans and pacific islanders made yet turning point our communities. >> communities have been overlooked for decades. what may be a new chapter? a moment in which we can say. who can i lean on? and immediately we

have hand so oakland city council, president nikki fortunato boss. >> so city officials need to send clear communication to criminals that these types of crimes will not be tolerated. that type of violence needs to be held accountable. >> and we're also coming together because we have to those losses. we have to and more than anything. just show oakland should be a peaceful town. police are still looking for the suspect who came out from a white lexus. the pulled up next to says car. >> and for people inside of a white tesla that was near the shooting in case they have more information. the tesla had a distinct roof rack as well as the bike rack in the back. >> that was ella sogomonian reporting for us. the oakland police department is now providing 24 hour patrols in the little saigon neighborhood. also in oakland, police are looking for the man who fired shots aboard a bart train friday afternoon, injuring a man. this happened at the fruitvale bart station

around one 30 on a train bound for daly city. police say the gunman shot at the victim several times. kron four's gayle ong has the latest for us. >> bart police remained on scene at the lake merritt station in oakland friday. that's where officers responded to a man with a gunshot wound. according to bart police chief and alvarez. the man was shot around one. 25 pm on a daily city-bound train leaving the fruitvale station. one individual opened fire with a handgun and wounded another male. the suspect immediately board that train. >> and ran out of the flu bill, start for station and is currently still at large. the victim continued on to that on the train to the lake merritt station. >> the man shot was taken to highland hospital with life-threatening injuries. chief alvarez says the victim was likely targeted. >> we have no reason to believe that this was not a random attack. we are actively pursuing leads to apprehend the suspect. >> the shooting prompted major delays. trains stopped running

at lake mary due to the investigation. service was later resumed. kron 4 caught up with bart riders about the incident. well, that kind of ruins the safety i got to get home, but will be coming back this way. i'm more concerned about safety on bart. >> now than i was just a couple of years ago. it seems like it's not as safe as it used to be. bart laid out safety measures in a statement that reads in part, quote. >> barr has a historically high number of uniformed safety staff on platforms and trains, including police officers dedicated to riding trains, new unarmed ambassadors, community service officers and fare inspectors. in addition, bar has a network of more than 4,000 cameras onboard train cars in stations and other public areas. chief alvarez's also assuring writers shootings on bart trains are rare, very traumatic. >> enclosed areas. so we understand the banks. there are writers would being in an enclosed area such as a bart

train, luckily high presidents and having more present in our system were mitigating some of these issues from occurring. the chief says multiple cameras captured the shooting. a description of the suspect will be released. >> after the agency reviews surveillance video. so i will continue to take end just. >> be and hope that. the police presence increases or are there more safety measures being taken? >> you kron 4 news. >> a two-year investigation by the chp led to the arrest of 5 suspects said to be involved in a major cargo theft operation. chp says the suspects are responsible for stealing more than 1 million dollars worth of cargo and $250,000 in cash. the raid happened earlier this month. >> this bust was was huge for us. its service to southern california. we're very fortunate. obviously, that has statewide agency. we have

resources from, you know, here all the way down to la. we are able to work with our counterparts out of our southern division as well as various different law enforcement organizations down there be able to identify and locate these individuals and conduct this raid. >> items recovered include products from google, microsoft, sony and apple. authorities are not releasing the identities of the suspects yet, as they say doing so right now could compromise the ongoing investigation. police make another arrest in the fatal gym shooting case that happened in brentwood. investigators announced friday they announced this 20 year-old pittsburgh man is one of 2 people who opened fire at the 24 hour. fitness on lone tree way back on august. 11th officers and arrested the suspect at a home in antioch wednesday where they took him into custody with no issues. he's now being held at the martinez detention facility and faces one count of murder.

>> skill is something i think draconian. i think mean-spirited. i think something specially the area that we live in, something that counter to her to our values. >> that was and county supervisor david canepa, he's pushing back on foster city's controversial plan to possibly kill dozens of wild geese. a city officials say they've tried to control the goose population using nonlethal methods for years and including introducing dogs and other kinds of repellents to try to keep the birds from leaving a mess on sidewalks and lawns. but they say nothing has worked in july. the city counsel okayed a plan to get permits to kill the birds. and the supervisor is now calling the move inhumane. foster city council says it is exploring robot technology and landscape changes to make that area less attractive to the east. and meantime, the public is urged to please leave the

though. so hopefully those people just continue to travel there safely. good morning to all of you. welcome to the kron. 4 morning news and let's toss it over to brittany begley for a quick check of our forecast this morning. yeah, i love that. we have so many cameras because of the micro climate. we really make sure everybody's prepared. so let me show you again. the foggiest bart and some spots you can see right here as we take a look at the east bay in our headlines. yeah, we're off to a foggy drive breezy day for most of the region. not everybody. as we just showed you. >> next week we're going to look at some above average temperatures today. it's not going to be as warm. so that's the good news. but things are going to heat up. we'll talk all about it. and as we start september, we're going to be off to a warm and dry start. so a lot to talk about as we as we peak into the airport. i was like to check this camera too. thankfully, foggy conditions not going to slow you down. it was not foggy and that camera, but you're going to see those foggy conditions probably until 9.45. so, of course, our commitment to you. we're going to check that fog for you about every 15 minutes to make sure you're prepared if you're headed out. all right. let's get right into

its really about those temperatures. and thankfully, temps are going to be a little bit below average. you can see it right here on your screen. the average for san francisco is 65. we're looking right there at 65 livermore. last weekend, it was hot. some places close to triple digit. your average is 88. you're looking around 85 today. and even santa rosa, your average is 85 and looking at 84. so the big picture story really is just a tick below average. those high temperatures haven't hit your neighborhood make sure do that. within the next hour. morgan hill, 81, you can see fremont 76 concord, 84, even any looking at 87. but as we take a look at the coast, you can see, completely different story. half moon bay. 61, we are watching for the potential of a drizzle or 2 along the coast behind the scenes going to keep looking at your cameras to make sure you are prepared again. mill valley, 71 nevado 81, even napa. 75. so temperatures are going to be nice. let's take a look at that 7 day forecast. you can

see again today inland. 85, they 71 coast. 61. but the corner of your screen around wednesday, we're going to hit those 90's as we roll into september. so a lot to talk about. we'll stay tv online and of course, on our app. thanks very much. brittany. a controversial homeless encampment in oakland is set to close on friday. a federal judge ruled caltrans can start the process of moving nearly 200 people out of the site on wood street. you can see the video on your screen there now. that area has been at the center of major safety concerns. again, we're seeing some examples of that mainly due to the recent fires that have sparked in that area. kron four's terisa stasio has more on what's next. >> a federal judge's message to hundreds of people living at a massive homeless encampment. it's time to go. >> not and i totally understand the bush huge. gaps

in the way it will. treat the people at wood street. >> the area with its arby's and sprawling tense is one of the largest homeless encampments in oakland and home to a string of safety hazards. there is banned at least 250 fires in the last few years. one shut down the maze for several hours. another came close to an east bay municipal water tank farm. that is highly flammable. caltrans owns the land and has battled to clear the space for years. but last month, a judge temporarily banned caltrans from clearing the site after people living there filed a lawsuit. what the proposal also seems to be from the city, the missing. what about property? of the vehicles and vehicles? the >> are there. shelter judge said he granted the temporary ban due to a lack of a planned, offer shelter to the

residents. but late thursday, a new proposal was presented by the city and the judge approved the project with an order spelling out how it must go forward in phases with adapting to the needs of the current residents. >> pretty that the vehicles that exist on the property are if they are going to be cleared in any way are allowed to be in a place where they can be. we recovered. >> the city is offering 40 beds in the first phase with the goal to offer more caltrans will be able to start removing some debris in early september. theresa kron, 4 news. >> in the south bay bar in the santa clara valley, transportation authority are on track to start construction on one of the world's largest planned subway tunnels. the 6 mile extension will add 4 new stations at 28th street in little portugal near the intersection of santa clara and market streets. the sand

are ready and rail depot and a ground level station near pay pal park. the project will cost roughly 6.8 billion dollars and is expected to be finished by 2028. funding to complete the project will come from federal grants. passenger service is expected to start in 2030. and we now know more about the fbi search of former president donald trump's florida home on friday. the justice department released a redacted version of the affidavit. the fbi used to get a search warrant that filing revealed 14 of the 15 boxes retrieved from trump earlier this year by the national archives and records administration contain 184 documents with classified markings. this discovery raising concerns more national security secrets remained in an unsecured area at mara-lago. >> it's not like stealing a stapler from your former employer on the way out, whether it's safety of witnesses, you know, integrity

of the investigation. surveillance needs. >> president biden says it's up to the doj to decide if trump's actions compromised national security. and president biden held a roundtable discussion with local leaders on abortion access. hannah brandt has the details from washington. >> i want to thank you for what you do as they scramble to protect abortion rights. the biden administration is talking with state and local officials on the front lines of that fight about what they're seeing and the challenges that they're facing and how the administration can help local leaders. tell me conversations like this are critical as they partner with the biden administration and each other to find creative ways to protect abortion access. my message to the president is we need help. >> we're the last line of defense. and right now we need support. president biden has already issued executive orders meant to ensure women can travel to receive and have privacy around reproductive health care. the harris county, texas judge, lina hidalgo, wants to see more in

terms of funding for contraceptive care in terms of support transporting women, an abortion out a statement finding these laws and court durham, north carolina mayor elaine o'neal says cooperation with the federal government is crucial. really has to be important mount vernon, new york mayor shawn patterson, howard says states with abortion access have an important role, provide a safe haven for them that we have to increase the access that's available to those who will have to cross state lines. and kansas state senator dinah sykes hopes her state's recent vote to keep abortion rights in the state's constitution serves as a powerful example. it's going to take every day citizens said that we can write mission. ultimately, the president says the real solution is for voters to elect representatives that will pass federal abortion protections in washington. i'm hannah brandt. still ahead on the kron 4 morning news. >> california lawmakers finally reach a deal on a housing bill addressing the homelessness crisis. details after this.

♪then let's go struttin' right now♪ lawmakers reach a deal to try to ease the housing crisis in the state. >> legislative leaders on thursday back to pair of bills that would open up the state's commercial land for residential development. the move would bypass some local zoning laws to replace shuttered shops with affordable apartments. officials say california needs to build about 310,000 new housing units per year over the next 8 years to fix the current shortage the bills are

scheduled for a vote next week. governor newsom then decides whether to sign them into law. in order to beat back inflation. federal reserve chair jerome powell said interest rates will have to stay high for sometime in response. stocks slipped with the dow losing 1000 points. the nasdaq taking its biggest drop since june. palin out acknowledge the increases will hurt u.s. households and businesses with a weaker economy and job losses. but he said the pain would be far greater if inflation were allowed to balloon. we spoke with a financial advisor at morgan stanley who said it's better to have short-term pain. then experience in the long term. >> you have inflation longer at 9.10%. that means your roeding all the shaking that you've ever had. it doesn't take really very long for inflation to eat up all your savings. and so you're paying just, you know, double for think so. that's just not going to happen because the federal reserve is going to, you know, rates to cool the economy down. and so that's going help us going forward in 2023.

to the kron. 4 morning news. a start this half hour with a look at our forecast. brittany, regular begley is in the weather center with the very latest for us. good morning britain. yes, we're wrapping up fog us with yes, another foggy day. let me show you again a live look at the conditions as we set your decor. some places are foggier than others. that fog and a stick around probably for the next couple of hours. we're going to update you about every 15 minutes as a peek outside those low level clouds going bring us cooler temperatures, especially as we start your day. so let's talk about what you need to know. i think temperatures today are going to be just a tick below average. so enjoy that cool off golden gate park. 62 sunset district. we're looking at 60 on the coast. we're going to be right there. half moon bay at 61 watching for the potential of maybe a drizzle or 2. nothing over dramatic. but something that will continue to update you on throughout the morning. south san francisco. right there at those average temperatures will still be warm in places like mountain view. 78 san carlos, as well. but cooler than last week because last weekend, morgan hill, you're looking at temperatures of 90

degrees right now. we're looking at 81. you can see santa clara, 81 as well as we take a look at dublin, 81 livermore, you're getting a break of those inland temperatures. you are again near triple digits last weekend. not today. 85 hayward, 73. and as we take a look at berkeley, 68 oakland, 71, but you are looking at foggy conditions for maybe the next hour or 2 napa. 76 vacaville, 86. so those right, those seasonal temperatures, but temps are headed up when we're going to the 90's. going to break it all down for you. coming up in about 20 minutes. forward to it. thank you so much, brittany in the east bay, one man is dead after reportedly opening fire on oakland police officers. this after a woman called 9-1-1 saying she was being held hostage at gunpoint. >> a woman in oakley called 9-1-1 late thursday night distressed and in fear of her life explaining to dispatch that her boyfriend >> was driving around town while holding a gun and he wouldn't let her out and said he was going to kill her and

himself when the couple reached the woman's home on theresa lane, lieutenant robert says the man started shooting inside the house. she was able to flee the residence on foot and she called 9-1-1. and then officers responded to the scene during the 2 and a half hours that followed the tenant. roberts says officers reached out to the 58 year-old suspect, but he never replied. >> a drone confirmed he was armed inside the home and just before one, 30 in the morning, he showed his face came to the front of the residence and fired at officers that were in the street in front of the residence. >> then he went back towards the house and he was shot by one of our officers was very surprising because they've been very quiet over there in recent years. police and nextdoor neighbor lindsey say there's only been one emergency call from the house. lindsey says she called police about a year ago when the victim in this case was roughed up by the man shot by police in the morning and said it is, you know, and i feel bad for her. but at least now

i know she'll be safe. >> and else will happen or the victim is with family recovering from the incident. in oakleaf all kron. 4 news. >> chp has arrested 2 people in connection to 2 separate freeway shootings that happened earlier this summer. one of those shootings caught in a driver's dash cam that bullet narrowly missing passengers on board. you can see it left the couple pretty shaken up. this happened, june 14th on 5.80, east of grand avenue in castro valley. authorities say they arrested july feis on of san leandro last week in connection to this shooting. the second arrest stems from a shooting on 6.80 in contra costa county, north of stone valley road. a car was shot at several times on july. 21st. no one was hurt. the chp says they arrested edwin toby the 3rd of pleasanton last week as the main suspect during the arrest. officers say they found several guns and evidence of drug trafficking.

in the south bay. police are currently investigating an overnight stabbing in san jose. it happened around one 30 in the morning in the area around quimby road. and kara stood way. police say a teen was stabbed and his has life-threatening injuries. police do not have a person of interest or a motive at this time. a lyft driver taken to the hospital after being robbed by a passenger. it happened on thursday in the area of market and fremont streets near the embarcadero bart station, san francisco police say the suspect is 30 is a 39 year-old east bay resident by the name of martin sexton. he's accused of stealing the driver's phone, then beating and carjacking. the driver. police chased the suspect on i-80 as he was driving the victim's car. he was later arrested and booked for carjacking felony battery and probation violations. santa clara county, severe santa clara county. severe drought problem has entered its 3rd year. the valley water authorities held a summit to talk about the current supply

her birthday, she was shot at least twice when she and her partner pulled into the city's little saigon neighborhood. the group shared their growing concerns for oakland residents and voiced outrage at increased attacks against asian americans and pacific islanders made yet turning point our communities. >> communities have been overlooked for decades. what may be a new chapter? a moment in which we canesay. who can i lean on? and immediately we have hand so oakland city council, president nikki fortunato boss. >> so city officials need to send clear communication to criminals that these types of crimes will not be tolerated. that type of violence needs to be held accountable. >> and we're also coming together because we have to those losses. we have to and more than anything to show. oakland should be a peaceful town. police are still looking for the suspect who came out

from a white lexus. the pulled up next to says car. >> and for people inside of a white tesla that was near the shooting in case they have more information. the tesla had a distinct roof rack as well as the bike rack in the back. >> and that was ella sogomonian reporting for us. the oakland police department is now providing 24 hour patrols in the little saigon neighborhood. also in oakland, police are looking for the man who fired shots aboard a bart train friday afternoon, injuring a man. this happened at the fruitvale bart station around one 30 on a train bound for daly city. police say the gunman shot at the victim several times. kron four's gayle ong has the latest for us. >> bart police remained on scene at the lake merritt station in oakland friday. that's where officers responded to a man with a gunshot wound. according to bart police chief and alvarez. the man was shot around one. 25 pm on a daily city-bound train leaving the fruitvale station. one individual opened fire with a handgun and wounded another male. the

suspect immediately board that train. >> and ran out of the flu bill, start for station and is currently still at large. the victim continued on to that on the train to the lake merritt station. >> the man shot was taken to highland hospital with life-threatening injuries. chief alvarez says the victim was likely targeted. >> we have no reason to believe that this was not a random attack. we are actively pursuing leads to apprehend the suspect. >> the shooting prompted major delays. trains stopped running at lake mary due to the investigation. service was later resumed. kron 4 caught up with bart riders about the incident. well, that kind of ruins the safety i got to get home, but will be coming back this way. i'm more concerned about safety on bart. >> now than i was just a couple of years ago. it seems like it's not as safe as it used to be. bart laid out safety measures in a statement that reads in part, quote. >> barr has a historically

>> a two-year investigation by the chp led to the arrest of 5 suspects said to be involved in a major cargo theft operation. chp says the suspects are responsible for stealing more than 1 million dollars worth of cargo and $250,000 in cash. the raid happened earlier this month. >> this bust was was huge for us. its service to southern california. we're very fortunate. obviously, that has statewide agency. we have resources from, you know, here all the way down to la. we were able to work with our counterparts of our southern division as well as various different law enforcement organizations down there be able to identify and locate these individuals and conduct this raid. >> items recovered include products from google, microsoft, sony and apple. authorities are not releasing the identities of the suspects, as they say doing so could compromise the ongoing investigation. a 15 year veteran with contra costa

scrutiny over a decision to let the man go. and that man was accused of trying to steal a catalytic converter this incident happening earlier this month near 24th and anza street in the city's richmond district. 2 women told police they caught a thief in the act. they say police even pulled the man from under the car and detained him. but officers allegedly let the man go because there was not enough evidence to make an arrest. now, specifically, the owner of this car was not there, even the suspect who allegedly carried a carjack he had not yet actually stolen a converter as apd chief bill scott says he agrees with the officer's decision saying in part, quote, when faced with the decision to make an arrest and looking at the totality of the circumstances, sfpd officers determined there was not probable cause to arrest the suspect. i support their decision because the facts as i know them confirmed that there was not probable cause. officers did determine the car
